Bill pay attorney fee to hefty Wiley Gore, $750 and a $20,000 reimbursement for a revitalization grant for around the table. And we did deposit the Town of Ashland Restaurant Incentive Check for Chipotle, which was $97,017.24. And interest of $991.21. And that leaves us at the end of March 31st with a balance of $453.96.52. Taking a look at our details on the side, we still have, that says DDA and Marnie told me that was code in banking. But that is earmarked for our downtown association design grant when that is put into effect. And then the other allocated amount is the $97,000. And that is put into effect. And then the other allocated amount is the $97,000 and that is the restaurant incentive funds that we'll go to Chipotle, which Mr. Scaria's already sent out. And then the last allocated amount is $22,500 and that is for the R&DC revitalization grant which I now have signed by R&DC. So that has been reviewed approved by Mr. Hefty, signed by Mr. Lewis, and now signed by our member of R&DC. So that leads us with an allocated balance subtotal of $134, 517, and 24 cents, which gives us an unallocated balance of $318,000, $579, and 28 cents. Thank you. Recently the council approved eSashlin development, the Patriot Glen, so be 114 new homes, single family homes, just East of Ashland on East Patrick Henry Road, between there and the horse park, the Washington Lacey horse park, and in the front of that what was approved is commercial development, so that might be an opportunity for the EDA. I don't know what will happen with the future. I just note that the more homes we build at a certain price range seems to entice new business development. And so that can be a positive thing for us. The APD has noticed extra traffic enforcement has been necessary lately. There's been some people speeding during rush hour. And so APD has been doing some extra enforcement. And so now we're like in the educational phase. And hopefully we can get the public realizing it's important to obey the traffic signals, the traffic speed limits, and the crosswalks stopping at the crosswalks fairly important so that people can safely cross the street. And the manager presented the budget for the 25, 26 year. And that will be a public hearing next month for town council and anticipation of approval for it in June. We didn't hear from anybody, from the public, the last couple of sessions we've had. So we anticipate that at this moment things will be moving on and Let's see council declared the month of May business appreciation month and so we encourage everyone to come out to the local businesses and and show their their love for what they do and We were able to recognize the promotion of Sergeant Jamie on Hamlin on the Ashland Police Department Recently and so it was neat our family came out and you recognized for her great service, I think 12 years on the force for the Ashland and still coin strong. So the reason, I can't speak for money, but the reason I'm assuming that there is no allocation there is because we have enough funds in the bank to cover it. And up on the screen you'll see that there are addresses and names, but on the sheet in front of you again you'll see the type of business that it is. Berkeley Town Heritage Park has a ribbon cutting on Saturday 4, 19, 2025 at 11 a.m. We have a brand new Sonoco gas station at which is ribbon cutting opening on April 24th at 10 a.m. and I have sent you that calendar invite. Big, big to-do plan. So please come on out for the ribbon cutting and Then also the fall line trail is opening sooner than expected, which is very very exciting And I also sent you that calendar invite today to for May 22nd at 10 a.m Please plan to join us So have they extended the fall line from that short one mile? They have, yes sir. Okay, great. I probably could have put you up a map of that, but I can send it to you. Nice. So we had some really great business activity in the first quarter. We went to visited downtown businesses with members of the EDA, Miss Watkins and Mr. Lewis, in addition to downtown Ashland Association staff, Hanover Economic, Hanover Economic Manager staff, and town staff. And we partnered all together and visited over 30 businesses in the downtown area. Gathered some fantastic data and information, and we're really well received, and we had a great time. As you can see, handed out some Ashland swag and shared some resources. Our second quarter business walk date is to be determined, and we will be hosting that in May or June. If you are interested in participating in that, please let me know. Business development, so this is something very exciting that I believe that I have mentioned very briefly in the past but we are on the move. So we are currently in the pilot program stages of offering a business promotion program. We have six confirmed Ashland retail stores, which is how we're starting. Starting out again, as a pilot, this is a promotions and marketing program to promote businesses in downtown Ashland that do not require any sort of activity on their part. So this is really an opportunity for the town to support these small businesses and driving traffic. This is also not a one and done type of event. This is a promotion that will be ongoing. The goal is to have this program up on the town of Ashland, our tourism website so that it then becomes a tourism destination of sorts. So the idea, it started out as an Ashland Pickers Trail, the six stores that we have are remixed down on Washington Highway, Crimson and Clover. I think I have the businesses there for you. So started out as an Ashland Pickers Trail and then it's kind of taken on a new form and the goal is to be able to create this as an ongoing promotion program and then have the opportunity to diversify this program. For instance, if we wanted to do it around the holidays or we wanted to choose another cluster of businesses and then be able to scale it. So as we're starting out, we are going to be starting out with a punch card. Seems very old school I know, very original, but believe it or not, we've asked some Randolph Macon students how they feel about a punch card and they're really excited about it. So we're going to start out with a punch card just to get up and going and then we will be moving on to at some point a digital process of being able to capture that tourism data and that traffic. We are currently in the logo and marketing design phase. This is, I'm just showing you guys because I was so excited to see it today, but I'm back with the graphic designer and this was just one of the suggestions that they gave us and it's kind of exciting. So think that when you look at arts and antiques, we could potentially put in their center of the restaurant universe, center of the holiday universe, center of the, so the idea again is to make this a scalable program and support those cluster of businesses, essentially like a passport to the universe. The goal is to launch in mid-day, and I'll share more information about that as it becomes available. I think this is a great idea. Good. The, in fact, I'll just share a story. A colleague of mine, we just hired, moved from California, just told me this morning that came to Ashland to look at antiques. And so I was thrilled that she figured out being new in the area, how to get to Ashland to go to the thrill of the hunt and to calibrate the artees. And in what came to my mind was restaurants, where we pack a mean punch as far as having a lot of places to eat. Is this going to, the only thing I'm wondering about is how to get the word out. So will there be like window decals or will there be in the businesses or how will people understand this program is out there beyond the tourism website? Sure, so the idea is that the town provides all of the marketing materials starting at first so it will be promoted by the town. The businesses that are participating don't have to participate. But I mean, have to participate as in, they don't have to do any of the heavy lifting. But they obviously are gonna want to participate, especially in the marketing efforts of sharing on social media. But the idea is to be able to take them a turnkey promotion opportunity. So we are having maps designed of all of the different locations. We will then have all of the marketing materials worse, probably starting out with some sort of QR code at first that they can scan that will then take them to the Ashland Tourism website. And then on the Tourism website, there will be a designated space for that. So ideally the best way that we're going to get it out is through social media sharing through our regular channels that we have now and then but taking all of these paper marketing materials and then also they'll be creating social media designs for us to plug and play. So when this happens, I can send it out to all of the businesses and get them to participate. But again, the idea is to make it a turn key opportunity. Great. Is it Town doing this themselves? Or is this in partnership with like? Town. Just a town. And yes, town. Great. Yeah. we're really excited. Any other questions? So more on the business development front are AshlandVA.gov, our website as a whole, has gotten a refresh Martha and her team has done a phenomenal job of giving that a refresh and an update and just really getting that organized and looking great. And so the way that they did some new designing with the website was based on clicks. So they used some data to figure out what was the most relevant and what were people clicking on the most. And as you'll see at the top, look at businesses. We made it to the top header. So apparently, we get a lot of clicks. And so it was time for us to do a little bit of an update also. And as you can see, we've done combined some of our pages. We had multiple in the past. And it was not as streamlined and effective and efficient as it could be. So we took all of those pages, condensed them, and we now have a starting a business in Ashland page. And if you were able to, not on this, but if you're able to on the website, you can scroll down. There are five essential steps in starting a business. It takes you through them, also offers all live links. And now we also have an FAQ page off to the side, which is again just helpful. So the FAQ page will expand, we're rolling this out and starting in small increments. Also, if back in January, I'm not sure if you remember, but it all started with, we did a small business focus group. And we actually had the, the mannings were here with us, but we brought in business owners that were up to about 24 months old, and we brought them in to say, what works when you came in to start a business, how did it go for you? Did it go well? Did it, you know, like, what worked, what didn't work? information do you wish that you would have had and what information do you feel like was lacking? And we had a phenomenal response. And it was very exciting just to hear the actual testimonials of, you know, of the business owners that were coming in and they were very clear about what they needed, what they wanted more of. Some of the process was confusing. So we listened, we went through, and again, we have done this. There's also a business resources page, and that is now combined into three different categories. And then now we also have printables on the website where you can, like a PDF, you can click on it, again a live link, and there's a checklist. Many mentioned, I wish we had a checklist of how to start a business in Ashland, so we created one. And then we also have kind of a mapping. Do this, then this, then this type of thing. So I welcome in any of your free time, if you're clicking around, and like to go to the website and you take a look and please give me any suggestions, feedback, edits, whatever that you feel like we could improve the process. I welcome anything. So EDA updates in on April 21st we'll have a, we already have a subcommittee meeting scheduled and we have a restaurant incentive application through 7 Brew. That location has been, they have an LOI on the location which is 709 England Street, the old Pizza Hut building. So I've put it here for you in the map for you to take a look at. We will be discussing this at the subcommittee meeting on April 21st, and then we will review and discuss and vote on this at the May Board meeting. And then lastly, just to give you a quick update, Town of Ashland, the England Street Street Skate Project. So phase one, as we had discussed, it has begun and project updates are continuing to be shared weekly that we are, we have a, I feel like we're getting some really good feedback on that. People are staying informed and we just learned today that the waterline upgrade will be in progress through the middle of bay and if you are not on the England Street hotline update and you would like to be please just let me know and I will add you. Is it for me? Is the water line upgrade where they're digging the road up. Right there? Yes, sir. And the last thing that was not on my agenda and my presentation this evening, so my apologies for forgetting, but it was the old Ashlyn Inn and Sweets building. So that was set to go to auction last Friday and right before it went to auction, they received word that the judge was giving more time to the company to be able to pay their lean off. So therefore, what that means is that it doesn't change the town getting quotes correct. So we have already begun getting quotes correct. We have already begun getting quotes correct. And it takes- We meaning the county. Yes. The county and us. Well, I guess it. Okay. And it takes 30 days for that. Probably. Is it right? I believe so. Yes. Okay. And what? Okay. And once that's completed, we and and the structures torn down, we have a priority lean, correct? Which we could and force and have foreclosure based on our lean and have a first cross. You are correct. OK, that's what's for me, make sure. Because that gives us big leverage. I don't know how the person is going to pay off the note which he's delinquent on plus the taxes plus the demolition lean. So most if we go far, we'll come back to foreclosure. This is my opinion. Thank you, Kelly. We invite Noray Miss to give us our economic development strategic plan progress. First, I have to give my own economic development update. Very excited to announce that Kelly was promoted to our business development manager. Oh, congratulations. Very well-earned. Very well-earned. You see it, Bernie? Nope. Did you say no? Correct. Okay. Okay. We're seeing you. It's coming. Okay. Good evening. We're back once again. It might be the last time we'll see. So since our last meeting, there were two committee meetings specifically to talk about the talk about the strategic plan update. I think there was a lot of great conversation during both of those work sessions that we held. Since then Kelly has done a fantastic job. I'm here presenting. I'm not really sure because she has done really a fantastic job of putting all of your thoughts together in this document. And so we can go through that. you'd like. I don't you, we did a lot of work in the work sessions. If you wanna go line by line because there has been some additions within the document we can or if you all have a chance to already review it and have some comments, we can skip to those and write those down. But first I would start, I think in what was included did not maybe perhaps include mission and vision statement. We talked about some things, but again Kelly's done a great job of putting those two things together. And so we'll start with that if you don't mind. Just to go over what is a mission and vision, I think there's always a lot of confusion about the two different ones. So a mission statement is kind of what you're doing today. Action oriented. What is it that we do as well? Define your why. Whereas a vision statement is more future oriented. What do we want to be? It's more aspirational. It describes what that future desire outcome is going to be. And so, I just put here an example of the town's mission statement. Improving the quality of life in Ashland through the professional and efficient delivery of outstanding public services. I think something that's also important about a mission statement is that it's something memorable when we have our town meetings, Josh always asks for someone to say the mission statement. So it has to be something that people can remember and that they can have attachment to. It's usually pretty short as well. So here's the mission statement that we're proposing foster economic growth in the town of Ashland by focusing resources on priority areas, revitalizing key sites and building strong partnerships to attract investment, support existing businesses, and preserve the talent's unique character. So I know you all are just seeing this now, so I understand if you don't. I have too many comments, but we can get back to that. Any comments before I move on to vision? I have a comment. Okay. I came up with this, and it's very long and wordy as I see it. So I was wondering if perhaps it could be foster economic growth in the town of Ashland by focusing resources on preserving the town's unique character. So we can take out all the steps that we do. That's just something to think about. I had a long list of steps of things we were working on. Kelly, is there another tool that captures the steps? I'm just trying to think, there's mission statements, there's, but is there another catchy little tool that- I think when we get to the vision statement, it talks a little bit more about the steps. Okay. But yeah. But yes, we like shorter is better. Sure. I don't know what to say. I have a lot of work. Something that are doing in my professional job is we take things like this and put it through Artificial Intelligence, Machine Learning, GPPT and others, and you'd be surprised. You might have to do it a couple of times that it comes back with something that's more concise. Okay, we will work on that for you unless there's any other comments. And then here is the vision statement that Town of Ashland Economic Development Authority and Vision's are thriving in dynamic community where the Route 50-40 St. Cordeurs is a vibrant hub of business development and attractive property development. Downtown Ashland is a revitalized and prosperous destination, attracting desirable businesses and significant investment while celebrating its historic charm. Strategically redeveloped whether utilized properties contribute to a diverse and robust local economy. Strong partnerships with Randolph-Macon College, local organizations and regional entities drive collaborative collaborative economic advancement, and then lastly, Ashland has recognized it's a desirable location for businesses and developers seeking a supportive and forward-thinking environment. So, Jack, I think that's where you get to more of your specific items. Yeah, some of the wording here is not exactly, you know, I think I'll just, I mean, that strategically redeveloped under the eyes of properties contribute to, I'm not sure if the wording is exactly right. I'm going to go out here a second, right? I mean, you know, so far it's just the syntax of it. So that can be done. I'll be done later, I suppose. very strategically redevelop underutilized properties that contribute to a diverse and robust local economy. Maybe it's what we're trying to do. Do you say that? Yeah. And I was just, hey, I can do wonders with these types of things. That's what I'm finding at work at least. You could take that whole section and tell them what you wanted to do, and it'll just do it and come back with. Dr. O'Reilly, please. I hope Dr. O'Reilly replace this one. Dr. O'Reilly replace this one stage. Is the thought the vision statement will have these bullets in there as this? I think that's what Kelly's proposing. Nothing's in concrete. I mean, for me, I like things to be black and white and like organized because that's just how my brain operates. And so I felt like it was easier to see the things that we were the overarching mission and what we were trying to accomplish. However, I think I'll completely admit that I think that I'm missing maybe the bigger, broader, grander picture of dream of Ashland. I think I'm focusing here on the now. So again, this is me and I welcome your thoughts. Yeah, I just think that like the mission statement, the vision statement should be more concise and memorable something you can sort of recite as opposed to like the steps of how you get there. But as far as the specifics of it, I'd have to give that some thought as well. Yeah. Thank you. Get a couple of extra sentences in a vision statement, but something that people recognize. All right. Well, we will work on that and get that back to you. I'm sure that Kelly can email out some options before the next meeting. All right, so now we're going to get into. Okay, so through our committee meetings, we narrowed it down to three goals. A goal A is to focus resources on high priority areas, a goal B, revitalize and redevelop target sites, and then goal C, build partnerships that foster economic development. And so then we went through and created strategies under each of those goals. And so goal A, focus resources on the high priority areas, we specifically caught out what those areas were, the first one being the Eastern Route 54 corridor, and then we specifically said between Route 1 and I-95, strategy two to strengthen and revitalize Ashlands downtown area area. And then we specifically called out where that's located. And then we talked about what we want to do is attracting desirable businesses and encouraging significant investment while preserving Ashland's historic core or character. I think what we would like to avoid hopefully is making small, non-significant investments. For example, I think we talked about a long time ago, we spent a lot of money on sign improvements, which really didn't bring new business or new jobs or new investment. It did bring a pretty sign, but perhaps that could be saved for the Towns Vassade grant program, where you all are, again, attracting those desirable businesses, the retail restaurants and those types of users that would bring tourists into town and encouraging a significant investment within the buildings and property. And then, Dr. G.A.3 creates grant programs that lead to the desired outcomes within those those areas. So anything on just those will go into more of the action items when we get further down. And feel free to stop me. So goal be of revitalize and redeveloped target sites. Ideally those target sites will probably be within the high priority areas. So strategy B1 is to identify critical underutilized properties and create redevelopment plans for new commerce on those sites. And we'll talk again specifically later about what that looks like. Strategy B2 support the implementation of small area plans for priority areas created by the town. So as I've mentioned, the town has created some small area plans, one for the old junction shopping center, and then we have one for the Holland property. And we're more than happy to make more plans and then give them to you all and have you all make those plans come to life. And then B3 makes strategic investments in incentivized projects that support the vision of the EDA. Excuse me. Goal see build partnerships that foster economic development. I think we on a staff level have built really great relationships, but we try to bring those updates to you. I really appreciate the partnership with the Antivir County Economic Development now through their EDA and Jack's representation. But I think we can always continue to work on that, to coordinate with Randolph-Making College as an essential economic partner to facilitate regular communication with local organizations and identify coordination opportunities between the EDA and those organizations, and then identify to partner with regional state and federal organizations and leaders. That could be them bringing us to do businesses or perhaps providing us with some grants and financing that we can share. So maintain a list of potential developers and business operators seeking to make investments in Ashland and continue to seek opportunities to coordinate with Dominion Energy Innovation Center. Not sure, maybe our new folks may not know, but I think you all hold the lease for the town owns the property, but I think you all may hold the lease for Dominion Energy Innovation Center. So this is where we got more specific and again kudos to Kelly for filling this in. So we have each of the goals listed and then each strategy and then action items that fall under that strategy. And so I don't know if you all want to listen to my terrible voices, I read through all of them, but I'm happy to do that. Or we can just highlight some of the bullet points. Or if you all already have some comments on this section, we can start there. Which would what would you all like? How would you like this to go? Do you see why you have any different comments? So does anyone have any comments on, you know, strategy A of foster business development on the root 54 quarter and then the actions that have been presented here with a business box, marketing materials to those key industries and updating the grant programs. No comments? No, but very great job, you all. Kelly did. Excellent job. A lot of work. And then strategy two, strengthen and revital. All right, you're all making this really easy. We're re-vitable eyes and redeveloped those target sites. I can tell you an example of why it's great to create maintain these lists of vacant underutilized properties. It was brought to our attention that there was a site over across from Walmart that wasn't on the Hanover County list. And so it was it had it made it to Virginia Skann and we didn't really know that it was listed as well. And we listed it, had shared it on a Thursday afternoon and by Monday we probably had three or four calls about that property. Several medical folks wanting to go on that property. And so it just shows that having knowing, having the knowledge that it's out there and sharing it on the resources that we have really does help. So I think that'll be a good strategy. And then the small area plans, I think first of all, we'll have to do a show you those plans. I'm not sure if we've, they've been around was we may have shown them when they were first developed we can bring them again Is the term small area plan a Well-known a planning term probably more than an economic development term Yeah, I was looking to see if it was defined but if it's not something that's common in planning I don't you know need it. It's a planning term. It's not probably as much, well, it is an economic development plan. You just take a small area, for example, the 286 acres of Holland track or the Junction Shopping Center and you kind of master plan it. You look at cost and return on investment kind of stuff and density and zoning and what might have to happen to make it happen. Good. And then supporting the small area plans talks about the comprehensive suite. I think we talked about that. Strategy B3 makes strategic investments and incentivized projects to support the vision of the EDA and then the actions there. And then in talking about Randolph-Macon College, we're already doing a lot of these things and we hope to continue the upward momentum we have with the college and having them allowing us to participate and encouraging more involvement with our businesses, which is a fantastic outcome. So facilitate regular communication with the local organizations, identify coordination opportunities. They have a lot of events and I know that some of the events the Hanover County EDA Committee members attend so our chambers have events so if you'd like to ever attend those we have a membership and you could come along with those memberships. It's a great way to network. All right. I'm not going to read it. So, strategy C3 identified the additional state and regional partners. And so for example, the state folks brought us the potential project and expansion for a Republic National Distribution Center. And they were giving funds through their Virginia job investment program. But they also have a governor's opportunity fund they have a transportation fund and so just making sure that we're aware of those projects and knowing what the town's commitment would have to be and by the town of being the EDA It's a lot of times there is a matching requirement for some of those programs Yeah, that that was one thought that crossed my mind as I was reviewing this is, you know, so that, you know, is there, should we make, if part of our strategy, some type of revenue growing aspect, whether it's trying to make ourselves attractive for bonds or whatever the case may be, but I just, I was, I don't know all the ends and outs of what the options are and maybe our attorney may have, the town may have thoughts on that, but I'm just wondering if we should think about that for a moment as far as. I think that's a good idea and maybe we even look back and add another goal, add a fourth goal of, you know, I think we told you that originally the consultant had created an organizational plan and we're like, no, we need an economic development plan, but we could have an organizational goal that talks about maintaining our revenues or increasing our revenues. I think that's something we could look at if it's, sorry, by the committee. It would be nice to add. Okay, we can do that. And again, I think we talked about the DEIC. I think we probably would make sense to have them come and report to you all once a year on what they're working on. They're a fantastic partner. We do support them financially, the same with downtown national association. We can get them to come to a meeting and give you an update on what they have in the works that that would be interesting. So that is the end of the document. I had planned to read it all to you and go word by word, but I think you all did fantastic work again at the committee level.
