A few years ago in my life, Christy and I, we moved to Port St. John and during our unpacking and moving in, we discovered that Port St. John does not have recycling. We're a very limited recycling. And then talking to some other neighbors, Gulf County, Franklin County, Appalachia Cola, Mexico Beach. All of the beach communities had very limited recycling. And we sort of talked to some of the neighbors and the business owners around the area. And they could not explain why we did not have recycling. The neighbors expressed their desire to have recycling. We were taking stuff back to Atlanta and talking to the people at a poor state general in Gulf County and the landfill director in Franklin expressed that they are thinking the past that the free-socking efforts of the past were not very successful. It was losing money. So it was discontinued. So Chris and I started doing some research, the one that did some other recycling businesses across the nation and how are they making money, how are they doing, being in business and collecting their process, then we started working with a small business development, started working with the Chamber of Commerce for Franklin County and Gal County and started creating a plan, started reaching out to more business owners and some residents and we got their buy-in so Chris now here now to introduce that we're going to introduce a recycling program for the residents and business firm going from Franklin County to Gulf County Mexico Beach, St. George Allen all the way over to Mexico Beach just sort of program here and start growing it pretty much for all of the Gulf Coast communities. So our second program will be on a voluntary basis with the residents and businesses. We will provide 18 gallon tides, 48 gallon trash cans to the people I wouldn't want to participate. We will have a pickup truck, a half-turn quarter-turn truck with a dump lift of panels and a Screen on top go around to the business to the customers and collecting it from their residences Well, this now we curbside will go up to the house like Amazon, but in reverse. We will pick up from the house So we're not going to interfere with waste lines curbs our collection We will collect the material and we're working with for the St. Jerry of creating a transfer station. So we will take and to unload all of our materials at the transfer station, create a little tibinary and then sort and store our materials. So once we start gathering enough of the materials, figure out what we collect most of them will start buying the equipment to process it to be sold. Questions? I don't think so at, well, Commissioner Grove does have a couple of questions for you. Yes, ma'am. So this is a this you're not is there something you've done in the past or no I am an accountant controlled by trade the wife is a Treasurer or a regular Controller of Super Funds for the Payment Processing Company so we know some more people. And do you have a market for selling the recyclables? Yes, ma'am. We've been talking to the Merth and Tallahassee. He's going to pay for it having to buy a lot of the plastics. There's Styrofoam materials. We have a company in Canada, one in California that will most be densified, the Styrofoam materials, while we have a company in Canada, one in California that will most be densified the Styrofoam materials and it creates ingots. They will send us a truck and collect it. Cardboard, 10, Lumin, everyone's buying that. So Christie's really excited about glass. So we've been talking to some glass recyclers in New Orleans, New Mexico, and they're separating their glass by color. So what they're doing, they're really marketing to the art community, Appalachia Colour. You guys have a huge art community. Portage of Hasbro and Injust the Whole Gulf Coast. So she wants to market to the art community, providing colored glass so they can create stained glass windows or whatever art material in one edition was a work with the schools creating art projects for them and that would be the educational correcting going to the schools to promote the recycling. And this would be a paid, paid endeavor where the resident would pay the resident or business would pay and what $240 a year? It depends on the frequency of how often they want to pick up. It could be monthly. In Atlanta, we had weekly pickups. So we had some residents that did once a month. So some even full-time residents that don't buy a lot to consume a lot, they can probably get away with once a month. So it depends on the frequency and its size of the container. Bet them. Intrigued by the effort, how would you market this and get the information out there to solicit customers? I am starting going to all the county commission meeting. I went to Franklin County last week. I went to Gulf County going to Mexico Beach, starting with the local government, giving you an opportunity to know about before we start hitting on the radios. We will be hitting really the real market. We have a large volume of real homes, so I'll be hitting the property managers in the HOAs. And I know that some of the full-time residents wanted to participate, so this is not just for the vacation guests to relieve the landfill of their waste, but for some of the full-time residents that want to participate, they can have the collection service at your house. We will provide working with the municipal pick up bins at various locations of those. I want to have a recycling opportunity more than just a cardboard. We will have aluminum glass all the plastics, star foam that we will put that up free undraftful bins. Thank you. Any other questions? Commissioner Elliott? Most of my questions have already been addressed already, but I just wanted a little bit of a clear picture on timeline. Are you already implementing this in Gulf County at all? No, ma'am. Okay, so what would be the projected timeline for this service becoming available for residents and commercial businesses? So we can get our about to launch a go for me, the crowdfunding campaign to raise our son-of-cost. We've got to buy the containers, we've got to buy the trucks, we've got to hire some people. So the crowdfunding campaign will run for the month of September and then depending on the funds that we were able to collect I will be buying the equipment and renting the space from the Port of St. Joe in the month of October with a go start date of the first money in November, November 3rd? I'm pretty aggressive. Gotcha. I need to get in front of the market before the Great Season starts, so I'm going to make a bunch of mistakes. I've got to document the process so I can get ready to hire the extra drivers and give them the process. I want to make the mistake with a smaller crowd before the thousands and thousands of people roll hands out. That's a good thing that you're already an accountant by trade then. So I think you'll probably have that one in the bag. Do you have any affiliation or with any of the local recycling and environmental agencies? Have you looked after any grant funding or is this entirely going to be a crowdfunded project? It will be all crowdfunding, all the grants that we've been investigating requires to have a work history. So I have, we're going to start from zero. So it's me, knocking on the doors, we're gathering all the customers, collecting the recycling materials and on a weekly basis providing at two different municipal and accounties so they can see how much how much we're diverting from the solid waste from the landfill and then as we start selling it, selling it, sharing the information back to the municipal and accounties how much we're selling so there's an actual net how much is being diverted, where how much is actually going back to the left. Carol Blaski, 2-2-4 Center Street at Blasch Cola. I am here to introduce the idea of us stopping Styrofoam cups and take away containers. If places like the State of Maryland, Washington, Connecticut, and New Jersey, California, Colorado, Hawaii, Maine, New York, Vermont, Oregon, and Rhode Island, and Texas can have a ban on Styrofoam. Why can't we? We love those turtles so much. We talk about those turtles so much and protecting those turtles, and yet we allow people to take star from and it gets broken and it gets into little tiny specks and little baby turtles eat it because they think it's food and they die. We love our fishermen and we love to fish. But you know what? The fish eat those little tiny pieces of star from and they die. Although they don't die, we eat those fish that have ingested that star from which is made out of two different kinds of poisons. And then I don't know if we die, but it's possibility anyway. I don't understand why a small town like this can't do that. Can't exercise some kind of intelligence to let the people that own restaurants and bars here know that we're not going to accept Styrofoam to go cups anymore. Plastic is not so bad. Plastic is not as bad as Styrofoam. Now the tap room, which I like to go to, now has a takeout service and they take out plates on that Styrofoam. They may have made out of some kind of a coconut something or other, read about it online today. And we get every restaurant here to get those. And if you need to, I would volunteer to look up the difference in prices because I care that strongly about this whole thing. You know, little raccoons eat that and they die. I mean, it's not good for us as people. And have you driven between here in Port St. Joe recently and seeing all the wonderful styrofoam containers on the side of the road and the styrofoam cups? It's really an enhancement to our community and I think that if you can care about at all the beauty of this place and we're always talking about how beautiful this place is then let's do something about it. Stand up and say to the restaurant, say to everybody else here, that hands out style food, including those lovely tree that I like to eat at, that they can't do that anymore, that they've got to get these other kind of containers to send their food out. Now, we can't just say do by the end of the month, I know that's impossible. But I think if we're getting one and enough like as of the first of Jane right 2025 There's going to be a ban against this And I think that's a reasonable and we all claim that we love this country. My name is Michael Ritzger out, came before the commission last week and brought a proposal for insurance services that are renewing October 1st. I don't know if you received your copy, but if you did, I'll be happy to get you another one. In that proposal, just a quick recap, just for your benefit specifically, that proposal showed about $60,000 in savings for the city and I'm going to just in layman's term, apples to apples comparison with a top tier carrier that you have had before and have experienced with. And in that we did recognize that there was a discrepancy in the there was a reduction in workers comp Payroll numbers that we need to update. I don't have the specifics to give you a written update on that But I can get you one before our next meeting however I have Looked at that and I'm confident in telling you verbally tonight that there's going to be an $80,000 savings minimum for the city. So I wanted to bring that information. Also, just wanted to be here and be available to you. If there's any conversation or any questions about it, I know there's concerns about former RFP. I'll tell you, I left a city meeting earlier today where in a very similar fashion. We presented an unsolicited quote proposal, and they accepted that with no formal RFP today and awarded us the bid for savings because it's in the public interest of their city. And it's significant meaning for for you. We've had this process similar across the state this year, whether it be just an acceptance of a proposal on an informal fashion or through the piggyback provision, which you may or may not have utilized in the past. And there's a statute that allows for that. From RFPs are an option and there are two of the use, but they're not intended to be a barrier for progress and success in the public interest for the people you serve. I know that I serve people in this community and all the communities around and I would be. It would be difficult for me to find anyone who would disagree with the opportunity to save funds for the city and operate efficiently there. So but I just wanted to bring the information I know we want to be, push your or just tasteful, you know, in my presentation to you, but your business is important to me and I'm on five for you and I want to continue to fight for you once you hire us to do that for you in the same way. So I have spoken with Miss Mathis, fortunately for a few minutes about any concern she may have had. There's plenty of time to make the transition. It's really simple. So I just want to try to put all the information I can before you to hopefully help move this forward or get you comfortable with taking action on that. But I see a great opportunity for the city here and just a good savings for this before you. It's a simple option. I mean, it's theirs. You just choose to pay more. Miss Cox Cox will. Good evening commissioners. I come to you tonight on behalf of our immigrants to the mural slash sign funded by the keep Franklin County Beautiful with the MLK corridor grant. The reason I'm here is because in working with Brie Robinson on how to get this thing where it needs to go, it became clear that it really doesn't fit cleanly into either the sign ordinance or the mural requirements. And so I wanted to come to you because brief felt like they would really be good to get your approval. And then once we got the certificate of appropriateness from P.S.E. and the signal to move forward. But this month the meetings are reversed in order than they usually are. PNZ is next week, instead of coming before the commission meeting. And there is an issue of urgency as far as time is concerned here because ideally, we would like to have an unveiling at the seafood festival. And this mural will celebrate the history What ideally we would like to have an unveiling at the seafood festival and This mural will celebrate the history and the contribution of the families of the hill and I think it would be Really wonderful to be able to do that during that time since it seems to be a family reunion time for a lot of people in that neighborhood. And so I'm asking for your approval on the project contingent upon it getting a certificate of appropriateness and meeting all the guidelines as far as PNZ is concerned. And in my surroundings and going around, I did observe some things and I was just bringing them by to you to say, you may consider it. And it's just a consideration where I go. Signage is one of the things that I've seen that work best as the areas I go around. And for an example, coming off of the bridge, having a sign that says that traffic from the bridge does not stop. Let the people know that when you come in there, you're not stopping. And on the other side, it to send traffic from the bridge area This not stopped so everyone knows that there's not a stopping point for that The only other thing I thought about and looked at was the blinking yellow light And if that yellow light was green which could be two ways either have a green light there and Disband of the other yellow or turn that yellow sign to a green blinking so that the traffic would know not to stop and that's usually the problem is that when tourists come in town they don't know they just automatically stop because of the caution sign which is what I would do too if I didn't know so just bring that to the council and see whether or not they may want to consider looking into those. Fundraising for two very great organizations that we have done. And so the first day, we will have more events going. But as a result, this brings up something that our park committee has raised, the need for water in the park. That will be coming up in February. And we've rented this in the last parade where there was no water source to give water to the dogs. So we're constantly having to go feed all these buckets with water. We have to go use somebody else's water, run over to my office, fill them up, go over to Danny's, filled them up. So anything we can do to improve the parks but it have a water spigot that works to give out water for those animals will be very helpful. And it isn't just us, the Wild Mammal Association and the Humane Society with the animals, they bring to that event, they need that water. So anything we can do on that would be most appreciated. Adminment to interlocal agreement, health care Fund Sirtax, and we have with us the Honourable Chair of the Franklin County Board of County Commissioner, Ricky Jones. Well, they're different on this side, Mayor. It's all good. Yeah, I know what it feels like, right? Mayor Commissioner Staggier thank you for making this opportunity to be able to ask today to be on the agenda. Simply put, we are working at the county commission level to find a way to move all of that in the room in our funds that have been funded in the Enblet Services and County. That was included in the ballot language. Everything was very done in the right. Ambulance Services included that language. But the County has always had that on our ad volume. That this year is the first year that there was a month many being collected in that certax. That we can address the County and the city given out by residents of Texbreak. It would equate to about a quarter of the off taxes. We've already taken stuff out. We just finished our first public budget hearing. So we have it teed up to know that if we did and we were able to do that, and that services to the healthcare surtax and let it pay it and not having an ad loan. It is definitely tax break of $764,000. So that's the proposal that we have. And I'm going to open it up for my colleagues because they want to ask questions at our last meeting. Attorney Hartman presented a draft proposal for mending the interlocal agreements. Back in 20 2007, there was, of course, the surtax was passed. And one of the conditions of that surtax, with that there would be a hospital constructed the district's first to the district's first to the that agreement. And I presume that you are in agreement with the proposed draft amendment that has been presented. As far as I understand this one. All right. So what it basically says is that the proceeds from the start tax in the Franklin County Health goes trust fund are authorized to pay for ambulance services and operations beginning with fiscal year 2024-25 and each fiscal year thereafter. By October 1st, 2026 Franklin County will select one of the healthcare options proposed by its consultants to construct a new hospital or repair, a remodel, or a normal and or a preserve, renovate the existing facility or convert to a room, emergency hospital and begin implementation thereup. So that's what is on the table. It was discussed at one of our meetings and commissioners had some questions for you. I have a representative at county. Okay. And so I want to open up that the table to Commissioner Grove. So I begin to ask our questions. I don't have any specific questions. I feel like the intent for the ambulance is, I think, a good use. It is a sales tax, so a lot of the tourist and people passing through that happened to be in accidents or the tourist coming here, I think it's a little bit fair because we not only have to pay for this ad valour, but everybody pitches in with it on the sales tax. So I don't have a problem with this adjustment to the agreement. Thank you. Commissioner Duncan. Do you have any questions? I apologize, thank you. When you compare the language that you're requesting to amend, the original language is that it includes the construction and paying debt service on bonds to construct a new public hospital facility. The only question I have is the what we're replacing it with seems much broader and it gives the opportunity to, out to 1-26 to select one of the healthcare options proposed by its consultant construct to construct a new hospital or repair, remodel and renovate or convert to a rural emergency hospital. So it seems to me we're going from agreeing that at some point this money is going to pay for a new hospital to amending in a green that there's now three options, either conversion to a rural emergency regional emergency hospital, remodel, renovate and repair the existing facility or construct a new hospital. So I mean that's so you're looking to expand not just to have to build a new hospital but to have these additional options also. So that later is being included because to be fair, so having a discussion about October 1st, 2026, we just today, like you mentioned, we've certified to contract with this consultant, they have a time funding to turn the things back into us that we're asking for. When it was there being a complete financial analysis of the hospital, they're doing the research and there's a critical access, which is moving for decades now. The critical access is reimbursement based. We have to spend money to get money back up to only one percent of Medicaid Medicare. The lead designation is what we shouldn't find out about, but we don't know for sure if there's going to be gotchas in the language that we need to agree to. So that's why some of that language is that way. It's not to try to be a graduate, but it's just being truthful and honest. We still don't know because we just know starting that conversation, we're the consultant that we've heard. So we don't know what the real emergency hospital designation which provides a check to the hospital in a month. And then we're still $100,000. But we don't know what we don't know about, what the potential we use to develop or to change in our model. So that's the reason the language is like it is there. At this present time, there's a lot unknown what is known is we finally to a point where this tax is going to collect about 3 1 1 2 half million this year. So under the agreement, if you agree to it, just like the City of Cable's last agreement to it, we're going to be able to take and give one and a half million stipend to the new stock rate, which is important to the most of the months it's ever gotten. The county would be agreeing to reduce our side of the construction side to one million so the difference can go toward funding the ambulance service. That's really what we're after. There's going to be other discussions commission. I wish I could say tonight that it's said and then for, but it's not. The one is clearly, I mean, the budget process. We can agree together between the citizens and the county to give all the reasons this county and COVID-19 tax break on the county taxes. That's what we really after. And I completely understand that. And I just, like anybody else, I feel the crutch. Yes. You know, so everybody's looking for savings and I get that. I'm just concerned about the fact that we're, I completely get the wise we should. I'm looking at, you know, what is the impact? If by 2026 then it becomes, we've moved ourselves away from position where we have barbeder for an exchange for a new facility. And then we've changed the outcome to something different. Am I Mr. Hartman? I think so. I'm not, I'm not going to be sitting there, so I'll have to move on. Okay. That's what I want to know. Is it broadening the scope of what can be done? Attorney Hartman, do you want to explain or comment? That's my that's my main question bottom line the bottom line The previous agreement Allowed for the monies to be used to build the urgent care center and care bill. The ambulance services, upgrading the ambulance services and paying the cost of operations of health care infrastructure and services including and the reduction in pain debt service on bonds and in a new hospital, right? Yes, so exactly to be, talks about that for our particular is existing hospital in or construction of a hospital. Well, repairs, remodeling, renovation. So your observation is correct. The rural emergency hospital is a new, it's my understanding from just one meeting or two meetings, but it's a new idea, right? It's sort of a program that the county was looking at that looked like it was had some positives to it. And the idea, I think of the amendment that was again only talked about with with the mayor and myself and the manager That's why we're here tonight to hash some of this out is that that Say it's it's you all's decision you're all decision, but That expanding it a little bit so there's more flexibility so that these consultant that the county's paying I'm sure of chunk of money to can do the analysis and if they make a recommendation that's not provided for in the existing agreements it would tie our hands right it would have to go through this process later after having spent the money with the consultant as opposed to kind of getting things in order up front and maybe I asked poorly but I don't think I missed anything I mean your observations it asked poorly, but I don't think I missed anything. I mean, it brought in the options. It brought in the options. The three options, right? Yes. Okay, thank you. So that's my concern is that... And I know there's a lot of unknowns, but that's my concern is... Now there's the option... And a new hospital might not be the right option. I understand so we're going out of this consultant company and we're looking at what things might be the best for this area and we're broadening this resolution and this agreement to include those new areas correct. I like the idea of a 3-quarter mills reduction in the county milled rate. I also like having a date certain to make a decision about how to move forward with Wemes Hospital. I want to make sure I understand some of the details. Okay. And I know you called me and I didn't have my questions. I was just related at that time, so I apologize for that. In the current interlocal agreement, it refers to the infrastructure portion of the trust fund money to be used first to construct the care bill facility and then renovation or rebuilding of weaves. So I can't that's the only reference there is to the infrastructure. Yes, capital side. So where does the the ambulance service would come from the operating side, correct? Or is that also? So what we're proposing is actually a different kind of split than we've ever been before, just to be completely honest with you. So to make it simple, the county made it 50-50 to begin with. Then we did start giving some of the most help support the clinics. I think 120,000 years, so it's a bit more than 50, but what we're looking at is a completely different separation. We'll tell you this just to make sure you know where we are. So in our first time in the world in 2016, we have had one million doctors in the capital highway side. I can explain that number to you. I can just take what's factual and move forward. Today we have almost 13 million. We have taken it seriously in the last eight years to try to build that fund up because if we don't have that many there the public's not going to be able to build about us doing a whole line in the whole entire project. The last update we had was around 17, we were even to construct, so we were closer to being at that number, so hopefully that can be something that once we know for sure which model is actually going to fit our needs. And I'll be honest with you guys, I don't see how unless there's something we don't know about it, that the really acquired real emergency designation, who emergency hospital, the federal government, do you know what the COVID? And Florida, this last legislative session adopted it because the states had to give the allowance for their kids and the municipalities in the state to be a part of the federal program. But it was a check of almost $300,000 a month. That's over $3 million a year. I wonder how that's not going to benefit wounds and what we have going on in our health care here in Franklin County. But again, there's things we don't know about. We're going to find out this one right, that consultant. OK, I'm not sure I understand. So what you're saying you changed the split between operas and cats? So it would be the most wounds as received from the county is within the last two years. And they've been right at 1.4, 1.5 and about 50 hours. So this split reproduction would give the, rate, value, and review, the kind of which should be the capital side to one million here. Okay. And the difference in between we're going to move to that in the service. Okay. Okay. So that would commit a million to going towards the area of capital side towards the okay. Of course you would prefer to know the answer in advance of what the option would be for weaves instead of waiting two years taking that accumulation of funds on the capital side away for two years. But I think it's probably a fair tradeoff to reduce the millage rate, which is paid by the citizens. Since I've been in the board to be honest with you, the commissioner on our own is considered it to be kind of unfair. But this is the first year that we're collecting enough of that surtax that we can actually approach it. Because we were asking and we have had our citizens and as commissioner graves said, even our visitors were paying this, this were innocent tax for health care. But we were also putting in a proposal in tax bill. And I just, I've never liked that. That's just my personal thing, but I think we're hitting them twice, and we would love to move it out to the so-called tax that everybody that visits pays, just like the residents do. Then the balance per the letter agreement between the city and Mr Davis would go to Mr Davis. We're at a point where we'd like to move ahead with surplus selling the property. I have attached a sample notice which would run in the paper. And what we also have is we have obtained an updated appraisal from the person who had appraised it originally, and that appraisal comes in at $65,000. So what is recommended here is that we set a minimum bid price for the property so that at least yeah so a minimum bid price based on the value of the property which at 65,000 it basically makes the city hole at that price anything over that I say this is an one of the exact dollars and cents but over that there might be overage that would go back to Mr. Davis. But simply the property would not sell if the minimum bid is not met. Yes, the gas can settlement agreement. This is the result of the city's lawsuit against gas and contractors, Inc. has been pending since 2023. Just over a year and we've we've gone back and forth regarding and the community. We have been in the community for the past years. We have been pending since 2023. Just over a year. We have gone back and forth. Regarding what we believe was their breach of contract on the highway 98 beautification project. It was to plant peanut grass and the rights of way running out 98 and it was our position that they failed in the maintenance of that peanut grass and a bunch of it burned out during the dry. There's a real dry period in late in 2022. So it burned out. We filed suit to try and recover either financially or to force them to replant the areas that had died off. This settlement agreement provides that we will have a landscape expert license in the city of Florida come out to an evaluation of the dead areas that need replanting and that then in the spring they will replant them. And in addition, they will be providing us, they have to spray to kill off the different invasive, I'm not an expert here, but I'm becoming one, crabgrass and some of the broad leaf weeds, they'll spray to kill those. Then they will, they're also providing the city with a watering trailer. So the city will receive a watering trailer in addition to them doing the replanting so that we can take over watering and that sort of thing of the of it once they're done. So that's where we are. So again a long a year long road back to where we should have been at the end of the project but now we we will get back there. And DOT had interest in this as well because they had reimbursed the city. This was under a grant. They had reimbursed the city for the costs of this and asked us to diligently prosecute and get results, which, so our opinion, Travis, was in the mediation with me that this agreement gets us where we back to where we need to be. She would like to, for the commission to consider having a special meeting to consider the insurance proposal at two days and it's before after two days hearing budget hearing. Commissioners are you okay with that request that has been presented. Okay. So the amuricain before us, the request for the amuril, but it's not required an approval from the commission. I don't have any other questions about looking at facilities and how much they're costing us. I know we've done that in the past and we always kind of come back to the same proposition of we will lose money on it because there are a lot of historic buildings and we're not getting the income form. So I knew you'd had specifically said that City Hall, the managers looking at that. the budget. They have been assigned to look at the different options that are available for city hall relocating, building, renovating, or if you have any other ideas. I've asked that they be a little as detailed as in depth as possible. I know if they go with costs, those costs are gonna fluctuate depending on the timeframe, but wanna look at what our options are. Great, so that is like that. I wanted to make sure that was on the agenda. I mean, not this agenda, but an agenda. So, for the attorney, I wondered, we talked about this. We have a number of people who have outstanding families. We're never going to have to take to court. And I wanted to know if there's a way we can One prevent them from getting future permits building permits if they have a judgment against them and Until they pay the fine and then also It's come up in the past of them serving on a committee if they have some Judgment against them. I know we have outstanding for years and years now of people who have been cited and taken a court and I mean we're not seeing the resolution. So, PJ was working on a few of those with you, but I just like to see it in something that if somebody always has a substantial fine that they cannot then get a building permit, they can't move forward with any other plans until they're resolved. Okay, and let me look and I feel like there is some general like statutory guidance on that. But I also know when it comes to, for instance, disqualifying someone from serving on a city committee that we would have to put that in as a disqualifying thing. I'd like to put it in. So that would be a... I know we have these rules now. But I... Let me look at the code again. I think it's in the chart. We move it up on the list because we just keep churning the stuff year after year. It's like, nobody cares. Nobody's going to pay it fine, nobody cares. I know we don't have the money to go with evergreen and get a professional, but I'll be happy to help out. I think there should be regular meetings with you'd call them department heads. I think section heads, department heads, so that we can foresee an issue like that possibly happening in the future. I feel like a year was too long to go for not having a clue. And we kind of need to keep a closer eye on things like that. So that was it. Commissioner George. I don't have any specific comments but I do want to thank Commissioner Gray for bringing up that issue because I've been giving those. I had a lot of thought myself and wondering how we should move forward to prevent the situations from happening in the future. Manager Lee? I agree that came up the other day I was having a conversation with the City of Management Force, Angel. It's something that I think Commissioner George, up a while back, was that it was, and they weren't having troubles, but they have, Ralph Roberson coming, I quarterly, and just kind of follow up behind their finance department, and just kind of look through things to verify that everything is accurate, and I'm not sure that wouldn't be an audit, that would be just kind of a backup situation. That's where he told me that they do and they've done that for a little while. I don't know if that's something that we would want to do, but I guess. I kind of think of something we should work on internally and just keep it up with what what are people to do on and are they fulfilling you know I've written that on every performance review as we need to implement some sort of annual review on what people are doing so we know what's going on and then that needs to come to this body so and I don't know that we need to hire yet again another financial firm when we're paying our auditor. Commissioner Duncan. Do you have any comments? Commissioner Elliott. Thank you very much. Before I launch into my main topic I will just say yes I agree with commission or growth. That's not only good just for our records and getting things moving forward but it also make sure that good employees get rewarded for good behavior and don't have to continue to pick up slack that they don't need to. The main issue I want to address is about magnolia cemetery because we've gotten a lot of complaints over the past few weeks about magnolia cemetery and I just wanted to update the public on the steps that are being taken to address that and what some plans and proposals I have moving forward that this body may end up discussing later. So currently the maintenance for the cemeteries done on a contract that was bid out by RFP and is currently held by a local contractor that services that cemetery. Additionally we had historically used inmate labor to service the cemeteries. Since COVID, there's been a lot of regulations that have changed with DOT and the inmate crews. So now we really receive far less inmate crews that are able to do labor. When you also factor in the time and fuel that's going into our inmate crew supervisors, going to Carabell and back to transport inmates to and from the facility. You're looking at the city and the city. We are looking at the city and the city and the city. We are looking at the city and the city. We are looking at the city and the city. While we investigate that going forward in our budget season and continuing on through the city, there are some other things I've been researching in the background that we can do to try to get more funding available for Magnolia cemeterie and helping preserve and clean it up. So I recently reached out to and had a meeting with Ms. Patricia Myers from the Division of Historical Resources. She's in charge of the Historic Cemetery's program, which was implemented last year by a bill signed by a governor de Santis. And that organization specifically goes, is geared towards preserving historic cemeteries and also documenting and preserving historic African-American cemeteries and also documenting and preserving historic African-American cemeteries. When I reached out to her, we had a meeting this past Friday and discussed briefly the overview of our three of our cemeteries. Snow Hill cemeterie and Chestnut Street cemeterie, they were both familiar with because they are listed on the State Master's Site file as historic cemeteries. What we discovered is that Magn historic cemeteries. What we discovered is that Magnolia cemeterie has never been documented as a historic cemeterie on the State Master file and they have no information on it that they can find. I will be meeting tomorrow with Ms. Patricia Myers as well as Ms. Barbara Clark in Tallahassee and we're going to be discussing some of that information. Before that, I'll be meeting with Mr. Mark Kernton who I'm sure all of you know as a wonderful local historian to get some more background information that I can bring to meet with these ladies. I'm going to be going forward with filing a form to have a Magnolia Cemetery added to the state master site file for historic cemeteries. What that's going to do is there are grant cycles coming up one in October. That snow hill will be available for that snow hill will be able to apply for because we are listed as a ready community. We will be able to apply for a grant with no match in the amount of up to $50,000 for protection or restoration or research. So that is something that could be looked into and then in this coming April. There will be a grant cycle available that should we get the paperwork processed which should we could get done before the end of this year. We would be able to have Magnolia cemetery listed on the State Master's Site file as an historic cemetery which would then open it up for the grant funding cycle in April where we could again apply up to in the general category up to $50,000 no match for our community for a protection grant or research grant. I think protection would be more important so we can address some of the older graves there because Magnolia Cemetery does have a lot of very historic graves there. In fact, it has the graves of my first ancestors that ever came to Appalachicola. So there are a lot of history there to get cleaned up and preserved. And moving from there, there's just a lot of different citizens that have reached out churches and other civic organizations that want to see a more comprehensive plan on how the cemetery is going to be maintained going forward. Services to be provided at the cemetery. There's a particular statute that governs what you can and cannot do in cemeteries. It is considered a felony to cut any tree shrub or plant that is within the bounds of a private plot or coping, but it does exempt persons that are performing routine maintenance and upkeep. So as owners of the cemetery, I believe the city has a responsibility to set the standards for that cemetery as it already has by ordinance in the past and include standards for having landscaping kept on plots. So then hopefully that would give us the legal clearance where we would be able to go and to problematic overgrowth that's creating a nuisance that's unsafe that allows a lot of mosquitoes and other bugs to persist. You've got snakes. It's very close to the river. Another service that we can do to restore some revenue almost two years ago, the city stopped opening and closing graves, which now means that any local resident or family that needs a very loved one is going to have to hire a company from out of town to come in and do it. That was revenue that was paid directly to the cemetery. My proposal would be restoring that service and dedicating that funding into the cemetery upkeep and maintenance. I'll be honest, I didn't write a list, so I think I got on my points. And I guess the final point of that would be needing to have a workshop or perhaps forming a committee. I would say five to seven persons that could have a representative or at least two representatives from each of our historic cemeteries because they're all three historic. And that would allow us to have some more guidance going forward on the cemeteries. And then an action for the commission to take would be crafting an ordinance that would have amendments that would include language to support landscaping standards for plots so they cannot be overgrown and we will be able to take action when they are for the rest of the general public. We've got to remember this before, but that's a Florida Department of Transportation Funding Project through the UNESCOP, which is the UNESCOP Small Cannes outreach program in UNESCOP. My construction is scheduled to begin on September the 9th, which is a week from yesterday. Thank you. The deadline, the grant deadline for the construction, it must be completed by October 31st. That doesn't mean we're asking for an extension, but that doesn't mean we're expecting construction to be on that. But if there were some unforeseen problem and construction didn't end on table 31st, if it ended two weeks later, every bit of construction would happen after October 31st, the city would be responsible for funding. There would not fund anything beyond that. So for safety sake to prevent some financial catastrophe, I've asked them to ask for an extension. The still the goal is to get that done in the same timeline. As we've always had, there's no expectation to get beyond that. I just thought it was a very safe thing to do to ask for that. The engineers agreed that it was a good idea. So we were asking for the extension to 31st. The reason they didn't have a lot of explanation and the plans about what was under the road was because they didn't other than a camera they put up in a pipe. We don't know until they start tearing the road up. So it's hard to say what all of the repairs are going to be until they get actually involved in the construction. So when they start tearing it up they'll start figuring it out and then we'll start replacing it. You know, going around the town with $1,000 to $1,000, $1,000 to $1,000. I don't know. I know the planes are going to do from the curb again. So the road's not going to be open. It will be the construction. There's no plans to close the sidewalks. There's no plans to interrupt the businesses. There will be equipment out there, so it will be the constructions. I'm not sure if they'll put a fence up there or not and find out. But everybody's waiting all this time, haven't done. And this is kind of, thank you. Well, so there's another, this is, I got some updates from some of our engineers, some of the stuff is in the grants report as well. The putter water project is they did out with sampled out water that they had to wait for the lab to get the samples done. The samples are recently taken, bitten, sent off the lab, we know something soon, and that's under the line as well. We're sort of a treatment project, we're sort of a treatment plant project, which is the big project. It's currently a 90% design completion. We expect a 100% design completion by the end of this month, which is, you know, another huge project. We've been waiting for a long time. As soon as the 100% design is presented and then accepted by the EP that we've reviewed and once I've done, we're going to start soliciting for a contractor. And the bidding will begin and hopefully we'll be looking at contractors out there, digging holes and pouring concrete. The other update I had was the wind to the flood of the city's conference this past month to get, you know, obviously not a lot of contacts, not a lot of other city managers, other city employees and people that may or may or may as well, we went to the exhibit hall to a bunch of the exhibits and saw a bunch of vendors. And the first time I ran, I thought that was kind of a waste. But since then, I've reached out to our DK, I've reached out to a company that we bought the sign from the city of Apachco. Now has a speed sign. We ride down the road. Hit flashes and tells you you're speeding. We bought that. We had it from a company that I researched through the League of Cities that were the cheapest one. But we got that through the very way. I took some pretty interesting classes. One of them was about AI. That's the big topic now and how AI can help with communication. on communication and nursing, editing and enhancing text using Grammarly and chat GPT and all these different things, how people are, you can write out a statement, and then you can go to chat GPT and tell them the right statement. And I don't know why but there sounds a lot better than mine you have to kind of twist it around and you know verify it make sure it's all accurate and put it in there but they use bigger works than my plunge school high school education. I mean so we went to I went to understanding grant puzzle under God Building collaborative manager and commission relationships. Thought I was a good one, networking, citizen engagement communication. And that was, it was a good conference I enjoyed. It might be the last one, I think, because we pulled the budget, for travel budget, for next year. So I'm not going to get to get to one next year, but we had the mediation with with Gaskin and I got to say if you've never sat through about four or five hours and for a mediation with Dan, there is something to be hoped.
