So I hope that together we can make this safer place besides being more beautiful. Kathleen and I are on the beautification committee. I'm Vice Chairman of the board. I've been on this board for 28 years. But I'm only 27 years old, so I'll figure that out. And yeah, it's a pleasure to be starting the city over here. I'm not really retired. My business is still open. I'm a general contractor. I have nine contractal licenses. I've worked from Jupiter, always down to Florida City. I've built heart FHA. I built everything. Swimming pools, free story, residential homes. You name it, I built it. And that's it. That's my story. Good man. Thank you. Thank you, Rick. homes, you name it, I built it. And that's it, that's my story. Good man. Thank you. Thank you Rick. He helped me, I thought I was going to have the demo house, but he showed me what to do. He's very knowledgeable about that. I take care of the board members here. But I can't get him to work anymore. He tells you that he did this and that, but he doesn't want to do construction anymore. Okay, I guess I'm last. Yeah, I'm seeing. Alicense electrician. I am the last one. So my name is Kathy Chouacim. Oh, you didn't say anything. Oh, okay, go ahead. Go ahead. Okay, I was gonna do after you, but it's okay. My name is Terrence Camenzouli. I work down at tires plus here in North Miami Beach. I've been on the board now for 12 years and a city resident for 33. I live very close to here at City Hall and the code officer's can tell you, I'm a pain in the butt. He's right about that. Okay. Unfortunately, there's a lot of code violations in the city and in my next part of new business, I will go over a couple things that I've been fighting at the bit right now. Thank you. Thank you, Edwin. Oh, Ketley, he said it. Hi, Jacob. My name is Ketley Joachim. And I've been on this board, I've on Tisee. Way before you. Way before you. That'm not gonna count. So I've been a resident in the city since 1975, served on several boards here in North Miami Beach where people seem to think that I work for the city because here almost every day literally, I was on candidate and last election. And by being out there knocking on doors, we seen a lot. And we really going to need code enforcement to really step it up. But they need, we need more code officers out there. I think they're doing a wonderful job with the people they have. But the city is filthy, it's dirty. Everyone seems to think that the city is a dumping site. And this is where you're going to come in, Jacob, Mr. Elberg. You're going to help us go over the codes and bring them up today Because people seem to think not Miami Beach is a dumping site and come and dump things because we have so many items on these books that Been there forever and ever and have not been updated That we we seems to be the city where people just pass through but never really stop by. So we have a dumping situation in our city and we're gonna need help with our attorneys to really draft something to make sure that we don't just pat people on the hand when they do income and dump things in our city because it's out of control. You have people who have businesses but reside in the city who seem to think they can bring their things from wherever they work and come and dump it in front of their house because both trash is gonna pick it up. And it's not right. And so therefore we really gonna need to work hand in hand trying to do this because we intend on beautifying the city and now that we are trying to see if we can brand the city it's we want the city back the way he used to be so if you can help us would really truly appreciate it thank you absolutely and. And again, Joe and I, we're here. We're here to help you guys with everything you're doing. So just please reach out to us. Thank you. Okay. Thank you, Kathleen. Very well spoken. Very well. And that's that is usual. I always. It's a love. It's Mr. Chair. Yes. Can I go with another topic, please? Yes. Oh, sure. Okay. New business? Still under new business. All right. During the election process, there were many candidates that were placing their signs on people's properties illegally because they never got permission. Speaking to those residents, a lot of the residents, they didn't even know that they could actually remove the signs because they felt that it was placed there. They had no control over that. Right. What I'm asking if we can get a ordinance or something on the books that during the next election period prior to it, that a letter can go out to every resident in the three languages, English, Spanish, and Creole, letting the people know what the rules are for these political signs. It's, there was one corner that off of 159th Street and I believe it was either 8th or 10th Avenue, that one property had 10 signs, one for almost three or four different candidates for the same seat, because they never, and I talked to the owner, they never were told they could remove those signs, because they didn't support half those people, but they were placed on because it's a major corner, 159th and 10th. So I'm wondering if a sign something could be sent out to these residents so they can control their properties a little bit better. That's number one. Number two, and I spoke with outreach about this about this I believe or there in a lot of places there were these roofing contractors that were putting up signs that are legal in the city. All they can do is remove them. They cannot cite them because they're not a they don't have a BTR here in the city. Is there an ordinance or something that can be created to send a legal letter to these businesses to prevent them and then find them even though they're not in the city. That's something that would be through the attorney's office, it would not be through code, but the code would let them, would advise you guys that they have all these signs. And I'm seeing these signs all over the place, that's when I'm saying I'm being a PIA to these people, but he knows that I don't like, basically makes the city look dirty, having all these signs all over the place. Right now when I was on my way home today on 163rd Street, there's those roofing signs again, 19 to Avenue. They were out there this morning. I don't see them this afternoon, so you guys picked them up, I guess, today while you were out there. We'll probably be out there tomorrow afternoon. Yeah, again, that's the moment we picked them up. A day later, they're putting in and double up. Something has to be done. Whether the city sues these people to prevent them from happening. Even if it's $41, they're being sued or something, and they have to pay our city attorney costs. Something needs to be done to prevent these signs, because it is making the, it makes the city look really dirty. I've already spoken with Mr. Ahmed about this. We do have a lot of mobile vendors in the city that are not mobile. They have the BTR-4 mobile. That means that they're supposed to pick up every night, pull their properties or their trailers, their trucks off the where they're at. And then they can come back another time. They're not mobile. There's one on the corner here, one 64th and 19th. If you look up their name on Google, it has the address right there. That means they're permanent there. It doesn't say mobile since they're permanent there. And that property that built that trailer's been there what now nine months almost a year. And I don't know as I was telling him, I don't know who's responsible. Is it the mobile vendor? Is it the property owner who owns that property? It's allowing to be there. Is the owner even know that they're there? I don't know. But there was other mobile vendors that were in the city and Miss Ketley can tell you about one that was outside the city that she was dealing with the barbecue place and it took many years working with Miami Dade to finally get that moved. So those are the issues that I'm seeing and back to the political signs. It's amazing, no offense to your boss, Mr. Geller. But he's our city attorney and he had signs up on fences which is against our policy against our code for his political venture to be school board member. They removed the signs when I mentioned to them, but he's our city attorney. He should know our laws being these are attorney. Thank you very much for your time. And also. So, yes,ly go right ahead. Mr. Elberg, if you can look into years ago when a candidate was running, used to, we used to, more or less, put down a deposit for these signs. Eventually, it was taken away, saying, we don't need it. But because Miami-Dade County, the people have run whenever the candidates are running, they place their signs anywhere and everywhere. So a lot of people seem to start acting up and the municipalities during the same thing. So this election, a lot of candidates were looking to what not Miami was doing, where the candidates were putting their signs on fences and everywhere. And so, certain candidates and North Miami beats who don't know the rules. Or, who are not known the rules. A lot of them knew the rules. But decided they were above the law and just do it. Putting them on walls everywhere else, they feel like they could do it. It was touchable so they could do whatever they please. So if you can start looking back again and find out, we used to have to post a bond for these signs and see if it's something that can be brought back. Because after a lot of candidates just leave their signs there for weeks on end and don't go and pick them up. So if code have to do their work and go pick it up, city should be able to hold into that fund. So because code should be busy out there doing what really needs to be done, not picking up our signs because you run for office, you're responsible for your science. Because if you place a sign legally in front of someone's house, TC call me and say, I'm happy your science, do you? Whatever you want me to put them in, I say, I'm coming for them. But that's what happened when you do something legal. But if it's illegal, your science stay there. The resident, I afraid of touching it. So you forfeiture bomb. So please look back into it. Oh, and one more thing. Yes, definitely. I would like to thank all of you, all co-authors and directors for this year. I guess this is our last meeting for the year. I really truly appreciate each and single one of you, especially Mr. Osayl Dunn there, who is my co-office, him and I, I call him all the time. Hey, don't, don't be bashful, so you know I do, I'm, you're saying, I'm gonna call you because I know you, my co-office is something goes wrong in the area. I mean, I gotta let you know about these things all over the place. So I think each and single one of you leadership, play, rage, and all of you, I truly appreciate you because the work you do is very valuable to me and to the residents of the city. So thank you. Thank you. Thank you. Thank you, Ketley. Okay, now when is going to be the next Co-Conforcement Board hearing? Have we determined when? January 2nd, 2025. We can't have it on the second. We'll be still partying from New Year's Eve. Well, we still can party because it's going to be my birthday the following day. Oh, I'll be very happy. She's taking me to a lot of good parties to. Yeah, definitely. Oh, yeah. So we don't have to be enough. Oh, no. We will confer with the new director of community development and come up with the strategy on and we will relay that information. Make sure the place is available that night. Correct. We can. Yeah, we can definitely. Really, that's the most important thing. Can I ask a quick question? I know everybody wants to go home, but we talked about this at beautification. I have a lot of things that I would like to see happen. A lot of new laws pertaining to code enforcement. But the one thing that I think we really need is notification of when the bulk pickup is going to be. I know that there's a website, but a lot of people do not have a computer. And the last time I got the map, okay, from whoever it is that provides it, I really needed a magnifying glass, even before I had the cataracts and before I got my new eyes. So I think that's something that we should focus on as the COVID enforcement board that we should have, either a magnetic calendar or some type of printed form done on a piece of paper that has a heavy gauge that they can keep it. You know what I'm saying? Because a lot of people, when they buy houses and I close with them, they don't know they go like I tell them there's a certain day that you have to put out your bulk pick up items. And a lot of people just don't know when it is. And I can't remember the last time I got any notification, anything in writing. Well, you have a new mayor now. Yeah, I hope that hopefully you know a lot of changes, the city manager will do something. I mean, that's something I think that's important. It's finding in the budget. Because I mean, my neighbors, one of them told, one of my very nice code enforcement officers that he was gonna get a lawyer and sue me for harassment. Meanwhile, he's got little pieces of wood and pieces of all kinds of crap that's blowing into my backyard. And I bag everything up if it's weeds or plastic type things that don't go and pick up. I go to Home Depot and I buy construction bags because I don't want the swale in the back of my house to look dirty. I want it, I don't want, you know, I want, I have pride in my house. But three or four days after both pickup comes, he's out there with these small pieces of wood and containers and empty chlorox buckwheels and everything. but I'm not allowed to say anything, okay, because I'm going to get sued for harassment, which is a joke. And I really think that maybe people just don't know that there are certain times in the month that they are allowed to put this garbage out. And we should try to give them an incentive to put this garbage out. And we should try to give them an incentive to put this stuff in bags. I think it's very unfair to the people that come and pick up the bull pickup. And lately they've been very, very good. I can hear them because I'm home every day. I work at home. So I'll run out sometime and I'll give them a bottle of water or a cookie or something, you know. And I just, I can't understand how the taxes that we're paying, okay, I mean, I have five houses there and I don't complain about the taxes because I feel my money is being well spent. But for the taxes that we're paying and the type of code enforcement people that we have that are always there when you need them that they have to put up with these pigs is what they are. Well, I guess we will work. Yeah, I think we need to give our communication. We can have private conversations here. Listen, I have a question. Where's the policeman tonight? Why isn't there a policeman in the courtroom? As we always have. Yeah. What we do have a new chief. But there's no policeman. What have you done? I walked in here. I will. We don't see things like this, but I will. I will detect the. It's possible we could. Yes. It happens. Okay. Okay. Okay. At least I got everybody to turn around and look. The request was made on Aran, just so you know. What? They don't know. Yeah, okay. But we need, we need to have two policemen here all the time. And now none. Zero. Zilch. Mr. Chair. Zilch. Mr. Chairman. Let me ask for a motion to adjourn. Yes. Before I do, Mr. Chairman. Yes. I want to wish everybody here, everybody in the city. Happy holidays. Merry Christmas. Happy Hanukkah. Happy Kwanzaa. Happy New Year. And if I'm missing anything, I believe I'm missing one right after Christmas I believe am I correct and who Mr. Dubin? Valenda, which one are we missing? You're missing, you say, uh, Merry Christmas to them. You don't see me with Christmas all of them. I said happy Christmas to you. Oh, I'm sorry. The quanza Christmas, Hanukkah, and happy New Year. Oh, and, um, we are having a snow fest, yeah, and a few days. And also the menorah lighting is also. There's a lot of things go to Facebook. You will see all the things that's happening in this December. Yes. Do we have a motion to return? Yeah. But we'd like to say something to you. Oh, well, good. Go right. I know everybody have to go home. But before we go in, we have to congratulate you. We call the enforcement because I know you do in a very hard job and the new origin, especially on election season. And then I have to say thank you for all of her for hard job and happy holidays for everybody. Good night. Thank you for the new. Motion to adjourn. Motion to adjourn. Second. I second. Oh, I'm sorry to hear. Hold on favor. Hi. I'm so watered. Thank you, brothers. Thank you. Thank you. I'm not sure if you can see it. I'm not sure if you can see it. I'm not sure if you can see it. I'm not sure if you can see it. I'm not sure if you can see it. I'm not sure if you can see it. I'm not sure if you can see it. I'm not sure if you can see it. I'm not sure if you can see it. I'm not sure if you can see it. I did handle an Occupy burglary. You're able to do siphon chat if somebody is having an issue. Verbalizing something, they can text it to you. Sometimes there's a language barrier. So now I can look and see and I can type it in and send the information to the officer. Carvine gives us location information. It's there. Like, there's gonna be so much more that we can do as a city for our citizens. difficult to bear.
