I'm back before you again, well, in a different form to present the budget and the levy for the South Brighton General Improvement District. First, just a little bit of background for those of you who might not know what a General Improvement District or GID is and the history of the South Brighton General Improvement District. A GID is really a financing mechanism that allows the city to work with property owners in an area so they can help finance infrastructure improvements in order to also facilitate development. These often include things like road improvements or utilities infrastructure improvements in that area. Really the basic concept is that the development or areas involved in that GID are the ones who benefit from these improvements and so with the GID they're the ones shouldering the burden of those improvements instead of the city as a whole. General improvement districts are able to collect revenues by levying property taxes, issuing fees and charges, imposing special assessments as well as issuing bonds for the South Brighton General Improvement District in general or specifically sorry this was created in 2004, Council acts as the board for the South Brighton GID and it covers three parcels which total about 100 acres and are under one single property owner. Development hasn't occurred in these parcels since the formation of the GID. So since the formation, the budget and the millevy have both been set to zero. Each year, we are legally required by the state to adopt a millevy as well as a budget, which is why I am before you tonight. With that, the Council Action requested is to approve the 2025 GID budget at zero dollars and approve the 2025 GID millevy at zero dollars as there is still not development activity in this GID and I will turn it back over to you for any questions.
