I don't think anyone's title in the game. Oh, no. Aaron Jackson, she's not probably going to marry Beth. All right, let's get started. Everybody happy Wednesday. I think the sun is not this afternoon. I wrote my blank. Expectations. So we do have the Ask the Council session, which will be at nine o'clock at this meeting. Next Monday, the West Falls Senior Component is asking for a 30-day extension. Just to remind Council, Council extended this before. To October 31st, that's the outside closing day for off-meters and associates to execute closing on their real estate deal with experienced senior living for the senior component for West Falls. and their real estate deal with experienced senior living or the senior component for West Falls. There's no direct financial implication for the city with this 30 days. This is really kind of an internal transaction. And so that's what that will be. But we have to agree to it. We do. Yeah. Now, yeah. Is Hoffman going to be in front of us? Or is this the senior operator for both? So, I think both will be available. I think they're going to be virtual. But they're going to be interesting. While we've got them in front of us are there things you think we should raise with them? So there are things that we're working through. One of the big ones is their the offsite improvements for the traffic signals on Route 7 and on HACOC and Mustang Alley. They do have clear dates for boats. The HACOC roads, the boats will be ahead of the Route 7 signals, but that is one of the kind of key things that we're working through with them. They are gonna be asking for certificates of occupancy without those improvements in. We do have full transparency about their ordering the equipment, they're fully committed to put them in. The NBTA grant, which would have been used to fund this all-site and proof us. And really, the delays on Route seven were very much related to B.O.T.s approval process. And then the HACAP Robelines are related to the sewer line that they have put in and kind of the other things that that just slowed things down on the HECOP route generally. I'll say, I'll say, because at this point I lost track, but a year behind, I think it was supposed to be ready for a last school year, right? In terms of the signal? Yeah. Yeah. And that's also be not delays and delays. Well, that's in the city. So it's really equipment delays. And I had asked for kind of a financial review of given that we have been to council. Is that you may share it as part of October 7th. I think it's a summary of kind of key economic deal terms that are forward looking. So we keep sight of those. We've solved the art unit that you could be seeing at the end of the two. We have. So thank you. Vaccinated Arts and Humanities Council with our suggestions. So we looked at those last week. Yeah, I saw the Miracles. The additional miracles that were presented. Yeah, the vertical ones. I've been to the P.E. Quarances at Tunnel Air, all being. Yeah. What was the reaction? I was. And there was the reaction? I'm I'm moving. And there was to date as to which you're all so that was, but in terms of, I guess, toss it something that makes up for about that's $100,000. The acorns plus the new mural is the fills are commitment we think. And I think that adds up. Oh, the sculpture or acorns sculpture, like the one that's, oh, I thought there was an excited building two panels that I actually did. Oh, when I see the E.D. representation at West Falls painting, yeah, they're painted. They're murals. Right. You know, the additional murals are proposing facing the hotel. And then these acornM fans are just seeing. Yeah. And so that's the sculpture that just had to meet. Here. I mean, that's it. Okay. Sorry. Let's pause for coming. That's right. Solid waste financial policies. So we want to review kind of a range of of options for considering how we finance solid ways. And that's really kind of a scope of work discussion for further analysis and kind of get council direction initially on which one, you know, you're favoring so we can put the most resources to getting, you know, a good thorough review of all the options if that's the council desire, but would like to try to focus it. The council salary and health benefit item. And then the last one is related to easements. And this is a request by a resolution to have the city manager have the authority to sign and accept easements on behalf of the city. And that's for all the transportation projects that are going on. The work session on the seventh, then we'll have a the VML conference the following week and budget finance on October 18th. And then come back for work session on October 21st. We've discussed budget priarons, budget amendments number one for the fiscal year. Our hotel tax ordinance, there's a request for the technical correction to bid, given some changes on what's been happening at the state level. Have a discussion about the naming of the new partwits that are mirroring completion right now. Yeah, the two that are mirroring completion and Second raising on the core of the parking. Actual on this resolution on authority sign use. That's the second meeting on the budget amendment. Second raising on the core of the parking. Actual on this resolution on authority sign use. Second meeting on the budget amendment. Second raising on the corporate parking. Actual on this resolution on authority sign used next. The resolution to authorize the city manager to approve an amendment to the comprehensive agreement to grant 30 day extension on the outside closing gate for the West ball Senior Covenant, the hotel tax. I'm gonna discuss and items on set. The November Fair Work Session. So I got Boulevard renaming and that's an honorary renaming so 911 addresses would not change official addresses would remain the same but they're again honorary renaming Wilson. Thank you. have a work session discussion on the Fairfax County sewer agreement. The goal there is to have that be, you know, you know, a bath bubble reached consensus on the terms. And the lawyers right now are busy trying to put those into a pretty lengthy agreement. And so that's work session, let's discuss that. And then have authority to that agreement coming up. That has been scheduled with the Fairfax County Board for December. So it is on their document. We'll have a report on the CIT and council strategic priorities and discuss the General Assembly legislative program. And the one that's highlighted is a discussion on code language for accessory dwellings. That had been on October 21st, and we're asking for additional two weeks just to work through that code language and make sure that Sallie's had plenty of time with it, this zoning administrator, and try to bring a good product. So those are the main things looking ahead. That General Assembly legislative program, I would note that one of the things we're discussing internally is asking for the city to be named under section 15.2.2.3.04, which has I think five other jurisdictions named to have broader authority on affordable housing programs. The chilling Fairfax city city of Charlottesville, a lot of town, the outlaw county. The other named jurisdictions. On the ledge update. I know about this, but only this one that comes up a lot for years, and I think this is that's the one where there actually was a long pass in 20 recent session where it gives localities requirements asked for a second signature, which could help curb some of the predatory towing. And so I think it requires us to adopt a local ordinance first. I don't think our neighbors, everyone in the region are getting the value rating. I said it'd be great for us to move quickly on it. That does give us the ability to implement that. So for years, we don't have more ability in which to take the authority when we get it. And I know that the first department is working so that they're telling about it and it has to go to the telling advisory board first, because that's a procedural step. And we're trying to get that stood up, I think it had been pretty quiet for a long time. Yeah, there's two members right now just trying to get the telling community representative going on that. There's a police representative, but I was saying representative of the two-way community representative. So we've had a three dozen accounts corn for it. Yes, but I think we're just trying. I like to get to the front of the towing board. Then we're hoping to just like open one going with about visitors. Just keep on clear about. We're the power of confedatory towing actually every day. So if we actually have us already from Richmond, let's take advantage of it. Ideally, we'll have them all done by the end of the month. So we have, and we have the two applicants. It's just hard to get them in for interviews, but the board could get going and then we might have that third member this month. Yeah. So that's the November 4th, the 4th Election Day. November 12th. We're assuming that all elections go smoothly and elections are certified in which case we'd have a reception at 630 for the new council member, I'm swearing in survey. Trans day of remembrance, remembrance proclamation. And FY 25, a bunch of amendments, second reading. For accessory dwellings, we have an initiating resolution. So the city council kind of opens up the formal process considering code and the first reading on an ordinance. I got a boulevard redaining ledges program and then that hotel tax technical correction. So, you can keep going if you like. You want to keep going on the second page. Just for those further outlook ahead. Sure. So the general assembly state code change summary. That's the review of the last session. Just to we're trying to do it. You know, every year, a thorough scan. Make sure we understand if there are new authorities that have been. Granted or taken away that we're aware of those and discussed as with city council. I think that's a good question. I think that's a good question. I think that's a good question. I think that's a good question. I think that's a good question. I think that's a good question. I think that's a good question. I think that's a good question. I think that's a good question. I think that's a good question. I think that's a good question. I think that's new authority we got, because they have stops, so we could update our signage to tell people if you're in, you see people have crosswalked, you're supposed to stop and not just yield. I think if there's accidents or near misses, then I think that's more authority to do something about them. Yeah, that's something that I was discussed for a long time. So it makes sense. Or for. That's. Financial policies will discuss those first on the November 5th budget finance committee and then come on the 18th to discuss those with the city Council. No, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no and a resolution to initiate that compliment amendment. November 25th, that's when we target a final consideration on the Fairfax Panic sewer agreement, action to initiate the compliment on the public facilities chapter and resolution to adopt financial policies. And to quick turn around on financial policies, I would be contention upon that being consensus that those are ready to go. And then the December 2nd date is the joint session of the school board where we kick off a flight 26 budget plan and consider the draft by 26 budget guidance resolution to turn that around for a document on the center of ninth. That is all for discussion this morning. People have her schedule. A couple other things that aren't listed either that we are working on. I expect we'll be logging in here. One is a discussion of the City Council on Affordable Living Policy. And a discussion with Council on the standing up of the work group for Virginia Village. What we would bring to Council is a charter to create that working group and sort of lay up membership, scope of work, the schedule of work, that type of thing. I sort of charter typically would do the broad outline for that charter charter is in the MOU with Wesley, but that would be bad work going. Are you thinking we'd schedule that some time and we're gonna go on them? I'm, yes. We've talked about having great visionary village or get underway this fall and so getting that thought it's good up. We really just need to point that in on a day. Yeah, I was thinking of telling everything. We want the housing commission for that. We can talk offline about Wednesday, I think, since we go back to the ML, has everyone going and do we need to organize anything? Is that do four people going okay in the room so Great. We don't have any dinners are any. There's one awards night and then there's one more be dinner on our own is our at Cindy. That's correct and the awards night is Sunday. There is a reception on Monday and then dinner on your own. So who are the four that are going to? We can coordinate. Carpool and what? There you go. And I'd be glad to talk about carpooling as well. I will be going down Sunday and time, you know, to do the sessions. So if that works for others. And Aaron. 40%. So me, Debbie, Mary Beth. Aaron. Aaron. So we need Debbie Marybeth here. And we will have at least one staff person there for the award. And I know why it is attending the conference as well. We know like if we wanted to dinner together the four of us who are there on Monday night what kind of notice would we need to put so it's not we have a notice that you're attending the conferences where a lot of dinner together is more than two. Just want to make sure because the others have been posted we did dinners with others or they were being all event but but just wanna make sure that that's. We're doing work. We're posting it. And the carpool and that's the same thing. If you carpool with more than one, I think it's trying to avoid talking about city business and you don't have to worry about that. I can plan on kids for three hours. Yeah. Okay. Okay. I'm okay. What else people? I just want to make sure. I have a request for a TV scheduled item. It's a sidewalks. I appreciate the memo and meeting it on this long requested sidewalk. But I do think, or given the public interest in discussing sidewalks, I think it's worth actually making it a work session item. Like talking through with the CAC, like there are many recommendations they've had, the staff recommendations, how we came up, which is kind of master list now. And then what are the next steps? Do we think we are the right level of funding? Is it something that we've got money for? But I'm, in a cis patient, I mean, for example, when you're just gonna come back and say, hey, what are you gonna get to our sidewalks, giving them transparency, like, here's all the things we've got. Here's written, follow the list. Here's how much money we've allocated per year. This means based on this current pay, we'll get to you if we get to you on this date. Yes. Okay, we'll get you that. Great. We're not putting that up since the law to the process. Cross China so this has to be rescheduled to October 23rd. Yeah, I was 90 and over 23rd, talking about and website. Yeah. Okay, what else people have? I will have you enders. Yeah, I think on that, that a, I, I know we wanted to get that scheduled. I think so we do website and conflict ventures on. That's good. And sorry, I missed are we completely not doing go up until the 23rd. Okay. You were saying Friday, important to wait that one. Okay. And mayor. Yeah, if I could just do a reminder to the Ledge Committee that we're meeting next Tuesday, the 8th, 830 AM. And so, Fiannair coordinating the the agenda and that'll be posted Friday. And it will cover a review of last year and where we're going and a little touch on federal. Thank you. and that work session early, so you all will be fresh for 8.30. Any more responses for the dinner? I'm going to tell you there are actually 20th or clear and done. Yep, I saw Algaard or folks over the weekend, did the making of your chat several yeses there, and then we'll see some Arlington folks tomorrow, I think those were yeses, they're juicy, we'll get good turnout. Thank you guys, turnout. Thank you for organizing. I know it's hard to get on the job. Thank you. Okay. Well, it's time five minutes earlier. Thank you all. Have a great day. Five minutes of the last session. What we're staying for that. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry.
