It's all been reused from what they have and each of those includes an intent for the area, future land uses that are appropriate in that area, design principles, appropriate zoning and infrastructure and community facilities. So it really just gives you a recipe for each of those areas of what's appropriate there and what's happened to development is appropriate there. Okay, so now I'm going to go over all the changes that we've made between the last meeting and today. So the first one is changing a good portion of the town from traditional residential to suburban residential and I'll point those out. That's mostly the very right here and then the area right here. And the reason that we did that is because if you look at the designation for traditional residential, the density that is suggested in that is a maximum of six dwelling units per acre. And that's a pretty high density, like that's something which would be apartments and townhomes. And we didn't think that that was exactly what you all wanted in those areas. So the suburban residential brings that down to a maximum of 2.3 dwelling units per acre, which thatre, which that's a more traditional militancy traditional. It's a more standard subdivision that you would see at Ross America. So that's the first one. The second one was a small change. It was just changing the land use designation for the horizon program building on West Star Street from mixed use to suburban. And that was the last first specific reason and more that I just wanted to month it in with all the other suburban areas instead of having to mix use time by itself. And really since it's a school, the use of it isn't going to change at all. I can really go as one of the other so it's that we have it all once together as one big area. Next are two parcels north of Harold Drive at 877 Monroe Highway and 863 Christmas Avenue. I'm going to zoom in and ask you to bring the lower density of those two parcels. And then right below it, along Harold Drive, changing everything everything that was there from I believe we had it. I think it was actually mixed use last time but turning that to suburban residential because that's just a suburban street. That's not going to change very much in the near future so that's the most appropriate one for that area. So the next one, and this is what we already had. But we're changing this area. The only change that I had was this partial adjustment of this road, probably in rural residential to community crossroads. And that's just an extension of the community crossroads that we've got. Hello, hello. So number six, area of sound at the northern edge of town along highway O-Veven. Those are those two parcels that are around the school at the northern part of town. We just changed that to mixed use. That is just so that there could be a mixed use development in that area that would sort of supplement the school. Seven, the area surrounding State Route 316, we did change those to community corridor and that's not something that we talked about in the last meeting. But the reason that I wanted to do that was because this is an area that you would traditionally have kind of standard highway commercial such as gas stations, those types of things, fast food. I know that y'all don't want that in most of your town. I know that you don't want it and the mile radius around kind of like the center of Bethlehem. So out of everywhere in the town, that would be where it would be most keeping. Basically, to the rest of Bethlehem. The area surrounding Star Street and Angel Street, this is something that we added. It is the Bethlehem Historic Area Overlay. And for this area, so this isn't a character area is itself. It is additional requirements that goes on top of the existing character areas. So this area is around Star Street and Angel Street. And you'll see that it's just that hatch pattern that weighs on top. So we just made a note of this in the land use elements that's in these areas, whatever development type that there is, kind of regardless of density, it's more about the character which is stay what it currently is, sort of historical, pastoral, that type. So that area companies there,, it includes both rural residential and then also in rich-duse areas. So it's just something, it is an overlay on top of the existing care areas. And then the last change that we made was nine. It's a small parcel on the east side of town. I believe it was rural residential before and we just changed that to rural reserve to lump it with everything That's to the east of that parcel And that's all that changes that we've made so far does anybody have any questions the use as a neighborhood. I don't see that changing from being a neighborhood as it is in the 15 to 20 year horizon. Yes. The territory of suburban residential would fit what's currently there. We do have a historic preservation planner But in order for y'all to be able to enforce historical standards in an area So that's making sure that whatever changes to an area Make sure that they match a certain historical standard Restricting new developments that requires an actual local historic district In order but in order for y'all to be able to enforce that you have to be a certified local government through the Department of Natural Resources in the state of Georgia. Kind of short to say that that's a couple of requirements you have to have a historic committee you have to have a survey of the particular area you have to have design standards for all that and that's all stuff that you could do. Contratures do that, something that are a store planner to do. For sure, what I'm trying to say is, basically, having this in your comprehensive plan is more just of an indication of the all desire to do that. It doesn't really have too much standing on it. So it's not something that, like, it being in the comprehensive plan is more to say that this is what you all want. I don't really think I'd have developed or wish coming in and saying like we want X, Y, and Z and it didn't meet the historical standards. If having this in your comprehensive plan we really made much of a difference. Okay. So, right, with this, so my understanding to make sure we're cleared for everybody, right? because this is the future piece, it's not a current, we have not declared a historic, or designated as far as making that official today. So that's the intent to be that in the future, and there are definitely additional parts that we would need to have in place before taking those steps. Yes, sir. Which is understandable. That doesn't change any of the components of the rural residential for the future for work. No. That designation. Yeah, the overlay is just additional restrictions that would be placed on top of what's there in the rural residential and then in the south in the Murchstuse designation. And if you wanted to, you could say no, and you can use your comprehensive plan as kind of ammunition for saying why you're saying no, because you're saying that it doesn't align with everything that's in there. The last thing I wanted to go over was a little of the description that I included in the comprehensive plan. It'll be on the second page of your packet. So it's what looks like this. So the top portion of it is kind of just a reuse of what the county had put in for y'all. But the main thing that I changed was all the bullet points that you have lower to the bottom. And also the paragraph ahead of that. So I was basically just saying that the town is interested in taking the initiative to chart a path forward of creating a more distinct town center instead of being absorbed into the surrounding development runs. And the character area on the following page is basically how you are doing that. So bullet point number one is a larger, more defined downtown Bethlehem, which is town of Witts and Vision in that big, mid-stuce area that's in the middle of town. Keeping car centric businesses such as at stations outside the central Bethlehem, the town would like to minimize their traffic and town to promote this, the character area map I designate the original one-mile diameter town limit of Bethlehem as it scruously mixed used. That's kind of why we put that commercial cord or near the northern end. So if y'all do have any of those businesses, that would be where we go. If y'all want, we can take that out and we can substitute with something else. But I don't see any arm in having a gas station by a three-seed steam ramp. No, I think having the gas station to that port that's the traffic inflow outflow towards the parameters and by a three-seed steam, those make sense for people stopping off headed to the games, college, those, and using those. But not having them in downtown helps with the traffic flow, walkability, and kind of that community piece in the downtown. Appreciate it. Very great. Bullet point number three is talking a little bit more about the historical area. So saying that the town's characters reflected in the pastures and the homes surrounding Star Street and Angel Street. So we would amend this a little bit if we were to add additional areas to the historic area. So just saying new development in this area should be compatible with the existing rural and historic character of the area. Then I talked a little bit about the employment center along the 16. Which is right here. And something that Scott had mentioned before we started the meeting was whether or not to include industrial areas. I don't know if that's something that you already answered or something that you all have discussed. Having known both sides of the research team versus just this outside. We have not discussed that. I think partially or mainly due to no access of roads through that whole section of getting any traffic flow. I just wanted to see if that's something they all discussed. I think it would be okay either way. Either being residential or something else. The parceling as well is just large plots of land, correct? Currently, the large parcels. Yeah, the southern part of it and it seems like they've already subdivided. Is there a neighborhood that's up there where everything's subdivided and then what in part? Which part? All in favor. All right. Item number seven on the agenda is going to be a bunch of updates, work that's been going on. Storm cleanup, we'll say the tractor got its use. The first snow storm was about a four and a half hour cleaning and the second one was just a fraction of that time. Tractor worked great for clearing the roads and with the scraper. I'll just keep an eye. I'll go check it out. The ice has melted off of it if we need to get another scraper blade. But it cost us $45 and fuel. The rest of it was all just my volunteer time to actually enjoy it. We'll help them. The residents were very appreciative of us working to keep the roads cleared. So it did allow us the setup that we have, whether if it completely removed the snow in some areas and it really fend it in other areas. So it worked really well. The only other things we could look at in the future would be if we wanted to explore getting a brine tank or mixers with rock salt and sand, but I don't think at this time it's worth it based on the limited use of those, the tractor and the scraper and those work well. Even a brine tank and those, in the neighborhood of $5 to $7,000 to pretreat the, our roads were passable both times, literally same day, worst case next day. So, I don't even know where to get that much assault in. I think it worked really well though. So it was good. The road project, we were working in targeting the week of February 10th to start the road projects. It works really well with the school that off on the 14th and the 17th so that gives an extended period for the work over at Macohenan and Joseph could be done in a shorter period by closing down the road completely. So we're working, speaking with the county to notify the Sheriff's Department, the Fire, 911 dispatch, kind of everybody that's attached to it just for those periods of time so that they're aware of the road closures during that process. So the parts have been ordered on the way. Fire Department is well for the four-way stop there. You know that's all been signed off on. CPL has reviewed the full plan. They have a recommendation of two additional signs, which are $500 a piece to have authorized them to move for the two additional signs that were needed with it, but it meets all of the road safety standards. There's markings of parts with that. These are flashing red lights that go there. Correct. The intent is to improve safety as much as possible. As far as we don't have a full-pole history attached to it, but it's one, you know, with looking there've been two accidents last year that I'm aware of, or ones that had to replace the storm, the covers on the storm drain piping that were at it. So even, you know, with the red flashing signs, we'll help slow that down. It also helps with the fire department having their location there with the traffic that's coming through that people would already be stopping. So having the fire department, it's additional safety of that area. What did Harrison say about it? No, they were fine. When I spoke with one of the family members. Oh, they might think we're doing a wild man. No, they just have to stop. The 18 wheelers, yeah, that's, meets all the safety requirements that we need to. So moving forward with some of the additional projects for 2025 recommendations. But anyway, you won't get this stuff, but I'll spray it. The plan for any future road projects are working through 2025 as to engage CPL to draft specifications or the bid package RFE, provide construction and admin services associated with all of the road. They would do the advertising. They would do all of those components for the road projects that the council looks at and prioritizes and wants to engage. So that would be handled through a consulting firm. There is a cost associated with doing those, but the amount of time that goes into all of those projects and meeting those, they, you know, having the consultant lined up works as essentially as staff for the town. Those were as we discussed at that previous meeting that from where costs were at, those are basically budget numbers that we have to look at for future, but those are going to go out, follow the entire process through consultant. That's specifications, bid process, the full RFP advertisements, those components. So there's nothing else moving forward out of that larger piece. The way it's done. I'll skip Senate. Well, actually Senate Bill 581. I will email or send if everyone's heard there's been a couple of municipalities around here that have opted to opt out of Senate bill 581. This is just talking about, this is not a process. There is an official process if the town were to want to opt out of this bill. This is the Homestead Exemption Bill. So, back in November, it was a vast majority of residents voted for the permanent homestead tied to that and as well as your valuations of your homes that are tied to the inflation of the previous year. So you're not seeing these drastic swings in home values that are attached to your taxes. We don't levitate tax right now, so it doesn't have an impact on the town, you know, from the county that collects them. Yes, it's the county that's in. But if we needed to change the taxes or do those, the simple part is the town can actually levitate tax, but it comes into the milligrate that can be adjusted. So the way that it works, so instead of your home values going up and down, causing your taxes to swing, the municipalities would then have to adjust the milled rates that are attached to that for increases in their tax revenue to pay the bills. So there's not any, at this time we can explore it further. You know, my thoughts and those is that we listen to the voters. So if we have a process, we would have to do a public hearing. I can be not that as much as you want to. I mean, it's the quality still. This is a very, there's a lot to that law, but you can still opt out of something even though we do not charge attacks. Correct. Correct. See, then if you opt out, there's not really clear if there's a process to opt in later. And if you in now Is there really a process to opt out later? It's Right now says these decisions are fine which the legislature is getting a lot of push back on that from Re-disappalities that are saying well what if we want to change our mind? But right now there's no path to that But really you, look at it just objectively what it says is we can't impose a city tax and we can adjust the milled rate based on what's needed with those. That's not impacted by this bill. Tree maintenance. It's underway. It is in progress where the trees along Angel Street around here were started today. So it's a pretty big process with all of the trees. I did add the tree limbs that were hanging over the White House. That were there. that was an $800 we cost to add to those trees. There looks like potentially one more tree on Mary to go one more a little bit lower limb, but all the way around. We've gone, evaluated all the trees, looked at the process. So in going through with the permitting process, there are a couple of permits required from the town side those would be a demo permit to Basically clear the land that's a seventy five dollar fee for that permit and then the mobile home inspection to Come for them to bring back the mobile home the CPL is and zoning all of the requirements that they meet all of the setback requirements, the land use for the mobile home, for the landowner to place the mobile home on the site. It has to meet the permanent mobile home requirements. There's a long list for our UDC about what has to be done. So it would still be inspected. It's just that if the council would to waive the fees for those, that, you know, that basically, again, treated as if staff was already on site. They're just, we have to, I say, break out that cost here and waive them for the resident, have the same work done. That's correct. That's correct. It can be just a demo that permit as well, which is a $75 permit, simple fee. They want to put one there. They meet all the requirements for having a mobile home on.
