Three weeks ago, he died, Pope Francis did. And no doubt, you have heard many describe his humility and his concern and care for the poor and the marginalized in the world. In 2015, Hope Francis wrote an encyclical, which is a letter basically, and it's usually addressed to Roman Catholics, but it's actually, he was really addressing that to the entire world. And it was called, well, in Latin, it was called the Dottoci, but it was called Praise to You. And in that, in cyclical, he was talking about how and why we care for the earth as we care for each other. Pope Francis was an inspiration to me and to many. And he understood that the problems of the world are really difficult for us to get our heads around. So he suggested, along with a lot of other wonderful things that he said, but he suggested that we all do a little action every day, just something to promote taking care of the earth, but taking care of each other as well. And so for myself, I try to do a little action. And I just wanted to let you know that when I come here and speak to you, that I see as a little action. Mayor council So this presentation is considerably different from what I presented you all in workshop The only thing here to consider is the change orders that encompass the waste water improvement on the Remington Avenue project as we discussed, included within the Remington Avenue bid packet was a total amount of $751,000 in change to be paid two scrobes for a cast-in-placed pipe or the sewer lining portion of the contract. After an effort to negotiate with them to reduce that number, we decided to remove that from the contract and offer that to SAK, who is a firm that specializes in this trade. They're already in town working under another contract here in town. They can do the exact same work, but $289,426. So we're proposing change orders to both of those two contracts, which is a net savings of $462,000 to the city. Be glad to answer any questions that you all have. This does reduce the strokes company contract from the 5 million 130 thousand by that amount down to 4.37 million. Thank you Mr. Palmer. I have a question. So when we put in for that for the for it in the first place it was a separate separate van. No, ma'am. It was together. It was together. And then we went in and found someone else. We wouldn't do that. How have we got that person? How do we get sacks? They have worked with us in the past and they do work here and town. But we often, when we put projects together, we include all of the work to be done because we have tried in the past having multiple contractors in one zone and it creates chaos. It creates delays and also creates problems with one contractor to another. So we know that we need to put them all together. We have done it both ways, but they have worked with us in the past and they are they are a specialty contractor that does almost this. I guess I'm trying to figure out how we can get so low. I think I ask you that's the other day and I get the answer I needed. Most of the time these contractors subit out anyway. That's what we set out. Somebody else, no. Then we just, we just decided to pull that and get a bid on it and save this $150,000. That is correct. We are set to get out. Yes. What's the schedule of this site? They are ready now. They are ready to go to work within the next week or so. They are sitting, waiting, having completed everything else under their contract in the city. And maybe while we got them so low because they're already here. When we first negotiated this with them with some time ago, I don't think they had yet not, I don't believe they had started. They got the part of their contract that time we negotiated this. Is any of this work affected by the other parts of your presentation at the workshop better not not included in this, with the possibilities of widening the shoulder or doing some of the work? Is any of that effect? I brought those all together just to show you that there was a savings to set against the other increases that were there. But this is a separate item that is coming out of their contract whether we do the widening or not. This is simply a method. We recognize that it was hot when we first got it, but it was part of their contract, whether we do the widening or not. This is simply a method. And the only way to really do that and make sure we get it done is to give it up to someone else. They were already in town. Nothing has changed since the workshop We're seeking a thirty one thousand six hundred dollars in addition to the funds that were awarded to us this year 2025 for a replacement Field truck that does about eighty to ninety percent of the fuelings on the airport So we're looking for an authorization from the mayor the mayor pro pro-10 to sign all required paperwork and execute the agreement. The purchase of the little spare fuel truck from Skymark refuelers. Any questions? Do you remember, was this in the budget for this year? Yeah, it's like 280. 270. 270. And the amount is 300 and 1,600. And he stated to Mr. Baker on Wednesday that this truck with the fuel sales should pay for itself in four months? Be about a year depending on the fueling. Right now we're doing about 4% less at the runway project that comes back into a play but we hope to make that within the back. Robert, where did it with the 270 budget number come from? Is there another unit out there at some point in time? This was a budgeted back in October of 2024 and went to budget and we were looking at various fuel trucks, unfortunately that $270,000 fuel truck fell off the market. And Whitney, I stated in this as the director at Pebbleville, and meets all the requirements for the tourism board. So the resolution states, whereas at a regular meeting, Dully publicized to the open public and held on December 16, 2024, the city of Thomasville, Georgia, and whereas at the above-state and meeting, the city council did appoint Anne McCudden to the destination Thomasville tourism board for term ending December 31, 2028. Whereas upon the recent resignation of Anne McCudden, a vacancy was created on the DTTA Board. Whereas the White Executive Director of Temple Hill has expressed an interest in being appointed to the DTTA Board as a tourism-related member seat and has agreed to serve, if so, appointed. And so with that, we are looking to fill this vacant seat with the tour owner and operator of Taste of Thomasville Food Tour, Deborah Smith. And so we ask that you consider a resolution to appoint Deborah Smith to fill the vacant seat on the Main Street Advisory Board. And I'm here to answer any questions that you may have. I have a question. Do you know how many other people applied for this as just Deborah or just Whitney? I do not know how many applications are in hand for this term. I know that previously in December of last year, I believe it was, when this was appointment made, Whitney White served many years on the main street advisory board, and so hers was more so of a reappointment. She does feel a two-year term, and so it has been the recommendation with hers being a tourism related field and diverse myth being of that in the tourism field that she fulfill that position. So there's different different seats are filled by have different right there are different terms and they're also different categories for each one. Um I guess so we have a word we can look at it when they are the applications when they are on or they only are they for the public to look for enough accounts to look at the public. When all the applications that comes in. Right whenever we seek. When we have like our annual appointments that you all do at the end of every year, we usually give you all the whole list of everyone that's applied. We may have had one other applicant for this particular position, but it has to be filled by someone in the tourism field. When we do have several seats that will come up at the end of the year on across many of our boards. So I would if you have someone that wants to fulfill a seat, I'd have them fill out the application so it's on file. We keep them on file I think for two years. Two years. We typically do that in the first like January, the first week or two in January or at least by February to get all those. I'm pretty sure we had the last. We send them all to you. We had a list of all the ones that are applied for each thing. But if I'm not mistaken, we had two applicants for this one seat. Right. Who came up with what they have to have? Is that an in our ordinance or is it a state thing or whatever? I mean the the the the seats who still have to know and be be a part of. The April remind me that I believe we have seats by a tourism related field. We do have citizen appointments. We have downtown merchants who have financial institutions that they've got. Is that a dual domain street outline or not? It is a recommended outline by the Georgia Main Street. And it is in the Main Street's bylaws to have there's three members who serve a one-year term in the categories of downtown merchant, Chamber of Commerce and Citizen, and then there are three members who serve a two-year term and that is in the categories of downtown merchant, tourism, and historic preservation So that's the position that this one would be in that tourism seat. And then we have two members who serve a three-year term. And those categories are in downtown development authority slash DDA or financial institute and banker. So it could be any of those three categories and then also one of a citizen and then the last member of the board is the seat of the city council appointed by the mayor which the mayor does serve in that seat. So you know I'm kind of new so who decided those categories of what the people have to have all downtown I guess most of them downtown just tell me who decided that and we decided that the city or main street is a state thing or what so the Georgia Main Street is from the state to be an affiliated Main Street city there is requirements of how your board should be laid out and with ours which is the recommendation of the Georgia Main Street and the National Main Street which is a non-member board and I think that there is some flexibility on the terms because I know across the state terms are a little different. For hours, that is something that I think we need to consider looking at. Just because right now, they are all either in one year, two year or three year, which are all multiples of six. And so every six years, we have an opportunity to where we could have a complete war turnip And I am asking that Georgia Municipal Association take a look at that for us to provide recommendations on how we before with war appointments for that. So you tell us that Main Street makes the decision about who's on the board. I mean who's on the board? Their recommendations. Their recommendations. recommendations of our recommendations. If you want to be a main street city, you have to follow their requests. And we have to check that box every year for our accreditation to be a Georgia exceptional main street city. And you have to take classes. It's a have. It's a long time dedicated training. They just like a 30 minute classes, about six hours of class time. You have to take. I think it's eight hours to be able to. Eight hours, yeah. I know. I know. And you have to have two or three days doing it. And you have to have two or three days doing it. I would say if any citizen wants to serve on any board, fill out the application and show interest because for example the next board we didn't have that we're gonna point library. We we didn't really have any applicants that wanted to serve on that and had to We went through the applicants and thank goodness Which Scott had somebody because they all denied right So Thank you.
