So they went to the end so there are pretty big roads and it may be a little bit higher. So I'm asking the board, I don't need any approval for money. And I'm asking for approval for the board for that to know. Mr. Chairman, we can spend up to 25% of our cold suffrage tax revenues on water and sewer projects. The $258,000 is for what we commonly refer to as the leachate line. It's the Greater Tazzle Sewer Project. But the board asked the PSA to build that to landfill several years ago. We've been making the payments on it from the Colesseverance tax but I also asked them to add this $4,000 to 1,000 each for four projects this year Richlands wastewater, Richlands water, Tazzle water? Correct. And the Jonah project. So in the event the Coronado project does, and we get about two to two and a half million dollars a year put into the CST fund, keeping these projects on the books, even though we're going to give them a thousand now, means that there are active projects that we could fund with that money later. So I had asked them to sort of do that for a place marker from the PSA right now. Is that I remember we talked about that project. Jan, over the last line I guess you asked from the plant to 30,000. Is it engineering change? That's a preliminary engineering report for Ebenezer or subdivision. And I guess that we'll look at that further to help. You could. You could go forward. Absolutely. Well, you can't, Jan, I think that's a very broad check. bad's a very broad check. So we need to approve appropriating 262,498 dollars to the Tazokana PSA from the Cold Severance Tax Fund. The concern that I have is that that could create a grounds under which the agree vendor could sue one of the Virginia Public Security Act because the judging wasn't equivalent. If the committee wanted to vote then let's assume that they were tied which is the two-inch bit. I will state that for Mr. Gillespie attended all interviews, he did score two XL higher than the one vendor, so I would be interested in that. My position doesn't change. I just wanted to state that for the record that that is an issue. You know, so me. I mean the issue is the one agree vendor if Mr. Krui had scored him a perfect 30 would be tied but in that instance the board's picking between two particular options and I guess my question then would be are both of those Virginia vendors because that's how you settle ties under the procurement act. Recently this month, everything runs smoothly. Anything. I don't know if the landfill has ever run smoothly. I haven't heard it. I was only getting out on some good news. The wheels are turning. They're getting out. The trash is going in the big hole. I will say that since the governor's office helped us get that expedited approval from DEQ, they have paid us a lot of attention at the landfill and never were happy about that. Have we got any updates on the tire collection there? Well, if you remember, the last board meeting I told you it was going to be two weeks. It was another two weeks. That turned into another week. And another week after that. And here we are, not taking tires. But we have a meeting scheduled with them on Monday to discuss why they are not taking tires. So we can follow back up with you after that meeting. When we met with them last time, the issue was they can't find companies that will take tires. Lusk you should take them, Lusk heads fired as landfill and they can't take tires. So one company wants to make sure that we stack the tires a certain way before they'll accept it, which is a tremendous amount of labor. Another company wanted them washed and cleaned or something like that. I mean, they're getting really pity. And also they wanted us to provide the dumpster, if I recall, both of them. And the company they found we are providing the walking floor trailers. They are. Okay. So, we thought we had straightened that out with them and now something's happened and it's not happening. So what we had done several years ago with sand tech was that we ended up having to pay them the hull off tires. It was like 1,400 load or something like that. It's just really difficult to get people to take tires because it's a burden. I was on a recycling, regional recycling call and we're not the only one that's having this issue. There's just limited amount of companies that want to take it. I don't know. I'm sure it's very expensive, but just to you, for my curiosity, say, how much would a tire shader cost? We looked at that, I think in 2015 or 2016 and it was a little over 880,000 or so. So I'd say it's probably well over a million now. I mean, they may be scalable, there may be some new technology, I don't know, we could look at that. Deacuse to be more understanding of the situation localities are in, but they're not so much anymore. And when they show up, they count the number of tires. And if you have more, they'll out amount, and they're going to find. So we can't pile them up anymore. Like we used to have to come in some sort of container, and that's getting expensive. And they are watching us. And they watch us, you know, they show up, but once a month to be sure we're not doing that. But in any event, when we meet with them, I expect capitals looking for some additional consideration to pay to have these all off. And the way we accommodated that with sand tech was that we put in the fee per tire, which is how we arrived at the $2.00 pty. And now I think it's 3.00. So when negotiated that initially with them when they took over from Republican, they said they would take care of it. I don't know if the committee members had an aunt McKinney, raised an eyebrow when they volunteered that and then negotiations. I remember. But now they have bitten off more than two, I believe. So we're going to talk with them maybe next Monday. It's Monday. Monday. Hopefully we'll have an answer on the tires. But then I may be emailing you a poll to ask for some money to haul some tires. Okay, it's my understanding that the GHS cheerleaders resolution needs to be bumped to the month of June. I will ask that that be done and added to our agenda. I believe car resolution we're passing for the time being as well. So next on the list is discussion regarding the tourism zone. Thank you Mr. Chairman. No. Comes into good. There we go. At our last meeting, the board asked us the schedule of hearing on the tourism zone. And what I wanted to do was a percent to the board, what we have by way of a tourism zone already and see exactly what changes we're interested in making. The tourism zone is locally funded. And what this is is an incentive program for businesses that operate a tourism business inside a tourism zone to get certain breaks on their building permits. Certain small taxes like that. We have established those zones, but we haven't funded them in quite some time. So if we're going to consider funding those zones again to encourage growth in those areas in tourism businesses, I think what we want to do is revisit the map and be sure that that's what we want and where we want it. So, Ms. Jewel, if you could pull up the map. I spoke with Ms. Robinson and had her review the map. Currently, our tourism zone is basically the back of the dragon. Outside of the back of the dragon area, we don't have any areas in the tourism zone. So Ms. Robinson recommended adding three areas. I'm trying to buy in some time, Susan, I'll keep talking. The areas we're looking at, of course, now are in the Pocahontas area near the ATV trails. The other is near the Jalbo Trailhead in the western part of the county and then the third area would encompass Crab Orchard Museum and a stretch of 1940 and that vicinity on down to include cousins. And the way this works according to statute is our IDA administers it. So if I have a tourism business and I make an investment or create a new job, I can apply to the Tassel County IDA to get a tax break for my business. If you're going to get a, if you want to expand and you need a building permit, then they can give you a break to not pay your building permit fee. If the board chooses to do so in the budget, they can budget funds for the IDA to give grants, which can be helpful as well. No pressure, Susan. No pressure, Susan. Mr. Young, since the IDA governs these zones, do we need their process or support in developing these new areas? I don't know so much the IDA. You might talk to the RDA about where these areas are or your tourism committee about where the areas ought to be. I think that might be worthwhile. The IDA basically verifies the investment and the job creation to meet the qualifications. One of the things that we were looking at is there's something we can do to minimize the impact on restaurants that are related tourism. We imposed the meals tax last time. There are some restaurants that we work really hard to foster in this county related to tourism. And could we give them some kind of a break through this program. And we went back and looked at this ordinance that we did in 2016, I think. 2012. 2012. It hadn't really been updated, and I think we need to update the map to be more thorough. And then, of course, there's no matter be a question of money. And we had a budget committee meeting today. The budget's always tight, but we might look at when we get in the June if we do have some available funds to fund the IDA, $25,000 to help them fund some of these programs. Mr. Chairman, as Ms. Jule was pulling up the information here, I do want to point out section 15-144-1A. The tourism zone ordinance excludes any meals tax imposed by the county that was an artifact from the original ordinance. If the board wishes to change the ordinance to include a meals tax, that's an option that's available to the board as well. And what Mr. Collins is talking about is the board is enabled to, there we go. We can add territory to this or take territory away. way. The good thing is it's locally ministered. We don't have to have state permission. So what you see in green running north and south here is the current back of the dragon and we would add in the west the jawbone we'd add in the west the Crab Orchard Museum area towards pounding meal near Cousses and then in a northeast around the spearhead trail area. Also Miss Robinson is included a little green patch in the middle there you'll see is Cabot's Creek and the properties around that. So those are her suggestions. We can add back to this. All we have to do is advertise a hearing. We will have to hold a hearing to consider doing this. If you want to amend the ordinance to allow for incentives related to the Meals tax, then you have to do that at at a separate, well you could do it at the same hearing, but we'll have to do it at public hearing. And again, all that requires funding from the Board of Supervisors to the IDA. So we can advertise that and then see what comments we get, adjust it when we get to the hearing, if that's what you'd like to do. This is the only thing I would add to that map is extend more down the abs valley road, Okay, balls playing the't the abs valley road area. Extend most of the way down there because there's a lot of businesses popping up, tours and related businesses popping up on abs valley road. We are unlimited on acreage for this, which is good. What we may do then is we may just extend it down. Abs Fowley Road and Mudford Road down to Cabot Scree can make that one contiguous. Because if we do get our ATV trail connection there, hopefully that would develop over time. So we could do that. Let me make another note of that. His business is a cross from Crab Orchard Museum or both of those included in this man's party. I asked her to. Let's see. It doesn't look like it goes on the north side of 460 or northwest I guess technically good. I make sure that it does. I can't see exactly on this map where 460 is, but I'll make sure that it does because that was the corn maze and there's definitely a tourist attraction. So I'll add a abs ballet. I've had asked her to do that. I would ask Mr. Young if you could just send us all the maps. It's very hard to see right here. I'll do that. I'll send you the map. I was just wondering how far down, like I see the job there, but how far down does it go? Does it go into Raymond, the town of Raymond? Or does it? I don't think that it does. We can do that though, if you'd like. I'll circulate the map and let you look at it and see. And then if you have any additional suggestions, Just tell me and then we'll work with Ken and we'll get them all mapped and then we'll advertise it. Another item that I wanted to work on if you have the next slide. I want the IBA language. What I was looking for, and it's going to take some wordsmithing, when you say a tourism business, it's, well, what does that mean, really? You know, particularly with tamed restaurants. Yeah. So this is the kind of thing that we don't have to have to my, but, you know, having to find a tourism related, how you found a tourism restaurant. You know, I don't know that any of us wants to give a tax break necessarily to McDonald's, not slamming McDonald's but that's not really the point. I took a stab at it you know we could borrow from some other ordinances or other statutes but I had an establishment that serves prepared food one from a unique menu or from a specific culture or traditions such as attracts visitors from outside the county or in unique atmosphere environments such as the atmosphere environment, the primary attraction, the establishment or three and a dining experience such as dinner theater or in support of a tourist activity or attraction in close proximity. There needs to be to give the IBA some definition of what a tourism restaurant is. I think we need to, we can massage that language and work with it, but we might just run an ad with that language and we'll talk about it when we get to the hearing. But the budget committee needs to be thinking about if we are going to add these zones and modify the ordinance, are we actually going to fund any incentives for this year? So we need to be thinking about that too. So I'll circulate the map let me know if there's additional areas that you won't include it and we'll go from there. And this proposed guideline language is that something that we would need to hold a public hearing to adopt or the IDA to hold a public hearing to adopt? We would hold a public hearing to our ordinance. They just administer it for us. I see. It's under the Virginia Tourism Commission Act. I think it's a 2.2 code section, but I think it's got quite a bit of useful language on parameters of what tourism is, what tourism is, and may find some helpful language in that code to make the definition a little bit more targeted. Sure, we'll look at it and see, but I think that needs to be cleaned up and we need to decide if we're going to fund that this year and then I'll circulate the map and let you all see areas that you may want to add. Is that fair? Thank you. Okay, thank you. All right, next we have on our agenda enterprise zone, Mr. Danielson. We need it. Oh, all right. So this year our enterprise zone is expiring. We have to renew our application to the DHCD for the renewal of the enterprise zone. This is also a year where we can change the boundaries of our enterprise zone. We do have approximately about 308 years, I believe, that we can work with for expanding of the enterprise zone. And the way the enterprise zone works is, is you're only allowed three islands, no more than three islands of contiguous land within your county for the enterprise zone. So our current enterprise zone is divided in Bluefield is one of our islands, Tazwells, another island, and then the Richlands Claypool Hill area is the third island. Ashley and I are meeting. We've already met with all of the communities about these issues. This is when they have an opportunity to change their incentives, but they want to offer their local incentives, same for ourselves. This is also the time when we would make amendments to the boundary and all of that requires two public hearings. The 16th of May, we are going to have the communities meet here and DHCD, Mandy Archer, is going to be here to give a presentation on what exactly is the enterprise zone, how it works. And then also a question and answer session for them to ask direct questions of the state, you know, how the process works, the boundary changes, etc. So, what was that night again, please? It's May 16th at 11 o'clock. She'll be here at 11 and we're going to have lunch for the community leaders. So we do have some changes that we wish to make for the boundary. We are going to try to expand the boundary. Of course, we have to get state approval for that. But we do hope to capture at least one other community in the enterprise zone. It does require us to fortunately the state allows you to use a road to meander through the county to capture other areas. Jerry Mancass is a part of the island so they are a bit flexible on how they allow us to capture additional land. So, but again we're working on this step by step and we've already met with all the communities, so they're aware that this is the year for them to make the changes that they wish to make. Does anybody have any other questions? I think this is Chairman, that one thing to point out, these are partly locally funded incentives, but also state funded incentives. Correct. So they can get state tax breaks and state rebates too by being in a price zone. So this one, because of state funded, is heavily regulated by the state. So we have to apply for this. Yes. A business would have to apply for it. And it's a, from the date that they file an application, it's a five year window. So the way it works is it's job creation and real property improvements. It's not machine-reduals. It's only real property improvements. And they are grants at the state. So this is not tax credits, tax rebates, et cetera. It is actually grant money from the state's perspective. We at the local level are, well, we're getting this answer but I'm pretty sure you're required to provide at least some form of a local incentive in order to take advantage of the state incentive. We have a very, the county has a very generous incentive package for those who locate in an enterprise zone and apply for those incentives. Some of our municipalities were actually in our trying to convince them to be a little bit more generous on the incentives that they would like to offer. But anyway, this is that year. We will be meeting with all the communities, so if anybody has any questions, you can reach out to your local community leaders. And or call Ashley or I, and we can explain, you know, is your property included in the enterprise zone? Now residential is not allowed to be in the enterprise zone, so it only commercial property or a vacant land can be included in the enterprise zone but we would have to give the state a reason why that land might have industrial or commercial purposes but they're usually pretty generous on allowing us to put vacant land in that in that program. I did want to say it's my understanding that not every locality in Virginia gets an enterprise on it. We have to apply on its competitive process so the state encourages us to put an attractive and senate package together for the businesses and whoever puts it together the best package is going to get the enterprise enterprise on. Yeah, and they also believe it or not. I mean, the state, they want businesses that are in the enterprise zone to use the enterprise zone. You actually get penalized if you have a business in the enterprise zone that could have taken advantage of it and they're not. So we're going to take a harder look at maybe those businesses that are not taking advantage of the enterprise zone and because the land is valuable and we have other communities and other property that would like to be in the enterprise zone. we may have to pull some of those out if you're not going to use it. I have secured permission from both my council and the spoken to animal shelter. And I have recruited veterinary support with your permission before September. I will organize and complete a free rabies clinic and be to be held at the animal shelter on one Saturday. I hope to get funding for 500 vaccinations, which cost around $6 per vaccination, which should equate to around $3,000. Additionally, I am hoping to secure funding for advertisements like signs. And historically, the Tazzle Farm Bureau has contributed with funding as well. I'm requesting your permission and if possible any donations. Is there any questions? We were born and raised here and although many of us left for careers, we never stopped bragging this course. We came back not just physically but but with purpose. And we came back, we hope, with some solutions. I want to give you a glimpse of what, 61 million PBS viewers may see. We think this is more than just a documentary. It could be a launch pad for our future. Never ready for that. I'm going to have a look at the the the the the the the the the the the the the the This is where you can find a place that you can go to. How much do you think these baskets did? Just roughly half the five. These beds are half the same. You can use these two different beds, as we use, as we use, the other beds, the other beds are in the background. We also have a class, just that you can have a class. This will provide more attention to these things. We'll share that in the chat room. I'm sorry. Remaring a June of 2025, this special program will be held in Nation Fives for free at pbs.org. And class members formed the P.E.C. Foundation to preserve its legacy through service to our hometown. They also published a 200 page book about their life experiences and lasting their tasks. In a-making event at a Bulldogs football game against the Grand G-Fed, with band members from both teams, the Virginia General Assembly presented the first joint resolution, honoring a class for its contributions to the communities. Help us share the story of Tazwoh Class of 73, helping in hereby, to inspire generations to come. I'm sure you all know that every god believe in us, I think. So I think you can go back and copy and paste that into a browser and look at it. That's the heart and soul of our home. And it's the story the nation needs to hear. This isn't about just a memory, it's about a movement. And we want to share you, share with you where we want to go from here. And I believe we got some data. That one is next. We feel like we're approaching everything with data-driven information. We try not to launch into something without doing our research and coming up with a platform to solve something. So through the research we realize that in less than a decade or around the decade and we've got this sourced information if you only need the sources for this. We've lost about 309 businesses in a decade and we feel that that's probably around three eighties somewhere closer to 400. So we realize that we've got a problem that needs to be addressed with retention and out migration. And we feel like we're in not just a holding pattern, but just like an economic retreat. And we feel that that's an issue that has to be addressed with economic development and trying to recruit businesses here. We also realize, I think the next slide shows you a different graph that shows you the decline of our business retention and I do I did get some of this data from the Commissioner of Revenue and the business license reductions so with that said we can go to the next one we came up with something that was a staggering issue for Tassel County and that's our obesity and diabetes rate and that ranks I think is number two as an issue for Tassel County and With that we came up with our roots to real real food real health real community and real solutions We partnered with two critical groups here and that's communities and schools and Virginia Tech Cooperative Extension Agent. Those two groups had a tremendous amount of input into how we just formulated, how we could create an outreach to the population at the high schools. And we did a pilot project last week at TASC school, high school, where we decided to give each, we did a program, a three-pronged program, that program introduced hydropanics gardening to the seniors because of our soil and the ability to grow in a small place, our fruits and vegetables that they could use. And then we talked about nutrition, all with an awareness project of eating healthy. And then we wanted those kids to throw it in the crock pot. We took that information and then we went to get another physical fitness approach. And that was, once you leave these schools, once you leave the doors from the high school, we think that it's important for you to stay active. So they were all given stretch bands. The PhysA department did a beautiful job of showing them how to use those stretch bands trying to stay active and they got, they had a lot of interchange with the students there and they clanked. They took ten seniors and got them on the stage and they clanked for gift cards and they were very eager beavers to do that for sure. But we feel like that's an important part of the liquid and go next. Yeah. very eager beavers to do that for sure. But we feel like that's an important part. I believe we can go next. Yeah, we took this. That relationship was not adding another layer to the community. We felt like we were just facilitating what we already had and creating something that we could all become a part of. And it was a wonderful partnership there. And we also, the Way Fair, which was not even open-participated in that, created us some QR codes for those kids in a trifle to link in and actually get some product-ate recipes. But we felt like that partnership and that launched with the school. We hope to expand that out into that we already know that Richlands has an interest and I have not checked with communities and schools in Graham, but we feel that there's also that possibility too. Just using what we've got, we just got to some procputs in here to make it happen for those kids. But we felt like it was good. But there's couple of interchanging format here that we want to go through. We want the documentary as our cultural anchor. We feel that it's not just nostalgia, it's marketing to 61 million people, talking about the rare opportunity to define ourselves on our terms and not to tie and to tie our heritage to our economic strategies. So here's what we're asking. After you some slides in here because I wanted you to see what the foundation has been involved in over the past year. I guess we're at this one where we want you to partner with us. We want you to understand where we're coming from. we want you to be a part of our story as well. And we need some endorsements. We are working now on a strategy for some partners that are nationwide. We feel that we have support from you. We don't want to come to you for always money. We don't want to be the pie is only so big. We feel like if we have a partnership with the county it'll make a difference in our outreach for grant funding and for relationships with national partners. But let's see I think I wanted you to see some of the slides of some of the activities that we were involved in the next one. The convoy of hope during Hurricane Helene, we had that tractor trailer and it was distributed to four food banks. Eric was very involved. Appreciate that. The Heritage collection, we attended both the farmers market, the main street moments, and we feel that the merchandise that we were trying to get out to the folks that attend these festivals is a important part of our pride and heritage here. And we invested a lot for that to keep it open to promote our heritage. We attended the farmers market, which was a makeup from the Berksgarden Festival. And that we attended two weeks in a a row and we felt like that was a huge success and I was reading the Main Street moments of course we had a lot of fun there and I believe we had our scholarships and we did address three scholarships last year. For this year we have six on target for this year. So we're excited about that. Can't say enough about our partners with Walmart, communities and schools and the Cooperative Extension Office. and we feel that the way fair, we were very instrumental in getting that tied into a bow and getting them, you know, often running to get that building going and they're down there working really super hard with that. But in closing, I just want to say, we believe in this place. We do. We're not waiting for a corporation to come in here and say this. We feel that we're growing from within and we're inviting you to be a part of it. We want to show the rest of Virginia what homegrown solutions really really look like and I appreciate it. I can't help but think that's indicative across the country because buying habits and purchasing retail stores, they're competing with Amazon and online shopping. I would just curious on these business licenses. Was there any categories as far as growth. It's because we had to, we had to get over the problems that we have and every yet again, because they have to just have let dad in move on. And they're first up 2008 and 2008. Because of the new year, 2008 was also the dad collection of running. met, I did not come back and we found sure that all that time. With reading credits, I think you'll probably look at it and I think that when you're reading you the spot today, I think you'll be looking for eight years, the call was online, those good years. And I think a lot of folks would say, if you just turn the curve and say it, you think, do you think, do you think, say, what would it take to keep you in public, do you think you can still get some good news? I'm hoping to keep our hearts in place here for a building of college, you know, won't be able to keep our population from going away, but as you know, it's about two or three weeks in. And so we've got these. We've got to put everything we've all had to know to do. Yes, it's not a budget meeting. It's not a big deal. We've got to protect every single business and business with every kind of money. I can't. I can't. I can't you. I agree with you. That number from the census in 2020 was breathtaking to me because if you don't have people, and if you look at the demographic of the population we lost, it was working age, employable people and for your workforce. That was more like 20% loss in the workforce. I mean, it was devastating. That's right. When the basic system is like that, it's an average of workforce from like in 2020, not only did it look like 41, 41, it's sampling sampling 5, plus to 46. When we're looking at the tractor business in industry in an conventional way, through the conventional methods, we do not have a little private advantage that will attract, if I think this up, if an unbound hop, about all time in the United States, and here's the money in the U.S. I hope you can just read it heart about time in the United States. It does have plenty of new efforts in history that is looking for us. We got to think about that. We got to look at that. Maybe I can say it's a barrage. I did six or one that I've consulted and they were looking and working with the industry that's looking at tech. And they ended up not working. They were, they revised the first impression you were supposed to use, and they were not supposed to be here. But that turned to stem because of our discipline, right? In thinking of the reason for our recent robbery and torture. And how do we do that? Just as major struggle in some of the mechanisms to just embrace it. In sight, we got things that we got to work on. I have to be working with our population or since we've been in sight, we got to work on it. But 45 to 60, maybe. Thank you for all your hard work. First, we have the DHCD urgent need flood relief grant. We have anyone that wants to tee this off, or should I go ahead and open the? Mr. Chairman, I have a spiel. This is this is something what or hers because we're required to hold these hearings for the Community Development Block Grant if I may I would like to welcome you to this public hearing held on behalf of Tastocanny Board of Supervisors We call to order this public hearing to take comments regarding Tassel County's intent to apply for Community Development Block Grant funding to the Virginia Department of Housing Community Development. On behalf of Board of Supervisors, we're conducting this hearing to receive public comment regarding needs related to Hurricane Helene in the February 2025 flooding for which there may be grant funding available. Before we begin, please remember this particular grant program includes only five million in funding statewide. So, Tazzle County may not receive enough funding to fund all the needs from the floods and the storm from this particular grant program. However, there are other grant programs which will become available in the state budget soon and we can take what we learned from our residents of these hearings and use that to decide which grants to apply for. This is very informal but we do ask that everyone be respectful and let others speak. When you do speak we will need you to state your name and address so that we can verify that you are resident of Taisel County. If your home was flooded we may also ask you the physical address of the home for our records so we can know what areas the county agreed. Seek grant funding for. There may be many questions on which we may not be able to answer but we will take notes and try to get answers posted online. My wife, Chris Lee McCormack, who did a 2730 banding road, see the bluff. We have to see the bluff address when we are actually banding. Unfortunately, this is the second time we've been flooded in the last three years. We were fortunate enough that this particular flood in February did not actually get into the home. We evacuated and we were able to save the problem. Just as a personal experience, I mean, the flood of July 2022, we were one of the handful of families in Vanity that was affected and we lost everything. We had to rebuild our own, we were living in campus on the property, we're actually still waiting for the funding from the last round of grants, we're being held up with the letter correct to see that proceed. There's been a lot of talk about the future, the future measures that can be taken. I've seen a lot of things and it just happened in the first responders well in Richlands. I've responded to countless floods over the years that I've been working there down in I can't speak for the property, but I've been involved with some of the rescues in that area. One of the biggest things that we see a lot of it has to do with those culverts through the roads. I know that a lot of that will fall on V.Doc to maintain cleaning those culverts out. We have a creek running through the back of our home. We've seen the water rise from there, and even leave the back. But the last two floods, it's been something significant and different. Where the water's coming from is astounding. We're seeing the water travel across the road from above our own and into, pours into the bottom of the lid. This is something that we've never seen before. They told us that the flood of 2022 was 100 year flood. And that we would never see that flooding again and three years later, here we are. We have submitted the paperwork. We've been there to see the pictures of our home and we're still a government member. We're still not a under-explanter. I can't begin to tell you someone who's been there who's who's waited through the waters to help us to take my family out, my son who was here with my daughter, my daughter, my wife, my father and all, who lived next door to me, it's horrible. I can't even imagine. We hear whether or not to have your rain, we don't say that I've. This is something that I pray that no one else ever has to experience. We've watched our neighbors suffer and struggle, and still that strip of bandy road and that whole little section that was affected in 2022. We're all so recovering. It's just something that I can't put into words. Again, sleep was nice. That's five months on now with special needs. So we're always worried about when we are going to have to pull to mountain with a new bike. If it wasn't for our neighbor who called us, she'd have to be awake. She's in nine hours. We were sleeping bad when that first flood came. We had 15 minutes to get up things together and get up to the road. When we watch the water fill like that. These types of grants, they're so important. The people depend on them. I've seen that in Richland, the effects of the flood in February and how my life has gone so far as to put together lunch bags right after that and just bring food to people because we know what that's like. We knew how important it was to have the people stop and just can we help Mr. Halfworth, Senator Halfworth came by, was able to bring us some dinner and as silly as that sounds, we had no means to cook, we had no means to feed our family. So even that small gesture means so much. These types of grants, they matter, they, they, families depend on them. And yes, the funding is limited, I understand that. It's just horrible to have to figure out, OK, how many get a roof root back over my son's head? And am I going to be able to provide him a Christmas, a stable home, living in campers? I mean, I pray that no one ever has to experience that. But that was the roughest experience of my life. I still have lasting effects just from the anxiety. Good first respondent for 30 years, I provided the MS to the West Amendment of the County for almost 20 years. I don't know. I mean, we're hopeful that we can complete what we've started and get our home back to the way it was. I mean, this is a family home. This is my wife's family. It's been a my wife's family for seven years. We moved in and we've renovated the house over the last 20 years, done it myself, my wife. Every board, every piece of drywall, every coat of paint, every window, we've done the work. The entire room, what else have I did it myself? So watching destroy from my heart. And I don't know how else to tell you the point is and how we appreciate the support of the county that we've gotten to people that have checked on us. Barry Brooks, Dave White, Susan, I mean everyone that that's been a part of that since that first flood were thankful for. And we just asked that, you know, these. Hopefully we can get close our books on this and, you know, hopefully prevent the next one. I've seen a lot of talk about beacons and things like that to alert for flooding. If we had a way to wake up in the middle of the night to know that the water's coming over the banks, that would be a huge difference to my family. As someone who's lost everything, as someone who has seen it all taken away, just like that. 30 minutes, the water was in, and now and later the water was gone, but the devastation that it's left since then, it's still there. My wife was trapped in the house and the deputy pulled me out of the water and said me. Anyway, long story short, we didn't have any help and we still have a time. My business went to nothing because of the flood. I lost several vehicles. I'm not being able to get that back now. Of course, I couldn't really get afforded. Flood wise, two months ago, I got flooded twice again. It was up to getting into my house this time, but it got in both of my garages and just toward the doors and put about, I almost say, three or four times a debris in there again. And I had hardly got everything cleaned up from 23 because it didn't have any help. and then I got it two more times. I don't know if it's from the log in or the bridges where they were to stop. At that point the bridge was stopped at the blue my house and they had cleaned it out a week before. We didn't that night, it just filled them up and came up and flooded everything there, but we just needed some kind of assistance to get through all this. Thank you. Thank you, sir. That's for individuals. There's a separate 25 million dollars for rebuilding public infrastructure in Southwest Virginia. Both of those will be coming available in June and July. This particular pot of money is five million dollars that the state had basically an unutilized funds in the current budget. So basically like we do, they got at the end of the budget year and they found some money to try to help for flooding. And it's $5 million statewide. So I'm not really sure how much of this we're going to get. But they set a very short deadline to apply for it because they have to have it distributed before the end of the fiscal year. If you could scroll down a page, Susan, maybe two more pages. Okay, we'll back up just a little bit more. There we go. These are the permitted uses that Department of Housing Community Development signed to these monies. Number one on the list, permanently affixed generators for water treatment plants. That was a major crisis in Haleen and the state recognizes that. Housing rehabilitation for people with low to moderate income. That would be to help damage to homes like the gentleman that was in here before. That's essentially what we did with the Bandy flood relief program. This one's going to be organized a little bit differently than that program. Simmy permanent bridges to access a load of moderate income residence homes. It will pay for damage assessments. It will pay for pre-removable funding services, staff for food banks, housing counseling, which if you don't have a house, you know you don't have a house, but I don't really understand that. Rental assistance for ML, LMI households is included. And I think we discussed with one gentleman that was at the hearing last week, trying to help him find somewhere to rent and to get him some money to help him pay a couple of months rent. Cron prevention if we need staff for that. Embraud ban, satellite, cellular radio communication for first responders, law enforcement. So these are the permitted uses. We've been talking to DHCD about an application for 1.2 million. The maximum award for any locality is 2.5 million, so I'd be really surprised if we get at 1.2. What we had initially planned was $600,000 for generators, $530,000 for rental assistance, $60,000 for river beacons that the gentleman Mr. McCormick mentioned that will give us earlier warning on the flooding and about $60,000 for river beacons that the gentleman, Mr. McCormick mentioned, that will give us our earlier warning on the flooding. And about $10,000 for satellite communications for our emergency services because what we found in Haleen when Verizon went down is without Verizon and without our radio towers, we were done. Communication is wise. That was the initial advertised application. We've heard comments, we heard them on the 29th and Cedar Bluff, we've heard comments tonight. So tonight's the opportunity to decide if we want to reshuffle and apply for money for these different items. So working off the premise that we might get about a million to, if we want to reallocate some of of that tonight's the night to do that. I will say that from what I heard I didn't hear as much on the rental assistance as I did on the debris removal and the housing rehabilitation. So you may want to shuffle some money to that and away from the rental assistance. But it's really up to you. We had a lot more speak, Miss Plasher was there and Cedar Bluff last week and we had more speakers there. So I don't know if you want to comment. I do think we need to look at raising houses, but I think like they were saying that we have a housing shortage and we, we have, that's what we need to fund. there's any way that we can fit that into this grant, that's what we need to try to do. Because I know they're not the only ones on Orange Avenue. I've been down there and there's quite a few of your neighbors that cannot move back in their house and it's awful. So if there's any way we can fit that into the grant, that's what we need to try to do. And if you all will leave me your number, I might have some resources that maybe we can help you in the meantime. All right, any other comments we made by board members? Mr. Young, is there any action that we need to take on this? We wouldn't need to pass for resolution authorizing an application for the Community Development Block Grant 3 Department of Housing Community Development for $1.2 million. Currently, we've advertise that we would apply for $600,000 for generators, $530,000 for rental assistance, $60,000 for the beacons, and $10,000 for satellite communications. You may want to consider shuffling that, reducing the rent application and maybe increasing the housing rehabilitation number. If that's something you are interested in doing. Is there a shift in the figure you have a recommendation of? Doesn't have to be specific. Governor, I'm not sure which one I don't reckon we do that. Five hundred thousand for the brief. What? But I'm saying is a lot of people are not rental assistance. They have asked our methodology on the rental assistance. So we ran it at $500 a month, times the number of homes that we knew or VGM said there were 63 homes that couldn't be occupied so we ran that for a certain number of months. They also asked for our quotes on the generators. So I think they're looking for real numbers. Now the Bury removal, I don't know how you put a number on that. You could give us a billion dollars and we could still be removing the Bury. So I don't know how we put a number on that. And it's the same with rehabilitation. They've given us It's a very short time frame to apply for this money, so it's not like we can have engineers look at these homes and tell us what it's going to cost to fix them. But I would probably take the rental assistance, cut it half and put that in home rehabilitation and see what we can get. On the rental assistance, what would they have to show? Would they have to have paid rent or like, like they stayed in a hotel? They're gonna have to have a lease showing that they're paying rent somewhere else and they all because they couldn't live in. We know the homes. Yeah. You know, from the VDM study, we know the homes. Most people that I've seen are like them. They live with family members. They're living in Shacks wherever somebody will let them stay and so they haven't been able to find a place to rent so I do think that would be we might have a very small percentage that would need. I think that the we know the demands that we know that people are displaced the problem is they're proving itving it. I think you're exactly right. If they're staying with their brother-in-law then they're not going to have a lease sign and receipts for rent. You know, I don't know, maybe you've got that kind of brother-in-law. I don't know. But most people aren't. And Ms. Jewel can tell you, she's helped administer the Bandit Flood Relief Program. they're going to want that kind of documentation before they release. A lot of this money was HUD money so they're going to have to comply with those federal guidelines. We had a conference call with DHCD last week. The $25 million that's coming available at the end of May state money. So those federal regulations do not apply to this money which will be very helpful in getting it out the door a lot quicker. Because it took us about a year and a half to get that bandy money out the door. I mean, it's amazing. The paperwork, they won't let federal money. But I think you're right. I just don't think you're going to have as far as people be able to approve it. The amount to recover on the rent. so we could cut it deeper than that if you'd like. Or we could take it out and agree with the patient. What was the case and did you suggest to take off of rental assistance? Well, misplashing. I think Eric had said 50%. So I was a quick calculation. If it's $530,000, we would reduce our rental assistance of money to $265,000 and then since the debris removal and the home rehabilitation is you know a huge chunk of what's being asked for it seems like shift 200,000 to home rehabilitation and 65,000 to debris removal and we can lower that debris removal because how much were we already asking for it air? A bigger part? How much were it? It's a total of 1.2 million. Not for the debris removal. How much did we have in there? We didn't have any until, we don't have any right now in there. Okay. We have other grant programs or a plan for them, but for this particular program we didn't have anything in it for the debris removal. We could do 200 for the recabilitation and then $65,000 for debris removal. I think on debris removal $65,000 will go a long way. I think it would if you're talking about culverts and and again something that keeps coming up at one of of these meet it didn't tonight but timbering operations and the flooding that we get from timbering operations. That's a different set of rules. If you build a Walmart you have put a huge attention bomb but if you clear cut the side of a mountain you don't and that's something that really needs to be hammered on enrichment. Yeah. Well, Sherry, you said you'd have done orange avenue for a long time. I knew y'all flooded in 2020. How long was it have y'all ever flooded before 2020? Yeah. I see I've been flooded before 2020. Three times since 2020 or how many times before? Four. Yeah. I'm not sure if you know what I'm saying. I'm not sure if you know what I'm saying. I'm not sure if you know what I'm saying. Because Because on that down in Dorian Bottom, that's the same issue too. When you've been flooded three times in the past five years, that makes it harder and harder to build back. But is it possible to create a loophole, say to speak, in the rental assistance bar, if they don't have a lease, they could have occupied the same premises for expiry of time and lieu of a lease? I think what they're going to see is that they're paying rent somewhere else, not the property that was flooded somewhere else, and the show of receipt for that to reimburse them is what I think they're going to want to see. And they may not have that. A lot of people here rent, verbal contract kind of deal anyway. That may be difficult to come up with. And we really haven't seen the numbers of people coming in asking for rentals that we've had a couple, but not many. And the other thing is, is DHCD is telling us that the rental assistance is going to be kind of low on their priority list. Okay. You know. I was just curious. Yeah. I was just curious. Yeah, I mean. Moving on to our second public hearing to be dot six year plans To you set up Come alive with you tonight. Okay. This is our annual update to the county's secondary road system improvement plan. Each year we get allocations for a six year period. This year we're FY 26 through FY 31. Looking at available funding and some roads throughout the county, we've proposed to add around 8.10 and around 8.10 and around 7.60. That's Rooster Lane and Munk Road. Both of those roads are located very near the intersection of Johnson Branch and Graskspur combined. They're about a half mile long. I think it's that long. But, uh, I can't remember you, but it's not very loud. It's not coming through. Real or really close. OK. I had the same problem at Russell County last night, so I'm beginning to think it's me. I'll back up just a little bit there. You're looking at the available allocation and estimates for some of the roads that we still have gravel roads in the county. We're proposing to add around 8, 10, Rooster Lane, Route 760, Monk Road. Those are both near the intersection of Grayson Johnson Branch and Grayson Spur, as well as Route 808, Pebbles Thumb Drive, which is in the Fowls Mills area, Pebbles Thumb Drive. The cost is not bad as such that available funding and FY2031 is not fully fund that project that would do the post added project and then in next year's update additional funds to that. We are working on about 643 Hill and Springs Road just off of Lake Whitten. We hope to have that finished later this year. We would be probably a little further along with it but Mother Nature sort of full of curve balls over our plants as well this year. That's the post planted in that shell of the changes to back up with the plant with the roads that are on the plant as I mentioned right 643, Hill and Springs Road is on the plant and under construction now. FY27 we have Route 825 at Well Road and 819 Sisters Lane in the Sridbluff area. Route 761, hundreds Lane back up in Falls Meals. Those are FY27 and 28. Cove Creek is on the plan for FY28 through FY31 and then Terry Lane back in the files mill area is FY2030 and of course the ones that we propose adding for FY2031. The point I will pause and there's any questions from the board. I'd like to try to field those. Jason related I was going to ask about the clinical wheel intersection and any status update on that. And I've had some long forcement reach out to me concerning some issues that we've had not just with RACs but in condition of the road and I think it may be who's all parties involved to get a meeting set up and make sure that we've got some targets on some of the problem curves as part of the six year plan but making sure that we don't know what we name them. Right. Oh, I'll go down and then I'll change a little bit. With 16 minute primary route or secondary road funds, of course, don't cover that. Miss Miller or Ray had a meeting a week ago with some of the Becker-Dragon folks. So there are some things on our radar or the curve. I don't remember being the specific curve. I don't remember being discussed more than. Yes, it's just a big place that we did talk about the coming patchwork. Our allocating funds for pavement and machine patching, I'm actually this spring and summer. So we are going to be doing some patchwork machine patching, I'm actually this spring and summer, so we are going to be doing some patchwork, machine patchwork, not patchwork. So we're dedicating some money that way. We also have Route 16 on a shelf for paving schedule. It was pushed out for this current calendar year, calendar year 25 work. So it is on calendar year 26 to be considered for that schedule. And a lot of times that, there's a lot of variables there, condition of route, funding available and whether it will get to be put on the schedule, but we do have it in the and the payings schedule. Does your all section of 16 in the TASW, County Smith County line? Yes, it does. So the as soon as it picks up in Smith County, that's the whatever the next V dot district. That's correct, which would be the Abington residency. and they actually in that meeting this way. Okay, exactly. I dropped that twice a week and they're doing patchwork over there. The secure plan money is split between unpaid road funds and telephony funds and unpaid road funds are much greater each year. The unpaid road funds is basically $210,000 per year. The telephony funds are $80,000 a year. That's keeping it posted. We'll talk. Yeah, take a while to accumulate that. That was a big deal on the radar. And I know if you'd go for not chatting to someone about that as well, because I think part of the tile or part of it's actually in the county. So we'll put her head together. We have two speakers that previously scheduled and the first I will call is Kathy McClanahan. Good evening ladies and gentlemen and citizens. My name is Cathy McClarenhan. I live in greater downtown Mordeaux. I want to say to you road on behalf of myself and a few other concerned citizens. I'd like to speak to you tonight about the potential Medicaid cuts and the impact it may have on our citizens here in Tazville County. We know that the federal budget has been passed by the House of Representatives. We're waiting on the Senate to determine their budget if this time is for as what the cuts for Medicaid and other programs might be. We know that Congressman Morgan Griffith recently voted in favor of that legislation, which calls for an $880 billion cut to agencies falling under the House Energy and Commerce Committee purview, which includes Medicaid. 2.4 billion of those cuts would impact Southwest Virginia over the next 10 years. While we don't know about how this is going to come down totally, most analysts agree that Medicaid will suffer a significant loss. In 2024, 16,480 nearly a quarter of Tazzle County residents received Medicaid assistance, totaling more than $116 million. Loss of these funds, any of these funds will have a profound effect on our community, including, of course, children, adults, seniors, disabled, it will also impact hospitals, other providers such as physicians, nurse practitioners, clinics, home health care services, pharmacies, nursing homes, and other agencies, including the Appalachian Agency for Senior Citizens, Comparison Mountain Community Services, Tazzle County Public Schools. We know that Medicaid is a vital source of health care funding for our citizens, including nearly 40% of our children, a fifth of our seniors, and of course, individuals with disabilities. Healthcare employees are one of the largest employers in Tassel County as well. So cuts could mean significant loss of jobs in that area as well. And of course Tassel County's financial stability is closely tied to the health of our local economy and reductions in Medicaid funding could have a severe physical impact on the county budget, the school budget and of course other essential services. So our request to you as our board is that you request the Welding Cooper Center for Public Service and for junior tax center for economic and community engagement to do a comprehensive study as to how this will, these cuts may affect TASL County in terms of healthcare, sector, job losses, the anticipated physical impact on the TASL County budget and the TASL County school budget, the potential economic ripple effect on local businesses and service providers that depend on health care revenue and the effect these cuts may have on future career opportunities for local students who may want to pursue health care related professions and further that the information from the study should be made public. Few of our citizens are likely to anticipate the severity of the loss of Medicaid for themselves or for their neighbors, but we all need to recognize the threat to our care and our economy. If the state does not step up to cover lost funds, families need to be prepared for these changes. Thank you. Questions? I think my question is, I don't know if these cuts were cuts to benefits or if they're cuts to administrative. I mean, they've been a lot of review in the federal government last few months about how they're operating. A lot of ways to view some things like that. I really don't know the details of what constitutes the state of whatever it is, big in dollars, they're cutting out this massive program. I know our hospitals don't want any cuts to mitigate at all. Yeah, I think the CEOs of the hospitals have responded to this about how it hurts out less Virginia, about the Medicare cuts and all that stuff, so we were. People are already in action about that, but I do like you coming here talk about it, but I didn't think anything else happened to do that, so we should definitely do something. Well, I know that the Welding Cooper Center and Virginia Tech Center that do these kinds of studies need a request by governing body to do this study, at least on the local level, or that's my understanding. So if you all as the board could make that request, maybe we could get it early if that's a possibility or sooner in order to look at this because it I mean it can potentially have a big effect on us. Would be if there was a fee for the study. Do you know if there's a fee for the study? As far as I know there is no fee. I stand to be correct on that but that's my understanding. I have sent an email to each of you outlining our progress what we've accomplished to date and the path and direction were headed. There are many misconceptions that need to be cleared up. First, HPI is not a political organization. We do work with whomever our elected officials are. You cannot progress if you can't work together. Second, our members are free to support any candidate of their choosing. Their personal choice is not a reflection of HPI. Third, politics should not be the determining factor on which nonprofit is funded and which is entirely removed from the budget. Let me explain the co-minor and railroad workers ringing in. Most of you may not know the importance of this clarification, but Mr. Cruey you do. The coal miner and railroad workers reunion is not a political event and deemed a campaign free zone. Everyone is invited to attend, but campaigning is to be contained outside of the event space. There are a variety of speakers. These are limited to current and office elected officials. Each speaker is asked that their speech is to honor the coal miner and rural workers and not a political or campaign speech. We recently had Congressman Griffith, Sheriff Hyatt, Northern District Board of Supervisor, Maggie Asbury, when she was in office currently. And we've also had the President, Northern Supervisor Kyle Perris speaking. Historic Pocahontas has always been in the county's budget until this last election. I find this very interesting. Being included in the county's budget provides us the ability to provide Tazel County Library a rent free building, building while HPI has paid for the insurance and repairs. HPI also provides a Center for Christian Action bus store with a rent-free lease, along with the Laurel Meadows Park, which is run by the town. It is our property, but we give the town use of it for no charge. Because these are very important and much needed assets to our under-court community. I attended the Budget Committee meeting earlier today with this same request. The money is available for HPI to be reinstated in the county's budget. But Mr. Cruey, our district board of supervisor, denied this request. as an older American, I'm asking you as board of supervisors to do the right thing. Reinstate HPI into the budget and allow us to continue with our progress. Thank you. All right. We've that concludes item number 12 of the agenda. As you know, I've been before you many times to discuss the solar panels. At the last meeting of planning commission my understanding was that they requested that the solar ordinance be amended to include safety data sheet, identifying harmful chemicals that are within the solar panels. You know that the solar panels manufactured by first solar that are proposed to be installed near Lake Whiton contain hazardous chemicals that are caused cancer, blew it the water, and no panel was guaranteed for 40 years to last. Dr. Alina has a terrific problem with these forever chemicals. And I don't think they belong in the county and we need to protect the citizens and the way to do that is to demand a safety and not approve any solar panels that contain harmful chemicals. You may or may not know that solar panels now they make them green. That's the new thing coming with the solar panels, and they don't contain harmful chemicals. So, you know, my request is that keep hold of meeting public meeting and amend the solar ordinance and the site agreement to require an SDS sheet and prohibit a harmful chemical. I'm sorry. Sure, he is. Mr. Carlson is talking about safety data sheets, which are documents as I understand that are submitted to not only state but federal regulatory agencies to prove, essentially prove that their activities and prove what they are putting on site will not cause pollution. And he has advocated that before our Planning Commission, that we include that among the list of items that are required by our solar ordinance to be presented to the Planning Commission and to this board, prior to the execution and entry of a solar facility citing agreement for future projects. Planning Commission did meet last month and they seemed willing and Mr. Crouille can speak to that as well being a member of the Planning Commission but I think the commission is open to requesting that modification to include that among the information that they must consider prior to authorizing the solar siding agreement. And so if the board is so inclined, I would be happy to advertise for the first June meeting a revision to the solar ordinance that includes that among the list of categories that is to be considered. Mr. Chairman, I wouldn't make that motion for a public hearing on the solar or on the safety data sheets and meaning the solar ordinance. Now, second. Chase, I got a question. Yes, sir. On the storm recovery, I would like to ask that we pass the United Way grant. We spoke as I referenced earlier in the evening. We spoke with DHCD. There's going to be $25 million in state money coming out in June for individual assistance from Haleen and the February 2025 floods. I would like to hold that $47,000 we have from United Way sort of in our pocket because there'll be people that will fall through the cracks on that program. So let's wait and see what we get out of that 25 million and then if we can supplement it with that 47 we can use their guidelines to distribute that money. I think that would be a good way because we kind of struggled with how we're going to spend 47,000 on housing. That's not a lot. But if we put it in with 2 million that we've got then maybe we can get it out the door. The urgent knee grant we took care of that earlier in the evening. I was speaking with Miss Plaster during the break and we were trying to do some math and We have a 1.2 million dollar ask on the grant and I would suggest that we continue to apply for $600,000 for generators because that is the number one item that they've told us to apply for. I would add, however, $400,000 for housing rehabilitation because we've had a demand for that in these hearings and it takes a lot of money to really rehabilitate homes. I would include $70,000 for debris removal. I would keep these $60,000 for the telemetry beacons in the streams. I would also recommend keeping the $10,000 for satellite phones for emergency services. And then I would include $60,000 in rental assistance for people that may need help paying rent because they are displaced. That would be my recommendation. Does you say 60,000 in rental assistance? We have applied for public assistance on damage to publicly owned property from the Haleen. We do have all of our numbers in now from the waste diversion that we had to do at the landfill because of the storm and we have applied for that. We are also applying for the cost of the replacement of the liner, although we are waiting on the decision from our insurance company on that. FEMA is going to want to see a turn down later, but we are going to go ahead and submit that. Also with regard to FEMA, we received an email last Thursday that FEMA and the Virginia Department Emergency Management have a $10 million per with regard to FEMA, we received an email last Thursday that FEMA and the Virginia Department Emergency Management have a $10 million program to provide home elevation or flood resistance improvements to properties that they deem to be repeatedly flooded and have flood insurance. So there are a lot of homes that are repeatedly flooded, but these are homes that had flood insurance, but the flood insurance was not sufficient. And they identified three parcels. One is a church in Raven. One is on Kirby Road in Dorian. And one is on industrial drive, and we believe that may be in Tasswell, the will the talent TAS will Ken is looking those addresses but they gave us those three addresses and they are eligible to apply for improvements to properties to mitigate future flooding and I was going to ask for a motion to authorize us to apply on behalf of those property owners for that FEMA and VDM grant. Mr. Chairman, the opioid abuse abatement committee update, they met in April and the committee recommended the approving request to VASAP for $10,000 to help expand their programs to include drug resistance training for drivers. We have that money in the fund. Right now it's in the current draft of the budget but what I would need approval for $10,000 contribution from the opioid abuse abatement fund for VASAP. The presentation by VASAP was basically that they have a series of counseling that is oriented towards people with DU UID rather than the UID. Now, I think they're already doing that, but they say they can expand it and they can be more thorough with it. But that was the committee's recommendation. That was their, they asked for 15, the committee recommended 10. I'm just curious, was there any discussion with relationship to what VASAP is asking for and what Clinch Valley Community Action provides as part of their Mr. Mayor's base Because they do not hold safety classes. And I mean there's no offense to base effort much. and you know, it's a big innovation because they do not only all safety classes. And I mean, there's no offense to VASAP as much. Well, we can do that. To me, I felt like VASAP's gonna be there whether we give them a dime or not. From up one of you, I mean, it's not a program that's not going to happen if we don't, you know, give them this morning. I guess where I'm coming from is I would much rather Clunch Valley with the base app. Pocket, I mean, it's your also decision. I'm not on the committee. I'm not going to supplant my own expertise in the place of that. I think if Clinch Valley had presented then they might have gotten something to you. It is whatever you all wanted to me. I I felt like this is an incumbent program. It's been around for a long time. It's going to continue to be around. I really don't know how much our $10,000 is really going to make a difference. But the committee felt like they were deserving of something. What can I refer it for a month and kind of get up with go to the committee members and ask them a little bit. Absolutely. We'll defer that. We discussed the fairview housing issues and executive session with the property acquisition there. We do need a motion. This year we funded the salary of the Recovery Court Administrator out of our budget. Previously the state was funding that, and they swore to steer their funding more towards programming, rather than the personnel. This year we have that in the budget for $60,000. That's for salary benefits, all in. And if we're going to continue to do that, we would need a motion to authorize that expenditure of the opioid abuse abatement funds. How much was that? 60, all in. There's also some money in there for some money for drug testing and some money for part-time, basically reconnaissance for lack of a better word. I'll make that motion, Mr. Chairman. Second. We have to advertise it for public hearing to be held the first week of June. And then we adopt the budget later in June. The advertisement was presented to the committee and I would like to ask the board to approve advertising the FY26 budget. I have met with each of you individually and gone over that budget. Right now, the way the budget will be advertised is that we're showing that we have about $98,000 less in expenditures than we have in revenues. I don't know when that's happened in recent memory. But we're in fairly good position. That number may move. It's a $75 million local budget. So if you think about it, $98,000 is like 10th of a percent per little bit more. So that number may fluctuate between now and the time we actually get the June. But we need a motion to go ahead and advertise the FY 26 budget. So move. Second. Motion to second. Each year the state gives us a number that they're going to send our schools and then there's a number that we're required to match in order to get the state funding. We can give them more than this number, but we have to give them at least this number to get the full state funding. That year the number from the state is 15 million, 637,897 dollars. Later in the budget process we'll have opportunity if you want to fund them more, or if you want to keep their carryover or let them keep it, if you want to fund them categorically we can do that in June but right now that minimum number we have to communicate that the state to be sure they lock down the money to come back to us. EMS collections I will take that with Mr. Chairman. Spoken with Mr. Brooks over a period of time, and as he's presented some of his EMS collections reports to previous boards, we are under 50% with regards to our EMS collections rate. That being said, we do need funding in order to run our EMS. And looking for solutions by which we can make money, the issue that we run into is we want that collection rate to be as high as possible. However, if you seek legal redress for the failure to pay that, you're not only adversely affecting probably those who are the most economically depressed in TazWO county. But you know, it's just not necessarily the public relations that I anticipate the board might want. That being said, I spoke with Mr. Brooks and I think the solution that we have come to with regards to that is to just send out a letter, essentially an informational letter stating, hey, you have the link when C's owing to TAS will count EMS in such and such amount. Please be reminded that it is these payments that allow our EMS to provide the coverage to which we have grown accustomed. As you are able, please consider paying toward your balance. The thought behind that is ascending out a 70 cent letter. If you send out 100 of those and somebody pays $100, you've made your money back and then something. So what I was wanting, really the board's consent to do is to work with Mr. Brooks to draft a letter that we consent to those who have EMS account delinquencies, to encourage them to pay and to track how that affects our collection rate and to report back to the board. Can you go into further detail on we on insurance reimbursements or Medicaid Medicare reimbursements? I mean is that inclusive of I mean it's 50% collections just the outstanding balance post insurance payments. That includes insurance payments as well. Okay so it's you know a significant link the work that we actually do and what we actually build. And our building... a significant delinquency based upon the work that we actually do and what we actually build. And are our billing rates, are they? I mean, how are those set? I would have to speak with Mr. Brooks about how exactly the rates are. I think we follow the recommendation. We have a collection agency that collects this, they chart a 7%, but they collect this for us and I think they make recommendations to us on rates from what they see in other localities and other locations. I can go back and look at those rates and see, I didn't realize it was 50% new, I knew it wasn't 100. I knew 100, but I didn't know it was 50%. But we can go back and look at those rates and see, we sort of relied historically on the fact that the billing agency has paid on commission that they're probably won't pursue that as much as they can and recommend the highest rates. They feel like they can present. But we can go back and do the little rate study and see what maybe we could do. I think I'm curious to see the details on all of that. I think the other issue is and this is something that we've gotten better at in the last few years is how you code what you're picking up when you come to pick somebody up. If they're short of breath you code that's potential artifact which gets you one payment versus you know hazmat which gets you another payment. So I think we're getting better at that sort of game. But I'll talk to Barry and maybe come back and see what kind of details we can get on that. We have what the numbers want up as far as the revenue. But our collection percentage is not that good. If we were at 100 percent collections, would it be... It would be better. It would be better. It would be better. It would be better. It would be better. It would be better. It would be better. It would be better. true when they tell us that. But the biggest thing is, and Mr. McLean-A-Am was right. It's the low Medicaid reimbursement subsequent to Obamacare that are really cut into these rescue squads. When we meet for the Casino Commission, just have to spend that money universally. The localities want to spend it on EMS, because so they're taking this hit everywhere. You've seen it, Virginia is actually working on Medicaid, reading version, and they don't have vacate. Hope so. And these are coming from pretty different counties too that are being hit with as well. So I think they're feeling the pressure. Yeah, everybody's feeling the pressure. But again, we overwhelmingly have Medicaid and Medicare people that we transport. But I'll see what our billing rates are and When the last time was we looked at right We used to provide remember these folks. They have a facility for people that are recovering from drug addiction. And they ask us basically to hire some of their people. They have jobs, they leave, they work in the day and C.Core has talked to the State opioid abatement authority and they think that they have permission that we can use opioid abatement funds to pay for individuals to work for us. We pay C.Core and C.Core sends them up here and they do what we need them to do. I spoke with Wise County. Wise County is going all in on this. They're spending like... I don't know what they said. They're you have 11 people doing it or something? Yeah, they're spending 100% of their opioid evapment funds on this. And basically, they've replaced county employees with the sequel employees usually have a beard. Probably another 10 years. I mean, they're going to have that money for quite a while. We have committed to use a huge chunk on this fair for you housing project. We've committed some for communities and schools. We've talked about VASAP. We have a committee that's trying to use this money for a more direct way of fighting the problem than paying to fill county positions with the funds. I'm a little nervous about doing 100% of it. What I had suggested to see core was we might pay somebody part time to do litter control or to work at these convenience areas and keep them cleaned up or something like that. They weren't very interested in that. They said they wanted a floor time 40-hour week spot for some of these guys. We're getting about 210,000 to 230,000 a year for the next few years. We could use as much of that as little as you wanted to on it, but they're saying that it comes in units of people like they don't want. I wanted to put like $30,000 in there and say, have them any hours, that gets me so many hours, it gets me and I'll pick up trash. They don't want to operate that way. They won't say this person has a job in Tazel County. That's a little more expensive and we could plug them in at the animal shelter. We could plug them in at the lake. Maybe that's what we wanted to do. Other than that, I'd be a little afraid to put them. What's this? I'm going to put up the landfill anywhere. I feel like we've given them some of our money. We've already given them $75,000. I feel like we have other programs and accounting that could be an option from that. I don't know what everybody else thinks. I'd say we try one of the works that don't go like a wise guy. I think that's thought I don't know that's smart. Once probably won't cost you about 35 or 40,000 a year because you're talking about you know probably $15 an hour. Same way just going well maybe 14 and if you're talking about a full-time position you're probably what at 32 somewhere in there. And they're going to live in 11 and is that correct? And they'll bring them up here. I don't know if they'll do that for one person or not. I just want to say I think we got other things that feel like that would come to it. Because that's kind of the program we've got. Well, we have that. I'd rather push calls on this for. Okay. Sure. Yeah. Yeah. I can ask him to price me one person. Yeah. And see what that would be. And I would probably, of course, if I put them at the animal shelter, that's gonna be a pretty long drive from the lab in the neighborhood. But we might talk about maybe the transfer station, Cedar Bluff or something like that. I'll see what a price of one person is and we last time and part of our advertising firefighters and their children. I think they're agreeable to that. I've asked Chase to do some revisions to the contract on that. He gave me to me this afternoon. I'll look at those. I think we should be hopefully ready to go forward and vote on that in June. So what we would be doing is we would say each year, we're giving a fixed amount to the the college we'd have to tell them in December what they would have for the next fiscal year. So we tell them in December they might be available in July following year. They know that number and then they get their applications. If the applicant is a firefighter or the child of a firefighter, volunteer firefighter in the county, then they get the, everything's paid deal that we were given out before. Once those people are covered, the money this left will be pervaded and paid among the other eligible members of the community. I reached out to AEP who had expressed an interest in the program and they're looking at maybe making a donation of about $10,000 a year. I can't confirm that, but they're reviewing that and I think that would be helpful. Just say to AEP. Yes, sir. They need some good publicity. Yeah, they're looking for PR. I have enough money to keep raising our bills. They keep raising our bills for that enough money. Well, they want those firefighters that cut the trees off their lawns warm on the storm comes. That's what they want. But anyway, I think we should have that cute, that murky vote for that the next meeting. Cordelia Street, the lady said she couldn't come this evening. Ms. Plaster, I don't know if you got that email or not. I just wanted to see that. Um, this is a street that we've looked at three times in 10 years, maybe? That sounds about right. Something like that. The issue is there were property owners near the existing public right away that were objecting to the road being taken in did not want to give right away. I think one of them has passed away since the last time we looked at it. The owner passed away but has three children who have inherited the property. When I say the property, there are three specific parcels along the western side of Cordelia Street that we certainly need in order to make that a public right of way. I think the best thing to do is to send these folks a petition and see if they can get that signed. And then if this particular family signs, then I think we can look at it again. because there are quite a number of homes on the road. It may be worth taking in. A kid won't like it because he just now finished his choice. But anyway, if they sign it now, if they don't sign the petition and that's going to be a sign to us, then you have to make a decision you will pay for right right away. I think it's A-Walls, but it's Blue India A-Wall, but she goes by We approved the CST's actions early in the evening so we're good on that I think that's all I had Mr. Chairman I have the next item on the agenda, Mr. Chairman, which is an exemption request for personal property from tactical retreat unplugged. Tactical retreat unplugged is an entity that seeks to help veterans and first responders suffering from mental health issues based upon the traumas that they suffered while in service and they have workshops, resources for those in tending to improve their relationships with their peers, with their families, and they do so by utilizing nature retreats and the outdoors. This entity came to Mr. Anderson's office in late 2013, September 2013, seeking a real estate exemption on their property or on the corporation's property. However, their real estate is in the name of the principal of that company, Matthew Brandt, and due to some financing issues, it's not able at this point to put the land in the name of tactical retreat unplugged, so if it's obviously if the corporation doesn't own it, then you can't exempt it. However, he has recently come back before Mr. Anderson's office requesting an exemption on his personal property which all his personal property combined comes out to $2,100 in personal property which is a tax liability of $42. In order to exempt personal property by classification you have have to advertise that in a newspaper for two weeks. It would cost about three to four times the amount to advertise for the ordinance than it would to simply, you know, pay $42. And so I wanted to bring it up for the board when we've had these situations in the past. Customarily, the board is considered a charitable donation to the 501c3 and an amount equal to the tax liability for purposes of having to avoid the costs of advertising. And this is one that Mr. Anderson is strongly recommending. Where's this property located? His property is located in the springville community, the real estate is located in the springville community the the personal property that he has is in his office He has a room and is as I understand a room in his home that he has converted into an office And it's the office of the corporation for purposes of IRS violence Yes, Mark Claire circle road is in springville which stones throw from me. Do you all know Weenner or no of this program? Is it a lock-clair? I'm sorry? Is it a lock-clair? Montclair Circle Road, yes. And they actually do stuff? Yep, they're quite active. And I carry. Do they meet weeklyers monthly? I'm not sure that could meet, but I know we have a lot of activities. We're going to be a lot of things. Can it be moving shy? Yeah. and basically the proprietor around that's also very much engaged in outdoor recreational activities and so that is a major component to what he tries to get some of his members so speak to engage in and I happen to know some people that are kind of involved That has a more fill like it's $42 chase. It's $42 per year Of course, that's going to be depreciated over time even further Consent you know presuming he doesn't buy more personal property So yeah $2,100 in personal property which comes out to a tax liability for $42.00. $200,000. What has happened is there was an attorney who challenged that in general district court and our court is fixated upon the phrase permit. For example if your dog breaks out of its enclosure, did you or did you not permit it to run at large? Of course, anybody under oath is going to say, well, he just broke out of the pin on his own volition. You know, I didn't let him out. And the case is defeated by the logic that is used by our general district court. So tired of getting those cases punted, our animal could, our code enforcement would request that we amend that provision of section 328 of our code of ordinances to be a little bit broader than permit to essentially say, if you have a dog running at large, you're subject to this. And we, for public safety reasons, ask for volunteers, firefighters to do it, and they don't get paid. And another thing we were talking about, we were talking about scholarships again, I still think we should do something for kids that are, let's say they're doing a trade and they stay in Tazza County. I think it'd be awesome to do a five year incentive plan or something where they get personal property tax and real property tax or something. But if they're going to stay here after two years or five years what we're going to do with, it's the center for them to save money with their young.
