And, Lord, we just want to ask for a few things this morning Lord that they're suffering among us in this world for all those in California who are now homeless and looking to figure out how they will deal with that along with the other issues that seem to be coming after the fires with the mudslides and flooding and other issues. Lord, we just ask for your help there. Lord, we also just want to lift up those who are suffering here locally. Lord, we know that there are many and we know that you are the great healer. Ask for your touch on each of those cases. And Lord, we just for Denton County, we are home. We just thank you for giving us such a great place to live where we can worship you freely. And Lord, we just ask for guidance for us on the commissioner's court today, as we make decisions that we would want to be in your will. And I know Mr. Lee wants to speak, and then we'll have you get the last word here. So this is a resolution on our Michael Hendrix. For over 19 years of service to Ditton County, the Ditton County Commission's Court Ditton County Texas during a regular session on the 28th day of January 2025. Considered the following resolution, whereas Michael Hend, Deputy Sheriff of Assign to the Extradition Unit, has been a loyal employee with a Ditton County Sheriff's Office in Retire on January 31st, 2025, with over 19 years of service to Ditton County and over 41 years of service as a licensed peace officer. Where's Michael worked at the Great Vom Police Department from 1978 to 2000 accumulating over 21 years of experience, he then joined a sheriff's office where he served in the Criminal Investigations Division for eight years from 2001 to 2009. After being re-hired in 2013, he worked in the extradition unit. And this role, Michael, has traveled extensively across the the United States where he is responsible for bringing fugitives back to Ditton County. He has also earned his Master Peace Officer License during his service. Deputy Hendrix has been dedicated to serving the citizens of Ditton County with excellence. Whereas Deputy Michael Hendrix Supervisor states that he has been a true asset to the Ditton County Sheriff's Office His leadership and professionalism cultivated through a long long-awaited career Have been a tremendous benefit to the extra-dition unit We wish him all the best in his retirement with great honor and recognition of his service and dedication to the citizens of Ditton County and the state of Texas. Whereas Michael Hendrick's plans to enjoy his retirement spending time with his wife Tony, traveling and helping with their first grandchild who will be born the first week of March, Michael also plans to volunteer in his small community of sunset as a volunteer firefighter and an EMS first responder. So that's great. And now therefore it be resolved. The Ditton County Commission's Court, Ditton County, Texas does hear back to Senator Michael Hendrix, are sincere and grateful appreciation for his dedicated service to Ditton County. So when you reach the point in your career when you have as much knowledge as Mike does we value the fact that he's able to teach new deputies and train them to do what he does so we're gonna miss him but we've enjoyed working with him and just so glad that you get to enjoy the rest of your life and take care of those grandbibes. Judge, I just wanted to say that I really do feel like I've been blessed to be able to serve the citizens here of Denton County and actually in my law enforcement career, working for Chair Murphy and his administration. Kelly, if you'll come down. Good morning. We're excited to have you here and the elections department. So we're glad to see you all over here with us today. So I want to read this to Kelly. So this is a resolution recognizing Kelly Huskey's, Huskey for over 26 years of service to Ditton County. And the Ditton County Commission's Court, Ditton County, Texas during a regular session on the 28th day of January, 2025, considered a following resolution. And where Kelly Huskey administrative manager for Ditton County elections has faithfully served Ditton County for over 26 years and retire on January 31st, 2025. And whereas Kelly began her distinguished career on June 8th, 1998, in the Sheriff's Office as a detention officer too, in jail medical. Kelly in the same month was promoted within the Sheriff's Office as a communications officer, where she worked into a promoted again on April the 27th of 2005 to corporal and communications. Kelly transferred to emergency services on May the 26th, 2006, as an administrative specialist too, then reclassified to administrative manager. And whereas Kelly received the nickname Little Chief, I'm sure there's a story there, and I can't wait to hear about it later. Or now. No. She received the nickname Little Chief during her tenure in the Department of Emergency Services as she managed the day-to-day administrative functions of the department's personnel contributing to the success of numerous programs, projects and coordination of initiatives that enhance public safety services throughout Ditton County. It was on October the 1st, 2019, Kelly transferred to elections administration as administrative manager, a position she held into a retirement. she maintained maintained a tremendous compassion for public service, to the voters of Ditton County has earned a respect and admiration of her co-workers and members of the public. And Riscale has a vast knowledge and a wide array of disciplines, and would always add value and respected input to her fellow employee supervisors and constituents throughout her various positions here at Ditton County. And Ms. Kelly will be greatly missed in elections administration and we miss and wish her well in her retirement as she enjoys spending time with her husband, taking leisurely drives throughout the countryside, taking care of her home vacation and spending time with her family. Whereas Ditton County is grateful to Kelly for her commitment to duties and service render during her career and tenure at Ditton County. And now therefore, it is all the Ditton County Commissioners Court, Ditton County, Texas. Does hereby extend our heartfelt appreciation to Kelly Hueski for her more than 26 years of outstanding service, and contributions to Ditton County. We do have openings over there By the way if you if retirement does not you, the door is always open. Communications is another area we always need people. But boy, when you got to election, that election administrator, you really had to work with him. He can be kind of contrary sometimes, but ever-d恶 you knew how to handle it. I'm especially impressed with the various departments you've worked for. Any up in elections is great. As we all know, elections has a tremendous job. More importantly, every two years than it is just on a day-to-day basis. But thanks, Frank, and the entire department, for doing such a good job for Denton County. I'm proud of our system. I'm proud of all of you all who work in it and I know that you have contributed greatly to that Kelly. So thank you so much and good luck in your retirement. All right. And she and I probably started around the same time with the county and just a- Thank you, Judge, for the opportunity to speak. And I just want to say, you know, it's a kill each 26 years. And she and I probably started around the same time at the county and just a few months apart. And I even knew her when she was at the Sheriff's Department because I would talk to her on the radio at night shift, day shift, whatever. She'd send me all the calls. Back in those days, we really knew who our dispatches were and communicated, but just want to thank her for the, for the almost 15 years which she provided to the emergency services. And we laugh about that little chief name but it was it was kind of a truth and it was it was really fitting because she ran the office and she ran all those guys there at that time you know she kept us moving and checking and she was kind of our mom our mom of the day if you will she made us she kept us going and earned that name, little cheap. She was in charge of all of the guys over there. So I want to thank you for inviting my heart for the service that didn't count. And friendship and also, I want to thank Brian for her husband for all the time that he allowed her to have with us and spend with us. And thank you for his service, too, didn't please Farming. Yeah, good. Thank you. Thank you. All right, Frank. So when we hired Kelly I asked Joe to say why don't they call her little chief? He said you'll find out And we did and he's absolutely right. It doesn't matter what you ask Kelly to do, she does it. She does it well, she does it fast. Sometimes she does it hard. But she's an invaluable asset. And to follow up on what Jody said about Brian, I mean, what I admire most about Kelly is family and so her and Brian served together and they were tied together. Brian retired. I think he's got 35 years in Wigarlan. They didn't PD 37. 37. Wow. But so they served together. They were tied together and that's how wouldn't expect anything different from We're We're going to miss her. All right little chief it's all yours. Make us proud. You're going to make me cry. My co-workers always say I talked too soft. When I came to Denton County, I had no clue. I started out in jail medical as chair side dental assistant. Back when Lieutenant Bachman was over communications, he came down and recruited me in the jail cafeteria and that started that adventure. And I did, I worked days, deep nights. There was times that my kids literally slept under the console into dispatch due to my schedule. And I've learned so much and I thank you for the opportunity. And there's lots of stories to tell and someday. Good. But I do, I thank you all for the opportunity to serve under Dyn County. Well, I thank you as all ours to you. So thank you, Kitchers Day. We have to waive those because people are in the when they're going into prison many times. So that's why those funds have dried up. And we appreciate all the support that y'all have given us in the past and continue to give us to accomplish these great goals because these are good courts. Thank you, sir. Thank you. And they do help people transition back to a productive, which is what we want. We want people to put our term back to. Keep families together, keep some people out of prison that have just need a leg up to make sure they're doing what they're doing. ESD is one and two in the appropriate commission of emits and would you like to open this up please. Yes. Thank you. Now you can do this show in Gilbert, who is a long time friend of mine and has helped us a lot close with the emergency services district and with our new county parking. So, I'm showing you where we are with the units. Good morning, Judge. Good morning, commissioners. It's an honor for Chief Von and I to be here today. We know you have a very full very full docket so we're going to use the three visa public speaking we're going to be brief brilliant seated. So with that said, I bring good news today and that is that as an organization over two years ago when you brought in the new board members and the new fire chief took his seat, we were in survival mode and we can check that box we survived and then we went into recovery mode and we can check that box we recovered. And then we went into sustainability mode and we can now check that box that we are sustainable for the future and now we're moving into what we call the next phase which we were a high performing organization. And so we're really excited to be here today and to spend literally a couple minutes on what is going on in ESD1 and ESD2. So I'm removing my fire marshals hat for a minute and putting on my ESD hat, although we are viewing these organizations as very close cousins, and we're working together wherever we can to get unanimity and standardization and sharing resources wherever we can. So to that end, Commissioner on ESD-1 and 2, whom you all appointed, and as you know, ESD 2 was voted in in November of 2023. They took their seat last year. We wanted to make sure that we are having all of our practices meet those thresholds of best practices to ensure that we have the garb rails and the safety measures in place so nothing like what happened could ever excuse me ever happen again. We were successful in doing that. We have adopted and identified financial practices and practices that were recommended to us through the forensic audit by BDO, as well as the county's office auditing office, as well as other professionals auditors. We have been audited more than I think any single jurisdiction in maybe North Texas deservedly so. And we're very thankful that that happened because we were able to spot and identify a lot of things and I'm feeling pretty confident. We have made the changes we need to change and are in a safe place. We're moving towards making sure that we can be a regional standard bearer working with the county on our master plan as well as other jurisdictions throughout the county and making sure that we have the appropriate capital and equipment to meet the needs of the district. It's a very growing district. Chief's going to share within a few minutes the call of Lyme is going up 18% a year. The population of Denton County I need to tell you is going up very significantly. So we have significant growth patterns and significant changes in our risk profile. And so we are moving forward in a long range master plan So I'm wondering what we're doing at the county and we've also adopted a short term strategic plan, which the chief is going to share with you. Consider the master plan, the target, the strategic plan, the arrow that's going to move us forward on a shorter term basis much like we're doing in the Fire Marshall's office. So to that end, our budget priorities for 2025 that was just adopted as we wanted to make sure that we had long-term financial sustainability. As you recall, we had a number of things that we had to make right and we had to recover from. We also had a new ESD overlay so that EMS services are now covered under the ESD2 moniker. We needed to make sure we had the necessary equipment to address the growing needs of the ESD with the increasing cost volume of 18 plus per cent a year and the new buildings and the new risk profiles and the hotels and all the different things that are going into place and the alliance corridor as well as in our other areas that we serve. We wanted to make sure that we have adequate reserve funding. We were operating without a capital replacement program. We were operating without a reserve fund. And we were operating with equipment that was ready and needed to be replaced and was overdue. And we didn't have proper personnel in staffing. And so all those things have been rectified and are being addressed in last year's budget and this budget. And we want to lean forward. We want to make sure that we're staying ahead of what the risk profile is doing. We want to make sure that we're taking advantages of the economies of scale and the efficiencies and the increased capabilities that we can gain as a regional provider, as well as working with those agencies around us. And so those were all the budget priorities that we took on this year when we did our public hearings and adopted a budget for USD1 and for USD2. To that end, we did adopt a total overall rate of 16 cents, which probably looks very familiar to you because that is the cost of fire protection in North Texas, in Denton County for a fully paid fire department providing fire and EMS services. We adopted a rate of 6 cents, actually reduced our rate in EAST1 and adopted a rate of 10 cents in EAST2 to cover the EMS services, which is the majority of the calls on what we do. We have in this budget the ability to, we had to pay back some money to ESD1 for providing EMS services the first year until taxes started to flow in the ESD2 because there's a lag from the time you overlay the district to when you can actually collect those taxes. This rate is consistent with our surrounding communities and our municipalities and certainly with our EMS Fire Master Plan and Incorporated Communities. And it will ensure that we have the equipment necessary to add an ambulance in the Copper Canyon and Lentana Fire Station, which has been needed for many years. We've had a reliability issue where two ambulances were both busy and we were having extended response times. And it also allows us to move forward with the opening of a station in North Lake down by alliance, down by the race track down in that end of the district to address all that's coming in there, which is very, very significant with the Star Center hotels, 900 apartments, lots of housing, many, many different elements coming in need to be protected. So essentially what we've done is we've considered this year the year of our operational reset. We are going to be opening this station in North Lake probably in the summer, early summer. We are anticipating having and we're going to have a groundbreaking in February. You're all going to be invited. I wanted you to hear it here first on that station 512. You can see the rendering of the drawing. We bought a modular, extreme modular fire building, which is prefabricated and then brought down and put together. It is a 50 year asset and we were able to do the whole thing including the lot in the neighborhood of $4 to $5 million, which is a very, very efficient way to put a fire station up. And so we're pretty excited about that. We've replaced aging and broken down fire apparatus. We've ordered new apparatus to meet the future needs, including a ladder truck, engines, staff vehicles and ambulances. We've hired 16 new firefighters in the last year to achieve safe staffing levels. We've hired an assistant fire marshal to help the towns and the cities with their fire code, enforcement and implementation. We've hired battalion chiefs. We did not have any command presence 24-7 so when you go to a fire, someone who's going to take command of the fire was not existing had to be an on-call chief which has an extended response time. We now have 24-7 coverage of battalion chiefs. created an administrative chief to handle the different elements of the business practices in the office and we formed an administrative support division with proper HR and financial staffing so that we can make sure that we are hitting all the marks as it relates to business best practices and human resource best practices. So a lot was done in this budget and probably one of the things that we did most importantly is we developed a strategic plan. So I'm going to let the chief come talk a little bit about the operations and the strategic plan and then we'll take any questions. Good morning chief. Good morning, Judge Smith. Thank you for allowing me to be here. I'm honored to be here. I am very thankful to be here. We've been on a journey last couple of years and I want to first say thank you for your leadership. Thank you to my commissioners who believed in me and gave me, had faith in me. I'm very thankful for our community. I'm thankful for our team, including our firefighters, our firefighters associations, our command staff, and our community stakeholders. Because without them and their resilience, we would not be here today. So this takes a team, it takes a village, and together we've stood, and we've managed overcome a lot of it personally. So I'm very proud of that. I'm also very excited about our future. As President Gilbert spoke, you know, last year was what I coined as the identifying addressing our operational gap. If you remember the first year came up here, I coined that as our institutional crisis, right? find had to redefine ourselves, identify who we are, what we are, who we stand for, and that resulted in a successful election where the citizens voted, you know, a democratic process, we created ESDG to provide adequate EMS AMOPS services to the citizens we serve. I'm very proud of that. As we're moving forward, this year's is going to be, that's 25 is going to be year, rock coin as a year of implementation and execution. We've identified and addressed our operational gaps. We're looking at managing our future growth. And so this year is we're starting to implement those things. Those policies, those financial sustainability and procedures, things like that, are all being starting to be put in place. So we're very excited about that. As you look, this is a recap of last year operation. As you can see, as President Gilbert pointed out, our college volume is continues to increase. We increased our college volume by 18.8%. If you think about growth, healthy growth is probably about 3% to 5%. So when you imagine 18, 3 times that, that's what. So Judge, I know you often mention that you know 90 people are moving to Denton County every day Well, I think a lot of them are moving to Southwest Denton County So it is I mean it's something we're dealing with in the traffic the congestion Hotels and apartments and things like that. We're we're starting to see that and so that's a lot of part of what we talked about and how we're trying to address You know dress our future again And obviously, the mix of what we do, we do on the bottom right, our EMS, we do the AMO service, it's more EMS and fire, but it's a good mix of what we do, but it's definitely the majority of what we do. Next slide. Oh, I got it. There we go. Oh, yes. So one of the biggest things I'm very proud of that we were able to accomplish, if you recall, back when January of last year, the commissioners appointed our new ESD-2 commissioners and very thankful for that. So we swore the men, we actually did a ESD-101 class kind of getting caught up with what we do. Did that first, you know, a little process during the first month. But the big thing we did was in June of 2024, we had a very first workshop. June 14th, 15th, two day workshop. It's very exciting. Got all the stakeholders together, including commissioners of both ESD one and two, our command staff, our fire fire associate. We had Rankin follow there to kind of be a part this brainstorming creative event and we did we worked on it we came up with some initiatives those initiatives, and they're having their sixth of them. There is a being like 24 goals and 79 objectives that we work to develop. And then we took those back, managed to ask to eat those, and prepared those, and we presented that to our commissioners, which adopted it going in effect October this past. So this is our 2027, 2025 to 2027 strategic plan. And with that, next slide. We've also created a dashboard. So the way to kind of help manage and kind of value it how we're doing, we've created a dashboard that we can give to our commissioners. It kind of gives us, if you'll notice, it's got all six of the strategic initiatives and it also has the goals and each one of those has objectives. But it kind of gives us a way to go in our command staff meeting to kind of give some updates and our command staff can go in and make updates to this spreadsheet and kind of give a real live view of where we are already to these initiatives. So, very proud of that. So, a lot of good things are coming. We're excited about our future as we move forward in this exciting time in our community. So, without taking any questions. Judge. The dashboards are available to the public and roll that up meetings because we want the community to follow along with us as we implement these times. So sorry. I'd like to just say this is a celebration. Do you all remember a couple of years ago and I had to come to you and say that the fire chief for emergency services district had been taken away in handcuffs by the FBI because he had stolen from the Fireman's pension plan. I couldn't imagine much of anything worse, but we got busy, we found the right people, and let me compliments you, Chief. You had just been hired when that happened, and you certainly would have had every good reason to say, oh, no, thank you, I think I'll pass, but you didn't. Like a fireman, you ran to the fire. We appreciate you. And what these people have accomplished, I think, is absolutely amazing. It's in less time than they told us if they could do it. It's on budget. It's doing the job. And I just want to congratulate you all. and on behalf of the court, thank you so much. Please keep up the good work. We love having you do as well as you are. Thank you. Thank you. Thank you. Not only just marginally addressing issues but making structural reforms and setting up the systems in place for success and good, which always believe in government, good accountability, good communication and delivery of the product, which is the service to the people in a cost-effective manner. Chief Deputy Binkston moved on to the current police department for coming to the Ditton County Council precincts six in the June of 2002. After short period, he left law enforcement for the private sector and in 2009 decided to return to council precincts and ending his law enforcement career after a total of 25 years.
