Tonight I would like to introduce you to three dogs to spend their entire lives outside 24,7 365 days a year. This is Juliet. Juliet is an elderly dog. She's used as a cheap alarm system so that when somebody comes on to the property, she will bark and alert her owner. She has about three and a half teeth in her mouth and she gets barely any interaction with her owner. And she is a very, very sad dog. She spends her life outside. This is Hazel. When we found Hazel this last time, we could barely see her with a high grass. Hazel has chained 24, 7, 365 days a year. On a hot summer day, she had no water. And it was only when our field workers got there that the owners decided to moat the lawn so that you could actually see her. property as Hazel. He is also tethered outside 24, 7, 365 days a year. He has this dog hat because Peter brought him for him. He had no adequate shelter. He is also many times without any water at all or adequate food. This is how he spends his life amongst filth and garbage. These are just three dogs and these are not even the worst cases that we see. We urge, as always, the Board of Commissioners to pass an easy to enforce strong ordinance that vans unattended chaining include standards of care, including definitions as such as adequate shelter, adequate space, and adequate care. We have some and she agreed to go around and tell me and educate the system of Virginia County and if that was she was supposed to do, because they need to know what their response will be before we can put in all sorts of templates. We could have all 10 ways, the citizen of Virginia County doesn't have any idea or knowledge what's going on with it. The policy wants to be in place, and that's a big lawsuit for Virginia County. So she would really feel about church and explain that conference. So in my church, the country would go another third to educate the civil courts. It's recently a young gentleman that had a defibrillator in him and when it went off, knocked him to the ground, hit his head severely, and he's on eloquist which happens to be a blood thinner and we waited all over 25 minutes for an ambulance to come. So I belized it to youth county, but I come forward speaking for some of my more mature neighbors, shall we say, and we just have a concern. I hear from links, there might be some kind of emergency services closer, but in the meantime, whoever I can work with to just get our own to the hospital in the incident? And I'm out there very hill. We can be there in 20 minutes and have somebody in the hospital versus wait in 20 minutes for ambulance. I don't support that activity. I don't think it's wise. We're the patient, for the family, for anybody. But I'm just putting my name forward if I can be a resource. Can anyone have been in healthcare nearly 30 years? Also, we've had a below average fire season this year. So it's mainly due to the rain we've had, which has been great. So that's been pretty cool this year. We've had 55 management plans over 3000 acres that we've serviced for the land of citizens of Bertie. That's also helped provide over $120,000 of cost air that's provided. We've done 46 logging jobs over 4000 acres that's been protected for nonpoint source pollution into the waterways of Bertie. We've been very diligent in doing eye-to-evalent information education, going to schools. We do our annual Bertie county landowner event. And we also do pest exams. I'm not sure the last time if we talked about the Emerald Ash Board, but it's here. We've confirmed it's here. We've confirmed it's here. We found it this spring. So, yep, but just want to give you all a quick rundown. And also, I know you have the budget amendment coming up. And last time you talked about adding us to look at it. And I hope that you all could look at it and give a good account to get us what we were asking for. We're kind of in a dire situation as well in the Fort Service. So in the road up river bottom, kind of in the north west portion of the county. So talking to Jim Muller who's our Forest Health Specialist, they believe it's been here in Berkeley for year or two, and they really think that once they find it, the Emerald Ashboards are going to topsoat trees and moves down. But we can't find it until it gets to our level. When we do find it, it's probably been in that tree for two years. So we think we're two counties behind in the spread. There are injections that you can do soil injection, injections, things like that. But those are super costly and are tree by tree. So you can protect, yeah, not for forced fashion. I think I've had a lot of good living week that society is interested in the inside out without outside it. And why the outside, the neighbors with fashion that's going pretty good, going to an extra and forced for two-gallon, it is ash, which is in the hot, and it's going to be really, really, really, all the moves that are being moved to. So this time I have a PowerPoint presentation for you. What this being a general election is quite a few things that I want everyone to be aware of. And I have the one for all of them, and it will often who will be my PowerPoint for me this afternoon this evening. I'm sorry. Okay, so this is just some general information for the upcoming election. Okay, so the first thing voters must state their name. All candidates and political parties will be on the ballot. And the ballot is back in front. Voters may cross vote, which means you can vote for a candidate of any party of your children regardless of how you're registered. But sample ballots now are no longer upbellied. I'm sure you make a heard on the news. There is a court order from presidential candidate, Robert F. Kennedy, who has requested his name to come off the ballot. The court of appeals approved his request, but the state board elections has appealed it. So now we're in what you call a ballot calls. So we cannot give out any more sample ballots to see what that outcome, what may be of and chair Friedman will talk about that shortly after I finish the presentation that I'm doing. Okay. All right. Of course, again, for this election voters must show the acceptable photo ID. And what the precinct officials will do that is just going to look for the reasonable resemblance between you and your photo. All right. And some acceptable photo IDs will be your North Carolina driver's license, your North Carolina identification card, your US passport or passport card, any other non-temporary card issued by the DMV. And our state ID is also a subtleties well as long as you've rushed and vote 90 days before the general election. All right. And voters who are 65 years of older, you can use in the type of a spy form as long as it was unspired on your 65th birthday. If it was expired on your 65th birthday, if someone who was listening, someone who was here, if you used to drive, you gave up your license at 64 that is not a settlement. You have to have it expired on your 65th birthday. All right. For those who can get a free ID card, you can get a free photo ID card in two ways. You can get a free photo ID card from our office, the Bertsy County Board of Elections. But the thing is, it must be a registered voter. You have to be a registered voter before we can give you a photo ID. Also, when able to come to our office, you may receive a free non driver's ID card from the North Carolina Diam, DMP as well. And that will be another type of 3 ID you can choose. But if someone does not have a 4-D ID, although this is the law and is required, no one will be turned away from the polls because we do have a 4-D ID exception form where voters can indicate the reason why they don't have ID. As some of those reasons would be lack of transportation, disability illness, anything of that nature, on that form that person just has to indicate to the priest officials on that form the reason why they don't have ID. All right, well, you're about to battle it. There are a lot of things on your ballot this year, just to name a few for your federal and state offices. You have your presidential preference, your US House district. I'm on this list. Okay. All right. For your state office, it's state office. You have the NC House district one and see Senate district one along with your county office as well that's on the ballot, which includes your county committee, which is the district one, county commission district 4, your Board of Education Districts 1 and 5, which is the nonpartisan scheme. Those are not party related. So that's another part of the office on the seat of Fisher Register. These and solar water is also a nonpartisan office. It's on your ballot. Okay, Board of Assistance. If you are needed to vote on this, this is why in the poll, the place you must inform your precinct officials. The only thing you have to do if you do have some with you as a company to the polls, just like the precinct officials know that this person is here to help me. Now, if you are assistant someone to the polls and you're not voting that day, there is a voter assistant law that you just have to complete with your name and you're just indicating you're assistant that person today. And then if a voter does come to the polls, they need help, but they don't help someone with them. They can ask pre-figure official for assistance and they will help them as well. All right. So absentee by mail ballots. And they register voter may request an absentee by mail ballot, but it was supposed to start September 6th, but of course with the ballot polls We're going to be able to have a vote of the vote of the vote of the vote of the vote of the vote of the vote of the vote of the vote of the vote of the vote of the vote of the vote of the vote of the vote of the vote of the vote of the vote of the vote of the vote of the vote of the vote of the office. Okay, curbside voting will be available as always to voters to want to be able to enter the precinct and the precinct officials will bring the ballot in materials to the voter's car. If we do have some curbside we do have assigned itself curbside voting the voter or whoever's driving with this pool right up here and the precinct of this will bring their opinions to them. Okay, voter registration deadline is Friday October 11th at 5 o'clock PM. That's the effigions to them. Can you vote for registration deadline? It's Friday, October 11th, that 5 o'clock PM, that's the registration deadline for this election. But all it's not lost for those who do miss the deadline of October 11th, you can't do a same day for the registration at one of our three early voting sites. The only thing is when you do a same day registration, you do have to help approve a residence document. Stand your name and your address that you're registered with. And in regards to early voting locations, we will have three. Our first will be the Bertie Honey Board of Elections Office. Our second will be the Powersville Town Hall. And our third will be the Lewis and Woodville Fire Department. That was our three locations for this election. Okay, and for the early voting Okay, I'm going to early, phone dates, hours early, rolling stars. First, the October 17th, and it is on Saturday, November 2nd. Okay, so for weekdays is from 8 a.m. to 730 p.m. And we're all open on every Saturday because we do want everybody to get the most opportunities to vote because sometimes people work on on the holidays, not holidays, I'm sorry on weekdays and they make it off after the polls close. But we will be opening up strategies from eight to three and those that include Saturday, October 19th, Saturday, October 26th and also Saturday, November 2nd. And November 2nd is the last day of early voting. Now, at the end of early voting, once again, that's November 2nd at 3 o'clock. Three things will happen. First, same day registration ends, okay? That is the last day someone can register and vote early and vote for this election. There is no same day registration on election day. The second thing that will happen with citizens who do not vote during early voting will have to vote there, sign precinct on election day. The second thing that will happen with citizens who do not vote during early voting will have to vote there sign precinct on election day. So those who do mix that voting time at three o'clock November 2nd they have to vote November the fifth at their their sign precinct and of course anyone who's listening who's here if you don't know what your precinct is is based on your fiscal address. Let's contact our office and we'll be sure to get that location to you. And the last one, the third thing that will happen for that day, is a statewide photo ID blackout. Now, that is only for election offices only at three o'clock in November, the second we cannot give out a photo ID is from November, the second and to November the fifth. So that's only for election offices only. If someone does need a photo ID after November the 2nd, they will have to go to the DMV to get that free photo ID that I mentioned earlier. OK. All right. Of course, Election Day is November the 5th. Once again, you have to go to your sign precinct if you did not go to one early voting. And polls will be off from 6.30 a.m. to 7.30 p.m. on election day. And as I conclude, my presentation as I stated earlier, Chair Frame will speak for the on the quarter that's currently in court. We would do all we can to assure voters, and for them everything that's going on, we're doing town hall meetings as well once again. But we won't be able to get to everybody because a lot of the towns help them the same nights. So the ones that we cannot get to will personally and deliver. As she said, the State Board of Appeals decided to take a Robert F. Kennedy Jr. off the ballot. When they decided to take his name off the ballot, 2.9 million ballots had already been printed. So it was appeal to Supreme Court and we're waiting on that decision, yeah. You know, today our election officials struggle to educate voters. Education outreach, marketing efforts, various across county lines, partially due to staff and salary difference. People have lost trust in the political system. People come in and office on the election day, see the stamp of ballot, that's the first time they've seen it. The most significant gap in vote education, the pep and voters understand what and who zone the ballot in a non-partisan way. Remember that non-audison way. That's the problem with the both of election trying to educate voters. We have to do it in a non-partisan way and to some it don't look that way. If you're, excuse me, if voters don't have full information, then they're easier to trick with misinformation. If you vote three times in a row, you'll find eligibility. You vote for life. It's like I have it. People listen to those they trust and back to the top. They don't trust the political system, which the board of election is part of that system. So we have to retain their trust. People live in rural areas with limited news media, small election budgets, likely receive less information than off-carlinian urban residents. College students seeing your voters alike make experienced transportation issues. Voters new to North Carolina may also not understand why things are done a certain way. Election officials in Brazil can assume that people know how to register the vote, even in an upcoming big elections like we have then. Since the last president of the election, laws have undergone major change. Mr. Robson, you've been voting for 20, 30 years. So you think you know what you should be doing, the vote. Apardon? what you should be doing. Well, pardon me. Well, pardon me, that's it. The process changed. So you have to keep up with the changes. And this day and time, elections are one of the most important things that we ever do. And of course everybody knows present election is big, but your down ballot is just as big that determines how much money comes into county, how that money is spent, who would affect and everything else. So, the stress between the public and county election of physics is also contrived in the gap in vote education. Community leaders alike have to educate voters. And relax. I think I'm gonna say, again, people listen to who they trust. So, educating the voters. You have to have trust trust. It's the other, didn't it? Of course. Thank you, Mr. Crayman.
