We are grateful for our city staff, their commitment and dedication to our residents and visitors. And lastly, God, we are thankful for the blessings of freedom and those that serve our country. I'd like to recognize Anna Dickinson of our Cultural Heritage Commission, Ted Rosenfeld of our Planning Commission. Also Sean Kelly of our design review committee and Carolyn Kader of parts requested community services commission. Thanks for being here guys, and thanks for your leadership. Moving on to presentations for the city's meeting, Madam Clerk, could you please read the item, title of item number V2? Yes, item V2's recognition of outgoing commissioners. I want to tell a true story before I say thanks to our commissioners. I, you know, recently a lot of the streets were repaved in our city and it was fascinating because I started getting lots of calls at my house and I was excited because you think they'd be like, hey, thanks so much for doing the streets that haven't been paved since we lived around down. But instead of starting eating feedback on how they were being repaved that people like some speed bumps were removed in one neighborhood and someone said, hey, they removed the speed bumps. And I got a call a couple days later from someone that said, hey, this is great, they removed the speed bumps. And then there was big disagreement about where the speed bump should be and shouldn't be and what order we should be paving streets in. And I said to my friend and neighbor, I've got a great idea. I think that you should be chair of the City Transportation Commission. And she said, is there a city transportation commission? I said, there could be. And you could lead it. And we proceeded to have kind of a joking conversation about how often she calls me with offerings for suggestions about the way things could be done better in the city, but has yet to show up here and offer to lift a little bit. Our town is not a big town, and you're looking at a city council that doesn't do this for compensation and commissioners who do it for even less than the allowances that the city council gets runs for office. We're grateful for those who serve. If anybody is watching from tonight, I hope you guys are. We always need people to serve. There are opportunities to lift. When I started doing this, I was suggested by a friend that I should run for a city council and get involved in city politics. And I was probably one of the people who complained as much as anybody else about the things could be done differently and better. And we were out to dinner with some friends and they laughed about the suggestion that I would even consider that and I wasn't seriously considering it and this good friend, she said, well, Troy, you do a fair amount of complaining and let's be serious, none of us are gonna run for office and do something like that. So we probably should just be okay with the way things are. And she didn't mean it as a joke in any sense. And we then had a meaningful conversation about how we had all taken turns coaching T-Ball and coaching Little League and basketball and soccer, but none of us were raising our hand to help lead what essentially was a volunteer city organization where we lived for a long time and wanted to continue living. And that changed my mind. It's maybe want to get involved a little bit, at least take my turn, and I don't plan on doing this forever. And I hope someone else will take a turn just as these people have taken a turn doing this work on the commissions and I hope maybe they'll continue to more and others will be inspired by their example to lift and and buy into this idea that Little leagues are only as good as the volunteer coaches and the volunteer referees not the players and, and cities, particularly of our size, are only as good as the community members who want to put their shoulder to the wheel, invest a little bit, and see what they can do to move the process and progress along in the city. So thanks to these individuals and those others who served. Tonight we're paying homage to a group of dedicated individuals who have provided outstanding service to the city. each one of these individuals has contributed to our city through their wisdom, guidance, and leadership. By serving on a city panel, these individuals have given themselves for the betterment of San Juan Capastrano. It is not an easy task, a pause from the script. By making decisions and putting yourself out there in ways that have an impact on the community you're subjecting yourself to criticism. And there's some great quotes that I won't remember fully about the fact that only when we get in the arena do we earn the right to receive and pass that criticism. So that's part of what's being sacrificed here is the anonymity and be able to say well I didn't do that when we invest and we own the process. We do subject ourselves to criticism but also to the compliments and appreciation of the community which I hope that I'm expressing in some degree tonight as a representative of our community. Committee and commission members must have a much time and hard work addressing detailed issues and projects to ensure they're educated and able to make the best decisions possible for our community to serve on the City Panel as a selfless act and for that the entire city says thank you. On behalf of the City of San Juan Capastrano, I want to personally thank and recognize the following individuals for their service to San Juan, Carolyn Collar from Parks Equestrian Community Services Commission who served for three years, Sean Kelly who served on the Design Review Committee for two years. And Jan Siegel who can't be here this evening but has served on the Cultural Heritage Commission for two decades. She's lived a lot of our history and as a, I wish she could be here tonight. So let's give a round of applause to their dedication to the city. And for those of you who are new to this process, oral communications is when any member of the public can address the city council, typically on items that are not listed on the agenda. So if you see something on the agenda that you want to talk about don't talk now, wait till that item comes up but if there's something not on the agenda this is your opportunity to do so bear in mind that with very limited exceptions the city council doesn't have the ability to respond and engage to comments made during open communications because we're really restricted in our comments to what's been listed and noticed in the agenda. So with that, Madam Clerk, do we have any requests to speak? Yes, Mayor, I have Shelley Barker. I'm a resident of San Juan for 32 years. I am currently a parks equestrian community services commissioner, but I speak to you as a resident of San Juan, Capastrano on this item. As a council and staff head toward the upcoming budget sessions for the 2025, 2026 adopted budget, I'd like to ask that the council consider reviewing and ensuring that funding is appropriate for a few public recreational items. In particular, the trail signage improvements. Signage in the city on our multi-use and bike trails will need's update, requires updates and improvements for the directional, informational, and safety signs. With that said, there is a San Juan Capista and Nonprofit group that will be presenting to staff sometime soon recommendations and support for updated signage. This information could assist the council and city staff in assessing what a realistic budget for the trail signature permits would be. That's it, thank you. Thanks, Shali. I'm in the Events Committee. I just wanted to talk about some events that we have recently participated in. So on Swallow's Day, us, me and the Youth Advisory Board, we planned to do a booth and we also walked in the parade. We were selling like snacks, coffee right in front of the San Juan Elementary Office and then April 19th coming up. We're participating in Earth Day with great opportunities. And it's kind of like the Creek Cleanup where we just help our city get better for Earth Day and kind of like that. And then coming up April 26th is Day of the Child and we're going to be doing face painting and we're going to be there to support our city and see those kids getting their face painting and try our best to do the design they want. This item involves three separate applications that are requesting approval to construct a new 980 square foot eating establishment at River Street Ranch, which is the petting zoo formerly known as Zoo Mars. After the one of the requests I should mention includes the asking permission to serve beer and wine with food at the eating establishment. After the agenda was posted the applicant requested that the item be continued to June 3rd. Therefore, at the, present to the applicant's request, staff is recommending that the City Council open the public hearing, receive any public testimony, and then continue the public hearing to June 3rd 2025. The site of before you is a acceptance recommendation is a acceptance of a donation from San Juan Rotary for two trees to be planted and to commemorate Earth Day, 2025, which is on April 22nd. The leader of the submittal was Larry Kramer. Larry's in the crowd today. And this is the third year in a row that they have participated in this manner making a donation and this particular donation is to all of trees for the dog park out in the northwest open space. If the council approves staff will coordinate with rotary and Larry for planting on April 22nd at the dog park. That concludes my presentation if you have any any questions, please let me know. Thank you. Does the council have any questions for staff? I have a good question. Yeah. All of trees, I just curious that we don't see a lot of all of trees planted is our plant palettes. Do you have any information on that? The plants were proposed by Mr. Kramer. As in coordination with our staff, they looked at different kinds. We were mostly focused on whether they were going to be seedless, if there was going to be any other maintenance issues that we would have to deal with. But it is a beautiful tree and as long as it's not creating a long-term issue for us, we like it out there. We thought it would provide a little bit of shade for the dogs and for anyone out there at the North Pacific Space. But as far as I'm concerned, Larry, that was Larry's recommendation for those 24-inch boxes. OK. All right. Thank you. Thanks. The only comment I'll make is the fact that I went out to the dog park to look at it, nice location, you've got good water out there already. This is in the small dog park. The ground though are not very nice. It's sort of sandy dirt, sort of dusty with small rocks and so forth. I just wanted to come at it and be nice if you could put some mulch or something out there or wood chips out there. I think it'd make it a much more attractive to people and the dogs. Thank you.
