Here here, this special meeting of West Lake Hills City Council will now be called to order. The time is 5.39 pm. Beth, are you present? Here. Dana. Darryn. Brian. Here. For members present, we have a quorum. We now welcome any members of the public to speak on any item. They find important. Seeing none. We will close the public hearing and move on to the consent agenda. Um, Triowes, forget it. I didn't read each one of these on the... Anybody want to pull it in? No, then redo it. Anybody want to pull something? Actually, then redo that. Anybody want to pull something? No, I'm going to pull something, sorry. Then redo the remaining. Which one do you want to pull? Holiday schedule. And then you read the remaining items. Okay. And then take up the holiday schedule. Sorry, yes. I have approval of the September 11, 2024 regular meeting minutes, approval of resolutions regarding general fund balance policy, investment policy, and strategy, financial procedures, and controls. Do I hear a motion? I move to approve the consent agenda. As read out by the perfect. Here's second. Motion by Brian, seconded by Dana to approve the modified consent agenda, striking item number two, or item B. Um, Beth, how do you vote? Hi. Dana? Hi. Aaron? Hi. Brian? Hi. I do not vote. Motion passes. And now, having this being the first time I've had this happen, do we now have an agenda item that's number B? Sorry, can you make that louder? Okay, so we are now on item 3B. No members of the public. So I pulled this item and Apologies in advance for not talking to staff about it, but I noticed that we have 11 holidays for city staff, which is 10 holidays plus one floating. I appreciate that you guys had the comparison for other cities there. And notice that it's mostly 12, 13, some as high as 15. I am curious. I think it's really important that we treat our city staff well and show appreciation. I'm wondering if there may be room to be more competitive in terms of our holidays for city staff. This follows the historical approach to our schedule. All the schedules. We have considered and floated additional holidays based on that basis, but that's up for discussion. I'm sure there would be workflow implications. It's not like you'll have extra time or less to work to do, but you know. It is a carrot in terms of competitiveness that we can show to other to job applicants or recruiters. There are some implications over time on police in particular. I trade synthesis to me between love screens. There's other bank holidays. Like Columbus Day. On the holiday schedule and perhaps this is just moving. But I, I don't have a curmudgeon, but I do want, I hope is that we're working when most people are working. And so I thought I think there's one holiday that I'm probably wrong on. I think we don't do Memorial Day or... No, we do Memorial Day. Which we do not do veterans. We have one that's... We don't do Veterans Day and we don't do... Columnus Day? Columnus Day? Columnus Day and Veterans Day. So of those three Veterans Day, I think most everyone's off. So I think that's... you you know that would be fine. I didn't want to do Columbus Day or Juneteenth because I think that it's personally for me just frustrating when I don't have the day off and banks or public. So instead with things like matching on up insurance for tenants. Other asks I've attempted to become much more competitive on. This was just sort of a philosophical thing for me. That's the rationale behind it. So you said that doesn't mean anything. But essentially the idea is give on these items that are financial that I think are deeply important being able to pay for healthcare for you. And just keep everything in the flow of a normal American experiences. That was me. May, I appreciate, thank you for sharing your rationale and that's helpful. And I haven't researched this in depth and we haven't talked about it so I realize I'm bringing it up kind of out of the blue. But I do just looking at the comparison. So I think the comparison should be with other local governments. I think that that's appropriate. And I rate a nonprofit for a long time and which was very budget constrained and there are things that you can offer that are carrots in a way that may not significantly affect the budget. This is just one that I suggest we consider. Maybe it's another floating, maybe it's two floaters, or I don't have a strong opinion about what holiday, or maybe you could pull the staff and see it looks like there was some most voted by city employees already so I don't know if there's data that we could look at. But that's my thought. You can probably need to improve things tonight. You can postpone it to the next meeting if you're in FIND or approve it and just ask us to put on a future genotive for the schedule. What doesn't affect our budget? Usually the holiday schedules in my experience are approved and coincident with the budget just because they're applying to the next budget. It makes sense. But I would ask you to go ahead and approve it and if you want to talk about it in the next following meeting or sometime later on we can certainly do that. Perfect. So approve it and then maybe by directs. Okay, so instead of maybe can we just have it on the agenda for next time? What? I don't make the call. I'm just asking three all to give direction and the motion of what you would like to get. I would not. If we're going to post if we're going to postpone it. If we're going post if we're gonna post bonnet if we're gonna approve it Take it up later. I'd rather have a date certain that we're making up of course Yeah, for you Sure, that's fine. Next one's not part of the just one. Yes Yeah, sure, put it on the Next week, okay Thank you. And did you take a go? Wait, take a go. Yeah. All in favor of approving the fiscal year, 2024, 2025, holiday schedule. That's the motion by Dana. And adding it to the next meeting agenda. Is there a second for that motion? A second. Okay. Oh, it does. motion? Second. Okay, all done. Beth? Hi. Dana? Hi. Aaron? Hi. Ocean passes unanimously. Okay. Now we are having another public hearing to discuss and consider actions on ordinance amending appendix A p-scenario race water fees Any members of the public wish to comment? Seeing none We're closing the public here Do you want any kind of presentation from staff? Oh, everyone feel comfortable with the race water fees? We're doing okay No, we're good. Okay, onward. The discussion and consideration of action on ordinance and action of municipal budget for fiscal year 2024 or 2024. I did the public hearing. We still have to adopt it. It's not a public list. Public hearing and action. Oh, discussing. Do I hear a motion? the only for those specific items. Yeah. So we're moving that we approve the wastewater fees. It's just a ray ray action item too. Yeah. I move that we approve the wastewater fees. Do I hear a second? I'll second. Cool. Beth? Hi. Hi. Okay. Motion passes unanimously. Onward. The discussion and consideration of action on an ordinance enacting the municipal budget for fiscal year 2024 or 2025. Oh, I'll be a game show. I'll be a game show. Okay. Finding municipal purposes, authorizing expenditures, providing for the following findings of fact, enactment, filing a budget repealer or at severability's effective date and proper notice in meeting. The short one. I don't want you to do that. I don't know. I've got to spread it around here. Okay. Who wants the long one? I think you do. Okay. You take a short one. We're on number five. Yeah. Yeah. Alright, I'm afraid that the ordinance will be approved as presented adopting the City of Wesley Kills proposed budget for fiscal year 2024 to 2025. Well done. Okay. Second. Motion by Darren, seconded by Dana. Beth. Hi. Dana. Hi. Darren. Hi. Brian, no. Hi. Aaron. Hi. Brian. Hi. Excellent. Motion passes unanimously. Moving on to item number six, the discussion and consideration and discussing consider action on an ordinance ratifying the property tax revenue increase reflected in the operating budget for fiscal year 2024-25, beginning Octoberst, 2024. And ending September 30th, 2025, and accordance with Texas local government, Code Chapter 102. Mm. Long one. Yeah. Oh, no, it's a short one. That's fixed, right? I don't know if I can read that. That's a long one. Uh, thing I'm happy. Or six. Yeah. I'll move to approve. You guys are all good with us. Okay I will move to approve ordinance number 20. After we've moved to the next year. Okay I'm looking at him here. Okay, I move that the ordinance be approved as presented, ratifying the property tax revenue increased reflected in the fiscal year 2024-25 budget. motion by Beth seconded by Ryan and Beth Hattie Road. Hi. Dana. Hi. Hi. Motion passes unanimously. Then onward discuss and consider action on an $100 of assessed valuation of all taxable property within the corporate city limits of the city, providing for penalties and interest, and providing for the following findings of fact severability savings clause, publication, and effective date. I don't know why somebody wrote the sad it seems like it's just obvious and flows right on your tongue. I'll read it anyway. I move that the ordinance be approved is presented adopting the city of Wesley Kills 2020, tax rate of 0.1786 dollars per hundred dollars assessed valuation the debt service portion being 0.0590 dollars per hundred dollar assessed valuation and the maintenance and operations portion being 0.196 dollars per hundred dollar assessed valuation. This tax rate will raise more taxes for maintenance and operations than last year's tax rate. Tax rate will effectively be raised by 1.75% and will raise taxes for maintenance and operations on a $100,000 home by approximately 14 cents. Okay. How many people in this list of bills have a house bill over home? So a lot of people might be like a buck in a quarter. My motion. A second. Motion by Brian, seconded by Dana. Beth, how do you go? Hi. Dana. Hi. Aaron. Hi. Brian. Hi. The motion passes unanimously. And with that, we have disposed to the Texas legislature's requirements to maintaining your tax rate. All of this has to be read under the penalty of... Oh done. Thank you. Just because we maintained our tax rate. Did you prepare this? That's amazing. Okay. You got good job. I did. I honestly was sitting here because to do the no net revenue, no new revenue tax rate was like 17.84 and then this one was 17.86 and we have to read we are so much to try to strongly worded the letter. Okay now discussion and discussing consider action on an ordinance amending appendix a fee schedule the city of Wesley Kills code of ordinance is Texas to authorize and adopt Administrative fees municipal court fees animal fees business fees sanitation fees stridewalk sidewalk fees Providing for savings costs of severability repealer effective date and proper notice in the meeting It's just proming getting this it's the current fees scheduled correct Okay, I don't I'm not familiar proming getting this is the current fee schedule correct Okay, I don't I'm not familiar with any changes to A continuing resolution for the current fee schedule Okay, now I understand But what is our what is our amponda what is our actual credit card processing?
