Approver denied contracts and contract certifications for the serial client ranch, specifically deep roots craftsman and BVH architecture. We had presentations in our Commissioner files from these. This is a continuation. I think this is somewhere around phase eight of the Terriol client ranch,, the state wildlife area that is known as Cline Ranch, north of Komu. And this is a continuation of the effort to save that territorial style house that is wrapped right now for protection. And basically we have contracts to continue amendment to the original contract because not everything was known at that time. And so these amendments are what we're looking at today. Also on that it looked like the BVH was also a reduction. Yeah, what Kate told us in our work session so people will know is that they had planned it for a two-summer expense and it's only one summer. So that's why the reduction occurred. I just wanted to make that noted on there as well. All right. I don't see anyone in the room. I do not see any hands up on Zoom. Anyhow, we had an opportunity to review all the resumes and applications through these folks. And I think we'll be very well served. The National Heritage Area has been an asset to our county. We generally don't say federal government may be an asset to Park County, but in this case, the National Heritage Area, in my opinion, is. And so with that, any further discussion or a right to entertain a motion? I move that we approve the four candidates for South Park National Heritage Area Board, Jeff Crane, Marcus Grant, Julia Redmond, and Paul Wilson. Approved Deni Professional Services Agreement with ESRI, ESRI Environmental Systems Research Institute, incorporated for GIS implementation work. We had a presentation, oh, I don't know maybe it was a month ago now, somewhere in that neighborhood, from our GIS people who have been kind of caught in a conundrum. They need some technology advancements in order to help us better service and support all of our web products, specifically those maps. ESRI is very well known to me because if you deal anything with GIS, ESRI is the main flinch pin of the vendors in this arena. And we have been with ESRI for a long part of my time here. So this is going to allow them better tools, less manpower, hopefully more efficient to be able to update things like the assessor maps that they also support through their vendor. They will help us with other items that support the GIS and mapping applications, as well as in development services and other things. So that this is really an investment in delayed maintenance. really is really is trying to put us back into where we are, should have been today instead of yesterday. So with that, entertain a motion. I move that we approve the Professional Services Agreements with ESRI Environmental Systems Research Institute Inc. For GIS implementation work. Yes, one final comment for the public that we did have several other departments offered to reallocate portions of their budget to cover this so that it would simply be an approval of a new budget line item of more than $10,000. This is covered in the budget via other departments. We had 9-1-1 dispatch, the Sheriff's Office, assessor, and road and bridge all contribute funds out of their budget specifically to fund this project so it is not an unfunded or unbudgeted expenditure. When this was presented we absolutely could see the need and because we've had challenges in the past with GIS that we don't need to go into those details but to see the teamwork and to see all these departments pony up a little bit out of their budget to cover this expense is really awesome that they all see the value and are all going to share in the cost and when spreading it out over each of these multiple departments makes this is fundable. In approving this item, you will be appointing, well retaining the firm, and Misha O'Gutt and Bergram McCaskan to serve as legal counsel to the Board of County Commissioners effective today. And you will also be approving the appointment of Christine which is a lawyer with that firm to serve as the county attorney, really the face for the Misha firm. And that appointment would be effective April 15th, which we coincide with the my step-down date that I advise you of back in January. And I think that this is a very fitting appointment and retainer given that the firm, Nishael, Macaskan, has previously represented the board on special matters, especially in the property tax arena. And I think that Ms. Fitches is here today via Zoom, but I've requested that maybe she prepare some remarks on April 15th by way of introduction so there's anything that she would be prepared necessarily to present to the board today and I again would recommend you approve this and be happy to answer any questions. And Barbara Green with the firm, Sullivan Green CD Jarvis LLC was the attorney who provided the board with the special council services in prior years in helping you to draft helping county to draft it's 1041 reg so I think this is again a very fitting retainer of this firm to do this particular work. Hello, I'm Dave Santo from Grant. I'm surprised that the County Commissioners claimed to have received good service from former JD 11 DA Linda Stanley. She was disbarred last fall, and then successfully sued for civil theft, adulently spending public funds for her own benefit. Those public funds partially belonged to Park County to all of us. The three other counties in JD 11 tried to coordinate the lawsuit with Park County who chose not to join. I find the statement made today at today's work session that Dick Nellner with healthy information and commissioners Whistle and Mitchell were blindsided by the lawsuit frankly not believable. I discussed that statement today with Mr. Helsner who said, we had a discussion with Fremont commissioners and I believe one from Chafee where they talked about the possibility the suit late late last fall and I believe Dwayne McFall, a free-month commissioner, talked to them directly at our Winter Conference last December. You can go back to some meetings in late fall when it was brought up and Dave Whistle made the statement that he didn't want to take part because he thought it was made up." I asked the commissioners to explain their relationship with Ms. Stanley and why they chose to not join the other three counties in the lawsuit to the benefit of their park county constituents. As the name says Justin, Curth, congresswoman, petitions regional director for the 7th congressional district. The southern portion making up the 6 rural counties. Couple brief updates I want to offer you this morning are that the Congresswoman's in Washington DC today to champion her proxy resolution that would allow new parents to vote by proxy while recovering from birth but also while you know those first several weeks of a new child's life. The andwoman is also seeking out a co-sponsor on a permanent pilt bill. She's seeking out a Republican co-sponsor on that to move forward. Again, this year, for this session, she championed it last session, and we look forward to seeing that prioritized this session as well. In the last couple of years, the Congress has offered what's commonly referred to in the Senate as Congressional Directorate Spending and in the House Community Project Funding, which we are preparing to ramp up very soon on hearing what requests are out there. So please keep an eye out for that. And if you're not signed up for the Congresswoman's newsletter, that's more information we found on that. And then the last update, and I'm happy to take any questions after this, is that as of April 18th, I will be departing the Congresswoman's office headed to a private sector position, but this position will be restaffed with another community member out of Caini's city named Max Hanson. And I will do an appropriate, you know, email handoff there and hopefully make some introductions in the next couple weeks. So two weeks ago, I stood up there and discussed the problems with road and bridges tar as grading. And I suggested that certain roads should be identified throughout the county that need to be on a regular basis for grading. During the planning session, I heard how they were ahead by a month in their grading. We have a horrible road in Rancho de Rockeys. It's lower pitchfork, it turns on to campfire. Two weeks ago I also went down that road again because I hadn't been on it a while because It is so bad. It is so bad. It is solid. Bunched all the way from a windmill all the way. It can't fire and then can't fire extends another 50 to 100 yards of total washboard. People are having to circumvent this because it is one of the main roads in the ranch to get to the back. People that are coming from Chapy County from work take windmill, go down pitchfork, onto campfire and go to the back of the ranch. This is crazy. This road has not been touched since some time last fall. And the problem is that when it is touched, they do such a bad job with it, that a day and a half later, it's almost just about as bad as when they before they started. I would like to know when that road is going to be graded because it wasn't yesterday unless they're doing it today in snow. And I would like to know when the county is going to possibly implement a program where these types of roads can be identified and taken care of on a regular basis. This is ridiculous. Now the other thing that we have a problem with in Rancho de Rockeys is the entrance at the top of Trump Creek Pass. I was told that this is county property. It is not state or federal land. There is a cattle guard there that has been there since this was a branch. The problem is that cattle guard is not wide enough for the road. And so we have people especially when it's snowed and you cannot see where the end of it is that drive off the edge bit and tear their tires apart. I have a friend that did this and nothing has been attended to with this cattle guard. I was also told that there was no reason it needed to be there. It could be taken and used, some place where it could be useful. And that whole area could be fixed. It's full of potholes. It's terrible. The about the biggest fix we get is I throw some gravel in the potholes and leave. And that lasts for about two days. So since it's such an important entrance to reach the Rockies, I think it needs to be addressed. And I would like to be informed when it is. The same with Pitchfork. Thank you. Lucas? Yes, Sandy. Testified on a couple bills last week One was an automated solar permit requirement And it was going to require counties to Use this software for automated permits that the state was requiring and it was causing lots of trouble for Counties to be able to fold it into the systems that they were currently using and a couple other things and We did testify last week Part of the bill also was to make Provide more time for a grant that they had made available for any counties that did want to use this solar permitting. And they did strike below and removed everything except to make the grant more usable. So we got to win. And I just thought that they're going to go back to the drawing board and figure out a way that wouldn't require an unfunded mandates on counties having to do drastic software changes to be able to utilize permitting software that I think most counties believe they're doing a pretty good job of getting solar permits done in a timely manner. So I just thought that I would share that. One other bill that's going to be up this week is they want to mandate that anyone that's got a license for a food truck, business license, health license and fire license from one county or municipality can use that to require any other county or municipality to provide a business license, a health certificate, and a fire safety certificate. Well, I testified that Park County does an issue business licenses. And so that would be an unfunded mandate to require us to have to stand up a structure to provide business licenses in an incorporated park county. They fell on deaf ears. They passed it, but the bill's not, it's still moving through now to the Senate. I will continue to help them realize that if they pass this, it is a huge unfunded mandate and or we would be breaking the law. So we'll try to be determined on what's going on with that. Yeah, I was just looking at our legislative update and I think they went to appropriations so that may be the tell tale on whether it goes forward or not. We can hope that it will be the end of it. A lot of things are are just going to die in appropriations because there isn't no money. Anything Commissioner Gimmer? Nope, I have nothing to add on that. I appreciate your time you spent on those specifications. Sure. I'm going to take a chair Ms. Pervelish for just a second and address comments that I think are improper. Or at least let me clarify. Let me see that. I've worked with Ms. Shao Guckenberger and McCaskin for many years currently, they have done special counsel work for us specifically to the assessor, and that's where my experience was. Linda Michelle was an assistant county attorney in Park County in the late 90s and into the early odds. She was with the firm of, which escapes me, of course, that I'm talking about it, But they represented us at that time as county attorneys. They are not foreigners to Park County. I am highly respectful of their firm. I am very much appreciative of our current counties, attorneys recommendation for them. I can tell you when we had notice in January that Miss Smith and her associates would be moving on in a different phase of their life. I did my own research and I went out and found with my sources and people I've worked with for lots lots of time. The number one firm was recommended was Michelle Guckenberger and Macaskan. These are specialists in municipal government law and we we will be well served, and I'm very, very happy to have them and our 1041 council on board. So with that, I'll stop. All right.
