Yes, item B2 is Proclamation Designate in October 6th through the 12th as Fire Prevention Week. Good evening. It is an honor to present this important Proclamation this evening. Chief Mall, would you please join me at the podium? Whereas fire is a serious public safety concern both locally and nationally structure fire was reported every 88 seconds and the home fire death occurred every three hours and 14 minutes and the home fire injury occurred every 53 minutes and whereas only one in four American tests their smoked detector monthly for the U.S. fire administration's recommendation and whereas 30% of Americans admit to committing a major fire hazard by either disconnecting their fire alarms 21% or not having one altogether 9% and whereas working smoke alarms in the home can reduce the risk of dying in a fire by more than half and whereas the Orange County Fire Authority and partnership with the American Red Cross has installed 19,819 free smoke alarms throughout Orange County since 2015. And whereas the 2024 Fire Prevention Week theme, smoke alarms make them work for you, strives to educate everyone about the importance of having and working smoke alarms in the home. Now therefore, be it resolved that the City Council of San Juanca, Toronto does hereby declare October 6th through the 12th, 2024 as Fire Prevention Week and urge Orange County residents to practice safe cooking habits, stay in the kitchen while cooking, remove items from around the stove that can catch fire and support the many public safety activities and efforts of the Orange County Fire Authority during Fire Prevention Week, 2024. Shane, would you please say a few words? Yes, sir. Thank you very much, Mayor. City Council, appreciate everybody having me tonight. Just a reminder, as we all all know the importance of smoke detectors That is our big push this year. I will tell you as was mentioned in that That over 50% of the deaths in fires are in homes without smoke detectors So believe or not this day and age people don't have smoke detectors So I just urge all of you to please make sure you have smoke detectors and then the other thing is make sure they work Test them every six months when it's chirping every few minutes That means you're gonna change the batteries doesn't mean you should throw it out the window which happens quite often But yeah, it's important to have smoke detectors have them in all your rooms Make sure they're in a good place to hear the smoke detectors, make sure you have a plan with your family on what to do when those go off because I've seen it They truly do save lives the the homes that have been on where people didn't have smoke detectors are usually a much worse case scenario than Then everybody waiting outside when we get there because they heard the smoke detectors So I rate this opportunity and we have a special gratitude to division chief who was the instant commander at the airport fire and spent many days and nights there serving this community and overseeing the efforts to address that very catastrophic fire. Thank you. Moving on to item B3, Rick. Go ahead. Yes, item B3 is recognition of Heidi Ivanov for 40 years of service to the city. Heidi, would you please join me at the podium? So I did the math. I was a year and eight months old when Heidi came to San Juan Capastra. No, you're native when you started working at the city. So this evening it is my pleasure to invite you all to share in the celebration of a remarkable milestone, 40 years of dedicated service from one of our own, Heidi Ivanov. It is truly a privilege to recognize not only her on wavering commitment to the city of San Juan Capastrano, but also the profound impact she has made on our community and all those around her. Hatties Journey began on July 30th, 1984, when she joined the community services department from that day forward. She has been a cornerstone of our community, a proud San Juan Capastrano native, who infuses her work with a wealth of knowledge experience and an extraordinary love for our community. How do you celebrate it for her exceptional community events and unmatched customer service? But what truly stands out with her genuine connection with people is San Juanca, Strano. One of her greatest colleagues has been her devotion to our seniors, ensuring they have a welcoming and comfortable space at the community center, senior lounge. Under her guidance, the city's senior programming has thrived offering support groups, free tax preparation, nutritious meal programs, and workshops to help keep our seniors informed and engaged. Today she worked with Senator Blake Spear, and there was a learn all about Alzheimer's event that I know she was a big part of organizing, and it was very informative. So that's just some of what Heidi does. Heidi's commitment doesn't stop with organized programming. If you visit the community center, you'll likely find her one-on-one helping, a senior navigate new technology, or arranging transportation from someone in need. No job is too small, no request ever feels insignificant to Heidi. Her steadfast response to any inquiry is always the same, and I know if you've all seen this. Yes, I've got it. When do you need it done by? How do you hold herself and her team to high standards? Because she knows that our community deserves nothing less. Her dedication exemplifies what it means to be a public servant and her joyful spirit brings light to all she does. When asked to step up into a senior leadership role during the time of transition, hiding initially felt uncertain about taking on the role of leader. Yet true to her character, once she said yes, she was all in. We witnessed her confidence flourish as she led her team with grace, poise and clear direction. Watching her transform into the leader we always knew she could be has been one of the proudest moments of those fortunate enough to have supported her along the way. Heidi Ivanov is not just an incredible professional. She's an incredible human being. She approaches challenges with a calmness shaped by years of experience, advocates for her team fiercely, and doesn't hesitate to roll her sleeves when the situation calls for it. As we honor Heidi today, we send our heartfelt gratitude for her 40 years of service. Her unwavering dedication and warmth, she brings to the City of San Juan, Gabstrado. It is truly a privilege to work alongside her and even more so, a privilege to know her. Congratulations, Heidi. Thank you for everything you've done and you continue to do for our community. You have crafted a legacy of public service to inspire us all. And now the city manager has a few words. Thank you. Thank you, Mr. Mayor. I echo and agree with all of those comments about Heidi and I can say so I've only had the privilege of working with Heidi for nine of those 40 years. So a mere nine years but you know in that time I can tell you that I've never worked with someone who is so universally loved and admired by staff and the people she works with. I have never heard one person say a negative comment about Heidi in my time here. And she is such a part of the fabric of this special community. And you don't earn that just by working here for 40 years. You earn that by dedicating all of your passion and all of your energy to improving this community, improving this organization, the quality of service we provide, and I can't think of another staff member in this organization's history that has had that much of a direct impact on this community than Heidi. She is just a pleasure to work with. She brings so much creativity and energy to the job every day, and you see that in the quality of the events that we provide. And the fact that every year, Heidi comes to us with ideas of how to improve those of after 40 years, every year, every event. When we debrief, Heidi identifies areas that we can improve and things that she thinks the community would enjoy and appreciate for the next event. So to see that type of spirit and passion for the community, it's motivating for me, it's motivating for everyone on my team and we're so fortunate to work with you. So thank you very much. Thank you. So thank you so much for this recognition of my time with the city. I was hoping I wouldn't cry, but that might not be possible. It is truly my honor and my privilege to work for a community that I love so deeply and working with our city council, with our city manager, our assistant city manager, our incredible staff, our commissioners, the community volunteers has really been a wonderful experience for me. And all throughout my years, I was hoping that I would have impact and on the community, but it's actually been all of you who've had the greatest impact on my life. You can you can hear me. Okay Anyway, I'm here on behalf of I would say the partly the parking because we have a major problem coming up when the new shopping center is going to be open. And I guess we saw what happened in the butterfly. When we had the butterfly festival, the traffic was just uncontrollable. And I have been going around the city to try to find places that we could park. And I talked with the school district and if we could use their headquarters, but one of the things they said is that it cost them like $6 an hour to have the parking lot open for other people to use the parking. So I went to a couple of the auto dealers and asked if they would let us use their little electric vehicles, the four-seater and the six-seater. But first I asked him if they would let us use their electric cars so that we wouldn't have any pollution. And several of them said, you know, Frank, if we put a thousand miles on that car over a period of three months or six months, it's considered a used car. And so they would end up losing money on it. So I decided that if we, as a community, had those four seaters and six seaters and a little trailer to put people on and pick them up Say as an example along San Juan Creek Road that we could probably have another 200 cars along the San San San Juan Creek Road and If we had two electric fields of vehicles going back and forth, picking those people up on a Friday, Saturday, and a Sunday, I think it would be a great help to the city to have something like that. Well, I do wanna further this with the city council and possibly with our City Manager to see if we can't do something more than what has been done currently. Mr. Mayor, I'd just like to call this speaker's attention to recent development in our trolley program which was empowered really by our city manager and staff with OCT working with OCTA who obtained through a grant to new trolleys for our summer trolley program. This is going to allow us to extend our trolley service across the freeway and along San Juan Creek Road or take a highway and down by bad to the bone in that area along weekends during the summer months which will help with allowing people downtown to use the access or downtown restaurants and shops during the high During the high impact summers. So we're looking at that. We're and we hope to Expand it further in the future, but this is a great first step and we're very excited about it We hope to do it as early as this summer. Are there any reports from council members? Okay. I was happy to attend the student of the month last week for the Boys and Girls Club. There were several awards there and I was also happy to be invited by Father Bill Tragas of the Greek Basil Church. I think I just murdered their name, but at the Greek festival over the weekend I was part of their opening celebration. So that was fun. They have lots of good memories of former mayor Taylor. That's real play. I threw a plate, so that was fun. And I know there's something else I'd, oh, earlier today we were with Senator Blake Spear here. The seal, the state senate was on that podium right there, so it was really cool to see that being used in the manner that it was intended that we spent all this money on, that we have other elected officials using this meeting place to reach out to their constituents. So that's money well spent spent and I'm happy to see that our state representatives and probably future congressional town halls will be held as here as well as there have been in the past that it's a great meeting room. There are some technical difficulties but I probably blame the operators and not the equipment. There's probably other things I've done but that's all I report. Do we have a city manager report? Yes, thank you Mr. Mayor. Just briefly I wanted to introduce our newest member of the city's executive team, Nardi Conn, who's here in the front row and welcome her to the city of San Juan Capastrano. Nardi started a couple weeks ago as our director of engineering and environmental services. So that was a position that was created by the Council in the last budget cycle when you reorganize to elevate the city engineer position to an actual director on the executive team to oversee the city's very extensive capital projects budget as well as Water Quality Programs and other environmental related services so the trash recycling franchise et cetera Nardi comes to us From the county of Orn's where she worked for over 20 years most recently as the deputy Director and so've infrastructure programs. She has 25 plus years in the industry. She's a registered civil engineer. At the county of Orange, she oversaw 100 positions, engineers and support staff, oversaw massive capital projects. In fact, the $130 million LaPada extension project among many, many others. And she's extremely well-regarded in the profession. So we were thrilled to see Nardi in the applicant pool. She's a UCLA graduate, she doesn't hurt. And she's already hit the ground running and is integrated into all of our meetings and making good progress on some of our initiatives within that newly created department. So please join me in welcoming Nardi. Welcome. Welcome. And I also have to give thanks again to Charlie View, our human Swiss Army knife who has worked in just about every position. So Charlie stepped up as he always does from his project manager role when asked to fill the acting engineering and environmental services director over the past several months as we went through the recruitment. So Charlie has worked here as a development services director. He's his assistant city manager previously in his career. He was a public work director. So he has this vast knowledge base that he always brings to the table as well as just an incredible attitude and can do spirit. And so even in the short time he was there, I saw improvements in the operations of that department and Charlie is now busy getting nerdy up to speed and helping with that transition before he returns to his part time project manager role.
