Okay. I even know the meeting says I'm going to call it order at this time. I'm not going to do that. Instead, we are going to proceed directly to the public hearings on the conditional use application for mixed use of retail spaces on the first floor, office on the second floor and residential on the third floor at 328 B Street. And since this is a public hearing, I now turn it over to our solicitor, Nate Blaring, and our manager, Donna Kine. Thank you. So I will call the public hearing to order at 630 on March 11, 2525 and the purpose of the hearing is to receive testimony on the application submitted by Cal Law Real Estate LLC, the Secret Conditionary Use Approval of a mixed use development consisting of first floor, small scale retail space, second floor, professional office, third floor, residential apartments, which I believe is under the designation of multi-family apartments. This is a 328 B.R. street, also about a 327 D.K. in Wai, and identified as Allie 80 County Parcel Number 508N67. That's bro would be represented this hearing by the bro manager Donna Cod. If the advocate will please identify their representatives in state-year mailing addresses, mailing addresses please. Yeah, but I'm sorry. I'm sorry, we're going to talk about the kind of colleges steel heatingPD, G.E., the store is SDU, a RT, that way. And mainly, from 30 or 100, I never think about the new age or SD models. That's OK. It's OK. I'm going to go. I'm going to go. Hey, you, you, you, you'm going to say that. I'm going to say that. I'm going to say that. I'm going to say that. I'm going to say that. I'm going to say that. I'm going to say that. I'm going to say that. I'm going to say that. I'm going to say that. I'm going to say that. address is 2000 Washington Pike. That's per pay 151 dir sales. We fill for random issue. Restwing group, our address is 431 for all of William Benton Highway, Sweet 101, Monroeville, PA,, five, one, four, seven. Okay, so anyone else that will be testifying if it's hearing besides the burrow and applicants representatives. In that case, we will now have all those individuals that will be providing testimony. Please raise your right hand. Do you solemnly swear that testimony you will give this hearing will be the whole truth nothing but the truth. Thank you. We'll now proceed with the presentation of the boroughs portion as the application been accepted as complete by the borough. Yes. As this public hearing medulliadat yes. As the borough received notice of any opponents for intersupportees requesting to present at this public hearing, aside from the amendment. No. Is approval recommended by the Planning Commission? Yes, the Planning Commission recommended approval of the application of its public meeting on March 5, 2025. And are there any conditions recommended? Yes. As outlined in the boroughs zoning officers letter dated March 6, 2025 approval of the application is recommended subject to the following conditions. Number one, the 18 Austrian parking spaces leased at Heritage Valley swiftly as further zoning ordinance must be utilized by construction personnel for the duration of the project. Number two, prior to commencement of construction, the applicant must provide and will notice letter to all property owners and occupants within 100 feet of 328B Street. The letter must provide contact information for the construction site manager and or the project manager and identify a designated contact person that can be contacted directly to address any issues or concerns that may be. Okay. Thank you. When that brings us to the applicant presentation, so we'll yield the floor to you if you'd like to explain a little bit about the project and field some questions from council. Okay, so we're representing the three-store MSD building at 328 V3, formally the site of Richard's full funeral home. As you mentioned, the first floor of the building will contain two regional phases that before the building will contain a rural engineering and a new office space. The third floor of the building will contain three residential cottages. We are also proposing three two-part rows on site for total six spaces for the residential area and you mentioned the remainder of the parking will be provided also. providing stormwater management through underground detention underneath the driveway, the back site. And then as part of the project, we are also required to extend the storm to remain line to our site, probably the eight stormwater route, which will be taken place on, will be extended to storm to a wall on the street of the the day. And that's pretty much it from a site perspective so I'll have to explore a little bit of the work. Thank you. Sort of a color version basically of what you're broken up on the other side here because the V for stream on the front became way on the back. The Sanvers are not here. This is a road people are basically the billion can see the back of the light bulb. The memory. It's all going down and then this part. This is actually good for a walk. One of the entry of the buildings in this area. I wanted to kind of many of the visitors I want to kind of move, is here along the historic back of the building. This is really the main view of the building that people would see. And it's a fairly, we think, an articulated brick building. It really is not super-dimensional. It's not super-moderate either. We actually used to have more glass on it, but with the whole tab more glass on, the actually with the property line here and the fire floor provisions there in place, we needed to reduce the amount of glass there, which made this entryway a little bit smaller. In the earlier conversations, the planning commission, we talked about making sure that the inside of that glassing trim is articulated and has plant material and we're sure that it will actually excuse me, this line. You see one retail entrance on the floor to your right. There are the other retail entrance but actually the inside of the lobby. Orbital's office again is on the center floor and they can read staff through this side and then the primary residence can be or the three residential units can be reached from this end and then there's across which has the glass block it to be made by it and that still need the fire code provisions that we have on that side. This one, this is a view from the way back. You can see Safran was in the background over there. The main interest really is that a lot of the employees reduce of oral. We read here on that wall, but then here you can see the street garage units come in under the tier. And then they have an elevator to take them out on each of the communeiums, without any, so we see one here, and one there, and one that's sort of the front of the hill. There's another view from the Wheeler Street where you can see down that side of the adjacent, some kind of menu, it was next door. The beginning of the blocks, the roof, the saverns, the parking lot, the store. There are many questions given on with Tungna. On the side of the building, on the southward side, up one of the halfway gongers, some little way of things on the bread. What are they? Those are the best glass block. That's the block. Right. So we wanted to, we asked a one-point disorder. I had kind of a large window there in the Oculus, but we're right here, the two near the property like that from the particle reason. So we're using the last block to bring light into that area and still need the provision, the separation provisions. So that's not lighted, right? It just blocked. No, it's the last block, it brings light into the inside and it and I have been, we've had little spark to close, like I say. It is not as solid glass blocks, like breaking and sliding. Right, well, I just like you see here, it's a reverent wall like the rest of the building, and then it has these eight-by-hand glass blocks. As far as parking, obviously, you said here's a lot for're ran within their daily use, the parking of 16 spots are in good time. You know, everybody that works, uh, or rural, and then of course the retail, the very small retail was supposed to be far too extreme. So you have the one, uh, retail space that has its own entrance. Mm-hmm. And then the second retail space that uses the atrium entrance is that correct? Okay so that atrium really is going to draw people into that second retail space. Okay. Yeah the real matter here was that while this was really knowing that all the retail spaces right on the street there and some retail was in line on like, you know, like, you know, like, you know, what kind of business is. We can see the, it's not in the picture. It's not. The papers end of building on the baby office and tried from the parking lot. We can see the footage an office of rowing there. But on the furlough, is there any glass into the second room, tell space or zip all right? I think the picture behind it, all the side of the room, the house is not having windows into it, other than, well, this is, this area right here goes into that lobby. And it will a major development for me. It's here. Does it have the exterior glass wall for all of us and only its only glass wall interior inside the lobby? Now here's that same retail space here and it does have the one window in this room here. And again, that's the apartment. Yeah. We have the one-of-a-billion seats we've got there. Okay. Can you say a little bit about the landscaping that you're going to have on each side? Well, not a lot of them, but only South Africa's parking lot side. The main landscape feature course is right in there. In the NIS, we met the cogs. There's a lot of them. There's been tall in every tree. Some of the other things. Yeah So I think it's Ilex. Along this side, which is metacled on many of the trees. So we need the color. Right. So it's going to be kind of shrubby. I mean, if it's polytree, so they're not going to be evergreen and probably probably come. Yeah. And when you say condos, where they be apartments, to, it's going to be evergreen and probably probably. Yeah. And when you say condos, will they be apartments or will they be separately to separately be separately needed? And what is the square footage on the condos just range? We're often like they're going to break on 25 letters for the I'm going to do that. That reasonable size. For example, it's the answer, right? And I know that the ability... We're going to have a look at the right now. We're going to have a look at the right now. We're going to have a look at the right now. We're going to have a look at the right now. We're going to have a look at the right now. We're going to have a look at the right now. We're going to have a waiting list who knows The borough is gonna I'm sorry you thought the borough is going to? I'm sorry. You thought the borough is going to take down trees on your construction project? Um, that's all. I'm out of roll. I'm out of roll. The social insurance are in my case that job. They're going, but there's trees on their property. So we can't technically take them down. Oh, and there's property. Oh gosh. It came soon. That brought us off. That's a private ownership. But yeah, we don't get involved in that. Well, we've been pretty serious. Yeah, after we all started. But you guys are now laughing. Yeah. He's under the sidewalk that passes through from Uber to the main home of that opposite. No, I can not. I'm not in their side. You can come when you can do, you can hear a one-father come through here and walk through here, and then come down to the driveway on this side. So you can, but it's not really considered public walkway through the whole site. So, definitely we'll be asked in practice probably not much. And yeah, there was a lot more of just like, people would have to wrap it. Yeah, I want it. Sorry. This is for the people standing there on the patient, so I can tell if they were walking in the building or a little bit. Any other questions from council? Any public comments? Okay, I'm hearing none. There's no further comments. Nothing additional from the applicant. I had one talent. I'm sorry. I remember the slowest Then I had one talent. Sorry. I realized this looks modeling, like off everything about it, that's going in, but wait. And it's done that I were not appreciated in more that design is a little bit more along the line with me, so that I've done so many. I realized it's outside of those. So I don't really, I realized it would meet all of the, you know, ex-self devices that I think design lives. The community would really appreciate the design of this work, and I'm looking at it. Down here. They seem to be a little bit faster. I'm going to hopefully get that done. I'm going on right. Okay. Thank you. This will conclude the hearing. Council may discuss the application in executive session if they choose before voting. In any event, this is on the agenda for the regular meeting, which will be convened immediately following the adjournment of this public hearing, which we will conclude at 6.46 pm. Thank you. Okay, so at this time I would like to go again and call to order the Tuesday, March 11th, 2025 meeting of a swiftly burrow council. It's called to order. police rise through the Portuguese regions allegiance. I pledge allegiance to the line of the United States of America and to the Republic for which it stands on nation under God, indivisible with liberty and justice for all. Okay, that would you call the rules? Yes. Is itates? President. All right, I'm going to second your. Miss Lecce? Here, Mr. Hanna. Here. Miss Courchette. Here. President Mullin. Here. Mr. Renner? Here. Miss Willey? Yeah. We'll call indicates we have a quorum, Miss President. Okay. Thank you, Donna. At this time, I would call for a motion to approve the consent agenda. I'm moving. Okay. Sorry. All right. Motion in a second. Any questions or comments? All those in favor, please say aye. Aye. Those opposed? Motion passes. At this point, I would call for a motion to accept monthly reports. Sorry. Okay. Are there any questions or comments on that? Hearing none, all those in favor please say aye. Aye. Those opposed? Okay. Okay. At this point we will go into our public comment session. This is the time for the public to come forward and address Council. It is not a debate. It is not a time for making decisions. It's a time to listen, take in information, and use it going forward and our workshops and future deliberations. So at this point, if you care to address Council, please approach the lecture and write your name down and we will listen at this time. Okay, you? Okay. We have five minutes. Right. I live a half a block away from the church and the herds house. And the swingly third historic district was introduced to our neighbor, but in my dining room, I'll tell her 19 or these three. 19, what? 83. 83, thank you. I have a card in the list, if you want. I'll check the results. And to the fact I'm generally first in 1984, the church property including the's house is in the historic district number three. He called this thus the church and his property are subject to historic history ordinance. However, I have to talk about that, isn't it? Regardless of not having a desolation of the historic property. So over the past four decades, I've watched the building return from a convention into other uses and then declining last 30 years. The world will swiftly, and I'm on my way here, is just as responsible as the church or its current poor condition. I say that because the Burrow ordinance 247 has nothing to do with the story. Specifically requires property owners to maintain their property and it's not. The Burrowing was sight owner for correctivaction and if not, or carry a biowner, the burrow has the authority to file an municipal claim against the premises for the required correctivaction and correct demilulations plus the penalty of 10%. The failure of the borough over the past decades watched this through force coordinates 247 as contributed to the first house current condition which is still very reparable. Therefore, an insolution in this controversy to the borough is to enforce the ordinance before he said. I know that this on August 1st, 2021, here in his door, you mentioned on the 7th plus, if you're in folks in council, I'm going to vote for this 2023 as well as the May 24th, I'm going to come through to you. And I have gotten the letter from your girl so this is a marriage, he doesn't seem to understand this situation. So ask questions. Where are you guys right now? And no, these are supposed to be negotiating with the church and community groups for any of the welcome judges you've proved. I haven't suggested you use ordinance 247 as, you know, say, hey, you don't want to fix this plan, but only we will come in with our work. Now I know it's a church, but this world has history. Two other churches, remember the Pimp House? But before that was the physical church right over the road. And for 17 years, the rural stack acted at the backbone. And now we still have a nice historic building on the streets because of the rural centers. So I just say please enforce Thank you. You ordered this, and let's get this building restored. Okay. Thank you. The ordinance unless yet is building a restore. Okay, thank you. Nice to hear from you. I would have been over the guys are right now. Well, we're defending our ordinance. We're defending our historic ordinance. Right. Does anybody else want Why speak to us this evening? Okay. Excuse me? I did not sign any of these people. That's okay. What can we do right up here? We know who you are. I'm sorry. I'm sorry. I'll hide you. Dealerie, I'm Mary. I live six-ville five. I've been in it for more than nine years. I support the borough getting a purple layer. I'm going to turn it over and we're going to vote on it tonight. Actually, let me stop here right there. The whole discussion on that came through the cog with our our cog representative Julie Browns. She could not be here tonight. Okay, okay. So we're we're I'm going to ask for a motion to table that so that we can have a discussion in our next workshop meeting two weeks from tonight and get all our eyes dotted and you know and but go ahead with your with your support. Okay. Well, I was one of the many groups that helped get the grant to get these employers and it will land more on the public if they're in a kind of crisis or so they can take the precautions that might need to be taken as in regards to be to your pollutants in the area, the train, wildfires, and you know, now many people look at it and see that it's great and that means it's great. So, and then there is a training session for that and make sure Julie's aware of that. But I'd be glad to sit with Penny. And, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, and, to sit with any of that. And and lead stay on has one and I notice that edge worth put one in a couple of years ago. Lead stay is going in the process. Yeah. And the one that edge worked out was from the group gas. Right. And that was very the Canadian wildfires. This one was about an EPA branch from upper Ohio River communities and it was held by a great project in Pittsburgh. And it is, is it a brand, is it a community neighborhood networking system where residents can be from involved in monitoring right there? Okay, great. Well, we'll be talking about it again. So you don't have to wait around for the boat. So I have a feeling we're going to... I'm going to do that. Okay. Okay. I think that about does it for public comment. So we will proceed to resolutions to be adopted. So I need a motion to approve resolution 2025-006, authorizing the Bureau Manager to submit the Traffic Signal Maintenance Agreement, and to submit future modifications to the Traffic Signal Maintenance Agreement, and to submit future applications for traffic signal approval, either writing or via electronic signature to the Department of Transportation and behalf of the Bureau of swiftly. All right, motion and a second are there any questions or comments. All those in favor, please say aye. I, I, those in charge. I'm going to be able to work with the witnesses. I'm going to be moving ordinances to be enacted. None. We'll take Council and Mayor Cone's at this point. Mr. Mayor, you're getting a thing you want to share with us. Oh, and the truth is not so right. But maybe a woman. No.? This building is big, closed, because the stir out the some ghosts of the past, I particularly like the building, the building is personal, front of the mine. And I know his intentions are very, very good. He could have put a motel six in there because of our ordinance and the fact. I don't know if they could have met the parking requirement or not. So, I'll give you a one-letter omen. I know he's trying to do do the right thing and I know not everybody agrees with it. But I think that the intentions are good and it's going to be a great building for Switzerland. And Ashley has come to be a great building for Switzerland. And I would I went to point out that, you know, if you read the book, had he gone. it's going to be a great building for us quickly. And I would like to point out that, you know, if you've read the book, Eddie Cole's book, there's a story about black history of switling. The anybody that is so we don't want to see the switle change, it's changed 20 times. It's not the same as it's always better this time of change again. And I think this building is just the first of its kind, swiftly. And I think there's going to be many more coming. But I think some point staff is going to sell. And you're not going to spend $5 million on a piece of property, and put a piece of garbage on that property. So it's gonna be a building along the same quality lines of these buildings. And I think if you go up to the Beaver Street and arouse with me, you're going to see a lot of changes we already had in the theater, as a great building and as's in contact with this building. I think we're gonna see many changes. And this is the first of many. You made my life some features of this building, but as far as design and building, it's you like every future. I know he's spending an excess of $10 million from his building, so he's trying to do everything right. I'm glad you're a lecturer. I'm just sure of it because probably it's my friend and I feel if I have a homeowner from the field of the platform or if I don't express that, I support his building, if you don't write good I don't understand why you're working with the support but I support this building. And I think Bobby is looking at this as the beginning of a round sauce and swiftly. And I hope there's a lot of truth to that. So we'll go down the road, we'll come future and eventually this building will just be another building in the swirly. It'll be power six warden just like. Okay. So this is me stepping off. Okay. Sounds good. Thank you for that. Thank you very much Anybody else him anything I don't most you probably didn't see this But with police. Yeah, I'm a police. I was also, and I want to say that every day, you're probably here in being my dream of changing swiftly to a walking cycle and getting thrown on the cars out is happening. The good ones I can't read all the cars. I'm putting your thoughts on it. You know, there was a time that swirply there were in the New York, but maybe that rayback, off the bat, I'm on a Magnol view, or a slacker, it's not the worst of both. Smoking like a young fit guy that doesn't have hip problems, yeah. Yeah, yeah, very, very, very good. All right, anybody else want to throw something in here? I just like to say that this day has been wonderful. And I hope anybody that golf, get out and golf today, and I'm excited that my tulips are coming up and the crocuses are already in bloom. And I think we're just so blessed to live in a community that is this beautiful and this walkable and cyclable. And I'm just feeling really good about things. So I hope everybody else is too. All right. So what's in? That's a sorry. Oh, yeah. I just wanted to update everybody on major scene. We are currently, we've been working-write our ordinance, really just tweaking, having definitions, making sure that it manages with zoning, and if there's no one's, we're not calling parallel for other commissions as well. So anyway, we're gonna be, does that mean that it's gonna be done and maybe the next one? Joe, please, then the next one. Sounds good. Let me have it already. Take a shot. Right. Yeah. This is going to be a busy month. So. All right. So now we get to hear from our manager, Donna Connell. Oh, such a thing. The tree adoption event, the tree Pittsburgh through the Huey College has started. If to adopt a tree, you can sign up and go our first website. You can go on Facebook page. I think there's a QR code that takes you right there. Delivery will be at Adelaide Burrow Full parking lot on Saturday April 12th from 12 to 2. I attended some bid openings last week for the Burrow parking lot, as well as our Hickball project on Shadowwood Park, and later on it'll be on the agenda for a vote. You may be seeing cones when you walk out of the elevator floor, there's two cones laying on the floor. As you notice, we have a little bit of crack on the second floor. So gateway, we put a hole in the bottom and the tops of the floors, gateway engineers came out, they looked down and assessed it and they're going to give us a fix for it, which our public works is now capable of fixing. So we'll be doing that. And then also working on the rest of the island project, kind of date for planning could be approximately made the week of May 12. So So if everybody can start on the first of all, that would be great. I'm going to hit you to that hammer. That's a bit. Yeah. And one reminder, if the council members can give me a list of their painting project ideas, for the ship, that'd be great. Whatever street you feel should be on the list for pay me. I'm a question of that. The road behind the water. Okay. Malville. Malville. Yeah. I was talking to residents and he had mentioned that Blake Hopkins, they tore up this one for. And Mike, you might know, he was still. And he said, hey, we had a sign that I was saying, no parking from this day until a completion project after the hell was born, basically, kind of open ended. He said, they tore the road up and then signs say, we just kind of slowly started parking there again. And I'm sure it wasn't a contractor, but he was like, that was a good key partner after a sign. No, they're not dating now. I just wasn't sure if that's right, and it's something I didn't have to answer for him. Well, we probably should have taken this out. I think that they are there. They are going to be back for us to get able to get his project. So he's on and so we know we're only just doing, Yeah, they want to have a week. He comes off. Okay, they stop. I would just say, uh, you're good. Yeah, at least we are. Are they going to come back and get in your sign? So that will have a week. He goes on. Okay, they start there. I would just say that is good. Yeah, he said we are. Are they going to come back and get in your sign so that we can date them? Yeah, we should. Okay. I'm still waiting on the nature discovery. I'm always plants and officially and I was there. So this leverage obviously. But yeah. Okay. Anything gone. Yeah, I'm fine. OK, well then we can just go right into mics. Not actually, we got to go to the solicitor's here. Oh, I can leave. Sorry. And I've made a report with Sprout. It should have been red line format, but it looks like maybe when it was converted into a press. So the two, and a lot of times, the two, the most notable thing is that 8.6 in them and will be coming off of my report. So that we closed on it. The deed has been reported in swiftly's name. The former owner will need to access the property one more time of to deal with a contractor dispute that does not involve the property or a lien or a list pendant or anything on the property. Otherwise, it can be added to the demolition list and then will be in Myzball Park for a stormwater project in the near future. Otherwise, the other issue we will be taking up tonight is 16, 6, 18 locusts place. This went before the zoning hearing board for a daycare was denied. And there's actually a provision of the zoning ordinance that needs to be updated. So there really are entitlement approval here. So in order to settle the zoning appeal, we're going to enter a consent order agreement that will be approved by the judge on the court of Hong Kong. Please. Part of one of the conditions as we had discussed before. you you you you you you you you
