And whereas the state of Florida water management districts and the city of Edgewater are working together to increase awareness by the importance of water conservation. And whereas the city of Edgewater and the state of Florida has designated April, typically a dry month. When water demands are most acute, Florida water conservation month to educate citizens about how they can help save Florida's. Freshness water resources in whereas the city of Edgewater has always encouraged and supported water conservation through various educational programs, special events, and whereas every business industry, school and citizen can make a difference when it comes to conserving water and whereas every business industry schools and Citizens can help by saving water and thus promote a healthy economy and community and whereas efficient irrigation design programming and maintenance Can serve water and the city of edge water will encourage citizens and businesses to evaluate their irrigation systems for potential efficiency and enhancement. Now therefore, I, diesel to Peo on behalf of the City of Edgewater, do hereby proclaim April 25th. Item 4B, presentation by James Moore, served by public accounts and consultants on the comprehensive annual financial report for fiscal year and September 30th 2020. Good evening everyone. James Haller and here with James Moore in company also have Nell Ann the boy. She's an edgewater resident started with us back in January as an auticlirk so she was interested in coming to see what our final product looks like that she helps a little bit throughout making it. As always, this is for the audit for the year-end in September 30th, 2024, like to thank Bridget and her finance staff for providing your information and working with us to complete this audit. So independent audit reports. So that's what we're going to discuss first. And you guys are subject to a number of different regulations. You're subject to US auditing standards, government auditing standards. Federal award standards for great, you receive greater than 750,000 federal awards. So we have all those different reports. What I'm going to highlight first is the unmodified report on the financial statements. It's the best opinion we can give as independent certified public accountants. So they said your financial statements present fairly in all material specs, your financial position and results of operations for this year ended September 30th, 2024. You guys go above and beyond, which required by Florida statutes. So you prepare what's called an annual comprehensive financial report, and you'll take that report and you submit it to the government finance office of association. And as in prior years, we anticipate you'll be receiving your certificate in financial reporting excellence. So congratulations to the finance staff for that work to do the extra steps to accomplish that each year. Internal control of a financial reporting, happy report, we had no findings and no material weaknesses required to be reported. Your major program in your federal awards courses the four little word we don't like to talk about FEMA, but you did have about $2 million in FEMA expenditures. Overall, federal awards about $2.4 million. We had no issues that we noted with the compliance related back to those federal awards. There's also letter required by the Florida Auditor General and they have us look at a number of areas, but some of the ones that highlight is a financial condition assessment. We go through and we compare the city of Edgewater to itself over a five-year period and then to comparable size cities and rank goes by the Auditor General criteria and you're considered average or inconclusive of your financial rating. That's similar to what you've had in the prior years as well. New disclosures for this year is the PACE program. It's a funding mechanism for solar production where you use that and it's done through your property tax assessments where there's added on to an individual's property tax bill to pay those solar investments. And this year they require disclosures in that letter of any agencies that are able to do that in your jurisdiction. So there's six agencies that are disclosed for that. We also look at Florida investment statutes and compare that to the city's policies to make sure you're compliance with the city and state statutes and we had no findings related to that report. The CRA of the city is required to receive a separate audited financial statements and with that there's a separate audit we had no issues no findings related to the CRA audit. So kind of boring from an auditor perspective but something you want to hear from an elected official standpoint. Some big highlights on the numbers for the year. Governmental activities is your general fund, your impact fee funds, capital project funds, everything, but your enterprise funds. You'll see about a $4 million increase in revenues, $4.4 million increase in expenses. There's expenses related back to public safety, about $2.1 million there of increased salaries salaries and related benefits and governmental services as well of about you know 1.5 million laid back to salaries and benefits and and outside services rendered there. They were paid for by course by increased revenues from property taxes and charges for services investments as well you guys got a nice increase in your investments as the investments are primarily related back to government-backed securities, as those interest rates rise on those securities, you receive a little bit more investment income from them. Your business type activities, that's your water and sewer, solid waste, and so those activities, so you have your normal rate increases that are, you guys use external rate consultants and based off of those rate consultants you're the side with that rate increase each year. So that's part of your increase in charges for services. There's a reduction in capital grants. Then a prior year you use some of the ARPA money to pay for some projects on the sewer side. Again, investment income increased for the year. And then expenses were down in your solid waste fund for last year. This year, of course, we have Milton that will increase it. But for last year was due to not being a storm in the physical year 2024, where we had increased expenditures. So now let's take a look at where you're at at the end of the year. So it's September 30th, 2024. Your your general fund, which you had left over in that fund at your end, of course, that's right at September 30th. It's up. where you're at at the end of the year. So it's September 30th, 2024. Your general fund, which you had left over in that fund at your end, of course, that's right at September 30th, subsequent that. You guys, of course, have made other decisions. And there's additional expenditures that might have been incurred. But at the end of the year, you're about $19 million. You do have a large portion of that. You know, that's restricted. That's primarily your building permit money. As those monies are collected, you can only spend it on building permit activities. So it was about 516,000 of that 600,000 that's restricted for building permit Then you have assigned you guys also use some of your your balance from leftover from the prior year to fund the 25 budget About $4.3 million and the remainder is related to city hall We got some set aside some money for City Hall construction in the future. Your other governmental funds that your impact fees and your CRA is mixed up the $7 million impact fees about $5.4 million of impact fee monies have been collected and not expended. Of course, you can only spend those related back to the statutes. So only for increased capacity, new capital projects, you can only spend, you can't use it to replace an existing capital asset. Then you have your ARPA funds making up the remainder of that committed and the assigned fund balances that's set aside for capital projects. So then we look at your enterprise funds, your solid waste, your stormwater, water and sewer, your internal service funds. And you'll see a nice steady increase there on the water and sewer side as your rate study has had you building that up over time to help pay for those infrastructure needs that are projected, as well as paying for those increased costs that are going to come along with that as well. Solid waste, as I mentioned before, you had a slight reduction in the FEMA expenditures from the previous year and also some open POs at the end of the year that needed to be that work was not done until this fiscal year. Stormwater sitting at right at $3.7 million, like most people, stormwater funds, those have already set aside for projects in the future. And then your internal service fund, that large increase you're seeing from 2.3 million to 5.8 million is you did a transfer of $3 million out of your ARPA funds to help with the public works complex. So getting that cash over there as that project gets going. So you do have a charter reserve requirement that says you can't go below 15% of your annual budget expenditures for any of your major operating funds, that's your general fund and the three enterprise funds, and then you also have an operating of cash flow policy about 17%. So between the two of those, about 32%, and if you think about that in a number of months, it's about four months of operating expenditures that you're setting aside for cash flow purposes as well as what your city charter reserve has. So you can see there, you're above that in each one of your funds. Some of the note disclosures to look at, if you're looking at your financial statements, I always focus on the liability side. So you have leases where you've entered into leases that you have a responsibility as a less source. So you have a building lease and copier leases of about $800, $79,000 lease liability. No new debt for the year. So you're a long-term debt for the current year. For the 930, 2024, you don't have any. 25 you did enter into a loan of up to $20 million for the public works complex. So that's been not drawn on too much at all for the current year, so that's out in the future. OPEB, other post-employment benefits, is related back to retiree health insurance, and that's actually calculated each year. And since at about $6.7 million, increased about 890 for the year. You only had one tax abatement and that was for the Boston Whaler property. It's the last year of that, so you rebated back to them $11,250. Gonna end the talking about pensions. Everyone always asks about pensions, so you do have liabilities out in the future on both your general, your fire and your police, your general employees You know no new employees coming in as a general employee go into that to find benefit plan They're all in a fine contribution plan But you do have the payments you know still existing for retirees to pay out into the future So that general employee plan's got about 7.4 million dollar liability Your police 3. million, and fires just about even on their investments compared to that liability. So with that, I know I met with all the individuals except for the newest member of the council. So if you'd like to meet individually as well, I'll offer that and you can get with Bonnie or anyone at the city and they can arrange that meeting. But take any questions you guys might have. Mr. Thomas I understand you might be aware of that property. I know all the police are. There's been just so many drug bus and SWAT team and Narcan and I just was rated again last week but it's been four times they've had or three times they've had SWAT out there The owner was arrested one time I think they have like a legal boarding house going there We see bicycles there all the time. There's gotta be at least twelve Constant traffic up in Downer Road. I'm on the more southern end. It's from the bushes and the bushes. I have a special needs son and 14 year old twins, and I'm just concerned that he's going to find something. Touch it. I don't know. You know about the fentanyl mess. Yeah, they, it was, we did finally make the news. This on the 24th, they had to put, they arrested them. They arrested, sorry. They arrested seven people and they had fentanyl and meth. And I guess that's why it made the news this time, because it was a big drug bust. But we're just curious if there's anything they could do about, they said they can't. Seize the house, but as I say, the owner was arrested one of the times too, but is there anything they can do about running a legal boarding house? I mean, we're really not supposed to go back and forth to the dialogue, but since this is something that I've received a lot of comments about and it's something I've passed to about. I'm going to certainly answer your question. Chief, who's a fire chief who's also over a code enforcement department, I think there's how many hundreds of thousands of dollars worth of code finds on that house if you just take an estimated guess possible. So it's very tough. We're doing everything we can from a city standpoint. It's terrible. EPDO is does a tremendous job. Like you said, they busted it last week. My name is LotSlack at 3031 on Brother Tree Drive, Edgewater Florida. I crunch some numbers here. Now basically everybody's concerned about flooding. And I crunch some numbers the first quarter of this year, how much the residents paid into edge water for flood control. Broke it down into two categories. Florida is shores which for the first quarter 263,750, 2020 cents. The balance of edge water comes out to 280,240,218 cents. Now the two-edium grand total is $500,430,433,994, and $38. It's a lot of money for the first quarter. We're seeing results of let's flooding and more activity movement on the water. I would like to get a breakdown where this money went for the first quarter. salaries, equipment, manpower, everything. Because this is the first quarter I'm doing this. And I'm gonna keep doing it until there's better results. But right now we're doing better. We had rain a while back a week and a half ago and it came up and flooded it can now behind me. Three quarters of it away. But in in no time, and I was probably pertaining to the tide at that time, also that was feeding it. A little while after that, everything, the roads being flooded, the canals in the front of the houses, God, everything is gone and the canals start to go on down. That means we got an issue with Riverside and Indian River that we cannot beat the inter-coastal. We have to beat it. But I'd like to know where all this 500 and $1,000 went. You don't have to give it to me tomorrow or next week, but I'll be having the numbers next month. Now, another thing is we bought new equipment and you're looking to buy more new equipment. We bought a new non-Z, correct? And one of the best items to buy along with it is the claw. Now you can turn around when a tree comes down in a canal. I sent an email to most of you should have got it anyway last week concerning the construction problems that were facing in Riverfront of States that regards basically constructing concrete walls three to four days after a slab was poured not allowing enough time for this concrete to cure. Consequently, a number of other houses here are already suffering cracks. These houses aren't even a year old and we got cracks in the walls. I can vouch for my house there. I got three stair step cracks, which is a foundational settlement. That's a serious problem and And some of the I mean, these are hairline cracks, but it's through, you can see one in my garage. So it's true to mortar, it's true to bricks. These are serious problems that are going to get worse as to how settles more because they put two feet of fill, two, three feet of fill on sandy bottom, and did not compress it afterwards. They let it sit. This was Lenore who did this because Aunt Taylor Morris purchased it from them. So there's been a lot of shading this going on and a lot of lack of oversight. Who's checking to see when they're constructing these walls if their slab is poor? I don't know what the building code is here, but you should be really waiting two weeks to four weeks before they do that. I don't see what the should be pretty easy to do that, you know. I'm requesting there that the town or the city sends a building inspector to our development and check over every one of these houses. There's some houses that have slab poured and that slab set for over a month or so before they started constructing it. But there's a lot of them there that we just recently watched. The last two houses they built there three days later they're throwing up the walls. This is serious stuff here and I don't think it's just related or just riverfront estates. This could be going on throughout this city here, which it's like a gold rush for shisters here to cut every corner they can to make every penny they can out of it. We got other issues here with Parking as WWE saw there. Our driveways are not wide enough for two cars. You open up the inside doors and you're gonna hit the cars. You can't put a second car behind. Otherwise, you're blocking the sidewalk. There's no parking allowed on the streets. So we got people speeding up and down Jones Fish Camp Road at 40 miles an hour. We need speed bumps there. I understand it's a city and county issue, but there's so many problems there. Really, we had a lot of stuff. We got a new Eagles Nest here. It's replacing VO 136 according to the ODA bonds society. That tree that Nest was in was tore down. We don't know there was a permit. The person said they got a permit from the city. I don't think the city issues permits for removing Eagles Nest. I Can confirm everything that this gentleman just said as his neighbor is absolutely right So I'm not going to reiterate all of that to you. I really have two concerns I'm going to bring up because I'm going to be followed by several other people, people I'm sure. We have just recently, they built a little wooden, what they refer to as an observation deck. Much smaller than we were all told it was going to be built. And it's actually not even as wide as a sidewalk. It was built by Myelin. not by Taylor Morrison. We didn't know that either until after the fact. We never saw a permit posted. We don't even know if there was an inspection done on it. There was no, it's only made out of pressure treated lumber. I understand there's a requirement that there's a certain type of lumber for saltwater used for pylings. This actually goes into the water. The pylings that they did use are just 6x6 square, like a 4x4 post, and they're all cracked all down the side of it. Some of them they cut in half. Can everybody hear me? By the way, kind of move away from them. Sorry. And some of them are cut in half a little bit. And so the water intrusion on these pylings that are meant to hold this thing up is ridiculous what's going to happen within a year or two. We were told how far it was going to go out in the water and beautiful pictures and everything. You walk on it, all the boards creak between the different deck boards. There's five foot span between bracing under the deck boards. I think there's maybe 18, 24 inch requirement when you're talking outdoor decking. I'm not quite sure what the code is here in Edgewater, but a five foot span between deck boards is a bit much, especially when you consider they bow about a half inch each when you step on them individually. And I only weigh 185 pounds, so I'm sure there's folks that weigh more than me that are gonna be out there on it. And when you get a number of people out there, it's very unsafe. So I really wish someone from the county that's qualified would come and inspect that and let us know the status of it. and if it's safe to use, do they need to rebuild it? What needs to be done? The other concern I have has to go with Joe's Fish Camp Road. There's plans for a new development between Alice Street and Jones Fish Camp Road, which is going to bring more traffic. Down a little farther on Jones Fish Camp Road, they're planning on putting in a marina and I better talk faster. They're going to put in a marina and things in there which is going to bring a lot of other issues. But the plan is they want to put a turning lane in a road that's not even wide enough for two cars. You can't even park a car along the road and barely get room for another car to go by. Making an area that's already on safe for kids to play even worse. They built a development, No parking, play parks for the kids, nothing. We have a play park for the dogs, nothing for the kids, nothing at all. They get to run on the sidewalk or they get to stand out and street on their little scooters and wait to get hit by a car. Thank you, sir. That's very good. Thank you all very much. Kim Long 3312 mango tree drive. I come before the council today to ask you all to take care of an error that took place quite a few years ago. I have in this book here and and I'm gonna, I brought this up before, but I'm gonna repeat it, and I'm sorry some people left, because a lot of people don't know about this. I have the original deed for this piece of property, and I believe it includes the property across the street. The deed is from 1948. It was deeded to the citizens of Edgewater in perpetuity, in trust. To be held, used, managed, administered for the use and benefit of the people of Edgewater, it is being intended that such building shall and be used for a town hall or public meeting place, a public library, a place of social functions. The town agrees to maintain the public library if it still exists in this building, or at some other location in the town. It has specifically understood and agreed that the building on said property may be remodeled, added to, enlarged or altered. But that said property, including the aforementioned library books, cannot be sold, bartered, or exchanged. Now, it came to my attention that, at the City Council's request many years ago, I believe in 2015, our City Attorney, Mr. Wolf, who sent me a letter confirming this, asked that the city attorney go to a judge and take this property out of our hands and put it in your hands so you could sell it. That was not the original intention of the person who gave this property to the citizens of Edgewater, and I received this letter from Mr. Wolf. Dear Ms. Long, the city clerk paralegal asked me to provide you with an explanation regarding the city hall property. In 1948, the property on which the city hall was located was deeded to the city, but it says city was deeded to the people of edge water by the village improvement association. The deed included a restriction that the city could not sell, barter, or exchange the property. In July of 2015, the city council, not you, it was a different council back then, of course, directed me to initiate a lawsuit to avoid the deed restrictions after a hearing before the court. A final declaratory judgment, boating the deed restrictions was entered, the judgment was recorded. The way I have been, it's been explained to me, you now have the right to sell this. And I am here to request that you once again ask Mr. I want to thank you for the support and support of the community. I want to thank you for the support and support of the community. It's directly behind or by close to Boston Whaler. All these trees are going to be coming down and within months of people living there, they're going to complain about the noise at Boston Whaler. So that's going to be an issue between Boston Whaler. And we can hear the motors and everything at Boston Whaler right now, there's trees in front of that. But once you get apartments right there, there's going to be a complaint to that and that's going to come back to the people. On that property or close to it, on it was the eagles' nest that they referred to that somebody cut down, the neighbor that lived there and saw them cutting down, said they had to permit the person who cut it down, said they had to permit from the city of Hedgehog. So that's the first issue is the eagles' nest, the apartment complex with the noise. The third is Jones Fish Camp Road, like Craig was saying, it's inadequate. The traffic study said 8,000 vehicles a day in a neighborhood. So how many people would like 8,000 vehicles a day going in front of their house? And it's not 35 feet from their front door. So the planning or whatever zoning was done on that needs to be reviewed. And it needs to decide if The marine is down in there how it's how it's going to be accessed because it's right in front of 20 houses right Right in front of people's houses That's the biggest thing so I'll just leave it at that Thank you, ma'am for your comments will. I know this is a repeated thing that you're hearing here tonight. But there's children that are on that road. I see the skateboarding. These are young children. And the electric skateboards. They're trying to play kickball. And there's little kids that's running across the street back and forth. And you've got workers that are coming in, that are still doing things, and people that are getting into their homes. So there's trucks and everything constantly. There is a lot of, the traffic is way, way too much. But this has been from day one, whenever we first started talking that that road was going to be very difficult. And my concern is for the children that are on that road that you put speed bumps, put up signs or do something, to at least protect them until something can be done for that. The other thing, this is small compared to that issue, but the residents of the Riverfront Estates are great people. And they, along to the Fish Camp Road on the north side, there's trash and everything that's all up and down that road. It was really bad. And I saw a resident that's out there that's picking up the trash almost I see him doing it often. And I don't know who controlled that as far as cutting the grass or maintaining it picking up trash because now there's wires that are down they're not dangerous wires but their wires that's been left down. They only formed maybe about a few weeks ago. And they're in the process of, we have the paperwork here also to make it as a public record as well. The last thing that's pending is the approval of the 501C for the tax exemption. But besides that, the organization has filed their state of incorporation, articles of incorporation as a nonprofit. We also have the directors, which is Mr. James Rose, Pamela Vandergriff, and Eshera Acabult. Excuse me if I mispronounce that. We also have the state of Florida's Incorporation and we have the tax filing as of the first. And we also are, also they're now charging membership on April, as of April 4th, they now charge a $1 fee. So it's the intent of the, soon to be fully formed, formed edgewater chamber of commerce to comply with all the law. And we would put on the record that it just formed a couple of weeks ago. I mean, Mr. Rose is the president. He just started to form a chambers of commerce. He's not a, well, I mean, he's very educated, but this is the first time he's doing this. So some of that publicity needs to be made in context that they are trying to comply with it, but it takes time. As with any business formation, it takes time to have everything lined up. But yes, it's our position that it is legal, and we're waiting for the final confirmation of the IRS. But we're in the process, and their intent was always to comply with every aspect of the law. Good evening, my name is Dr. Kurt Schirlinger and I'm the owner of the 201 commercial plaza at 201 Southbridge, Wood Avenue. I've been the owner there for 38. I've been in practice here for 38 years. I've been the owner of that building for the last 14 and we've never really had any flooding issues as a flooding concern I have. There's a new lot being developed at 108. He's pine bluff and years ago I inquired about that lot. I was told the city was keeping that lot for water retention and now I understand it's been sold to habitat for humanity and they're now in the process of clearing that lot. I've witnessed over the last couple of weeks of trees being removed, which is understandable, and I've seen dozens of field dirt being put in, and now the grade of that lot is now four feet above my parking lot. I've got severe anxiety and concern if that is allowed to happen. And I'm going to have major flooding issues at my commercial plaza. And I just wanted to make the council and the city attorney to be aware of the concerns I have. I understand that that the you know owner has a ability to take the trees down but to fill a lot for P for feet above the grade is really putting my personal property at peril for the next flood or water. I've never seen flooding and I'm certain that four to five feet above the existing level is going to be a problem in the future. I contacted the Department of Environmental Sciences this morning and talked to Ryan. He told me that there was probably a mistake of letting that four feet of dirt been put in. It was supposed to be one feet above the road and it wasn't East Pine Bluff. It was supposed to be US one. So we now have a existing structure that's going to be built four feet above the land. And with a foot of foundation, we're going to have five feet. It's going to look like a castle compared to my adjacent Commercial building. So I have the east part of the west part of the building that would flood and to the south where the Parkinson's gym is will flood I'm certain I don't know what the site plan is Is gonna say about that or are we gonna have retention palms there? We're gonna have swales a Expecting call back from Sean or Ryan later this afternoon and I've never heard anything back. So I have grave concerns at the new lot being built at 108 East Pine Bluff, which is going to be 4 to 5 feet of the existing grade. It's going to cause major flooding to my commercial plaza. And I do not want to see that happen and I want to make sure that it's permitted to be that high and if it does happen in the future then it'll be legal ramifications involving that. And it's all I can do to keep my mouth shut but we were trained at the ethics committee on how to run an efficient meeting and we can't go back and forth and I mean the people on the Jones fish can't spread, you know, we're with you on that. And one of the, the man about the drainage, that's one of the things I asked James Moore, that's more than about the stormwater drainage. And he says, this was exact words. You can never have enough money for stormwater drainage. So we're putting some band-aids but this stormwater plan is going to come back when? So if you've got two or three jugs full of milk jugs full of ice you're gonna keep that fridrator cold for several days. And I would like consensus for all he did for the City of Edgewater to have a well known Tom Alcorn day in the City of Edgewater. I think that he deserves it. I'm happy to report that after 32 Tallahassee trips, trying to state appropriations, myself along with the city manager this year, we're in the state house for funding, for canal armoring project and toward ashores. Seems like your next reading is going to be about building on it. So pertaining to that, I would like to say that edge water is a tree city. I don't know how we got the designation with what we're raping the land of every tree on it. But I sat on the tree committee for almost a year. I don't know why. The provisions in this section are intended to provide a haven for wildlife, protect and increase property values and provide a noise buffer and enhance the city's physical and aesthetic environment. Somewhere we lost our way. I mean even a single lot I saw on 30th today. Every tree was taken. I mean it's a celebration if you pass a lot where they save two trees on the lot. We've got to do better. the amount of water that we are getting that is flowing into people's homes, people's yards. You guys know how much trees absorb. Not just their roots but the canopy of the tree and even just a single lot like that. If they were to save two of the old growth trees on there, It's going to prevent a lot of water from running down into someone else's neighborhood. So I'm hoping I have another request from my city council. Let's get some tree ordinances if possible that we're just not letting the developers scrape everything off and then bring in the fill. It's got a residential feature land use destination. So they could build a single family home. They're essentially just asking to get annexed into the city of edge water so they're on water. So they're not charged at 125% because if you're in the county and you're not on in your on city utilities, a 25% 125% of the utility bill. So that's probably the real incentive why this person wants to annex into the city. What percent of the trees they have to leave? So the code is 1 tree per 1,500 square feet of lot area. And so typically they clear cut and then they replan. How many? Well, typically so the code says you have to have 1 tree for 1500 square feet. The code is not specific that it says. Typically that's only for large subdivisions, if you have to do the 15% tree preservation site-wide, on a single family home lot. As long as you replant the required number of trees, it's acceptable. They could cut down the whole thing. Yeah, as long as there's no historic trees on the site, yes. And that's one thing we discussed at the meeting other night. Correct. It's using natural vegetation. Yes. And that's one thing we discuss at the meeting other night. Correct. Is using natural vegetation. Correct. Everybody wants a floor of TAM. Grass from on. If we use natural vegetation, the natural vegetation goes stuck up in the water and then a floor TAM on. What is the county's stand? basically the same. It's actually a little bit easier in the county that take out trees than it is in edge water. So we have a stronger tree ordinance in the county. Yeah. And the county you can basically, kind of, it's pretty carpalant. And Chiefs correct me if I'm wrong, but we have a mutual aid agreement, so we would service in any way for emergency response. So, you know, we're already providing utilities in this area. It's really a matter of whether or not we want to- It's safe for a senior professional opinion to have an under-art control. Correct, I believe it is, yes. Okay, close the public hearing is there a motion to approve without any further comments or questions I just think it's just one more one more more on the tax roll and my with this I think is what we're talking about here is just bringing it into the city not that they're allowed to. If there's trees on there that they have to ask to cut down they're going to come to us for this. We should probably discuss and hold a workshop because we're looking at our is 0.4 acres So half a n acre would be 21,000 square feet or so, give or change. So that's 43, 56 divided by 2. So they would probably be required about, I don't know, at least 12 trees on their site. They'll be required to replant, because it is almost half acre. It'd almost be better to ask them if they could not best go trees or not have some of this original growth if they're very great. I agree, I think part of it too, with, yeah, I mean, we could obviously reach out to them. It's not something I can require of them, but I can reach out to them. I think two part of it is especially with some of the larger trees, you know, avoiding when you start putting up the drip line protections, right? So if it's kind of a catch 22, right? We want people to preserve trees, but if you do preserve the trees on site, then you're going to have to put up a drip line around the base of the tree and that's based on its diameter. And then that's coming a bubble on your site. And then the more trees you have, the more bubbles that you can't build in. So I just kind of went to follow up to see if that was still in the past. So initially, I thought that when we were an hour's mayor, and they had talked about possibly putting a restaurant to help reduce the funds or price, but then I think that got wiped out and not correct. Yeah, so initially there was a walk of a restaurant being included in the project, but speaking with Mr. L. Who's here, I invited him for questions regarding the design. Move your hand. So regarding engineer, we were asked, but we removed that. And he speaks more to us and we were talking about phases and the way. So just to let you know, yeah, So when we started the project, there was a potential talk of our restaurant. Right now, the directive has been to take that out. It has green space for future considerations. So that's where we are currently. So everything you just said about the boat ramp still stands. So the modification has been made in the sense of this one is that now we've talked about adding a police doc facility So that's pretty highly ranked on the FI and the agenda Buddy Devon Porthead asked at the city consider this as part of this project So that's why we went ahead and put in an application for that to get 50% matching fund for the design and then just so you know once we get the design done and the permits Jason has asked that we come back in the future for all the design. And then just so you know, once we get the design done and the permits, Jason has asked that we come back in the future for all the projects and come back for construction dollars so we can get matching funding from FIND 50% of the construction dollars as well on items that apply to FIND these missions, which is access to waterways. I am 84 years old. I recently made the decision to move to an assisted living, move to assisted living, and I'm currently selling my home. My questions, potentially, potential buyers wanted to answer. I went to your planning, building, and economic development directors office for information. The staff answered most of my questions, but I was referred to Mr. Salsus when he walked in. I did not have an appointment, but he took me in his office immediately. He answered my questions in minutes, and I could not ask for more thoughtful, knowledgeable, and consider it to the director to help me. I am very grateful. Both he and his staff deserve recognition for their efforts. They truly put their residents first and stop what they are doing to provide help. So we have dredging as part of a consideration. So once we get a bathymetric survey, we'll get a sense of exactly how many cubic yards we're going to go. And depending the angle of the boat ramps will decide how much will actually come out if anything, right? So we have to do resource surveys etc and try and minimize any impacts to resources So once we get all that we've just started the project So hopefully in a couple of months we'll have a better answer for you on that one. And this is for I think item 10b, which was the other FIND application. Correct? Just want to make sure. Yes. So you had in your packet a FIND cost share of $113,989. Let me just explain to the City Council what happened was after Buddy Devon Port had talked about this project, he said, hey, I want the city to go and put in an application. So Jason called us and said, hey, what can you do so we can start and put in engineering design dollars now. So in an essence by doing this, first and foremost, the city has just gained an additional dollar amount that before was coming out of your funding. So that's first and foremost, kudos to the staff and the city for considering that. Second thing is we talked to FIND and after we had gone through the process before we signed or sent in the application, we were able to acquire an additional $24,000 to the total. So now you've got even more money coming from FIND. So I just want to make sure that you have $137,100 on your resolution. That is the money that we're asking for FIND. Mr. Attorney? And I'll be happy to give you that amount. I will give you the application so you have the right amount on the resolution. It was 137,000. No, 137,000, $100. Yeah, and I'll be happy that. Sorry, so I just wanted to make sure you've got the right amount and you're getting an additional 24,000 on top of what was previously on the application. So just want to correct that. We have the correct resolution adopted. The resolution I have is $365,000 on it. That's what was given to to make. $36,500. How much? 365,600 is the total estimated cost and then the fine cost. So the residents are wanting to know what specific grants that the city is planning on applying for. Are they going to be matching fund grants? They want to know who's going to be in control of the funds. And they want to know who exactly will be receiving and having access to the personal information that we are providing. And if that information is leaked out or released somewhere, some way, how are we guaranteed to be protected? I was just about to ask that question before you adjourned. It's a, it was brought up to us in a very short notice. Normally, you're only allowed to have one of these going as CDBG grant one at a time. This one came about regarding the Hurricane Milton, the communities or the counties that were involved with the hurricane. And it is, they've eliminated the $750,000 max. We are going for approximately $1.5 million worth of funding to be put towards water and wastewater infrastructure eliminating some of the two inch galvanized lines that are in the water system and replace. water and wastewater infrastructure in eliminating some of the two-inch galvanized lines that are in the water system and replacing antiquated air relief valves in the wastewater system as far as matching This is a 50,000 dollars that the city will put up towards the 1.55 million worth of funding. From there, they compile it and they only, they use it to provide answers to the questionnaires and questionnaires gather total or go for points and the higher scoring applications receive the grants.
