So now we move to the public hearing section zoning hearing the second reading for Miss Deppney Beck for rezoning parcel W-003-003-007 458 Oksana, seejale from R4 to industrial heavy. I will turn it over to Mr. Calhoun from the Northwest Georgia Planning Commission. Mr. Mayor, Council, I was on the request of doing an analysis of this property and this rally land use in Zone. I believe the tribute kind of a summary of that analysis and some maps along with it just to illustrate the area. And of course, everyone here is very familiar with this area and with this request and of course, where they being currently on for residential use, they switch to industrial use fairs, close investigation to make sure that increasing land use intensity of that increase is not going to come at a negative effect when you're surrounding the adjacent property. So when we looked at the adjacent zoning development in the area, we can see that there's already a ton of district in the city of the staff analysis that shows the current zoning of the property adjacent to the subject property on the southern side. There's already a zone to end developed for industrial use similar. In fact, I've been able to do that, which has been requested in this resounding for the creation of the expansion of the existing power bank factor facility. And when we take a look at the other shrapnel, I mean, you obviously, this is an area of some transition, there's residential zoning, there's industrial zoning, and there's agricultural zoning, and we see the same class of land use. So, jet probably being on the valve obviously acts potentially to be just about anything depending on his own use. So, this location is very proximal to highway 411. So, makes it good candidate for things like industrial use. It is bounded on one of its entire escher bound for the railroad. So there's a lot of factors that I get at good grounds for consideration for industrialism. And one of the most notable of those is the future land use map from the most current operating supply. and that's another exhibit in the East Hat Analysis. And when we take a look at that, we see that the subject property, the previous invention industrial property to the south of the subject property, and also the property across the railway to the east. All being noted is a future industrial. And as you move south along the railway, you know the properties even outside the boundary city is wide. Something else I'll worry you think. Careful what we get, even then this problem, this question is very close to the boundary of an incorporated part of the account, and even the unincorporated account of the clients in the zero-degree growing industrial analysis. And, interestingly, so we can see that in relation. With all that consideration, we did not anticipate any concern in regard to the properties and increasing intensity based on the buffer requirement that will be required to the northerous subject property, but in the amount of 100 feet, floods on impacts to subject property, all can be ordered, portion of it, which will prevent likely any type of development, even in the area, which the buffer will be, of course, encompass. So that will be required by the ordinance itself or the requirements or the option or anything like that. Of course, you get the property being found on the south by the other industrial property, we see no making impact there. You don't want to know that across to the west, whole Tennessee highway, if you have some very low density, kind of semi-agricultural, there's a large, large, single family of state residential in the area. And just out of respect for those properties, while it's not a requirement in the ordinance for a buffer to be created along, for a roadway with divide property, it would be my recommendation that just out of the way mitigating potential negative impacts for those properties that a 50 foot buffer is established along that western valley along a right way old Tennessee highway. That would be less than the buffer of fire in properties or directly adjacent like you see to the north. That would help create an established buffer. If my recommendation for that buffer is just simply to leave the existing vegetation on that property, tree cover and under road vegetation that in that 50-foot buffer as a way to help separate this property from those residential properties across the whole piece of the house. With that being said, all factoring and sitaration done anticipate negative impact on industrial and new started to have a share with simply the expanding again close by city and highway 411 and minimizing the line of the city streets being exposed to commercial truck traffic and we believe that water and sewer capacity will be a sufficient for the area and of course any proof of the need to be made for utility, each water and sewer would have come to the expense of the developer. You can confirm that with the city of New Year, so we would be concerned with a burden to the city's own destruction. So the recommendation, the regional commission is that this is a resounding that would be a good candidate for approval and I'd be having answering questions. On the map that I have it looks like we had asked for the 50th effort, but I've got 100. Oh, long time, I'm 10 to see. Yeah, I've got 100. Oh, long time, I'll have to say. Yeah, I got 100 already. So letting you a 50 foot offer would thin with their plan, would thin well with their plan, but it would prevent any future owner to properly end at something like from being able to build within that area. Because their site plan should have showed us the proper, but without that being added on to the motion, at something like not in the future if someone else would like to timber that offer, maybe move the retention on or something like that or expand, it would have a bit of possibility. So this would be essential for opportunity that a buffer would be maintained along that border. So we want to change the 40 feet to 50 feet? No, I think what you think is, we'd leave the 40 foot setback, but then that 100-foot understood. You're saying at least do a 50-foot and make that part of the motion. Part of the reason. The reason. The reason. The reason. Right. So there's a lot of demand. We don't need an out-of-the-cancelling to approve the side-f the zoning and watching them into something quite as detailed as that, but just to simply require it's part of the zoning in that way. With the reselling action, that will carry in particular the property, even if ownership were changed in the future and the plants change. That will just maintain that buffer for the area for the neighbors across the street. And it wouldn't have any, it wouldn't have been burdened on the petitioner based on the plan. So, I don't know if that was the issue there. Well, this is, this is, here in Charlottes, plot the plot. This is their plan, this is what we're planning to do. Could we just not keep what they are planning to do? Is the boat that set back in the 100th at the start of buffer? No, what he's saying is, he wants it. He wants it part of the actual zoning itself. The three plans suggested work, our current entry mode at 9% for the $200-00 deductible, a point of service playing at $820, but a $1500 deductible and a PBO playing at $820 and $1500.00 deductible. You discuss and see, you would cover the costs of these plans up to $922 and the employees went to the plan with a higher agreement, they would be responsible for the difference. So if they chose the PPO plan it would be $39 a month and if they chose to sell the current plan we're on to be $216 a month. I need a motion to approve the three plans that will be offered to the employees during open enrollment and that the city will cover up to $922.00. So they sent us another test kit, took the sample, they sent in, everything was fine. Hopefully I'm hoping to hear from Mark's group this week sometime with updated test results. And once I get those, they will be posted to the City's website and we'll let everybody, you know, keep everybody informed of what those results are.
