Last evening you received your CIP work session packet Which contained responses to all CIP questions that were received in writing through February 24th and there are no additional questions that have been submitted During the February 18th CIP work session the committee directed directed staff to prepare a scenario that would fund a study of Fleetwood Road to determine the necessary improvements and fund that using the Capital Project Management Account. The item included information about the proposed study, including an estimate of $250,000 and an assumed duration of 12 months to complete that study. There is sufficient funding in the capital project management account for this and it is appropriate to use that fund. So there is a motion included in the packet to direct staff to execute that budget adjustment. So in your. Also in your packet, there is information related to the use of available proper funding to accelerate a pedestrian crossing of Beaver Dam run as part of the Linear Parks and Trails project. During the Finance Committee's discussion of the FY24 uses of fund balance, the discussion was had about available proffers from the Ashburn station Regency proffer for this bridge. And so staff did work with the Department of Planning and Zoning to get a determination of if those proffers would be appropriate for this purpose. DPC has determined that it is. So there is a motion in your packet to direct staff Excutive Budget Adjustment for that purpose. DPC has determined that it is. I further move that the finance government operations and economic development committee recommend that the Board of Supervisors direct staff to remove, I know, but I'm doing them together. Remove the project titled Russell Branch Parkway Corridor Improvements from the projects identified for the future development section of the fiscal year 2025, fiscal year 2030 amended capital improvement program. I further move that the finance government operations and economic development committee recommend that the Board of Supervisors DREC staff to include as part of the next ranking and prioritization studies of the Sidewalk and Trails Program and the Intersection Improvement Program, the Missing Pedestering Connections identified and Intersection studied along the Russell Branch Parkway corridor. Thank you. So these, as I said before, these all pertain to future years. So we aren't really impacting anything fiscally here. So anyway, it will go into further discussions as to whether we actually fund these projects. And the board will get to vote on it again when we add projects to our future years, which will happen next year. And then we'll get to deliberate on actually adding these and funding them and allocating funds to it. In my remaining time, Supervisor Glass, do you have any comments as to why you brought these? So this is just as Chair Brisbane said that it's for future years and so I hope that the Finance Committee will vote for this. The second one was that it removes the project from future consideration from the CIP and it adds those links to the, adds those identified to the missing links and the study intersections for ranking prioritization. So basically it's, it would go into, it would go into those areas where we would actually rank them and they would not go ahead of any other links or missing links that would be in that. I'm sorry, reallocate all funding in the years planned to the town of Percival Route 287 and Eastgate Drive intersection improvements, Berlin Timpike traffic signal project. All right, so when Madam Chair I'm sure the sites to call on Mr. Kersner, he can talk about this item. But when we, a lot of times when we, what Mr. Hemsford has said to us and what staff has said to us and this is correct, as if you want to add something to the budget, then something has to come out. Everything just can't just add a project in. And more often than not, whatever you, if you're a district supervisor, try to do it within your district. And Mr. Kirstner called me and walked me through this item. And because mostly of the timing of these items and how they're coming up. And the fact that the water issue was a much more pressing issue, he believed that it was appropriate to not move any money outside of the district, but change to some of the prioritization of the projects within the district. And so he talked to me through that. Otherwise, I'd be abstaining on this too if I don't understand what's going on going on I'll be saying but since you did call me and talk to me through that That that is the motion. Thank you. So I was a little bit concerned initially because I thought that we were taking profit dollars and sending them to a town project. But that's not what's happening here. The profit dollars are replacing the local tax funding that was allocated for this project and then now taking with the profit dollars and now taking those local tax funding funds and sending them to another project within the district. Did I say that correctly? Yes. Staff. Okay, okay great. And the motion's so much shorter than the emails. But I'll be happy to support Supervisor Kirchner. Would you like to say a few words about why you're doing this? I appreciate the support. Basically this is an inner as the chair. First of all, thank you for the chair and both the chair Brisbane as well as the chair Randall for your comments and for the support of the other members I believe I have at this time. This is basically what you said it is a transfer of money. It is motion simply transfer FY 25, 22, 27 evergreen mills, turn lane funding to the route 287 and Eastgate drive intersection improvements on Berlin term pike signal project. Originally, I had wanted to do another project, why it was a bunch of emails. We realized that because this is road funding, we had to choose the road project. This is an important road project. I spoke with mayor today. This is a very important project to them. And this had been a CIP request for them as well. For those of you who may be concerned, well, we're gonna get that turn on every green mail. Obviously that has been profit as part of the clear springs. We contacted Billion in Development and that project is well underway and they have done a significant amount of the engineering. You can see this in yellow so that project is well underway. So the original project, which we're moving the funds from, which are local funding projects, has that project as well underway as a result of the Prophies and the Clear Spring project. So we originally wanted to move it to some one project we moved it to a road project because you got to do kind of road for road and that's why there was some confusion in the earlier emails if that makes sense. And I apologize for that there was a little miscommunication with me and some of the staff. So I will take the blame for that. But thank you very much for your support on this. It is pretty much the same dollar. It is, I think it's within $15,000 of the same dollar figure. And it's pretty much around the same time in the same year. So I'm appreciative of this and it will be a big boom for amount of traffic that comes through there on 287 at the EATS gate drive. It really does need significant improvement. This is a smooth-ish year for the CIP, mainly because we aren't adding any new projects into the CIP this year. Next year, we will be having probably much longer deliberations because we now have a fairly long list of items and projects in our future years. And so we will have to figure out how we're going to prioritize those projects and bring them forward. And there's always differing opinions about where the county should be investing in our CIP. So that will be an interesting process next year. But for this year, we are now ready to move this on to the budget. And hopefully this will be the loud and county shortest meeting ever. Any other comments on the motion? Yes, Madam Chair. Very quickly. So I want to highlight Torpey and Parks and Rec staff as well as so many people in the community who came to me I guess it's maybe the my end of my first term and talked about within they called the Emerald ribbon Which is the the effort to get the trails a trail throughout all of Loudon County Connect the trail through all of the community and I remember taking this item over the parking wreck the first night I ever did that and having the parking wreck board be so excited about it and like literally say we have been waiting for this moment. We've been waiting to do this. And I remember Steve said, this is going to take a long time because we have to require our land. We've got to do it right away. We've got to do this. We've got to do that. So it's going to take a long time to get done. But every so often, we see another piece get done and then another piece could done, then another piece could done. And it's just one of those moments where you know, like, government doesn't always work fast. That's what we wanted to, although I have learned, we work way faster than federal government, just gonna say that, but we don't always work as fast as we might want to. But we have such terrific staff and really great volunteers who sit on our commission's committees and boards. And so although the Parks and Rec board is a different, different than they were when we started this, they're still doing a really great work and as is the Parks and Rec staff. And so I think the linear Parks and Trails program once called the Emeribin is just a magnificent feather in the cap of Parks and Rec and really evolved the county. So I just want to say that and thank everyone. Thank you, thank you for that Madam Chair. And I think I was at that meeting actually when you guys did that. And I am really excited about the Linear Parks and Trails program as well. And would like to give Kudos actually to Jimmy O'Connor, the Algonquin District Prose Board member, who I know was there there from the very beginning and I know Eric Scutters been really playing a key role in that as well. He has such a great perspective as a mountain biker and a trail runner like myself. So yes, I agree. I appreciate all of the work and I appreciate all of the work and everything else happening in the county. really are really, our services and our structures and our designs, our exemplary and to be jealous of from other jurisdictions.
