This is a special meeting called for the sole purpose of certifying the election results from the April 15th election. With that, I'm gonna turn to the city clerk to tell folks how they may participate in what I expect will be a very brief meeting. Thank you Mayor. Again, the sole item of business for this brief meeting will be the important task of certifying the election results. I'm going to turn to Mr. Peterson at this time to identify this item precisely by its title. And then as I assume is the case, you will make a presentation to us. Correct? Correct. All right, Mr. Peterson. Thank you, Mayor. Item 1.1 certified results of the Special Municipal Election held on April 15th, 2025? Thank you. And we'll turn to you at this time and just for the record, identify yourself so the general public can be reminded of who you are in the outstanding job that you do. Thank you, Mayor Aigre. Thank you Mayor Aigre to appreciate that. Good morning Mayor, members of the City Council. My name is Carl Peterson. I'm the City Clerk. And before you this morning is a request to certify the April 15th, 2025, special municipal election results for Council District 5. So just a little bit of background. On March 5th of 2024, a charter amendment went before the voters, which passed by 60% of the vote to expand the city council from five members to seven, and also to transition to district elections. Subsequently, on November 5th, our general municipal election was held to elect a mayor for an out-large two-year term, and four members of the city council buy district for districts one, two, 3, and 4. With district 1 being a short 2 year term and districts 2, 3, and 4 being full for year terms. At that election, then Councilmember Agerin was elected to the office of mayor. He currently resides in the newly formed district 5, which thereby created a vacancy on the city council. On December 10th the city council did certify the November 5th general election results and also declared the vacancy in the office of council member 4 that remaining term ending in December 2026. Section 403 of the city charter which was amended by measure D does require that a special municipal election be held in the respective district at the earliest feasible date if a vacating council member serving the remainder of an out-large term resides in either council district 5 or council district 6. So with that said, a special municipal was also called that evening for Council District 5 to be held on April 15th of 2025. The District map of District 5 is before you for reference. District 5 does include the communities of Woodbridge, University Park, Rancho San Joaquin, and portions of West Park, South of Branca Parkway. All registered voters did receive a combined voter information guide and vote by mail ballot beginning the week of March 17th. Ballot drop off options included the Orange County Registrar voters office. We had two vote centers here in the city within Council District 5 here at City Hall and also at University Community Center. We also have two drop boxes into Shrik-5 when being at University Park Library and the other Rancho Senior Center. And of course, voters could drop their ballots in any U.S. mailbox with postage prepaid. The Orange County Registrar voters did provide the necessary election services as they've done in the past. Some statistics, we had a total of 8,000 and three ballots turned in with a total number of registered voters at 28,949 in council district 5. 95% turned in their ballots by mail with 5% voting in person. We had a total voter turn out of 27.6%. The ROV did complete its final canvas of the election results and provided a certificate of election results on April 30th of 2025. Pursuant to elections code 10262, the council now must certify the election results no later than the fourth Friday following the election in this case by May 9th. The results of the final canvas, Betty Martinez-Franco, was elected to the Office of Council Member for Council District 5 for a lesson two-year term through December 2026. And the recommended actions are before you. I'm happy to answer any questions. Thank you. Thank you for your presentation. With the one request being Mr. Elliott, thank you. Welcome Doug to the meeting. Thank you, Mayor. I am Doug Elliott, member of the Community Services Commission, speaking only for myself. And I wanted to be here to witness this great moment in Ernavine history. I think it's going to be a very welcome addition to the council. We'll provide some very different life experiences and different perspectives and the council has perhaps had in the past. So I wanted to congratulate our council member elect Betty from Cisco I'm watching her name in my nervousness here but but congratulations Betty, her campaign manager, Ryan Dack, and all the members of the community who got out and knocked on doors. The thing is, those of us who were advocating for district elections maintained that it would be an opportunity to run grassroots campaigns. It was not a lot of money and knock on doors and it elected the old fashioned way without the big money campaigns that too often we've seen. And this election proved that that works. So I think that that's something that hopefully will be a model going forward. So once again, congratulations about it. Well, thank you for your comments. There being no other requests to be heard. This entire process of electing a new council member was part of our transition to district elections. The system has worked, it's worked smoothly. I'll note as Mr. Elliott did that this particular election demonstrated that a grassroots campaign can win in Irvine, and I want to congratulate in advance Betty Martinez Franco for her outstanding May 13th. I expect there will be a much bigger crowd for that gathering and that momentous event. With that, I must say, any of my colleagues have anything to add. We'll call the room. Council Member Goe? Yes.
