We're paying 13, 50 a month for environmental water control that comes out to 60 with 22 to 2200 people. I mean 11,176 people. All right, it comes out to a per month, $16,000, a million in change for the year. And I don't see a million or 16 going on at any time, each month, whatever. They're cooperative now. We're starting to nip it in the butt. We can't let this thing leg. You know, I understand you make more money when somebody sells and it's a higher price on a house. You get on taxes. The taxes are another issue. Okay. We've got to take Okay, we gotta take care of this. The guys are working hard now. I see it. I go and I follow during the day and see where the water's moving to. How it's going? And it's moving. We need a little bit better equipment and we get it moving faster when we fall behind I'm dumb. I would like to leave, but my wife died in June. So now I'm just going to say my peace and just squawk like hell because this is not right for this water to have no place to go. When I lived in Ohio, what they did, they had the water system, they put a catcher all in one end and they pumped the water over a rise so that all the people had it cap off their septic tanks. But that's what they had to do. They were forced to do it. Why can't they do it here? There's no place, there's no place in Florida shores. Every place gets sucked down with this water every time it rains. That was a good rain. But let's face it, it never should have come that close to the house. Because that's major. You're talking major for a lot of people that can't handle that. And I know a lot of people that just about put them out of business, they would just have to walk away from their properties. This is not right. Somebody has to do something about this. And that's not just that. It's like the school system down there had to lay off 35 people and degrade 35 other people to cover for the ones that they had to lay off. That's not right. That one guy down there, I gave him that tractor simply because he was there and he was so dedicated in his job that he did my God. And he was the first one to go. That's not right. Thank you Charlotte for opening up the sandbags for us. I just want to bring up that we keep bringing in development but we have the lowest law enforcement in Volusia County. Our school systems are over flooded and fire departments we have two in the city of edgewater and I just got for bit somebody's house burns down in Volko and somebody's house burns down off of 442. I think we have a lot to address with bringing in extra law enforcement officers, fire departments, ambulances and some school teachers. Thank you. Thanks for your time guys. I'm a general contractor grew up in South Florida, lived in Valusia County for 20 years, mostly in Orman Beach. Right next to my house is a drainage ditch with a pipe there that is clogged all the time. It's got a grade on top of it. It's a catch basin. It is totally inadequate that every time the water comes up over the top of it, which is where the infill is, it fills up with, it covers it over with Spanish moss leaves, branches. It's like a beaver dam on top of this catch basin. On the front of the catch basin, it's got a ten inch wide by one foot tall hole for the water to go in. And when the grate fills up, that's it. That's the only place the water has to go. It's in that little tiny spot. And that's why needle palm drive floods so bad. There is at the other end of the ditch, pipes were totally clogged. They are still clogged. No one has come to fix them, to pull all the grass out, to pull the leaves out. We've got a hurricane coming, possibly Thursday. We will have another flood because of this catch basin, totally inadequate. I mean, I've been at this a long time. My father was a builder, my grandfather was a builder. I've been doing this my whole life. A catch basin's not needed at this spot, because all it does is, it turns into a dam is what it does. The, it needs to be removed, and just a pipe there, because all the other pipes, I went through the whole neighborhood with boots on when it was flooding. I went there at night, water up to here with a rake, and pulled all the debris off the top of that grate, and then it started flowing. I shouldn't have to do that at eight o'clock at night because we're all worried about flooding. And nobody seems to want to do anything about this. I'm not sure if anybody is looking to be a problem. And nobody seems to want to do anything about this. There has to be a plan. I don't know if if any of you can tell me. Has there been any engineering plans for a solution to this problem. Anybody here? I'm asking. I think that's what we're looking into, and we're gonna have a few more. It's long overdid, because it's been a problem a long time, and why hasn't been. We're looking into that right now. We have new management. I'm looking forward to him giving a report in the near future when he gets his feedback on a plan that council can agree and get behind. And if it costs more money, I'm sure everybody would rather pay a little bit more money than have their houses flooded and everybody lose everything because your tax is your tax base is going to drop tremendously if there's another huge flood and everybody's house is devalued because nobody even if you have flood insurance is going to have the money to fix their houses again for two years. I live on 2730 mango Her neighbor his neighbor and I have to say it's I've been living in that house for more than 22 years, more than your age. I've been in that street, yeah, I've been in that street for a long time and never have seen the amount of flooding that this last hurricane happened and this rain happened. You know, I used to see everybody working on that pond cleaning every ditch all the time. I saw those kind of robots that cleaned the ditches. I have never had that much water on the side of my house. That's where those two and three areas where the water floods into the pond. The pond has us on on the hurricane, that we just passed and this last water rain that we had, the pond on mango street never went three quarters above. When that pond supposed to hold all the water from all the streets and I've seen it long time ago when we have so many other hurricanes going all the way up and slowly going down. And my street never had water. I had water and I'm on a hill. My house looks like it's on. A second lord like has a mountain. The water came all the way to the top of that little hill. I never had that problem ever in my life. And this time with the rain and the hurricane this happens. So it seems like nobody's doing the job that they were doing before cleaning and maintaining the place where the water goes. I think that's what we should work more on using the money that we pay monthly and on our taxes to do the job that has to be done so we don't have to suffer these. Ever again, I was so sad to see all my street, all the houses, all their furniture, everything out untrashed and believe me, I don't think most of those people had the insurance cover for that flood. It's sad. I don't know if you guys suffer that. I suffer a little bit but most of my neighbors couldn't even come back to their house but now like after what a year and a half, I think this should be done not maybe later. Now, we don't have another hurricane, another rain that will damage houses and will have the suffering of our neighbors and children. You know, one of my neighbors had to come out of their house on the middle of the hurricane with a pregnancy and a baby. I don't think it's fair. Finally a guy comes out and what she do, he takes a shovel, takes a shovel fall from one end, takes a shovel fall to the other It's in the truck and leaves. All those ditches in that area have to be dug out cleaned out. I just went by and all the water's still there now. Now everybody's concerned about the other side of edge of water but it's every part and me I'm at this bottom of the street. So when does all the winter come? Right in my house. I just started buying flood insurance because the winter came afoot within my door. And this is unacceptable. Somebody meeting new people, and lost your butts, and do your job. I'd like to make this recommendation again and maybe a little bit more specific. Perhaps starting with January, which would be way past hurricane season. I would like to recommend the city consider having a second regularly scheduled council meeting a month. Starting with that first one, and this will give all the departments head several months to prepare. I think they need to look at their department, revisit their vision statement, their mission statement, and in most cases, but not all, the department objectives, because there are some who haven't listed any. And exactly what do they want? And then every meeting, bring us up to Snuff on that. And then every meeting after that, start telling us what they've been doing that month. How far they've gotten, things they may have found, things they plan to do. Do they have the appropriate resources to do it? Do they need more? Where do we get it from? It's setter it. And that will also help, I think, to solve the problem of communication. If people hear this, they'll instead of coming up, what are you doing? They'll know what you're doing. They'll know how hard you're working to take care of it. They'll know what new equipment you need to solve the problem. We could go on, but I won't. But I mean, that can do a tremendous amount. It won't be this emergency after the fact. It'll be proactive instead of reactive. And I think it's time we get there. I've been starting on history, and I still can't figure out a city identification of what this city is. I don't think there ever was one from what I'm seeing because everything's all over the place. But anyway, I think that would go a long way in solving some of the anger, the communication problems, and people knowing where we are, where we need to go. It'll tone it down a little. Thank you. If 1850 come quite drive and I want to start off by asking because I asked this Friday night have any of you been out to the Volcker Road development to take a look at the mess out there? Absolutely. Okay Friday night the answer wasn't very thing but I was out there again today I've been out there every day since and sometimes multiple times and I saw today that they were moving dirt around, trying to project an optical illusion on the height of the grade, but it's still way out of line. And the part that irritates me is, in 04, we went through a lot worse storms than what Ian was. And we didn't have hardly any problem in a lot higher storm surge. And the only thing that's really changed between then and now is the runaway developments and the fact that Mr. Erby, their election of his duty did not clean our storm drains and our canals and have our pumps service and ready to go every year like Frese used to. Tracy was one of our best allies as a city manager. He was very good at his job. But we're now in a position where we have an issue that needs to be resolved. And I guess the crux of my question is what is being done about this vocal road project because you cannot put floor to shores in a bowl and that's exactly what's happening and think that we're not going to have a problem. Our property values are already deflating because of this, which means at the end, you guys keep trying to raise the taxes when I'm not saying you personally, but in the end, when our property values keep dropping guess what else keeps dropping residual income okay I again will offer already have Mr. Jeff I am semi-retired now I've had a lot of experience throughout the course of my life in this stuff. And the canal, if you go up to 23rd, that canal really looks like it's starting to collapse. I've seen it for years, but there is so much vegetation there. I could not even see the, where the, it goes, water's supposed to go through. You can't see it on both sides. It's just very, very bad. Okay, that dead horse is over there. Okay, the next thing is I face the horse rant, the horse farm where Trashy D. R. Horton has built all those homes. Now he's building all of these town homes. My neighbors across the street from me, their whole backyards are being flooded. Because if you look at the elevation, my one neighbor, she's by herself or husband's up out of state working and she's older than I am. And you can see the elevation from what they have, their detention ponds or whatever they are, but it's so much higher than her backyard. And she is flooding. And when we flooded with Ian, our yard and road and everything flooded, when everybody got that, we thought we'd be fine until last week when we had those two hours of rain and we got almost as much water and flooding in front of our house and in the canal that we did with Ian. And if you could another thing, that's the dead horse who put him aside now too. The last thing I'd like to say is we went to high biscuits in 26 to get sandbags today my husband's never done that before but he feels it's necessary this time and they only gave us 10 we would like to have had 10 more maybe we'll go another day and they'll give us some more but the area where you have it right there you can fit about four vehicles and I think it's very dangerous because you know We were we had to go up and turn around the park on the other side of the road because there's not enough room to fill sandbags There you could only get about four cars packed back in there air park road where this all the sand is They used to let you go in there plenty of room for cars to get around and fill sandbags a much safer environment Thank you, man. And they said that if I'm not mistaken, their water runoff, rainfall runoff was gonna run into little cow creek, and that was their plan. That's not a good idea for more ice-hand, cow Creek flows to my property, flows through several people's properties that I know, and it's named Little Cow Creek for a reason. It's little. It's not going to take all the range shed, that that project is going to shed into it. I don't believe that's a good idea. I'm good solution for what they're going to do. If that's a good idea. I'm good solution for what they're gonna do if that's their plan Need to nip that in the butt now and figure something else out because we're all gonna get flooded everyone I mean on in my area. But it seems to me that that project on the west of 95 needs got a lot of water and a lot of places for the water to go. It doesn't need to come back over here. I understand that Turnbull Hammock and St. John's manages a large portion of that and it is for flood control. However, bringing water from west of 95 over to the swamp. When we know that a lot of your ditches from Florida shores are going to drain into that swamp, there are people that live in that swamp. And I think any extra water considering the water levels of the river, the rising river, the rain events that we have. I guess I don't have any idea about the engineering, but I want to second that. Integrity is what you do when no one is looking. Complace and see, get you nowhere. Yes, like the rest of the citizens in this city, we have flooding at the school too because of development. Things are going on. Things are flooding that don't normally flood. I just want to say I know that over the last few months I've screamed at some of you because of my aggravation, my unrest, or ongoing issues. Mr. Thurman, thank you for filling this job. I'm sure you've got your hands full listening to all these people in the entire city, but I'm just going to tell you that complacency definitely will get you nowhere. No where at all. I have other issues to address with the city as some of you know. I expect them to be handled and I expect them to be transparent and I expect them to be heard. Because it's not just me that's dealing with these issues. I think the best steps were taken. You guys have definitely been handed a lot of tough things. And I think you're slowly dealing with them as best as humanly possible. I'd also like to say that there are people within the city, such as yourselves and others around me, that definitely give more than their fair share of what they're required to do. If I had to sit here and name people individually, I would be here for an hour. But the reality is, is that the people want something done. The people need to be heard. The city attorney, the city manager, everyone, has a job to do. And your job is to listen to the people. And when the people have an issue, it needs to be heard. And it should be heard fairly without problems or without grief or being blackballed or listed for six months or seven months. And unfortunately, I couldn't be here the other night because I was dealing with the passing of my aunt who once told me have the best integrity that you can because it's people it's an army or village of people that makes a city not one person but everybody has a right to be heard everybody has a right to be heard on matters that involve them personally. I offer myself to the city anything that myself or our school can do to help the city, will happily do it. I live on Oak Trail, which is a private door. There's two houses in the city and there's about eight of them that are in the county. We take care of that road ourselves every couple of years. We have to spend lots of money to grade it, put a crown on it, et cetera. And that flash flood that we had last week caused this on Oak Trail because of the River's Edge development, which is another Glen storage development and Randy's aware of it in the City Manager, Mr. Erby was aware of it and I've been assured it's going to be taken care of and I trust Andy Randy Kusla with that because he said he doesn't want to lose his road either. I am downhill of the daring project on the west side. There's lots of preserves in that area. You all are going to be building your new city facilities out there. Mission road is there, coral traces there, Oak Trail is there, which ends up in the wetlands because there's only one way in, Oak Trail is the dead end. So I would just like to be assured that this contract for wastewater for daring has really gone over in all the wastewater that daring is going to produce is going to be kept on their side of 95, not on my side of 95. And so being true to my word this year when District 4 opened, I did not run. And as we know, Robert Wilkie qualified to run for office in June. But no one else opposed that run effectively electing Mr. Wilkie by default. We are at a critical point in our community and that is that is ankie by default. We are at a critical point in our community and that is an understatement. We are making monumental decisions for the future of Edgewater and I think as we know one of the occupational hazards of serving on a council or commission is inheriting decisions like we're dealing with now that a previous council made. Because Mr. Wilkie is already elected, I really do feel that is in the best interest of the community that he be the one making these decisions. And so with that, I am announcing my resignation effective Monday, October 7th, 2024. Grateful is an understatement. My family has been in this community for five generations, and it has been an honor and a privilege to serve the only place that I have called home So thank you sir for serving one with me. But I did, I wanted to look at us getting another Vactruck. We have one, it's used between different departments. So sometimes when stormwater needs it, if wastewater is already using it for something else, they can't use it, and that's something I would like to see. They ran numbers for me today on buying one and or renting one. I know because we only have a week left of fiscal budget that it's if you're able to purchase one right now because of the amount it would be but I was told that we could feasibly possibly rent one. I just want to see if we can get one immediately and then have it here tomorrow. And I know that was said it was possible. And that and that you would have it would be in your purview to allocate because it would be a small amount if we're only renting that one for a week or two. And then we could put in to possibly buy one and have another one of our own. I just think we need to. I spoke to a lot of the guys that were out on the street and I said, what's the number one thing? Do you think right now what help us? And I got Vack truck, Vack truck, Vack truck. So I mean, if that's what the workers that are out there saying that are going to, it's going to help, then I would like to ask thoughts on that moving forward, but at least, I mean, we can rent one for a week or two until we can put into purchase one fully because I know it does this all has to do with fiscal E with the budget ends in about a week and a half. And then we could ask to buy one then or if we could rent one now, but just throwing these ideas out there, but I would like another metric. Well, sorry. And he saw this, I've reached out to several people. I'm talking to state resources, county resources. And he was one of them. He has his own engineering consulting business and one of the things I was going to talk with the manager about, I know how swampy he is, is going to give him some time. He has offered his resources, his equipment at a tremendous discount. I was going to offer his contact services to you and Mr. Coslow. He first thing he said was, I have an extra back truck. Let's work this out. Let me help you. How can I help you? There's a lot of resources that we can take note of and use to where it's going to be a tremendous discount. It's basically a state of emergency and we're working on getting a state of emergency completed at least on my part through the city I'd like to get the managers thoughts on that as well but I will give you his contact information. He has worked in Edgewater before he's more than happy to work to get stormwater solutions now to tremendous discount. He loves this area, his wife and him live in Orman and Daytona Beach. The term will end as soon as a permanent city manager is higher their first day of work. I did have the pleasure, I call the pleasure, to attend an online briefing of city managers and county officials and references of the storm and the potential impact for our community. Crews from the Environmental Service Department have been working throughout the community today, Monday, September 23rd, at the following locations. Moeing the Woodland Neal Tree Canal, currently 33rd, heading north, mowing umbrella travelers canal, finishing up the north end of 442 to 18th Street. Umbrella travelers canal is done. They will send the machine to Unity Vista Canal, north end of the Woodland Yield Canal. That was brought up today. Cleaning out the 21st Street Canal, coming off of Umbrella travelers, crew will be cleaning vegetation in the unity vista canal at each of the cross streets that was also brought up. Crews will open pipe ends on silver palm drive and tamer and drive working throughout through Florida shores. Once crews are finished with the woodland unity vista can now then all canals in the Florida Shore South of 442 will have been done in the last few months. From there, crews will move on to Pine Queen, Orange, Pine to Queen, slash Orange Pine can now north of SR 442. And they gave a link on the Facebook page to bring any kind of concerns you have. Sounds like the managers already been working hard along with environmental services. It's appreciated and we understand that this should have been done in the past but I'm glad it's being addressed now and I'm very confident within the city that we had. I do have something I wanted to ask and a lot of two things I saw me also wanted to throw in at the end of the meeting and I'm sorry that I didn't get to bring up earlier and then another question that I wanted to throw out. I did wanted to express thanks to Robert Walker in the group that did the citizens clean up. I wasn't able to make it out to it but I met up with them after and they had a list of things that they were spots of concern that they saw and that included even a busted water main they found under the things that we reported all of they give me a list and I reported all of those and created tickets for the ones that they hadn't done but just thank you for all the community members that got together that was just amazing and then I also wanted to ask a lot of other residents had asked if we could do more than 10 sandbags can we do like 20 is that something that we can possibly we can consider that we were we're coming into the heat of our hurricane season we got to check inventory and that's possibility. Thank you that was my sorry that was brought up by several residents earlier today and I wanted to throw that out there. Speaking of saying, I have a unique idea that I was going to speak to the manager about. I've reached out to several local groups, teenage groups that need community service hours. It was an idea that was brought up to you by a wonderful resident and staff member. And I think that that's a good idea. I reached out to two or three groups to see if they could possibly help us with something one being the key club at the high school member of the Kiwanis and I plan to reach out to other organizations if that's okay with council on the manager.
