They're rather minor. There's some language in there specifically speaking to enforcement of denellen ordinances. There is a section within denellen's code that directs or provides authority for agencies other than the denellen police department to enforce ordinances, usually through mutual grayment aid agreement, how it was designed for, for ordinances that are penal in nature. So that language, or at least a reference to the ordinance remains in there. In addition, there's some language that states the sheriff will be responsible for enforcing ordinances, customarily enforced by Dinellen law enforcement. So in other words, anything that police department has been enforcing, the sheriff has agreed to continue enforcing that, or at least per this draft, that's covered within the agreement. Anything going forward, you know, when the city adopts in an ordinance and so forth, you can discuss that with the sheriff and add some of that language into the ordinance that it is penal and nature if that is indeed the case. And that would be some of the discussion when the ordinance is drafted and adopted. As to other edits, there are just some edits regarding the City Council's ultimate authority to really administer its agreement. In other words, you remain in control or retain control over the services provided simply by being able to exit the contract, which is important for the law. Other than that, there have not been substantial changes from the last version that you received prior to this one. I know one of the things to discuss may be river patrol and what the duties would be regarding marine activities and what the first term would be. Would that be till the end of the fiscal, how would that run right now? I believe the agreement is set up upon execution. However, as I understand it, May 13th is sort of the deadline or a start date that the city may be looking at given that's when the current agreement with the sheriff ends. Other than that I am available for questions. I've been working with Sheriff's Council on that and they've been excellent to work with. And I would imagine we have a Sheriff's Council here. Please don't get me wrong. But I just think the word, I don't know. For some reason I just think the word additionally, his job is to keep a place and community resource officer. Does that make sense? Or is it just in Valerie's mind? Be nice to him. They're different. You have school resource officers and then you have community resource officers. So. Community resource officers in line with what other agencies use for this position. But as far as that and the end or any of that, I sure don't have any disagreement. Okay. I mean, it's again, it's just, because it's kind of we're in two hats. Like, is how I would add it. And I guess that's where I'm coming from. It's just, let's just the right thing. And Councilwoman, what I would say is, you know, ultimately, whatever is inserted there, of course, in discussion with the council would, I think, somewhat depend on what these specific duties, the chief police would retain if there is maritime control or something, you know, that would be in addition to those duties, you know, really beyond what a community resource officer would do. And in fact, you know, that may just be an addition of the specific maritime duty or a description of that and hence the discussion of the scene. Those, that job description was sent out to everybody. Was it? Yes, yes. Yeah, no, I know we'll also be doing. And I guess I'm getting kind of confused is what the difference of a community officer is and a chief of police is because he'll still be directing like our volunteers and those types of things as a chief of police to go out and schedule the police, you know, or the maritime patrol. We're going to still want him to be the face of our police department going to our chamber and to our businesses. So I think if you came to me and said, oh, hi, this is our community resource officer, I would not think of him as my chief of police. Is that? Introduce him as your chief of police. That's exactly right. Okay. I get, I just applied, I'm saying he's wearing two hats. I'm not just the one. Well, his hat will be as we identified. Well, yes sir. But he will, his duties will be in line with the positions. Okay. So it's an 80-hour work week so it does not work with that by one week. Okay. My question is is that the two The root for terms is three times six is 18 positions you have to fill. But you've got Sunday. So is that going to incur over time that? No, it's, it's, like I said, it's based on a two week period. So I could show you better. I guess if I had a schedule, but I don't. So an absolute work Friday Saturday Sunday, then they would be off Monday Tuesday, then they would work Wednesday Thursday, then be off Friday Saturday. I see now how it's done. The other thing I asked about is, and I see in here is that if there is a contract with the, if you go back to the bargaining table and they're given a raise that Mary County is going to absorb the raise and we're not going to have to deal with the raise and deal with the raise. Yes, it's written in there. It's just based on your CPI, correct? Yes, sir. Yes, yes. If you'd never received the CPI for the, it would never exceed the consumer price index increase. I know, but my question is, is it suppose your bargaining unit next year has a raise, and you give them a 5% across the board of raise. And if you're only going to raise it by the CPU, which is separate from what you agreed to in the bargaining, then that means that Mary County is going to be paying the extra 5%. So my question is, is how long is it going to be before those raises catch up with this before the cost of the contract increases exponentially? Do you follow what I'm saying? We understand what you're saying, but I get it clearly what you're saying. But that's why it's built into the contract. So it doesn't happen that we come back next year and say we gave a 5% raise. Now we're going to raise our contract rate 5%. Plus the CPU. That's why it's in the contract saying just the CPU. But it also says in there that we don't make up the overage for the contract. Correct. But do you understand what I'm getting at is that if they take a 5% hit, how many times are they going to take the 5% hit or the 3% hit or the 2% hit before it's such a great shortage causing them money? In at some point, instead of an automatic renewal, then that would be prior to the automatic renewal in whatever fiscal year, September before 30th They can come back and negotiate that Well one thing to remember you know is regardless of who would be maintaining this hour basis for the service We would be under the same obligation to provide the Price the raise for the employees right our negotiations also. So it's like all votes get lifted at the same time. If the tide comes in and the tide rises, well then we would have had to pay it anyway. The words, it's all... I'm just for you to farther down the road in a of years it would add up that it could suddenly jump from a reasonable number to an unreasonable number to it to make it up. Because if they're giving them a thing of an eight percent raise over three years, we're eventually going to end up paying the eight percent. So that'll be a substantial cost. So, okay, this is a question I wanted to do. The other question I want to ask is that, I see it here, it says it. So, if we, I believe when you looked at it, we were saying that, say, May 15th, we go into this procedure, we have to start paying. So, out of that $768,000, rather than be paying six months of it this year, right? Because the agreement's only gonna be enforced from May and close September. Yes. Does that mean that you can determine, so say, if you say, you know what, we really can't justify six officers that you can then reassign another officer and say, we're going to use them over here because you got to pay six officers to work the state and that's what we're going to provide you. I'm not familiar with that specific section so maybe I'm going to be able to speak on that. Yes sir. There is a minimum base level of staffing that we've provided for in the contract and that minimum base level is six officers. Okay so we are going to get the signal. Yes sir. The only time that you wouldn't is in the case of an absolute emergency out of the square in the counter. Yeah, I understand. Other than that, based level of sex, we can always assign more if need be. And that will work both ways. The reciprocal works both ways. It will work both ways if we have an emergency in Dun Allen. They will always come in and insist so we would be in a Virginia Allen. I know this so far as long as I've been here, if you guys have a homicide, we can work at... No, I understand. I individual part of the city of Dinalin, or you have a sex crime, we can work at, or, you know, whenever you ask for help, we've always been there and did it. So, I guess the reason I'm asking is coming from the fire department down in day county, Halea, side of each related agreement, the same kind of like this with the county, figuring they were going to, if they needed help, they were going to get supplemented. But what happened was the county had so many runs that all their trucks were out all day in the county. So that's what I'm trying to ascertain is that we don't get in a position to where, oh, we need them over here. And if we're slow, we're the first, ours are the first officer to go. So I saw the thing about the now employs department and the chief, but I'm assuming that we're going to have to redo the chief of police community resource officer. Some of the things that they're entitled to do that are listed here is his jobs. It's going to have to change because he won't be supervising directly Mary County police officers. Is that correct? In further contract, this is actually what it states. That's correct. It says here that it says it plans to direct all activities of the police department, which I would use. Police department. Yeah. He'll have reserve officers for the both patrol. OK. And, but yeah, that is for the Donnellan Police Department, not for the Mary County Sheriff's Office. That's where he can call them and say, hey, we need you extra over here. I'm sure he used the word please and how that taken care of. So that that's where his chief liaison position will come in. If the officers aren't seeing something, he knows about something, he can call and get that taken care of for us. And the last thing I had in this party I came from, we did the same thing with MetroDate, is that they had a cause in the agreement to set that if they had trouble, if the city had trouble with any officer, that they could ask him to be reassigned to back to the pool and get another officer would not cause. But deputies, not just we're answering the calls, we're going to assign deputies here earlier than we agreed upon. Right. Because of what hit me when I read this first line, says the first term of this agreement will be when the last signature is on this agreement. Now my first reaction was, are we going to be paying officers and y'all, which now this makes sense. And I understand what you're also saying, we have a need, we get down to say two or three officers and we need help that y'all are going to provide it and will be charged for is and I'm good with that. Then it comes back to everybody. We will have a meeting to approve that version if there's any changes. Then it has to go to the county commissioners for approval. And the reason I'm asking that we put a 513 data in there is because then that informs the county commissioners of what date that we need to hit so that they can get it on their docket in time to do that. And just as the major said if we have an exodus you know they've told us over and over again that if we need help they can bring folks in early and we can kick it off and that would be a totally separate type issue type thing. But I think it would be wise that we give a date for the county commissioner so that they know what what they're working with Does anybody is it an objectable item is anybody have any concerns about that? My only concern was putting a final date on it and and stepping a little bit out of bounds by speaking for the county. In the past, when I work with them, if they perhaps missed that date, they will kick the entire contract back and say we need you to redo it and then it sort of delays the whole entire process. Okay. But if we at least front and front it with them and tell them hey, this needs to be done. Okay. And right, the issue is we're not expecting to have any officers here after the 13th. As I stated, we're not going to let you have somebody here. OK.
