Like is the city covering 10,000 and potentially the park or the Bentleyville nonprofit is covering 2,000 or are they like going in on equal 10,000? I'm just curious on how the distribution, the budget kind of looks like. But yeah. Councillor Able, I'd have to look at past years to understand what that performance has been in past years. Yeah. And again, just to reiterate, this is a great event. It looks like it's free and that's why open to the public draws in a lot of folks and that's why the city is responsible for the first 10,000. I guess to ask my question more specifically, does the park, is there another 10,000 on top of that? Is that damages or the budget around that around 20,000 in the city's only covering half? Or is the city's portion significantly more? So that's the specific question. It's surrounded by residential zoning and residential properties. The property owner has indicated that the plan is to proceed with a housing project there. I really appreciate Councillor Randolph, Councillor Neff you and President Tamanik, you're working together and potentially even highlighting one thing I think I I was discussing, like, hearing a lot from tenants as they just didn't know. I'm curious, I guess my question is, thank you so much for bringing this forward. Is this something that the tenants' rights, or sorry, the tenants' union is aware of, it's coming forward, did you work with them and bringing this forward? Just curious, does this resolution, is this connected by any means to what the tenants union is proposing? Mr. Rander, if you want to take that. Mr. Can, thank you so much, President Tumana. Thank you, Councillor Oll for the question. I've been working closely with the Dulles tenants union and take action to lose specifically Diana Grandeau. They are aware of all the work that we are doing in hopes that they will find its satisfactory to the ballot measure that they have been proposing which we believe is systemically flawed. And so it's this work and then you'll see several Councillors are working on another piece. This is part one of hopefully a multi-part process of policies and some ordinance changes that will bring forward. response to what we're seeing is the actual underlying issue and how to bring the correct policy forward. So they are aware. I'm sure they're probably very supportive of any movement that we make but it is we're working separately from them and certainly we welcome them to end their ballot measure and let us go ahead and do our work that we see. Thank you, President Smondick. I also appreciate knowing that there's more to come, and obviously more discussion. I just had a general question, so this posting requirement would this be then a long side? I think they have to write the landlord's name and contact information. Would that be like, to post be posted on the front doors that kind of Where this information is supposed to be Yep, constant nephew So in larger units find if units are larger there tends to be maybe a shared laundry room or a public entry And that's where it would be posted not on a front door And the intention of doing the larger units is that oftentimes in single family homes, when you post these on the walls, tenants cover them up because they're renting that type of property because they wanted to feel more like a home that they own. So that was the intention. So larger buildings, you'd have a public posting. Also, in my experience, when you hit buildings of that size, you frequently will have tenants who will live there for many years. So it's also another way to make sure that they're aware of the resources where their lease may have been signed five years ago, initially, and now going into just a recurring renewal. My question is, not necessarily related to this specifically, but I was curious for the public. I've been getting asked the question, what is this study group we've never seen, council do it? What is... Should the Ken public show up to it? Like, what is the discussion? Is there an agenda? So I'm just wondering if President Tamanik and Administrator Staling, if you can give the public a little bit of detail on what to expect on Tuesday. Sure, a study session is just that. It's a work session with city staff and the City Council on a specific topic. In this case, the topic is rental licensing and enforcement. It's been a topic of much discussion amongst the council and the community. And so it's really an opportunity for the council to go in depth on a specific topic to tap into staff experience and expertise and to work out potential policy direction. And so it's designed to be a little less formal. It's designed to be hopefully informative for the council, informative for the public, and to allow for really exchange of ideas, exchange of opinions, and to provide council direction to staff on future direction that the council would want to go. And I'm understanding so it's less formal and we're not really following Robert's rules. It's more of an informal discussion. Which staff will be present that day? City Attorney Lair will be there. I will be here. Deputy Chief Otis. Greg Smith, I will be there. Other staff will be there. There will be some folks from OneRoof who have some expertise in housing will be here to share some of their experience and expertise. There may be others as well. And certainly the public is welcome, it's an open meeting. This it will be broadcast just as a normal city council meeting will be and so it will be a work session. Perfect. And then if I'm understanding, if I have suggestions on policies or policies that I have been chatting about working with city staff on, I could potentially bring those forward during that time too. It's just up for council conversations in debate. Or are we sticking to specific policies that are currently on the agenda? The topic of discussion is rental licensing and enforcement. And so that's the topic for the night. And so really topics that are in discussion that is germane to that topic, that's what we're noticing to the public. And so if we were to go into some other topic that is not related to rental licensing and enforcement, that would not be appropriate. Because we're noticing to the public that that's what our topic is But anything related to that and discussion related to that topic would be appropriate for the council to discuss Sounds good. Thank you so much Administer Staling and just wanted to make sure I was prepared with what I was bringing forward to I guess in terms of the the Roberts rules portion I mean that the council president still you know recognizes speakers and there's order that way. In the small group that you mentioned, as far as fire chief, deputy Otis or not fire chief, but yourself, were there any city Councillors in any of those meetings? I've been working with city attorney and Deputy Chief Otis on some of our policy directions as staff and I've consulted with Council President Tomannick and Council Randolph and Vice President Nephew on the study session concept because it's a new concept. And so we did talk some about the structure of the study session concept. And so that has been the extent of our discussion and the topic being rental licensing and enforcement. I guess I would be interested as the public safety chair to be more engaged in some of those conversations as I will be doing some work and reaching out to the Deputy Otis and the gentleman out here, I forget your name. So then we have more diverse voices in the room, if I may say that. And then for the meeting after the council meeting, I want to just be sure that we have enough time for people to ask questions, like formulate an understanding and maybe give whatever we want to give for advice, because if it's just one meeting and I'm going to be asked to formulate some decisions and I know I can happen after but I don't want to be cut off and think that. The genesis of some of this activity with the study group came from the Councillor's President Tamanic and FU and myself working on the resolution you see in front of you. And so it was in conversations we knew an underlying issue that we could all agree upon was ten did not understand their rights under state charter 504B with the, in relation to rent desk growing. So they have some of the solutions that we're looking for and we saw they did not understand that. So an idea that Mr. Staling came up with was let's do a study group so we can now dig a little deeper into this issue specifically as we create any other policies possibly in order to this could be resolutions that we come up with but we really felt as a council to be able to understand the core issues. The services we're currently offering was really germane to us being able to make a really good decision because the city is relying on us as a council to come up with the correct ordinance rather than this ballot issue that's out there which can put tenants in a real legal bind. We really felt it was important to stop, do the study group, do a deep dive and make some really well informed decisions. Thank you, Councillor Render. Councillor Mayo.
