I just, I'll just echo Commissioner Shortel's comments about the state of the city. It was a lot of fun. It felt like a really great inspiring night for the city. We heard a lot of great news. And just on a personal note, it gave me the opportunity to talk to individuals that I haven't heard from in a while and people that had had issues that they came and told me, they said, oh, you know, the issue I was having with this, it got approved and I'm so happy and the city was so helpful and then I had other people come to me and say, oh, pick a ball with so much better at my house and I'll thank you. So just lots of little interactions like that one, I have one business owner say, you know, they're working in front of my business right now, but. The good news is is that they're working hard and it's, you know, it's, I've seen it go from the start to them moving down the line and. just a lot of good news. So thank you to the city staff for putting it together to Commissioner Smith's ban for playing. around the line and you know just just a lot of good news. Moving on to item number five, consideration of a contract with Sun and Suns for the purpose of creating a city brand. City Manager Bryant, can you fill us in? Yes. Thank you Mayor Perkins for a panel. So we have had an item in our capital program for the past several years to appropriate funding for the purposes of establishing a city library. In earlier this year we published an RFP for the purposes of executing that project and received 22 proposals from firms across the country in response which was excelling for us. We did not expect to receive that many proposals but after did, we passed through them and graded them according to several criteria, pricing, you know, ability to perform the work is design quality, so on and so forth. And so we established a score for each of the 22 proposals in narrowed that down to a list of 3D. Given that these proposals aren't necessarily apples to apples, right? Each firm can kind of offer slightly different products that you will. We interviewed each of the three finalists to better understand their processes, their deliverables, their experience, materials they had published as deliverables for the communities they had previously worked for, or the entities they had previously worked for. And at the conclusion of those interviews, decided to recommend the firm of Sun and Sun, who is local to Atlanta, to be the firm to carry out this work on him. We touched on it a little bit at the previous meeting, the two other firms who were in consideration as finalists, were both out of state. And they both firms had a wealth of experience providing brands or communities such as ours. But at the end of the day, we were a little concerned about, the disconnect with the community that might arise of firms who were traveling to conduct the work and whether those firms would be able to provide enough of their time on the ground within the community to essentially get us to the place where we are comfortable with the end product. We also felt that not only did Son and Son's have the advantage of being local and not carried with it travel costs, we also like their approach to community engagement and their quality of design was seemingly, and again, this is not Apple's tab, right? More aligned with our vision than the design capabilities of the other two finalist firms. Who we thought were a little more, you know, I don't have a great term for it, this cookie cutter is not necessarily the term, but let's just say that the graphics produce by the other firms were not as unique and creative as those provided by Sun and Sun. So that's how we arrived at the place that we have today recommending a contract to you for consideration tonight with Sun and Suns to perform this project at a cost of $100,000 flat, which is within budget. In addition, the DDA last night voted to participate in this project and contribute $30,000 for their resources toward the completion of the project, which Stan is grateful for because if you all approve this contract that frees up $30,000 in our capital program for purchasing items in order to implement the rollout of the branded stuff. So we are grateful to the DDA for making that amendment and we are incredibly excited to begin the work with Sun and Suns on this project. If you all approve this contract. You have a copy of the contract outlined within it or both the processes that Sun and Suns will use to conduct their work and the deliverables at each stage in that process that they will provide back to the city as a result. So if y'all have any questions about that, feel free to ask, but that's the long and short. So do I have a motion to enter in to contract with Sun and Sun's for the purpose of creating a city brand. So the city was incorporated January 1, 1928. Yeah, okay. But the signatures were in 26 as well. So the legislature approved the establishment of the charter in 26. However, the city actually had to hold elections prior to a federal business being able to be conducted. So that's why it took a year. Okay, so I mean, it sort of answers my question. My question was this, and this is something I think we should nonetheless consider. Lose that with those, that infant coming up. We grew over and we were looking at another branding effort to celebrate that uh that's something. No, we would not. So essentially any uh marketing and promotion or advertising or however whatever you want to call, using the brand moving forward in any capacity would be built upon the existing brand that is created through this guy. I really liked the presentation and I think the contract looks really good. I did notice right off the bat in their discovery phase, they do have at least four specifically defined. What's the right word for specifically defined actions that they're going to take that involve community feedback talking to residents. Whether that's in interviews or just at events and that I can't picture their processes. They're going to be present at some of our community gatherings weekend, wind down things like that and talk to people and say, well, what do you see in Avadilistates? And that's kind of how they'll take that in. Along with the survey that's going to go to the entire community. So I really like, I think they have a lot of engagement with the city, and I think it's going to be, I think they're going to take all that into consideration. And when I think of branding, I kind of think of it, I think of our neighbor down the street. When I drive through city of Decatur, I see their signs, I see their trash cans, when I go in the rec center over there, I see their flyers, everything is very uniform and I know even they had, I don't know if they still have, they had a storefront for their visitor bureau at some point and everything there. It was all, everything matches from the color schemes to the fonts, everything so you know exactly what is, you know, official city decatur material. I mean, down to the trash cans. They have their trash cans of branded and colors and they say, decatur on them. So I really, you know, I kind of think of this, a whole effort as an investment in ourselves. And I think, you know, it's important to realize that Avondale estates deserves that kind of uniformity in our messaging, and it's not just a logo on a briar. The colors of our bike racks in the city. And it's everything that's going to bring it all together really cohesively. And the other thing that I want to point out that I really liked and talking about our 100- is they in their in the section about story and messaging, you know, they say they're going to, you know, I can't I'll just read it out loud if that's okay. We will build a story that links Avandale's rich history to its valuable present. And I think, you know, now even though we're not exactly in in 2020 yet. This is our chance to kind of take, get a story written that way. you know, now, even though we're not exactly in 2020 yet, you know, this is our chance to kind of take, get a story written that makes our previous hundred years, our next hundred years, and I think having this branding is really going to be an investment in our city and it's going to pay off dividends in the long term. No, nothing other than I think it is a good time that the city has considered moving forward with a brand project, just with all the development that's been going on and what's about to be rolled out. The funding for this project is gonna be created in our actual program for several years. This project is within the budget of those allocated resources, even more so with the assistance pledge now by the downtown development development of the board. Wonderful. So I mean, I like how it's been set aside previously and this seems like just a appropriate and good time to move forward with some sort of strong branding. The presentation looks great. Yeah, thanks for all the great comments. I just wanted to add that I too was very impressed by the amount of community input that the contract calls for in lots of different ways. And also, just to point out as the process, as we're going through the process, the contract also calls for them to come up with three different design direction options of which we will settle on one. But there being very flexible, going to give us lots of options, they want us to be happy and all of that sounded great. And then also Mayor Elmore asked me to share with you that although he can vote tonight, he just wanted everyone to know that he is also in favor of this contract. I can tell you that staff and all of us are aware of a project. But that does not mean that staff is working on it through that any, any, it has not come to us. We have had no requests, we have had no information. So I will leave that. I had it confirmed about a month ago that through a member of the DDA that spoke with Shannon that said they had been talking with them. So they may have come, like I said, staff is aware. Someone may have talked to staff, but it is not something we are in any way ready to do anything about comment on and it has not come before the city at all. Okay. Well, one more comment on that subject is that when it comes to annexation, I remember how controversial it was when a former mayor and commissioner went to the state about an annexation and there was some people and I know you're one of them that was very upset that the community didn't know about it. So I think if the board is considering an annexation and I think the board should kind of consider that before staff works on it, I think that's the way things should work because the board is responsible for the vision and where this city is headed and what we want to see for our city, that's a board thing. This is a city of Avondale States, Florida Mayor and Commissioners work session. It's April 9, 2025. The time is 606. I'd like to call the meeting to order. I have an adoption. Okay, first order of business discussion on expansion of the downtown development authority boundaries. So you manage your blind? Yes, thank you, Mayor Kirkton, Chortelle. And last night's DDA meeting, the members of the DDA considered an item to recommend an expansion of their boundaries to include the recently acquired linear governance, and the two parcels that were annexed into the city as a part of the TVG assemblage. During the course of discussion, there were also parcels identified along the east side of North Planned and Road that had not been previously included within the DDA's boundaries, even though parcels both to the North, South, East and West of those parcels were. So given the fact that those are also located within the Central Business District, the DDA has recommended to the BOMC also including those parcels for consideration in the expansion of the boundary. So, you have a map detailing those parcels with which I just identified and are being recommended by the DDA. Those parcels are indicated in green. So you will see the green at linear gardens, which is basically the the southernmost point of the St. Cross and Intersection heading south. You will see the inclusion of the two TVG related parcels to the south of the existing boundary. And then the collection of parcels on North Planned and on the east side of North Planned. You know, staff has no objection to the recommendation made by the DDA. This makes sense to us. It would allow the DDA to provide services and resources to those parcels as it does all of the other parcels that are already included within the DDA bathroom. So any questions feel free to ask. And just for folks out there to, to be clear, the parcels along Clenden are already within the central business district. They are not outside the central business district. So questions are common skies. or anything. Yeah. What is the benefit of doing this? The benefit of doing this? The benefit of doing this is to allow the DDA to be able to provide their resources and assistance to things that may occur on these parcels just as they can any other parcels within their existing approved boundary. So, for example, with taking linear garments into consideration, if the DDA were able to include this in its boundary, then it can direct financial resources and otherwise to improve the gateway condition of the parcels for the purpose of future economic development. I'm not as I'm martyling with the senior living space what the blue railroad contribute to that. So it's a commercial property within the central business district so it would be a natural inclusion as all other commercial properties within the central business district. Aside from those on North clear and in are already in the existing DBA boundary. Okay, is there anything concrete that we're considering doing within that expansion area? Yeah. Okay. So I mean, I'm trying not to be standing in the line all and what are we getting out of it? Well, I know is because those parcels are now in the city where they work previously. And the benefit is that the DDA can provide its resources to those parcels as it could do any other commercial parcels within the civil business. I guess the part that I'm really sure about is the Lagardeans part because I'm not quite clear on where it would be happening there. That's my question. Yeah. So for example, if the city were to consider any improvements to that property for the purposes of economic development such as gateway signage or a gateway display or gateway equipment, the DDA would be allowed to presumably assist the city with that by providing resources. All right, thank you. Yeah, and I would note that the park across the street from there is included in the DDA boundaries. We extended those boundaries in 2012. So that's all, it's all, it's just basically to try and keep everything in the central business district also within the DDAs purview to be able to. Yeah, I understand, you know, for them to do something, what do we get out of it? That's that's basically even a question. Commissioner Smith. No, this is pretty straightforward. I'm okay with that. I mean, if they can have something in their district in which they can assist, I think that's a good thing. Yep. Okay. Thank you. So the next step will be to vote on this in two weeks. Okay. There's a resolution attached to the item in order to expand the boundaries, go with that good dot, veteran. Okay. Okay. All right. So let's move on to item number for a review and discussion of the compost pilot program. We got some bad news about this. Commissioner, I need sitting manager about it. I'm tired. You're correct. Unfortunately, we were informed that the grant award that is used to fund the compost pilot program has been frozen and the city no longer has access to those funds. We do not know when or yet those funds will be released again and available for use to continue the program. So we had to make the unfortunate decision to pause the program while the decision for the release of those funds is being reviewed, we have a contacted Senator Ossoff's office who is pledged to assist us with obtaining more information about whether the grant will be permanently frozen or released in the future. future and as soon as we get that information, we will let folks know. In addition to that, we sent a letter to all of those who are participating in the program. Information about the polls and options for those participants moving forward. We also created a press release to notice to further assist with notifying members of the public in addition to inclusion of that information within the city's e-news. So essentially right now, unfortunately, this week is the last week to pick up. And after this week week there will be no more service provided until we get some sort of information about the award moving forward. Although one second, Shannon is not giving me a note. Okay. Yes. There are authors as a part of the letter that went out to those who are participating as to what to continue the service. It's just that. Our grant funding note will no longer be able to provide that service free charge. Later in the year, when we talk about setting sanitation fees and establishing the military, regardless of whether this program resumes, I think it's probably prudent to have a discussion whether or not the city would like to continue the composting program beyond the pilot stage, the grant funded pilot stage. And once we get closer to that, we will provide you with information regarding compost now any proposal they could make and the cost associated with that proposal. City manager Bryant, please. Yes. So currently, contained in our code and outlined in the copy of the ordinance that students have to produce for this item was a provision whereby any person who would be serving alcohol and one of our dining establishments or any establishment that serves alcohol would have to be permitted to do so by the city. And that process required those who are wishing to serve in the city come to city hall applied for the permit have city hall produce a background check clearing them of any alcohol related offenses and then issuance of the permit upon receipt of a clear background check. And so not only is this an addition to the administrative function of the city, we were talking amongst ourselves and wondering why we require this. Because in our recommendation would be, our opinion would be, collectively, that this should be something that each individual business considers when hiring employees and not something the city should consider for businesses when hiring employees. So we felt like it was just an unnecessary layer of government that we could eliminate moving forward. So the ordinance you have before you removes the language from the code requiring said permit. And then we'll put the onus of ensuring employees are fit for duty onto the individual businesses that hire them. Thank you. Questions, comments? Just curious, do we ever have instances where someone came for a permit and they didn't pass the background check? And then they would deny employment by a business? I can't speak to that. Okay. Yeah. But this is something that, you know, that the business would do. Yeah. They're responsible for their employee. Yes. And their employee's actions. So that would not city, right? Yeah, okay. We find it to be an unnecessary layer again, an unnecessary layer of government. I have oversight. Yeah. So two questions. The first is if I worked at the Stratford and I got this permit And I didn't like working there. I went to write for a lost road. When I have to reapply for a permit. I do see some logic in it in that within the city limits, you have a permit to serve alcohol. I mean, that's the only logic that I see in this. But the second question, then I didn't have time to reach out to anyone, but maybe you can answer this from the city of Decated does this. And I'm wondering, you know, what is the logic behind that? You know, I'm not disagreeing with you that it's an added layer of, I don't know, of permitting, but I'm not disagreeing with you that it's an added layer of permitting, but I'm just wondering what is the logic behind it. There's plenty of cities across the country who do this. You know, it's tough for me to speculate. The reason as to why cities do this, but a common refraining was to ensure that undesirables would not get employed within a boundaries of citizens. Okay, yeah, I mean to me or to yeah, okay. I'm good. Commissioner Smith, any comments comments? Yeah is this something that is already done by the county? Is there some sort of certification already? Is this a redundancy? I didn't see where it's obviously an added cost of, you know, allocating city resources where it wasn't worth the allocation, but is this something that's already done by another organization? Well, so, so. Business. Any business that is allowed to sell out and has to conform to the state laws that regulate that practice. So essentially, the law on our books carries no legal. Yeah, so it's just I feel it's a redundancy. So I feel, you know, it's not necessary. I'm not a professional Steve, this is me, not doing a lawyer. Section one, section two. The birth end was here by repeal, but that code section designated reserved. What the hell is happening? Just means it happens either when something is repealed or when a new ordinance is put in place and you want to say some space for the future. So it's just a. The alternative was to reorganize the existing parts. And this was just an easier way to do it. And then the other was I noticed on the map that the parcels, at least from what I saw from the website, the parcels along Claren did North Claren did weren't actually colored green. So I know if on the website is an older map, but if this is associated with an official mapping, I think it would have to be correct. I may have heard from Mike Hansen. The original map for consideration was posted prior to the addition made to that recommendation by the DDA last night. It has since been updated. I know one time there was discussion about the DDA being involved in 278 and they said they couldn't do it because it was a part of their boundary, so they expanded their boundaries to include that. So I'm just wondering if they're expanding their boundaries for that. Why can't they expand their boundaries to cover the whole commercial line across there? As it looks like we're just doing it just for the senior living and not to help that strip businesses along there. All of those businesses, except for Avondale Station apartments are in the DDA district. Correct. When did they include those? 2012 and 2002. 2012 included that side.
