Mayor Reyes, Mayor Pro Temeramo, City Council staff and members of the public. Brief update on the ongoing construction and installation of the 18 inch water main along Adelante Road as I mentioned at our previous City Council meeting this is a high pressure water line that's going to be installed to service the new industrial park that we're bringing into our area and some of those areas that are underserved as well. We've got over 3 million square feet of logistics industrial growth taking place in our city. And so this infrastructure is very much needed to serve the many jobs that are scheduled to come into our city with this project. The line has been installed from Al-Mor and Adelanto Road, heading south all the way to Chamberlain. And the second and third phase will be commencing soon with a completion date of approximately estimated time frame of full installation by March 3rd quarter and of 3rd quarter this year. Excuse me. Moving on to the Lewis group, the intersection of Highway 395 in Mahavi, they will be breaking ground on phase one of what they have in store is five storefronts. And this is not including McDonald's. This is not including the existing gas station. This is not including the car wash. This is their second phase. So there's approximately five storefronts that they're going to be breaking ground on here in the late quarter of this year. The grading permits have been issued by the late quarter of this year. The grading permits have been issued by the way. So this is definitely underway. Speaking of McDonald's, it's forecasting to break ground April, late April of this year as well. The car wash, that's about 75% completed and the utilities are being installed. The Car Wash is also scheduled to be open in April of this year. Moving on to a new project that we're working on is a sewer line that we found had tremendous issues along Auburn and Highway 395. We went out to bid on this project and the lowest bid came in at $675,000 and high desert underground who's been doing a lot of work here for our area was awarded the contract. And as we continue to identify water or sewer related infrastructure problems, we immediately take action and address whether it be a water issue or any other infrastructure issue. We move as quickly as we can. And so Mr. Mayor, that before I conclude my report, just I, along with several of you, return back from Washington, D.C., where we had a very productive meeting with our congressmen and several other members of various agencies. This is going to require us to continue to take trips, to continue to build on these relationships, not for us to bring in the very much needed revenues to replace our aging infrastructure, citywide, whether it's water or sewer related. I know that we made a great deal of progress. We'll make the announcement from Congressman Jay Obernolte at the right time, but we have a lot of great news to share here in the very near future. That concludes my report, Mr. Mayor. Thank you. Can you just touch one more time for the residents coming in? You said there's five more grading permits that were issued for the Lewis group? Yes, sir. Rough idea, just categorically wise, what they could potentially be? Yeah, there's been talks of, not the Jamba Juice, but there's something similar to that, like a Jamba Juice, potentially a workout facility, gymnasium, a bank. I don't know with the other two, are I here? They're going to be medical related. Nice. OK. Just want to be medical related. Nice. Okay. I just want to give an update. You know, I know a lot of those things. Lewis Group is a long, much awaited project, right? So as we get those type of things, I know we can never ensure what the project is going to be until the Lisa sign, but just knowing what type of you know businesses you know, businesses, retail, restaurants, stuff like that. It's coming to the city is always great. And thank you for that. I got one question for Jesse. If you may, if somebody wants to get a business within that, who would they contact? So one thing I want to do different this year, council, is, I don't like the fact that all y'all be taking my comments. And by the time I get here, all I'm doing is just repeating myself. I'm just go the same way that we went and then just let it be what it is all right But super excited you guys we had a great trip out in Washington DC Freezing while we're out there, but I wanted to start off from the from the 15th of the January 15th I had the pleasure of going over to elemental high school and being a part of their barber program that they have there. It's so awesome all the CTE programs that they have at the high school for these kids to really pick up some trades and some jobs. I walked in and it truly felt like a barbering school, barbering college where they were braiding, they were cutting hair, they were doing live haircuts and just when I say the future of Alonso was bright, I don't just mean that by the stuff that we're doing here in the city, but I'm talking about these kids. I'm talking about these the youth and everything else is going on. I'm a young lady by the name of Puka. She is just dope. She's the one who cut my hair, heavy into fashion, didn't want to become a barber. She wanted to be like a manager and a supervisor, but then learned really, really quickly that she was good at it and has been cutting hair. She plays varsity basketball. She's just a motivated driven like, yes, you're going to be great because of her mindset, right? So shout out to you, Pukka, for the amazing haircut, and everything else that is here that you're doing there. Shout out to you to Mr. House. He was the owner of House of Fades, right? So he runs House of Fades, and you know, the talk is, and I'm gonna reach out to Mr. Brat, but I ask, is they wanna do a House of Saints, right? So all the kids are just like as we're getting credentialed and we're getting our licenses We want to be able to go to a barber shop here locally where we can cut So because it's a program. They started out of the high school They even have a name going house of saints where the kids can go and then start working there It was it was beautiful just the vision casting that that these young men and women were doing From the 16th to the 20th myself mayor pro Tim 10 and city manager, we're out in Washington, DC and seven degree weather and I will say That you must have to buy a coat for there from there and I'm grateful that I did that. It was freezing I was talking big smack like I am ready. I'm gonna be able to weather the storm this seven degree weathering nothing I'm excited for the inauguration. Blah blah blah blah blah. Day of when we walked out of the metro and we hit that chill factor, I was grateful that we had a seven minute walk to go to the building where we're gonna be watching the inauguration because I would have been frozen cold out there. But while we were there, had some amazing meetings with just Congressman Jay O'Brien OT. The only one person I do want to specifically touch on, I'm not going to talk too much about it because there's something that Mayor, Mayor Proctym has been taking the lead on is we spoke with Senator Brian Jones who his Chief of Staff was heavily involved with traffic studies and works very, very closely with CalTrans and our district and improving the qualities that we have of Iowa 395. A lot of great other meetings with Eli and other individuals had some, you know, some crazy ideas on how we can potentially be of assistance to some of the families and homes that were lost down there in the Palisades fires and other areas and working with with our lobbyists and the federal government. But I also want to say thank you to all of our first responders or firefighters, you know, sheriffs and everyone else and all the volunteers from the community who have been donating and giving the goods back to the families who have lost everything out there in those fires. So last of that, I saw about 80% contained. There's still some stuff going on, but it's pretty much a brush fire now. What else? On the 21st, Virginia, if you can help me set up, or a brand of you guys, and I'm gonna be set up a meeting with VVTA because I was flying back home yesterday. I wasn't able to attend the first meeting but I want to most definitely not drop the ball and all the hard work to be going on there with VVTA and and get connected there. One of the things that I want to speak about and city manager I'll say this man if it takes you seven years for me to finally have this conversation with you you know you're doing a remarkable job but I will say probably for the first time. I'm not too satisfied with an email report that we got in regards to some of our water quality levels and reports. We know that there's nothing new. It's something that we've been battling and struggling with for the last 20, 30 years since the base was closed. But it is a little discouraging that we finally had to send out that report. I know that we have a lot of tremendous progress and a lot of things that we're working on. One of the things that I admire at the same time about my city manager, about our city manager is that he doesn't like to talk about projects too far in advance until it's almost time to come to fruition. With the water quality issue, I think it's important for us to make mention it as well is we're about hopefully two to three months away from our hydrology study and our citywide hydrology study being completed when it comes to our infrastructure here in the city. It is very very important for us to be able to have that done and have that completed before we can start asking and going off and asking for grants. Right, we can't put the cart before the horse. It's just the timing is a little bit too close that I'm just a little uneasy with it. When it comes to that though, I will say the bright side of things is that myself and Council want up to grove. We've been working very closely with city manager and members of staff, iris, and other people with perk in regards to that. And as we're getting to the finish line, I do want to ask if Councilwoman up to Grove, if you can kind of take over from me and just ensure that this gets completed. When it comes to other things that we're working with staff, we've been working with Cadees, we've been working with a lot of other individuals to address the water quality that we have here in the city city manager again We we we have a We're fixing a city. We're growing the city. We're expanding a city You know and all of that is based off of our our infrastructure and I know that the hydrology study is almost done But it is very important that we we don drop the ball, especially with that notification being sent out. We make sure that we finish that. So if Councilman of the Grove, I am gonna have to pull back with this, with everything we have going on with myself and transportation and transportation community with SCAG and those other things. If you can just continue to just pick up that project and work, I know that you've been dealing with them a lot and I'll let you talk on that as well. And regards to that, but outside of that, you guys a lot of beautiful things going on here in the city of Alonso. And we're super excited for all the hard work that you guys have been doing. Trust me, it does not go unnoticed. ready to assist us and being able to pull those type of grants and our state teams also ready but we need to finish this hydrology study a lot sooner rather than later so we can go out there and get those grants and address these issues that we've been working so hard and vigorous with so with that turn back over to you city well Mayor Proton. Awesome thank you mr. Mayor great morning great morning great morning everyone here in attendance and online. Buenos días, I'm his Linda, Cilindos, his Panos, what is that? Aquí, yes, quick just a few updates here and then a pretty big announcement for us guys. January 10th, I attended virtually on a, probably one of the best virtual meetings that I've ever attended with Councilwoman Evans with this company called Freight Farm in regards to a community garden, right? A lot of information guys, a lot, a lot of, thank you, thank you, thank you. A lot of information is gonna be coming down to Pipeline. We are gonna be sitting down next with Mayor, City Manager, kind of just discussing a plan on what's next, right? We want to make sure we get the community involved. We want this company to come out and give a presentation to you guys, to Council as well. But the amount of information and the things, the futuristic things that this company is doing out of containers is insane and you guys are not going to believe it's so exciting Excited for that more news to come on that As well we were out in DC and I don't want to reiterate too much of what the mayor spoke on already But just huge shout out to our Congressman Congressman Obernolte and and you know his amazing wife, Ms. Heather. It never fails that Mr. Obernolte's all his, his number one question is what else can we do for the city of Adelante, right? And I love that because when he asked that question, he backs it up with knowledge of what's already going on in our city projects that have been done, projects that we're working on and projects that we need to start. So it just reassures me that we chose the right congressman, right, that we've got the right guy in position to really continue to bring resources and the things that Adelante needs because he really knows Adelante. Thank you, Mr. Obernolte for the mastermind session on short-term goals and long-term goals for the city of Adelanto. Sheriff Dykes got a chance to spend some time with Sheriff Dykes out there and really just give us him share his vision of the county you know in these next coming years and again you know this again solidifies that we got the right man in the right position because he really gives a damn about our county, right? So thank you, thank you for those. For that time, we're able to spend with you there. Sheriff, Senator Brian Jones as well, out of San Diego, we created a great relationship, a new relationship there, Mayor, that I feel is gonna be very, very valuable to us. He's the Minority Leader, Senate Leader down in San Diego and he actually has some of his staff members that live up in the hisparian area. So they're very familiar with Avalanto, hisparian and Apple Valley as well. So more things to come from there. One thing that I do wanna just reiterate, city manager, and you touched on it. Everybody we spoke to, congratulations, and whether however you feel about this guys, it is what it is right this is our president congratulations to our 47th president you know Mr. Donald Trump. We're looking forward to to the amazing things that we know you're going to bring to our country. But one thing that everybody did point out city manager what we're out there when we spoke to was that more visits, right? This administration came in and they cleaned house and there's new people in new positions all over all up and down Washington DC. So it's very important that Audelanto continues to go out there and plant these seeds and you know go out and visit and bring pans and bring pans and bring coffee mugs and all that stuff so that when the time comes to ask for resources and money they know who we are they know where we're at and they know what we need the money for. Lastly guys on January 17th we got the news that your mayor pro tem here was declared the SCAG Regional Council District 65 representative which is really cool and for all of you guys that don't know what what Skag is I'm gonna just touch a little bit on it and and feel free to get with me offline but this is really big for the city of Adelanto not only have we never ever ever ever ever ever ever ever had a representative on original council it just feels really good to now have a voice at another table, a very, very big table that matters a lot and is only going to get bigger. Southern California Association of Governments, SCAG, is the regional council responsible for planning and coordinating policies in six Southern California counties, Los Angeles, Orange, Riverside, San Bernardino, Ventura, and Imperial County. It serves as the largest metropolitan planning organization in the United States. Functions of SCAG, some functions of SCAG, and when I read these functions, guys really listen to what these are because every single one of these functions is something that Adelanto really, really needs currently right now. Transportation planning, SCAG develops long term transportation plans to address regional mobility, such as freeway improvements, transit expansion, street expansions, street improvements, and infrastructure funding. Housing in land, it works on regional housing needs assessments to guide local governments in meeting housing goals, including affordability and sustainability, environmental planning, and this is big with what we've got going on with the most recent email that we've got and what you just touched on, Mayor. SGAG addresses issues such as air quality, water quality, greenhouse gas emissions, and sustainable development. Economic development, it promotes strategies to enhance regional economic competitiveness and resilience, collaboration and policy advocacy, SCAG coordinates among cities, counties, and state agencies to ensure consistent regional planning efforts. And this is just a small thing. There's a lot more that SCAG does guys. So again, council, city manager, residents, it's an honor and a privilege to sit on that council and you better believe they're going to know that Adelaunto is in the house and we're going to be asking, asking and asking for everything we could possibly get. Thanks for coming. So on that before I go over to you, Councilman Mesa, the reason why this is so important when it comes to SCAG is one when it comes to our district, right? We have the seat at the table to represent Avalonthal for the district, overvictive, over-espera, over-appo-valley, over a lot of the bigger cities up here and Avalonthal's representing them. But the biggest thing that a lot of people aren't aware of, and this is what we have to say, thank you to our amazing lobbyist team that we have in Sacramento and in California is Skag is going to direct how a lot of a lot of these funding opportunities and funding resources happen and We're gonna have that seat at that table to ensure that we get the proper allocation when it comes to our city Right, so I don't think you know, this is a huge or a huge deal for the city of Valaranto and Mayor Pro Tem Keep on being great and And going down there and speaking up for our city Councilor Mesa. Yes and I'm super excited for a new president and new administration coming in. Awesome you guys got to be there for that. I've been getting a lot of calls on some dumping areas. Just to let you guys know, met with City Manager today in code, a lot of this area is in the county districts and the county lines in the city. So we mapped it out. We are going to be calling county and to make sure that they come out here that it's detrimental because some of these dumpings are right in the middle of our streets and back pass. So just to let you know that I am on top of that and we are addressing it with code today and with city manager. I wanna give a shout out and I would like to maybe bring them in as well, city manager. The girls wrestling for Adelanto High School back to back Desert Sky League champions. So that's a huge accomplishment. I want to bring up any kind of champions we have in our city. Our girls are working hard. They post some funny videos, too, on their Instagram accounts, on the Atlanta High School. So they're a fun little group to watch. And for them to go back to back is a major accomplishment. And I would like for the city to acknowledge their coach and their team. We'll talk about that later. Every Monday and Friday, 4.30 still till 6.30. Adelante Little League is having signups and registrations for this year of spring training. Just so you guys know, it's with T-Mobile, there's a T-Mobile grant that covers registration for Little League. Good morning everybody well very first off I want to congratulate Mayor Prattam again for your prestigious position with SCADG I know that you will represent the whole height as well and so we're excited about that. Also, you know, just we want to take a minute. I want to take a minute to recognize that we have had a loss in our city. We've had a few. I know we have somebody here that will be speaking on another one. But our hearts go out to Matthew Richards and Victoria Stark for the loss of their six-year-old San Joshua and we are loving on them and we are lifting them up in prayer and I want to thank all of those families and individuals who have gone out to see their family here in Atlanta who have delivered meals and delivered encouragement and hope and for those who are interested in continuing meals you can contact myself or, you know, there's other members you can contact Councilman Mesa. There are people that are still coordinating those meals and other things for their family. I was able to attend the California League of Cities Desert Mountain Region on behalf of the city of Atlanta. And it was a great meeting, but of course, it was before the inauguration. And so legislation was still going on and they were still looking at different policies and seeing what is gonna happen with this new administration. So there were many assembly members and state representatives and Congressman Obernolte's representative was also present and of course all of the cities here in the High Desert were present and Barstow. And so it was a great conversation but all many of those conversations will have to continue now that the new administration is seated. So that was great but we also had a great opportunity at Community Action Partners, San Bernardino County and we have and working in conjunction with the City of Adelanto. Although we did have one food distribution loss here in the city, the city has brought back another food distribution and diaper distribution here in our city. So every month USDA and a diaper bank will be present here in our city and we're super grateful for the work that the staff has done to ensure that that is a service that is available a resource that is available to our residents here in Atlanta. So thank you city staff and thank you for community action partners for bringing that mobile food pantry every month starting in February and the diaper bank to the city of Atlanta. So we are grateful for that. In addition, Mayor, you mentioned you touched upon the water project and responsibilities and I just wanna reiterate that, we have been working on trying to figure out, trying to obtain answers, number one, and also trying to figure out solutions. And so, when our previous conversations with our regional director of PERC, Iris, and also, there have been an exchange of emails and messages in regards to one in clarification on things that have been brought up in recent water reports. We are looking very, very closely at ideas, solutions, and partnerships. And so, you know, I'd be happy to continue focusing on that matter because it's a very important matter which affects all of our residents. And so, and I am grateful, though, also for Dr. Gil-Kinon and also for city staff who has also helped in obtaining information in trying to find solutions to our situation here with that. So last but not least, I wanted to mention that heartworks for those who have youth that are not with sports. Heartworks is going to be doing a painting event on February 22nd from 12 tom. hosted by New Leaf Ministries and so for children that are from 12 to 17, wait, 12 to 18 are eligible to participate. It is a free arts program and we are super thankful to the previous arts director for San Bernardino County who is facilitating these projects for our youth. And with that, those are my updates. Before you go to Councilwoman Evans, Mayor Proxem. I did, yeah, and I just really wanted to point out to the water issue and just remind council that next month I will be at the Civic Well Conference and that's specifically focusing, that is focusing on local water revitalization and water sustainable projects in the city. Okay. And the big thing too with all these things that we're doing community, right? None of these meetings like the Civic Well and everything that we're doing with Congress in the state is going to be able to be funded or even get started with until we have that citywide hydrology study and everything else set in place. One of the biggest things that the state and the federal government has been stressing to us is don't just come to us saying you need help. They need and they're requiring ready projects. They have to be, the studies have to be done the reports have to be done the everything has to be completed I can't think of the proper term but ready something projects and I'll figure that out but you know everything of course I do I also just wanted to mention that on the 16th I had the opportunity to sit with our district attorney, Jason Anderson, who was also here in the high desert with the greater high desert chamber of commerce and other organizations throughout the high desert. We were able to have a conversation about care court and other projects and other prop 36. We were able to get a lot of clarification and direction about some of the things that our law enforcement, some changes that are happening this year. So we were able to get those updates and get educated and also get directed into future meetings to also continue to learn more about the different pieces of legislation that have just passed. Councilman Evans. Thank you, sir. So just a few things. I think Mayor Patron Ramos hit my most exciting thing, which was a community garden. If you guys haven't know, we've been trying to work on that for a total of six years now, right? From the time we came in in 2018, the mayor and I until now. So I know it's a topic of contention for the city manager over there because we look at it big dollars, but we're gonna figure it out and get that community garden going because it's something that not only I and the council, those that want to be for everybody, want, it's something the residents have been asking for for years. And so I'm excited that we, that Mayor Portemaramos found a solution that I think is going to work for everyone and be innovative and bring something new to our region. This isn't being done in the region. So we're excited to roll that out. So excited for future meetings for that. In addition to that, I spent the last few weeks meeting with residents. I opened my city email and I had over 200 emails. So thank y'all for that. And so just getting my calendar ready with the different committees and all of those boards. I'm excited to have a better update next month with all the things that will be coming out of those meetings. But also the water, right? For those of you that have followed my tenure with the city, that's been my issue since the beginning. The Adolence of Water Justice Coalition put out a report. So when Councilwoman Uptogroup says they're looking for solutions, we provided those three years ago. And so I would implore everyone to take a look back at that report just for some ideas. Maybe you don't like them. Maybe you want to go a different direction, but we've been working hard. And so I know that we got the email with the concerns of PFAS, which is what the Water Justice Coalition was concerned about. And my question I guess would be when are we going to release that information and or with informing the residents on what to do and what not to do with water at this moment, right? Is that water being used currently to Supply our residents those kinds of questions. I feel like needs to be answered and given to the public as soon as possible Outside of that, I just want needs to be answered and given to the public as soon as possible. Outside of that, I just want a huge congratulations to MPT Ramos. It was a short time ago that Skag had no idea who Adelanta was. I'm not sure the previous administration ever went to Skag meetings because when the mayor and I started going, it was like, who are y'all and where are you coming from and why are you here? So thank you for being the voice and then now to have the seat at the head of the table, not just at the table, you don't have a voice anymore at the table, but you've had a voice at the table. Now you are the head of the table, right? So super exciting, such an honor. It's every time we go outside of the city it's, oh you're from where? You're from where? And you continuously make sure they know where you're from and where we're coming and what we're doing and how we're moving forward. So thank you, thank you, thank you for taking a step, right? Thank you, Mr. Mayor. So guys, just I'll make this short and sweet. I gave it a lot of thought on bringing in a potential new commissioner for this next term. I do want to make one thing clear, and I'll just speak for myself, at any given time we can change commissioners, right, if it's agreed on by the council. So I don't ever want any commissioner, or at least anyone in my commissioner, commissioners, to feel like you're in it automatically for four years, right? If I see an opportunity to give somebody else a chance to come on in and learn our city, then I will absolutely do so. It doesn't mean they're not doing their job or it doesn't mean they messed up. It just means that I want to see a little bit of change and I want to give somebody an opportunity to learn more about our city and how we do business here. One thing that I am a firm believer on is continuity, right, and keeping a team in place as long as we can. And as long as that team continues to build and grow, then we will see a championship, if you will, at the end of that term. So speaking of championships, I want to, I reached out and I wanted to bring back an old commissioner of ours. We all know, I'm not going to say his name, but we all know who I'm talking about. He's still on vacation, right? So he's not willing to come back yet. So with that being said, I like our commission right now guys I think they're doing a you know I think I really feel and I'll say this on the record right we need to polish them up a little bit more they're a little rough around the edges but I feel that each one of us will do our due diligence in polishing up you know our commissioners a little bit more but I like what they're doing I like what they're doing. I like what they're doing. I'm liking the questions that they're asking. So I don't see any reason right now to break that synergy up. So with that being said, I'm going to nominate my current commissioner, Ricky Ruebacalva to stay on board for some more time. So with that, I do want to say, I do have a message to us, council, and this is pertain to councilman Evans because she just made her appointment. But for the three of us, and I'm going to have a conversation with Maya Pointery. Now that this appointment has been made, but Mayor Protender is being polite, and I'm not going to be polite about it. There's a lot of polishing up to this happen. I've been watching meetings for a while and, you know, coming in and out but being at the last planning commission meeting. I know we as a council up here were not, I want to say, very loose but we most definitely have good synergy and good relationship amongst the five of us and we work very well together but there's just a handful of things that I was genuinely disappointed I was done by people who have been doing this longer than us. A planning commissioner should not be called on the phone and put on speaker and marked as attendance. Phone should be muted. There is a lot of things that I'm just like, it's just not okay. And if that's the way that they're gonna represent being very laxed and kicked back and mics not on and speaking louder and not addressing each other, I think the five of us, we have a relationship, a personal relationship outside of here, but I will never call you Angelo, or I will never call you Angelo or I will never call you Anita right and I like I would the respect the respect of the title needs to be made. I meant that because our chairman what if you can't say the individual's name looking wrong Commissioner Jay Sean is not a hard name Jay Sean very simple in my opinion. If you can't say the person's first name, then call them Commissioner Johnson. There's still a level of respect that needs to be had with one another. Just how will never just call you, hey, Angela, what are we doing today? This is a professional atmosphere. This is the business of the city. And it should be treated that way. Right? So I'm asking the three of you, the four of us, right, to have a conversation with our planning commissioners because if my planning commissioner cannot step up his, the way that he carries himself in that board and asks questions and be engaged and do these things, then I have no problem in seeking a new planning commissioner, right? So with that being said, Mayor Pro Tem, I do second your appointment, but please, as we all have the conversation, let's make sure that all of our people do understand. This isn't a hangout spot, and this isn't somewhere just to come and take it lightly. If you want to take it lightly, then enjoy just sitting in traffic and not being present as we're moving this city forward. That is the first line, excuse me, of attraction outside of staff when it comes to this. We, one of the projects was an addition to steel wave. Another 600,000 square foot facility and that was coming into our city and that's what was represented, right? So again, just some things, man, that we need to tie the up on, but most definitely, I'll second her appointment. Council member Mesa. I agree with you guys. I already did talk with Commissioner Chris. He's the chair, and I just told him he's in charge. He's got a tie to the end up, and if he needs to make an example on the board, then make the example, and then to call us right away with Anything he needs so he he understands that it What you guys are speaking on so we don't have to keep going further, but I'll second Daniel's I'm in agreement, but I would also recommend that You know as far as names, names are very important. We appreciate it when people use our correct names. I know many people cannot say my last name, but also when there are new names, so I know Commissioner Garcia, who was Commissioner Brandt, but even that change has not taken, it has taken on paperwork but not in comments. So it is important that we get people's names correct. Some respect. Councilwoman Evans. I think that Mayor gave me permission because you all saw I was trying I was going to just let it go. I was going to let it go. That we need to make sure that the people we're putting in position as leaders aren't the ones making the offenses because to tell the leader to report the problem when the leader is the problem could be a problem. That makes sense. So I love that our commissioners, the goal of them is the goal of the commission is for them to act independently, right? So none of us should be influencing. Thank you. Their decisions, what they're doing, I think that we have to be sure that it's simple for me. It's decorum. Right? Because yeah, up here on the council, we sometimes will go back and forth and input our personal experience to explain the way we're voting or why we think things should move the way they move, but it has to be relevant to the conversation. And so I think that it was disheartening. That's my first planning commission meeting in years attending and to see the amazing projects that you guys have in the pipeline. It wasn't just that one project. It's an L.A. project. It's all kinds of things where we're again, I don't know if it's MPT's, Fata, Ho, City Manager going out and getting these amazing companies to come back, but they know who Adelanteau is. And they go to planning to... Most businesses don't come to us. We don't even see businesses. So they have to be an extension of us. They have to represent us. And it can't be on a personal level. It has to be on professional level. Like they all need to be dressed like Mayor Potem Ramos. Right? They need to come in and have this professional feel when they're representing our city to businesses that are bringing multi million dollar industries. Cause I wouldn't, if I was the business up for, I'd be like, you know what? Just go ahead and take me off the calendar, I'm good. So we have to be mindful. And I would even say that maybe we take time as a council to watch those meetings in our very limited free time, right? Just to kind of see what's going on so you can see for yourself what's happening. That way we don't need a second hand third hand report we can actually see what's happening. I'll answer he you football and cheer I'm gonna go ahead and start off on this one as this is something that I'm involved with in regards to this. There's not a backstory and not a Things that we can discuss. There's been a lot of things that the city has been working on in regards to youth sports in general, right? One of the biggest things that you guys have heard me talk about for the last three years, this is a guy that I like to the 2018, is a sports complex up here in the high desert. Not specifically the high desert, but specifically avalanto. And in regards to having that happen, we needed to have a couple of 501 C3s that we can partner up with to be able to work with the state, to be able to work with the federal government, to be able to make that become a reality. There are some things that we try to pass on two separate occasions, once in 2020, which is felt by half a percent and then this passed March where unfortunately we had $600,000 funded to kill the bill and it spread a lot of misinformation when it came to the vacant land tax. Community while we're here, there's a lot of things that we talk about that vacant land tax would have solved a lot of our issues. It would have given the city funding to be able to pay for a cleaning event. So we would have been able to have money allocated specifically to clean up our communities and the things that people are referring to in doing. It would have given us more money for capital improvement projects. It would have given us more money for first responders. And it would have given us money to be able to start building a sports facility. So I share in that and saying that, you know, there's different ways and angles that we go about doing these things. So there was a vision to be able to have a board of youth positions when it came to bringing in little league to be able to bring in someone for soccer, to bring in someone for football and really create a full organization when it comes to Avalanto sports just in general. The organization that I was associated with the last three years unfortunately did not want to make the move fully to Avalanto and that's it is what it is and that's okay. We have two amazing individuals who have been involved in youth sports for the last 30 years. They were part of the mobile Falcons and brought a lot of success and super balls and things like that. To that organization, then it took over the Fontana Titans and Rand Pop Warner there and then they became the IE Bucks. Over the, you know, about 10 years ago and one of their organizations, that organization, the IE Bucks over, you know, about 10 years ago and one of their organizations, that organization, the IE Bucks, they actually have the number one last season. They were the number one eight U team in the whole nation, right? So everything starts with leadership and the fact that they've been able to have several teams to reach that national status, it's a blessing that they reached out and they said, hey, would you guys be interested in us starting an organization here in Alvalonto? And I was like, yeah, with all the things that were going on. So I just wanted to create this platform to introduce Mr. Gary and Mr. Shell Lindsay as they are the president and owners of the other lump of heat youth football and cheer. They are starting with football and cheer this season. The conversations that they have had and it's funny former council member Camargo gave me a call when I mentioned baseball, right? Laila, hey, did we do anything wrong this time? I think I'm like, no, no, no, no. When we talk about trying to do all of you sports, we want to do all of you sports. Not just football and cheer. We want to do things when it comes to big travel baseball. And we want to do things when it comes to soccer and basketball. That's just a vision when we build, ultimately, there's this sports complex that we want to have here in our rental. complex that we want to have here in and and I will umptal so I'm having them come up They're going to share a little bit about themselves some of the things that they have planned This upcoming year when it comes to events In regards to you know, one needs to be met and done. How they want to fulfill that I would ask to take this consideration um, you know the thing that we've done since uh I would say for the last few years councilman Evans, you know because you know that fireworks and it's a love-hate relationship right always has been and and and and so some of the things that we've done is we've partnered up with Youth organizations to have them run it and do that you know 50 50 type of exchange So that's something I would like to have us consider at another time and have them be that but Gary in the show. Welcome if you guys wanted to talk a little bit of more about what's going on with the Alvalanso heat. Thank you. I've come to Adelanto and have just watched the city. As a resident here in Ad, I was a little unhappy with the sports. I'm no longer have my children playing in sports, but I have grandchildren coming in. My kids have been in sports for the past, well, we're 36 years into the business. That's when my son started back then. I've been doing this since I've been two years old on the football field, my dad has done it all. Then when I met my little husband here, it's either, look, dude, this is what we do, or we can't do. And so we started off being the water boy, a water girl with youth football. I ran cheer, turned cheer over to my daughter at 12 years old to run the cheerleading squad. And she has just done awesome. She couldn't make it here today. She's working a little under the weather as well. But she's very, very much involved in community. She's a social worker. And so she really gets involved with children. She just can't, she can only suggest the resources. She can't personally get involved. So she throws that out to the people and all the sudden they call us. So when I looked at Atlanta last year, I wasn't ready. I didn't fill it. I said this isn't what I'm looking for because I'm looking for a full community of help. I came this year, well, past season. And I started sitting down and I said, I can do this. I know I can. I don't fail at what I do. So when I step on him to what I want, I'm going to get it. I'm going to go full speed. So I told my husband, this is it. Let's do it. I named it the heat and it doesn't follow along with any. Sorry, it doesn't follow along with any school. It's not the same. It's not the, I wanted something original. I wanted something that would bring it to the city of Atlanta, but to the high desert. I want people to turn and look at Atlanta and say, what the heck? That heat is something else. And that's exactly what they're doing right now. I get beat up every single time social media. Why are you guys here? What are you doing? Guess what? I'm here for the children. I'm here for the kids. I'm football and cheer. I've been asked to incorporate basketball. Okay, I don't know much about basketball, but if I can get the right people in, we can do the basketball too. So I'm trying to pull my sports. I'm looking at a little academy, a small, to where we're able to have a place for these kids to go into. I'm working on that project now so I'll keep it quiet until we go full fledged. But my whole goal here is to bring something to add a Lanto and we're gonna heat up the desert. That's my plan. You got anything you wanna add? I'm just saying that yeah, I mean last year a couple of coaches, last year a couple of coaches come to us last year about bringing it up here and we didn't feel like it last year because we had no time to say no we're not gonna do it this year, last year so we went to a game up here at the high school, at London High School. That's where we played some of our games at. And we're just sitting down thinking about thinking about it and somebody said, there's a man. That's the man. I didn't know who you were. I was just, I didn't know who you were. I was just, I didn't know who you were. He said, then we walked through, he met know when you said that to us we was 100% in there Now we got to get them when we do now to get the work and I appreciate everything you done for us, but you know Drive us to put it up here. We talked to the high schools with us now So we we in it for the help to get the youth and kids up here in Atlanta and high desert and I just want you to know that I'm not afraid of hard work. Like they said, I've put together Marino Valley Falcons. I had 11 teams and I had to be responsible for 11 teams. That's 30 kids times 11. What is it? 30 kids per team. So that's times 11. That's how many kids I had in my whole chapter. Um, those, those were my babies. Okay. And that didn't include cheer. We were 65 deep. Okay. So now I'm planning to to watch us work. We'll work in the community. We'll even, I just now got wind that we need to maybe do a little cleaning task. We'll pull the kids together. Myself, I'm not afraid to work. And we'll go out and make this city beautiful. We don't have that problem. I'm not asking for anything other than your support, your welcoming us here to the city and watch us do what we need to do. We are coming from ground zero. So I want you to please understand that it's him and I because our kids are grown, but we're putting everything that we have into this. Shorter pads, tell me all that stuff is coming out of our pocket, his pocket, but out of our pocket, okay? But we are here because we love the kids and I watch these kids run around here and I don't want my grandkids running around. And at the first and at the first pre-clinic we gave it to high school we had over 200 kids show up. It was awesome. We never nobody never saw it before. 200. On two days notice 200 kids. Yeah, it was two days. Man, it was amazing. I was on the field. It was amazing. Amazing. Thank you guys. So some of the things that you guys have up there, some of the things about them, right? A lot of people come to me with their ideas, with their hands out, wanting this and the third, and wanting me just to make it happen, right? That's not my job to make other people's dreams become a reality. That's not the position of a mayor. That's not the position of the seat, right? So the position of the seat is to connect people to resources, to help them accomplish. They still have to do the footwork. They have to still accomplish the things that is on their heart to fulfill. When they came to them, they would ask a appointment direction, they would get it done. They would ask a appointment direction, they would get it done. Right? They've been committed to doing this because that's what they're looking on doing. Right? They have a heart for that. So they do it. Some of the stuff that they've already set up on April 26th. They're doing a 5K half marathon run out of Mojave Nero's, right? To have as a fundraiser. They've partnered up with the stadium management team over there to be able to, you know, make that happen. And then on June 28th, they also have what's going to be called their heat day. And that's pretty much their community day where they're going to have, but they've incorporated a 5K mud run, right? Something that has been done. So really going and reaching people outside of just the football community, right? They're really trying to incorporate everyone in the high desert to help fulfill their mission because when they sat down and they were talking about numbers and Mayor Pro Tem, you and Councilwoman Evans know about this right now. When it comes to work with nonprofits, goals are rather big. You should have been the number of just one of those containers and I'm just like, have fun with that. Because it was a big number. But again, those type of things, but was attached to it was dope. They're number, just to get these kids going and started off as just five teams But the support when they found out who was involved it went from 8 9 10 11 12 6 7 8 9 10 11 12 13 14 Girls flag football, cheer, just overnight, right? So it went from a small, you know, $40,000 goal, right? To be able to break even to a $90,000 goal. And when it comes to nonprofit, yeah, they have their signups and other stuff like that, but to buy that equipment, there's no money attached to that. To buy the shoulder pads and helmets, there's no money attached to that, right? So the one thing I would say that as a city, and I'm going to go to the school board and trusty Soto, thank you for being here. He's one of our trustees when it comes to the school district. So your presence is always as always welcome and appreciated. But one of the things that we're gonna do together is we're gonna go to the school district, right? And we're gonna ask them if they can be a sponsor for that 5K run, right? Because instead of having to charge the kids, five or 10 dollars to be a part of it, why don't we have that partnership as a city, right? And asking for a donation where now all the kids in Alvin Lanto Elementary School District can right and asking for a donation where now all the kids in Avila and elementary school district can start to catch you off guard. You just hear this meeting. Um, but make it happen. Right. But you know instead of having to charge the kids 10 bucks to be a part of a mud run and enjoy a day full of activities, kickball tournaments and things of that sort. But when we have school districts see if they can potentially be a sponsor. Right? Because they are a 501c3 in the city. And that's one of the biggest things that we struggle with is we have people who have the youth organizations, but they're from Victorville or they're from a sparey trying to come into all the long to know this. This is and the those of the advice is where like, hey, how do we do this right to get the support of the community. First thing I said was, got out of 501c3 based out of our community. They've lived next to sunset ridge in Victorville and they ran an organization in Fontana for 10 years. That to me, you don't have a kid, you don't have skin in the game when no kids and you're still driving to Fontana four days a week in the evening time to run a sports organization. It's these volumes on the top of people that you guys are, right? So I guess the ask that I would have from council, right, before we open it up to public comment is to help them get this 5K, this 5K and have a marathon going for April 26. Could we do a, can I use my quote unquote, $5,000 donation, right, to them to help them fund and kickstart the two events that they have, right? So that would be my ask in regards to the support on this and regards to that. So now that you guys just know that, Gary and Michelle, appreciate you guys coming in and assembling some amazing coaches, right? For those of you who remember, we had the HD Kings here a couple of years back and there was a group of a few good men who knew what was going on that came together. Life and lessons and growth took a part of it and seen some of the coaches that have come back, you know, guests at the Alvaltone toheat, but the significance of what the HD Kings was to our community, this is feels like a Kings 2.0. Unevolved, a matured, a more experienced group of men and women who are ready to go all out, you know, for the kids in the community of Alonso, right? So, I appreciate you guys so much. I've seen you guys everywhere, right? So one of my things I always tell people, they're like, Oh, we're going to be the Buffalo is we're going to come and start do it for a year then comes in me. Do it for a year. Like don't have us back you but Insaying that I know you guys right you've already been in the high desert We see each other at every tournament at six in the morning. We're all easily when eight o'clock at night Yeah, you know, I mean this isn't a new show for you guys and then when you come up here and you start grabbing all the top coaches up here I'm like, okay, wait a minute here. You know what I mean? So like your reputation already perceives itself coming up here, right? So the fact that I can voucher you I don't know if my vouch means anything But like we've been up here, you know, and I mean the man that you had out on the field They cover a lot of ground and that's why it was so successfully the other day at it, you know So any support I can give you guys as well Because this is we tried our best to bring someone to go full on Adelanto. We know you're over there, but full on, full on. And just we just didn't get that 100% commitment, like, you know, a lot of us want here. So it's someone that's truly based out of Adelanto. Yeah, we're greedy. We want someone out of Adelanto. And there's been people that tried to just I gave them the two year speech like no, I don't I can't trust you I can't I can't do that right but the fact that what you built so fast With your reputation and the people that you're bringing in is something I can hang my hat on and let's rock We're gonna figure out what the rotation is going to be because. I will be the first to say I don't know much about sports but but I do know the reputation of those in our community who do and it has been a strong consensus from many people in many different places that they are very excited that you chose Adelanto and that the work that you are doing here is appreciated and supported and so I again I don't know much about sports but we will definitely write yeah. I did come to a girls football game and a girls volleyball game and it's something in cheer I went to a church. We're going to say to the chair. I did do that. But welcome. Well, I do have a lot of football knowledge and I do have kids that play football and we are looking for a new home this year because last season wasn't where it was at. So respectfully, respectfully. I love my team. You know what I'm saying? I love my team. I love my team. 12U was amazing. So clear. So I'm getting trouble. 12U was great. For me as a parent of young, very tall black males, right? My 12 year old is 5'11." Okay. Football is more than just football. I'll say on the record, my 12 year old thinks he's going to NFL. I don't see it happening, right? So for me, girl, you see For me It's what else are we getting While we're at the field five and six days a week, right? I'm blessed to have kids that, well, my 12 year old, I'll say my 12 year old don't cut the seven year old, we working on him, I didn't call him a couple times, but my 12 year old is very respectful. Doesn't cut, doesn't use, you know, the inward, none of those things, but what's very present in football culture is the use of profanity, the use of the end word, which I think all of us need to get out of our vocabulary and and violence on and off the field. And so when it comes to our next home in football, those are the things that are important to me. Because as a city that's already, as you've sat through a meeting, you've heard how we've talked about how the outsiders look at us. No matter how we keep doing better and bringing better and doing better, the city manager has been bringing in great things for years. And we're still looked at negatively. These kids that are typical football culture kids are coming from and hearing those same things at the mayor and I heard when we were going up and going to school here. You'll never be anything. You come from nowhere. Cities trash. Your trash is all trash. Everybody trash. And so my ask really because there's, I mean, the mayor is going to make it, but is that the culture is different? And don't just say the culture is going to be different because that's what sold us and go where we went last season. And then we get there and it's the same with the same. Because most of the single moms who put their kids in football are looking for help. Are looking for you men and praise God because you the second lady I've seen running a chapter y'all. Kudos to you because I've been ready to punch everybody and I'm just the mom sitting on the corner by myself but I think that we need more. The the level of leadership mentorship is even better to me than leadership right the level of mentorship that I would say 95% of the kids that are gonna come to you need is different than even in Fontana, because Aquina de Warren's been killing it in Fontana, right? Yeah, that's what I do. So you got a different culture down there than what 10, 20 years ago Fontana had. Think 10, 20 year old kidsold kids fontana here today. And that's the level of mentorship these kids are gonna need. Right? I cut a lot, they'll tell you. Oh, that's what's happening here. But my kids, right, right? I know where my seven year old gets here. He'd be on that VR headset. It's a whole, I'd be like, bro, what did you just say? But it's not OK for these kids. And when coaches are not only OK with it, but allowing it, y'all are grooming, if you will. Right, oh, that's a bad word in politics. Y'all are mentoring, mostly young black and brown men and at the end of the day we're hoping to raise more Miguel Sotos out of this city and so my ask is that you keep that in the forefront of everything that you guys are doing yes definitely that you ensure that you the forefront of everything that you guys are doing? Yes, definitely that you ensure that You're nipping those things right because they're cleaning it from home That's why they think it's okay to do it on the field right and so I would just ask that y'all push hard In remembering that at the end of the day I Hope that that next generation just what are they X, Y, Alpha, whatever. Crazy, right? My goal is for them to one day have these seats. And we have to remember that they need to be better than me because I'll be at these meetings like they're gonna say a word, they're gonna give me better than me when it comes to public speaking When it's knowing how to hold themselves to a different standard in different rooms You know shout out to coach Harry Jackson from the Rams He did a phenomenal job something I've never seen done With youth football with that 12-U team That's what we that's the level of professionalism that I'm looking for before I, they know y'all. I just wanted to come in and double down on the fact that Adolanto was headed in some great places. I'm super excited, you know, growing up here, seeing all the riff raps, seeing all the different stuff that has happened in Adolanto. It's amazing to see where this city is today, you know. So I appreciate you guys for the work that you guys do. I see you out in the community doing different things. It's just we have a little cloud over us when it comes to the youth. I remember being part of that youth. The cloud just seemed like it never would really truly go away. You know what I mean? Nobody was really here to help us through some of the stuff that we needed that we were going through. The high desert is a boring place. Now the youth they get kicked out of the mall. We used to get the hangout in the mall, right? The youth can't hang out there anymore. Scandia is expensive. Right. So one thing that's important to me is the youth and being a part of it. So football, baseball, basketball has been my way of really reaching back and just being there for the youth from being able to be a listening ear, teaching those young men and women how to look on the eye when they talk to you, how to shake the hand with the right hand, not cussing in front of adults. They're going to cuss. I mean, their friends cuss, so a lot of times they're going to cuss. But one thing that I was taught was don't get caught doing it. So I want the kids to know like if that's something you're going to do, don't do it in front of me. You know what I mean? Be respectful of adults. Be, you know, when you're going to roam, be presentable, look around, shake hands, you know, lock eyes. It's a lot that I make sure that my young men know before we even go out to the field, right? That's just the best part of it is that I get to Mentor you up in ways that it's not happening at home, you know So I believe that you know having a solid organization in the city of Alanto Especially football because football is one of the only sports you could have 30 kids on your roster other sports or or 10, 12 kids baseball, 13 kids is a lot. 14 kids is a lot, right? Soccer, 15 kids is a lot. Football, you got 35 kids. So when you're able to get 35 kids in front of you and really actually learn to just be disciplined, right? And have that level of camaraderie with their friends. 30 seconds. 30 seconds. Sorry, but it's important to us. So, myself and a few other great men in this desert, we're coming together along with Michelle and her husband to bring something great to Adolanto. So when they come and say that they're doing something great, believe it because it's some great men that love this city, that we're behind it 100%. You know, we ask for your support 100%. Come out and see us play. Come see what we're doing out in the cities. See what the kids are doing. You know, I just encourage you guys to, you know, support this movement. Thank you. So with that being said, I will say the direction if we can get the staff first and foremost, let's make sure that the HEAT organization gives them all the proper paperwork, right? The 501C3, the insurance, they are ready to feed the program for the high school. So all other home games were played at the high school. They're actually working on being able to practice at the high school on the backfield, right? So we may not have to worry about any type of like field situations, because again, you know, it's, it's we need more parks, right? So that's a future project to address. Anything else documentation wise that we need to give that we would like to have them give to staff? I just want to say a couple of things that I forgot to mention. I look at your staff and it's a beautiful football staff. The only thing that I saw that I talked to the mayor about is make sure you have someone on your staff that is dedicated to take care of the high school. A lot of these coaches are going to be like, I'm in and out, I got you, I did my time, I'm out, and then this, like, take care of that. Like, it's a baby because Miss Parcell will not, she don't play. Just like, y'all don't play and we don't play. She does not play and we cannot say, oh, just let it, she does not play with that school. It's an honor and a privilege to play there. So please take care of that. Like it's a baby and make sure that you got staff to work those fields during practices and games. That's my one big, big recommendation for you guys to I'd like to put in at least 2000 on to it a little bit more. So we can make it for me to more on that. That's one of the griff. And then in addition to that, I would ask putting on my event coordinator hat that you provide a sponsor packet for a sponsor deck, whatever you guys refer to them as, for both events. And before we just give 5,000, which may be the biggest sponsor packet and then we don't get it in return, we can then pick which sponsor packet works for us. And in that way, the city can be marketed as well as a sponsor. So respectfully. But do you know how much the do's are right now, girl? Because I need to find a team. And we can, OK, great. There's a couple things sponsorship-wise with the city that I've already talked to our legal about and how we can go about it. So I'll give you the council. No, not to council rate. When it comes to a special event permit, requirements and application, Brenda, is that going to be you? All right. Good afternoon, I think. You guys wanted to bring the special event permit back to the council to review. You'll see it is attached to your agenda item and it does give the different price range. So minor event at least 200 attendees is $248 non-refundable and a major event over $5,000 attendees per day is $820 non-refundable. And I did attach the permit application and then we still do have a fundraising permit. So if somebody is fundraising, they can pay zero. I don't know what other questions you guys had with our mayor pro too. Yep, I'll start to soft thank you Brenda. So guys just in one of the reasons I wanted to bring this back or I felt we needed to bring this back is the same reason why I feel we need to bring a lot of our application and prefer whatever kind of permits back. Because we don't know exactly when they were created. Some of something could have been created 15 years from now, things have changed. So going back and kind of just brushing up on them and seeing if there's things to add, things to keep, things to take away to kind of just keep, the best interest of the city, especially with everything going on now over at the stadium. Some of the things that I with everything going on now, over at the stadium. Some of the things that I, on this specific one, that I would like to see added, and then I'm gonna throw some out there and kinda get the test of waters with the council, is I for sure would like to see on here, if loces something in regards to, if local law enforcement or fire have ever been called out to your event Then at that point I don't feel that and and shout out to you know Miss Naika Allen she does an amazing job But for her to be the final say so on the events that come into the stadium is is that to me it's putting a lot of A lot of potential pressure on her right. So if if local law enforcement or fire have been called out to your to any of your events, I feel at that point your event needs to be reviewed either by this council or by at least no no lower than the city manager. I don't want to know why they were called out. You know if we have perfect example if we have an event coordinated that came out two months ago, had an event, and had law enforcement called out because of shootings and stabbing or fights, or they set the stadium on fire. I need to know if that promoter is coming back into our city. Hands down. And that's the reason I'd like to see something like that. Date of your prior event, if applicable, has this promoter that's coming into our city, into the stadium, have they been to our city before? Have they done an event here before, and maybe potentially do a little bit of research on that event? So those two for sure, I would like to see in some capacity on the application, now whether it goes up to the CM for approval at that point or it comes up to the council, I'd love to open up that for discussion and get your guys' thoughts on that. And then what I kind of want to throw out there, there's a few other, but I'll stop after this is the fees. Are we good with the fees? I'd like to see the fees increase a little bit. Just like eggs are going up, milks going up and breads going up. You know, I think we should potentially look at increasing the fees to have, you know, events at the city in our city here because we have a lot of them coming in. We have a lot of them coming in and based off of the fees that other cities are charging or charging a lot less than a lot other cities. So I second what it was you're making reference to in regards to who it is that's throwing the events at the stadium. I think that if law enforcement has been called to your event or fire has been called to event or you're being investigated Or if there's any type of wrongdoing on the business side of things that your special amendment shouldn't just be approved I think that's something that when we look in the event and I thrown probably one of the Largest events at the stadium It's a lot. It's a lot. We brought in 7,000 people at our last festival and it really is, you're bringing in a small community. And that does put a strain on security, that does put a strain on law enforcement. That puts a local strain in regards to the day-to-day life that happens here in our city. And I know a lot of promoters do come here with a good intent and wanting to have a successful event. But this could also be a way on how the city can potentially be a sponsor or can help them with advertising with enough time. One of the biggest things that I see all the time, all our social media is we didn't even know that that event was going on. Right? Well, if we do this special event permit where they have to come before the council, right? Or get approved by the city manager, the promoter then in time could leave a brochure that can get blasted out, you know, in our email listing. They can be put up at the water department as we were coming to pay their water bills. If they wanna pay the expense of having the letter, having their flyer be put in the water list, I mean, like in the water bill, right? Just be able to provide some resources for our community to be able to come in and enjoy more of our events at the stadium. That's that's that's a win-win for everybody, right? We know what type of events are coming in. What's going on? Who's going to be there? What type of atmosphere, you know, it is going on at the stadium. And we're able to help those events. Soing events is not an easy thing. It's hard. And a lot of people look at the city as we're supposed to be a sponsor. We're supposed to be a partner. No, no, we're not. And it never says that the city is supposed to help an individual throw a successful event, but where we could be a partner and then help them in is, hey, look at it, if you're willing to do your flyer in black and white or if you're willing to go to staples and pay for 1,500 colored flyers, we'll put it in our water bill, but adding those type of things here to allow our community to know what's going on is, I think it's a great way to have our community more engaged in's going on is I think it's a great way to have our community more engaged in the type of events that we have but then also stops the wrong promoters from coming into our city that don't abide by the rules of having a successful and free event. I think if you've had law enforcement called to where you had a fight and Group of fights and stuff like that that's a strain on my law enforcement and that's putting people's wealth being at risk You shouldn't be able to come back You're putting our city at risk, right? There is there is we had an instant last year you're in a half ago where we had A fellow business owner in our community who reported a lot of wrong bad activities going on in the cannabis event, right? Where he witnessed that alcohol was being sold and that mushrooms were being sold and this business owner came and put that promoter on blast, right? And it's things like that. Well, if we don't know what's going on, someone like that, I mean, I want him to come back and throw another event in our city. And if we don't know what's happening, that is putting a lot of strain on staff, right? In regards to what's going on. So those would be some of the things, like you said, Mayor Pro Tem, at least 200 attendees in a day to go from 200 to 5,000. That's a big jump, right? So I think, you know, add a middle one in there, keep it at the 240, for the 200 at 2500, make it, you know, $500 and at the $5,000, make it a flat thousand, right? For that type of event permit, there's not going to be many people who can truly throw an event more than 5,000 people. A lot of people have tried. It is not an easy feat to do, but I think when it comes to that level, anyone that says that they're gonna have 2500 people or more, I think should come before the council. That's something that I would love to review when it comes to that. So we can get to meet this promoter, see how it is that they, we can't have too much into their business dealings, but let's listen, what are you trying to do? What are you trying to bring? What's your plan? How can we then help you in having a successful event? Councilor Maresa? That was kind of my question when we're doing all this background, like who's going to do it? Brenda, let's get on it. You know what I mean so that's my only concern on that part so but if we do bring it back to council I don't mind doing the work and you know finding that out and maybe we just ask for a report from the Sheriff's Department if there anything that went down but I don't want to put a bunch of extra work on staff here for those kind of questions a fight to me I mean mean, that might happen. I get that asshooting like you didn't like that's an automatic gun kind of thing, you know, because you should have checking at the doors. I've been to a lot of events here and I have honestly never seen a fight. Like, it's pretty good. So that's my only concern is these requests is putting stress on staff but other than that I agree with mayor on I've changed it to 250 just so it looks a little nicer 250 and then the 500 in the 1000 and then I'm good to go on that. Councilor North-Abrif. So special events are sport events considered special events because if you have a team of 300 students, well why don't they count? So this goes back to what is a special event and are we targeting? I shouldn't say targeting. Are we seeing a special event at a certain location because, and I was reading through some of the other stuff here, that's written. If you have somebody that says, well, I only expect 200 or less, and the writing of it at least 200 attendees, okay, at least, I guess. So let's say they have 200 and 300. They bump up to the 500 level. Okay, so, but let's say they're expecting, so they've gotta have counters now as this only for events at certain locations? Is this everywhere in the city? And then it goes back down to, so for example, Wheel of Adelante was an event. Wheel of Adelante is not necessarily fundraising because it was a free event. So it doesn't fall into the categories that I'm reading because it was a free event and we were giving back to the community and we were not fundraising. So does that mean that city serve and organizations that came in to do that event would have to pay for that? No, if you go, if you read and that's a great question. So if you go back and you look at the ordinance, it specifically states on there what is considered a special event, right? And to kind of sum it up, if we're focusing at the stadium right now, then it lists like specific things that happen that would consider. In a nutshell, if anything happens at the stadium, that's outside of an event of what that stadium was built for. So like sports, anything outside of that, right? Is considered a special event unless it goes into like the whole nonprofit they and you're not making profit then you're not considered a special event. So but this isn't just for the stadium. So for example, if somebody is having a using our park, correct, and they want to have a very large birthday party right. So they would need a special events permit for $250 to have a for $200 or less but this doesn't apply to the sports teams. No, I think that's what we're doing. So, I think that's what we're doing. I would think that if they've, if it let's say, let's just say the heat comes in and they have control of Marconi, right? They've, they've blocked out Marconi for the whole football season. So if they now want to take their event and do it at Richardson, now it's a special event because they've moved out of their sports permit at Marconi. They're park permit. Park for print. Thank you. So that's what it's, that's what it's pertaining to. And I would say particularly this does pertain to all the concerts and events that are happening in our city. As of right now the location is the stadium, but then also this can incorporate possibly even into the food festival parking that's going on at Sennaka, right? Yeah, it's not limited to the stadium, so it could be anywhere in the city. We just got to think about it, right? If someone were to try to do 5,000 people at Sennaka and Bellflower, our infrastructure doesn't handle that, right? So, having Naika sign off on something like that, that's all a pressure on staff. That should be something that us as counsel, like, should be able to know, like, you guys are doing road closures and you're paying for this. That's why this, this special event permit is important for us to understand who's trying to come into our community and then do these type of things. But the way this is worth it, so somebody wants to do 10 people and do like a paint in something at a park for 10 people. It's a special event and it's $250 or yeah, $250 for 10 people. At least $210. So would there be a fee Brenda if it's 50 people? Yeah, $250 for for 10 people at least So would there be a fee Brenda if it's 50 people I believe there would Naika is the one who handles this so So then let's say okay for less than 200 people What a hundred and fifty dollars? Up to instead of at least to that's where I would disagree. So again, if somebody has five people and they're doing something, maybe they're doing something and then talk well. But maybe they want to do it at the park. I'm just saying that's what it's for. So I think that's where a park permit might come in. So yeah, so we would just have to define what permit they are asking for because if somebody's just trying to do a mindfulness thing which is a big fad these days and all they're gonna do is sit on a mat in the park for like 20 minutes. So it would be a park permit not to be confused with this event. So just keeping in regards to the context and I know what you're doing kind of figuring kind of figuring it out now, but yeah, this is just for concerts, events, festivals, not part related stuff. Well, the, like part related stuff. Well, that's something when you go when, when somebody goes comes to the city and initially starts that that conversation with Naika, hey, I want to gather 10 people at Marconi Park and do a paint sit. Well, at that point, then she would either fill out the special event permit, which if she thinks that's the way to go, or she would then direct them to our city clerk and say, no, you don't need a special event permit for that. You need a park permit for that. And I could be wrong, but I believe anything 25 or less doesn't even require anything. Right. I've got some in ordinance here. I'd have to take a look at the comments. I don't have an in front of me. Can we just focus on the special event like we're getting outside of it? But her question makes sense if she's trying to clarity to understand. So she's, I think her questions are valid. I think that she's trying to understand. As the promoter, you should know. But you can't control everything. So maybe, and this is just notes, Brenda, for when we bring it back, right? Maybe adding a tier in payment then, right? So you had an event last time, it was 5,000 people, you paid $2,000 now. So there's some consequence for not being able to control your event as opposed to just not allowing them to have events. Now maybe you've got three incidents, it may be time to let it go. But I think that we should maybe tear that and add additional fees for if they've had prior issues. I think to the mayor's point about helping promote because that is the issue. Not everybody is on these few Adolanto pages that we have, not everybody follows the stadium's page, but maybe adding a link to the site and do you guys get the app up and running? And this I think speaks to Councilman Uptagroves issue is nonprofits having giving out clothes and food and whatever at a new location could technically be considered, especially then. I think that they shouldn't have to pay anything to give back to the community. Right. So if you're giving back, I don't care if there's 3,000 people, I mean, it goes back to the giveaway they did the same. I think was the best year Wendy has ever done as far as the toy giveaway this year. There were, I don't know the number, but I know when I showed up, the line was so long, I said, I'm gonna go do this other one and I'm gonna come back, right? And so I'm sure there were thousands of people there and to have them have to pay to provide things for our community, I think is wrong. So I think that there should be, in addition to those other tiers, right? There should be a nonprofit free tier. And then, again, the difference with the paid, so that's what I have here. So a lot of changes I think needs to be made overall in like Brenda's saying, I think to the ordinance, to one tidy up language, and ensure that we know, and it may just be educating us, right? As council members Brenda, on the different, and I think Mayor Portemarama was when he posed this agenda item, was for us to get any application. And that may clear up your questions because if you had the park permit application and the special event permit application together, you may be able to differentiate the two. And so I think that just, and maybe you emailed them, I had a lot of emails. But if you could email us all of the any kind of application, whether it's for a cannabis business, you just want to read a regular business, any application, email those to us. The park application, special event application. You want all applications in the city business? I think that was the ask at the meeting. Okay. Yeah, so that way I think it would help us compare the difference between a special event and a park specifically for this conversation, right? We would know the difference. But those were my concerns. Again, I'm 100% on board with adding the risk potential and then figuring out, I just don't see it needing to come to council. I think pulling the report, what know, what was the offense? And then, okay, it was a minor offense, cool. So instead of for $1,000, now you pay $1,500, $2,000. Okay, this is the second time you've had an offense, bro. Now, $5,000. Okay, and this is the third time, bro, thank you, but no thank you, right? And so as opposed to just just qualifying them, kind of gives us a better, at the end of the day, the stadium specifically now has autonomy. And so I think that, you know, we've put stadium management in place and we need to allow them to do their job as well, right? They need to know who's coming in, make sure we know who's coming in and ensure that there's not doing a bunch of crazy stuff. So I don't know that we need to overstep in bringing those things to council. Like I just, we got enough quote unquote, don't get mad at me guys, but real business to handle. You want to have an event here great. Feel like the application don't lie, don't have issues, and if you do pay more for them. So I got just for them. So yeah. Just for clarification. This is Todd, could I chime in a little bit? Yes. Yes. Yeah, so the special event permit, it is in our Munich code at 17.75.050. And if you have 200 or more people, you have to get a special event permit. The concept of cost and how much we charge for permits, under law, whenever a city is issuing a permit based upon a number of state initiatives that have passed over the number, passed number of years, you can generally only charge for the permit, how much it costs for the city to process the permit. So if we're going to look at changing the costs for permits, we should have a reasonable reason why it's costing a certain amount and we can't be random about it. Now if for example there are past law enforcement instances that we are going to be more prepared for for certain types of events that can increase the required payment amount for law enforcement services. So it can be increased based upon past events with a permitting, but we have to put that in the ordinance so that everybody is treated the same. So that's one point as far as costs. If we wanted people to state for the record whether their events have had issues in the past, however we define issues. We can certainly do that that's related to the issuance of the permit. If they were to lie about that, it's actually a crime to lie to the city on a permit application. So there is an enforcement mechanism against line. And also we would have them certify the permit application that they are telling the truth and that triggers other legal problems for them if they lie to us. So there are ways to deal with it about that. In my practical experience, yeah, maybe the city wants to see the bigger ones, but for all of these to come to the city council, that will be, I think, a bit of a burden on the city council, just in my experience. But in the end, that is your determination. Your determination, though, as to the issuance of any permit, will be guided by whatever requirements we put in a revised ordinance. So it's sort of like, at that point in time, a conditional use permit or something like that, where you have a checklist, and if they comply with the checklist, they're a lot of permit. and if they comply with the checklist, they're allowed a permit and if they don't, they're not. It's not a completely discretionary decision for you. So if that's helpful, there you go. Thank you, Todd. I would say if we don't have it coming before council, that's one thing. I do like how Todd said we can add in the language because the way there's a hand, there's a hand, two handful worth of promoters or individuals that are trying to make a name for themselves in this industry. And at our expense, and then not doing things correctly and then trying to cut corners and go around people and you know what I mean, say, oh, I'm not a part of this anymore. I just know that this person, like they're gonna try to get slagged and try to be smooth on how they're gonna try to still be a part of the events. That's just the nature of the private sector, right? That's why I do like how Todd has added that, you know, said, add that verbiage because that's the way that we can ensure and protect ourselves as well. In regards to that, right? Because that's just the biggest thing. We're getting a lot of great events. I think maybe 4,000 people and hire should probably go before the city manager. That way the city manager can pull in sheriff, can pull in fire, right, to really be able to have that meeting. And I'm speaking as a promoter myself, I'm putting myself in that category, right? Because I do so 4,000 plus people events. And I wouldn't have any problem in going to speaking before, you know, our sheriff captain, be like, look, here goes my security call. I'm going to have these many securities that are going to be there and ensure the sign off all the special event permit, right? I would do the same thing for fire. If you have nothing to hide, and you're not trying to just make a quick buck at the expense of us, and there'd be no reason why you wouldn't be able to be okay with having that meeting with. If it's not us, cool. Let it be, you know, the city manager and the people who are gonna be handling the potential calls that day, right, to reassure what's going on there. Obviously they're not going to be the ones signing off on the event, but they can be there to ask questions to ensure that these people are prepared and bringing in 4,000 plus people. Because really 4,000 plus people events, we have 10 a year, one guy throws three to four of them right so it's not going to be a huge burden but it does eliminate those individuals who have taken advantage of the city and the city asset before in the past and do not disregard the well-being of the people that come to that of it and that's just what I'm looking to stop. So how do we know, like, on this purpose, it just says over 5,000 attendees per day. So if they say, I don't really want to have like 4,000. You know what I mean? That's my only concern. Yes, on our system at that, because also there's no guaranteed that we're gonna hit that. And then it rings. Yeah, it rings. And then it rings. Yeah, it rings. So you just, at that point, it's honor system, you know? So my my main question is or the first question, the first thing that brought my, you know, like hold on, let me read deeper is that in 2021, 2022, we operated at a deficit of about 1.3 million. And then it says there was a net transfer of 2.5 resulting in the increase. Where did that transfer come from? It's a variety of sources. That net transfer is for the Ministry of Overhead and other cost associated from the Water Department and sewer department. So they operate, but as you have employees and cost associated with running those departments, but they're like in finance, city manager, it's a chargeback essentially. But we do still run your right at a deficit without that chargeback from water and sewer and other grant programs for the cost aid support costs that they had for the general fund, then we would be running at a deficit. But that is something that we do each and every year. So if you look at the prior year and you look in the future, you'll see that transfer in or a net transfer in because there's some back and forth internal loans and like, but that's an end impact. Okay. And then does it, is there a way for us to, in layman's terms, I feel like I've seen enough of these that I knew how to read, but where does it show that? So if I'm a resident, I'm looking at the audit. If I may, it's a bit more dense to read the audit financial statements. The budget's a little bit easier, but it's a plan, but doesn't reflect that. And because, as you know, we are behind in completing our audits due to significant attrition issues and some internal financial measures that have to be adjusted, which is what we're here doing all the time. We don't have what's called an MD&A management discussion analysis letter, which is typical in what an audited financial statement is. These are basic numbers. So you could get that understanding. But if you were to ask me, oh, that transfer in in plain English since I've had a number of clients for a long time, I don't think it's actually there. But what we can do is try to prepare something in the near future that gives you an explanation of these things or a staff report that elaborates a little bit further. Perfect. I speak pretty, I think is what he said. Is that right? Yeah. So we've been able to bring on accountants that help with the auditor. So our auditor is the one who prepared this report, which is the Poon group. And Rams is the accounting firm that we've had because we've had some turnover and some other issues to help us catch up. And there are a number of issues that we've had because we've had some turnover and some other issues to help us catch up. And there are a number of issues that we have to do. So one, yes, we will provide in the 23 audit, which is coming. We think it's going to be completed by February. So what's that? Yes, end of February, which means I was going to get to this point. By March, we'll come with a presentation. And at that time, we will do a citizen friendly update. Perfect. Okay. With some comparison and plain English non-technical stuff, I'm not an accountant just so you know. If you want to get on my bad side you come in a accountant. I am not an accountant so I try to put it in really plain English. My two accounts aren't happy with that but it's really true. Now, one last thing that is important to note, the accounts are there to comply with all the accounting regulations that we have and this is a clean opinion. I think that's the important thing to state that they have found no material weaknesses. There are some things that we have for an interim management, but it's a clean opinion. And we continue to make progress and we will come back to you. We will have the next one completed in March and coming back to you in March for Final Approval. I will do that report that you're asking for and then we're catching up to 24. What Jesse's done in short order is brought in a team to help us catch up that we've been behind for a long time. The good news and if you want another financial impact as the last time when he completed the 21 audit we released about $1.2 million or measure I money. When we complete the 23 audit we'll release another similar amount of money from the county for transportation projects. So this is going to get the roads and all the things that Jesse and the team there in public works are working on in engineering that's going to help fund that. So we are making progress. We will get back to you in March. We have a clean opinion that we're going, but this is just really a step in the road because we want to get the 23 and all the money and then release at that point. Any further questions? No. Outside of the, I mean, I get that that's the way we've been doing it with paying the city back for administrative cost, but is there a way to not do that? Is there a way for us to pull those funds directly from the water account so that we're not seeing this? Definitely. That is the standard convention that you're gonna see in every city. You're gonna need transfers and transfers out. Okay. And you're gonna see what they call due to's and due from's. So no, I don't think that is. Have you seen it in any other way? But I think I understand what he's saying. Just asking if you do it directly. If there's a, so like I always go back to the private sector, that's where I operate it. But it's like if my nonprofit, so we have a grant for water, and we have a grant for roads, right? Keep it simple. If I have administrative folks doing stuff in my water grant, on my line item that comes out from my water grant, it doesn't come from my road grant, and then I have to pay back my water grant or pay back my road grant. It doesn't come from my road grant. And then I have to pay back my water grant or pay back my road grant. We don't have to do that. So it's just clean. I feel like it's cleaner, right? Using your clean report is if we're just pulling those funds from that line item. If it's water related, it's coming from water as opposed to coming from the general fund. A lot of it is based off of timing. So timing of funds when they come in when they do come out in a sort of situation, if the funds aren't at that exact in that exact fund at that sort of at that point in time, and that's going to be because of like just when money actually comes in using the measure I and TDA money for an example, right now there's a lot of funds that are being covered from other funds. That's why those transfers exist. So it can happen, but it's very, very rare just because of timing of funds and how it all comes in and flows. So it's very, very infrequent that it can actually happen. It can, but it's not very likely. And a lot of it is going to be based off of the admin cost and how he would say, how he would say that how he would say, I mean, cost allocation. A lot of it can be done if we know for sure when somebody is coming up and saying, hey, this is the project I wanna do, this is how we're going to pay for it. At that point, it can be allocated, but it's a lot of preparation in advance that not just the city has to do but the developers and contractors and all of that so it's a lot of cohesion and cooperation that hasn't necessarily happened and it's very very difficult for most cities to get to that point but that's the goal eventually if everything is completely in a perfect world yes but your time would also have to be coded a certain way each time, right? I'm sure. That's the, but you can't code it if there's no bank account ready to go for that as well. So they're coding their hours and then they say, okay, we got to charge back X amount of hours once the money comes in. That's how it gets taken out at that point. Right. There's really two things, one, we did do what you call a cost allocation for certain employees on water and sewer. That's already taken care of. But I think it's important to note, and we're going to start part of this plain English presentation. You have general fund, which many of you know, that's the main account, and then you have a number of what I'm going to call special revenue funds and then the water and sewer fund. What is really important is that those special revenue funds really are grant programs. So when you get that grant program, in many cases it's reimbursement. And one of the reasons that we're working so hard to work on the CIP and the reimbursement is the general fund pay sources, they're like yeah, we gotta get that project, we gotta get that grant money. But we have to make sure that our documentation is correct. So if you have an $800,000 road improvement that you got from grant monies from some source, well, you have to pay for it. You do all the drawings, all the specifications, you as the city council approve it. And then from there, you guys are, okay, great. The guys in the back end are doing the accounting. And what really happens is that we got a contract, the contract gets approved, and Diana here pays them. But the money comes out of the general fund, and then at the back end, we get reimbursed, and that's how we have these adjustments. That's what he's basically saying. Did you reimbursed the general fund for the monies that we advance for a grant program once it's approved? What's really important is that we have to comply with that, because if we don't, then the federal government of the state might say, hey, guess what, you had a grant for 700,000, but we're only giving you 650. And that's the real thing that we'll work on the next level, making sure that we get all 700,000, because if we only get 650, and we were expecting 700,000, the general fund makes up that balance. So that's what we're working on kind of going forward. That's where all these come into account It you should probably be on a board for a water district. It's so much easier. They only have like two three funds Cities are very complex for that nature especially in California because of all the grant programs and all the activity You have going on here, which is positive But from an accounting perspective and financial reporting perspective it can be complex I promise I will make it as simple as possible in March and will make a nice user. Well, no, it won't. My wife says whatever I do is boring. So I'll make it as easy and bearable to understand at that point. And hopefully you'll have some more basic question.
