On a separate issue, someone is dumping used capital letter on the south side of the 1100 block on West Main Street. Just over the curve on the city property, which is up to over a orchard. It's happened multiple times, there's at least three piles there right now and you post a health concern for the food process there and you don't do it. Run off of the goods and trees on the rains. So hopefully the city can issue a notice. Maybe if we're running the government that would disclose a vocabulary to and trees on the rains. So hopefully the city can issue a notice. Just wanted to speak out on urban orchards and green spaces starting to understand there's some zoning considerations going on and I'll probably comment to our at the moment, but I just want to speak in favor of green spaces out of a lot from where I live over here right on the east side of town there's a big pomegranate orchard which is we welcome into the community. We were concerned that there was going to be a lot of development there. Look, they put in this green space. It's beautiful pomegranate orchard and it's growing. It's going to leaf out this spring this year, it looks like. And I just understand that there's some discussion going on about maybe banning or whatever the correct word we need about that reducing the amount of green space in Plano. There's been many studies done around the country and in the world talking about the benefits of green spaces including in prepare quality, no reduced noise pollution, reduced flooding of the ground absorbs more water, urban heat island reduction or times of unique add-on here. So there's just a long list of benefits to having green spaces in cities and little towns like this. So I would encourage you to consider that as a favorable thing for the city of Lennon. And the people running the palm granite farm orchard over here, I've encountered several times and talked they're very nice and industrious folks. And so there you go. Those are my comments. I want to comment generally on the process by which the changes to the discussion these charts heard this time in contrast to the last time. Last time these charts was up there in 2022. We, the citizens were provided with a clear and concise document, which itemized the changes that were being proposed. In addition, we received a separate document, which detailed changes in the definitions currently published in Article 1, Section 1110-1 definitions. Very up plain and zoning committee workshop last year, whereas they were discussing how to come into change to the use chart. The chair specifically pointed out that the headings on the use chart could really be understood by reading the definitions and I'm paraphrasing what you said. But I did attend the play in zoning meeting on February 20th, where by the proposed zoning use chart was presented. However, unlike previous time, there was no document which provided the detailed explanation of the proposed changes, nor does the document such as this exists for this meeting. In the proposed use chart, we have added several new headings and given the comments by the planning and zoning committee, those headings can truly only be understood by their definitions. The proposed changes and more additions to article 1 section 1100.1 that necessarily accompany any changes or additions to your chart have not been presented to the citizens for comment. Therefore, although it is presumed you wish to have a meaningful discussion and potentially go on with those changes today, I would argue that no meaningful discussion or input from the citizens as it relates to those changes can be accomplished without hearing concise records of those changes. You start and then propose changes in addition to article one section one, one, one, one, one, the definition. Especially given the chair of time in the zone to use comments and the workshop related to these specific changes. Given the anomalies with the use chart on the city's website. So in the last year we had an isn't so much our actual name sitting here and brought up some issues with the use chart. We realized there were sort of gaps and it just made it to be up here. So that last summer we started to process a really working over it by line by line. We had workshops that are on the 8th of September, 19th and October 17th, all open to the public and really the current mass, all other events. We had our three winged and my phone on here, it worked really hard on this. I'm sure you recognize. But Diane and Julie and John over-carbohydrate Kelly was a part of it, because she was a part of the one that happened in 2020, so. All those were open public, holy trance parents, you're here as provided to everybody that time. Presented, the final or polished document to counsel on 11th or for you guys to live longer, which you kind of gave us a thumbs up, but you thought that it looked good. And then so we were able to proceed with all the weeklies as far as we said, over 2,000 letters to every property on the ring town. Some of these is part of stuff. And then we have our public hearing on the 20th. We did have some public comments and comments in the orchards. We made some adjustments to one computer online item. It just sort of did some restrictions on those things. We really put those in place for things like having a lifestyle. If you can't or like a cap, you know, a burger cow's in your backyard. And there's also state law which supports green space and agriculture as far as like, quarter culture and that kind of thing. So going with state law and city codes, we would like this final document really reflects kind of the feature of what plan I was looking at. It makes people do better business. They can build better things will be a little more efficient, a little more clear. Anyway, we're really proud of it, but I think that putting in money efficient just really put in some work.
