I'm going to go to the next one. I'm going to go to the next one. tell us through Monday March 24th, 2025. Invocation given by me and pledge releases given by Mayor Pro Tempscot. Please stand for the implication. Dear Lord, thank you for this day and thank you for this city. Thank you for all of the many blessings you provided us in our town and me with us as we make the decisions we need to make in and pray. Amen. I pray to Jesus to the flag of the United States of America and to the Republic of the United States of America, for the United States of America, for the United States of America, for the United States of America, for the United States of America, for the United States of America, for the United States of America, for the United States of America minutes for the regular meeting on March 10, 2025, because you get a motion in a second. So moved. Motion by Mr. Scott. Second. Second by Mr. Chastain. Any discussion? All in favor say aye. Aye. Any unanimous. And that will have two proclamations. The first one was fair housing month, April 2025. Council member, Miss Brown. Fair Housing Month. Whereas the Fair Housing Act enacted on April 11, 1968, and tries into federal law the goal of eliminating racial segregation and ending housing discrimination in the United States. And whereas the Fair Housing Act prohibits discrimination and housing based on race, color, religion, sex, familiar status, national origin, or disabilities, and commits recipient of federal funding to affirmly further fair housing in their communities. And whereas the City of Thomasville, Georgia, is committed to the mission and intent of Congress to provide fair and equal housing opportunities for all. And whereas our social fabrics in the economy, health and environment are strengthened in diverse and inclusive communities. Now, therefore be it resolved that the City Council of Thomasville, Georgia does hereby declare the month of April 2025 as fair housing month, so done this 2014 March, Mayor Tom Molley. I'm sure you've been lit up to this. She can truly live up to this from all the time that I've been knowing here, have worked with her. I am so proud that you are continuing to do all of this all the time. Thank you so much. While I'm sitting, you know how we love it. I appreciate it, so very much. Thank you. Alright, our next pock of motion is National Donate Life Month. I'll read it. There's nobody here to get it. Whereas, one of the most meaningful gifts of the human being can bestow upon another is the gift of life. And whereas more than 100,000 men, women and children, await life saving or life enhancing organ transplants of which nearly 3,000 reside in Georgia. And whereas a record number of transplants over 48,000 occurred in 2024 alone thanks to the generosity of over 24,000 donors and which over 2,000 donors were from Georgia and whereas more than 2.5 million people throughout the country benefit annually from tissue transplants thanks to thousands of tissue donors and whereas the need for organ, eye and tissue donation remains critical as a new patient is added to the national waiting list for organ transplant every eight minutes. And means more could experience improved qualitative life through tissue transplantation. And whereas the critical donor shortage remains public health crisis as an average of 16 people die daily due to the lack of available organs. And whereas organ eye and tissue donation can provide families the comfort of knowing the gift of donated organs and tissue and dials another person with renewed hope for a healthy life. Whereas donating life through organ, eye and tissue donation is the ultimate act of generosity and kindness that we, the citizens of Tomasville, came before. And whereas nearly then 3.8 million judges have already registered their decision to give the gift of life at www.donatelifejorger.org when getting or renewing their driver's license or state identification card at a driver's license office or when getting a hunting or fishing license due to Department of Natural Resources. And whereas life link of Georgia, the nonprofit organization dedicated to the recovery of organs and tissue for transplantation therapy in Georgia, with a vision to maximize the gift of life while giving hope to donor families to transplant patients and mission to honor donors and save lives through organ and tissue donation. Now therefore, I may not have probably do hereby, became April 2025 is Donate, Life, Month, and Thomas of Georgia to honor all those who made the decision to have, to give the gift of life, to focus attention on the extreme need for organ, eye, and tissue donation, to encourage all residents to take action and sign on Georgia's donor registry, and to discuss the miracle of transplantation as a family and to make a family commitment to organ, eye and tissue donation. So done the 24th day of March 2025. Alright, next we'll go to recognitions. Councilor Police Department, outstanding community service recognition. Good afternoon, Mary and council. I want to take the knife to recognize one of our citizens. In fact, I'm going to do two of them. I wanted to know you were the maker of the knife. So standing in front of you, Mr. Quinair, is Mitchell, let me give you a quick sum of just what happened here. With his mis gratitude and respect that we've come together today to recognize two of Trotlerian individuals whose bravery and quick thinking made a significant difference in our community. True heroes are not defined by uniform or badge, but their willingness to step forward in times of need and today we celebrate two such heroes among us. As you know, March the 14th, the police department was called to run away horse running loose throughout the city. The horse was diverted in the end of the traffic and running through the yard of several residents causing a lot of disruption just made. Officers are thinking that on several occasions to capture the horse but was unsuccessful. They were able to eventually chase the horse into a gated cement. They are for Madison Street who are Mr. Brandon O' pandarius Brandon and close the gate to keep the horse from running at the free again After the incident mr. Mitchell Indicated he had made some bad decisions in his life and paid the prize and now he wants to make it be a positive role model I believe we should hold people accountable when they do something wrong But also recognize people when they do something right.. So, branding the cordia is a little brandy right here through your separate sex. You demonstrate a remarkable courage and an unwavering commitment to the safety of those around you. In a moment of crisis, you don't hesitate to assist our law enforcement officers, show them resilience and a strong sense of responsibility for our communities will be in. Your bravery is a testament to the power of unity and civic duty. It serves as a reminder that each of us has the ability to make a difference. To stand up for what is right and protect those in need. Because of your efforts, life was safeguarded. So we'll have a decision to come to you. Our law enforcement office from the time Phil Police Department and all those who call this place home, we extend a heartfelt appreciation for your heroism. You embody the best of what it means to be a community member, someone who looked out for others, and takes action when it matters the most. Today we honor you not only as a citizen, but as an immigrant, and as a soul. Your actions will not be forgotten, and will forever be be grateful for your courage and justice. So I give Quintero a little letter from the teacher for us and this certificate says in recognition as having provided highly this ninker service to the Tom and Phil speech department and for the public safety on March 24th to 2025. Congratulations, sir. Congratulations. Congratulations. Congratulations. Also, give a speech department challenge going on, all of you the right thing, no matter what. We're good for you. Good, thank you. Again, thank you. Great job. Thank you. Thank you. Right job. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. All right. Next on the agenda. Citizens. Herb. Ministers. You have three minutes. Oh, this recognizes an honorary customer for his law and all would. I'll be right back. Let me give you a hand. Thank you. All right, please sit up. It's my privilege to recognize my honorary council member of the month. Because that is the oral live stream, I just wanted to mention that each council member, each month, gets to choose somebody to be an honorary council member. And so people are interested, they should reach out to the council members because we don't always have people that want to do it or it may not always work out. So, and what they do is actually attend every meeting that I go to or what their council member goes to. So they end up learning a lot about how the city works and a lot of things behind the scenes. I commend Lauren. She has been to every meeting this month and not just attended, but we've had great conversations around the things that have been discussed at each of them. So thank you for doing that. You're an engaged young professional in this community. And I was glad that have you become a part of it. And she enjoyed it. So I mean, that's something, right? So anyway, congratulations. If you would like to say the thing, you want to do? Yes. To City staff, City Council, importantly, Scott that as well, thank you for the opportunity. I've really enjoyed it, and I hope to continue to serve this community in some capacity in the future. And like you said, I've found it very engaging, and eye opening, and just have really appreciate having to see at the table and hope to continue to do so. So thank you, Trill. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you, Lauren. Next is citizens to be heard. Since I will remind you that you have three minutes. Our attorney, Mr. Sanders will keep the timer. He'll let you know when you three minutes are up. First up is Cory King, 1079, Summer Hill Road. Mr. King. Good evening, counsel. See you, staff. I'm here to discuss my utility. I did a little research before I came tonight and I was looking at our the poverty line. We are well over four points of the nation, with all the private line, people here in Thomasville. The average person that lives here makes about $35,000 a year, which knows to about, let me figure this out, I'll go down. It knows about $3,000 around that month, $6,000 a month. I was throwing out of my seat when I got a light bill in December. My light bill was, well not December, I'm sorry, in March. My light bill was $1,400. And I was a school teacher, I teach here in town, and I passed her here as well. It was difficult for me to pay $1,400 at the drop of a hat. And my wife and I would be paid it because we needed our lights. and the first of a head. And my wife and I would pay it because we needed our lives. And the first advice that I got was from the city of Thomasville was to go and have an audit. Well, previously to me getting a light bill in December, I had three efficient appliances put in my home, refrigerator, stove, and a washer. In November, I had a will for you. I got to bill in March of $1,400. On average, my bill runs like 750. It's almost double. It was crazy. And I don't know if there needs to be, my suggestion is maybe there needs to be some type of alert when you're a light bill is reaching a certain peak. 30 seconds. Okay. You can find one. But it's ridiculous. And that's my piece. It's something that needs to be done. But even kid, you don't have gas, do you? It's all electric. It's all electric. Everything's electric. It's not even a cow. So you have to be a bin, how much a month? It averaged its 750. So that it was 14 hundred dollars. For double. You double. OK. OK. Thank you, Reverend King. Thank you. I would have had a hard attack too. I got a $4,000 lecture. And not to be able to figure out. I'm sure we reach out to him. I believe that this week's this going on with that account. Reverend King. Yes, Mr. Watch said he's going to look into it. Yes, and a lot of people call it this week, see if we can set up something. Yes, sir. They were very nice, but down in the sea, they were very nice, but it was a lot of money to pay. I understand. That's a lot. And check on that. Quick question. Do we have the capability to have some type of alert? I know some things are read manually, leave but some things are digital but kind of like how you're back in the day when you're running out of cell phone minutes to tell you. So we do a high bill letter but typically it's by the time we generate that it's too little too late. Right. Once you run that bill in cycle and then you say okay here's this big spike in consumption and then we notify the customer by they and they've already consumed it. But some of the new technologies that we're putting in with AMI will do some of that, will send out text message alerts. Allow the customer to want to build some constraints, you know, within their profile. That's in the future. And kind of let them know what they usually pay is going way over or something Yeah, so you can manage it. We've got an old I pulled up it You can go in there and see your daily consumption No, even hourly consumption, but the requires you to have to you have to go do that You know it's not oh yeah, I know what media come when I what I used to I don't do it anymore Get next to my limit for internet They put in me a text you've used used 75 percent. You've used 85 percent. And I think that will be good for a lot of our customers like Reverend King just said. For them to know that they need to go and look at their bill. Great. All right. Thank you, Chris. Next, Mr. Paul Fryer from Sanford Bishops Office. Mr. Powell Fryer, no, be halted. You can stay under three minutes. I'm sorry. Sorry I was late tonight, but I just want to say once again, on my half-conversed visit in myself, that I congratulate you on the event that the city hosted for Secretary Roy Dawson. It definitely first class event and you know did him proud and did yourself's proud in the process. I've had a conversation with Mr. Wade today about the prospects for community projects for FY26 and it's sort of a uncomfortable subject right now because FY25 Community Projects got wiped off the charts. There were none. Nationwide, Mr. Bishop got his projects through the House of Prudentations Committee and then they were never called for a vote the full house. And so we don't know what's going to happen with FY26 projects, but we're, there's something on the commission's website and I discuss it with Mr. White and we certainly encourage you to apply with the understanding that we don't know, and if they will be community projects or be what a council will be open. And that's our thing. So we're going to do our very best to serve the community under whatever circumstances that we're faced with. So appreciate your service to all of you and once again, congratulations on the way to the way you handle that event for safety all the time. Thank you, Mr. Sparrow. Thank you, Mr. Sparrow. Till Cox from Bishop will see him row shut. Yes, sir. He's always here. I'll try to me. All right, thank you. That concludes this. To be heard next is adopt the agenda. Kind of get a motion to second to adopt the agenda. Motioness, thank you. Second. Second by Miss Brown. All in favor say aye. Aye. It is unanimous. First on the agenda's old business, city attorney, Kimthe C. Sanders. Second reading of ordinance that set 8,758 square feet of real property adjacent to fire station two If you can't get it up, that's all right. We know, this is a second reading to accept this property that's adjacent to the legislation too. I think it's true that we've got to walk back through the presentation to answer your questions that you have. Okay, I get a motion in a second. For move. Motion by Mr. Scott. Second. Second by Mr. Baker. In discussion. All in favor say aye. Aye. It is unanimous. Thank you. There we go. Right in the new business. Grant administrator Pam Schultt, resolution to ratify selection of architectural firm, on record for community development block grant FY 2025, and the construction of a new domestic violence shelter. Thank you, Captain. You've got the background. This is the same grant that we've been applying for. We went through the scoring committee and we do have a letter from their House Yon for stating they accept the architect as well. Is there any questions for this resolution? Can I get a motion in a second? Some little motion by Ms. Brown. Second. Second, Ms. Chastain. Any more discussion? All in favor say aye. Aye. It is unanimous. Out of me, Ms. Schalk again, resolution to accept the commitment of matching funds for the FY 2025 Community Development Block Grant application. You've gotten a copy of the final budget. Really the only match that the city has is for the audit and legal fees to look over the documentation. Everything else we have a letter of commitment from the House of Town, but we're to cover all financial expenses. Thank you. Can I get a motion in a second? from motion Mr. Scott. Second with Mr. Chastain any more discussion? All in favor say aye. Aye. Item C executive director of inspections and engineering Mark Harman. Resolution to award a bid for the 2024 waste water phase one out of Creek Project and to offer us the mayor of Mayor Pro Temp to sign contract. Mr. Talks. Mr. Mayor Council, I am not there to go as you can see, but I am his proxy tonight. There is nothing new from what you saw on this last Wednesday. We would ask that you remove the video mouth to RPI underground. Does that answer any questions I can? It's just because this is all under easements that we already have. It's not going to affect any of the price properly. This is essentially going into the same footprint where they already let. All right. Get a motion or second. So motion motion, just name. Second. Second, Mr. Baker, any more discussion? All in favor say aye. Aye. It is unanimous. Council. Chief financial officer Ashley Casey. Motion to approve the FY 2024 budget a bit. Good evening, Mayor and Council. There's no new information since the last time we met last week. Do anyone have any questions? Anything they would like for me to discuss? All right. All right, can I get a motion in a second? Yes. All right, can I get a motion in a second? So I'm gonna move the motion by Miss Chess Nate. In fact, I'm gonna second by Miss Scott, any more discussion? All in favor say aye. Aye, it is your turn, Miss. Now to, that concludes the agenda. Miss Seaton. I have no comments. Miss Cason? Miss Twhite? I just not to tell us all what we endured having served in here. Her serving in our role of the last month has been pleased to have you. That's all I have. Miss Sush? Miss Brown. I just want to thank everybody for coming and thank you for your comments and like I told you sharing Dr. Edwards, you live up to that. I am so happy you do because it has made such a difference in our community. I mean such a difference and I hope that you continue to do that and whoever else want to come in and help you do that also. And thank you all. Thank you Reverend King for coming and sharing what you thought we could look at doing. Okay? I appreciate you all. Thank you everybody. Scott. As I said, congratulations to his Airwoods. It's all with thank you for Serving with this Cheshire I might say, spring is in the air. It's a busy season. There's a lot coming next month for the city. So, yeah, I know. I'll thank everybody in advance of the work that started. I'd like to go in and place for all the different events happening in the community. Very colorful out there right now. Paul and that's a look. Yeah. Miss Alwood, do you got anything to say? Not today. Mr. Baker. You went in order today. Yeah, I'm messed everybody up. I just want to tell everybody, appreciate everything, all the hard work, all the grants and things that we've gotten over the last couple months. That'll be a big impact to the community and that means a lot. And I appreciate everybody's hard work doing that. Excited about springtime, plenty of pollen. Everybody take your dessert. Yes. I said, which I've known you for a long time and thank you for all that you've done. You have done a lot for our community and As mr. Chastain said, you know April's a busy month Rose shows right around the corner Watch out for our people painting all the lines around town Because we get fresh coat of paint within about a free block area here. So they're out, Saturdays, Sundays, all hours. Thank everybody for coming and just have a great week. We are a adjourn.
