We'll call the meeting to order. This time if we could stand for the pledge. A pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, and the visible liberty and justice for all. All right, this time it's been asked that we add to the agenda one item as a passport update. Is there a motion to add a passport update to the agenda? Second. Second. All in favor? Passes is unanimous. We'll add that item number seven will be the passport updates. All right. I think for the council to review the meeting minutes from April. Let Let's know if there are any questions or changes that are necessary. I'm going to put it in the fridge. I'm going to put it in the fridge. I'm going to put it in the fridge. I'm going to put it in the fridge. I'm going to put it in the fridge. I'm going to put it in the fridge. I'm going to put it in the fridge. I'm going to put it in the fridge. I'm going to put it in the fridge. I'm going Second. All in favor? Passes unanimously. With those that were mentioned one is the title six non-discrimination agreements with the Georgia Department of Transportation the standard paperwork We have for non-discrimination is outlined in your packets He's been emailed. All right. Email data. Correct. As with last year the Eric signed as the representative to assist with ME or the the EEO as the EEO director for any complaints Are you gonna do it again this year? Yes, okay He's graciously agreed to do that again All right, are there any questions? Is there a motion to sign the Title VI non-discrimination agreement with Eric as the representative? So moved. All in favor? Passes unanimously. Item number two on the agenda is a CPL estimate for road work bid prep. I was coordinating with CPL to perform basically a walk through of the projects with the engineer that provided the original pricing. We have not been able to connect yet to do the walkthrough of the projects. It is described kind of understanding that there is going to be a difference in price when we walk and kind of look at it. It's maybe not as detailed as what was laid out. Original proposals that we discussed at the last meeting were very detailed, but we think there's some additional options that could be available for the roadward. The update now is I will be coordinating as soon as we're available to handle that project. Unless there's somebody that would like to assist me with walking those projects during the daytime if I'm not able to attend the mayor pro temp potentially. What would be involved? I mean yes, it's we've gone through kind of talk through Google Earth Street Street view looking at maps but it's just laying eyes physically on the work to really give a good understanding of the work that's needed as far as the plans and preparation. You'll have to give me some updates on what you think needs to be done so I can look at. I can do that. You know, if I can't get him coordinated during the week. I could help and Tuesday Thursdays are out for me, but if it was a day that I'm available We can have up to two counsel members they could do that outside if I'm associated with it just to make sure that we don't have any Do you want to do that? I'm just saying I can help with that if you know he needs whatever just distribute the. Yeah the main part is just a it's just a walk. He's busy a lot. I've tried to catch him when he didn't have a customer and it took me like I know. Every time I'm told me it is a good thing. That's why I didn't want to interrupt you. We've got a couple of volunteers and if we not able to coordinate that I'll reach out. We can't walk to you. No, let her take my spot. That's great. You have to do it by yourself. If you need to work full time. Chris, I'm still trying to understand the need for this process versus just getting a bid from a vendor or a couple vendors evaluating it. You know, because they're going to be doing the site work and some of the things that sounds like CPL is doing it. And for the prices that you were talking about last meeting, it's just ungodly. I know you were trying to negotiate it down, but. Well, I thought what we were just talking about is the us doing it. Is it supposed to CPL? Or you're saying helping CPL? No, it's with the engineer with CPL for designing the project, putting the specifications together. They're still going to charge us for all that. Yeah. There's still manhires involved. I thought you were saying we're working with the engineer from the vendor. No. Yeah, that's what I kind of thought. Not. No. Okay. Right. Rebound. So if we go out with them, they're still going to get their money, right? They're still going to charge. It is a no charge to come out to provide an estimate to do the work. We're talking about CPL. That's correct. OK. So we're in clarification. We can go out with CPL. They're not going to get any payment, which is correct. They're just defining. They should be done and then they can figure something out. It's just more clearly defining the scope with that engineer so that he can then put together a little bit. Where are they going to start charging us at what point in how? if we approve for them to do the design and the bid administration so we can level it. There's multiple steps. Are we even interested in that? I guess is our first question. Is that something we want to pursue? Or can we have another company do it if we find one? Or do we need anybody doing it if we have, if we have hired a company from an understanding that it's done jobs for other cities, other counties, they've done this work, they know how to do the work. Do you, and we haven't in the past gotten engineering plans. Do we need engineering plans at this point? You can have some estimate currency deal but then we can still can we still go with another company if we're not happy with it. We can use a different consultant other than CPL. So we can we can have somebody else come out and take a look at it and give us some estimate also. Absolutely. Okay. What if we just hired someone to work for the city and that's what they did as a part-time job to these projects were done? Well, essentially that's what it is we are doing. But I think it would be cheaper than that was a lot of money. That was a whole lot of money. There don't know if there's something that's... There was like five employees. To get a PE on staff, it's gonna cost probably in the $150 to $200 an hour range, even in a part-time basis. Yeah. I just didn't... PE's are that are stamping the drawings and running through that process. So that includes also subcontracted work of land surveying and the newspaper articles publishing and the administrative processes of reviewing the, reviewing the bids, doing all the comparisons and putting it together. And then as well as site visits and inspect and the work that's completed. So there's different levels that can be completed through the process. Now is this just on the ones that we agree on or? That's correct. All of them. That's correct. The ones that we agree on. Was there issues with the Macklehand and Project or any of the other or Joseph Street that's causing this? No, no. I'm going to sit back and get questioned by residents over every single detail of every single part through that, I'm trying to work with the town to help the town to work through that. But it's not worth the time and money to do that. I'll just, we need to get a consultant to do the work at that time. We're going to do everything you know open and make sure it's right and it's done as we did consultant working with the attorneys last time but as far as on the back end and running through those processes it's not work it worth it. That's Who has a resident calling you all the time? I won't discuss that part, but... You know, not everybody in the town appreciates the work when people volunteer to do stuff. Just that simple. That's true. So we can look at a couple of different options though, with different firms and the level of work exactly how that's administered to make something that is more favorable to review the pricing. That will be more call it in line with what the town would need for that type of project. there's someone at Barrow County that we could use Barrow County to do that? Even the better is that came out and speaking with them between G.Dott and the county is where we got the people that we worked with last time to do the road work. No, to do this. But as far as the consultant. Yes, yes. I can make a phone call to them. Just as it's been a little bit since I last spoke with them regarding that type of work. Because they do have a lot of processes in place. What they would charge if we need to do this I'll make a note and have I'll have an update on that come one day Or is is there anybody in the county that has to sign off on it? It's just totally our decision. We're working on the town's roads. That's correct. I'll speak with the county. We'll also have that walk through just more options available. Any other questions regarding the roads? I guess we'll wait till Monday. Okay. Thank you. We'll move to item number three, which is the credit card processing through GovCard. I know Kathy has done a lot of work looking into this and discussing, you know, what's needed. As we've expanded, whether it's just as time progresses, more and more people want to use credit cards for payments, whether it's renting the pavilion, renting the community center, or planning and zoning payments that they want to use at credit cards to make these transactions. So the, Kathy, if you want to speak some more on that, but the gov card that we have information in our packets that was sent out as well, Is an option with the fees outlined? And this recommendation came from the county, correct? Kathy? Oh, OK. I didn't bike do it, it was too expensive. I didn't bike do it. This is a one-time set of V, $109. Thanks. to bank do it. This is a one-time set of $1.99. They can give you a link to the heart website where people can go in and pay on the website. So you get any calls? I just have to have a deposit, like, and do a deposit and get it refunded. Truth is, truth is, gut cost. We don't accept cards now. And how do they pay cash or check? Yeah. Wow. And I'll pick the new juice checks and then we'll... No, they don't. I just had somebody in the money order. So we're in the order for the deposit. For more than the deposit, so I'm going to raise $118.00. And that's going to be a kind of hassle. Yeah. Yeah. Why did she give you more than? Because she didn't understand how to move the pay clothes. So the customer, the customer pays the processing fees. So that's the biggie. Yes. In the event that this gets approved to move, I think credit card transactions, something that would would alleviate a lot of burden and help. But it would be, we could charge the fee on top of what the rental costs were or what the permit fees, those types. So if you just hypothetically, you'd $450 for the community center rental, you'd pay $450 plus 4%. So that otherwise that's coming out of the town's revenue stream. Any card use on anything? Yes. It's 4%. And I'd say a $3,000 permit would be less the 3%. on of that, so that's a decent bit of money over time that that starts adding up. So we'll get our set up these back. Correct. What about this hardware? Well, I've asked a lot about charge and harm service they've been with, I think, a lot. No, that's on our side just as we run the transactions. We run it. Yes. It doesn't matter. You don't deal with that with the company that does your credit cards. You do that when you're in voice. You just put it on your voice. That's why they take care of the service fees. Well, then we need to talk to them about that. Because otherwise, we can just get a card reader and pick our own place. You could do your own thing like I did. The square? Well you can do the square. I mean I don't know I've never spent long times I've used the square for eight years at least. I've got a processor. You can do typing in, person's name, day, all that mess, or you can run the card itself. You can even just... If you want to do it on the internet, we would need to talk to these people and find out any card. She's going to tell you that she can give you a link to the whole website. Right. But we need to that. You need we need to find out can we add a 5% charge to that? Eric would you mind working with Kathy to answer those questions as well as the PCI compliance question all that because I deal with it every day. Okay. So yeah. I got a counter. Okay. She said we could draw on a line and we could say so. Okay. What's up? I mean, you can just tap. I didn't know that because I deal with it every day. So yeah. I got a contact. OK. She said we could call her online and we'll just listen. OK. I mean, you can just tap a card to a cell phone and process. You know, you love the software on a cell phone and people can tap it. So we need the process to add the 5% automatically. Yeah, but that's in your packet. That's all we've got to find out. can we add that to this if we can and that should be fine. What's a 5% for processing fee? Whether it's five or four. By the time you get done with all this processing fees, you've got what we call BSDs underneath it. There's another page. They don't never tell you about that stuff. It's there. So you've got to know, because by the time, like if I do my cards, and my cards are only three per threat, three and a quarter percent. But then you've got another page of Bologna fees. And by the time you add all these fees with that fee, you're up to six point quarter percent. So I charge five percent on all cards in my shop because I mean yeah I'll eat a little bit I ain't going to worry about that but I'm not eating all day long thing because most people since covid they want to thought of that credit card nobody wants to use cash or checks nobody uses a check card anymore but me the cash I mean I mean, if they want to use cash or checks, that's fine. There's no percentage of fee now. If you use a credit card, you're going to get nailed. Adult literacy barrow people make donations and they think they're giving us $50 about the time they want to use their card and they just want to click a button. And that doesn't matter. But then we only get $40, like $42.50 out of the $50 because of processing fees. And they think they've, you know, that adds up. Yeah. I mean, I'm not really processing. They're charging me $1415 for maybe less than $3,000. So do you mind helping this week? No, I don't mind. To work on, so both from our side, the PCI compliance and the processing fee. Yeah, I can talk to them about PC. They probably don't know anything about that. They just refer PCI to you because it's now you're going to use a machine and being over the internet that's basically an unsecured telephone insecure because it doesn't retain any information that you put into the machine. Once it batches out every night, you've got to batch out every night. Or you get charged for that too. That's another hidden feed they don't tell you about. But once you batch out, all that information is erased out of mind. It's really not even in mind, because it's over at telephone. If we could look at the options maybe even our landline is. Yeah, because we've got landline, don't we? It's a V-O-I-P. It's voice over IP. It's voice over IP. But that's a landline too. You're not connecting it to your network. You're connecting it to your phone line. We can just look and clear up those things. Voice over IP now. But yeah, I can deal with that. Yeah, this would be great to have. Just easing with all the permit fees. Those parts that are starting out. Oh, yeah, this is great. It's a great idea. I mean, it's a good idea. It's just they don't, they never give you enough and that's when they call, when they call you going, oh yes, we can give you three percent. Uh-huh. Well, what's your BSP's? Oh, I don't do that, Laura. Oh, I don't do that. Well, you know what? When you find out call me back and they never call you back So yeah, I'll get on their tail Sharon or Tommy do you have any questions on this? It is we need this. We do need credit cards. It sounds like we need to charge more from what he's saying. Absolutely. Well, 4% should cover it hopefully. I don't know. We'll know more about it when we get our first couple of bills and then we'll add it together and do 4% of the main thing and find out are we paying more or we pay less and we'll know That's how it took me a while to figure it out If we had a way for them to just pay Something with something else besides this, but with a credit card, you can just say a point-wang $10 processing fee. Yeah, well, that's a period. I got a big old son on the front of my desk, and I got tape all over to know we can rip it up. And I make sure when people come in, they see that sign. Or if I'm'm calling them and they want to come pick up a computer I say well no it's 5% if you pay a card cash and check I don't charge anything extra okay I'll go to the bank. Yeah. So I mean heck up and doing credit cards since 2012. I didn't take them at first either but I was watching money go out the window just like they're doing. I didn't like that. Okay. That's good. Pursuit. Yes. Thank you for help. This is good. All right. We'll move to item number four, the welcome sign. Updates. Okay, I do not have a quote. I've contacted and talked with Paul Innekin and sent stuff to him and back and forth and so on. Who's he? Paul Innekin. He's had to sign shop and wind her. He's done like all the signs in the camp. He's historically the guy everybody goes to sign. He's done it, but oh. That's another person. Very person, another person. Who all, they both go to, yeah. So Paul is sort of going into retirement. He said he could make the signs if we could put them in the ground and put the bricks. So we could do that because I know it would be cheaper. If not, I can also get an additional quote from the guy by the railroad tracks as well. So I thought I would do that just to counter but then he would charge more concealed do all the installation and stuff. So we were brainstorming on the signs themselves. This is the artwork we're going with at the moment. Nothing's in concrete. This is just what we started with. Couple of things, one, the town of Bethlehem. On the logo produced by the county's You know, they did the chamber and the different towns and so forth. And ours, they, the T and the B are lowercase, which is grammatically wrong because their proper nouns are supposed to be capitalized. So every time I see them like, so I capitalized them for the sign or we did. And then the other thing that we were talking about prior to the meeting tonight is the 1786. So in going through the history, the area, what I've heard is in the late 1700s, there There was a church, Bethlehem Church is what they call it the Bethlehem Methodist Church and they call themselves Bethlehem Church and Everyone started referring to the community as Bethlehem So and the earliest date I saw was 1786 so we could could not put a date, but I think a date shows that we've been around a while, which we have this community. So mold that over while we're talking about the other stuff. I put some, these were kind of some ideas. And again, there's nothing in concrete we can make any changes we want. If we did the 316 signs, if you look on the other page I gave you this one. We were thinking it would look nice out there on 316 coming from each direction with 4 rows of bricks at the bottom. When you're getting off the exits. Yeah, the off ramp. Off ramp. From three sixties. If you've ever seen on eighty-five where you get off like it two eleven Brazlton's got a sign right there welcome to Brazlton. If we had just maybe one sign on one side one side on the other side, one of the ones the bottom left and then with bricks up underneath it, like it's on the right side. Maybe three or four high, maybe a little flower bed. I mean, didn't have to be perfect, didn't even have to be break that could be blocks. You can just lay the blocks up there and make a bed out of it. You can get those at home, be polar level. We want to be pretty cheap. You can lay them up there very quickly. Put some soil in there, some flowers and run. Sure. Is that a wooden sign or what's the... We can do whatever. It's just kind of, I was looking at different ones. There were some that, you know, hang from chains and paws like don't do it. As soon as we have a high winds come through, they get damaged and that's why he was saying either do the two side it or the single post. The little one, the little signs were calling it. We were, we were thinking the smaller roads coming into the town. So remove the green signs that are at the well they can stay. Some a little bit more nice I think. I mean the green signs are just there. I just barely saw it. I've turned it. When I came down to my house one day, I just saw it all the way up to the one. I think it was the sign here already. So we were going through the minor roads or the smaller roads we're thinking for the big signs. Yeah, you, what is that? Here's some whole tree. El is little. Yeah, little. You had a thing. Six. One. I handed away my count. Three. I lost my, up there it is. I'm only seeing three right now. Sorry. I see big signs. had had two of the three sixteen signs, four of the big signs, and six little to just get a quote just to see what that would charge us. So you were saying a big sign by Bethlehem Church or past Bethlehem Church. Yeah, you have a big sign up there. You have a big sign on the four corners. Right. Are the roads. 11, each side, and then, it's used to be 324, but, the star street, whatever you want to call it, here. Oh, the big one here. Yeah, that's the one you... Smithville and then... Well, that's, yeah, that's here a simple, uh, submit. With that little funky... Intercept. Yeah, that's the one. Smith, Bill, and then. Well, that's, yeah, that's Harrison, Smith, Bill. Did that little funky interest end in that? Yeah. Yeah. 11, and then you've got these two out here. So that's what we're thinking about. So we're waiting again on quotes. What are the dimensions of those signs? Big little. We have a little. Big little. What? Big little. And then bigger, or three, 16s. With Larvin. With a little. I don't know. He would probably have to give us a dimension. Because I'm sure they've got these kind of designs on a lot of the places. Mm-hmm. But do do the community design design project? No. Bethlehem one? The town of Wendell. Yeah, the magical one out here. Oh, I don't know. He may. I mean, he's done for years and decades. He's the sign guy. Are you thinking like a textured wood with brick? Or what will be your recommendation? Like a vision on it. You can get those stones that you can put around it. Like people do around trees and stuff like that. You can put that out there, make it about three tall, and just put some topsoil in there and make a little flower. But as far as the material to the top of that be wooden posts and a wooden size. Yes, I would think. I believe it's probably about four, about four posts. Yes. It's the bigger what? Do you see what I put on? A star? Yeah, I Was star above the sign will kind of hooked a little bit so that it's hooked on to it, but we the star. That's cute That's an idea Have you ever thought about monument sounds for the small ones? Just monument sounds so no post. So no post. Yeah. What about grass? It'll grow. It'll grow, yeah. Well, now I don't want to talk about just a little hump of dirt. And maybe a concrete foundation. And then you put a monument sound there. So I saw one somewhere and I can't remember recently and it looked great. Oh, for the littles? Yeah. I'm going to take some pictures around this. Yeah, it's over the open. Yeah, it's your out on your travels. These are brand new. Yeah, there's all sorts of it. And I've seen those too. I didn't know if we wanted since we're kind of key and off, you know, historic and old. Do we want it to be kind of a, you know, old town feel or new, you know, because there are some really snazzy looking ones out there. There are, but I think, you know, a lot of our land use and those is kind of that historic. Right. Small town feel. Do you look in here? Yeah, as you you're going around just take pictures. I've got several monument. I got so many different types of things. I do like the store. Even those could be out by the 316. And then I'm going to work, Paul and I are working together on who to talk to about 316, the placement of the sign between 316 and the off ramp. I will help you with that because I've got to have already contacted them once. Oh yay. You have make a phone call back. Thank you. I'll have DOT and I've got their information. And then yeah, 211. Okay. Let me make a move to that. So this this is not going to be a quick project but yes, see those are cool. Yeah, they are cool but they're probably expensive. Yeah, I'm cheap. I'm thrifty. I have to say there you go. So that's what we've got at the moment. Okay, looks great. Nothing's in Congress, I was saying. Any we can make whatever changes we want. I like the concept. Oh good. Okay. See a good job. You almost made me think of that because when you see the historical markers like the dark bronze ones that's what that reminds me of. Yes. Yes. The green things. Does you? I was just thinking about making it solid. She was singing solid. That's what we've made just do it like this right here. Yeah, just kind of. Just pass nothing. Debating. She's a beehive. She's just doing different things. But we could put the signs in the ground, right? She's a beehive. I mean, we could do that. Okay, that's what I was thinking. And that would save us some money. Are there any additional questions or comments on these signs? Like I showed up y'all I like the star on the star of that. Yes Well, you don't have to even light it up, but it would definitely be an eye capture. It would. It would. You know, it wouldn't be the ordinary sign. We're looking around for like a reflector star. Yeah. And see what it says. Light is. You'd see it. OK, very happy. I'm very happy. I'm very happy. I'm very happy. I'm very happy. I'm very happy. I'm very happy. I'm very happy. I'm very happy. I'm very happy. my. Well, it looks better. We've got to teach our children you capitalize proper nouns. Founts can be interesting when it comes to signage. That's true. Founts are important. I've been tracking how many complaints I've got on it. Can I watch one? On our website. All right. Next item on the agenda is item number five, Future Land Use. So DCA approved the Future Land Use map. We have passed our times. The hearings, all requirements have been met for the town to formally adopt the future land use map. Oh wow, that's good. So, through all of the work, everybody's work, you actually had the map. I think that's what you had. So, that is our update, is that we're at the final piece that you have a copy of the resolution. And that was sent out in your packet to sign. So this is now the we have to sign it just you. I would be the one that signs it. Yeah, come on. Listen. It's everything for it. Is it just on the approval of the final part, then we're done with the future land use map? Component. So you want a motion? That would be great. I'd like to make a motion to accept it. Second. All right, all in favor? All opposed. The resolution from the future land use map. All right. We have. I'm going to have a future land. We don't have it. Yeah. This is what we've all been working on. For the meetings and packets and... Trying to get a conversation. Yeah, we all have one at one time. Remember that we discussed them at the historical staff. This? Is that your property? Yeah, we did. We took yours out because it was... That's just an old mat. This is old. I've just been doodling with signs. Do we have a new one? It's just an old one. We just need one. That's how we look at it. Is it on a computer? I'm going to get ready to put signs in then I've got some post-code diggers. We do too. That's why I think we could do that. I'm not a rob. Oh. Don't worry we're going to let you bring the tractor down there and just post-code digger. Oh, well I've got a post-code. You got it on it. You got it on it. You got it on it. No, I got the auger too. I think you meant the... Yeah, no, no. Well, yeah, that's what I was saying. The knuckle busters. Yes, yes. We don't need the knuckle buster. We can do the post holder with the auger. The tennis elbow machines. It would probably fit the tractor if that's out here. They're all just three point hitch. Yeah, that's what that is. It's a disson easily. That's all the augers are three point. I looked up the shovels or the back yard for the, you used to get very expensive, over $15,000 to have just a backhoe. Oh, we have backhows are really expensive. You need a backhoe? You have to buy one with the backhoe line. You're a silent auction. I'm not auctioning. I'm keeping that. Look, yeah, I will say just the tractor does work well The tractor It's not real No, it didn't weigh enough for it will pick up anything because it tilts over No way no weight on it. So not real good. I mean, it can be used for lightweight stuff. Some of the prices I've seen for clearing snow. It did, it did for the snow. Yeah, it did good for snow. It did good for the snow. Yeah, did good for snow. Snow tractor. I'm trying to look at it 35 horsepower. I don't want to back it on. How do I get a bobcat? I could do some serious work but I'm not sure. This is 790 deer. 790 deer. 21 years old. I got a 48 Ferguson. A little. You want a vintage treasure? We don't have it. I got a vintage one. I did too, my barn. That's a little. A little. A little Full of wheels. Full of wheels. 100 four. Is that cleared up Tom? I think that's got the mag of a mag of a last escort. Well, yeah, she gave it to him and he gave it to me. But I'd be there to do little. Can you see your land? Because I know they changed it. It was in Austin, Georgia. We were just using it as a back door. It was from December. Yeah. But that was the latest one. That's one we're working with now. We're just using this for the science. That's why we're worried about it. Recycling? Well, I mean it had what I needed. That's the best thing to do is recycle. Did they do that right on your property? They took your Sada historical district. Yeah. And on this political map. Sift the grass. I don't know. Come back out of here. That's probably the end. That's probably the end of my response. You're going to take the regimen. I'm going to have to cheer. Gosh. I'm going to take the regimen. I'm going to take the regimen. I'm going to take the regimen. I'm going to take the regimen. I'm going to take the regimen. I'm going to take the regimen. I'm going to take the regimen. I'm going to take the regimen. I'm going to take the regimen. I'm going to take the regimen. I'm going to take the regimen from DCA as well, I've got that if you'd like to look at it. Didn't that email us too right from the public hearings and. I want that here last week. The last meeting? Yep. Yes. First is just the administrative from DCA their letter of approval, and that everything's been updated. Not since this afternoon. I thought you said you took the training. You said I took about an hour. I thought we had to be trying to submit it. Okay. I thought you said you took the training. You said I took about an hour. I thought we had to be trying to submit it. OK. I thought we had to be trying to submit it. Okay. Okay. Good. Okay. I think a couple of us should do that. We should be trying on that. I'm going to do it with her. Okay. Do you need two additional people? Two. Or two total? Two total? At one time. Available. Or two trained. I don't know if that means you just have to start it. I bet it said two. I bet it said two. Would you all like to be trained? As well. I think we all should be just in case somebody else can do it. I want to go on vacation. Are we wandering from the agenda? We'll come back to the sorry. Okay. Did we vote on the motion? I wanted to wait on the questions for Tommy. These are the parts of that is the final drop. I've got the letter from the one that was printed those are what was approved by DCA. There's a letter from DCA with the approval. Then the comprehensive plan was updated to it can read exactly the language in the one. Whichever part you'd like to. I know it's on an email. It says our staff has reviewed the comprehensive plan amendment for the town of Bethlehem and finds that it adequately addresses applicable requirements. We do have, however, have advisory comments below. Please review the advisory comments with a local government before they move forward. The next step is for the local government. To adopt the plan amendment, as soon as your office provides written notice that the amendment has been adopted and provides DCA with digital copy of this version of the document and we will update our records, which has been done through the process with the Regional Commission. The advisory comments to the community, please consider addressing these issues before moving forward with the adoption of this plan amendment. We believe they would improve the usefulness of this document and produced in the future. Community goals, character areas. Character areas are presented in the character area map that have no clearly corresponding match in the narrative for the community goals element. Specifically, historic area was included on the map, but were not apparent in the narrative. We recognize this may be an overlay or other designated area, but it's not completely clear. The regional review for the regional commission is the submitted plan is generally consistent with the regional plan and regional resource plan. Yes, findings or recommendations. The town's future development goals in chapter five align with the regional plan recommendations. There are no regionally important resources located within the town limits. Next section, there are potential conflicts with the neighboring jurisdictions comprehensive plans that is marked no. No potential conflicts with the City of Winder or Barrow County's comprehensive plans are identified. Opportunities for inter-jurisdictional slash regional solutions to common issues, findings and recommendations. The City of Winder's 2023 comprehensive plan in the town of Bethlehem both aimed to expand trail access and connectivity. Winder's plan includes a proposed walking trail that crosses the intersection of 316 at Christmas Avenue in Bethlehem. The municipalities could collaborate on this trail system, potentially leaking, linking Winder's trail with a northern part of proposed trail in Bethlehem's future development map. Review of internal consistency, findings recommendations, no significant inconsistencies were identified based on the contents of the comprehensive plan amendment. That is the findings from Beck Perkel, the grants in And it says at the bottom, no comments were received during the comment period. So this from a call-it-a procedural or administrative bar mitz, all of the letters, everything meets the requirements. are any additional questions questions comments? additional questions comments which part That is proposed historical district in order for that as we talked about in the meetings that historical district we'd have to create the organization with that in all the rules attached to it. So that's the intent of the town with the council as we discussed through this in the future is to create a historical district. This map does not turn anything into an historical district and it does not change any existing zoning within any of the locations. All this does is say this is the intent for all future development within the town is to both create this historical district but also for future zoning. So if somebody wants to come in and they buy a parcel of land and they want to develop it or if they're in existing owner and then once you've developed a land or use it from something other than what it is currently zoned that the intent from the town's behalf is to use it in conjunction with this map. So that's not to say you know know, if somebody were to come in and say, I want to build this as a industrial site. This 100 plus acres that's right now is listed as a reserve. I mean, agricultural reserve, the town would say, you know, can look at that and say the intent for the future is agricultural dessert, not an industrial park. That is correct, but this is a map saying this is how the town is wanting to move. To move forward, having a plan of laying out the town in a way that, you know, with the way that this is done is to provide the density, right along Highway 11, create the historic components, try to keep what's there, and then also in the historic, it created all new developments within this area, will also be in alignment with the historical requirements, so it would be created that time. But it also goes high density to a lower density sections in a flowing map. That's the intent behind these. It's to evaluate how we want the town to develop. All right. Are there any questions we could revisit the vote? This time if there's no questions. I'd have a motion to redo the vote. Motion to redo the vote. All right, all in favor of adopting the resident from the Regional Commission for the We have all of them. We have Tommy. He post. All right. Item number six is the construction pricing update for 742. Back through the minutes. Now is estimating it to be in the Okay weren't from just With that said we could pursue a full competitive bid if the council would Looking at the financials as to how that would be. I have not had an opportunity to forward the email for the pricing. It's budgetary just knowing that part. I do have it for the, and I to you if you'd like it but it's it's literally just a budgetary component at this time did I come from our vendor or it did so about 74,000 oh we did everything this does not include parking lot work for I'm making sure if we did everything. This does not include parking lot work for making sure that we have the required ADA parking spaces and any striping in the parking lot. Is this roof, everything foundation? No, no, the room. Just interior. A lot of the interior's partitions so you know where we had the back two rooms near the add-on. The side most is to us right now. There were those two rooms near the fireplace. Those would go away. The rest room Those would go away. The restroom would be gutted. The kitchen would be gutted. All of those areas are just really bad shape. We have to be careful though, if we're trying to get historic. That's not the white house. That's not the red building. Oh, the red building. Oh, that one. Oh, sorry. Yeah, this is the red building now. no. This is nothing to do with the white one. Yep, so cleaning out the kitchen, cleaning out the bathrooms, cleaning out those rooms. Correct, and then that's coming back with patching the walls. Some of the soft on the exterior need some repairs when you walk around looking at it. Mill work, so plastic laminate, cabinetry, base cabinetry. It's not a full cabinet package like a house. I mean, we can strip that stuff out ourselves. We don't need to pay somebody to. That's not the expensive part. I mean, that stuff we can do ourselves. It is. Are we, I mean,? What's our long term plan for that building? To rent it out. Forever. So we do have paid new flooring. That's what I mean. Restrooms. To temporary. That's uh, that becomes ADA compliant. New lighting throughout. And then the full management. So that's, you know, I want to need a new roof too. The roof's not included in that number so those would be completely separate project. You know at that price, if you say around it's $70,000, it's $350 a use, that's 200 uses just to. Is that including the new bathroom in kitchen? That's just stripping it out. No, no, no, that's new bathroom kitchen, flooring lighting and then a new roof. Roof was separate. That's what I'm saying and a new roof and parking lot. We're looking at How do we want to put that much money in a how does that building? 50 euro? Probably got good guts and if you're gonna run it out and, we rent this place. We have to rent it a lot to get our money back. It could be rented out for a business as well. And it's always possible that things, it's according to who wanted to rent it, you might even get two people in there. I mean, I know it's fantastic. You've got to have restrooms, create in a common corridor or if you do that. Yeah, you have to have a lot of bathroom. You have to have it in hers at that point. Yes, the white seat decodes are. I'm just hesitant to put that much money in them. We've got to do something more sitting on an asset that's creating nothing. We're sitting on an asset. We're sitting on an asset. We're sitting on an asset. We're sitting on an asset. We're sitting on an asset. We're sitting on an asset. We're sitting on an asset. We're sitting on an asset. the beds when we get down the process. If we would like to go that route so the parts are running it as a community center. We see just in those base renovations, so no roof, no parking lot work. That's 200 rentals at $350 a week. We're making matters of. We're for 450. One of the first things we need to do is. Roof it might be. We don't even know if the roof is how good it is yet. Yeah, we need to fix it up and brand it. Well, you get, so just on, just do the math, you know, wanted if we said it's $450. I was saying $350 just for ease of use with a 70, but it's still 156 uses at $450 to pay for $70,000 in renovations. If it's used about a two-year payout. Well, probably about three. If it's rented every weekend. and any deductions from here and that's just one weekend for every weekend. How often do we rent this one out? I'll turn the weekend. Yeah. So, rent them out as a commercial. Yeah, I'll just say how much do we get there? We get rent off of it. Just rent. Get a business in there. Yeah. That's going to vary based on if we look at it from a like a net lease perspective or a gross lease, it's to how to do just you know what they cost. Even if it were to net it, say $20 a foot profitability, you start getting into that two year payback, you know, two to three years. There's ways that we can get some, find out some real numbers on what we would rent for. You know, we're going to make our money back a whole lot quicker to rent it out of the commercial building. Would you like for me to get a kind of an estimate from someone local on rent in that out? A coffee shop. What they think it would actually work as coffee shops last bakery You want to place this got a good bakery they used to kitchen Coffee go in and get some yeah, then you're gonna see there's no suit except it or Actually, why you can't just get rid of it. Like you can, there's a food place. There's a close call, you shop down the old house on the left. A close call. I'll ask a couple of questions about the... Go ahead, sir. I'd ask some machines. Yeah, you can ask them. No. They're there about a year. Maybe, yeah. But I don't know why it's because of the product it could be the product could be the other person bring in a vape shop oh my god I was joking I was joking I was joking wow vape shopgers. You're looking at just the dagger. Just joking. I'm going to lose my train of thought. Yeah, you were going to check in. You were going to check in back from our show pool. You were going to check in back from our show pool. You were going to check in back from our show pool. You were going to check in back from our show pool. You were going to check in back from our show pool. renovation. Once we figured out which direction to go, because if you rented out in a commercial use then that would be factored into the deal on more pricing on renovation. I would once we figured out which direction to go, because if you rented out in a commercial use, then that would be factored into the deal on what types of improvements are needed in the allowance. Basically, you start looking at least terms, responsibilities, and the financials that are attached to that. I mean, you always take those two rooms out. They were just offices at one time. It was all opened up at one day before Brenda got in there. So yeah, I think we should. Because it's six and up and rented out to whoever wants to pay for it. So you can always do that as a speculative, but that's a discussion with the agents. Do you build it spec? Do you factor all that stuff in as a tenant improvement allowance or how do you visit it? Does anybody show any interest in it? We've had one or two calls about it. It's been a little while, but uses that would have been more limited. I give you start getting into like after school programs or children care facilities. Now you have to have a lot of other requirements to go to it. Once you're getting some of those bushes kind of there, make it look a little bit better. People will probably ask more about it. Now that's pretty sunny. So you think we need to go on and get the electrical and plumbing dealt with? We have water turned on in the streets, the electricity has been turned on, and they even, Georgia Power, move the line above the road to provide higher clearance. Good. Yep. And no leaks with water on. Well, the water's on to the street. We just need to do the final checks of the water and the electricity inside the buildings, but we do have those. We've been addressed. All right. Got my notes for that. And we'll move to item number seven, the passport update. Oh. So we've been approved, as you know, for becoming a passport facility. Kathy's done her training. And you've submitted the information they needed for us. We got an email back that they were going to set up a time in about two weeks, where someone official from them is going to come down and do training with us. And if anyone else would like to be trained, you were welcome. I did get some numbers today from Stadham and their passport business. They this year have made $54,000 through March. The fiscal year from June to March, they've made $54,000. Which is cool. Is this you? That's since July 1st. I'm not lost. Okay, from last year. July 1st to March 31st. Okay, so far since January 1st, they've done 961 passport acceptance. So that's a lot. Auburn is also looking at Auburn library, is also looking at adding a passport place. But anyway, so we're going to do our training in a few weeks. We have agreed to both get trained to do it. I don't think if anyone else would like to get trained. I know four people that need passports would love to be a volunteer. Okay. Whatever the cost is. So we'll let everyone know. And then there's some additional training you've got to do in addition to the in-person training. Right? You already did. We haven't said it yet. I said it being a couple of weeks. They just sent us an email today saying, they're gonna schedule with us. Yeah, so so far so good. And I'm gonna check with it. Since women are gonna need a passport to vote. It's coming. About doing the photo booth as well. They make money off the photo booth too. And how they promoted it. Of course it'll be on the website as a location, but I've seen other places put out, you know, banners that say, you know, passport acceptance, decility, and that sort of thing. How state of my advertiser did they say? They put a banner up, but it is on the, I think what people do when they need their passport, they go to the website and here's a location there's you and they said they've been getting people that have been driving from Atlanta to come get their passport because they don't require an appointment. They just walk in, welcome and they just come up and... Oh, we're closer too. Yeah, and of course, Walton, you know, the Walton government closed theirs down. I guess last year they quit accepting it. We're doing it. So that's those people as well. I don't know. I just was reading. I was trying to see how many were closed to where we are. And so realistically within a month we could be ready to do the passport applications. Maybe. We're going to be set up. Yes. we were thinking of using the old council chamber But really they at the library they just whoever's at the desk just takes it and checks it and make sure things together and They just do right there, but if we want to Have it private we can do it in the council Oh, you don't even use everything we in the council. Right, that's why I thought that's an empty room. But if there's nobody around, you know, we could do it at the window just following. I'm going to go hang out with them and state them and see, you know, watch and do it. Yeah, I think all the folks at the library are trying to take them. You're supposed to go to the post office. If you were to get in the day. That day. Right. The post office closes the door for me. Yeah, no. Yeah. I can always drop it all. Well, we can say our day if they come in after. It's like four, three or six companies. I can't just hang on. Hmm. Okay. A lot of things about that. Marified has to be an in-person drop-off for the postal box drop box in front of the post office works as well. Which is to make sure we meet all their requirements. I think it's in the envelope. I think it's, yeah, there's a process where you got it stamped that you sent them. When we get our training, we'll know more. Okay. I can see with us having a, we had it open later than most. But you have to be able to drop the, drop them off as what they're saying. Let's think of it. There's no off of the post office. Unless we could say, right, we could say our business day ended at five and then any after that is on the next business day. You just gotta have a good lockbox or whatever. You all can be our samples or experiments. Get any, get any things. It can be the learning curve. Yeah. Okay. Well, I appreciate all the work on that. Good job, Sally. Hey, Ray and Kathy. Teamwork. Yes, Kathy. All right, that concludes the items on our agenda Their motion to adjourn Sleshing to adjourn Second all in favor Doug Okay All right. And we...
