I had asked for $150,000 for this year's portion of the lease. We have got the lease and it's a five year lease agreement. And it came in at... Hmm. the uh... payment will be hundred thirty five thousand five hundred eighty four dollars forty five cents for this year budgeted hundred fifty so it's got a four thousand dollars back right yes no i'm getting ready to go. I'll take it. Take it. Any event Mr. Chairman, if you recall in the budget committee, we have a O5 network hardware. We have a Hodgepodge. Some of it's O5, some of it's O8, some of it's just all over the box. So, we're replacing it and instead of buying it one month's song, this is a lease purchase agreement that we will pay these lease payments at the end of it we pay it to some nominal fee and we own it. So, we broke that down into payments. This would be the first payment in a, do we run that over five years? Five years. So, this would be the first payment for five years. So at the end of it, hopefully we have a new network system. You may know that we had to upgrade from Windows 7 to Windows 10 so that we could start to work on doing this. This is a multi-year project to try to modernize our IT system. I just want to give, you know, the public's 30,000-foot view of this as well and giving you a personal example of how important IT and security for our infrastructure looks like. A couple months ago now, I think I got an email that I forwarded to our county administrator and county attorney saying, should I respond to this? Does this seem legit? I could not tell. The person that emailed me claimed to be part of the Vesita. I think it was either that or VBMs. One of those alphabet agencies. VPDs. And the name ended up checking out and that person was linked but we had a difference of opinion between administration and attorney and another person that I trusted. Whether or not I should respond to this and I ultimately did and it was a complete fishing expedition. It was not legit at all, even though they had some details that I'm like, obviously you've infiltrated something to get information that I don't think is easily accessible. And I know that I believe maybe Town of Bluefield recently had an issue with malware or spyware or something like that on their own infrastructure that had to get settled but I would just implore us as a board moving forward regardless of next year, year after, years follow, who all is up here that we make it an objective to help this county out and help our residents out by being safer and more up today because I think it's only going to get worse. Yeah, I agree with you. We're in a digital age, right? Thank you. You know, things have changed. Very good. That we need to make sure to prevent Lee C. Green. So I think I don't think we'll review. This would be a nine week installation schedule once it's started. All right. Now the battery backup damage here? The battery backups. One consistent problem that we do have with our network is the batteries, the battery backups for when the power goes out. They're really old and they no longer hold a charge. So we've worked with a company to come up with a power source that will work for our data center and get us what we need on that. And that comes to $50,932.38. I do have some funds in my IT budget that could cover that. So I'm not for the IT, I am not asking for anything out of contingency. This was an ARPA item that we carried out. This was an ARPA item that we used. I think we've got it all in the nutshell here now. So, at least purchase the system, pay to install it and buy batteries to back it up. Batteries to back it up or buy with the upper money. And the two other items are within $3,000 of being what the budget was and you've got other monies to have that. They're very thick agreements. I've briefly looked at them. I suggest we approve and subject to legal review and then let Chase look at it and see if he's okay with them. Mr. Chairman, we have Thompson Foundation grant for hiking trails that we were awarded in 2019. There's about $54,000 remaining in those grants. A portion that was budgeted originally for a hiking trail in the town of Richlands. I think Richlands is rerouting that trail. We're going to look at it and see if the board still feels satisfied that it's full serve the tourist purposes we had mine, then we may go ahead and still distribute the 26,000 that was budgeted originally for parking trail and Richlands. The remainder of it, I would like the board to consider using to make crabboard should museum the trail head for the clinch mountain trail that Cumberland Plateau planning district is going to do. They have an easement over Rackquit Foundation properties west of crabboard should museum and they're working on a hiking trail there. It's going to be probably a few months, maybe a year in the works. Right now their plan is to construct a trail head off the road. You would have to turn sharply off the four-sixth to east. If you're coming from Richlands and Tazza, you're underneath the trussle. And you would have to stop and turn. That's not a real good safe entrance in my opinion. But if we could get the trail extended to the museum and you would have to stop and turn. That's not a real good safe entrance in my opinion. But if we could get the trail extended to the museum and use those funds to get the trail to the museum and then maybe make some improvements there, the museum would be a trailhead. I think it benefit both the museum and the trail. Places for people apart safely and have a snack, go the restroom, maybe learn about tazel county a little bit. So there's no action on that, but I just want to update you on what we're sort of looking at in the tourist moments. If I'm not mistaken, and of course, Cumberland Plateau is very much in favor of doing this because the trail, if we did have a trail head there, it would extend through Russell County into what they call the channels. And from there, I think even further, it's getting Valley Lake there close to John Douglas Ways out. So that's a long enough trail that you could get to be nice. These hikers I guess, and you know, come and have a visit. It'd be long enough to get some experienced hikers and we might pick off some mom and dad and a couple of kids to hike, mildler tuning and come back to the museum. Maybe go feed the fishers or do the corn maze or something like that. Just trying to cluster things to do together in the same areas. But I'm excited about it and we'll keep working on it. Mr. Gillespie not met with the museum board and I think they're going to be happy with that too. So I'll keep you updated on that. Thank you. The Animal Shelter Board of Directors met in the month of July. And just to give a little bit of background for the public's benefit, the animal shelter, both on the board level and the Towsville County administration level, has turned one of the county's most glaring weaknesses into one of the county's biggest strengths of the course of the last 15 years. We went from living an ever-constant worry that the state was going to come in and take control and find us to appoint, especially after we constructed the new animal shelter in December of 2018 To appoint where that facility is running very very well And you can give all the credit to the Board of Directors and to Dave White, especially Jenny Dawson with Tazwill County administration For ensuring that that runs so well. They have taken that shelter, made it a no-kill certified shelter. They have not euthanized a dog for reasons related, not related to illness or aggression since I've been in this seat for over five years now. And it gets to a point where they've done such a good job that where do we go from here? Where do we go from here now that everything is running so smoothly, so efficiently at the animal shelter? And to that end, I have taken the time to draft up some bylaws that reflect the current status of the organization. To allow a Tazel County administration, especially Jenny Dawson, to have the autonomy that she needs to be able to run that shelter as she's grown accustomed and as you know, the results have shown has been a very positive thing for tazel county. While also allowing the board of directors to have oversight to be able to report back to the board, make recommendations to the board on ways that the board can help with regards to the animal shelter. To stagger the terms out of the board of directors somewhat, the terms were all bunched together, spreading them out now to where they expire one per year and with a fifth member expiring in another two-year cycle. Inso doing it reflects the reality of where the animal shelter currently stands, allows them to keep oversight but not be overbearing and not challenge the status quo which has really been a benefit to TASM. They approved it at their Board of Directors meeting which was held on July 25, 2024. I am requesting that this Board approve those same bylaws. This evening, I submitted those. Three of them we can perform with RES, who's the engineering firm that we contracted to do the flood studies in 2022. One of them we will probably have to put out for bid because it actually involves implementation and construction. So what we'll need is a series of votes on approving the actual agreements. Mr. Collins has looked at one of the agreements. Correct. So all they should be on legal review, but they will essentially be the same agreement but for the dollar amount and the work. And I have reviewed them and it is the languages verbatim with the exception of identifiers for each potential project. I have no concern with the language presented by DCR. On the 25th of July, Mr. Anderson, at the Commissioner of Revenue's Office, received a request from TASWAL Community Foundation, who was spearheading an effort to build a medical office building that will serve to be a training ground for physicians, licensed nurse practitioners. They have acquired land, raised the house was on site, this again, this site for the public's benefit is the one where that tall white house stood beside food line in the town of Tasman for a number of years. They have fee simple ownership of that property and they have come requesting by ordinance an exemption on their real property and personal property taxes. By ordinance, again this has to be achieved by ordinance which means that this board will have to hold a public hearing, advertise it once a week for two successive weeks in the newspaper. What I will do is I will con, you know, if the board's so inclined to proceed, I will contact the Towswell Community Foundation, request the listing of real and personal property for which they're seeking exemption. I will work with Mr. Anderson to calculate that rate and provide it to the board as to the cost of taking that property out of the taxable pool for the year. Also, they are required to answer a list of 10 questions that are prescribed specifically by 58.136.51 of the code of Virginia. I will provide those questions to them. Once they answer them, I will provide the answers to the board for consideration. On that night of the board is so inclined to consider granting a taxation exemption. Again, the vote tonight is just to hold the public hearing not to exempt the real estate just to consider it in the month of September. And realizing that there isn't any, I do have to ask though, is there any other medical facilities that are tax exempt because finally the county will be there? There are some that are tax exempt in Towsville County. I know Princeton Community Hospital was the last to request it, but for reasons that are obvious to the public, I think. That was decline given the closure of Bluefield Medical Center. But there are some entities in Tazbo County who have received that. Usually you see this for community organizations. One of the most recent ones was the Joule Ridge Community Recreational Development Center on the side of the old Joule Ridge School. They have a tax exam status that is given by ordinance, of course. If the board ever finds that that property is not being used for a charitable or a benevolent purpose, the board can repeal that ordinance just as they have adopted. So it's not something that's forever and ever awed men, that's something that the board can take a look at and revisit if they so desire. And the 10 qualifications, you said, are they gonna meet those 10 or are are you just I anticipate that they will the Questions are one do they serve out the hall on the premises or do they have Virginia ABC license one do Do any of their employees or directors earn you know over a certain threshold with regards to profit Number three you know provide a listing of their directors of their members to ensure that, you know, we are aware of all those. You know, it is a list of fairly thorough questions that they have to show the board of their satisfaction. Again, this board in the past has received those answers and has not granted that. For example, Triangle Sportsman's Club like, and I think it was earlier this year you know they answered those questions the board conducted a review of that information and decided not to proceed with that so that is something that is in this boards discretion and something that this board has been very judicious in considering the past. With the sportsman's club we never took it to the public here. We, I did schedule a public hearing and at that time, the proposal was made to grant them an exemption or to grant them a donation being a 501-C3 in the amount of their annual real estate taxes and they declined that based upon their rental agreement with triangle gun club. Mr. Rantica, this is the building they're getting ready to build, right? Yes. I think in our advertising, we have to advertise the exact tax value that we're giving up. So I think this little premature, I mean, it's good to see if the board's interested in doing it at all. But we really won't know exactly what that value is going to be until they build it up with the thing. That's a fair point. And for example, you have the house on it if the house is raised obviously the improvement value is going to substantially did. But the value that the board would give would be based upon what the tax assess value is at the time of the adoption of the ordinance. For example, if you have a piece of land that's worth $100,000 and then you get the exemption, that exemption is for that $100,000. It's not for the $300,000 facility that you're also going to build upon it. You would have to come back and go through that same process once again. So in that regard, it may be appropriate to see what their plans for building upon that property may be. And if the board so inclined, it could be an arrangement to again make a charitable donation in the amount of what their real property values are until the time that the construction is completed. So there are options for which the board can receive. Any thoughts or questions from the board? Well, that's quiet. So I would think that we can give them more information on their plans. We should most certainly do that before we move forward with public here. I will relay that information to Mr. Anderson and we will go from there. Thank you. They perform a host of services, counseling, psychiatry, a lot of drug rehabilitation, a lot of things like that in community. We fund them about 5th of what state recommends, so we really don't process much about 5th of what state recommends. So we really don't process much in what they do, but they do a lot of good things in the community. Disagreement is... That from the state. There's a two-page, identical things that are changed. I didn't see any changes that were relative to us, they're more relative to the state and Converland. I would ask that the Board of Previous subject to legal review and most likely will sign that. And I think that's the Tanner'sville Community Center, which is obviously not a habitant residence. We may want to further this until Mr. Colesby's here next month since it's his district but there's equipment that needs to be replaced. The mental cost is about $6,000. The wireless services authority does have some money remaining in their account, but with one customer. Now they have more customers in the Thompson Valley or the code? Yes, they do. Yes they do. But the tender field system is our system that we pay gigabbeam to operate. The Thompson Valley system is gigabeme to operate. The Thomson Valley system is gigabeme system. So any of the hardware in Tannersville were responsible for. The $6,000 minimum for this repair, it's $6,000 to continue to provide internet to one customer, which is in fact, part of the community center. When they won't see if Mr. Coliseby would rather just make a $6,000 donation that community center. I don't know why they're not on point, but they have stated in the meetings that it's just a matter of loyalty and that they actually carry coin as well. The system is operational right now, even without this. I don't think that it is. I don't think that it is. So we need, you know, the wire source authority can make this decision and they meet one day this month, right? They actually meet two Tuesdays from now okay so they can deal with this problem but in the long term we need to decide that we really want to continue to operate the system and and really what future is there for the wireless services authority so I just want to bring that to your attention. Thank you. Item 16 OAA Regional Agreement with Legal Aid. Did you want to talk about that, Chad? Um, if you want to go ahead, I'm going to. Okay, Chase has the agreement. Yes. If you remember Legal Aid came in here and probably marked maybe and they wanted support for a grant application to the Regional Opioid Debatement Authority to provide civil legal services to people that have been released from incarceration and people that have had drug addictions to try to help them square away the requirements of the rent or what have you to try to keep them from falling even further out of the system. This board chose not to participate in contributing but did give them the letter of yes we agreed to support. They were awarded a regional grant they will serve our region but we have to support. They were awarded a regional grant. They will serve our region, but we have to sign an agreement in order for our people to get that service. They presented me an agreement in May, and there was some provisions in there implying that we were contributing and marked those up and sent them back. So, Mr. Carico has returned to the revised version of that agreement to Mr. Collins. If we approve the agreement, they can serve our people with that grant money if we don't that will. At no cost. We have accumulated, I believe, is it 15 flood applications? 15 applications for flood relief from the 2022 flood. We have deciphered the HCD's requirements. And we believe we've got our grant applications ready to go. We submitted a batch last week. We're going to request to draw down the money. This money would be assuming that everybody is awarded 100% of the damages they've claimed by the HCD. So we may have to turn some of this money back in. The HCD has the final say over the relief, but we draw the money down. Hold it when they approve the grant applications. We make distributions. And then in the end, if there's any left, but we draw the money down. Hold it when they approve the grant applications. We make distributions and then in the end if there's any left we turn it back to DHCD. We will get about $35,000 in administrative fees out of the arrangement. So what we need to do is vote to ask DHCD to draw that money down. Now I spoke with Miss Matney and this was not budgeted because we really didn't know what those claims were going to be. So we would need a supplemental budget appropriation of $753,387 and $80.73 and to accept from DHCD the same amount for the flood relief grant program for disbursement to FANT, BANDY flood victims. Mr. Chairman, each year we get a check from DMV for specialty plates that people purchase to contribute to the Spanute Redoing Pets and Crab Orchard Veterinary Museum does that for us. They help us with that. And each year we vote to donate that money to that calls. We're required to spend it in some way to spend it. We don't do that ourselves. Mr. Young that we're in this to 19 other other I'm at my other now. I just want to give you update the regional jail. We had originally budgeted to make some significant improvements. Some roofs on some not jail, the jails in the region. Some roofs on buildings were replaced with generator, sprinkler systems, some fire suppression improvements. We took a hard look at it on that board. The bits came in much higher than anticipated. So in the end, they decided to finance it rather than pay for it up front. The bad news is that increases our contribution about $50,000 a year per year for several years. To help pay for that, the good news is because we're not paying for it up front. They revised their budget and we're going to receive $618,000 back from what we have budgeted. So that's about $400,000 more than we had expected. So that's a little windfall for us. It's Robin Peter to pay Paul more of a cash flow thing because we'll pay more on those debt payments over time. But it certainly helps counties with predictability on their budget. And some of the smaller county numbers will really help by doing that because these are big numbers over then. So I just want to update you on that much, Chair. Thank you. Mr. Chairman, I actually have another one. And I had intended to get this on the agenda and I apologize for not doing so, but as our older members may recall, about two years ago or so, this board adopted a resolution in support of V.D. requests to discontinue secondary route 9561. That is the route around Pocahontas High School. V.D. maintains roads around our institutions of primary and secondary education so that they can clear them so that they have authorization to clear them in the winter time. And as that school has not been operational for the last 16 years, V.D. is requesting that that may remove to help free up their resources. They have concurrence of the property owner in making that request. And again, we did this back in June of 2020, to our duty today. And we had provided the resolution to them on three separate occasions, Ms. Jewel, I think. And just getting lost in the mail. And we, I asked V.Dot, you know, pulled actually, pulled the minutes for V.Dot to say, would this suffice? No, it's been too long. So I'm coming back to the board and asking essentially a nunk pro-tunk now for then to re-adopt the resolution in support of discontinuance of secondary route 95-61. Again, I intended that this be on the agenda. I must not adequately convey that for that apology. But this is being requested by the Bristol Residency 11th District. I'd keep stacking on other. I was hoping for a little guidance. We had the opioid abatement committee. And we've had a couple of good meetings and we talked about a lot of things. I think we concluded that if $2.8 million could fix this problem, we would have fixed it a long time ago. So we're not able to solve the opioid problem at $2.8 million. Such as question, how best to use it. The guidance the committee is looking for is, what is it exactly the board wants them to do? I think there's a little confusion. On the one hand, originally, I suggested this committee. I thought the committee will meet in recommendation. Make a recommendation to the board. This is how you put spend your money. Because programs in schools is at a treatment facility. You know, here's what you ought to do. is it programs in schools, is it a treatment facility, here's what y'all today. Or do you want them to meet and entertain these individual requests and make recommendations on the individual, because we're getting a lot of individual requests for these organizations. I don't know how you would want that. What for say? I think when we created this committee, we stacked it with what we would consider experts and we were leaning more on their guidance and professionalism and experience in all of this to help guide us, you know, to get the biggest bang for the buck. Whether these individual organizations come into them, maybe that's the right approach, or maybe it's a new program. I don't know. So I hate to kick the king back to them. We are the volunteers of them to figure that out for us. But I kind of feel that's the reason we created what we did. I feel like maybe they could do a little bit of both and say, okay, we feel like there are three things or four things you can do. And then maybe we do a solicitation that says, okay, any agency that has programs for drug resistance in schools come to the meeting on this date and we'll pick one and then we'll make a recommendation of what to get, something like that, you know, maybe a little bit above. But this just, whoever shows up at the door, asking for money is kind of awkward, you know. It is, but I don't know that we really have the expertise on this subject to even lay out those top tier programs or categories on what we're trying to fund. Right, I think we could put that on them to do, but then they then do a solicitation and then have them entertain people rather than just, oh here's somebody today that wants something for this, you know, because we're getting emails and calls. I think if they had the autonomy or they know that they have the autonomy to create and create that system. Yeah. I think we discussed it, but I don't know really the, there's any kind of decision on that. Because we have people that just show up that are committing me with money. And it's not a bad way, but it's like I do this and you know so if it's okay with you what I'll tell him is set three maybe four priorities and allocate it like a percentage you know how much percentage your money would you put on this that the other and then we'll do advertisements for people in each one of those categories then make recommendations and then send that back to the board.
