Good afternoon, everyone. My name is David Ray. I'm the maintenance operations director. What I have for you here is we just completed our strategic vision for public works, maintenance ops for the next five years. There's a lot of things that we do that doesn't really get seen or heard about. The majority, I mean, you can take your time to go through it. And I mean, I can answer any questions. But the biggest thing is, is if you look at page three, those are some of a lot of behind the scene things. For example, we have over 109 different buildings and structures that we maintain. We have over 400,000 feet of stormwater sewer pipe that we maintain. We have over 400 assets at over $9 million that are fleet department maintains, 45,000 feet of ditches. So there's a lot of different things that the department encompasses that doesn't include you know any if your street signs down you're calling our department if you know your garbage doesn't get picked up you know last year we had 35,000 tons of garbage picked up from the city. There's a lot of different aspects that go into any, if you go on any of the docks and piers where the department maintaining it. We currently have a $2.3 million road resurfacing project going right now where we're hoping to get about 15 to 17 miles of road resurfaced. But if that's just kind of a brief overview, but if there's, if you have any questions on what public works does, hear the answer and anything you need. Anybody have any questions? So I think last time our last meeting we kind of discussed like where were we in that process because I know we wanted to work on a painting project with a local like the Babe James Center. If you all want to select a site or two, then we can have them placed in those spots. Did we have, because I know we picked a few. We picked a couple of parks. We can get them to where we can put the posts in the ground and then before we attach it to the post, we can bring it somewhere or if you all came to our main shop, you can paint it there. Whatever is easier. OK, perfect. That's good. Thank you. I appreciate it. Good afternoon ladies. Hi, Piper. Thank you guys for having me to speak a little bit about the police department. Unlike maintenance ops, I think most people kind of have a general idea of what we do with the police department, but we actually work with maintenance ops quite a lot. Usually when people come to commission meetings, they're asking for things that are directly related to the services we provide or the services that David's team provide and they most commonly overlap. So for example, we've been asked to address speeding and pedestrian concerns on Washington here in a recent commission meeting and my team goes out there, they study the speeds, they do operations where we put an undercover officer crossing the street and any violators get cited and David's team comes in if things need to be restriped, if signage needs to be improved, any improvements that need to be done along the roadway or with notifications, we constantly are overlapping and assisting each other with getting those projects done. So there's a lot of things that you'll see us address through commission support. As a general overview from the police department, you can see our social media is kind of heavy on what we've had going on. We've had a lot of more newsworthy things happening lately with motorcycle gang shootings and we had an armed robbery last night. night as you guys are all aware we just navigated spring break spring breaks always a very resource heavy event for us it takes all of our police officers as well as all of our support staff our civilian traffic enforcement our parking enforcement our community service aids, our records and evidence technicians get overburdened, we get extra public records requests. So it's a all hands on deck very busy event for us. And for us as a department, we are always taking a people first approach to that. So what that means for us is we're trying to hold bad actors and people who are out of line on purpose accountable so that the people who just want to go to the beach and have a good time don't have to be worried about law enforcement or the lack of law enforcement and their personal safety. So we're always trying to balance that and that's a lot of community feedback. You know our businesses don't want us to push people away but they want people to feel comfortable coming in and spending money so there's a constant balance there where we can't let things get out of hand but we also don't want to have an over hyper vigilant approach of don't come here you're going to jail that kind of thing. So that's what we are always trying to manage from a police department and that's kind of the hot button as it goes. For me, as the chief, I'm not doing the majority of the work. Our people are doing the work and it's my job to support that. So as much as we take a people first approach to policing, it's my people first approach that is expected for our officers. I have to make sure they're well equipped. I have to make sure they're well paid. I have to make sure they're well trained. I have to make sure that they feel the support, that they don't have to worry about those things, so they can just worry about doing a good job for the community and for the people that need them. So those are kind of some general overviews on how the police department works within a commission setting, what's going on in the police department and my role in the police department but I'm happy to answer any questions you guys might have. I think one thing that I brought up at the last meeting was working with like if the police like department would be able to work with parks, Volusia and like I know you guys get like an overload of people for spring break and I know they tag it by plates now for parking in the area on beach side. Like if there's a way that like if someone overseeds like I don't know like maybe like three like misdemeanors or something like revolving around like being on the beach and like like bad like I don't know the word like bad actions over there like if you would be able to take like They're like parking pass away like sure so there's there's layers to that I like the way you're thinking of of kind of making sure you're monitoring bad actors in the community And we're already doing that so it doesn't necessarily directly relate to their parking permits There's a difference between Volusia parking the city of Sumerna Beach parking, and we're currently working on what's the best structure for that to make sense for our citizens, for the agencies, because they're separate governments, but they overlap in geography. So we're always looking at those things. So there are things in place where if you don't pay your tickets, you can't renew your tags. There's accountability like that. And then we have license plate technology throughout the city that's not directly related to parking, but where when we have problem people stolen cars, people with warrants, we can get notification of that in areas and seek them out so that we're not subjecting the public to those things. There's not always ramifications for criminal acts that will go to civil penalty. So there's not really a vehicle for me to say that because you have a few misdemeanors or a felony, I can take away your parking pass. The two really aren't related in that way. But there are avenues for me to say, if you commit a crime on the beach, you can be trespassed from there or any of our city parks or like that, so that you're not welcome back to that area to commit another crime. I know we also wanted to do, well we had an idea to do a youth-led market on Canal where we kind of got, it was just more revolving around kids or even like if a kid has like a little craft they wanted to sell or and just kind of making something that's more directly towards them. Like security, do you guys handle all that stuff? Like whenever there's something like that on? We do, so Rob Salazar is the Parks and Recreation Director or leisure services now. It'll always be Parks and Recreation, I think, in my brain. But leisure services director, so when there's different special events like that, those go through his department and he charges the preparation and planning and execution of that. And we have a sergeant that's on a committee for that to determine what sort of officer presence or what we call hardening needs to take place. So depending on the event, the structure of the event, are we closing roads? Are there going to be people in the roadway that wouldn't normally be, I think like Farmer's Market, Art Show, that kind of thing. Then we look at okay how do we make sure these people are as safe as possible within the means of the city? So we'll look at, OK, how do we make sure these people are as safe as possible within the means of the city? So we'll look at barricades. We'll have officer presence. And then depending on the type of event, it might have, we have citizens on patrol. They're volunteers that come and help. It might be them. It might be a couple police officers. Or it might be the kind of event where we shut everything down and there's a ton of office or presence like spring break was. So the levels of the event and the levels of the risk to the attendees is what informs our decision on how much presence does it need, how much hardening does it need and how do we keep everybody a safe as possible? I'm thinking to think what would it be. So last year we talked about doing some sort of voter safety class. Mr. Woodard just sent us the date and I'm blanking on it now. It was May 18th, right? May 16th and 19th. Yeah. Well, yeah, so May 18th was the voter safety day. So he gave us the idea of either May 16th or May 19th we host the class. Yeah, so May 18 was the boaters safety day, so he gave us the idea of either May 16 or May 19th we host the class. Yeah, so we kind of wanted to see if there was any way for a class to be held at our high school so that it's easier for students that are looking to get a boaters license to just do it at our school and kind of sign up there rather than doing it on their own time. That's kind of our idea. Good afternoon ladies. Good afternoon. It's the first time I have not been able to say ladies in general now. My name is Walt Franek, I'm with the Coast Guard auxiliary and we work out a station ponds. I don't know if you're familiar with that. The Act of Duty Station on Peninsula. But the auxiliary function very briefly is voter safety through voter education. And we are the civilian component of the U.S. Coast Guard. So, we are all volunteers, and we do not get paid for what we do, but we're all looking for something to do, so we're enjoying it very much. The reason for my appearance here today is I understand that you're coming up with a plan or have a plan to do something with voter safety. So what I would ask you is what can we do to help you? So I know what is your plan. So we wanted to be able to have a class where we teach where kids are able to get their boaters license. I don't know, would you guys, does someone from the auxiliary teach that class or someone from the Coast Guard, do you guys do in person class? Cause I know I have my boaters license but I just took the class online. But do you guys do in person classes? I guess it's my question and would someone be able to teach it? And then if that's a yes, would someone be able to teach that class at our school, like one Friday or Monday? Okay, the voter education is one of our primary functions. That's not a problem. The class that we teach, the class we teach is an eight hour class. It's a certified class, and you get your voter certification, okay? Anyone born after January the first 1988 in the state of Florida is required to have this class. So we can accommodate you with that. But here again, think about I don't know what your time constraints are, but it is an eight hour class. The fee normally is like $50 and we include a lunch. I don't know what preparations you have for lunches. There's a lot of things to talk about. But the bottom line is we do it and if you wanted to do it over at the school, if you had a room or facility for us to do it, we can. That's not a problem. Have you any idea about how many students you would probably have for a class? You would have to probably be. Yeah, we'd have to advertise it first, but I guess when you guys teach those classes, what is the average number of students you guys can say that again? What's like the average number of students that you guys can have in one of those classes? Or do you have it all for a certain amount? Because then we could advertise like we have this amount of spots Depending depending on the available space Okay, if you have a room over to school and it's where you want to do it and it can hold 50 students Okay, we can do that Okay, the only thing I is an advanced notice so that I can order the booklets and all the materials that the students need to take class. Okay, and here again, we're talking about an A-hour class if you're looking for the state-recognized class. Okay, and you would, before that, you get a certificate and you get a little laminated ID card, okay? So, you know, it's the best there is. So that is not a problem, but here again, we, I need to have some idea of how many students we would have. Okay, so if we get you that number and a space and everything at the high school, we get it approved through our principal. You would be good. You, you would be able to. I guess if, if we give you a number of how many students and then we get it approved through our principal You would be able to come and that would be okay Well, you know what you may try to do because we go through this a lot When we do the adult education classes whenever we try to do one a month Okay, but you never know how many people are generally going to So, for a class. So we try in our environment at the Coast Guard Station, we can accommodate 25 people. Okay, and we do 25 because that's really all the room that we have in the training room up there. Okay, but here again, I'm saying, if you somehow are able to get an idea about how many students may be interested, or you could say, listen, we can do one class. And for now, a maximum 50. If less comes, that's fine. Well, what I'm thinking is, so what I would think is if you wanted to do it on a Monday or that Friday, whatever of those two days, we would probably have to get kids excused from class that day, but I'm sure if they sign up for the class, but I would think the lecture hall, if it's available, if there's no testing that day. I do like a field trip form because you know how the other future sign on. That's yeah it's a good idea. Do you have a date in mind? So I know we have May 18th marked off as our um that's National Boater Safety Day. So it would either be May 16th the Friday before that or May 19th the Monday right after That's what Mr. Woodard discussed with us But yeah, we could get the field trip form and then have them just excused for that day and they can bring probably bring their own lunch or maybe Provided yeah And we have about a week until our next meeting. So if we want to like move forward with this, we could probably put something out like as soon as possible and talk to like, Marick either tomorrow or Monday and try and get like a number as fast as possible. Yeah, we usually have to put a form through, so like actually get it approved at the school, which I know usually through S.J., it's they have their meetings on Fridays to approve things, but we could potentially speed that up. Okay, you're looking at voter safety week. Is that what you want to do? Yes. Okay, because it runs from May the 17th through the 23rd. Okay. If you needed to do it on any one of those dates. That's not a problem. Okay. Okay. So here again, now is if you have to decide where you want to do it. How much room did you have? How many students can we accommodate? But that would be the main issue is knowing the date, space, and how many people we want to do it for. Now, how many seniors do we have in the school? Do you have any idea? A couple hundred? I think 420? It's like 460, I want to say, 440 maybe. Yeah, and I'm sure all of them probably don't want to do the boaters' aid to glass. Or I could be wrong, I mean. Potentially. Some of them might. Potentiallyentially it just depends what day we would choose it because I know our last week is that, like our last week of school is like the week of, it's the middle of the week before, both are safety week. So all of our seniors will be done with the high school. Okay, do you need to check with anybody else or? Yeah, we'll have to check with our principal to make sure it's OK for us to host it there. Our principal, Mr. Merrick. And then see about if we have a room that's big enough to accommodate you and the students. So maybe, if you say, once you get it rolling, say okay we can have a class, okay we've got the room but we can only do 25 students as an example. So then you go ahead and advertise it for 25, that's it, we sign them up and we do the class. If you have more that are interested and you want to do another one at a later date, we can do that. Or we could work it in with maybe with one of our other classes at the Coast Guard Station. Usually we do those on charities because most people are working other than us. We're all retired. But anyhow, so we could. We could do it at school and then set it up later on if there's enough interest to do the rest of the Coast Guard Station. Just a thought. You can think about it. So that is important that we get the price before we start advertising, because most likes a little have to advertise the price with it. Otherwise, students will think that it's free, and it's not going to be free. So I think we need to set price before we actually make the posters that we're going to advertise. Yeah, I think if we should work out with Mr. Mayor getting the, maybe the lecture hall on a day that we don't have ace testing or AP testing because I feel like then we could probably just say let's cap it off at 50 because then we also don't want to overwhelm the teachers with more than 50 students because it can get that can become a lot of students and then would be a good idea cap it off around 50. And then we know that we have the lecture hall which can hold that many people. Even so, we can use one of the media center rooms or like Miss Franklin's room and then cap it off at 25. Yeah. And then that's also, if we use Miss Franklin's room, that's an easy way for them to leave to go to the cafeteria without the students like bothering anyone if there is testing or whatnot. See space probably will be your biggest concern and number of, but you can work that out in here in no time. Ed, do you want to give those to the booklet? So okay. That's just a couple of books with something about voter safety. I mean we have tons tons of material that we'll hand out to class, but you're looking at two booklets that the students get. One is the federal regulations for motors. And the other smaller one has the pictures in it with the fish in the back. That's a state specific for the Florida laws. Okay. So out here on the water and it goes to waterway, you know, we're dealing with two issues. Number one, federal and local regulations. So I just thought you might want those to look at them and that's basically what our class is about. Okay. I have a question. Will you need more space for demonstration when they're thinking about booking a room? How much space will you need? Well, here again, it depends on the student, number of students that you want to sign up. Will you need presentation space, PowerPoint presentation, or are you going to have articles that you're bringing in? If you have, electronics, and all we have to do is bring a CD disc to put on the class, I mean that would be super good. But we do have a, you know, we've got a monitor that we do for the classes. Now the one at the station that we have is we've got like couple of screens screens like this maybe a little bit smaller. I don't know what you'll have at the school. That's pretty similar to what we have at the school. Yeah we sure have something. Yeah. But our class is a PowerPoint and a lot of hands-on things that sort of nature. Okay. So and you're good you're good for like a class, eight hours? Yeah, because we can start it at the beginning of the day just when like the normal school day starts and then it might just go a little bit beyond the end of the school day, but we'll advertise that to the students that you'll be like to schedule their rides accordingly if they want to do the class because it won't end at like the end of the day. So even though they're not four students, like I'm sure parents are taking their kids, like and they wanna look around too, it's a good thing to have. Yeah, I agree. We could also maybe have a couple of dates open in mind so that way when the person from the hub does come if they do next week, they can kind of have an idea, just in case they do have an event or something. Are we going to be out there helping people set up and stuff like that and contenting from the people or is that? So that's what hopefully we can pick down for next week when leisure services come to see what is attainable. If you do a market on Saturdays here at Canal, because I know they have an open tent, you can try there, or if you want to do your own event, that takes a little bit longer and a lot of approvals, but hopefully we can get some direction at the next meeting. Yeah. I think even if they say that might not be attainable for like our session of youth council, we could at least get some context and some things laid out so that maybe next year's youth council can actually see it go through and get everything like actually happening. And do the research so you know what to plan for for this year. Yeah. Okay. So do we have anything else? The new one wanted to do? Do we need to like solidify the dates that we're going to ask about for lending libraries? I mean the locations. Because I know we proposed a ton of locations but if we want to choose like maybe just start out with two and do like two locations to start out with. So I have the list from last year. The lending libraries were Riverside Park, 27th Avenue Park, the New Smarter Beach Sports Complex, and the Mary Avenue top lot park. So those are all city owned parks where we can set up the lending libraries. So that's something that you can discuss of which ones that you want to implement the libraries. Okay. And then reaching out to the Babes James Center about like including the children and painting is that something we could do through email or do we need to invite them to a meeting? They'll be here in the next week. Okay, so they're going to do they're going to help you guidance with the market and also with the painting of the lending libraries. Sounds great. And then did we also I know we talked about doing a youth council like booth even if it's's not at the event, like at an event, do we still want to do that and have people bring their suggestions? I know we talked about getting other youth views in the city. Yeah. I mean, I think it's a good idea to introduce ourselves and just get more ideas back. I think that's another leisure, is that been that? So where do you want to find youth? Like what have been, are you thinking at school or are you thinking at a market on earth? I think we were thinking the farmers market, like one, I like that idea, but when I had there, I don't see many other people like you use. It's mainly elders. I like the idea at school, you know how we all go to NSP. There's a out in the courtyard, there's sometimes there's tents or like a booth where I feel like we could set up there. Don't you guys have at the beginning of the year where you're in the courtyard and there are different groups are out front? Yeah, we're there then too. You can do it there and then for that to be for next year. Yeah. And you can plan what card or what pair of for no you we want to pass out this year so that when they're set up for next year, we can go forward. That's our club brush so I can talk to Mr. Woodard and everything about like setting down something so we make sure that we're there. This year the table, as I remember, it just had the sign up paper and I didn't really know what it was and then you know it was just Mr. Ward and the paper. So you can do for Club Brush, you can do all your pictures from like the shark set and then you can do the pictures with the little library and then when you do your Coast Guard event you can have all that prepared for club brush for next year. Yeah. So it'd be good for advertising. I was thinking even like this year, if, because I know when I signed up for Youth Council, I did it like my sophomore year, I signed up, but I wasn't in it until my junior year. And I was wondering if maybe we could have Mr. Woodard put out like applications earlier because I know he gets a lot of kids from his classes alone. And if we could maybe like, if we find out who applies like invite them to one of our meetings just so they actually see what you're going to be doing in the like, in his council because I know and I did it, I had no idea what going on I just was like oh I'm just coming to this thing. So actually that's a good idea you can put together like an orientation or a welcome packet this youth council so when they when they apply that's what they can look at and they can know so that's actually if you can do both you can set it for rush so that you can let them know that you council exists but then you can also create a packet so that when Mr. Woodard does do the advertisements that they can have that too. So that's actually a good and easy one that you guys can do and work on and edit. Okay perfect. Is there anything else? That's good ideas. No. For the voting safety do Do we want to try and talk to Mr. Merrick tomorrow when he's approving everything else? I can try and fill out an approval form. We might need to e-mail Mr. Harnage. So then we can like specify a date and I can look at dates of testing to make sure either the 16th or 19th or that following week there's like a day that they aren't doing anything and then we can lock it in at the next meeting and then we can email him.
