Glad for the 20th of physical year 26 through physical year 30. So, Stamie, I'll turn to meeting over to you for your presentation. Service for Chairman, members of the Commission, Derek Stammie County Administrator, here in Cumberland County, I appreciate the opportunity to come out tonight and share with you the requested capital improvement projects for the fiscal year 2026. I'm going to run through some background information as a release of the CIP plan itself and then work through the staff requests. Up until there's a time where there will be some time for a question and answer and any other type of direction that the PC may want to give towards staff. Just to give you some background, Virginia State Code does allow for the development of the CIP program, typically done in five year increments for planning purposes, but we tend to focus on the immediate year as part of the next budget year cycle and the next budget year cycle process. Now, the county does utilize a 25 year CIP broken down into five year increments increments with the primary focus on that five year, and one year focus is what we're looking for feedback from the PC tonight. The Plenty Commission does play a role in the development of the CIP as they were to make recommendations and provide feedback based upon staff's initial requests. From there I share the request with the board of supervisors and then I synthesize all of the feedback from there into my County Administrators Recommend at CIP, and the Board will then consider that cap on improvement plan as part of the budget process as we move through them on the table. So background, the conference of plan, does play a role in the development of the CIP, some sub-components of the comp plan, include the public facility plan, or some rec master plan and other plans that it gets to be developed. But frankly, if we haven't had an opportunity to do so, and these plans feed the CIP in one term planning, they can be revisited at any time requested by county administration or some rec by the board supervisors. And ultimately, all of these plans are adopted by the board. Some projects and costs identified for the CIP are typically rounded up from the actual estimates that staff originally gets. PAD accounts are on unforeseen costs, and I'm expected cost fluctuations. Equated and estimated costs are identified in the County Administrator's Budget Recommendations. So we may get an estimate for let's say $52,356. We tend to round that up because by the time you go to actually for pure services or put something out to contract, we build in a little bit of an escalator so we don't have to come back and request more money. Funding sources include cash, borrowing opportunities and grants grants and donations. And projects can be made contingent upon these funding sources. And I'll get into that more later in the presentation as you'll see. We've done a very good job with the past couple of years of going after grants that can benefit us on the Catholic side. Part of our CIP includes identifying building components for replacement associated with project life cycles, that includes HVAC where we've identified units that have 15 year life cycles. We do build that into the CIP from an awareness standpoint. We have roofs that are on 20 year replacement or updated warranty cycles. Our motto is don't wait for it to break and try to plan for it ahead of time and then you would just have 40. Vehicle replacements, you'll see that as a line item in here in the Sheriff's Office and our Public Works Department community development. Vehicle replacements are identified using an only-adapted vehicle replacement lifecycle policy where we take into account considering age, mileage and repair versus cost of replacing the percentage. So we look at how much of a vehicle is prepared for and then over the life of that vehicle once you get to a certain percentage of the cost of repair it makes more sense to go ahead and surplus that vehicle on track of a fire either in the original or as we use it. As part of the CIP, we do look towards creative solutions. We part- and surplus that vehicle will try to acquire either a new or a new vehicle. As part of the CIP, we do look towards creative solutions. We partner where are possible examples of that include the radio system, which I'll touch on that a little bit later. It's a great example of a partnership with Virginia State Police when we save the county millions of dollars as we've tried to implement that project. We've acquired used vehicles from surrounding localities that have been surplus and properly maintained at a discounted rate to help fill the gaps in some of our vehicle replacement needs. We've got an announcement that will come out in the next week or so regarding the tanker donations from Guzalm County. We've been able to leverage partnerships there where they are going to donate a huge tanker to the county to be used at Cundle and Fire Department. We also look to implement best practices. I'm also going to realize this but it's part of our partnership with the Peatmont Regional Jail. We do have to, as part of that agreement, we have to pay for capital improvements that are required of that facility. And in working through them in the budget process, we've been able to reduce the impact of the accounting directly. I can go into a long detail description of what that looks like, but we've been able to save about $88,000 in the last year just on how we implement best practices through the June. Again, these are all requests. They can be pushed out several years, one year, two years, three, whatever, ultimately you land on, based upon need and funding opportunities. I wanted to give you an update on some current capital projects that you've been working on. We did have an issue with the Extension Office where we had to identify a way to actually fix one of the walls of the basement. We were able to work with an architect to identify alternative method to address the wall. We did, we are working to complete that with our funding and that cost of the county. We do have a sewer line issue along around 60. Currently the architecture on engineering is in progress with that VDOT as we wait in and now VDOT and the engineering firm is going to be working through how that issue could be remedial. Funding for that will need to be pulled from fund balance but it's an issue with the line and we're going to have to address. We did receive $100,000 of solar funding from a previously approved solar project back in 2021. We've been making improvements to, and that was here more specifically for those improvements there. And that was done, I guess, back in 2021. We've been addressing submissions down in our baseball and top-all fields, improving the quality of play for our visitors, for our kids, and our parents and coaches. Also, you may have seen it last week, we did receive $36,000 grant, approximately $36,000 of grant through the governor's office for some improvements at Leigh-Dur-Bee Jackson. Again, we're gonna leverage some of the solar funds against the match that's required of that grant so nothing comes out of the pocket of the county. We were able to tie those improvements to farmers markets and having a year-round farmers market and kill multiple words with one stone. In our previous VIP, we did identify some drainage issues at our school system and eventually in lieu of going through an engineering process, staff, and school administration worked to create a creative solution and that project was estimated at $200,000 and we were able to actually mitigate that issue with very little in terms of actual earth work and things of that nature. We saw savings about $200,000 there. It's part of our recent firefly contract with the county. They agreed to install a fiber to the Range Road complex. We had budget $200,000 for that in the CIP and they actually weighed that as part of the firewood and install there behind the range road. Proper. I touched on the county radio system that is in progress, the system components for that have been ordered. We are working right now. You've probably seen it in your agenda related to a public hearing related to a tower install. We are working with a company to come out and it's actually a site where that tower will go and provide to us a footer design so that we can work with the state police to actually install that tower. The county is going to have to install the footers with the state police are actually the ones that are going to be installing the tower. So we're going to see a significant savings there. It's actually their tower on our property that they're going to install. Our estimated completion for the project itself is sometime the summer of fall back in 2025. May recall, this has been an ongoing issue in the county. The radio communications aren't the greatest. And through this partnership, when I first got here, I know the projected estimated cost will be between $4 and $5 million. And we would have to build new towers. You'd have to go through the C&P process. You'd have to set up your own radio system, hire your own staff to manage it, and then have ongoing operating costs. Through our partnership with the state police and getting on that star's network, we don't have to build any towers. We're on their system. Their maintenance folks handle all the maintenance any system upgrades. We're not responsible for where they handle it for simply a tenant on the system. So this is saving. I would estimate between $2.5 to $3 million to the taxpayer. We're actually able to pay for the out of pocket expenses related to a debt restructure that didn't impact the tax rate. So you can see we're being creative in how we get some of these projects done and I'm going to touch more on that as we move through the presentation. I know I'm moving quick, feel free to stop me at any time. One of the touch base we've been talking a lot about grants recently, I wanted to give you an update as it pertains to some of our great funding opportunities and how we can leverage that for capital improvements. For this fiscal year, we have received $173,000 for $340 for fire and MMS funds for equipment and our emergency medical dispatch, which was state mandated. We successfully submitted an R-SAT grant for about $325,000 late last night for the new ambulance. We've got $300,000 previously approved 2021 solar funding, which I touched on earlier in Virginia, tobacco commission grant for 2023. $81,000 economic development, strategic planning, and improvements to the political jacks and conflicts. And I touched base earlier about the vehicles and the tanker donations. I mean, also, I would be remiss if I didn't mention corporate partnerships. So not only have we leveraged relationships with Hanoi, but we also work with the colonial pipeline to acquire our vehicle for fire in the MS as well. So when you look at that, surplus vehicle with donations is about $105,000 in savings that we've been able to realize through those efforts. And then also we had rent-funding for body cameras with the sheriff's office is about $33,000. You had all that up just the one I was here and that's about six cents on the tax rate. So that's a huge savings to our residents. applied that numbers actually higher than what's on the slide. We applied for $2.5 million for the grant funding opportunities this year alone. And some of those grants are yet to be awarded or evaluated. I anticipate our grant applications will exceed $3 billion through June of this year. So we are constantly looking for ways to fund capital projects, programs, and ways to be in the more community. And again, grant funds can be used for projects. Sometimes they do require a percentage of magic county. We'll have to make sure that we capture that and the CIP, even when we talk about grant-winning opportunities. This will be your 2026 request. requests. I'm'm gonna go through this list. A lot of these are lumped together by functionality and I'm working them out. By subject matter, under community operations, we do have a request, again, this is a request. Not a recommended budget. It does include two main external schedule for replacement for vehicle replacement policy. Shares offices requested three additional vehicles to replace other vehicles that have aged out or have high mileage. Impact's not approved, the fleet is aging and replacements will be needed at some point in the future. And I did talk earlier about creative solutions about working to acquire usefully vehicles at a discount. It's not recommended as a long-term solution, but it can buy you time, it can provide immediate solutions to the problem, and it much reduced dollar figures. So that's something that to keep in mind as we program to see how to be with vehicle replacements. It does come with some risk as vehicles aren't warranty, so we just have to be careful in balance about those decisions as they come. And I can touch along the vehicle replacement standards if you're interested. I concluded in the slide deck for reference, but just to give you an idea, we're not just saying, hey, I need to be able. We do have standards that we try to operate by. Ten years or 150,000 miles is the standard other than a sheriff's office. Seven years or 150,000 miles. And I touched a little bit on the cost of replacement versus acquisition. That's what ARC means. So for example, if your ARC is 60% County Adams in 2018, if 150, 80, 2000 miles and pay 35 from vehicle, once your repairs exceed $21,000 in this time to look to a before-to-be-merglist. Moving along. Crystal Year Request for community operations continued. Seeds and fencing improvements will include the completing a fencing project at our Public Works and Animal Shelter Facility. The impact is not approved. The backside of the fence has not been completed, so if someone were to make their way around to the backside, you can still drop up and access the rear of the facility. You can't really see it that well, but it is something that we want to complete at some point in the future. Especially if we have an economic development prospect and the shell building itself. You know, as you have that section down. We are hearing warmly working points of our transfer stations about payment, primarily at Randolph, where the transfer station has potholes and patches repeatedly, but especially with winter weather and freezing and thawing we continue to see issues there. We've identified that as a medium priority, we continue to try to extend the life of that, but at some point we would like to have repaying the sun for the future. The library roof is reaching its life expectancy and the roof does need replacing, it's a medium priority. We can certainly continue to monitor that and potentially push it out in the future years. But that roof does need to be replaced with about a hundred thousand-dollar costs associated with the replacement of the roof. HVAC replacement cycles include another replacement at the administration complex and leave with rejects and buildings. These units about live their life expectancy and they'll continue to deteriorate and fail your may occur and end up paying for it anyway. Some of these units are very old parts are hard to come by and you can only catch them so many times before they go and the repairs really start to outweigh the cost of replacement. Animal control renovations, that is the request on here, and that will include an added adoption space and building upgrades with commercial washing and dryer. Animal control seeks to adopt as many animals as possible and really with the best ways to do that, it's upgraded space that they have. And some creative solutions we are actively pursuing some of the MVO settlement funds that may be available for the project and we are actively pursuing that through our elected officials in Richmond and at the end of the day I'd like to see those renovations handled through that process or through fundraising interventions. Public work shop I want to anticipate that this one gets pushed out a few years what we do have in existing structures, free existing structures that we store equipment and personnel in. One of those is one facility that we can't operate out of. Equipment would have to be stored outside. The door in space is not suitable for its storage currently. We use the shell belly for some storage and if we do have an economic development prospect that goes into that building, we would have to find places to store that equipment as well. Some creative solutions will include staff continuing to evaluate potential solutions for storage and equipment personnel at another location or utilizing another facility. Public utilities, fiscal year 26 or plus is annual or plus for generators. Currently we have five conversations that have generators but 12 conversations in total. And the event of a power out is staff has to manually transport and pump down each station. And wherever the outage is, you have to start there, pump down, pump down, pump down, pump down, pump down, and then start all over again. So it can be time consuming and dangerous, especially in the event of really bad weather. Right now we are currently seeking a brain pounding and an Envigose settlement of plants that help provide for these components as well. Judicial administration includes $1.5 million for architectural and engineering services related to design services, but it's courthouse renovation. Staff is currently evaluating the procurement methodologies that could impact upfront out pocket expenses. And what that means is, yeah, two pads you can consider. We all, I think everyone's familiar with the courthouse, I can certainly back up and provide context to it. If you have questions, but they're really two pads to it. You can go through the traditional design bid, design bid build, where you hire any firm to do the specific design of what you're looking for and there's an upfront out pocket cost or you can go through what's called a PPEEA process and that's something that the county would have to adopt the guidelines for the mid-state code and then you would actually engage firms to come in and do the analysis and the county wouldn't pay anything on the front end. So there's some new ones to it. I can answer questions related to that, but that's really where we're leaning right now is to go through the PPA process. So over the next 12 months, finite design, costs, and funding opportunities. We're going to have to evaluate those as we move through the process and the possible renovations in any span to be said. The long-term costs are still to be determined. We don't know how much it's going to cost. I know the sticker shop is $37 million dollars. It was tough. But we are, that is not what we're saying. The courthouses ultimately got a cost. That's what the conceptual design is presented by our architectural firm So we still have to fine tune that, shave off some square footage, shave off some design components, and come up with a finalized design. So we'll know more in the coming weeks as we lay down with the procurement strategy for A&E services. Part and rescue requests is for a new ambulance based upon our current clean analysis and management. We staff has recommended not first to use the ambulance as moving forward because of the lack of warranties. Replacements would take place every two years. I mentioned this earlier, we have successfully completed another R-SAT application, and that's actually, that's a type of, it's a fawn of it in the market, it's a 70-30 match so we would recommend replacing ambulances with that our staff for an opportunity. Carter's bill in Combrilanda, the vote for requested apparatus as part of the CIP in the request of Carter's bills for what they call a phone truck and Combrilanda is asked for apparatusB, and responsibility as part of the CID. And again, I think brand funding is available for all of these items. And as we have this year, as you can see, we're going to be very aggressive and presumably. Almost done. Parks and Recreation requests include funding for recently identified issues from the If you're aware of the Jim, the Jim has a flat roof on the inside. But if you look at it from the outside, it's got an apron that was installed on top of the flat roof when the county sold it several years back. Whoever they sold it to, this is what I've been told, whoever they sold it to install it at the schoolwork. They installed an in a framework that roof is started to fail. We are currently evaluating ways to remediate that roof with several options on the table, including full tear down replacement, potential epoxy seal, and also taking that roof down to the actual flat roof itself. So we're going to be coming back to the board to discuss that as we get other options laid out. Right now we only have one option that we've got a response to. That's 1.3 million, so that's why I plugged it in there for future experience. So I can certainly answer some questions on that as we move forward, but right now we've got to have more options on the table As we work through how to fix that roof and I think there are more cost effective options than we can pursue The bear keep Creek Connector Trail was partially grant funded that was through a tobacco commission grant back in 2022 It's all in there contingent only upon receiving the funding. We won't spend any out of county, out of pocket money to complete that, that, that, I get it. Our IT CIP request includes a switch replacement related to our current IT infrastructure. Most of our infrastructure is lagging behind some of it is between eight and ten years old. And we have got to address or replace our IT infrastructure things are going to start to fail. Again, we've heard we say this a million times, we are pursuing grant funding but at the end of the day if we don't take care of our IT infrastructure we're going to have major process. School of CI, Gamer, requests, this was provided to us as part of the CID process. I don't think I've got anyone from the schools here to address it, so I'll do my best. They have requested $150,000 from ADA playgrounds, find understanding that's going to be done through donations. They did listed as a low priority, a restroom and concession stand facility at the football field, $150,000 again mostly down to donations, etc. as a low priority. Athletic field lighting currently in their football and baseball fields are not lighted. So this would allow for extended use of those facilities. And that would be $400,000 in two year increments because that's a low priority as well. But I think that he got some great opportunities there to must go feel like. The original elementary school roof, $1.1 million, it's original from 1996. It's a high priority, and we are going to have to replace that within the next two to three years. So again, funding solutions include a mixture of grants and nations in general fund dollars. With that, I've done a lot of information at you. That's just one year. But again, I'm looking for, as far as next steps go, feedback from the planning commission on CIP priorities, feedback, funding opportunities, and of course, creating solutions, projects that may be pushed out to future future years and then any other questions and follow. All of your feedback will be incorporated into the County Administrators' Procredits CIP as part of the FY26 budget regulation. So we do take this part of the process very seriously. We'll share everything with the Board of Supervisors during their next workshop as well. So with with that I'm glad to take any questions, go back through the presentation, what happened? The trip was out. Are you looking for a parole or each individual's project tonight? If the planning commission is comfortable approving, I would say approving this, this is a recommendation. If you want to provide feedback and what's been recommended and then motion to approve the feedback, that's really what I'm looking for. If we need another meeting to accomplish that, that's okay too, we can work through that. But I just, I wanna make sure that the planning commission has an opportunity to weigh in on what's been presented. Okay. Just take few questions. Just be standing. As far as the library, where you go, the library structure is owned by the county dam, correct? That's correct. And, you're requested from the school for the ADA accessible playground Program. Oh, do we pay up ADA students at the School? Yes sir, we did it, okay. And if we do not have an ADA Accessible Program, or we, in five years, the Federal ADA Act, it's a great question. There's a difference between an ADA Accessible playground between an ADA accessible playground and an ADA compliant playground. An ADA compliant playground means you meet the minimum. And it's my understanding, basically, what I've seen at the schools and at all our county facilities that we meet the compliance. The ADA playground would be specifically designed and built for those with special needs. Does that make sense? I'm going to get a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a little bit of a and those are special needs. Does that mean sense? Here's a concern, we've got ADA students that they have an ADA crying background, but it's not ADA obsessed or we meet in the letter as long. I guess that would be something that schools attorney and accounting attorney would have. We can follow up with the opportunity to present guidance to those. I think we're in compliance, but I think this, the ADA later, I'm going to take it a step further and make it more accessible. How many ambulance is accounting in? Six. Six. And they range in Modos from 68,121 to 15489. The reason I know this was it's worked on the Grand Last Time. But yes sir, we have ambulance that are from 2006 all the way to 2019. So it's everywhere in this wing. We have an ambulance that are 19 years old and some that are six years old. And that one, I believe, was going to be out there. It was $435,000. That's it? Is that for the cost of one new ambulance or one incident? Yes. So actually the cost is about four hours to put. We have right now 463.26. and that's where you get an angle. It's a type 114, that's 450, four wheel drive. All the The cost is about four. It's four, we have right now, it's 463.26. And that's where a new annual is a tight one, four, at four, 50, four wheel drive, all the bells and whistles, fully lettered everything. Now the little extra money is for stretchers, equipping the vehicle and the center, so that it's regretting. So it is six, the number of the county fields it needs. So we get to do one there, seven, You saw the action of the setting. So it is six the number of the county fields it needs so we get them in there seven. You sell or auction off? Yes sir. Or and there's nothing we want to start with a new one and then we're going to evaluate ReChas. So as we in other words the box that you have in the engine will still be good but the engine and the transmission may not be so you can potentially reach us. The R-Saf grant, to my knowledge, doesn't allow you to seek funding for reach asking manuals but that doesn't mean that it can be a much cheaper option for the county down the road if it's not eligible for a grant. That makes sense. I think the goal right now is to maintain six in our fleet and when we have a surplus it may be if you can't reuse the box maybe you offer up to one of the your fire departments as a brush truck or you off-rub to the schools from one of their training groups. a surplus, it may be if you can't reuse the box, maybe you offer it up to one of the volunteer fire departments as a brush truck. Or you offer up to the schools for one of their training program, or you surplus, it really just depends on the vehicle. Okay. Mr. Chairman, I can have a couple of concerns. One is not really sure what I need to be asking for two reasons. One, this is the first time I've seen this for this year. And I'm usually wanting to take a little while to process things. And so I usually like to think about things a little bit. And I can't, I don't even know what to think about it this. I have a hard time asking any questions that would be all right be that. And then secondly it's in a new format which is confusing to me. So that would indicate that I need to you spend some more time trying to even figure out. I think I like the new format. I think I'm just not sure what to do with this. I believe that's in that way. Maybe we already know earlier about a workshop. I mean obviously some of it, I mean I can see it in the background. But I mean I think the version for a workshop to learn more about it from the different grid management. This chairman not moving due to the cabinet of the's your motto. And then on page 32 you'll see the pending code amendments. And then starting on page 34 you'll see the planning projects updates for this month which are actually reflected on February, the same three pending seed payment zoning. There were five residential primary zoning permits issued six residential accessory permits, which again, like debts, debts, not sort of thing, and two farm structure permits issued. There were no proofs of divisions for the month of February, but there were a lot of new ones that were coming in. So we do have 48 pending. There was one approved survey existing law and we have three pending. The same three commercial NS projects with seven residential NS permits issued and then we have the same code amendments that are pending as well. Next on the business, we have the Building Inspection Monthly Reports, which start on pages 39 to 42, as well these are from the February meeting, which is reflective of the January data, and then from this month's meeting which is reflective of the February data. So in January there was a total of three double-wise six new homes. One addition 63 miscellaneous permits and three commercial or total of 76 year date. Total, he's collected where 12,600 would be seven year to date and then for the month of February, there was a total of 59 for the month of 112 year to date comments.
