The meeting was called to order at 6 p.m. with trustees Katie Solz and Lewis Gregory Absent. The board approved the agenda with a minor change, swapping the order of discussions for the Grand County Library District update and the Winter Park and Frazier Chamber of Commerce Work Plan. The consent agenda, which included the February 19 meeting minutes, a letter of support for open lands rivers and trails riverbank stabilization project and resolutions for sewer maintenance and well rehabilitation, was also approved with one abstention fromistie Quickland. The board heard an update on the Grand County Library District regarding the Library District's initiatives. The district reported a successful financial audit with $2.5 million added to the bottom line intentionally reserved for a future Cremeling Library project. The district has seen a growing number of library card holders, particularly among visitors, as digital borrowing continues to rise. Library services are expanding, including a new self-service model at HotSulfur Springs and upgraded technology for meeting spaces. The ongoing facility master plan project is assessing space utilization across libraries. Increased engagement efforts include a successful team led haunted house event and book-related programs such as Book Madness. The Winter Park and Frazier Chamber Executive Director, Katherine Ross, presented an overview of the Chambers' Work Plan. She highlighted the board's interest in appointing a Frazier Town Tristie to the Chambers' Board to strengthen collaboration. Marketing efforts generated significant engagement, including 1.3 million website page views and a 30% email open rate. The Chamber is playing a key role in destination stewardship, including a way-finding project to improve signage and digital navigation for visitors. Adjustments to summer events are in the works, including merging brew fest and uncorked into crafts, cocktails and quirks and replacing Solshan and country with a new festival, revel in the park, featuring live music, outdoor activities and community engagement. The town's marketing and communications manager Sarah Wick provided updates on social media and website engagement. Facebook and Instagram followings are growing with top-posts centered on local events and extreme weather. The Explore Frazier Colorado website saw a spike in traffic due to the fire and ice festival. Future plans include improvements to website navigation, more blog content, and the continued expansion of the town's podcast and video content. The board reviewed feedback from the Fire and Ice Festival, which attracted thousands of attendees. Suggestions for improvements included adding more shuttles to ease transportation challenges, incorporating additional glow in the dark activities and fire pits and expanding interactive experiences. Plans are in discussion for the festival's fifth anniversary, with potential additions such as a drone show. The board discussed an approved an increase in compensation for trustees, the mayor, and committee members to better reflect the growing time commitment and attract a diverse range of applicants for these roles. Changes will take effect after the next municipal election. In additional updates, the Comprehensive Plan Open House is set from March 6th at the Grand Park Rec Center from 4 to 7 p.m. The town also awaits funding decisions for the Bike Park and Child Care Facility Infrastructure. Additionally, nine applications totaling $118,000 were submitted for the Business Enhancement Grant Program, marking a record high interest in the initiative.
