This item tonight is on the discussion calendar as required by CalPERS. And the adoption of the ordinance is the final step in the administrative process as required by CalPERS to incorporate the retirement cost sharing language in the unrepreso for unrep CalPERS classic members into the city's contract with CalPERS. This action does not change the amount of retirement cost sharing already being paid by the unrep classic members and it also does not change the amount of the city's employer contribution to CalPERS. Mayor, I also want to say thank you for attending our annual community conversation meeting as well and Assemblymember Win and Superintendent Hoffman. And I wanted to take this moment also just to thank city staff. You know, they came on a weekend when they didn't have to. It's a really hold space for the community. We held several smaller workshops with the Department of Community Response, with Code Enforcement, with PD, with Public Works, with SHRA, and really just wanted to think City staff for helping us to make our annual event successful. And then just a few announcements. One is just to let folks know that Macro Valley High Community Center is hosting a March Madness Youth Basketball event happening this Friday from 5 to 9. It is a free community event. So stop by in the competition in particular. The basketball tournament is for youth ages 7 to 17. And then this Saturday is one of my favorite annual event happening at the Penel Community Center. It is our 36th annual sweep potato festival hosted by the Sacramento Valley section of the National Council of Negro Women, taking place against this Saturday from 10 to 4 p.m. I will be there and co-gennings over here is on the panel to try out the various sweep potato pies for the contest. So I'm really encouraged by colleagues and folks out in the community to stop by South Sacramento and met of you to check out this week potato festival. And I think those are all my updates for now. Number one, one to congratulate again the opening day for Chahalic Little League over at the Tahotalic Fields on San Joaquin Street. You know, unfortunately I've got a family engagement so I won't be there this time to help out and throw the first pitch but maybe the mayor can make it out there to go out and throw the first pitch this Saturday for the Tahotalic Little League also in the evening you know local educators and folks From North Cal Resist will be at Rasa Irolas art the art fight fundraiser at over at front. And they'll be raising money for sacramentans who need support, who may be refugees of siles or immigrants. So come out and support them. We have a local artist and a former Sac State classmate of mine and artist Chico Gonzales, who also with the met. With that, thank you, Mayor. And then my AB1234 report, myself and a couple of other colleagues, went to the Civic Well Conference this weekend. One of the topics of discussion, which are critical, was that affects us every day when There is a force force fire is the issue of air quality and so force management was an important issue because we know that when the fires happen up in the Sierra's they come down to our community here. We also talked a lot about water issues and one of the key water issues that we discussed here was the need to make sure that the $4 are executed and roll out so that we can get programs into effect to maintain the health of the Sacramento River, the American River, and it's great to see that the Chinook Salmon is back in the American River from the efforts from our city's Department of Utilities Conference as well. We had the opportunity to advocate to the Governor's Administration, their Secretary, for that of natural resources about the importance of this issue. And with that, thank you, Mr. Mayor. Our very own District 5 constituent and small business owner, Alexa Garcia, will be hosting a workout. So I encourage you to come. That's located at City of Refuge on Martin Luther King, Jr. Boulevard. So those are the fun events coming up. And then I also attended the Civic Well Conference and Yosemite with my colleagues here. It was an amazing, if you get an opportunity, I really encourage the rest of you to maybe attend a future year. Not only is the scenery beautiful, the topics of conversation were very deep. It's a smaller conference. You have a lot of policy makers from around the state. We got to hear from Tony Yackens, from Buddy E, and many others. And so I'm really encouraged you to, to partake in that if you can in the future. It was particularly interesting to learn about Prop 4. A few weeks ago we adjourned our meeting in memory of coach Albert Guini, the legendary Grant High School, both baseball and football coach, and led them to Pacers to State Championship. There is a community memorial service for him and his memory at 1 p.m. this Saturday at the Grand Football Stadium. So those of you who want to come celebrate Al's Coach Al's life, that was a great community opportunity to do that. And then I also wanted to add on to my colleagues with AB 1234 report. I attended the conference, a civic well policy makers conferences as well. I won't repeat what they've said, but it is an opportunity that brings together about 100 mayors, council members, and supervisors as well as others from around the state to share perspectives and learn what others are doing. One item additional of note to what my colleague said was for our former commissioner of insurance, Dave Jones was one of those who spoke and with great knowledge and detail about the insurance crisis that we face in the state. And this is something that is on everybody's mind, I think these days no matter where you live or where you have a business and what possible solutions or resolutions there may be to that crisis. our own Dave Tommayo, who's a smudboard member, spoke as part of a panel on affordability in a green economy and outlined a lot of the advantages that smud offers to its customers that help both be green and be economical at the same time. All I need is a handful of care out mind. Give me your comments. Able Yameen and Christina Loki. Hello. My name is Abil Yamanet. I grew up in Folsom. I'm Erichan, a US citizen. My parents migrated here to this country, Flint, and almost a year ago, Sacramento City Council declared this a sanctuary city for trans people. And as a trans person myself, although I don't really feel the gesture of sanctuary in my day-to-day, the notion and gesture still appreciated, because the city won't use its resources to criminalize trans people seeking gender-affirming care because the city recognizes trans people and sees our humanity and grants them safe space as they should. But I also wanted to extend that sympathy and grace to people not only in the city but everywhere kind of facing that whether they're here in SAC or just in the state of California or just in the country, in the South, Haiti, DRC, Palestine, to drive Yemen, Sudan, and their pressure and their face, because I also face what they face to a similar degree. So I wanted to just extend that, whether it's at the hands of the government, law enforcement, military, and their allies, if things continue as they are now. I don't only see the humanity of oppression and trans people face here in the city, and I do myself, but across the world, because trans or asher for the simulation of violence is unlimited to this city. It exists everywhere, and this should be a space to rectify it or acknowledge it to some way or degree, rather than dismissing it and belittling those issues at secondary because these are group of people facing oppression displacement violence and abuse not only here but everywhere especially black trans gender not conforming individuals that are from these regions of the world Thank you for letting me speak and Isis also not welcomed here at Sacramento Thank you. I'm a board member with the Tahoe Park Neighborhood Association and TPNA is a pointy on the Aggie Square Community Partnership Committee. I'm here today because I believe you see Davis and Wexford have not been following in the spirit of the Aggie Square Community Benefits Partnership Agreement that made with the City of Sacramento. I've also shared this with Councilmember Maple and Garris offices, but we have not seen any resolution and therefore I think it's important to bring it to the full Council and legal council. So you're aware of the issue. One item of the agreement included the establishment and of an ongoing community fund paid through rent surcharges with Wexford to committing to provide $150,000 a year for the first three years. It also included the establishment of the community partnership committee to ensure neighbourhood participation and priority setting in the use of the fund. In August, about seven months ago, the committee held what was supposed to be the first of quarterly meetings after UC Davidson Wexxford insisted on a very expedited process for the neighborhood associations to make their appointments. However, this was seven months ago and we have not met since, nor have we heard anything from Wexford or UC Davis about this process or why there's a delay. About four months ago in November, I reached out to Wexford and UC Davis asking what the delay was and what the process was going to be for next steps. I've not heard back. I emailed them again three months ago, reached out a month ago and included council members, chiefs of staff who also requested information. We still have not heard anything from Wixert or UC Davis about what their plan is. Frankly, it's insulting to the community to not have any response let alone, not have this money going out. It was supposed to go out in partnership with the groundbreaking or the opening in May. And we haven't even met to talk about what the parameters would be for how the money should go out. Unfortunately, I think my colleague on the committee Petra from a Park Neighborhood Association wasn't able to make it here in in time but we're asking that legal council consider taking action to ensure that the wexford and UC Davis follow through with the committee benefits agreement.
