And that would be a two-legged application for both implementation and planning and demonstration. He said that our application needs to focus more on vehicle on vehicle or vehicle on pedestrian slash cyclist incidents rather than single vehicle accidents. So to include that documentation. And then for the stream crossing safety projects and aspect of our application, they confirmed that that was eligible. They think it was something that flagged from the reviewers. And in the future, if we were to submit that activity, then we would have to be very careful about how we document how flooding leads to those safety challenge and potential casualties. So those were the main points that he brought up in the debrief. Thank you, ma'am. When it comes to things like FMLA, I don't care who you are, an elected official, but elected general department, or anything, you better follow those type of rules. And that's why that's very important. But that's in the handbook. Federal law versus anything to do with local county bereavement, local county deal this, right? Those are all guidance. So I think we make this big deal about it. Because I had a question question here we had had any elected officials. So, you got your one. So, what in this Canberra was altered in any way that you're currently managing your office? I have gone through it and also the five pages of it. I already have another twice and the... I can turn myself with things that... So they answer your question very little. Very, very little. But there are things, but I'm having this fortune of also being willing to get calls from other department heads about all kinds of things. And you know, whether it's discipline and employee, what they can't do because they serve them. So here's a concern. I'm elected official, I have an employee. Let's just say I'm district clerk. Do you know here, we need to be, I'm district clerk. I got an employee who's not aftered. And so I want to discipline that employee for violating something that I told them to do, even whatever. And I take action against that employee as an elected official. My right to discipline that employee, but the employee handbook says something different. In my mind, as the county's attorney, that creates a potential claim. So those are the kinds of things that concern me. And so like you said, it does make it very difficult because you have elected officials who have a ton of me over their office and you have a policy that's been adopted by the count. And so I read through it. I highlighted a bunch of stuff and I made a bunch of little comments in red for to remind me why I was concerned about that section. But those are the kinds of things that I flag. I'm confused about a few things because I don't understand holiday pay. I'm confused about some of the cruells, some of them were calendar, some of them were fiscal. I don't know why there's a difference except maybe budget wise. But maybe that's something the court should consider. Maybe they should be all the fiscal fiscal. So yeah, so I mean that's those are just kind of things that I... And as you know, nobody ever pulls this out of the list as a problem. If you're piecing the valley and everything you draw along, everything's good, nobody ever pulls this out. But it's a problem when... When the likes it, when there's a difference between... I don't want there to be a difference. So as the county's attorney, I don't want there to ever be a difference between the way... I don't want there to be any drinking, or anything. For it isn't pretty, it says one thing, and a elected official or something different with an employee. That's, yeah, and that's going to be a hot, you know, that's an awesome one named for that. I thought a lot about this thing. You know, I mean, I think 19 separate elected official departments, if you want. And again, I just keep going back to, you know, this is a cool list. And that's a problem. I talked to several of them. There are some departments who go, oh, I'm so glad that that rule is in there. Because now I can, right, then there's others going, what do you do? I'm telling me that I can't do that, right? It's like keep going back to saying some are going to really utilize that. You know, Brandon, I just want to say I've gone around this kind of a minute. The thing about elected officials, many elected officials in all of the state of Texas have never held a job in corporate America, or had to follow really strict handbook guidelines and then dictate it, you know, so guess what? They do not know the hiring process. They do not know how to do progressive discipline. This discount, if I were on that, you know, progressive discipline is, and at all actuality, that's what we should be doing. I get those phone calls. You get a verbal or a written warning, then you get a written warning, and then the third your offense is usually automatic extermination. Then you're going to have a saline. And the verbal warning should be documented. Exactly. Yeah. So again, we're still going to have certain parliaments that are going to ignore it because they're currently doing anyway. But there's other apartments that absolutely love some of this deal guy. So any other thing is, this is only a minimum deal. We can sit here and just picked it. Why not on the chicken boot all day long? But it's never going to be perfect. Sometimes you have to do it and then if something goes on, we can always amend that section. It's on page 48, where it says observe holidays and it talks about holiday pay there again. But then there's another section, See, well, say holiday time work will be carried on county records as actual numbers of hours work. I need hours not time and a half. There's another section up there that says you will not be paid for holiday time. Those don't, I can't make those. Was it when it terminate though? I've got holiday times. I've worked a holiday that I was, I didn't get credit for, but that was first holiday time. Would you terminate or not? Yeah, I mean, when it's just like half time, I'm thinking we should get, yeah, I'm not sure pay is I mean I'm just I'm not whether it's a privilege. They never get a rush by it. It's paying. And I think that you're thinking of K5 or you did probably. And we have other employees that are required in the parking holidays that don't have that option. Yeah, and I think, and by the way, we do have somebody sitting in the back there and probably answer many of these questions. And I don't know, you guys, I know Mr. Belt is aware of the rest of the people in the room. You know, I first thought this was created in a mashtar round. around. Everybody in this room got advanced copies and any suitcase. Then it was sent back with their review and blessing. And then upon Mr. Veltz request, we sent it to our employee of Lawyer, who went through this thing and redlined it marked up and changed. And if I'm not mistaken, we pretty much accepted all of the changes that as well as that grant, we pretty much accepted all changes that the lawyer recommended. Our employment attorney, which that was Mr. Bell's request was if we have a problem in one of the duties, that's just gonna depend. So maybe I know that our attorneys would get paid to do this, and we'd pay them handsomely to review this. Now they're like, okay, legally you're good. Now And I think the 207K pretty well tropes, even if it's in here, because the 207K applies, here again, it might tropar local rule that just be able toate rule because of a I can't say anything when you left the stain, you didn't get it, it's a hunk of time. You'd used it before you left or it was like six times. Right. These are losing, yeah, basically. You used it during the time of the fall. So there is a, let's see. Let's say, I would say that we gave all employee born for holiday. The employee too, we made work at holiday. We didn't pay them anything other than they could accrue that day. And then whether we terminated them or we allowed them to retire or resign. They're owed that A. If we make the other one for a day off, I think you would have someone to give you. Doesn't that go into their comp time pool? Because I don't know. So I don't. That's another thing I know we've got to get a hand on. We got to see. I think that the rest didn't hear a lot. There it is on the earth. Yeah. You can't hear about it. It is on the early off. But you can't accumulate 5,000. What's the answer to these? That's a nightmare. And I mean, we had the same issues in my previous employee. We had holiday time that we accrued. We had top time that we accrued. We had sick time that we accrued, so on and so forth. The county dis-made a decision that all time accrued was cop time, period. You worked the holiday and turned into a piece of paper who went to cop time. They did not have more than 1,000 hours of cop time period on books at any one point. Second, then with sick leave, with 940 hours, at that point you cut on. If you were terminated or resigned or whatever, simply was not paid. Like you were not compensated for that, which you were compensated for the other because it was compensated. And exempted employees or did not have a chance to prevent. So this is where I kind of go back Rachel Poinway, 19 different apartments. It's very hard to craft. And then we have field 2, which Mr. was getting in one, is an apartment head that doesn't quite have the 100% autonomy run bridge being the known one of the largest ones. It doesn't have the autonomy to run their offices. They see fit. They're supposed to run their offices. They see fit. There's a post of, you know, run them as, makes a run bridge is for these fit. And this, which case has a barrel C set for action in the Japanese, I guess. Mr. was actually probably more commonly. Any of us. Mr. Rose actually got probably more commonly than you have in the decades. The way that statue's written. But that's a guy who got to say that 19 different little silos. And so I think we have to, at least they tweak it. that the product I showed you, so we currently, if they work That's probably what I saw you did. So we currently have been working on holiday. It goes in there. I'll find one. Yeah. No. No, the people that work with 12R shifts, get a holiday eight every day period. It's their annual salary. It's their daily rate. So you pick your annual salary. You pick daily rates. And times that I have are many in October. However many holidays are approved. They're sure it's working. Then we divide that up to 24 and they start making that October 1 as part of the new budget to September. People that leave or come in after them are perforated based on how many, so people that leave they just they stop people that come in that come in after out with her one if they missed five holidays then they're for rated they're only given eight holidays instead of 13 or 14 whatever it is and then have them pay their residence on the end of the difficulty. So some that's not that extraordinarily fair. I. I was told something about that in here somewhere, but then it confused me that it talked about it, you know, different manner in a couple of other places. And currently the only people that get that are jail staff and deputy or chair public that working 12 hours just only so roughly in we're up in the jail. We sort of put them on people that only were eight hours, they do not get that or the 10 hour shifts, they do not get that. There are a few, actually I think we've moved away in the deputy side. There were a few 10 hour people that were narcotic side that was doing investigation stuff. They were getting it until they were recently. Native Native 10 hour shift is like everybody else. So it's currently only 12 hour shift people in the stretch department and just. That's why we wish all of you a great for the people that weren't here. It's because they, what was happening is if they were scheduled to work on a holiday they were given themselves comp time for that but if they were scheduled off to that day they were also given themselves comp time and it was really not a lot of comp time and it was not necessarily, I mean it's not their fault they weren't scheduled to work on a holiday but it also wasn't, you know, so that's the core of a limit that points to pretty good. And it's worked fine. Then we have a spreadsheet that we are constantly updating every time somebody starts with all that. Totally. it might use top, pretty fair, or a way it's being mentioned right now. Is that what this policy says? I can't question. I was not very beginning to that. I don't know. I'm not going to answer that. So I mean, and I just finished on through this Friday. But that issue and a couple of others. I think we need to pull out every section in the name of the mentions that you know, just no search for all of that before every section. Because it's in about three different Plenty more than three different sections Compare those and make sure this you know Well said our attorney did review this and make sure that it was legal But I'm not sure that they have any idea how we're actually doing or how they tie them and Word that would just up you know where that would have come a question their mind about what is this you know What is this mean and what is this saying how they actually doing it? All right. So, and there's two or seven, can you just say the share of male legged that's paid gap time? gap times. Our policy was we were not going to pay gap time. I'm not going to say yes to notice that they'll go that top of my head. But when we made it or to, Mr. Under the Actual, we made it or do a 7K pose. And if the 171st grade 207K, I thought that part of that was no gap time. No gap time. So this sentence says, the sheriff may elect the pay gap time. I think that's stemmed out of this. We have a section in the budget. For overtime and I mean, so in other words, that gives the Elected official the economy to dull that money out within the payroll system How he sees you know That and tell you runs out of money that they're there is lies the problem. It's just like overtime He can authorize all the over But once you get that limit Yeah, you better manage that. I think $100,000 we had in that section. That needs to be managed. So also have the conversation. We set the salary for that person to work their shift up to 171 hours period. No overtime for 168 to 171, no gap time. And I mean, I thought that y'all made that decision and it's clear because I don't know because this says the sheriff's mail-ex paid gap time at 160 hours worth in a form of compensation Rather than comp time at their discretion. The sheriff don't need to be given a comp time to play 168171 I think I really think that That's paragraph I think and I don not actually going to be one. So I think I really think that paragraph, I think, and I don't know, because I understand the daunting test and this one will have redoing our employee handbook. And she completely reorganized it, which was fine, Because if we need to reorganize the problem is, it makes it difficult for me to go back and find what that sentence said in the old hem book in comparison, because I just got to go find it. Because it wasn't in 8.19 in the old hem book. May it help you, and I don't think so, but I mean, it could have been. Because I've got these both up on my computer screen, side by side of the old one in the new one, and tried to go through. We do pay for a time clock system and very few people using it. And then of course, I know there's some complications in between how law enforcement times can have, and road and bridge times can have, but I think it can be, I mean, the company created it, they can modify it. There's a means of them modifying it to work force. Because I just, I don't want to see us getting something like, you know, what Clinton can't have on their timekeeping. I mean, I got to see you. I'm just, you know, I said for two and a half years I've talked about, you know, two things and that's one of our time keeping, how we, how we cannot manage that, you know, correctly, of course, that includes paying forward instead of paying in the rears. I mean, my first year of that was like, I never heard anything like that. Hey, somebody ahead of time is basically what we do. It's crazy. And then, PTO versus, I can just tell you that my personal experience, managing sick parents, and I did that for a long time. You know, just you come up and you hear every story there is versus a PTO. If I got that phone on the board and somebody says, I'm, do you have PTO? Yeah. Okay. It is my, I don't care much about it. I don't want to hear that you were up all night. That doesn't matter. You've got the PTO. The day you get a PTO is then the day we have a problem. Then I start back at your pay. Then I start writing you up. And then you're out the door. If you continue that to be maybe you're so simple. But the way we deal with the sick time is it entrust me. trust me. Then they're done that when I was an hourly worker. I didn't see the difference between a sick day and a day, but they go to TTO. That's what happens is people wake up, and they go, ah, ah, ah, ah, ah, that's what I need to do. This they fall in sick. First PTO, they might come to you at least a day before I a hate man. I've got to go to my kids school. He got in trouble. Can I have time on? Yeah. But we don't have that. And what they do is they just pick up op-sick. So it really puts human lives with the managers in a spot out. Now we still had, you know, you called in and you missed one three days, you have to have a doctor's. No. Other people go and do that. They refuse to go get one. I said, well, then you probably work sick, Gloria. But it a very neat perfect. You mentioned something about the vehicle you mentioned earlier. On page 29 I had the question regarding our S-regulations. I didn't work on well. There's my question on the computer. It says the vehicle must be clearly marked in the lots plate, not a clear marking for the purpose. It says, slowly and for a clearly more law enforcement vehicle. But I assume that that applies to law enforcement vehicles that are on mark that are approved on mark vehicles and the investigator vehicles under cover vehicles vehicles of that nature. Those are certainly on mark vehicles. I assume that our S-regulations know. Excluding those vehicles. But I don't know the way this reads. I do exclude those vehicles. I'll give you a question.
