Good morning. Today is a regular meeting of the Shast County Board of Supervisors in its Tuesday, August 13th. And the time is 9 a.m. We have all board members present today along with CEO Dave Rickert, County Council Joseph Larmer, and from the Clerk of the Board, Stephanie Blankenship and Valerie Ibarra. We encourage those wishing to participate in public comment to fill out our Speaker request card. Find out the back of the room and submit it to the clerk of the board. All speaker request cards must be submitted to the clerk before public comment period begins. This helps staff plan their days accordingly and ensures that businesses conducted in an early fashion while still allowing the opportunity to observe and participate in today's meeting. With that, I'll turn things over to the clerk of the board to review the rules of order before the board of supervisors. Thank you, through the chair I would like to remind everyone in attendance today of the board room rules of order as outlined in administrative policy 1-101, which can be found through the clerk of the board's website. This policy includes signage restrictions, attendee seating, and overall conduct to ensure business is done in an orderly fashion, and that all have an equal opportunity to observe and participate. Unless addressing the board, all those in the audience shall remain sitting in the chairs provided. Standing along the back wall of the board room is acceptable so long as no person blocks the ingress or egress. Members of the media who want to observe, record or otherwise document a board of supervisors meeting are requested to set up equipment from the designated area along the South Windows. Moving on to R1, adopt the resolution which recognizes grant, Lopez, Community Surface, Officer 3 of the Sheriff's Department of Shastika's Employee of the Month for August 2024, Supervisor Keltzrup. All right, whereas the Board of Supervisors of the County Shast has adopted the Shastika employee recognition program to identify exceptional employees who deserve to be recognized and honored for their contribution to county service. And whereas such recognition is given to employees, meaning the criteria of the program, namely exceptional customer service, professionalism, high ethical standards, initiative, innovation, teamwork, productivity, and service as a role model for other public employees. And whereas the Shast of County Employee Recognition Committee has considered all current nominations for the Shasta County Employee of the Month. Whereas Grant Lopez has served the Shasta County Sheriff's Department since he began working for the county in February of 2008. Grant is a patient person who listens to others while giving them effective resolutions. Grant specializes in a ban and vehicle abatement where he monitors a dedicated phone line working with the community. When complaints come in, in this assignment Grant frequently works with the public and always endeavors to be polite and professional to citizens who contact the sheriff's department. Grant deals with citizens who are sometimes unhappy or frustrated with chess, county policies and procedures. Yet in each instance, Grant takes the time to explain and shows those individuals, patients and understanding. Grant also takes great care to foster positive relationships between the Sheriff's Department and local partnerships, such as local tow companies, that he collaborates with and coordinates to remove abandoned vehicles. Through Grant's diligence and dedication to his work, he has become well versed in all aspects of enforcement division, including investigations, report writing, and calls for service. The Community Service Officer Classification requires a person who has wide range of knowledge in multiple subjects and skills. Takes initiative to resolve issues as they arise, work autonomously, and with the capability to locate necessary resources to complete a task. Grant is constantly striving to come up with ideas to better utilize productivity and manage the county's resources responsibly. Grant's role in the division requires him to maximize assets effectively, achieve goals, and constantly multi-task between the needs of the vehicle abatement program, the deputy's administration, co-workers, citizens, the patrol vehicle fleet, and a multitude of other necessary tasks. Additionally, grant can be redirected from vehicle abatement to take calls for general service, including being sent out to work at crime scene or a burglar case at a moment's notice if a call comes into dispatch. In instances where as co-workers have been juggling multiple tasks, grant recognizes ways to assist and make work more efficient before help was asked for. Grant is an inspiration to staff within the office as he helps a department run efficiently through his hard work, dedication to his job, and the positive attitude. Grant has continuously shown his strength of active listening to support the citizens of Chester County, thus setting a high bar for professionalism and customer service, making him a role model for current and future employees. For the reason stated above, the Employee Recognition Committee recommends Grant Lopez, Community Service Officer 3 of the Sheriff's Department to be selected as employee of the month for August 2024. Now therefore, be it resolved that Grant Lopez Community Service Officer of the Sheriff's Department is here by named Chastah County Employee of the month for August 2024. And I would with that I will make a motion before our Sheriff begins to approve this as employer. And I'll second that. The motion by supervisor Kelschrom, a second by supervisor Rickerts. I will turn it over to Sheriff Johnson. Welcome sir. Thank you chair. Thank you for supervisors. Jesus, supervisor Kelschrom. I don't know if I have much to add to that, but I do have a couple of points to make about Grant. We are static that he has been selected as the Shasta County employee of the month, because of his service and dedication to the citizens of Shasta County. You should know that probably the two biggest things that generate complaints from the public are animals and vehicles and vehicle abatement say. And I tell you that because Grant has inherited the vehicle abatement program for the past six months and I'm sure he's been getting ear folds and quite understanding of those type of complaints that come in. Not because he's not doing his job correctly, it's just the nature of the business and people's possessions. As Supervisor Kelser mentioned, he started his career with the Shoshka County Sheriff's Office in 2008. He was originally assigned to the custody division, working as a jail at the jail as a public service officer, excuse me. After 13 years in the main jail as a commissionary officer, jail training officer, a booking officer, and assisting correctional deputies with daily checks, grant was offered opportunity to promote to the community service officer in which role he fills now and assigned to our South County patrol station, which you should know about. Also his duty as a community service officer, CSO, as we call it. We only have two of them currently working and are only slotted for four. And they serve a variety of functions across the board for us at the Sheriff's Department. As they do at any police or sheriff's agency. Their duties are vast. They're asked to do many different things. They're pulled from their primary duties to help arrange events to help with special task, special projects, maintaining the stations. A lot of different things they're asked to do. And I can tell you Grant, one of the reasons Grant has been selected and standing before you today is because he has such a good attitude. He never box when he's asked to do something outside his normal scope of duties. And he is very pleasant with our public in any capacity that he's serving a fine representation of Shasta County. Countywide, here's something that you'll like and probably especially you, Supervisor Kelsrem. Countywide, he has, in just six months, he's abated 67 abandoned vehicles. And, addition to that, 28 in the Shingle Town area alone. He does, he struggles as many of the abatement people do with the recreational vehicles and boats because of a place to take them, but he's working hard on finding those loopholes and being creative and finding ways to get those things out and the blight that plagues the county with those sort of things. It's a great job on that CSO Lopez. He always has a smile on his face, greets everybody, takes on any challenge as I mentioned. And when I talked to his lieutenant just before coming here, his lieutenant had these things to say about him. He said, first and foremost, he's always punctual and not above and beyond punctual. He's there way or way before his actual shift starts. He's dependable. They use them for any and all duties that they need. He's dedicated and he has a great attitude. And there would be more commanders here standing up and supporting him today except fortunately, we scheduled the commanders meeting at the same time of the board. The supervisors this morning, so all of them are over there. His division commander Captain is here to support him as well. So we just like to take a moment and thank the Board of Supervis Office and the county. I wish we could give the employee of the month to all the Sheriff's Office. Everybody works really hard. And it's so important to recognize CSOs. I've worked with CSOs in other county doing mental health work and they're a blessing. They're an absolute blessing. And one of the things that, you know, that in the resolution, I found really, really very, very important is grant takes the time to explain and show individual's patience and understanding in diversity. And all of the sheriffs that I've had the pleasure of meeting and sometimes it was a little dicey actually did that. And this is, I think Chastity County is really, really lucky. That we have a sheriff that refuses to get involved in political minutiae. That we have staff that are dedicated to community service. And I hope that the board eventually figures out a way to get these guys some money that they deserve. Because currently the board is not doing that. It's wasting an awful lot of money. Moving on to R2, receive an update from the County Executive Officer, County Issues, and receive supervisor reports, CEO, Rickert, all yours. Good morning, Chairman Cry and members of the Board of Supervisors, Dave Rickert, County Executive Officer reporting. Today I'm going to give you an update on some key open positions at the county. First, I want to announce that our Veteran Service Officer, Wesley Tuckler, has recently announced that he would be stepping down from his position to pursue other local opportunities. As a county employee for the past 10 years with his most recent two of which as the county service officer, as the veteran service officer, I'd like to thank Mr. Tucker for his service to veterans and wish him the best. Moving on to open positions, obviously we just mentioned the veteran service officer position was posted August 12th and closes August 23rd. Mr. Tucker's last day is August 21st. We're hoping we get a good selection of people for consideration for that position. Once again, as an update as requested by the board, the Director of Mental Health Services, we're doing a second recruitment process. The first one we did not find applicants that meet our criteria. The second recruitment opened August 7th and closed September 9th. Finally, we have the Chief Financial Officer, HHSA position, which was posted August 6th and closes September 9th. One thing I'd like the board to consider because of some of the challenges with key financial positions. Is the board please consider possibly having one member of the board participate in the interview process for that position? That concludes my report. Thank you, CEO Rickert. Should we, so for that, I'll do it in my board report. Supervisor Garmin. Thank you, Chair McCory. Good morning, everyone. First off, I want to let you know I had a message from a Caltrans employee that our number that was posted on our website when he had a dead animal in the road, you called Caltrans, was going to the wrong number. So Stuart, if you're in here, thank you for cracking that for us. And now, if folks call about the dead animal in the highway, they're going to get to the right department. I attended a laugh-go-meeting, the supervisor Jones. I've met with Adam Fee's on resource management, talking about the usual issues with the blight and abandoned vehicles. Almost that a good thing. I attended the DRC graduation. Just a great job over there, chief, Chief Neil and your entire team. I also want to thank Supervisory, Elect Allen Long, for attending the backpack giveaway the child support put on. I was out of town and unable to attend so he went for me and they actually had backpacks left over this year. So thank you for everybody who donated backpacks. And I believe they will still be trying to pass those out to needy families. So keep your ice-filled for that. Paul Hellman and Jim Whittle over at Environmental Health and Resource Management. Thank you for your on-going support with the water issues. To you, those still trickling in, no pun intended, with the well grants that we still have available. Troy, talk with Troy Bartolome about the constituents. I think the constituents that has some issues with the roads, we're going to be meeting with him soon. Thank you, Troy, for being willing to do so. Chief O'Hara, can't say enough about you. Thank you for the job you've done, protecting our county. We had the lower fire last Saturday, and his team got right on it and was able to get that stop without too much crazy damage. I also received a response to my letter to the insurance commissioner and the governor and the state legislators about the homeowners insurance that we desperately need a statewide state of emergency. The letter basically stated that they are working on a long term viability. Did not even address the fact that we are asking for some emergency help. So I have already sent off a second letter, at least our communication I guess. So long as we have that we can keep it going. And then the last thing I want to remind everybody of is this is back to school week. A lot of the kids are starting school tomorrow or the following day. Slow down, you see the buses. Please slow down, you see the buses. If you see the red lights, stop. Our kids, they depend on us to be paying attention to the road. So get off your phone, do whatever else you distracted and pay attention. Kids are going to be everywhere this week. They're going to be walking across the crosswalk, she may see something even not in the crosswalk. So just keep your eyes open. With that, that concludes my report. Thank you, supervisor Garmin. Supervisor Jones. Thank you, Chair Crime. Did have a Lafko meeting along with supervisor Garmin. Lafko is the local area formation committee. We had a variety of different business items. One, we're going to be closing the local office. It's no longer necessary. The status on municipal service reviews and the sphere of influence updates is something that Lafko does constantly. In this particular case, it was the regional fire service, CSA 1. And then there was also some discussion and we took a vote to allow all the cities to have a seat on Lafko year around instead of a rotation. And so we should see increased board members on Lafko going forward. Had a meeting with public works and with Wesley Tucker, our veteran service officer about the KIA monument that we're going to be doing here at 1450 Court Street. And I can't announce that our first fund raiser for that event is going to be doing here at 1450 Court Street. And I can announce that our first fundraiser for that event is going to be September 21st, Anderson VFW. Tickets will be available starting next week. And if you'd like to come and support that, it's for a great cause for remembering those that sacrificed all here in Shasta County. Attend today Shasta County Republic and assembly meeting and they're having their first annual fundraiser this Saturday at the Elk's Lodge and so had a good meeting there. Attended an election integrity meeting which these meetings again are going on routinely here in Shasta County and throughout the state. And then I had about a two hour conversation with our new ROV Tom Taller and I had a very good talk there. He's only been on the job now a month and he's adapting very well. He is preparing to have a successful election coming up and with that chair that ends my report. Thank you, supervisor Joe and supervisor Kielström. All right, on Thursday the first, I went back to the fire lines with Chief O'Hare after having breakfast with the sheriff and the chief. We went into the fire lines and I'm happy to report the park fire never did reach Shasta County. So there was one little spot in the skip that just kept moving north. There's a small area, but every time I would send up another spot fire, the line would be closer to Shasta County and the people in Matamore were getting pretty worried, but I'm happy to report that closer to Shasta County and the people in Mantmore were getting pretty worried but I'm happy to report that never reached Shasta County. So I'm in and then the next night or next day Friday, I went to a PG&E emergency kind of emergency command center that they threw up and with CEO record and we toured that and saw the progress on the park fire and what they were doing and now it's pretty amazing how they threw that together and what four days. So you'll record? Yeah that was simply amazing. I've had bidwets in the military and they were nothing compared to what PG&E did with their first setup. They had a huge mess haul. I mean it was it was amazing what they threw together in four days. So and then after that battenite pioneer pizza up Shingle Town, opened for the first time in a week because of the fire. So I went ahead and went up there and saw some of my Shingle Town people. It was great to see things starting to get back to normal. On the fourth Sunday, I had the senior center breakfast in Anderson. And then shortly thereafter, I left early to go do a radio show in Reading. And then the sixth was National Night Out in Anderson. There do a radio show in Reading. And then the sixth was National Night Out in Anderson. There was a whole bunch of events. There was free route, there were floats at the VFW. There was the fire department, the police department put through on IK-9 demonstration. So that was a great night. And then on the seventh, I did the mosquito serenade and Jared Hovas, one of your local peeps from Bernie, was performing. Yeah, and he was spectacular. And then, actually, I got a little insight that he was joining in, prompt to concert up at the Buckhorn. Yes. Missed you. I'll have to tell you about that. Well, I was across the street. Oh, really? I was out that night, yes. So I did drive up to Fallermills I've got a follow-up to follow-up to go see him again second time in two nights. And then I had my regular VFW meeting, VFW breakfast and Anderson on Saturday. I did not make the shingle-town breakfast because I went to Memorial for Vaughn-Cartwright. So if people don't know who Vaughn-Cartwright was, he was a local hero, in my opinion. I mean, he was a world champion arm wrestler. I played basketball with his son Orion, so Vaughn was our impromptu, strengthening conditioning coach. And the guy was just a mountain of a man and he was a wonderful human being. He used to come down to do spirit rallies at Enterprise. And he would, one of the things he would do is he'd bench press several cheerleaders on the bar. During the rallies, he would take a, basically, like the largest nail you could imagine a giant nail and he would bend it in half. Just an incredible man. So he passed away and I went to his service and that concludes my report. Thank you, Mr. Vajrakel, Mr. Vajrakel. Yes, and by the way that night in MacArthur, I was shocked. They had three bands playing at the same time and it was kind of like the battle of the bands. They had the fairgrounds, they had the buckhorn and cremse restaurant and we were all laughing about. Somebody didn't communicate well enough with each other so anybody's been to MacArthur, it's not a very big town. So received a letter from the state, I'm going to a similar letter that Tim did and in terms of insurance. We will continue to monitor that situation. Attended the Lafko meeting as an alternate. Attended the day reporting center graduation, 11 graduates. Their stories are amazing. If you ever have the opportunity to attend one of those or watch, I think they actually post to the graduation online, so you ought to be sure and watch that. One thing that was very touching for me was one young man went to school with my kids. He was in Boyce House with my youngest son, and he's had some horrific trauma in his life. So you see why sometimes kids will try to self-medicate to relieve the pain of the trauma. One takeaway that I got from the evening is two or three times it was mentioned that these graduates would go into jail and they had this moment of clarity. And that's when it was so important for me to get the medically assisted treatment program in the jail, been fighting for that for years, kind of faltered a bit during COVID, but we need to continue with those kinds of programs. This is our opportunity to get people into programs so they can get sober. Ten in the Waterfall Association dinner in MacArthur. It was surprising to see Tom Tuller there. It was kind of out of context, but it was a great opportunity for me to spend some time with him. We had a very nice visit, long conversation about the elections department. I feel very confident moving forward that he and Joanne will hold a fair election. He impressed me with a lot of the things he had to say, so I was really pleased with that. I want to thank Adam Fisler for the agritourism ordinance progress that he's made. We're moving forward. I'm a little disappointed that we don't have more producers, more farmers and ranchers involved in the agritourism. Again, I think a lot of people, it's not a lot of bang for your buck. You put a lot of time and energy into agritourism unless you have a kind of product that draws a huge crowd. It's really not worth the effort. So anyway, we will work on that, continue to, I'll continue to attend those meetings. I met with Paul Helman, Adam Feesler, Sean, James, for resource management with the Shastis-Susky Counties against marijuana people and to try and streamline the code enforcement process for marijuana eradication. We need to review our code and then the process to make a eradication effort more effective. So we're going to continue to work on that particular process. I would like to get that streamlined and more efficient and more effective so that we continue. As I've mentioned before, several years ago we were 7,000 illegal marijuana grows in the county. We're down to 2000, we want to continue to see that number drop. I attended the shark meeting, the Shasta Health Assessment Regisine Collaborative. Dr. Mu reported that we are having an uptick in COVID cases in the county. I'm sure all of you probably know someone that is suffering from COVID right now. So he made sure that our group was aware of that. I am writing a letter of support for the Shasta Community Health Center for a program that is kind of exciting. It's new to Shasta County and I think Mercy Hospital, aka Dignity Health, is planning to do a similar kind of program. Where what it does is it tries to keep older senior citizens in their homes, or as long as possible that they don't have to go to care facilities. And they kind of address their needs while at home. He used one example of, there's one lady had lost her cat and she became very depressed and she was starting to have health problems as a result. And instead of having her go to counseling, get on medications and all these kinds of say all they did was go out and get her another cat and then she got better. So those are the kinds of stories that we really need to kind of hear about and know that these kind of programs are going to be hopefully implemented in our own county. I attended the Fort Creek Historical Museum Ice Cream Social and branding that was Sunday, two days ago. And that was people brought in their brands and they're now going to be on display at the museum and for those of you that have been to Fall River Valley the the round barn it used to be in Little Valley and Actually used to be on the Beaver Creek Ranch and it was moved into town and reconstructed and I know like our local foundation I was on the board at the time Re-roofed it and so the community really came together many years ago. Those are the kinds of projects that really kind of make you excited. And then you continue to use that facility moving forward. I did want to bring, I did a little research after our last board meeting on Thursday, and I wanted to bring to the rest of the board's attention. I was concerned about how many projects we've had with eminent domain. So I went back to 2001 and there was one in 2001, a night and road extension, 2007, airport road bridge at the Sacramento River. And then the third one was the East Reading bike lanes in 2010. And that was the last time we had anything to do with M and a domain. And this is why I was trying to make the point is, is this something that's really worth our time and energy. And I think it's important that the board, when you go to make an amendment and spend the money to put something on the ballot, we need to find out is it really worth it? Are we spending our money wisely? So with that, I'd like to ask out is it really worth it? Are we spending our money wisely? So with that, I'd like to ask staff what it costs? And if I could get, you can get back to me at a later date. I want to know what it costs to add some, an item like this as an amendment to the ballot. Because I think the public for full transparency needs to know what how our dollars are being spent and what it's costing us. So with that, that concludes my report. Thank you, Supervisor Rickard. I'll work a little bit backwards coming back from CEO Rickard's recommendation. Is that has, CEO Rickard has the committee already been, is there conversations who would sit on that with with a person from the board supervisors? Normally we have for most positions three people's and I'm just like I said because of the the challenges with that position I think it's important to have Information support from the number of the board on that committee, so you did tourism and I did the ROB Patrick you up for that. All right. So I would make a nomination that Patrick Jones, supervisor Jones would sit on that. I guess it would be a search committee or not search committee, but a screening committee. Well, you could also have Monica Fougat serve on that. She serves on another one. Well, I'm saying in terms of the board, like if we nominate supervisor Jones to be the person, then is that something that Monica has taken from there, if the other two people would be Monica, and then somebody probably from HHSA? Correct, I would assume Laura Birch would serve in that committee else. Somebody on her, I mean, she may have somebody else serve on it. It's ultimately up to her department, but she would get to pick that person. So I make a motion to supervise her. I'll second. All right. Supervisor Garmin. Yeah, before we vote on that, that just seems like overreach. I'm not sure where this came from. CEO Rickard, just why would you want to sit on that panel? And why would you want one of us to sit on that panel? Wouldn't you be better served or an older short to sit on that panel? We've already had a shot at it that the last person we had lasted two months. I just want to make sure the next candidate selected for that position. Notice he's got support from the board for that position. Okay, I just think you're more of a financial background as dolda is, that all five of us, that's not our expertise. Why do we want to put somebody with these not, doesn't know all the ins and outs of that on a panel to choose that person. This is complete over each. It almost feels like there's somebody that you guys won on this board. Are you wanting that to just wrong? Supervisor Garmin, we had a tourism panel that you sat on and you didn't object to that. Explain to me that if it's a $300 and something million budget, shouldn't want me to do it? There should be no. I'm not qualified. Neither are any five of us to sit on that panel. Okay. We're not. I would much rather have CEO Rickard and all the short sit on that panel. Okay. I just feel like by putting one of us on that, you were pushing for certain candidates beyond that they probably- Chairman. pushing for certain candidates beyond that they probably- Chairman. Conversations are still going on with the courts about the criminal justice process falling up from my meeting with Sheriff Johnson, Melissa Fowler Bradley, and then statements from the district attorney that have been on radio and other forms of media. So we're still working towards that, just all getting on the same page, because clearly those three entities aren't. So we're still seeking answers and I know that that's something that staff is still working on. Sheriff Johnson and I continue to discuss the body cams as well as the roadside. I forget the acronym, I think it's DHA process, but hopefully CEO record that's going to come back in his findings with body cams and with the unions and all of that. In the next, I'm hoping 30 to 45 days. So last we spoke a few days ago. I know that's moving forward, so I just want to keep that at the top. I spoke with Dawn Row or Chairman Row, Chairperson Row from San Bernardino County. Their virtual town hall with the insurance commission of the state is September 4th. So my correspondence with San Bernardino as well as the State Commissioner's office is going to be that. They're going to get through that one, see how that goes, and then go from there. I had a quick meeting with Troy Bartolome, just in regards to veteran service officer Wesley Tucker, taking another position locally, which I'm excited for him. I love anytime when a person can make more money or do something they feel like has greater impact. It's gonna be tough to lose him, but Troy's assured me that the project is gonna keep plowing forward, and I appreciate that Troy. Was that the election commission meeting? Yes, should age us for a few minutes. Got a chance to talk to R.O.B. Taller and that was positive. Last thing I want to touch on is I went to MLK Park this Saturday for the first time in probably about seven months. And it was interesting to have, it was the very first time I had been there. Well and again it's been a seven month break, but the canyon is essentially a fraction of what it used to be. It sounds like at this point now most people are down in the clear creek area. There only was one person at the very end that I had seen from when I was there for basically a year and a half straight every Saturday and she's actually on the list for one of the new shelters or palat houses at the mission. So that was positive. So then Sunday I went to and I don't remember the name of the church but it's the, I think I believe I'm told it's the longest church in Reading. It's that white church right behind Hinkel's market. And I was there with Jerry Harrell, if you know Skippy Abbott, Skippy Abbott's a medical problem, so he's been out, so I told Jerry I'd go help him. And there was roughly way more than 50 but less than 100, so let's call it 75. And there are a lot of them from Shasta Lodge and visions of the cross, new life discovery. There were a couple from no boundaries, but what was really, really encouraging, I will say. And since the Supreme Court decision came out and RPD has definitely stepped up the process of making sure that people don't illegally camp on private property. It was great to see on Sunday how many people were in recovery and really making some huge strides. So I'm going to go back probably this one. I would encourage you if you want to be encouraged about some of the people that are putting their lives back together who are in housing and are doing some really great things. There are a lot of areas where people can lean in and help, but what I'm encouraged about from the conversations I had with many that left the canyon and on other places. The talk a year and a half ago was about, you know, sometimes about sweeps and about, you know, a lot of finger pointing and blame. But what I heard this time was people said, it's forcing many of us to basically make hard, like not hard, but make decisions. Like, in the word is getting out that you're not going to be able to stay, especially in parts of Reading, which is mostly District 1, and continue this lifestyle. So a few of them actually, and one of them especially, visions of the cross, he's doing phenomenal, he's like 130 days sober, which, as he said, is like triple the amount he's ever been. But some of that wouldn't come about if it wasn't like shoved on him, where it was like, hey, you're no longer living in this canyon or you're no longer living like this. So some people are just leaving the county and other people are kind of moving to other places, but it's been a positive thing. So I would encourage anybody who comes up and spends three minutes talking about this, be out there Sunday, 9.30 behind Hinkel's market, and talks a lot of these individuals yourself and hear some of their stories about what's making a difference about getting people off the streets. There are no other means permissible, which a road of that size can be maintained. Now, to give you a little history, prior to 1995, all newly created subdivision roads were accepted into the county maintained mileage. The formula for which monies were dispersed, how gas tax was given out, greatly reduced the amount of money that was brought into the county for road maintenance at that time. No longer this, just because you had maintained mileage, did you get more money? It's a convoluted formula, but it's somewhat population based and some other things. So at that time, resolution 95-31 was passed. And 95-31 required that all non arterial or collector roads, so small roads within subdivisions that created five or more lots had to be now maintained by either a permanent road division or a Homeowners Association, which was back stopped by a permanent road division. And what that meant was you established a non active permanent road division. So if that HOA failed, then the county had the opportunity to call up that inactive PRD, and the PRD was then responsible for maintaining the road. The difference between the HOA is it's a private entity. The PRD is an actual assessment that the county is allowed to put on your property to provide for the road maintenance. Well, with the passage of proposition 218, the county is no longer able to unilaterally bring up that inactive PRD. So it made it very difficult. We couldn't backstop these HOAs with the PRD anymore. Now, when a developer forms a subdivision, they own all the lots. So they vote yes, and the affirmative to pass the, the go through the crop to 18 process and pass the assessments on all the properties. Once they're sold and they're administered and they're out there, it'd probably be quite difficult to get all the property owners to agree, hey, we're going to vote for the PRD. So because of that, that's in 1990, I'm sorry. Because of that, that is where we got ordinance 667, and that's why you can no longer have maintenance of a road performed by a homeowner's association. Now in 2012, I'm sorry, 2014, laws were passed that really tightened up the regulations on HOA. So it's much more difficult for an HOA to fail. It has to be approved by the Department of Real Estate and they're a lot more dependable than they used to be. Some developers have come forward and asked for permission to have their roads again maintained by an HOA as opposed to a PRD. Some of the benefits an HOA provides is you don't have to go through the competitive procurement process for maintenance. You don't have to pay for bailing wage. You're not subject to public contracting laws. So you can get things done cheaper than what the PRD. Other things that does is since it's a private entity, if you wanted to, we've had someone come forward and wanted to actually put a gate across a subdivision. You can't do that with a public PRD because that's a public right away, it's a public access. Multiple developers through the years have asked for this. We haven't been able to provide it with an HOA, they'd be able to do that. Another item, kind of a one off, we've had a developer come forward who has done a development. And at the time the maps accepted, the HOA, I'm sorry, the PRD has to be put in place for road maintenance. So all these properties are now annually assessed for road maintenance. Now you can extend your map for up to five years before you even build improvements. But because we have to get that PRD and those assessments approved up front, in a unique situation, you could be maintaining or being assessed for maintenance of that road, and nothing's been built for five years. We have one case like that right now. If they're allowed to have an HOA, that's a private entity. They can maintain as they see fit, and they wouldn't have these assessments. So for multiple reasons, people have come forward and asked for this. So the ordinance that we're proposing would provide for the ability to maintain a road by an HOA or a PRD and everything else that's in 667, like a Yacht Out of PRD for an EFER and all other things are going to be still be included. So the only change is we'll let you maintain a road by an HOA. Can you clarify, you say multiple people. So can you give me like, is it two people, five people? Okay. 500. Get with it. Well, 25 people. The most recent is, okay, the last and mountain pine subdivision, they are currently, the developer out the last and mountain pines subdivision, they are currently, the developer out there is currently being charged assessments on the taxes for these lots and has not yet even constructed or- So what you're saying is it's not this, who supervise your record says she's recusing herself for, it's not just that one, there's multiple. That development is one of them that has come forward. But that is not the only one. Okay, so there's others. There's others that are having the same issue, the same problem. Yes. Now I couldn't give you a name, but I know in the past a couple times years ago, people have come forward. The big one is for some reason they want to do gated communities and you just can't do that because of the PRD situation. I can't give you a name on those but I know those have come forward more important. And I know since at least the supervisor Calstrom and I have been seated you and your staff as well as Paul Hellman and his department have really worked hard in terms of being more customer friendly, more builder friendly. So I appreciate that. I do have one public comment we'll take, then we'll get you back up. Sure. Steve Conn. Good morning board, community members. This looks like another item that has come up because of Corkey Harman and Stimple Webel Haas, he's had three or four items voted in favor and one particular decision did have to do with approval of a homeowner's association over and above the PRD. So it just looks to me like there's been several decisions made by the work majority here recently that favor Courtney Harmon and his projects that bothers me especially since he is running for supervisor and we know that supervisor Kry and our CEO have apparently been promoting him even in District 3. So it does bother me. It looks inappropriate. And I do believe he's ingratiated to you because I watched after one vote. Him walked to the door before he exited the chambers, stopped, turned around, took off his hat, and bowed to you three. So is he ingratiated? Yes he is. I mean, I saw it. That's what happened. So you can smile maybe because he's indebted to you, Supervisor Cry. But I think that we're just headed to the same good old boys network with Korky stepping in for Supervisor Jones. He should also explain how his past use of foul language at a public supervisor meeting is appropriate for a potential commissioner. The Elections Commission is very important resource for the supervisors and the ROV that can independently investigate the serious problems with our election system and make recommendations to the supervisors and the ROV. The integrity of our elections is the most important issue of our time. Without fair and transparent elections, we will cease to be a free people. We need people on the elections commission that want to improve the election system in Chastwick County. You should not appoint people who want to leave the status quo in place. And to replicate both supervisor Garmin and supervisor Rickard that they think this is a waste and useless. Why even appoint someone if they have that same philosophy? Why? You're wasting our time by appointing does, knock it off or let it go or keep the three people on the commission. So it's just, there's too many all-worldly to the news cafe thingy where the most disgusting things, and, they've already been scrubbed and deleted I would not be surprised. So, you know, if he doesn't get this appointment today, is there going to be another security get ready? And people can do these quote unquote peaceful protests, it's ridiculous. This commission has spent $70,000 and probably a destined to spend more to do one thing. And that's spread propaganda and try to figure out ways to obstruct the free and fair elections of Shastah County. He's someone who would absolutely listen to the many proofs, supposedly existing of the so-called fraudulent 2020 election. We use counting machines, not voting machines, that are tested prior to every election, and they're never connected to the internet. We do not mass mail ballots. We monitor our drop boxes 24 or 7. Unquote. And so far, three of our supervisors here have insisted upon the big lie, the stolen election. It's beyond irony that the one thing you can say about Donald J. Trump is he tried to steal the election again and again and again and again and again and again and again and again and again. Loyalty is not a virtue. The county needs leaders who have courage and whose sense of duty is aligned to principles, not to a person. I say vote for Brad Garbit. He's the right individual to serve Shasta County in this important moment. Jenny. Ben. Brad. So I'm afraid to voice my support today for fear that it's sort of an automatic no if I say yes. I'm sad that I feel that way and I think a lot of citizens feel that way in this room. I wish that we all felt safe to engage in public meetings, to tell supervisors who we like, who we don't like, what we'd like to happen. I don't know Brett Garbit, that's his name. I don't even know. I'm never met him. I don't think I've ever talked to him if I have, I didn't know it was him. My support isn't really a going review, just that Mary has the right to choose someone and that her voice should matter because she represents district three. She represents Bernie and Fall River, a group of people who already feel underrepresented. To silence are two supervisors. It's to silence all the people who voted for them. And that needs to be remembered. Our people shouldn't feel unheard. Just at a decency, I hope that we allow someone who we don't agree with on this commission. So I did prepare a speech, but just the way that the day sort of been going, I felt it would probably be better to speak from my heart. I don't know how our community gets better from the direction that it's currently going. We have individuals on the board that organize board discussion to be after public comments so that we have no way of refuting the narrative or the lies they may say. I felt that I was a victim of that during my appointment. I was lied about. And Patrick Jones has every right to vote in any which way he chooses. He doesn't have the right to lie about his constituents. First amendment rights, they do stop short of slander. That being said, I will have to echo my wife. I don't know Brad Garbett. I think he should be appointed. I think it would go a long way towards repairing some of the damage done in this community. Also, I believed that Nathaniel Pigny, and I believe that I should have been on the commission, but I am willing to move forward in any way that helps our community get better. Okay, and especially important election is coming up in November and there's considerable misinformation, disinformation, and conspiracy theories swirling around our election process is spread by TV, radio, print, and social media. I believe the Commission should assist the ROV in educating the electorate about what is true and false when it comes to elections. Our new ROV should explain the checks and balances in place at every step of the election process to prevent fraud, ensure accurate results, and restore trust for those who question election results. While watching board meetings over the past few years, I have listened to citizens suggested others are voting ballots of dead people, claiming large numbers of ineligible voters are registering and casting ballots. Election rolls are not being updated as per state law. The Mesa pattern has changed outcomes in local elections. Drop boxes are being stuffed with counterfeit ballots. Vote tabulation machines are connected to the internet. Heart intercivic software is rigged by Venice, WALENS to flip votes or training of poll workers is insufficient. Alleged irregularities have been thoroughly investigated, and there is no evidence of widespread rigging, as proven by a recent Shasta County Grand jury investigation, and a recent court case about alleged fraud in our March primary that was summarily dismissed. Our new ROV is learning the election laws and has a fresh set of eyes on the internal workings of the elections office. He has the potential to address these concerns publicly prior to the November election. The election office works tirelessly to ensure the integrity and security of our electoral process. At least one of those times was Brad Garbott. I was appalled two meetings ago when he finished his public comment and walked up the aisle back towards his seat. But as he was passing Lindsay Haines, he looked her straight in the eyes and called her a B. I'm not going to say the word, but this was an unprovoked misogynistic attack on an honorable gateway board member. Garbott is not a commuting member and good of good moral character. And we see through Mary and Tim in their thinly veiled attempts to stime me, slow down and obstruct the progress of the election commission. And Kevin, the fact that you've already decided to vote for Brad without hearing public discourse is disappointing. I'm okay with having a commission member who I disagree with. So long as they're polite and consider it towards other board members, and that they're not just there to obstruct the progress of our citizen election commission. Thank you. Thank you. When Smartmatic was forced to sell to the US over its Venezuela links, it retained the intellectual property of its software. This software ran on machines in our 2020 election and continues today. Well, the founder of the smartmatic was arrested over money laundering and bribery charges in the Philippines. That cannot be, we cannot trust someone who's prepared something that is not transparent and secure. Why are we trusting these machines so that electronic data could be deleted in the middle of the night and nobody could even know. That opens up doors to for fraud. So what does this tell you about voting machines? They can be hacked, the software is made to cheat. All voting machines are not reliable. This affects every citizen in this county not having fair and transparent elections. Our voice needs to be heard. Nothing has been done about doing away with the electronic polepads and going back to paper rosters. That's secure. We need to know that you're moving forward with this. We should this should be first priority. I encourage you to be bold and brave and take that authority to do as needed for our for our country and our citizens, our county. Thank you. He's got to donate that. But if you're a God's God kid, you can get paid. So I find that something that could be changed. I find it highly unfair. But anyway, Mr. Cry, this election, I don't think anything's going to change because two people resigned or whatever. And the one person I see there had a lot of influence on the November elections is still in place. So I don't see a big change. That person was, I went to court in Western. She basically admitted to, in my term of cheating. There's other terms for it legally, but she basically said they cheated, commoner, humaner or something. But I also remember Mr. Cry had 147 emails and he waved them and he talked about accountability. I haven't seen any accountability. But I think we have a chance to have honest election because there's some people who wouldn't just go out there and say this is wrong and stand up. You all have the authority you need right now to move forward with hand counting ordinance for Shasta County or place this on the November ballot for the citizens to decide. So it's within our Constitution. Our right to vote and have our votes counted accurately as guaranteed as United States citizens. This is the first right acknowledged and promised in the original United States Constitution Article I, Section 2. Declare that citizens have the right to select their representatives. The California Constitution Article II also substantiates this voting initiative and Section 1, quotes all political powers inherent in the people. Government is instituted for their protection security benefit and they have the right to alter or reform it when the good may require. California Constitution article 2 section 2.5 says a voter who casts a vote in an election in accordance with the laws of this state shall have that vote counted. Right now we're in a situation where we have no assurance that our votes are being counted accurately. We have evidence of California election laws being violated and no one's being held accountable. We also have plenty of California election codes which would support hand counting, including the California election code 19-001, which says the real will of the electors will not be defeated by any informality or failure to comply with all the provisions of the law. Also, the California Government Code 25-201 says the Board of Supervisors may canvas all election returns. Canvas is defined as the public processing and telling ballots received an election and that's defined in 335.5. So the word public is key here. Voting machines are not public. You cannot see what's going on inside the machine with your own eyes. You cannot know whether the votes are being tabulated correctly or incorrectly at any moment. And no one except the electronic voting system companies and the Secretary of State has access to the source code of these machines. Therefore, a canvas conducted by machine and private does not fit the definition of a canvas. So there are other laws as well. Basically, I need you to read over this. I'd like this to be included in the agenda packet. The time is now. Don't just take my word for it or county council's word for it. We've been led astray by county council in the past. Now to the TOT tax, transit occupancy tax, 10% in Shasta County. It goes to the general fund for public services such as police, fire, parks and rec. People that visit our county need to be protected. If they need it, our services are there for them. So if you're gonna spend a million bucks on tourism and take that out of the general fund, 56% of that fund goes to public safety. Who's calling Sheriff Johnson and tell him that he needs to cut $560,000? 56% of one million, that would be seven officers at $80,000 in officer. Again, tourism dollars are Shasta County Public Safety Dollars. Who's calling Sheriff Jones? Moving on. It's the 21st century board. I'm sure you all use the search engine Google. I sent you all a PDF file last night on tourism for Shasta County. I listed 15 to 20 sites for planning the trip to Shasta County. You may have heard of some of them. Expedia, visit ready, trip advisor, Yelp Facebook, Bureau of Recreation, Reddit, California visitors, local Chamber of Commerce. We don't need and we can't afford tourism RFP. Our biggest resource for tourism are that people are Shasta County. They invite friends and family to our county for everyone to enjoy our resources. Mr. Toler said he's going to follow the law and election machines are going to be used. Why are we wasting time on this? Guns in county buildings. I haven't heard about the RFP that was put out for guns in county buildings. I advise the board that was unlawful. Maybe county council is stepped in and given an opinion of the board that yes, it is unlawful. All the time wasted on this issue of guns, and basically all that's come out of it is we've said, we support the Second Amendment. What's happening to the RFP? It's dead right now, right? Nobody hears about it. And think of all the time we've wasted on that. Now we have a couple of more issues. We have tourism, which is Mr. Halligan said. We've got organizations that are dedicated to supporting tourism. We've got Shasta, Cascade, Wonderland. We've got visit ready. Why are we even considering spending anywhere from $250,000 to $1 million to basically engage in a practice that's already being undertaken. Give them some money if they need it. Why? I just don't understand this. And then we're moving on to eminent domain. And I appreciate Mary bringing up the issue. How much is this costing to put this on the ballot? I stand with the idea that this is illegal, that it's going to be struck down if it's passed. And I'm wondering, the proponent of this has shown no evidence whatsoever of the county ever taking private property from one person and giving it to another private property owner. Where is that happened? Give us an example. I mean, the issues that Mary talked about were eminent domain and the usual circumstances where the government takes property to put in roads. Let's see where this has been an issue. It's not, we're wasting time on things that are not issues here. Mr. Cry, I appreciate your focus on homelessness. I think that's a big issue. And he's an adherent along with JD Vance and Steve Bannon and Peter Thiel, other than a man named Curtis Jarvid. Who advocates since we've seen now that brown people can't actually be elected president. The democracy is now outdated and needs to be replaced by a constitutional monarchy. And now we see that in Project 2025 and we see that in the Heritage Foundation in what they're proposing. And that's the plan. And Trump is a useful idiot to that plan, because JD Vance is a man really behind the movement. Now that's the negative part. The positive part is that I see a groundswell of Republicans who are coming out of their temporary insanity and they're moving against Donald Trump, even if that means electing Harris. And we tried with the solution, we could have the sales tax or the sales tax. They're not going to buy it. So let's just, you know, we'll complain about it for the foreseeable future. It's not unlike the border situation. You know, when the solution arrived for the GOP to step up and fix it and they got everything that they wanted, one man said, don't do it, we need a win. But this is about the jail. So I don't understand, and I guess this is a question for the county council. Is it possible to put a measure on the ballot that rather than say in sales tax sales tax, say the one tenth of 1% wage earners in Shasta County over the next 20 years can fund this versus the half, one half of one tenth, one half of 1% wage earners or the one per centers and let people choose because to me the one group in this nation who is this nation is unfair to are the uber rich the people like Elon Musk and Bill Gates. It's just not fair. So they should step up when there is an issue like this because they're all up there saying let's all those let all those people in that building in Shasta County all of them up there all of them out here worry about that it's their problem it's their issue is that possible to put something like that on the ballot and let the people choose that the over rich can help solve this problem This is your time, County Council, it's not going to respond. Oh, okay. Well, then I say let's do that. Let's have a jail commission rather than an election commission and how to come up with the funds to do this. What about the Wind River deal? The Wind River deal. Was there an option to say Wind River? You can help fund the jail to put that in there, rather than just saying, what was it, 4% over 30 years? Black male plots to remove people from their positions and retaliation are alarmingly becoming the new normal in Shasta County. It's disheartening to say this, but working with these individuals is not helping. Trying to be reasonable, keeping your head down, none of these things are working. You need to be a loyalist in this agency, a loyalist in this administration. If you have a dissenting view you are not respected and more than that you are treated as a threat. How do we get to a place where we are governed sanely and rightfully? And my biggest view right now is that self enrichment has become the new normal. We all know what Patrick Jones did and the way he orchestrated his gun range rezoning. During my appointment, when there were two potential conflicts, I wager that he also had a conflict. Now I don't know what he's doing behind the scenes, but I can tell you that lawsuits don't scare that man. Not because he's not afraid of litigation or looking bad, but because he has access. Patrick Jones has access to pretty much unlimited funds when it comes to this kind of thing. He's probably going to get his gun range after he runs the clock out with the meal-ville residents because they won't be able to keep up with the litigation costs. Anything he's responsible for in the county, he's going to leave the county holding the bag, and we'll probably see litigation from that. And any litigation he sees personally has pretty much unlimited funds. As long as Reverge Ensemble draws breath, I think he will have pockets to fight these battles. It's why someone like Patrick Jones can violate constitutional rights of a citizen and go on the radio and ask them to be fined by the district attorney. It is reprehensible. Limiting time for public comment while legal appears as if you are limiting free speech Kevin. It appears as if the public comment is a liability to you and anything you can do to get through it unscathed. Also, why are you always looking to other counties for inspiration? We are Shasta County. Others used to look to us. I don't know where we go from here. Personally, I would say whenever you see a vote come up with this particular board majority, ask yourself who it enriches, because in almost every case it has. Anything with any sort of construction or building you need to ask, does it help Korki Harmon? They're ingratiating themselves to someone they want on their side if he gets on the board. Ask yourself, anything that involves the Second Amendment or property rezoning, does it help or ingratiate Patrick Jones? Anything that involves tourism or Nigel Skete you you need to ask yourself does this benefit Kevin Kri or his associates? I find it very ironic that throughout my time here I've listened to countless politicians say they're against self-enrichment conflicts of interest yet spend their time doing exactly the opposite and what's more ironic than that? As such, I know that friendship is becoming increasingly difficult. I don't know that I have all the things that you have or all the things that your friends have. I can't do the things that the rest of your friends can do for you. I know our friendship is sort of uneven in that respect, but I did make you a small gift with what I can do. Would I be able to give it to you today? Yeah, yeah. At break for sure. I have this. It's a purple heart because I'm noticing failed candidate for district two supervisor calling you names such as Bylis or Coward Lee. And I find this disturbing as she's supposed to be an ally. A carpet bagger and a one-trick pony of a candidate insists that she lost because of fraud and not because of her odious or offensive nature. Feels the need to tell you, a man who held public meetings and asked her simple questions, such as what can I do for you? How to run a meeting or more so what your objectives should be. And even when you agree with her, when you don't snap fast enough, she still calls you names. This is abusive and offensive. And just like you once told me not to put up with such behavior, I don't think you should either. You shouldn't seek friendship or advice from such a person. So I made this heart to remind you every day that you show up, that you are brave, that everything you do is brave, that all of you up here are brave, that I wouldn't want your position for anything to stand up here and let people insult you and call you names and reflect upon what you could do better even though they're not sitting here It doesn't mean I support your ever action. I still will stand in the way if you attack Mary because I love her And I won't stand for it just like I don't stand for Laura attacking you We're all adults when you just start acting like it to finish Mr. Jones if you wish to make an example of me, if you wish to silence others by punishing me, then I give my fortune or I give my life my fortune and my sacred honor and I don't mind going to jail if it shows what kind of a monster. Brad, Keith Humphrey. Leslie. Yes, I'd like to put a challenge out there to all of the people that talk about voting, vote tabulation machines. We don't use voting machines. We use vote tabulation machines. So the challenge would be, let's, let me indulge you for a second and say that for some, somehow the software has been compromised. Somebody's hacked the machines that countervotes. Can any of these people please explain how How do you get the manipulated and rigged machine count to exactly match the hand count audit? Every election requires a hand count. And that hand count has to agree 100% with the machine count. So if the machines were rigged in some fashion, then please explain how you can have the hand count exactly match the rigged machine count. The precincts that are selected for a hand count are done randomly. So you would have to have a time machine to go ahead into the future and know which precincts are going to be counted so that when the machines are rigging the votes, they will only rig the votes in the precincts that are going to be hand counted. So please, this is a challenge to Laura and Bev and all the others that come up here and waste hours and hours of your time talking about all these different ways that the machines might be rigged. And you know, it's simple. We don't, I don't trust machines if we don't have a hand count. But we have a hand count. And in the March primary, we had a couple of very close contests. And those two contests were completely hand counted, 100%. The recall was hand counted, 100%, and the district too was counted 100%. So I hear people mumbling, oh, that's not true, that's not true. Well, you know, you have to have proof. And there's been 63 court cases brought against our election systems across this country. And every one of them was dismissed for lack of proof. You have to have proof, not evidence proof. You have to have proof. Not evidence proof. And so our elections are free. They're fair. They're trustworthy. They're maybe room for improvement. But in my opinion, we should all trust our elections. And I think our new ROV can take us a long ways towards it. Keith Humphrey. Welcome, sir. Chair, we cry. Members of the board. I'd like to talk about the issue of illegal campaign in Chester County. For the past two years, I've been interacting with the homeless and trying to get their perspective on why they're out, where they are and what might change, even spending time living among them. I've seen great progress recently with clearing the illegal encampments and people getting into programs, people getting help. I'm afraid that it's not addressing the root cause of the issue. Many of these people that go through the programs, if they don't change their identity, they can go through the motions of the program and then when it's all over, they still identify as a homeless person and end up falling into the same patterns of behavior. Some people are better at hiding now. They're finding other places that they can stay and camp illegally. And even if all these problems are resolved in Shasta County, there's nothing we can do about people coming in from other counties and other states. I don't think the problem nationwide is going to be getting any better, just getting worse. And just trying to understand the way they think, if you don't give them an option, if you say, okay, you can't camp here. And they'll be like, okay, where can I camp? So nowhere, it's illegal. Then they get into this mode of thinking of, okay okay, I'm going to break the law then. And they have this feeling of dysphoria already like, oh, everybody's against me and now they're taking away my tent. I'm going to fight, you know, this is not going to go well. I'm afraid things are going to get worse with people that are going to be more recalcitrant and more difficult to deal with. And so I was hoping there would be some way where maybe we could meet them where they were at. Is it possible that there could be a legal place to camp, just like a camp site that could be made for these people that if they insist on camping, they don't want to get in the program that they could be like, okay, here's a place you can camp. Another place in Chastdokown, you know, portapoddies and a trash service and water or something. So, okay, here is a place you can camp, it's fire safe, pay a nominal fee or whatever. And then they would get to realize after a while, hey, I don't really want to be here. And then that's when the change starts to happen, is when they internally realize, I don't want to be homeless anymore and then they can slowly work their way out. It's like coming in from the depths of poverty, it's kind of like coming up from deep water. They need to swim around for a while and get used to the idea of like, okay, I'm in a legal campsite and then maybe they could move up to like a week to week in a shed or something like that and then eventually get back into a more regular part of society. But it takes time for that and baby steps and we can't just try to force them into a mold and expect them to change. It's something that I'm hoping to find a way we can solve this problem. Thank you. Chico, as far as our homeless goes, Chico tried the free bathrooms and tried giving access to their campers and their homeless. And it backfired tremendously. They were not respected. The community that they built that for, the individuals that they built that for. Did not take care of it. And it ended up costing Chico and Buick County a ton of money, a ton of man hours. Doing something like that doesn't work. The people have to want to be helped. I would say anybody that feels strongly about that get involved, get connected. Chair Cri did a, you know, what you said about issues improving is amazing. People should follow your lead get involved. I think that is the best way to improve the issue. As far as tourism goes, one of my first jobs was working at the California Welcome Center. They are funded by the small businesses that promote tourism. They are struggling, tourism in Shasta County is struggling. California having large people like Elon Musk pulling out of California because of California policies are only going, California is only going to be able to depend on its beauty, to bring in tourism, to get people here to be able to financially sustain what is about to come. We have a huge financial crisis coming and that has been coming. We are under water and we need tourism. And I think you saying that tourism is not worth the bang that you get for your book. I'm sure that the small businesses and the small farms in your district disagree with that. And maybe stop promoting HHSA and other huge governmental programs and start looking at things that help your district. That's it. Lori Richford, followed by Val. I'd like to address what was just said by Mr. Garbit earlier. If I heard him correctly, he thinks that the hand count is all of it. As far as I know, and other people, a small, small percentage, like 1% is a random hand count. So if this is true, he's already made a grand, awful mistake. Does he need some tutoring, how to catch up, how to get clear? Otherwise, what's going to happen, in my opinion, is it's going to slow down the work of this commission. That's what started in May. So I'm just saying, if this is already the cloud and pivot strategy to just put the brakes on things and get it all messed up and stupid and ridiculous, there we go. So I'm just really concerned and I didn't get the time in the previous time I was up here on R6 regarding that nomination. I'm concerned about the safety for the commissioners. There's plenty of us that would like to come up here and talk all about the things that we've seen on his commentary. Why was he wanting the cry recall and getting the real estate office he worked at? This isn't very more complete access. So there's all these really strange connections. So sure, it can happen on both sides. They have every right to do what they want to do with their real estate office and who gets the key and what they're doing. I'm just saying, I'm looking at the no wings and their video, I saw one last night about 14 minutes with the North State break down. This is still, I'm seeing lots of victim stance and that it has every hallmark I mentioned this before, every hallmark of some of preparing, planning, strategizing and doing a setup for a lawsuit on this county or individuals. I also think that Shastic County and this board in particular I have to thank for being bold and fighting against some of the Unconstitutional laws regarding the second amendment.
