Yes, thank you chair. Give me one moment to get it loaded up. Thank you. All right, thanks for your patience. Tonight I'm presenting to you the staff report for 3370 Main Street. My name's Evan Gorman. I'm associate planner for the city of Oakley. And tonight we have a designer view application. Some alterations to a designer view application that was approved last year. The application number is DR09-23. 23 And we're going to start with the layout of the land. We're here in downtown, showing where that star is. We'll get you a closer look. Here we're easily within walkie distance of where this meeting is taking place. We have main and northcross, and then to the northeast of that, where the star is our subject property, 3370 Main Street. Here we get even closer and we can see the two suites. So it's a commercial property with two commercial suites. We have sweet bee up in the front. We have a lean to that has since been demolished since this picture was taken, and then we have suite A in the back. Here we have a photo from last year and the building looks similar to this, maybe not with Christmas lights, and just to give you an idea of what structure we're talking about at the moment. All right, the Oakley Municipal Code provides a list of projects that require design review. It states that significant modifications of the facade or color of a commercial structure require design review. The design review process allows for review of a proposed projects design for conformance with the regulations outlined in the downtown specific plan, the Oakley Municipal Code, and Oakley's commercial and industrial design guidelines. On February 6, 2024, the Planning Commission reviewed and approved the designer view request to remodel this property. The proposal included a new front entrance configuration. This new entrance configuration would have removed one of the two existing entrances to the suite closest to Main Street. Twelve new storefront aluminum windows were included with a dark finish. Two new aluminum doors with glass inserts and a dark finish. New stone veneer wanes coating along the front facade. A new metal awning with a dark finish. A new paint scheme and the removal of that small lean-to structure between the two tenant spaces. Here's an image from that approval from the original plans. Now for tonight's application, we have a request to alter some of that approval. Since receiving planning commission approval, the applicant and their contractors have been progressing with construction. During this process, they identified the need for design modifications to achieve two goals. The first goal is to improve the facade's compatibility with the existing bakery and its floor plan. That bakery is in Sweet Bee, there along the sidewalk. The second goal was the need to better align its appearance, sorry, the structures appearance with the architectural styles of Oakley's downtown. Once they got underway, they found that they wanted to better match the landscape that's out there right now. They have respectfully submitted proposed alterations to you tonight, which include an alternative configuration of the front entrance to better accommodate the existing bakeries layout. Here, the door has been shifted over to the right in their proposal when compared to the 2024 approval. Red brick veneer wanes coating along the front facade to better match Main Street's existing landscape is proposed. A new parapet to accommodate business signage. A more traditional awning like you would see on Main Street, a change in window size on the front facade, but the paint, colors, window color, and material and door design will remain the same as last year's approval. As staff, we provide an analysis for almost all the applications we get in. Now the original project was found to either enhance the site with high quality improvements or it maintained what was there. The original proposal closely adhered to the design principles outlined in the downtown specific plan and the commercial and industrial design guidelines. For instance, the removal of the secondary entrance on the facade significantly improved alignment with downtown design standards, which for example for the door calls for you to have one centralized and easy to locate entrance in the downtown. Now for these new modifications, the new modifications retain key design elements that enhanced the building's conformance with city design guidelines, including the entrance reconfiguration, the new changes further strengthen the project's alignment with the original findings for approval. They do this by improving compatibility with surrounding downtown development. The addition of red brick, a material widely used throughout the downtown area, would enhance the project's visual integration with broader street skate. The traditional awning also increases compatibility with existing development along Main Street that also has awnings. For environmental review, this project is categorically exempt from the California Environmental Quality Act pursuant to Section 15301. This is called existing facilities. Section 15301 of the guidelines exempt projects when the proposed project involves little or no expansion of use beyond that existing at the time of the lead agencies determination. The proposed exterior alterations would not represent a significant change and the use of the property as a commercial building will remain the same. Now finally for our recommendation, staff recommends that the Planning Commission adopt the proposed resolution, approving the project titled 3370 Main Street Remodeled Design Review as Conditioned. I can answer any questions you have and I also have the applicant, Mr. Cosgrove here today who can answer your questions should you have some for the applicant. And yeah, thank you for the chance to present the staff report. Any comments from the commission? yeah, just quickly wanted to say look, first of all, we truly appreciate Aligning with the existing kind of feel and vibe of the downtown. That's really good. What are these two small rectangles in between, actually on each side of a window on the left? Yes, I had that same question and the owner's probably laughing in their head at that because I asked that same thing. My understanding is that's the spot for the address near the door. One of those is the spot for the address and the other is a directory for the sweet. Is my understanding? Gotcha. And that awning, right? From my understanding, it's going to be like one of those traditional fabric awnings. Correct? Yes, that's exactly right. Got it. Okay, thank you. That's it. Any comments? For reviewing this, I don't really have any comments other than that we made some changes because when we originally planned for redevelopment of this building, we were gonna use it for a different entity. But after spending time with the current tenants who have been with us for about 20 years, we're really excited about the transition from generation to the younger generations that's taking it over and they're super excited about the changes that they're making. So it got us thrilled as well, which created us to say, let's make some bigger windows and let's make it more of a bakery feel and look as opposed to what it was originally going to be with the remodification, which is going to be more of office. So we couldn't be more thrilled. They couldn't be more thrilled. And that's what got us into looking and saying, hey, let's match more of a downtown. Let's do the awning. I don't think we're going to do with that green. It's kind of Christmasy. So I think it was just colored in there for effect. Probably more like black. that parapet probably won't be that tall either, but for the most part I think you get the picture of the look and we're trying to really get a nice bakery feel. The volume has gone up, the diversification, and they're feeling it, and they're really excited about the things to the point that they're making a lot of changes internally with the items are baking and all and I'm excited that they'll be around for you know with their age maybe 40 years who knows so anyway thanks again for your guys this time if you have any questions I'm happy to answer. We will hold the Oakley Climate Action Plan Public Workshop number two. This is open to the public. We do have information online. And the Climate Action Plan is an adopted document that lays out a plan for how an agency will aim to reduce greenhouse gas emissions, usually through decarbonization and greening efforts. For anyone interested to attend the workshop, they can visit our city website at www.oakleegov.c, or oakleeca.gov, visit the planning and zoning page, and then environmental programs. And on there, they will find information on the draft plan. Should they want to review it and comment on it? There are also links to sign up and RSVP for the workshop so that we can get an attendance number and know how to best serve the public. And there's also a link if anyone should want to sign up to receive updates on the Climate Action Plan as we move forward. And those updates would be things such as notifications of upcoming hearing dates and reminders on other items. The second item that staff wanted to report is that on April 12th, Saturday, April 12th, 8 a.m. to 12 p.m. is the Oakley Day of Service and this is an exciting day for Oakley. And the flyer online says join us for Oakley's day of service featuring fund community service projects set up around the city for local residents to get involved. The event will kick off at the Oakley Recreation Center, out on O'Hara, next to O'Hara Middle School, with a pancake breakfast and nonprofit fare before participants transition to their project sites. Pre-registration is required for this event. The event is free for all registrants. There are the community events it would take place after breakfast and include beautifying a early road between Placer Drive and Lowell Road, Recreation Center beautification, Coda Tree, Coda Dog Park Tree Planting Project Project, Delaney Park Trail, Tree Planting Project, and a Creek Cleanup at Creekside Park. Interested individuals can register on Oakley's website at www. Oakleyca.gov on the Recreation Department and then search for Oakley Day of Service. I have one report to make. I attended the eSconcer Cross, a transplant meeting. And there were two items that came up there. One of them was a county-wide transportation plan to look at the flow of traffic through the eScounty. They're looking at speed, cause of fatalities. They're looking at traffic volume, road speed management, auto movement. It's a three phase project they're doing. The first one is to lay up a blueprint. The second one is the actual development, and the third would be an implementation plan. This is a long range thing. It's looked to be finished by 2050. It's going to be a while. The other item on there was countywide emergency evacuation plan with all of the things that you see going on in a different areas with fires and floods and how do you evacuate the people and where do they go? They got a grant for this $1.49 million. The total cost was $1.7 and it's something that's going to be three years in the making, but they're going to come out with a plan on what to do in case we levy breaks. You got to fire the different things that could happen here that would cause problems. Because some areas you get into, we don't have a lot of roads to get out of. You got one road. And if you look at Bethel Island coming out this way, they got one road across the bridge, and then they're on one road to get out of there for that whole community out there. So this is to lay out a plan for that planning ahead. And this is for physical year 2425. And that's all I have on that one. At this time, I ask for future agenda items from the commission. Nothing.
