I'd like to go to Item 3B, which is an introduction of the new Horticulture agent, Aaron Smith, by Dr. Hurley Miller, the District Extension Administrative for Texas A&M, AgriLife Extension. So Dr. Miller. Good morning, Judge. Good morning, Morning, Morning, Sir, Mr. Harriot. It's a pleasure to be here this morning to introduce Aaron Smith to you all. A little bit about Aaron. Aaron has a long history and experience in horticulture industry. For the past about a year and a half she's been working for the Tyler Rose Garden as a consultant. Prior to then she was a lead horticulture agent for Hughes plant and farm for about a little over a year. She also worked as a research associate with the Texas A&M Agilif Extension and Research Center in Overton and some of their landscaping type things. She also worked with the white landscaping group in Tyler. Also she also done a lot of greenhouse lab technician research and management for the pile plant farm and troop for several years and also a grower and producer and manager and plurry safety individual for nursery and lendale for several years. And her list goes on and on about the experience that she has in the horticulture industry. We're plowed to have Erin to apply for our horticulture position here in Denton County, and we did extend an offer to her for the Denton County Board position to be effective on January 13th of 2025, and she did accept. So we're awfully proud to have her to come in and fill a position that's been vacant for several years. So about a year year and a half for Sol and Janet Lamonack actually passed away. So we're proud to have Erin to take the torch and I think her experience and her knowledge, she's going to really do a very good job as a Horticulture agent here and didn't kind of want to thank the agents and the staff and the didn't county office for the last period time of keeping the hard culture program going to master naturalist program going through that that stand of that position being vacant. But I wanted to introduce Aaron Smith to you all as the porticoat region here in Denton County. Well Aaron, can you congratulate, just give her a big hand. Welcome. Welcome. Welcome to the family. I told her when we were interviewing her, how about the county and other great things that we do. And we're just visiting a little bit before court this morning about lots of projects we have in mind. So we're going to be working on together. So anyway, welcome to the Denton County family. Our AgriLife has such a great partnership with Texas counties and Denton County. And I just want to thank you, early for all your years of being with the state and working with us. And I do want to echo early comments to the team. The AgriLife, thank you for filling in during this vacancy. And I'm glad to have Erin on board. I know she's going to do a great job. And so thank you for filling in the gap there and keeping those programs alive and vital. Erin, would you like to say anything at all? I'm very excited about this opportunity. It's very strange. I keep thinking, am I good enough to be an AgriLife? I'm just kidding. But I'm going to try as hard as I'm very keen. Very good. Well, we're excited to have you. So thank you. Thank you. Let's give her a big big didn't county welcome. Thank you. We're excited. All right. Good things on the horizon. Let's go to item 3a, which is a presentation of the't count. I'll turn to resolution program. Decap quarterly reports for October 2023 through September 2024. And everybody just walked out on you. So that's good. They're going back to work and off to their workshops. Good morning. It happens to me a lot. Good morning, Judge. Commissioner. I believe in your digital file, you have our yearly report. He moved in all those heavy boxes. Oh really? Yeah. It meant a lot to everybody there. So thank you. Thank you. It was great to be there. It was great to be there. Members, any questions regarding the report? That's great. I will just tell you this continues to be a success story of what y'all's partnership with the county has been to resolving these cases in a timely manner, in a efficient manner, in a cost-efficient manner, and it helps to keep our court system to reduce the burden on them. I want to thank you all for all that y'all do. Well, it wouldn't be possible without the volunteer hours that are done by the county attorneys that are doing all those mediations. Absolutely. I want to thank all the didn't county attorneys who work and volunteer their great time to make sure that this happens. So anyway, any questions? Okay, thank you so much. Thank you, sir. All right. Next is 7B approval of the budgetment request 100500 for the county jail to transfer $753,245 from salary assistance to cash overtime option. Outside of the budget amendment and human resources policy is recommended by the budget office for the jail to continue to operate as mandated by the Texas Commission on jail standards. Motion by commission or William second by commission or proud for any discussion. Yes sir. Yeah go ahead. So I do want to have a little quick discussion about this and obviously I'll get with the sheriff but you know we kind of got ourself in a tough situation here. We kind of bit ourselves when we obviously needed to hire more jailers, so we increased the cost, which obviously also increased the cost of our overtime, based on per hour overtime. And so I wanna understand, and I think we're gonna, I'll ask the sheriff, but we need to have a presentation about where we are and when we're going to get out of this hole that I expected us to be out of before now based on kind of what we understood. And so I'll make sure I talk with sheriff to see if he can come give us a share. And I am. And let you've got something else. We are working with the sheriff on that, and a couple of other things related to the jail. And so with the other stakeholders related to the jail, and we'll perfectly, I totally agree. And we'll have a, I just want to make sure we're doing everything to help, make sure that we get past this. And I would have expected by now, we would be a lot further along. We realized there was a choke point. Absolutely. Absolutely. When we adopted the new salaries for the law enforcement and for the jails, we were the highest at the time of adoption. We were the highest hourly rate for jailers in the state of Texas. If I remember, no, Midland was right behind us. They were right behind us. But I think they were right ahead of us. They were just ahead of us. And I think when we adopted, we were, I think we passed them, and I think they've still yet to do their budget. Oh, okay. They think they were still yet to do their budget. So there was an opportunity for them to go ahead. It doesn't matter. We're the first or second highest in his data Texas. So that has increased the financial impact to anything that's happening over there. So there's a number two. I agree 110% with us. All the new, all right. All right, I think it's great. It's something that we get a promote and it has helped us hire more. I just was under the impression by now, we would get over a certain percentage. It was, yes, the bleeding would slow. It's not gonna stop until you get fully staffed, which is a very difficult situation. But thank you, Judge. Absolutely. And I've been having conversations with our legislative partners as well about ways in which the state could assist in that as well And so we were we're we're working on a multi-part by perfect understand the sentiments Yes, ma'am Real thank you I think we should make everybody aware this isn't just in County It's having this problem. It's not just Texas. It's all over the entire country. And part of the problem is people don't have the same respect for the police force, for the police occupation as they used to. So it's getting harder and harder. I know some law enforcement people that are telling me they would not encourage their own sons. Most cops won. So yeah anyway I appreciate that the sheriff's time let's get with him I like that idea and let's see what we can do to try to rectify the situation. Yep agree. All right we've let's go to..., we didn't vote on all of the members. You've got a first to say. Yeah, I put on to overtime. I'll get with it for any other discussion. All in favor say aye. Aye. The opposed motion carries. And I'm saying thank you. Yep. All right, let's go to 8 a report from human resource regarding hiring actions of elected officials. Any opposed? Motion carries your name. It's like we do have a new taxes as a collector here, Don Wei. And I do want to thank Don for the great job she's done already since she started January the first. Over the holidays I get lots of emails as we all do. And especially into the year, people have taxed office related emails. And so I had sent her all of those that were just waiting for her, which she, after she took her oath of office. And on the day one, here she was, in the business day, cranking out all her responses to me, day one on the job. And I just, and I said, you could unpack, you know, your office you'll have to get back to me today but anyway she still did it and I just don't want to thank you you're doing a great job and thank you for congratulations on your own so anyway she's come up here say hi Commissioner Mitchell wants to say hello to really talk to you actually face. Hello. Who do I really talk to? Actually. Do you want to say anything this morning? I just want to say thank you for the opportunity and it's a joy working with all of you and the public. And I'll be here to serve. My door will always be open. All right. Good. Thank you. Thank you. Thank you. Thank you. Thank you commissioner. All right, let's go to we're going to pull item 16 A. We'll pull that and Let's go to Item 17 which is community updates. We'll start with Commissioner Williams. Thank you judge I just have a couple things There's a couple citizen of citizen police academies, the Crossroads Police Department. Will we host an assistance police academy? Which begins, it's an eight week program starts on the 29th. So if you want a registered go to town of Crossroads website. And then Prosper will be doing assistance academy, which is a 10 week program for the citizens to learn about operations and programs in in local government, and you can go online and apply the town of Prosper with that one. And the last thing I have, obviously, everybody understands and can feel how cold it is. We need to make sure that we're checking on all of our fellow citizens and friends to make sure that they're taking care of, especially elderly that may not have the ability to make sure they have everything they need to be warm. And then please don't forget about your animals. The animals don't have a choice who owns them, but we have a choice of making sure we take care of our animals. So make sure everybody stays warm. And obviously we've got some tough weather coming in. Possibly, let's cross our fingers that nothing crazy happens, but the county does a phenomenal job with its emergency services to make sure we're prepared. We stay informed by our emergency services, and they're the ones that work throughout these tapestorms, and I really want to ahead of time tell how much I appreciate the emails I get, the phone calls we receive to keep us informed, which allows us to keep our citizens informed. And obviously the Sheriff's Department doesn't close during that time and they work through it all and I want to pray that all our deputies are safe during this time. So thank you, Judge. Oh, and I'll talk about that as well. Comments. No, no, no, it's good. Thank you. It's good points. Comments from the panel, Connor. Thank you, Judge. We just have a couple of things. So if you'd like to participate, you'd like to come out at 6 p.m. October the, no. Well, January 20th, I'm sorry. I'm already in October. Yeah. Thank you very much. Do they have the streets to work like a space contest for that? They don't have a contest, but usually there's a guy there that does the speech and he's wonderful. Thank you. OK, I would I would like to Remind Those in attendance of the didn't County Commission's Court will not meet next Tuesday on January the fourteen, but we'll meet later that week It'll be rescheduled the Friday, January the 17th and 9 a.m. And I would like to To make an announcement regarding the Carter blood care blood drive for Kathy O'Keefe that is going to be rescheduled to February the 28th. It is not going to be this Friday. So if we don't, if we could put that in, I just got news of that. So we'll move that to later. And I would like to say that we're so grateful for the service of all of our law enforcement officers across the city and county. And remember that Thursday, January the 9th is law enforcement appreciation day. So we wanted to keep all of our law enforcement officers at the front of our mind. And we should virtually do it every day and thank them, especially on this celebratory day on January the 9th. And speaking of Kathy O'Keefe, I was rescheduled in her blood drive, but I would like to just say, didn't county had a loss on New Year's Eve when we lost Kathy O'Keefe from Flower Mound? Kathy was a very active member of our overall community here in the southern part of the county, but actually throughout the county, and across North Texas, she was the founder of Winnie the Fight, which was a nonprofit and truly a ministry that worked with families dealing with addiction. And she had lost a son in high school to addiction and accident overdose. And Kathy spent the last 14 years of her life ministering to families going through that same thing either going through the grief of that or dealing with the issue so they could prevent that and I can't think of all the can I not only imagine bobby and I've been talking about this for a week now can't imagine all the lives that she touched positively and that she worked to save lives and helped people because so many parents would be going through this issue and they never done it before. And I needed some tools and resource and education. And she traveled all across the school districts here in the county and it really across North Texas,, speaking to high school students about the dangers of that first, that first, um, uh, dabbling with drugs and that, and explaining the consequences of that. And so, and really folks on prevention, we at the county do a lot in responding with drug courts and so forth and dealing with people who are already in the system, but I always believe that prevention is a key important component of dealing with drugs is to prevent it to start within the beginning. And Kathy was a key partner to that and just gone too soon, obviously, but we obviously need more Kathy Oak Keats in the world. And it was just And it was a, she was a friend of mine and gingers and Commissioner Mitchell and others, and we had an opportunity to pray with her at the end there. And so anyway, just a sweet lady, whose mission is not complete. It is not complete. The work is not done. And I know that should want us to continue that, that good fight. I mean, it should want to say anything. Okay. We all need help. And there are so many people that are going through, nowadays, that don't cry out for help. Maybe to organizations, but individuals, they do ask for help. And Cassie was one of those people didn't matter who you were what you were going through she was willing to lay what she had down and help you she had a race every October that we participated in and did a proclamation for we didn't race no we didn't race. I didn't race. We extended greetings. I prayed for them. That was racing right. And so she was always helping out. And she doing what she can. Because nowadays there are so many things we have young people that are going through stuff and some old people, but they don't know where to go. And Kathy would help those parents in the nursing home. Because she had gone through. And sometimes it helps when you've gone through something. You know, you and I up, you can say, you need to do this and do that, but when you've gone through it, you can really be a testimony as to how it happened and what you can do to correct it. Thank you. Thank you. And I would say that her funeral is going to be next Monday at 2 PM at Treet United Methodistist Church, so anyway, if it wants it desires to be in attendance.
