So there it is. Thank you. Good evening, everyone. My name is Austin Retaria. I'm a partner at St. Garfant's company, Inc. Sure you're aware we are pros and to build a new facility on L. St. Garfant less Schwab. We are nearing the end of our development time. We should hopefully begin construction next 90 days. We recently received comments back from our plans resumitted August 24th of 2024. That took about eight months to see back from that third party engineer. They are suggesting we're not requiring that we replace 100% of Kerbing gutter. Our builder proposed a 60% curbing gutter fix making all ADA compliant into code. Just as many new outs have done, essentially a patchwork making the ADA compliant. There is no signs of flight on L streets, so we're not sure why this city is requiring us to replace 100% of the carbon gutter when both engineers and builders saying 6% is sufficient as long as it does meet ADA compliancy. To be quite honest with you, if we do have to do 100% of that replacement, it will delay the build another 12, 24 months in addition to say Ness almost 80% over budget due to it being at last minute change order. As you can see, if we've already put a sign of their saying we're hope to building soon, but this really figure our project. In addition, if we do are allowed to do the 60% 80% compliance fee as opposed to 100% that would put us on track for a moving day around August to September of this year rather than August September the fall and year. Having to do additional gotta work would mean another plan check as well as some of an engineer check and more grading work. Thank you. Thank you. Is there any other public comment? Well, the way the budget works, it's a line item. So there's, I believe in that account, which has other things. Typically there's about 5,000 each if you wanted to do that. But holistically from a finance standpoint, it's one lump sum. So unless we get close to going over budget, if people are requesting some travel travel because we have some council members that travel more than others. So typically though with council I believe is done as a courtesy and the city attorney correct can correct me if I'm wrong, but if they knew they were hitting that 5,000 mark they would I think offline or request via discussion to use somebody else's travel alarm. I believe that's correct, if I'm wrongly off to correct me. It has in the past where they have asked because I'm the one who doesn't travel, but I'm not sure if any of these or other travels have hit the ones that I don't. When very marked close we were supposed to get a big five. What did we get? Big zero. And you know, like I say, it's the results. If you go out for something, but what are we going after now? I don't understand that part. I know they're going and where they're going but I don't know anything about the organization. My name's Kevin Carter. First I've had a problem with this ever since the beginning when we started going to this and I have problem with the mayor goes to a mayor's conference, but we go to the California League of Cities Affairs. We're like the planning commission. We've sent members in the past to like a planning seminar. We learned about things and we discussed things that benefit the city as a whole. This in my opinion, I've gone on the internet and read about this. Now I've none of you guessed anybody going, but I have against this my my feeling is why I'm financing this, because to me this conference is more the advance or to learn about or promote a certain group of people. Not necessary to promote what the city of Sangers doing. And I'm kind of like my predecessor that came down and spoke. I've never heard a report come back where we did anything that benefited the city from attending these. And I've asked that before, you know, what did we learn? What did we do? And nothing. I think it's very helpful to talk to things that and issues that are going on not just at the local level, but at a national level and coming together and how to solve issues here and saying or specifically. In the fiscal year 25 budget, it set aside funding for the Parks and Recreation Master Plan update. We went out with the RFP. We received approximately seven proposals formed, the SCORN Committee staff with specific expertise in Parks and Recreation. They recommended after evaluating the different proposals received that we enter a contract with conservation techniques. So we're presenting that contract for you this evening for that. Thank you. I just wanted to see how the committee came together to make the recommendation. I mean, what were some of the highlights for this, for techniques over the others? So, so conservation techniques they brought, they have 19 years of experience in community-based planning, parks and recreation planning and outreach. They've led and managed over 40 different community-based planning projects. In the past five years with experience specializing in community engagement, park and trail plans as well as design standards that they provide the city so as development happens. We can implement those standards as well as funding strategies for current and future needs for the parks programs as well. So, as well as implementation tools. So, the SCORN committee, the RFP had specific criteria such as expertise, references, subject matter knowledge, past projects, and based on their proposal that's attachment one, they scored the highest. Would you mind me walking me through the process of the master of Park Plan? It's my first time going through it and I don't know too much about it. So what what kind of services specifically will they be providing what type of engagements as well, if any sure. So in the attachment that was provided at the Dias, the scope of services, exhibit A of that contract. The revised contract goes over the different tasks. So task one is the project implementation and management web kickoff meetings with staff. I imagine the recruitment for the Parks and Recreation Director, they'll be involved in that as well and guiding the consultant through that process. TAS 2, they'll analyze the existing park system, the existing conditions in a base line. There's community engagement. We require a minimum of three public outreach meetings with the community involvement. And test four community needs assessment based on that outreach. They'll analyze the needs that the community has outlined and provide us. They have some higher level GIS geographic information. So provide models of where there may be gaps in providing those types of services to the community. Task 5 would be the preliminary plan development. There'll be drafts that will be presented to the planning commission as well as city council. So they'll be input along the way as well. And finals that would be reviewing the pool. And last question, I know we've had community workshops in the past couple of years. Will they be taking all that information and data collected during those presentations and also be using it to their advantage to be able to help us with the with the plans. Yes. OK. Perfect. I like how they mentioned the project in line and how the different tasks from one, I believe to seven, and how they're gonna go about working with the city of Sanger. Our staff even talks about how they're gonna engage with the public and the geographic of everything from existing parks to parks that might be in the their future. So they really give a great outline, and I love what they're doing, what they have done with everything. So I'm really eager to see their product coming to us, and that finally coming to final vote in their future to have a master plan was gonna be the future of Sanger for our parks. So this is just the continuation for the updated need for the local emergency and adopting the resolution, declaring proclaiming the existence of the local emergency regarding the Sanior Domestic Wastewater Treatment Facility the Industrial Wastewater Treatment Facility. So we are getting down to the very end. There's still the pits are almost done. They have two clarifiers and then the digester is what's left. Upon approval this evening, staff will start working on the RFQ then to get the plant because the rebuild should be done in approximately the next three to four months, and then we'll go up to RFQ, and then that's where they'll look at all the notices of violations from the state, and put together a plan like this is where we're at today, they'll look at all our analytics, and they'll come up with a plan on how to get the plant back into complpliancy and tackle all the notices of violations at the city of Recife from the state water board. And the maintenance efforts should be finished up about the time we're Getting ready to award that that final piece of the contract to get the plant back into Compliancy. Thank you. Once remember her cut. Yeah, I just had some questions going back to the violations currently. Just wanted to double check to see what those are and if you have a list that you can provide council looking at the State Water Resources Control Board website, I wasn't able to find any currently in Fresno County. So I just wanted to verify if those are still existing or if they've been taken down from the website. But we're still, you know, being held accountable for, you know, to make those repairs. I just wanted to see where things are at. Yeah, I will send a copy of it out. If I'm not mistaken, I believe the violations came to the city in 2014. So it might archive down their website, website but I absolutely have a copy I can send out to council. And then so is there an end date of the actual emergency? So we have to bring it back every so often to declare it. So until we finish the work at hand that we're voting on tonight, I anticipate maybe one more round of saying we still have an emergency. Like I said, they're finishing the last, they're finishing the big pit right now. Once we got into that, we found that three out of the four, rasp pumps were completely shot. So those are coming back to council or a vote to purchase those pumps because they're very expensive. They're over 100,000 each. So that'll be coming to council at the next council meeting. And then from there, it's really just the two clarifiers and again the clarifiers are. Water comes in the solids go to the bottom and get pumped off to the digester. The light stuff floats off the top. It's they're basically separation. To separate the solids. Those are, the aggregate's coming apart, so we're kicking up big rocks, and that's what's down in the plant and destroying our pumps because we're sending rocks throughout the system. So that's done, and then digester's been cleaned, but we still have to coat the very top part where the gases remain in the digester than all the tubes. They're about, I believe, three or four inch tubes. They're probably about an eighth inch open, quarter inch open, so we still have to do the work at cleaning out all the tubes and reassembling the tubes. But all that work we're anticipating to be done in the next hopefully three months. And the crews out there will have to switch their schedule to night work just due to the heat that the the coatings and the epoxy's they're putting out there don't do well in the real heat of the day so we'll be doing that and again it systematically we have to do kind of follow the process and do one thing and do one thing at a time but we're making headway and I do believe when we started to this I said it'd be about a year to two years Project so we're just we're just under a year since we've actually started so I'm happy with the timelines I'm happy with the work that's going on up there No other questions. It kind of made me laugh because I mentioned you think of the maintenance that goes on and the maintenance that, you know, I kind of endured when I was in the military. But it says every 20-minute job is one broken bolt away for becoming a three-day ordeal. So that's the kind of stuff that you encounter when you're doing this maintenance. It's hard to put an exact drop dead date because you never know what's gonna happen. So when you regards item 11, do we have a motion to approve? Make a motion to approve. So what I had originally adopted or was gonna bring to council was just the contract for that one piece of equipment. And then I intended on bringing back the other pieces as we did them for ratification. But in talking with the assistant city attorney, he said, well, being able to have kind of the process was to finish this. He said, let's just modify the agreement, carry it out to the end and get approval so we don't have to keep coming back at everyone. So this will authorize the additional spends to get the maintenance effort done, but we still, we just won't have any contracts to ratify. And we are limited to the amount we could spend if we were to go over the limit. We would definitely have to come back to council again for more approvals. Thank you. Any specific question? Yes. Just wanted to see if staffs taking a look at and comparing prices I know in the past. And currently you guys are under in their emergency. You guys are needing the repair to do repairs urgently, but throughout this process has staff, you know, any timeline, have they actually try to compare prices to see what the price of that type of project would cost. Yes, and I would ask our management analyst to correct me if I'm wrong, but I know we have gone out and gotten quotes for some of the work like ahead of time. And nobody today has come to me and said they found anybody that could do it for less than what we were paying. Is that accurate? I have another question, but I just slipped my mind right now. Oh, the contingency, for example, is there a contingency for the change orders here? No, that agreement at all. No, there's no contingencies. Those are quotes from the contractor. And we haven't really seen a whole lot of change orders. They pretty much usually hit their goal. But we will have to do a budget amendment to to shuffle the money over to pay the bills as well. Yeah, I think for I know it's later down actually on the agenda, but for like example, the tombstone territory, there's a construction contingency for change orders amount. Would it be appropriate to also add something like that for this contract or their agreements that are being made under the emergency plan? You know, I would I would it would always help, but I have no problem coming back and asking for more money because you start adding contingencies and I just want to make sure you're other people don't look at that. Hey, there's some wiggle room with the city on this. So once they give me a quote, I like to try to hold their feet to that fire and not give them any reason to want to, you know, get us something else. something else. So I don't in this case I don't see the need. They been doing this epoxy now, throughout the whole plant. They've got their square foot prices and we're getting to the three biggest pieces of equipment to epoxy now. So I'm pretty confident that they've got their numbers right. Yeah. So originally, like for example, they came out originally with, I think was 600,000, 633 for this project because we're doing additional right up to 1.6. Yeah, so this is the 633 is the pump area for the effluent pump area. So the additional cost beyond that are the two clarifiers and then to finish the digester. That's the additional million dollars is do those other three pieces of equipment. So back when we first were doing the process, I guess we were in the process, would it have been appropriate to do it then? I know like adding the contingency because I mean it's been coming back to us over and over again. I mean just and I know you guys are trying to get the work done so what it makes sense to add it back. So first the beginning is what I'm trying to say. So you turn it. I didn't begin. If I may assist, I think this contract is different from a like the tombstone you mentioned the tombstone contract. That's a standard construction contract where you go out to bid and there's very specific specifications on the bids that are received that can't maybe received and a contract is awarded and then you were awarded to the lowest responsive and responsible bidder and you do build a contingency that's standard for that kind of contract. This is a bit different as the city manager has noted. It's an emergency situation and as a mayor has noted as well, you don't know what you know until you get in there. So it's almost like doing the work as you go. And so it's not like doing the design work and the specifications up front where you really have an engineer's estimate even on construction contracts. We don't have that kind of thing in this one. So it is different. Yeah, just final comment. I'm just trying to look out for the taxpayer money and dollar. So we had our household household hazardous waste event on April 5th. We served 165 residents that day through mid Valley disposal. We have our upcoming city banjo cleanup and compost giveaway Well, supplies last. the city's budget for the budget for the budget for the budget for the budget for the budget for the budget for the budget for the budget for the budget for the budget for the budget for the budget for the budget for the budget for the budget for the budget of that in house. The pool complex including slide is ready for next season. County came out past inspection first time around. Team effort between the water division, public works and rec and the splash pad is going to be ready to inspect an early May. So that's moving on and then last meeting I gave some well updates. We had some wells that were offline. So well six on anodale and K. It is back online and producing an extra 200 gallons a minute that well historically has never produced more than 900 gallons a minute. It's now producing 1100 gallons a minute after the latest maintenance effort on it. Well, nine at Greenwood and Florence. We have a granular activated carbon to take out some constituents on that well. We requested from the state that we deactivate the vessels they agreed after looking at the data. So once we took that GAC vessels offline we are now getting an extra 400 gallons a minute out of that well too. So two wells we touched gave the city an extra 600 gallons a minute of water supply for summer. Well number 12, Anadil Eastofowler, the hydrogetting has been completed so they're doing the post rehab video and the pump text pump tests next week and well 14 the same thing Jenny now I'm getting the videos 12 and 14 were planned maintenance So they went down intentionally So we're expecting those two to be back up in early May and then we had a hiccup with well 2 a Which is over on greenwood by the park there? We had high chlorine residual alarm go off and we found a faulty chlorination system was over chlorinating. So public works immediately shut the well down. We had the how are the parts to repair everything we needed in house and today they went out, troubleshot, fixed everything and that well is now back online as well. So good job by the water guys. This portion of the meeting is reserved for the mayor and council members to make brief reports on boards, committees and other public agencies and at public events to initiate new matters and to request updates and to initiate new agenda items. Under this section, the council may also take action on any item specifically agendized and which meet other requirements for action. Mayor Prokten. Harris, any items? Will you have mentioned Wolfian Sacramento, the mayor and myself? It's with the League of California cities, what it's called, it's called a legislative action days, where pretty much every community in the state visits Sacramento. We not only attend a convention to learn about current activities and current issues facing our cities, but it also gives us a chance to meet with our legislator officials too. So the legal be setting up meetings, probably what assemblymen around me will assume and hopefully State Senator Cavallero as well. So we'll be out there, you know, talking about Sanger and any assistance that the state can provide us. Also the paint recycling, I just want to give a shout out to staff for putting that together and the county president over having it. I think I threw your numbers off. You said the number of people that came by because I came three times to that saying. I brought paint and then I went home because when I was dumping up the paint, they were taking TVs too. So I came back with a TV and then I realized I had more paint at home after I got home and I came back again. So they were really quick and organized and it came really fast. So it was a good event. And then I did have some issues throughout the week and someone had mentioned me after the last meeting. You always say that you work with your city manager to work a problem, but we're curious what you face. So a couple of issues that I've had over the last week that were brought to me by residents of the district three were chickens in the backyard of our home. I think people know that chickens are not allowed within the city limits. So a code enforcement did pay a visit out there to tell the people you got to get rid of chickens. You're not allowed to have those. There's an issue of trash being dumped on Bethlehem Avenue south of the railroad tracks. And what happens with these issues is when someone starts dumping trash, it breeds more trash and breed more trash. So unless it's taking care of right away, it's just going to end up becoming a bigger, bigger problem. So a city manager informed me that the prop-ioner was informed that you need to clean that up. And I guess I'm under the assumption city manager that the city can't go out there and clean it ourselves because it's private property. That is correct. The only way we'd be able to go on and take care of those would be through the full abatement process. Okay. Yeah. Yeah. Well, I think that the property owner is hopefully will be receptive to something like this. And then lastly, there's a sidewalk on church, north of church avenue between Bethel and Dalton. I think we've all walked it. It gets kind of lumpy in certain places because of the trees that have been planted there. And I was contacted by a resident there because the trees are actually infiltrating his backyard. So not only are the trees growing southward towards sidewalk, they're going north affecting the residents' homes, their fence line, and actually entering their backyard. So just an update on that. I don't know if you can send me an update, but I'm not quite sure what we're out on that as well. Yeah, I know Eddie and the group's assessing best way. If they can, if there's enough there, they can just cut roots really after remove the whole tree, but they're looking at it. But I haven't gotten their final determination yet. OK, and just coincidentally this issue has happened the past before too. I was, you know, It was before Olsen, but I don't remember what the resolution was, but it's going to end up happening. It's happening now, and I'm telling you right now, it's going to happen again in a year from now, and it's going to happen a year from now. So I don't know, we want to start thinking about some type of long-term solution, but those trees are huge. church avenue between Bethel and Dalton. They're good looking trees, but their roots are just incredibly menacing their awful roots. Yeah, they're ash trees. Oh, yeah. I don't think we'll let people plant those anymore, but that's all I have. So I appreciate you guys give me the opportunity to bring those out. Great. Thank you. Now let's my birthday. Now it's my birthday month to long ago. I appreciate City Manager working me on some of the issues in District four. They're similar to what District three has, but I have some issues when it comes to neighbors, just liking neighbors, issues with dogs and other things and trash, but I appreciate the staff working on those and trying to resolve them. At the last council meeting, you guys remember we had an agency come before us, which is HR community, was looking at a 51 new department complex in district four, which is the area, Cheri and North. Cheri and North and then the Whit area. So I had a meeting with them this past week. Along with City Manager, Learn. I'm sure you're going to be going to be going to be going to be this past week. Along with City Manager learned a lot. Number one is, yeah, it's not going to come through us. It's not going to go to the Planning Commission. They already started the process with the location. And I believe it's an escrow. They do agree that the neighborhoods around the area should be notified. And they do want to see if I could do a district form meeting that area to talk about the project. And no way the project is set to go yet. They still are looking for funding. It's due to this. It is actually through the Fresno County as well that's been supported by the project. It went through them. In January by the board of of supervisors and they voted in the project for it to come. Not just a singer by the locations too. The varies of rent is 30% of their income or 450, 500 the most possibly. They really don't want to talk about who's going to be the clients who are going to be taking the units and of course definitely they cannot say that it's only a senior resident's own needs that means it could be people with in the area or surrounding areas that could live there as well. They did tell me that the place is normally be fenced though have security cameras and they will have an on person on I wouldn't say an on guard but a guard will be there between the hours at 5 p.m. to 4 a.m. if the project does go forward. And hearing that, we did talk to about them working with our police department and talking about what other locations they have and what crime is being in those areas and what can we expect here. So they are willing work really police department. If this project just comes ahead ahead, I'm probably looking at another month or so to doing a community meeting out in that area just to hear many from that area, anybody from that area that might have concern support regarding this potential project that's gonna come in that area as well. Would you talk to about as well the amount of homes that are coming to district four and how close proximity are to this location as well. Currently they're looking at said the 51 unit like I said, there's still possibly a phase one where the possible phase two in the works. And then once again, they did acknowledge by asking the question that this is not coming through us. This is, is the affordable housing to the state of California that's basically requiring all cities to have affordable housing. So our hands are tied for anything we could say, but they are willing to work with the city and with our staff to make sure that they we have a very good project here if it does come to Sanger. So I'm going to continue to have some very good dialogue with them, one with City Manager and then go from there. But I do appreciate City Manager having to set up the meeting and I believe to me the meeting went pretty well, but more information that was given that was given to us, especially not knowing that they already are engaged with property and so on. And I did ask them why they didn't tell us that to be getting. And so it was a hiccup on their part, but they're probably going to try to come here in the next couple of meetings. Again, I would think and then go from there. Other that's everything I was paying care of through the City of Andrews office and I appreciate everything he's doing. As far as the construction, all the projects that he's doing at the waste water, I just want to tell our City manager, thank you and our Works Director, thank you for keep doing what they're doing. It is a long process like he did say before, being there when I went toward it and how ugly it looked, I'm pretty sure now how it's how it's starting to get, but I do appreciate the, kind of information you're giving us, not just to the public, but to the council, and how it's starting to take shape. And I'm looking forward to be a very good sound area when it's to the end. And I know you guys are working hard to do that. So I appreciate that. Thank you, Mr. Mayor. Thank you. If they're being called, they're working on everything that needs to be done. I'm pretty sure a lot of families are going to be coming into Zanger. So I wanted to know if they can do some type of around the parks and make sure everything's clean and ready for a guest or family members of our community here. And also with the same offense, city manager, please make sure to get with them. I know they're here. And, you know, they, I remember when they did come initially for their, you know, you know, right to build there. we should continue with that momentum and get them through the finish line. And then, oh, your next meeting with the building group put me on the invite. And you know, just on backing, you know, what the mayor pro tem said, you know, when people call, you know, I did get some calls about the senior center. Homeless in the field and Bethel and Fairbanks. I think we got, you know, I talked to the city manager about that. And we did receive an email about the sidewalk on O street. I didn't want to address that because I didn't know the legalities of that. And I don't know the city attorney got that email. Please forward it to her so she can check it out. It basically it's regards to trees, you know, in the downtown area that's kind of popping up the sidewalk. And so hopefully we can address that issue with that building owner so that we can come to some resolve. Because we have to remember that we are in customer service. All the people that do come here, there are customers, with public safety or building apartment or us up here sitting as council members. We're here to serve.
