Welcome to the first session of the Hawaii County Council. Please turn our communications devices to silent mode. Oh, vibrate. We have Pastor Charles, brought here of the corner of the corner church of the Nazarene here to give the invocation. Pastor Charles. Aloha. Aloha, how long will it be? Aloha, can I still go to be back with you? Seems like I'm just here this morning. After long ago, it's good to be in, I want you to know that our church prays for you as leaders and I pray for you and so thankful and I'm thankful that the God is our good shepherd. Amen. Thank you for great. He's the one that supplies all our needs. He's the source of everything that we need and that there's nothing that he cannot give us in his strength and his power. The bottom line in my prayer for you during this new session, as you begin, that you would rely on trust on our good shepherd who gives us exactly what we need when we need it. Let's pray. Our greatest Heavenly Father, we come to you today deeply thankful for the gifts that you have given us, the gifts of this council, the gifts of our mayor. We thank you for those that have helped us get to where we are today, for those who served previously on the council, and for the mayor of previous, and for all the endeavors they gave for us. But today, Father, we come from many places, backgrounds, and many paths. And yet today, we are inspired by one singular mission. And that is to advocate for the well-being of all those who abide or are beloved big island that we call home. And now as our newly elected mayor and city council members assume their new responsibility is Lord, may they seek your divine guidance, your word promises that if we trust in you with all of our heart, that we lean not on our own understanding, but that if we submit all of our ways to you, that you will make our past straight. And so today we come before you trusting Lord in your wisdom and your guidance as you lead us in every step we take. And for this new 2024 Council Lord, may be empowered to bear the responsibility of leadership with the us-post integrity, courage and humility. May they be inspired with courage, wisdom, and compassion to stand in solidarity with the needy and for those who are less fortunate to defeat prejudice and to unify our cities, our county, and our island. May they be guided to know and to do what is right, to challenge and to fight anything at all that would diminish justice. Grant them the patience, Lord, to listen to one another, grant them the grace to understand the different perspectives that we share. But most of all, let your truth be the foundation of the decisions that are made and may everything they do be done in the spirit of a loha, love, and unity, always striving to reflect your will. And now as they move forward in this new season of governance, give them peace knowing that your hand is upon them and that you are directing their steps. We thank you, O God, for your constant presence and for your wisdom that you so freely give us. Lead us today and always in the days ahead and everything that we do that may bring glory to your name. It's in your son's name, Jesus we pray. Amen. Amen. Thank you, Pastor. Hi, Kimo, Mayor Kimo Alameda called this inaugural meeting of the Hawaii County Council to order. Sorry, the appointment of Deputy County Clerk Aaron Brown. I'm going to hand it over to our County Clerk, Sean Henry, except this time. He's better than nothing. Mr. Brown, if you'd like to come forward to the table and I would like to give you the opportunity and this will be for those in attendance from the administration kind of our format for appointments and nominations. So we before he precedes, I just wanted to thank everybody in the office that has been able to do our best to fill in the gap that Aaron has been gone for a year. I'm doing what he needed to do and we're very relieved to have him back. But I want to appreciate everybody out there that stepped up in his absence and did whatever they could to again fill that gap and I asked for the council's support to bring him back to the clerk's office where you know, he can do his best work for the people of this community Thank you, mr. Clerk mr. Brown Hi guys, Council Chair, Vice Chair, Council Members. Nice to be before you today. It's thank you, John, for those kind words. And yeah, I'm looking forward with your blessing to be back in the clerk's office continuing the work that we've done over the past six years. I had a great opportunity to work in the finance department with some great people up there. I was able to learn a lot and I think we did our best to continue some of the good work up there and I'm looking forward to bringing you know some of that learning back to our office as well. So yeah thank you very much for this opportunity. Thank you Mr. Brown, Council Member Onishi. Yeah thank you Chair. Um so Brown, you can correct me if I'm wrong but I think former Councilman Aaron Chung had looked at you as being the deputy because of your knowledge and accounting and looking at the budgets and so I'm looking forward working with you to not only working with a council budget but also with the administration's budget, which we're coming up. So thank you and welcome back. Thank you, Councilmember Monishi. Councilmember Cunnelli, you client folder. Mr. Brown, wonderful to have you back on our side of the building. I have one, two words actually air conditioners. I went downstairs to my office and it was a nice sauna down there so we'll get on that right away with the tanks of the administration and public works of course but yes, noted. I say that because you have experience in many different departments in many different areas including small business and You've always been a wealth of knowledge for myself and brothers on the council and it's been a pleasure working with you in all your different facets And I'm happy to have you back on our side of the building and thank you Thank you councilmember Cunnelly-Clanfielder Councilmember Vegas welcome back Thank you, Council Member Cunningley, Clientel. Council Member Vue, yes. Welcome back. Amazing and feel really grateful and honored that you have chosen to return to the clerk's office and working as closely as you guys do with the county council. It can be a wild ride. We never know regardless of the process and all of the parameters around keeping things as organized as possible. Things happen and having had the opportunity and privilege of working with you before you sampled finance for a little while. I'm really grateful to have you back and the team that you have with John, sorry, Clark Hendrix. You're humor and prioritizing connectivity and authentic encounters with people that we work with is heartfelt and I really appreciate it. So it'll be nice to have you back in chambers all the time instead of just when we're drilling finance about the budget, just kidding. Just welcome back. It makes my heart feel joyful. Thank you very much. Thank you, Council Member Viejas. Council Member Kaguado. Thank you, Chair. Welcome back. We're very excited to have you back. I just want to say, you know, my first budget season, you are extremely helpful. And now having been over in finance, I'm sure you'll even know more and can help us when we're trying to, you know, figure out all the nitty gritty and what we need to know around budget. So I really did appreciate that that first year missed it the second year so glad to have you back I yield Thank you Council member he's this model chair. Aloha Aaron. Thank you for stepping forward supporting our communities I've worked with you in a different fashion actually when I settled in redistricting commission I know you weren't necessarily up and close with us, but felt your support to elections division So grateful for the opportunity to work with you going forward. Mahalo Nuiha. Thank you. And so remember, Kirkowitz. Mr. Brown, I can't even begin to tell you how lost, Clark Kendrick was without you. He really was. He was so mopey and grumpy. I had to tell him jokes to get him back in the mood. And so it is a delight to have you back. My jokes didn't always hit. Sometimes they did. But it is a delight to have you back. I'm really hopeful that everything that you learned and absorbed at finance, you are able to bring back to the council and increase our capacity and ability to connect with the administration on budgetary manners and even work on refining some of the programs that we run such as our CRF program and our Vi-Vi-grant. So you are a man with a lot of capacities and skills and we are so lucky to have you back. Thank you. Thank you. Council member Kimball. Yeah, Thank you. Thank you. Council member Kimbo. Yeah thank you. Mr. Brown, we're thrilled to have you back in the legislative branch. I won't repeat what everybody has had here but I just wanted to let you know how much I appreciate how knowledgeable you are and how responsive you are. You've always responded to my texts, you know, lightning fast and that's really helpful, you know, we're trying to get through things on a day-to-day basis. So, look forward to working with you again and thank you for coming back home to us. Aloha, Terri. Thank you. Council Member Galimba. Welcome back. I'm very glad to have you back and we needed you because John needed the competition for a sharpest dressed guy. So, the raising the tone again, he sets the bar really high, I'll do my best. There's always a big shift when this happens, and there's a chance for tremendous change. And really looking forward to see what happens. But today I was really overwhelmed by the faces that I was seeing that are gonna be taken over to departments and the direction that I think we're going in and I just I'm really impressed. I wanted to model everyone who's here as well as everyone who's at the inauguration ceremony and and really just give my model to the mayor for what he's done so far. Thank you. I yield chair.
