I will first call upon the staff to make a presentation as to the military and budget. Thank you. Armour Mayor and City Council, pursuing to part one section 20 of the City Charter, the proposed budget for fiscal year 2024-2025 is submitted for review and adoption by City Council. First document, the fiscal year 2024-2025 proposed budget summary. This document provides a line item review of multiple prior fiscal years, actuals fiscal year 2023, 2024 budget, and actuals as of June 30th, 2024, and projected year in 2024. This document is designed to provide the reader the opportunity to make a comparison between fiscal year 2023, 2024, and the proposed budget for 2024, 2025. The second document is the detailed line-on budget which provides the individual amounts that make up the total of each line-on. These two documents combined represent the city's budget plan for the upcoming fiscal year. First, I'm going to go over current year budget highlights. Our general fund transfers interprojected to come in under budget primarily due to capital projects canceled or advancing to the new fiscal year. Revenue is projected to come in over budget primarily due to interest income. Expenses for fiscal year 2324 projected to be 294,799 under budget, primarily due to projects that are being canceled or carried forward into the new year. The net effect to the overall general fund budget is a projected surplus of $391,933 that will be deposited into reserves subject to year end to audit. As of June 30, 2024, the General Fund cash on hand is $8,265,443. Tax increment financing district expenses. There were funds set aside in the amount of $100,000 for grants to assist residential commercial property owners to assist with property renovations and applications, excuse me, in the amount of $35,000 have been received and processed to date. On February 11, 2019, Council author Authorized Mary County to commence with the Blue Rondon Ellen Park Restroom Project in accordance with the management plan. As of this presentation, City Council has voted to rescind all financial commitments toward the project in order to address the immediate infrastructure needs of our residents. Moving on to the new budget year 2024 2025 the city has decreased the milled rate from 5.6933 mills to 5.3557 for the new fiscal year. The 5.3557 milled rate is 0% greater than the rollback rate of 5.3557 mills. Property values have increased approximately 8% city wide. The proposed milled rate for the certification of taxable value is 7 mills, which was approved at the July 10th council meeting. The budget is balanced utilizing unassigned reserves of $60,000 to offset operational costs for comprehensive plan revisions. In the general fund, the fiscal year 2024-2025 proposed operating budget is $4,635,878 $78 and consists of personnel expenses comprising 38.1% operating expenses 25.6% capital expenses 26.7% debt service 4.4% and 5.2% of the budget will be retained and deposited into restricted operating strict operating and capital reserves at September 30, 2025. Expenses have increased over our current fiscal year by $90,068. Primarily due to increased personnel expenses associated with two police officer positions, which were frozen in the fiscal year 2324 budget. Tax increment financing district, better known as CRA. The proposed budget for 2425 is $1,5,982, which is a 63% increase over fiscal year 2324. And primarily this is due to an increase in funding from reserves for capital road projects. The TIFFT operating budget consists of personnel expenses, 12.6%, operating expenses 9.4%, capital expenses 68.1%, and grants an aid at 9.9%. The budget has been prepared with input from all departments, councils, participation, and guidance, and overall support of staff's efforts are greatly appreciated. This concludes my presentation and review of the prior year and new coming up this school year. Thank you, Jan. I will now call upon members of the public wishing to address the City Council, although either the proposed milled rate or budget. And the other question is, where I see we have put in for on the budget thing, three parking lots for the money to, to a rehab three parking lots. All right, 2013 through 2023, we lost around $4 million because the tax revenue changed on us. The tax revenue changed on us. I'm going to go back in and research because we weren't spending the money. The money wasn't going towards Rhodes. Greenlight was going on at during, you know, prior to all of that. And I don't see that our finance officer understood how the revenues work because we would have had, so now what we would have surprised at we got, we find out that we just lost another $36,000 for the next 10 years. So over the next 10 years, we're not only going to have that $4 million loss again. So over 20 years, that's $8 million. We're going to add $360,000 more to that loss. Because we don't understand the logistics of how these tax revenues work. So we find out with the surprise that we had a couple weeks ago that it's over a 10 year period. It's five year average, first five years don't count the average only the last five years. And when I go back and look, there's not five year road plans out there. And I know that I know back in the green light days, we had city administrators, we had city managers, we had everybody doing everything under the sun for green light. I'm just going to summarize, so I'll write you guys who I was. To summarize, a 10 year period from 2013 to 2021, 23 equals a loss of around $4 million. From 2023 to 2030, we result in an additional loss of $360,000, plus the $4 million that we are still losing from the time period before. So over a 20 year span, Dunnellen will have a loss of around $8.5 million in revenue for road maintenance and operating costs because we're too busy creating failed cable companies taking over failed water work systems, building a million dollar bathroom, trying to do signs downtown, take over lights downtown instead of focusing on the basic fundamentals. Now I know I came down pretty hard on the finance officer, okay, and I'm gonna talk out of the other side of my mouth. I sat in these meetings for a couple years, and I watched councils throw one rock out there after another, tried to turn Jan into, you go figure out our parking issue. Jan, Jan's not a project manager, she's a finance officer. And then we got councils that just keep throwing rocks out there. Go fetch that one, you go fetch that one, man do you go fetch that one. And then, okay, stop, don't go to that rock, you guys go to this rock. It's no wonder we lost eight and a half million dollars. So I think what we need to do is we need to get back to understanding our basic fundamentals, get those in order before we start throwing any more rocks out there. Thank you, sir. Okay. I think that councilman Innskeeps comments are very prudent and that I am looking forward to working with him for the next two years because that's really the only guarantee that we've got. And I've said that before. Five-year plans on councils like this, it's rotated every two years, or negatives. But I'm going to ask you tonight to work with me and Council Member Hunt, Hensher, and the mayor to let's be the people who resolve this issue instead of complaining about it. No, and I'm I mean cut you off Sorry, yeah, sorry. I'm I'm well with you. I just want to put that out there. Okay, you know I'm not didn't go out there to dig up dead bodies if just for the sake of digging up dead bodies Okay, I want to understand what happened why it happened so we can do exactly what you just said and we can fix this thing because we let the taxpayers down forably over the past 20 years, in my opinion, and we can't keep the, we need, we've got to fix that. No, I fully agree with you, but I want to point out that for, I've been on the council for 18 months, and this will be my first term, but pretty much for the last 18 months, we've been cleaning up. Absolutely. We've been out throwing our own rocks, and now that we got this new information about how what we could have done, I just want to make sure that we do tofully apply it, and it was our new finance officer. It's probably going to be a lot on you, is to make sure, let's start a program where we can start spending this and maybe a little more and start raising that money over the average and make sure That whoever's on the council in two years understands that this is the process and this is why we have to spend the money rather than just It being our project It sounds good to get somebody on here with their agenda like green light folks like people that want to buy 999 and cove Like people that want to put a million dollar bathroom in there. That's what they do. That's why I'm so adamantly against this 60,000 against this fund because it is too easy to steal from. It is too easy for a member to come up here and let with here. All we need is three. Heck, we've had more super majority votes up here with just this fourth council. So super majority votes, not that tough to get. I'd like to point out too is that the $60,000 was for our comprehensive plan. And four weeks ago we found out that we really do need to get moving on a comprehensive plan. And that's why I know Michelle, I've come in and talked to you and said let's start. And that's why I was trying to get stuff with the lawyer. I got a feeling we're going to spend that $60,000 this year planning for the future of Daneuwen. I'm not. We have that money set aside. Right. I understand that but the whole deal is is we were going to we charge a taxpayer's twice for that money. We were going to charge in twice until I discovered that. Right. Okay. And then I'm like how are we charging charging the taxpayers twice for the exact same thing when we never did it? That doesn't make sense. It's not ethical. I'm not even sure it's legal, and I'll bring that up at the end of the meeting. But I do agree with your point. Knowing how things work in government, I would not be surprised by the end of the year we find out that we're having to make budget revisions to put more money in the comp plan because of other things that are coming up and other legal fees and things like that, because this is just what we're seeing here is just the tip of the iceberg. And I can see where by the end of the year, we might even be getting into reserves, depending upon what's going on with people on the outside trying to force us to do stuff. So I fully understand your point about the double dipping. And but I want to say that this, it put it bluntly in within three years, the population of Danyalana is going to go up 150%. Because that's going to be another 2,800 people. We've only got 2,000. So our population is going to increase 150%. And that's going to be more planning, more staffing, more of the things that we need to plan for the future. So that's what is Jan was trying to say, and his Walter was trying to say, these are the things that we have to plan for on the big scale. And I do appreciate what you're saying and but right but understand this push didn't come two months ago three months ago this push came from Julian McDonough okay she is the one that pushed to get that money into that budget because I was actually a little bit against her because I was like wait a minute we don't even have a plan but because the original number was $80,000 so we didn't even have a plan and we're gonna go take money from the tax players. All right, and then I lay down and I said, okay, look, I agree. The comp plan needs to be done. We have to get at the two most, three most important documents are the charter. Comp plan comes behind that and then our budget. And so that's why I lay down. So take the $60,000 and I agree. We got to get on the comp plan. We did not get a contractor in place until just now. Okay, so that's what the drive has been. But this has been going on for a year and a half now trying to get this comp plan done. Right. And hopefully we will be the people who recognize this. Because I remember Julian when I first got on the council, we got to get this company and at least she got the ball rolling in. I want to thank the staff for going out and fighting the ED you know for putting out the stuff for the EDA and all the other consultants that we had to approve so that now we are actually looking like we're doing something and I think we've all done it and the next year is going to be next two years are going to be a big challenge to down now and not just in terms of people and what we have to deal with but financially and we're going to see a lot of changes. So I do appreciate what you're saying. I do appreciate the fact that you probably put more time than any member of the last two years you probably put more time than any member. In the last two years, you probably put more time in the budget than all the councils put together. And I do want to recognize that, but I just want you for the $60,000 or realize I think it might be a very expensive next two years for us. And just like Walter said, pay now or pay later, we've got the money. We may not be able to get out of not increasing taxes next year. But everything is coming with this is going to cost us money. I'm with you. So, but again, thank you for working on this. No, it's all good. I don't mean to get on your case, but. You're not. You got a pen in this area. OK. How long did I just think that? You got a pen in this area. Okay. I'm good. I just think so. Well, in my opinion, this is what City Council is supposed to do. And I, for one, as just a member of this council, I am very proud of this council. I am very pleased to work with you because we do listen to each other and we do honor each other's opinions. And that's what's important to me. That's the bottom line. And we're going to continue that. And we have a new council member coming on and that's going to be a welcome addition for us and I'm sure that we'll continue the same ability to communicate what's best for our city and I look forward to it. I mean I would also commend Jan for all the years of service to the city and her efforts in the budget and to try to pull our city together and provide for the financing of the needs of the city. And I appreciate that very much. And I do honor, Vice Mayor Enzkeeps, continued efforts that started a long time ago. We made a promise to himself and a promise to his friends and citizens that he lives with in this community that he would do this and he would fulfill his obligation to research and make every effort to squeeze every dime out of this budget. Because really what this statute is designed to do is solicit proposals for projects as opposed to straight sales, even though it covers straight sales as well. That may not be part of the ad that builds out, but you're sending some at least not setting stones and brown rules as to what you're looking for. So the question to Andrew would be is if that happens, can we then adopt another resolution which backs the date up to when we're actually ready to begin enforcement? Sure. I would recommend that this case is if, you know, given that I'm, it's not only like council, I'm not hearing anything stating that there doesn't need to be an extension. So assuming there's going to be an extension, what I would advise is you don't want to go back in time, so you don't want to pass this and say it will first, and then go back to January. OK. If you reasonably feel that January first would be a possible day, because you can always extend it out. And if you're not ready for January, you can extend it up in February 15th. I would pick the minimum date you think you might be ready for. This is a resolution so you can make changes on the fly. So if you're feeling good about January 1st, set for January 1st. So, we're all getting everything prepared for that. Also since the upcoming storm is here, the Florida Division of Emergency Management, Flood Plain management has reached out. They have guidelines for the city and for all municipalities. Kind of guidelines, just to show what you should do after a significant storm event. And so that we're compliant with our insurance with the National Flood Insurance Program. So I'm working with them and I'm working with Safe Bill to make sure that after the storm we're compliant with that so that we will stay compliant with our insurance. And they can come and talk to me if anybody has an issue with it. I have no problem discussing it with anyone. These are extreme circumstances. And we want to do everything we can. We realize that some of us that are involved with our city government. Living areas of the community where it's not a problem with flooding, and others have much more concern. And it is only the hope that we all have that their homes will survive. And if someone has to come in and wants to come in and make the time up, I don't have a problem with that. But the main thing is that we give them the opportunity to protect their home and that's a paramount of both everything else. And if there's an opportunity later, if they want to work with our city clerk and come up with some type of plan to compensate, that's up to the administration of the city as far as I'm concerned. I want to put as as as Councilman Hancher has stated that primary goal we are a family here in the city and we're a family a community of families and we want to do everything we can to look out for every one of us not only the staff but all the citizens too. And we certainly our hearts go out to someone whose home is vulnerable to flooding. And so I think that's paramount right now. And I absolutely agree. Okay. Make everybody safe when they need to be safe. But at some point we book we bought these hours. All right. So So make up days are not something horrible to do. So if we get into the situation we have to do make up days because of these storms I think we need to take a look at that. But by all means it's not anything to do with the safety with tomorrow's event or anything like that. If Chad determines that we have a monumental amount of debris and public works is just not going to be able to manage it, then we will have to reach out to them. He's getting one phone call after another from parents. Why aren't we mowing the field? Why aren't we doing this? So Chad is having to field all these comments. He's sending out people even the agreement so that they can see. And so I'm getting pretty nasty with him. Couple of them drop the attorney, language, et cetera, et cetera. And so it sounds like there's been a new chair or something, but a lot of confusion out there. Can we get a hold of the chair and get the chair in there and tell them? I've already taken, he wasn't able to make it last month, and that was my cousin's fault, but anyway. But yes, he and I have been a communication. I did give Chad his number, and he's going to be here at the October meeting. Okay, work shop or council meeting. He was going to get back with me to see which one. I was recommending the workshop. Again, I relied on my cousin to tell him what day to be here and it was the last minute and they were just starting the Anyway, it was a conflict. To go along with that, this is a year-long process and it's mostly about multimodal trails, et cetera, throughout the county. We're in the month right now where they're taken public comment. And then next month at the TPO meeting, they'll put out what the public survey results are. And anybody that's interested in what's going on with the trails and all that stuff all the way through 2050 can get on this website that was on that flyer. And you see every plan with demographics, etc., etc., if for all the folks that are interested in that. The only other thing I have is a request. Can we make the chairs agenda be one-sided, not two-sided? When you have to do the chairs position, you're trying to do this, do this, and get really confused when we're flipping back and forth. I think if the chairs position was just one-sided, can flip, can flip, can flip. You see a soulbaker doing this. I think we can accommodate that. Thank you.
