I'm the commander of the Tuxton American region, post 227. We have been asked to bring our color guard and we do this once in order with the city council or very honor to be asked to do that and we will now begin our presentation. So a little bit different today than what we've normally done. And I think you're going to like what we do. If we have our chaplain Kevin Collins, who will lead us in an opening prayer and then we'll continue from there to the rest of the presentation that we have for you. Chawood. Thank you. Almighty God in heaven, thank you for this day, and thank you for this opportunity for our trust and community to serve you by serving others. They've been given to Marines deployed, going to Pacific and to the Israel area. We have given them to sailors. We have given them to veterans that were in the need of health care at the Long Beach Veterans Hospital. So these are our remembrance. The Marines took them in their pockets to take them. There were 643 Marines that we gave these cards to that are on the USS Herodotrum. At the Herodotrum, if you have been reading the newspaper just recently, has been firing missiles and sending planes up against the hoodies. So these Marines are in the injuries and we want them to know that they're remembered here on the mainland. So this is what we're doing with these cards. We plan to send them to various other hospital units and other active duty in Princeton's forkerker and bar stope, which is a joint services desert water training center. So we're sending to them. We stay in touch with the chaplains at these bases. So again, we have done 3,000 of them. We just made another 500. This past Monday and coming Monday we're planning to make another 500 for another group of the planning Marines out of Act 1. So that's what we're doing with them. We hope that you're honored to have them and we have some extra at any of you here with like one, but we first wanted to honor you both first and our council members. Thank you. Hi, my name is Laura Kiersted. I live in the landing adjacent to the proposed Irvine company project. I'll keep it short and sweet. I am in support of this project. I'm really excited for the amenities that it's going to bring to the area. Specifically the park and the proposed retail coffee shop. I think it's going to be a really fun amenity in the little dog park. We talked to them at length about the use of that area and the city has been really open to discussing public input which I appreciate. They walked me through the city park that's going in which is going to be amazing And I think the Irvine company park with the mini dog parking coffee shop is really going to compliment that so Just wanted to speak in favor of the much needed housing in Southern California I am in support of the project. You're the one that pulled it. So, what you got? Yeah. I just wanted to address the comments that come up. And I don't know. I think that with your permission, I think staff had some comments in that maybe answered Some of the comments that we'd received in written form But I don't know if if you want to have staff address that we do receive some comments definitely Do we have Response from staff on that. Yes mayor pro temp if the mayor pro temp and council desires, we have Ryan SwanTech, our Deputy Director, real property here to respond to those comments. Great, that'd be great. Come on up, Ryan. Thank you, Mayor Pro Tem, Nielsen. Council Member Gallagher, Council Member Fink, it's a pleasure to be here before you this evening. There are quite a few comments. most of them were reiterated verbatim regarding traffic within the community and the location of a drive entry to the parking structure on Building One. As with any projects here, development projects coming through the city, the city's traffic engineer does evaluate circulation, traffic circulation, trip generation, driveway entries, ingress and egress. And that has been the case with this project in particular. Looking at larger trip generation and volumes out at Tustin Legacy, that was more recently analyzed with the Tustin Legacy specific plan amendment, which was recently approved by Council in January. So we have recently looked at traffic and circulation. I think some of the comments were more so related to pass through traffic or cut through traffic through the local neighborhoods being the landing there. You know, the project itself, all the local streets within the landing are actually designed with a number of traffic calming measures in place and features, some of which they are as noted in the comments, very narrow streets, they do favor the pedestrians that was by design. In order to slow traffic, they are some of the more narrow street sections being a 36 foot curb to curb street section, which is basically the minimum to achieve parking on both sides, which also helps slow traffic and still establish a fire lane through the middle of the street. So they are the bare minimum to slow traffic. Other measures that are incorporated include ball douts or we call chokers at the corner which reduce the the travel distance for pedestrians from street to street when crossing. They also kind of pinch down the street at intersections to also further slow down traffic. some of the streets also have mid block planters as well. And I will also say that the applicant, developers, traffic engineers also reviewed the project entries, the project volumes, and so forth. They will meet visual clearance standards that are required from the city as well. Also noting the particular entry and question is that a traffic controlled intersection of four-way stop signs so it's even safer for left turn pockets in and out of there. So it has been evaluated but as with all projects here, city staff will continue to monitor and evaluate when the project has actually been implemented. So the intent is that those streets are not for pass-through traffic and they've been designed as such to deter such cut-throughs. But we will certainly continue to monitor as the project is built over time and if there's other measures to implement, that's something that our Public Works Department can look into as well. Okay. Any questions? Council Member Mehmung? No, I just wanted to thank staff for bringing that because a lot of people had those same questions. And I just for my part, those were sort of my impressions as well. I was on my bike down there, not this weekend, but the last weekend. And just thinking about that street isn't great for cut through. And it's well designed for pedestrian. So I just happened to be down there and so remember that. And just a note, I live in Old Town on a street that's used for cut through traffic a lot. And it's still not a good cut through street. I would discourage people from cutting using that street or cut through. But it's not, it doesn't even have some of the bulb, the bulb outs at the intersection that make it particularly ineffective. So I think it's well designed for that. So I appreciate that. I appreciate the public's comments and concerns about that. And the other thing I would say is, one is, you know, we didn't approve the entitlements to this project. So we're not at this stage of things without undoing the deal, which is not what I would want to do anyway, at a stage where we would change those entitlements. But I don't think it makes sense, but it does make sense for us to continue to see that. So in two years, four years time, when the project's built out, I know the staff will be monitoring it. I think all of us on the council will be monitoring it and saying as ever, if there are traffic calming measures that need to be addressed at that time and I'm glad that the residents there are all supportive of that and looking out for that and see how this develops and as that project is built and built out, if there need to be measures come back to us and bring those issues up. So first just wanted to thank those that took the time to review this and the emails were very clear on what the concern was. So that was very much appreciated to see that. And understand what the concern was. I do also want to commend the developer here, Irvine Company, for really taking a proactive stance in this and reaching out. And from what I understand, at least making contact and meeting with anyone that would meet with them as we heard from our caller, Laura, that was the case with her. And that's what we expect here in Tussin that we're listening to the community and responding to those concerns. So upon seeing the emails, I did dig in, I asked a lot of questions and I appreciate Ryan that the presentation tonight that certainly addresses what I also saw and just to add on to that. Really, I've driven through there. There's also multiple stops on, so there's four stops on that you have to go through. So while it saves you as I measured about 500 feet, it's not going to save you any time. More importantly is that the way that that's configured just so that are those that took the time to look into this understand is that that opening or access point could not be configured along Tusson Ranch Road. That would be an issue. And so that really only leaves the current location or just to the north. And as we heard from our caller, that open space is highly valued. It's valued by this council. It's valued by our community. And I wouldn't want to put that at risk or really eliminate that because the location that public space is in currently just north of that entrance point provides a central location for not only this new community, but the landing as well and so it's really not as myopic as this but when you take a broader look at kind of what went into that the outreach that is done the communication but also the engineering and understanding as to why it's it's it's pretty clear that we kind of have to go down the route we're on so So I just wanted to add that flavor. And then the last piece I would just comment on is a lot of the e-mailers were noting about ongoing communication with testing legacy residents. And just so everyone's aware at our last council meeting, in fact, we voted on JPW Communications, creating a very robust comprehensive outreach plan. This is something we've been talking about for years. We years from now. And so there is going to be that opportunity to interact and talk and have an input and influence on what's going to happen to the test and legacy in the future. Thank you. I was trying to figure out where on earth they put the ingress egress out of building one for parking and that seemed to me to be the best alternative of everything I looked at anyway. But I know the efficiency of Irvine company, they look at things three ways and take a look at it, evaluate it and do the traffic analysis and everything else to make sure that it's comfortable for their residents, that it's safe for their residents and I I wanna thank them for all the due diligence they put in on this project, which is, which is considerable. So, that being said, I'll look for a motion on the recommendation for staff on this particular item. Second. I wanted to provide an update regarding the Hydemin school part project which is a joint project with the Test and Unified School District. We reached the 50% construction design stage for the project and completed the relevant plan check for that project stage of review. We'll see the plans again at 90% completion in the next three to four months. The good news is that we're still on track and working within our project timelines. I'd also like to welcome our new police chief, Sean Toulise, today. Today was his first day. He's with us tonight and we'd like to extend another warm welcome from our staff team and the greater testing community. This is swearing in a schedule from March 24th at 10 a.m. and we look forward to that ceremony as well. Thank you. Great. Thank you, Mr. City Manager. Mr. City Attorney. I have no report this evening except a note that there was no closed session or lure today. Thank you very much. Okay. We move on to council comments. Councilmember Fink. Thank you Mr. Mayor Pro Tem. Just a couple of few notes. This is Women's History Month and the Testin Historical Society put out a great video the other day that highlighted four women from Tustin who had an impact in women's sports in history. Evelyn, first O'Hada, who won the first Olympic Gold Medal from all of Orange County in the 1932 Olympics in the four by 100 relay. Caitlin Lowe, 2008 from Foothill High School, 2008 Olympic Silver Medalist and Softball, Brittany Hayes, 2008 Olympic Silver Medalist in Water Polo and Mary Haggertie, a test in high school alum who was one of the great women's basketball players in UCLA history in 10 years as head coach at Chapman University. So I just wanted to recognize a few notes and it's a great video, Donna Marsh Peary sort of puts that out. So check out that about Women's History Month. I just wanted to note I was happy to attend. I think with most of the council was at the Bark Bear Opening and so that's a great park for the dog park for residents all throughout the city. And it's got in addition to the park being right there. It's location right next to the mess hall. Came in very handy for us. A lot of people were doing the same thing we did, which is having lunch afterwards. And our dog was welcome and relatively well behaved in there. So it's a great park and I'm hopeful that everybody will continue to use it. I was happy to get to the OCFA Open House for a little while. This last Saturday, you could probably go there for innumerable years and see different things at that event. And I appreciate OCFA and Chief Federman in putting that on and everybody at OCFA. I'm also on the county, Orange County Waste and Recycling Commission and this is something that's going to come up. I know that staff has been tracking this about the new WISE agreement which is basically the tipping fees and trash contracts for all of Orange County. And there were more people to the Waste Commission than had ever been in attendance at that commission in three years I was on it. All of the haulers were very concerned about the price of the tipping fees for waste hauling. And so it's something that I know the staff is following and tracking. And I think that just for our constituents' sakes, it's worth the people in the city following this because it will have, could have substantial effects on our trash rates going forward. So I know the city is trying to, as is the entire county, to comply with AB 1383 on the organics recycling. And I just encourage you to use those organic pales and everything as well and follow along with that. There'll be more as we go forward, I'm sure. I was this morning, not this morning, this afternoon at the O-Bloom GYN, O-BloomGuyYN, O-Bloom GYN, O-B-GYN. Ribbon cutting in one year anniversary event here in Tastin, great services for women's health right here. So I think that was good. I want to note, back on the topic of women's history month, both of our legislators are having celebrations honoring women of the year on Assemblywoman Katty Petri Norse on Thursday the 27th and Senator Choi on Friday the 28th. And I think folks may have just gotten this morning that Assemblywoman Petrie Norris will be honoring Suresha Bandla from Virgin Galactic as the woman of the year for her district from Tuston. So that's very exciting. Notable, we were talking about the astronaut's returning so she was a Virgin Galactic astronaut. Operation Warm Wishes is having an open house on March 31st from 5 to 7pm at their office before our next council meeting so I wanted to note that as well. And just one last comment on the Hydeman Park project. I'm glad to hear that's progressing along. When I was growing up, you know, the local park for me was at Loma Vista and it was the school. And so the local park for people in that neighborhood in Tuscany will again be, you know, hide them in and, you know, everything was sort of opened up back in the day. There weren't as many of the gates up and so you could go to the local playground. And I'm hopeful that we can consider this as a, you know, maybe something to look at at some other, at other school sites, partnerships with the school district and other sites in the city, to open up more park space for people throughout the city when there's not schools, during, not during school hours. So hopefully this is a model for others going forward. It's really important for folks out there. That's all I've got. Thank you, Council Member Fink. Council Member Gallagher. Two quick comments. Bark Barracks. It was amazing. That opening was way more than I thought it would be. There was a huge turnout. did not anticipate walking into that. But the community came out in droves and just wanted to really applaud. I don't think people realize they see a dog park opening up. They think it was just the six months of construction and then the dog park, but so much work goes into this and really multiple departments, economic development, parks, public works, commission, there's a lot of pieces that go into that. I know that was a long time in the making. I think Ryan, or I think you got to shout out to, I think you guys were the originators. I'm going to say you credits on the record now. But it's just really cool to see all the departments working together and see this success and see the community being heard and celebrating this new win for our community. And then my second comment was just welcome to Chief. Welcome. Thank you, Council Member Gallagher. Okay, well, very busy month so far for everybody, including myself. So March 6th. I'm not sure if it's a good idea to say that it's a good idea to say that it's a for everybody including myself. So March 6, I attended the Senior Center Advisory Board which I'm the Council liaison and it was very interesting and they told me for the first time they had two public speakers that they haven't had in like three years so that was very interesting mostly their concerns were about parking which I've talked to the city manager a bit about over there and we constantly hear that we need to do something about parking and and also probably the facility as we do ongoing so in any rate it was an eye-opening experience. Have some great volunteers there. I think they're the backbone of the senior center. And we went through things like the Bingo Committee, Casino Knights, the egg hunts. You know, what we're gonna do on different things for the senior center. Also, they were planning the event which I'll talk about in a minute. The meals on wheels folks came in on Monday and with Councilwoman Kim and had a nice St. Patrick's Day lunch. So it was very great. Lots of green and lots of folks there. Really good turnout. So anyway, I'll talk about that in a second. We covered that. Special events. They talked a little bit about the Mother's Day lunch. And so anyway, if you have a chance to come by and take a look at the center, go ahead. Or if you're a senior, come on down. They've got a lot of stuff to offer, you know? So don't be shy. They're a friendly group there. The staff and the volunteers and even the participants are friendly. So come on down and use our facilities. So anyway, March 7th, I met with George Boutro, is the Orange County Business Council to talk about our local economy, which is one of the things I ran on to become elected, is we need to boost our local economy, particularly in the South, Southwestern part of the town, so we had a nice conversation about that. On March 8th, I know the bark barracks were there, and you guys were in full fur, but I was already committed to do a screening for Lions Friends and Sight at Century High School and they service 300 people that came in and got full vision screening, glaucoma screening, full prescriptions and every single one of them, probably 325 people left with a free pair of eyeglasses that prescription. So it was an amazing event. I'm glad I participated in that. It was a lot of fun to see people finally go. Oh, that's what you look like. So anyway, it was great. That night also attended the Scouting America, which is formerly the Boy Scouts of America, Orange County Council Annual Awards Banquet. I'm on the board of directors there and it's great. They honored out of the 700 Eagle Scouts that went through Orange County, and were granted the Eagle Scout Award, 130 of them showed up to this event, and they were honored. It was great to see them. A lot of youth participation, and a lot of adult awards, so that was a lot of fun as it always is. On March 11th, I came back to the senior center and the Lions' Local Lions Club did a free laminating event at the senior center, which I thought, you know, when I first heard about it, I thought, you know, there'd be two guys on the table and sitting there and there'd be crickets, but not the case. There was a line of people waiting to get their cards and things laminated for free. So it was great, you know? And, you know, who knew? Obviously, somebody had a better vision than I did. You know, put it intended. So anyway, it was great. Okay, and of course, March 12th, I think, along with one of my colleagues here, we attended the Chiefs Chiefs to Greenberg's retirement events. It was great. Nice to have the taco guys there. It was wonderful. It was good to say goodbye and happy retirement. He looked very non-stressed and very happy. So I don't know how that could be, he's leaving Tustin. But anyway, he looked good. Many, many good wishes to him and his family. March 17th, again, happy St. Patrick's Day, belated everyone, and again, attended the Meals on Wheels event at the Senior Center with Congresswoman Young Kim and watching her, Don and April, and a hat was and served people, was well worth the money. So it was great and she was talking to all the seniors and getting all the information as her eight, quickly wrote everything down, it was great to see. So thank her for coming out to Tustin and spending time with our seniors so that is all I have a busy busy month and it's going to continue I'm sure in next month so good things are happening in Tustin.
