Thank you. into of the proposal, I want to provide some background on the property, including the current development in Thailand's and some of the past projects that have been submitted over years. So the Straits property, as you know, is a 78-acre crystal located 1500 and 1700 is plant street. This property is currently vacant with an orange County tax code agricultural because there are currently cows raising on the land. However, even though the property is currently used as raising land, this future land use in zoning entitles it to be felt with much more. The street's property has a future land designation of multi-useization form. As you know, the future-linked uses what establishes properties allowable densities and intensities for development. The mud category allows a commercial floor area ratio of 0.5 and up to 2 with the development bonus. It also allows the eight dwell units for eight my right and up to and a 30-of-the-dollard unit on this. And it permits the height of the billings to be up to 5-10-years tall. The prop-use zoning district, which establishes permitted uses in other developed environments, is C2 or through a commercial district. This is the same zoning district that is styled along major roads like Westlown, Udra. C2 allows a wide range of permitted commercial uses like pre-cale, restaurant offices, hotel, preparation and entertainment uses and appersword residential. It also provides avenue for appropriate special section uses like fax-free restaurants and drive-throughs, auto sales facilities, gas stations, and many warehouses. The streets property also falls from the city's place-free character, area of ukulele. The overlay requires all new development to eat the deseret-oriented, with the commercial buildings like the close to the road present on white sidewalks and multi-strikes. The goal of the development along east-high street is to generate same type of vibrancy and pedestrian activity that we have here downtown on West High Street. The overlay includes the straights property in a sub-area called the Gateway District. According to the Overlaid Sign Plan, the development program of the Gateway District should contain uses of separate increased activity to the location, offices, entertainment, or destination retail. In order to establish the area, it's a prominent development address. And here is a rendering of the Gateway Pisterin, that was included in that overlay document, which shows how this should potentially be developed according to those standards. So before we get into the current proposal, I wanted to take a look back at some of the previous development proposals for the free property that we have received over the years. These previous products will explain why stock was intrigued by the current proposal and why we are bringing it forward for the session this evening. So the first proposal was from press press and community. So the press and proposed a plan that included 15 retail restaurant buildings, including a drive-through, 12 office buildings, six multi-family apartment buildings, and a team of setter, and ADA townhouse. You can see here from the majority of the sites, kind of gobbled up by the service parking lots. It can vary a little room for any open green space, and not even much landscape offering for the surrounding residential areas. The site of the proposal is from Duberry. This project would include a large version of 10 18 retail buildings, two six-story office buildings, eight multi-family residential buildings, and six town rooms. Well, as you can see, some park spaces provided by its plan, it appears only enough to be the minimum city-coded requirements. The next proposal is probably one of the more unusual projects that we review here in the city. The applicant wanted to build a vacation destination on the property, with short-term rentally units, they called the horizontal hotel, and a few minutes center, surf park, and some retail buildings along these plants. Most of this development would have been completely close off to the larger community as it would be private and private with the advantage resort. The next proposal for the HIE included range uses such as 6 retail buildings, 8 office buildings, town homes, 12 multi-family buildings, a hotel and a gas station. While this proposal was closer to the 8-way distribution, a large portion of the land still has a utilized for service space, which left little area of recreation in the states to support all of those residents. And finally, the latest proposal that we received was from Pultie, who proposed using almost at the almost average square inch with a medium and high density residential units, including nine multi-family apartment buildings, 200 town homes, and 75 small cottage plots, and a few virtual buildings in the northwest farm. So in these previous concepts, I think this work is considering other levels of those but also it's not for those. Other than what was shown to me in the minimum power requirements, there were no direct public benefits provided by any of these smaller plants. That being enough to serve existing, existing environment residents for the community is more. So we consider what the three properties entitled to develop today based on their sea to zoning, the land use designation, and their inclusion in the East, myastory overlay. What I can need is an unique proposal that does provide our public benefits to the community is something that is worth and instant. So with that I will hand over to Mark to discuss the new proposal, federal finance and the other. Thank you. e-mail information. As I did, it's hand-off by the company's leg-off the presentation. Really, just going to our our overview of the proposal to start taking a look at the potential benefits, as well as the developer and some of the projects that are currently on the way as well as the projects that have been completed. So with that, we'll get into looking at the overview of the proposal sent in some of the two cities. So the developer estimated investment for this proposal for this project about $300 million over $200 million. The close area. Oh, sorry. I don't know about that. So they proposed here, we're talking about 69 roughly 70 acres. They proposed as a commercial footprint in the new fall of retail, first floor, a lot of fact Street. And so the north end of the development shows the development of the retail component that will have first floor retail. And then within the center of the development, there's also a prominent club area where the first world also have retail. Proposing also live work on the second floor a CC key hotel with convention space residential footprint that involves town, home, mountain family, apartment residences, senior housing and or an educational facility for the community benefit. Over the years, soccer stadium would see $50,000, sorry, you see that? $50,000, $50,000, $50,000. But thank you for your pardon. Paul, you flexed recreational field, and you include a single-ballroom paddle, courts courts, and in a public park amenity that involves amenity details, such as the dog park, three or less, three years. So, at this stage, what we see in terms of benefits from a perspective of the community and from perspective of the economy. And again, these are to be further evaluated from the standpoint of the community. We see new city-owned and managed sports fields including soccer and baseball practice fields accessible to the public, new city-owned managed sports sports, pick a ball and pound ball courts accessible to the public. Additional city park space amenities including the waterfront plaza. New expanded bike trails and multiple paths which will somehow give the ability to sort of connect to the west arm trail. Increase stormwater management capacity for the entire historic eastern regard and the neighborhood area. Opportunity for new senior affordable housing and, again, an occasional facility. More economic opportunities for local residences, particularly, sorry, not economic, more employment opportunities for local residents, particularly for the historic people in the government community. On the economic impact potential benefits, again, further, the evaluated at this stage, we could see potential for a number of permanent and induced jobs direct. I think we're all there now. Number of permanent and induced jobs which is really direct and indirect jobs estimated in huge, in huge amounts of the local domestic product, GEP, estimated facts on the unique, of the unique mix use ecosystem, bringing commercial energy to the economic base. Also see how it extends the development from a long-class three corridor, complementing and complementing, by the way, and establishing an attractive gateway entrance to the U.S. Careball. As we also see estimated, lived in the number of visitors as well as the related spending that company would visitors to the 5-3 corridor, including still effects to the downtown. So, an overview of the developer, Federal Finance. So at a peer level, it's Federal Finance, and they're talking about like two, what you call it, a media subsidiary with two key functions. The federal group investment is a land development function. Federal sports alliances, these, the federal sports function. They were established in 2009. Their global finance specialists, including the direct lending, component, the commercial loans, construction loans, and venture partnerships that headquartered here in Orlando with offices in New York, London and Toronto. They are actually just relocated here to City of Winter Garden in the last month. So, and the CBO 10-year is also a residence of Winner-Guardian. So, we'll take a look at some of their projects that are actively underway, and then we'll follow that with projects that have been completed. So, in this project, at 21 Winner-Mir, it features 21 lovely town homes, and the investment there was 8.5 million The next one is the back bracket residence and club located in Sarasota Features a 14 acre back and bracket development to 177 luxury combos 18 10 to 12 10 sports, 12-peak-a-kawt-court schools, and a retail presence. The investment there was $200 million. Another active project called the loss in New Jersey, Cartourette, New Jersey specifically, 245 apartment units with first floor, retail, investment derals, $42 million. And then some, so many there, a few of their completed projects, which is mostly based in the UK. I like place, I'd be house, 2552, gallery, gate, and 118 Western Road, point from left to right with investment ranging from 3.8 million pounds to 600, and 600,000 pounds. So the letter of ten, the four city federal finance developer has submitted a development proposal for the Straits property located at 1500 and 1700 East Plans Street. Project proposal that makes use development and sports complex include the rents at commercial footprint, including retail, office, and 100 key hotel. And FlexU's public recreational facility practice deals 500 C sports stadium, a public park committee, bike trails and multimodal paths. Federal requests the city express intent to continue in comments. Appropriate NICEFs which may include zoning and land use assistance which may involve helping to streamline the necessary zone approvals and permits. It would also include infrastructure and land collaboration, which means partnering with the infrastructure improvements and possibly a potentially acquisition of property, funding and incentive considerations, potential exploring potential grants, tax incentives, impact fees, and other impact fee waivers and other funding opportunities, and regulatory and permitting support to help solve a coordinate with agencies and departments to ensure a timely application approval. To note, for the record, as I mentioned earlier, that the address noted in the proposed letter has been updated to reflect the new address, which have been located here to Winnec Garden. So that's the suggested addresses. For 501 West Plants Street, and it's reflected now in the letter of intent, the developers for proposal letter. letter. With that said, what KELIO's covered is all of the history and kind of the journey of our final year. And given the current proposal, that this proposal offers a number of opportunities that brings us to this stage to present to you with this recommendation. And so with that, that recommends the City Commission approve the letter of intent to continue conversations and negotiations with federal finance about the potential development of the property located at 1,500 and 1,700 East Plans Street We're happy to answer any questions. Questions in the commission? So the clear product was 5,000 seats in the stadium. That's right, 5,000 seats. And 160 rooms in the hotel. 160 key hotels. Yeah, from our perspective, I mean, we're a long ways from any agreement I mean we don't understand what the city in property would be what we've been able to use for you know our recreation purposes that we need the investment from the city impact fees that they will ask to it'll be reduced or admitted. So, you know, it's a conversation. And I'm okay with the conversation, I guess, of my standpoint. I'm looking at the other projects. You know, I've kind of always been an anti-hydensity. So the apartments never did it in my thing. We would all love it to stay like it is with the cows on it. That's not going to happen. The other thing I would really wouldn't mind and I don't have assistance. Bill is sitting in one of the garden up the recreational fee. My special referendum and then we would have ball fields all along. So that may be a shot in the dark. But just my comments. I agree with the mayor that the government just conversation. As a colonial born and raised from age of change, I admit it was necessary of growth, but our town has seen tremendous growth in a rise in popularity to match over the last two decades. It's with the vision of our staff here to see and the search for our commission and our mayor that we have also gained in Central portfolio. However, this is all that is concerned. Something like this matter to the ambitious and admittedly daunting to myself and the concerned residents that came here tonight to come to meet with me. All right, the structure is advocacy, specifically the 429, and even our little tiny stretch of the joint play, you're at 20 to 30 minutes on your commute and the morning, the end of the afternoon. So I don't see how we can feasibly add in a large stadium with 5,000 seats. And a five-story hotel and not to mention the shops and restaurants. hope that our sweet little town stays in the hat. The other major concern is noise. So we have the the block party but the can and we have a co-founder's aid and depending on where the tiles are and how high the amps are you can hear it from my house. And so I do worry because a few months a year is a variable but a few times a week would definitely be a nuisance. So it's my hope that we take those two things in consideration, especially considering that this has been green space for so long. I do understand who can't keep it that way, but it would be nice to see what the city would have ownership of in regards to fields and really have a better idea of what's going forward before an environment that is agreed upon. Well, from across all across the surface, my concern is what's happening for the development we had hoped to have for the East Side people, that we raised them with Christ. Well, they've only got into business for two years. So I have a problem with two-year-old business, two guys pulling off something like this magnitude. They've had a history since 2011 of development and promotion, but not really the state or community. So that's my first dish. The second, what happens to the major group houses around them? What happens? What are the impacts of the waterway that's going to be built around them? What is that new for them? What's going on in the schools? And if we give exemptions or waivers or income believers, that's going to cut into the lifting up of everybody in our community. My third question is, if they can't build the stadium in Orlando, how is this one here? And then the last point, sorry, one minute. How on earth are the words going to support this kind of fact? They are diligent on trying to make sure that whatever happens happens the best that it could possibly happen. I look at what but it's been approved and open down Daniels. It's absolutely wonderful. If any municipality can manage a 78-year project that's going to happen there and keep in mind the citizens and the impact to the roads. Obviously if you're developing 70 acres you're going to put a lot of money in turning lanes and everything like this. Anything that is built directly adjacent to a major thoroughfare like the 429, You't put low income housing up against the 429 Nobody would want to live there. You have to put something to buffers the noise of the traffic to there Obviously I would have a financial gain probably if this 70 acres Was developed and developed very nicely. So I would support at least a letter of intent to continue to discuss this to just turn it off and say no straights you can't ever do anything with percent of the acres that you purchased 25 years ago. I think it would be a mistake and it would keep other interested parties away from trying to do something here in the city of Wintergarten. So all of the residents, you have to understand what the staff is working towards. Absolute perfection in what happens within East Lamp Street in one of our folks. I would support the city at least entertaining a letter of intent and opening up dialogues. There's nothing wrong with talking. And we have to have the road and things are going to be neat and changed, but I'm just concerned that we'll road still be able to handle the traffic that would go down the Saturday past this. And I know, well, Koi isn't aren't they planning a billion dollar project just about a mile-law way. Yeah, I was crossed. That's just like multi-bialat and some of the same roads. And I would love to be able to not be like Clare-Mont, who's kind of built out before they had the roads. If we need to build this, that would be great. But also, we'll know that water's going to go. We're going to have flooding problems like they did at the Oakland cemetery when they built up that apartment complex and then we'll head grace popping out of the ground here. And what are we going to mean? Something may need to go there. And we're going to be to know not really overground the community over there. I mean, what is East, when a garden community feel about this? Anyway, I don't know if that changes, you gotta come. I still wish I could have a starlight driving, but you know, you can't have everything. I'm with you, I enjoy starlight. I'm with you now. Anyway, just, whatever it is, I wanted to be something that we will enjoy and look at as opposed to like what the West Coastooks model was, where they built all that project and then after 10 years it's kind of like they need a redevelopment. Some things weren't willing to okay, but if we could find a way to make it more for the community that already lives here, the residents that already are here that they tax as to enjoy, and less about bringing the transient visitors that caught up our roads, and it doesn't even help the merchants, because it can only serve so many people before they have to turn away. So if you could find a happy meal where everybody would benefit and maybe not go a huge hotel and a huge stadium. Find some other ways to make it a better green space that's profitable, maybe entertain some other proposals of the ones that we were shown that was the greenest. But I still am very, very concerned 5,000 seat stay in and alone one of our roommates just trying to get on the turn pipe is a nightmare anymore it's 4.9.4 how are people going to commute around here? It's not feasible so we could find a happy medium revisit very evenly get rid of some things add some nicer things the trail, the trail, the dog park, that was cute, the pickle balls, things that the community can use without shipping in a bunch of other traffic that we can't use. So if they come to have anything like before, otherwise I'd be against it. Thank you. Okay. All right. Back to our city commission. I think, you know, the car. I love the car. I don't believe it's a condition, but if I did, I would, but come and stop. So I was in your seat back in 2006. And that process was interesting to me because we had a developer that started with what they wanted. And then citizens that had their request concerns. And as time went on over, the year map process, the size got closer together. And a lot of work heard and there were a lot of work that I was against at first had a conchopment of the Indians of it. I have more questions about this project than anything. It raises questions. Everyone, you've asked how do you get 5,000 people in and out, single-lane do we make them build a, you know, their own access to the 429, because you're right, they're not going to be able to serve 5,000 people downtown. So there's concession that we have to make, but we are so far away from where the city would even go forward with anything because we've got to have a discussion. I like the mayor's idea. No, no, no, no, no. So I actually think that we should do two things, Mayor. I would move that we continue discussions, but we also have staff engaged in the cost of us to buy the land and do a referendum. So that would be, I'm going to move for that. I'm going to tell you. We're going to try to pass a referendum, got some grants on the government, and we purchased that property. Against many, many folks in the community that says, we want the tax base. We want that money to come into the city. We're going to develop it, we're going to keep our taxes down. for them to develop them. Those same people, one year later, saying, oh my god, it's the most beautiful part you've ever done. So all I can tell this commission is, once you develop, it's gone. So hopefully you follow this smart growth policy. Looking to it, you're correct. We can't keep cows on there. but I love your idea in there, the referendum. I think the community was supportive. So I didn't really come here to think about that. I wanted to pass that on to you all. What I did want to see about was just a quick question. Why didn't the city do away with recycling? Under this agreement we will designate task force officers who will assist ICE, when requested and available and then if I should we become aware of ICE related law violations Dooring normal course of duty officers were remained in the city Carry out normal routine duties They will receive specific training and guidance from ice Specific to the mission parameters at the sign. We will have one member on each platoon along with supervisors that Designated as TFOs or task force officers to receive the training. With this being a matter of law, if you will concur with my decision, I'm going to have all the right to chief to proceed an executing agreement.
