I'm going to ask you to come in. I'm going to ask you to come in. I'm going to ask you to come in. I'm going to ask you to come in. I'm going to ask you to come in. I'm going to ask you to come in. I'm going to ask you to come in. I'm going to ask you to come in. I'm going to ask you to come in. I'm going to ask you to come in. I have always thought my mother would understand only so. There's more talk about this. All right, do we have a forum? Yeah, we got an expert forum. Let's go on. We have a forum. That's all we need. Now that's not what we're talking about. You should have a semi-invental. Well, as a pan, would you like a bread in minutes? I'm sorry. It depends would you like right minutes? I can give you some here. There's another one. We have another end. I can't give you one. Thank you. Yeah. Good luck. Good luck. We're going to have to cover the cup. Thank you. about, I think,. All right. We can make any friendly additions. Go. I'm there. All right. We can make any friendly additions. Hey Matt, we're voting like this. Find out. Matt is the audio and everything for you. I can hear you now Kurt. That's great. Thank you. Oh, we've got that too. Excellent. Hi, John. This is my gal. Let me give you a gal. It's very clear. All right, everybody. We're going to call our meeting to order. This is our March 20, 2025 meeting of the Environmental Sustainability Council and the Energy Transition Subcommittee. We have some remote participation. I think there's some rules about how we have to do that. There has to be a motion to allow the room for participation that is seconded and not. Yeah, that's the version of where the rats and the position for their needs. Okay, so do we have online this evening? Hi, yes, this is John Ferris. I'm in Miami, Florida on a personal matter. Matthew Cunningham Houston, Texas personal matter. I would like to move that we have proved the virtual participation for John Ferris and that kind of. Anyone second that? I have you. We're going to wait. We're writing things down. Debbie has got us. Thank you. I'm online as well. Thank you. I don't think we need to do remote participation for you since we're just. Right just for the first. Thank you. Right. I just want to let you know I see your things. Thanks. What is in favor of the remote participation for your own Matt say aye. I and the host the eyes have it the remote participation is. Thank you. All right. First, for business this evening, we're going to do a roll call and then we're going to talk about the roster and some changes on. It was on the ESC exactly. So I'll go first, Joseph Sharizee, chair. My car was in Christchurch. Very. For Lawrence. That way something. So, you all must have a table with us. No? Yeah, we should turn the table. Yeah, we should turn the table, front to the table. Obviously not like us. Yes, you should see those polypriciangas. Yeah, we're in the mail room. Don't award share of your mail. Something like that. Yeah, I got this. Yes. Don't worry, Chair. Online have John, Matt and Debbie. Great. So, first, can you bring up the roster? Thank you. So the first piece is Jennifer Taboro has resigned from the industry. So we have a COVID seat. And I think the other one was, what was that? Indy Crawford, right? Oh, there it is. Okay, sorry. Very fine. I don't have a good eyesight. Amy Crawford has not signed or not requested to re-elke his membership. So we're going to assume that his term is done and we have another open scene, unless I get a program very soon. We haven't seen it in very much so that is probably the same thing. So if anyone has any friends or would like to join the ESC, it is interesting to join it. We would be very welcome to have any members of our community join and contribute to the environmental sustainability and foster. So please consider that and we're very friendly so you can come hang out with us on Thursdays. Thank you. Anything else I need to open my head? Yeah. What? Mike and Matt. Yeah, I actually got us wanted. That's right. Okay, so we're going to move on. If there's any other comments, unless there's any other comments. So public comments. Now we're going to do public comments. Yes. Okay, so we're going to do our public comments with anyone with us as you didn't like to give a public comment to the UNICEF. Yes? It's an amazing way of question. Could you come up here into the mic? And please state your name and address and have a few minutes. Thank you. Thank you. My name is Ben and I'm the director of the nonprofit. I'm the writing professor. I've been part of our campus. I wanted to ask you to work with the new Senate and And we're going at Solid Winslet Center on a repair clinic or a big set of clinics, repair office and eventually a full-length library. And I do know that a few states have the right to repair fields by having introduced the in all the states. I states where just my interest are perfect for things that feels and I was just wondering that it's something you know, well, okay. Very good, thank you. I'm sorry,. I'm thinking it's related to the legacy of Mr. Brown's hardware. We're thinking of doing the first fix it, planning it at the Brown's Park with their partnership. Basically fixing things given more life and it's not about the fixing of things, but also for new community. So it would be as small as a daily bear fitting to having a trailer, the tool lending library for a library of things starting from mobile library. So basically getting the community together to revert things. There's a lot of trades and expertise from seniors that could be added over to younger people. Thank you very much. Incredible. Right to repair. Very important. I think everyone should have fundamental right to repair all of their possessions. And very important. Farmers, people who work with lunchuris, which is basically everybody now. You have a phone in your pocket. You should be able to prepare it. Half the budget you want. Yeah, thank you so much for that. Great idea. Definitely would love to support that as much as possible. But anyone else that's anything like the public comment? Yeah, we just wanted to thank you for your comments. I think last week, we took the council. It's worth putting solar on. all read it? Go to read now read it now. How would you like to answer this? John, yeah. Well, I was wondering, those numbers on time, you can quick summary the highlights. And we've done the basic, we said that the Wall Street climate action, it worked differently, and said that, you know, we did work that, we've done with together a couple of metrics listed in the presented last month. And I've just come along with recommendations and other enhancements that are being considered, recognizing that the equal mouse travel dispersion in possible to actually measure, but another metric that might be possible proxy shows progress is The vehicle's actually very stupid city The vehicles per capita two things that are pretty easy to get all the Pulting those are trend downward, but it's not an idea, but it's something But you have the The residential energy audience we're mentioning is a possible metric if that happens. So you just need to get a commercial energy allowance program, including those as far as symmetric those accomplish. So let me now step see if I have to put three. Number four on that list was recognizing putting it into the metrics and your goals is that a rooftop solar half of the target in the community interaction plan is a partial, additional multi-family. So to add that as something that you're keeping track of, it's in there and the metrics would make somebody actually write them as a goal because they're using both of the way itself. And then finally, there's a question about how to measure gas usage. There's a separate outlining gas. We've got to get better each three years from council governments. But recommendation, consider if you can get that a gas consumption on a quarterly basis, based on the tax, that remittments from Washington Gas to the city, is based on roughly B-D-U or thousands of U-B, how many durbs are actually sold, different customer classes. We'll get some trends over here, about a couple of years you might inform I hope that the weather's getting warm winter. We get cold winter, but your gas usage goes down. You know, you move in the right direction as far as you can. All the metrics. So, there's some violence in there. So you're saying that watching the gas, determine that data on it. Because it goes to business. I'm wondering if we're actually thinking that possibly Commissioner Webner, whoever's in the money comes into and watching guests, it's a, if they don't have watching guests, itemizes their two positions, they're in the form of a tax rate, they have the pay. Multi-family, single-family, that's what the person is talking about, different tax rates. So they can be having itemized to see if we pay this much of the and it's the climate, because that is what happens. You may collect the tax bill to pay it back in the city. So, it was quite us identify all the churches. Because of the city's capacity. The same capacity. The same capacity as the residential single family that the order of that time is actually tax-free. It's not perfect. It's a little bit bit of flat feet, but it's something. Just a couple of others, I'll just give you a little. There was a statement in the metrics discussion that was that it's hard to different levels of extract from the current population of e pumps and electric heaters, gas water heaters, and what you find in the existing population of appliances. population of heat pumps and electric heaters, gas water heaters, and what we find in the existing population of appliances, is that there was some wording in here to confirm that so it's a little bit of pain and being in terms of job, so the benefits. So to just go through the data sense, I've put the database on a waste of doing it, to have the better baseline. Technology is very tough to get that information. The data is not set up that way. Now this is how it works. What would it take? They would tell us. I have the right one. On the left I've worked. Things that make it the existence, existence, technology. Select it. I thought you were in the permanent crisis. I think the part of this was pushing Dean off of him. He didn't plan that. Not sure what the firm made price that's in it. I think the part of this was pushing, being off of even a client app was getting a natural gas, going to electric. Otherwise, people want to hear what its budget resistance is, what we hear in a way in the primary goal was to get off a natural gas. So that's the great good thing here. Here at least carbon-free. In fact been inefficiently expensively, as there's just a standard of that sort of thing. For the indicators of the things that you can track, are they going to be baseline to the energy action? So they're going to not mind how to see what the goals of the energy action plan that are on the construction on page 9 of the plan. And a lot of them are animal goals. So for example, for something like this, find a lot of heat pumps in the lecture bar, if you're using the city, that baseline is in a goal of the plan of. There are a number of reasons. So we're going to track every year and then we're going to treat the baseline as kind of 2023. And let's see how we improve that. So not necessarily tracking it. It's very cheap. Well, we're going forward. Yeah, going forward seeing where we are in 3 and 9. You know, keeping consistent data each year so that we prepare that as a good one. What about the just to ensure how active it is in our region, but I know that many have some hand response programs and I'm not sure whether they can really be included in the aggregate, but it's like smart thermostats that are registered against it and we need to get a sense of how many people have a family in the app. You could be a subset of the bigger picture. You can just don't get a small picture. Any other points on that? No. Basically, three of a summer. I'd really appreciate it. Questions of the session. Whether anyone, whether any any other comments received? No, just that one. Anyone with us online this evening would like to give a public comment. Okay, let's see that. We'll move on to our next agenda item. The approval of the February, yes, e-minutes. First off, thank you to John Ferris for writing that as I believe. And I appreciate it. I don't know if I can make any edits or additions to the February, yes, meeting minutes. I'd like to move to approve the February. Yes. Thank you. Thank you, my. Thank you, Sarah. All those in favor of improving the February is, you units, say hi. Hi. And the others, the IASA, the HR group, thank you. Next we'll go on to our liaison and subjectivity reports. Okay. Jim, you want to start us off? The only thing that I that I would like to be about the advantages of climate change that recommend to just recall it. It's now getting helpful. They are final action. They have work session first and then. Final action. Very good. Thank you for that. Debbie. Like to report to us this evening. Yes, thanks Tim for that update. I believe it's April 14th, the final vote on accessory dwelling. So thank you all for the letter from ESC and from the students as well. Appreciate it that. Still time for people to give feedback and comments between now and then. And then I also wanted to highlight that this Monday is the budget presentation from, it'll be our first budget presentation from the city manager and presentation from the chair of the school board on their updated budget from the December meeting. So that should all be posted either today or tomorrow. You can look at that ahead of time or certainly give me any feedback or insights you all have. We also had a survey, a community survey that was completed in February with 400 respondents who were pretty well demographically matched to what our actual demographics in the city of Falls church are so split between age income homeowners not homeowners gender race and And a couple of the top items were definitely focused on. The responses were great. We had like a 94% approval rating, which our hired demographers and surveyors said was pretty unusual and we shall be pretty proud of our city staff and. what all has been accomplished in the city to have such a positive and favorable rating. When we looked at the delta between what people really wanted instead of their top priorities were and how we are spending our money, we found that a lot of that would be in walkability, sidewalks and paving that people want updated. So we'll be trying to address the requests and comments from the community and have it reflect in the budget. Obviously the budget is going to be pretty, you know, we will be reviewing what the federal impacts to our budget and our grants are and assessing whether or not we'll have large of a contingency we keep within our budget as well based upon what's happening at the federal level and its impacts on our residents whether that's jobs, food, housing, etc. So more to come, there will be a posting of all the open houses for a budget review that everybody's welcome to attend and you can always send comments directly to council or to me and happy to take any questions you guys have. Thanks. Thank you, Debbie. Appreciate the update and definitely thank the walk-through improvements and one of the top goals we have in the community action plans. We have more people walking and most people try, so that would be that type of investment. Really, let's get back. So, great plan. Is there anyone else online for that? Or the two? Okay, sorry, a couple of things, a couple of questions that were previously asked that I have answers to. So recently, we're interested in the status of the virtual power purchase agreement that I've been talking about over the last couple of years, the VGA. So I asked representatives from Marlin Sen and Blackspurt that were kind of leading that charge. We were more of a supporter on about it. I quote it's read. But they said so they're still working for the local government, the EPA projects, a few weeks ago, there was a meeting with the core group of local governments. So that's Blacksburg, and Marlin Sen, and Fairfax,ax County and Richmond, of the draft NOA for procuring energy services consultant to develop an EPA project proposal for this group. There's some procurement items that we're currently working for to continue the momentum. The other aspect of the project was to circle back with other local governments, such as Wallsturch, who have been in this conversation over the past few years to kind of re-gauge interest. So I've left them now that we're definitely still interested in looking forward to hearing what that group presents to the larger local governments. There was a question previously about the future of the composting program and how that might go this year. So that's going to remain as is for this year with the city providing a place for people to drop off their compost to be collected. Providing a third bin for people to compost in would be very straightforward to implement, but it just requires funding. And given the plan for a more conservative budget this year, it is unfunded for now, but it will be brought up again in FY 2020-27 and after that it necessary. There were some questions about federal tax law, and that sort of thing. That's a good thing to keep an eye on as the budget process moves along. And in some of the budget zero federal post-RDN for the Monday and just presentation and counsel on the budget. You know it's about federal dollars. Some other updates. There are some interest that have been gliable are with the new principal project manager of the city company is the introduce himself talk about projects that might be working on. It's the one in charge of the community center at HBC, the geothermal. So, is it ready to come with future meetings, essentially sometime with spring? And some other updates to the end. The sub grant from Virginia Energy, the EECCBG sub grant that I've described a few times had a bit of a cause due to the month starting to be the federal government. Recently, he received... the ECBG. So I grant that I've described a few times. Had a bit of a pause due to this month's certainty of the federal government. Recently we received new guidance through the federal government from media. We threw the federal government. What's the main data we've created in the Department of America? And they just gave us new guidelines to kind of change the application a little bit to make it line up better with the federal guidelines. So we're based on meeting that this week and it's still a positive. I think we are still in good shape to see that grant funding to set up a residential energy art program. I should be hearing about that very soon. I didn that will be a little bit more interesting. I think that will be a little bit more interesting. I think that will be a little bit more interesting. I think that will be a little bit more interesting. I think that will be a little bit more interesting. I think that will be a little bit more interesting. I think that will be a little bit more interesting. I think that will be a little bit more interesting. to actually get photos that are front balls searched because we like to have local photos for the website. So if there's anyone here that you know anyone that has some nice electric monoclinic with them, they look feature and the one stop shop, this is my blog. Let me know and I can have feature that will be prepared. You have two or three photos, it makes everything easier. We have those, you know, right in the back. So this is Debbie. I can send a couple of those. Yeah, that would be great. We'll take anything. Nice news about that. I heard any questions for the prepared on events? I don't use our updates on tracking. Plan stuff? Just a stick with refreshment. Virtual card, it's agreement. Like what is that, what is that the place? So there's a whole list of Epic use materials that can send out, the idea, I believe, is for us to work together with other people, other local governments to get energy from a renewable source. That's not necessarily equal to us. Maybe John, you have a better explanation for it. Yeah, it's actually, the Arlington County has one right now for a lot of their other gums that join with MSA. So you can pause. Yeah, actually, the Orange County has one right now for one of their governments up jointly with the MSI. So it's a power plant, it's a full plant. It's a full finance, finance, a full plant that put the participants in the financial exchange. We put a full vehicle power for their strategic advocates and here. It's our command. Nice. Well, yeah. Thanks for the opportunity. So I'm going to add parts that we can buy racks, but we don't necessarily need to So I'm going to add parts that we can buy racks, but we don't necessarily know all the time exactly. There that has come from and some of the things that. and it sells ats rx or like trial, by a chart, by a nest of, so they could be chopping out. I have a child child child nurse so they could be charging down trees and forests like fire and stuff. They make fire gas and it's not really well-known on Santa Vise. even better than coal. One, you need a little water to come online. So it's a way for us to help flood the production of the renewable energy. And also that energy does power false-tricks, because we want all the energy and false-tricks. So it sends it very much, much back and better for the individual. So I'm trying to find what happens in the cell. City is currently purchasing rags into an annual basis, but they are relatively slower, maybe the months, but they're, from a place where they're not really added, as a standard. By the direction, it doesn't really add a clear addition to power in some way or some built solar before they did it. And now they're just selling it to people. Why didn't they put it? Not necessarily. We had it. to the end of the month. Why? Yeah. Yeah. That's. So. Thank you. the local jurisdiction. Part of that transaction. Thank you. Thank you. Okay. One. One. One. One. One. One. One. One. One. One. One. One. One. One. One. One. One. Thank you for that. I think that's it for subcommittee reports, right? For anyone? One of the guys, glad to be here. Yes, me. Yes, yes, yes, I want to press some very familiar the Solarized Now the program People first That's the yes the vendor is going to be such a vendor and we'll announce that on your phone first. I'm sorry, let's see. I'll put one or two lines program. Yes. That's the, yes, the vendor is going to be selected to vendor and they'll announce that on the first. I'm sorry. Well, the one or two lines program is the program that is Charlotte Spill. They run the Solarized Program for Nation with no cloud. This is the Northern Virginia Program. This particular one, they selected to vendor for that. They work with the USC. They're doing please. But look at the government's telephone. If we revet the vendor, probably they get some lower pricing and then they help screen the company and the president of the presidential patents. Perfect. Yeah, great. Thank you so much for that, John. So we'll keep moving on here. Thank you so much for that, Rob. So we'll keep moving on here. Thanks. Before we go on to the ETS overseer. With anyone else in the public, I'd like to give a comment. See that. So we're going to people of the rules of procedure, please. So I was looking at our guidelines and finalized for sent to me by a very studentist member, the HSC. And we're supposed to have an overseer who is a liaison between the SC and the ETS, who is the SC members, they're not John. You appreciate that it comes to the SC and I extend it, you appreciate all this time. So is there anyone who would like to be using to test overseer? For fun, better, contain what Dawn has to share. That's right. That's right. If Dawn were not too up. That's right. It's a very important role. We can't trust just anybody. Yeah. Every phone. It's very Southern. Yes. Back to our southern roots. John, we remain the chair? What is he saying? Can you choose your own title? Sure. You can find yourself whatever you want. Did you get that piece? Yes. I don't like building stuff caskers in subject to play. All right, I don't like to know the stuff cascades in subject to poehive. I can't just put it in. I want to start with where you can do that. So, yes, subject to that. Separate means would actually have you involved. Staff is. So, it's not. The overseer is not the staff data on the new environment with 10 city, ETFs, like the app directoration group there, education has to be focused on the same thing, but to be able to talk about it, the people of the two, who are participating. And then you need to have the data on the platform. So we can reach it out and let you data to have these on your butt. That's number one. This is reaching out to you. But you need to probably be put information from the people on. Based on the needs. Yes. Overseeing is a committee. So that says that's all. What are you doing to oversteen this? I believe it's yes. So. I'm tired. I'm going to act in the days of your sick home. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm sorry. I'm paying your bill. I'm paying your bill. I'm paying your bill. I'm paying your bill. I'm paying your bill. I'm paying your bill. I'm sorry. Hey, Mike, could you speak up a little bit louder into the microphone? All right, yeah, so the, I was just saying the ETS is to have separate meetings about three years ago. Which is what I took over. Anyway, in... and up until about three years ago, which the... What I took over. Anyway, I guess it was determined that the staff liaison, really kind of worked because they not only had to do an ESC, they also had to do a ESC. Yes. That was the same thing we. Thank you for the instrument. We don't have any plans to make ETS start having some meetings again. I just have a legal obligation to assign co-opers to you. It's this. Great question. Great question. Would you like to move to dissolve the BTS? Is that your goal? I don't want to hurt anyone's feelings is the main thing. I don't know who else wants to join BTS, not the GSC or something like that. So I'm pretty happy that John gets to join us because he gets to acknowledge his comparable contributions to the city. I mean, I totally exported it. There's good reasons to be joined. We're in the best place. So it's the otherwise money that is what gives society. Thank you. So Paul, the committee. So that had been there. All the subcommittee's are basically ad hoc special design, it's one of the ASC. It's a term purpose for people to travel about what they're done. Some with a lot of ETS kind of, when it was an energy plant, so much of what ASC units, to end the the Latin Union used to be, SC was made up of extension to climate stuff. I'm a teacher. Is anybody think that sort of checks to you? No, I'm a teacher. What was I designed? I didn't know I'm talking with my seller. It's an app like me. It doesn't have to be on the ESC. But that thing in regards to being on it. It used to be any car. But does he sell purchase fame at all? No. So I would suggest actually the end of report. Each of my ideas of some communities with future. Can I buy what tasks? Yes, he can see us what tasks. So many of my wanted work on it. Then restructure whatever some of the many. So necessary to. And you have anything to add? I would just add off of what John said. restructuring ETS or creating a separate subcommittee for the lead for cities initiative if we're going to continue pursuing that pathway. Okay, I don't think we should dissolve ETS to make a different version of ETS. So I'm going to say let's leave it for now and for one, assign ETS to focus on some more specific issues this year, which we have about the last year and two. And that's the point for it. And to do that, we're going to need that time to have an overseer chart Sorry those things. So would you like to be that overseer Matt? I would say yes, but I cannot attend the subcommittee meetings at this time unless it was virtually which I will reach my allotment. Oh there are no subcommittee meetings. There's a little bit of you have other assignments or something. But something we have additional people that would be something for you to find this. Very much. Yes. So, so for now, we don't have any plans. Like I said, we don't have any plans for more meetings. Where do I believe that more meetings will help us actually achieve anything? But when we're ready to assign some particular things, if you want to assign some things out, which I think will have probably working on or contributing to they do. Anyway, and if you need to, I don't think it's necessary. Yeah, I'm happy to take on that role. Is this something we have to vote on or can we take a branch that I would say? Alright, let's... I move to name that you coming in the overseer of the ETS subculture. Thank you David that second. All those in favor. Please say aye. Aye. Aye. Who's? Aye. Those eyes have it, at the cutting end, his name's overseering. Yes, thank you. Congratulations, Matt. Thank you, we're good. So we're gonna keep moving. I apologize for how much time we spent on that. And I can walk to the shop time tonight. So we're going to keep going. And our next big, big fun thing is our ESC annual report, which I wrote and apparently has typos in it for you to another very helpful member the S.D. who are very closely appreciate that. So yeah, I'd like to open the floor to discussions if there's anything including from our students that you think we should tackle this year or that we should put as goal before it gets you accomplished over the next year. And you can you know, pie in the sky goals that we should have or that we should be considering. And also, if anyone feels that I've missed anything or I can go report to. speak now and then discuss for a few minutes here and see what other changes are, there's any changes that can take and hopefully approve this this evening so that I can give it to you to the council tonight. So first off, any initial questions for me or is to see in general about the age of a little boy. You can see shaking a pet. Anything that I miss or that it was very strongly should be added to it. Nice guy. I things. I don't know how important. I have that old. Please. This one was we did state registration to get a large hour of generators for regulation that we had just heard from the same admissions, which was applied on that. Yep. So we passed those in the last part of the year. that there. But every year we provide a customer and from water and Oh, oh, castles. So the weights management, right in the area. So yeah, I would just go, I like that. You're done. Okay. Okay. And then, uh, then you don't have to have your call or just go back to your phone. We do get off the phone. What's this? And then, you know, we had a camera caller, this group actually got involved. We just asked it pretty clear. Those are the three things. Okay. So I will add those. Those are great additions. Thank you. So is there anything else? I don't know when we're going to get. I would like to do the number like the ESC. The process is that the state building code is in an imperative update 4. I have not been state and field so I would like as far as the community energy. Advocating for a more interview. I think it will go. All right. We'll get to coordinate with the city. Part of the city is supposed to be, not just supposed to be the city, but the city is supposed to be the direction of the plan. So, this is the bottom line where I think I'm walking. I'll see you guys. Bye. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. So, I have the only thing. And I think actually can be a java. Okay, chart. I think actually can be each other. Uh. I have their own. Our last our last council meeting UFC talked about setting. At a work session talked about setting. First sentences for canopy, which is different than green space, but we had some discussions about that and focusing on commercial canopy and then residential canopy, which also opened the discussion about green space requirements. So it's in discussion, I guess, I wanted to add. So yes, at so this way they have their own. And you'll work there on. There are things there. To be having a future meeting. Have that. Other discussion. Very that. Appreciate it. Any other questions or things that we should add? That's what we've heard. Under six, the assumption is yes, and actually, for the below points, it's important to know support development and the solid way. That's not a constraint. So if directly going to environmental issue, but potential to solve this issue of allowing for single-stair designs or building. So, I'm going to start with the next story. Which is becoming kind of a more prominent issue as far as discussion. So, there you want to finish it. I don't think anybody else can serve you. We got to champion for that. So. This is now because I still. Part of the bill because not really something that didn't have the power over. How much is far. An advocate with that position First, the city's big pet position. So the building co-fos are going to approve it or not approve it for the state of Virginia. And then if they're, and they say yes, you can build the single staircase buildings that are three stories tall and type better ventilation and less kids and has one of the tall search. The tall search doesn't have the right to say no. No, it's matter of advocacy just providing input to say that we support that approach. That's the... Canada, that's like anything else where you kind of help. I'm taking that public position on it. But yeah, you're right. City does. That's it. Thank you for that point Tim. So I think we should definitely add that goal. We should add these other accomplishments. Doing the state legislation. Reviewing the cities. Legislature day, and our work on the store of water management task force, both for reviewing the state-owned and current cycle, important in the city to a great job on that. So, Yeah, I said, it's gone far, I'm sure to ask that we still approve the annual report draft with those additions and credits and subject to other minor grammatical or spelling edits that we have on a great report. If you like, disagree with that? I know we shouldn't pass. And then you will report tonight. I'll work. Thank you, Mike. Anyone like the second Mike's motion to approve the annual report draft subject to fire and those additions. Thank you, Sarah. All those in favor of approving the annual report draft. Say hi. Hi. and the post. The ISAB, the ESC 2024 annual report, is approved subject to those minor edits. Thank you very much. Everyone, really appreciate the attention, detail, and especially everybody who can email and have a shine with their goals and ideas for this year. So thank you all for the help and I will do my best to present that to Cindy Councilwoman first. Great. So that didn't take nearly as long as I thought of what so we're happy about that. Thank you. We're gonna move on to our budget discussion. And I have not, on through the full budget. I don't think that's been presented yet, right? That's not here yet. Yeah, it's not been presented. That's not my day. OK. So we don't have time to go through today. For that. Oh, I'm sorry. We have a lot of money. School says nothing's so powerful. Yeah, so we have to check the board to see how it's out there. So I think, yeah. OK, I didn't know that when I was looking for things on Friday. They got published at 5.30. So I'm not going to feel that at all. Wow, impressive, impressive work. Okay, so maybe we can just go through these one at a time, and try to find some insights together. And it would be very nice if we got kind of a fire kind of what we want to, what our response to it should be and what we want to focus on. And then next month, once the full budget has been reported to the city and presented to the city council, and we can maybe start working out a memo for next month and try to influence some of these topics before they get finalized. And I know Tim already mentioned this a little bit and brought up earlier. But I think one of those is going to be getting funding for the solar panels on the lower house, which we've already spent money doing a study on if I recall correctly. And now it's time to actually fund the solar panels, which do pay for the cells over time. But I'd really like that to be one of our highlights that it's on. Yeah, let's go through this. So we have financial forecast. Maybe we can start with that. How familiar are you with this curve? I think I've got to go through this. I'd say this one is more about the actual finances and how my journey's back. One of them might be more useful as this budget guidance. It's a little bit shorter. OK. And kind of this says a few key points. And again, it's budget guidance as that's follows this part of my team. All right. Let me take a moment to read this. I'm going to go to the next room. Okay. So point number eight on page three. Oh, the budget should include funding's in one way. The recommended actions in the community and government operations. Energy action plan. That's such a great idea. To reduce greenhouse gas emissions. All right. We made it into the top 10, everybody. As a reminder, this is from December. So some things have changed a little bit with regards to economic, economic, federal government, all that. So Monday will be a little bit more clear this is what we had before. Our agenda was posted on last product. So, this city's path going to say what the recommended actions for this year are going to be. Or are we going to come up with that? So I can give them a bunch of actions. That'll become more clear as the budget develops. The IP. Who is going to make it more clear specifically? Who is working on that? When the city manager presents it, it will get more clear. It will go through kind of the power of one that gives a budget narrative, and that will be a less in depth view of the entire 160-page budget, and that will be a good way for us to see what the major changes are and what the big stories are. And then at that time the budget will also be presented and there should be a section for environmental bank insurance to find it. Okay, so we don't really know yet. Anything. We don't know a whole lot. What's in here is theIP proposed. I didn't get you going here. Thank you. I think that's the our house is still on 12. We're in 10 or two. I'm not sure if you can see the building top over here. Thank you so much. Probably a children puns that I think you can center. Also. I think it's probably two different points that I think it's a center. Also, I think that's a couple of years ago. For House, I got 30. I just came out and why was, the pulse for $50,000 under the HVAC control upgrades and energy on it. That was specifically cited of that. I remember I had seen another public in the like that, but as far as facilities, I was specifically called out when I was in the age back. All right. It doesn't seem like we're really ready for this tonight, because it only came out a few hours ago. Yeah, I'm sorry. I haven't seen it. I haven't had time to judge it either in the last couple of hours to give you any better guidance. Thank you, Deb. I appreciate that. I wouldn't have expected you to. And if anyone says that you should read it right now, I think I would be very sad. But, yeah, I think I don't think it would really be effective because everyone's time's like a big time right now. I think it's great to have a link to it and have you all focused on, you know, look for government energy action plan, community energy action plan specifically and give feedback on that, you know, keeping in mind, of course, that This will be a challenging budget year. Even more so. I can hear you ask the library to be building automation systems. I'm sorry, I couldn't hear you, he said. The library building automation system, I was just curious what type of automation system that was. I don't know that answer off the top of my hand, but I can find out. It looks like we're one and two or things the flight. I'm we've only said. Much money. We likely have a surplus again at the end of this year. That was your saying, Mike, I couldn't quite hear you. I was just saying at the end of the year, we're, you know, historically, at least over the last two years, we've not spent all the money that we could spend. It gets the allocated to have the next size prior to the act on the site. Right. Fund lists from the actual budget. I propose which does the two and a half send the facts. That's what this went off. that's a piece of grease. So, then, grease, property taxes, but... So that's why this went out and it says this is a reason to happen. So then increase the property taxes, but actually the value of the property. Yeah. For jobs. So, it's all happening. So, maybe we can create all this. So rather than going through it one at a time right now, I think I'm going to assign everybody a part. 3 Chapter 1, 3, 1 to 400. And 3 of us as we know. Okay, so, let's go through this and spend some time with the next few weeks on this. I'm very good. Thank you. It says, uh, residential parking updates, 80,000 knots of priorities for future funding. There's some great things in there and let's search those out. And for next month, let's come back and work on a memo together to send to Steve council before they pass the budget. And they would get the schedule right now. And see if we'll find that. But I can't. I always come to know so. So where we got short time. I'm here. So this is next Monday. it's 24th, it's coming Monday, 24th. I'm not recommending this thing, so this one is very informative to see the how the bodies are going to start out. Tom, I'm getting a spread of public comments on the budget. Work session on the seventh, so we would meet on the, to be the 17th of April would be the ESC meetings that could be right in between. So I'm here after the first reading of the budget. So that's a pretty good time to meet his rest things and then uh find out a memo. Another public comment opportunity. Uh think before the first reading we should should get a memo before the first reading like. Yeah. I think. Are. Yeah. Okay. Get sure it's sessions. Two of the city. What kind of timing. That was a question. I couldn't hear what kind of timing is best? That was a question for your dad. I couldn't hear what kind of time we've when to have the input in. What would you suggest to me? Go. I mean, obviously, you know, obviously the earlier the better. But you know, the first town hall meetings, not until the 3rd of April, so that's a week plus from the city managers meeting. I mean, it would be great to have it in that time frame or before the, you know, the next work, the following Monday has the work session on April 7. It makes sense. It makes sense. It makes sense. It makes sense. It makes sense. It makes sense. It makes sense. It makes sense. It makes sense. It makes sense. It makes sense. It makes sense. It makes sense. It makes sense. you know the next work the following Monday has the word session April 7th. I don't think we should reschedule it. The alternative. Sorry. I'm always available. Yes. So I think first of all, it's helpful that we've been too late in the past. It's been very nice because I know I've been only need one spot and as much as I love hanging out with all of you, I don't think we need to finish. So I understand that. No, I get it. But I think maybe our best game plan is to work on this asynchronously and talk with just that. Someone on the SD may be being compiled together and and and float asynchronously on sending them up by April 3rd that we have as. Public feedback is coming in and we're. and're probably not. Perfect. It's set first. It makes sense. And I'm happy to meet with Joseph or Joseph and Kurt or you know after that and we can talk it through before and I can. Send it in and writing and then I can also verbalize it as well. On behalf of the SC. Yeah. Let's make that 30. Yeah. First time, have something like 29. Okay, so let's write this down and. Is it Saturday? Okay, the end of the end of the end of my experience. Okay, so I'm going to ask maybe Kirk and send us out to everyone or at least write down. So I will write it. Please send me comments related to the budget. By the 30th. And I will compile it together. And I'm also going to invite everyone who's with us, this evening in the public and the school members and students who might be skipping school on Wednesday. The second is also a city council office hours, because that's the first Wednesday of the month. So that is a really great time to come in and talk to City Council members and things are some personal influence on things that they're working on. So I think it would be great to have a couple other guests and members join in there on Wednesday the second morning and maybe we can have some good discussion about what was going on. Great. So, yes. So yes. How do you take a look at the CI? Yep. Or even upKN number. So I know 10 to be very ahead of the game here. Thank you. I didn't find anything. It's your house. It's the part of our room. Please be in our house. We put in our recommendations and we got some of the 5 the people of the house. I've got that much. I can pay that. It's one tangible thing. But it helps. It's a CIT. I am a budget. I as in the city. It's like your. This is here, a big PCI year, a small PCI. For the ad, right here, every other year. This is a small one just because a lot of it is the same thing. But now we get a lot less money to ship. So there wasn't a whole lot that directly touched down the ground holes, but where it I'm not asking that. And the other thing is that anybody who worked at the school, and that's how we get. I'm not saying that. That's that again. That's what I'm looking at also. Out of. projects projects projects projects projects I remember projects that are granted on the road. It includes grant funding. It includes what's called pay go city put city money. So it's various sources. It goes like a match. That will pay what our schedule is going to look like. It is at least in me comments related to any of those by the 30th and a draft will be sent out to everyone by the second and then issues we have enough people who have approved it asynchronously on e-mail the City Council by the round of third. And it's also joining me on April 2nd in good morning, and some council office sounds. So that's our plan. And instead of being out here for another hour tonight, we can all go home and put our pajamas on and read the budget. So we're watching this. We're watching basketball. Now do our homework and go sleep early because we have a rowing team. Any other items that anyone feels really strongly that we should get into tonight? Can we go back up to the already approved meeting minutes from February of this month? I did note one error if we were able to reopen that agenda item and make an edit. Okay, sure. It says that Matthew Cunningham participated via video, but I was in person. Okay, interesting. I'm going to go. It's a present. I... I second the motion to event the minutes. All those in favor of eventing the minutes to do and know that Matthew Coneyham was the person would say I. And the post. I just have it minutes. And by her. What did you say? Change. Okay. Kirk, can you. I can hear that at at some point? Yeah. I'm going to go ahead and go up and think so much. I really appreciate it. I think that's pretty much it for tonight. So unless anyone has any questions, I'll just turn our meeting. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you.
