Tuston historic register plaque nomination. Dishman, Aldrich, Ames House 1930. nomination of 165 North B Street to the City's historic register plaque program and select Dishman Aldrich Ames House 1930 as the most appropriate historical name and data construction of the property. Mary Salman, please take it away. Thank you. Good evening Chair Huguichi and members of the planning commission. I'll be providing a presentation today on the property located at 165 North B Street for nomination into the historic register plaque program. As you know, the 2024 HCRA work program set a goal of nominating two properties for historic plaques. This application serves as one of two applications for 2024. And just a quick recap of what the Test and Historic Register Plague Program is. The purpose is to recognize Test and Residential and Commercial Properties and to educate the public, increase public interest in historic properties and to promote community pride. The property owners who are nominated into this program have an option to display a bronze plaque that shows the year that the property was built along with the appropriate historical name is shown on the slide. This is a sample of what the bronze black would look like. I'm sorry about that. The property is nominated by the current property owner, her name is Constance Tower. And this home is a significant example of the California Craftsman home. It was built in 1930. And it is located in our Cultural Resources District and has a 5-D-1 rating in our 2021 survey. And what that means is it is a structure of local significance located within our Cultural Resources District. The most appropriate name that has been selected for this property is the Dishman Aldrich Ames House 1930. This name has been selected by city staff and collaboration with the Testin Area Historical Society and the Testin Preservation conservancy. Just to give you a quick recap, the Dishman family and Miss Aldrich Ames had a long association with the property that spans from 1933 up to the year 2000. In 1933, Mr. Dishman purchased the property from Roy Reynolds and Mary C. Reynolds, who originally constructed the house in 1930. At the time that the Dishman's purchase this house, they used it as a rental while they lived at a different location in the city of Tessend on B Street. In 1945, they moved into this house, and it was under their ownership until Mrs. Dishman's passing in 1965. In 1965, Mr. Dishman sold the property to the Youngberg family who lived there for about six years and then sold it to Miss Aldrich Ames who owned and resided at this property and took for twenty-nine years. Mr and Mrs. Dishman were parents of three sons named Arthur, Glenn, and Ross. All three of their sons attended Teston High School, and Mr. Dishman was a World War I veteran, a carpenter, and an inventor. Sadly, the same year that the Dishman's moved into this property, their eldest son, who's pictured in the slide, private first-class Arthur E. Dishman, who served in the United States Army, was killed by sniper fire in Germany on March 10th. He was laid to rest in the American military cemetery in Luxembourg to commemorate his sacrifice, a street and test and ranch is currently named in his honor and is called Dishman Place. on this screen is a photo of Jean-C. Aldrich Ames. She purchased the property from Hadi R. Youngberg in 1971. She was a lively and scholarly woman for her time. She attended Santa Anna College and received many awards and scholarships and business and secretarial studies. She was a bookkeeper and resided at this property, at her property, until she retired in 2000. Following her retirement, she relocated to Washington, where she spent her remaining last nine years until her passing in 2009. Her tenure at her property spent nearly three decades, total of 29 years. On this slide is a recent photo of the property that shows some of its character defining features. You can see the TriPanel vent under the front gable, decorative single and double hung windows, horizontal clad sighting, a partial projecting with porch with brick columns and a gable roof. Based on this information provided, staff recommends that the Planning Commission, acting as the HCRA, approve the plaque designation with the name Dishman Aldridge Ames House, 1930, based on the longest tenure and prominent owners of the committee. Okay. Next item on our regular business agenda is the Tustin Historic Registered Plac nomination for the Truron Grigalva House 1909. Recommendation is at the Planning Commission of Proof Nom nomination of 1082 Walnut Street to the City's Historic Registered Plac Program and select true run Grigalba House 1909 as a most appropriate historical name and date of construction of the property. Mary Solomon please continue with your presentation. Thank you. So yes this is the property located at 1082 Walnut Street for addition to our historic register plaque program again. This is the second of two plaque nominations for 2024 for the HCIRI work program. And as mentioned in the previous presentation, the property owner, the Test and Historic Registered Black Program recognizes commercial and residential properties. This specific property was nominated by the current property owners, C Caesar and Maria Nunoz. And this property for inclusion into the TUSDIN historic register plaque program and it's recognized as a significant example of a California craftsman style home as well. This house was built in 1909 and it has a 5S3 rating in the 2022 survey, update or survey for being locally significant. So I just want to give a quick background on the nomination of this property. Mr. and Mrs. Nuneo purchased this property in 2019. They're the current property owners. In 2021, they undertook a significant renovation of the property. On this slide before you, you'll see what the property looks like prior to the renovation and what it looks like today on the right-hand side. So the renovation involved the removal of unpermitted living areas located within the house and the construction of new living areas to the rear of the house and the construction of a new detached garage. At the time of the 2024, oops, 2021, historic research survey update, the property was still under renovation. So it received a 6-Z rating, which made it ineligible for local designation. However, the following year when the renovation was complete in 2022, a new survey was conducted by your city's consultant, ARG, which concluded that the renovation was consistent with California Craftsman Architectural Style Home. And the property received a 5S rating, which means that it's eligible for local designation, and it's an individually significant structure. So this property is not located within our cultural resources district. It's located outside of it, but it's recognized as a individually significant structure. In addition on November 15th 2022 City Council approved the renovated property to be included as part of the Mills Act program. So this is also a Mills Act property. It's one of our 33 Mills Act properties. The name that was selected for this property is Tru Ran, Grihalva House 1909, City staff and collaboration with the Testant Historical Society and the Test and Preservation Conservancy collaborated to come with the most appropriate name. Now, ironically, in the process of researching this property, limited information was available about Matthew Henry Trurran and Mariano Grigalva. But what we do know is Matthew Henry True-Ran was born in England in 1863 and became a naturalized U.S. citizen in 1890. He was married to Bertie True-Ran and he was a man of many trades and had many roles including a minor, a rancher, a farm laborer, and a well-digger. He purchased the slot on May 2nd, 1893 and completed the construction of the home in 1909 and lived at the property until he sold it to Mr. Grasava in 1912. Mr. Grasava lived at the property from 1912 until his death in 1932. Upon his death, his wife inherited the estate in 1935. And on the same day she inherited the property, she sold it to Mary Evans on the same day she got the title on February 8, 1935. So this is what the current property looks like. It's a recent photo that was taken earlier this month. It has an asymmetrical primary facade with a sidegable roof. Projecting partial wood porch, partially glazed with door, horizontal sighting, and single-hung windows throughout. And based on the information provided, it's recommended staff recommends that the Planning Commission and their capacity as the HCRA approve the plaque designation with the Tru-Ran Grihalga House 1909 based on the longest tenure of property. It's fighting striking that there's little, and maybe it's just the properties that we're looking at, but there's a little tie to the marine base in the right-ups. And just for being such a big component of testing, I would have thought we would see something like a business owner that was tied to the marine base, something like that. We do have a shortfalls when we respect the regional housing needs assessment allocation to test in. So we do need to rezone some sites to accommodate the number. Oh, so we're resolving some short falls in our arena numbers, pursuing to what we'd already certified in the 2022 housing element. That is correct. That's pretty proactive. Okay, great. Thank you. So it was, it was an interesting presentation and there's a lot going on over there at the base. So again, I encourage this group especially to get engaged with what's going on at Tesslin Legacy.
