And whereas the Arc of Loudens Ability Fitness Center hosts the annual Billy Gray Memorial Golf Tournament fundraiser, named in honor of the late town of Percival Resident Fitness Center co-founder Billy Gray, and is held at the Loud and Golf in Country Club adjacent to town limits. And whereas the Ark of Loud and Programs serve personal students and clients, and in some cases provide the only available services for those individuals to receive those services in annual serving more than 5,000 people across the region, with each of the Ark of Loud and Programs issuing waiting lists for each of its programs. And whereas the ARC of Loudens is an important partner to many other organizations in the community, including nonprofits based in Percival. And whereas the ARC of Loudens continued viability and growth are crucial to supporting some of the most vulnerable members of the town of Percival's community. Now therefore, be it resolved that the Percival Town Council expresses a support for the ARC of Loudens and recognizes the vital importance of its services for people with disabilities. The council calls upon the trustees of the Margaret Paxton Memorial for convalescent children to act in good faith with the arc of loud end to ensure its long term stability and ability to grow in order to meet the needs for its services. And again, I think it goes to what it takes in a community to build one and that's the people that live in it and that community requires volunteers to serve on these committee commission supports. You know, not a resident, but I appreciate all those residents that do come out to serve on those boards. I've seen some initiatives by the town and some of the committee commission supports permit me out of town residents or business owners, maybe not properties to participate. I think that's an added benefit to the town and additional perspective. Definitely should not weigh the residents, but you know, the additional perspective I think is value game for the town and additional perspective. Definitely shouldn't outweigh the residents, but the additional perspective, I think, is value game for the town. Right now, personal faces a pretty pivotal point on where it's gonna go. And I think that what comes out of these boards are a product of a lot of hard work and time. However, it is so important to view that body of work and make sure it is in true alignment with the council's agenda initiatives for the betterment of the town and its citizens residents. It aligns with new staff and hires and their professional and perspectives and years in the industry and putting all those together to make a plan that makes sense to advance personal into the future, whatever that may be. You know, a lot of times I get portrayed as just being an advocate for massive growth or large scale development. When in fact, it is just what can we do that's practical and that can be within reason to advance our town. I'm not trying to lose the character of Perseville or manipulate it. In fact, I've stood in front of this body and still today, stand in front and say, if there's any way that I'm able to work with the town to create a vision that is truly in line with the residents, businesses, council, staff, and do that, I'm more than happy to engage and hopefully each one of you know that I am available and open to that line of communication to achieve that angle. The new water line being put in, I see, is a positive. That's a town ran project. I don't know how it's going, it appears to be going well. It's greatly needed. If you see the pipes that are being removed, everyone would probably be like, thank God, this is happening. Those pipes look horrible. So great job to staff for identifying. You know, the water tower going up, I think it's a huge, you know, massive stepping stone for the town in the right direction. And it's just exciting as a long-term resident of West Flamme County an active member in our community to see us taking the right steps to the things that matter which the public safety water sewer right that's where it's at supporting our staff to get it done and taking the votes to pass things to allow them to have the tools to get it done. And also thank you to the police department and the first responders for dealing with the accident this morning right onto the ramp onto 7 East. They were there quickly and it was cleaned up quickly. So we do appreciate that. Constitution Week as a former government teacher, I love Constitution Week. And I will tell you the kids the best part they loved was the rights of the accused. Finding out what could happen or not happen. And then on a more serious note, tomorrow is an anniversary of 9-11. We'll all remember where we were. This was just posted. On this day, 23 years ago, 246 people went to sleep in preparation for their morning flights. 2,606 people went to sleep in preparation for work in the morning. 343 firefighters went to sleep in preparation for their morning shift. 60 police officers went to sleep in preparation for morning patrol. 8 paramedics went to sleep in preparation for the morning shift. None of them saw past 10 a.m. on September 11th, 2001. In one single moment, life may never be the same. As you live and enjoy the breaths you take today, and tonight before you go to sleep in preparation for your life tomorrow, kiss the ones you love, snuggle a little tighter, and never take one second of your life for granted. I can speak to this personally after members of my family were T-bone back in July on her strove. I remain grateful for the duties our first responders perform for our residents. Speaking of first responders, I want to extend a big welcome to our new Deputy Chief of Police, Sarah Lombrania. We're grateful to have you on board and we look forward to the great things we know you'll bring to the town. So, very pass that one along. Also, in August, after a very thorough and rigorous review, the town's credit rating with FITCH was upgraded to triple A, the highest possible rating. The credit for this achievement undoubtedly goes to our hardworking and award winning finance staff. You navigated this process with a high degree of competence in your field and professional excellence and the result brings great credit on the town. For events, we have the September 11th Remembrance ceremony tomorrow night and hail to the trail coming up next Sunday. So mark your calendars for both. Thank you, Councilor Luke. I think what the conduct of the board and commissions brings out is that we are supposed to act more as a team unless as different tribes. Also I'd like to extend my thanks to Council Member Williams for what she said about 9-11. I can firmly remember exactly where I was at that time. And those events are still seared in my memory. The remembrance ceremony itself is tomorrow evening at 6.30 pm at the teardrop and all are welcome. And I also like to welcome everyone, extended invitation to a hail to the trail which is upcoming this weekend. This is in celebration of Arbor Day, and it runs from 1 to 4 p.m. at the Chapman to Mary Trail. Next I'd like to extend my thanks to the town manager for forwarding on fairly short notice, the level of service data for the Eastgate Drive Route 287 intersection improvements. There are subject of an item on our agenda this evening. I've already asked in advance the town clerk if they can include that Kimmy Horne study with its recommendations in the written minutes of this meeting. Why am I so interested in this? Well data like this is vital to making and must and we must immediately communicate this data to the citizens because they form the basis for the decisions that this town council makes. I believe also that we owe it to the residents and to the spirit of transparency to tell them how much improvement they can expect from any project. In this way, we can have assurance that we're acting where the informed consent of the people of this town. And by the way, the alternative chosen takes the level of service at that intersection from an F, which is a multi-multiminate delay during rush hour down to a level of A, which is a delay of a few minutes. So it's a much needed improvement, but it was also useful to see how it stacked up against the other alternatives that were considered. We've already heard a little bit about civility. I suppose we should expect a little mud-slinging from time to time since we're in campaign season, but I just want to caution everyone not to let behavior cross the border into abusive or criminal behavior. I want everyone to focus on offering solutions to our town's problems, out of making excuses for previously held opinions. That's my right. Well the advantage is to be one of the last ones that they cubs everything you want to say so I don't have to repeat everything. So again tomorrow is a very solemn day so hope everybody takes a second. It takes a moment of silence, and members, those that are not here with the state because of what occurred on that day. And the latest of great community ads is just today, we added another wonderful organization to our sporting community. A semi-professional basketball team, the Virginia Valley Vipers. They are coming to Percival and they will be playing at Patrick Henry College. They are in the TBA, the third largest basketball league in the US. This is an incredibly exciting organization to add and morph and it has family-friendly sporting fund for our entire community. We already love our cannons and now we can also love the vipers. The vice mayor stated the Virginia Valley Vipers will be coming to Perseville for their march through June basketball season playing at Patrick Henry. We had a press release today. It was surprised to me see how it went. I felt like I was on the NBA channel presenting this to the town of Perth. Students from Patrick Henry were there, the administrators were there, and the media was there. It was quite different. It was broadcast on Instagram. So, on my Instagram, I'm still Instagram celebrity again I guess. But welcome it's going to serve the community well and They're really enthusiastic and excited about coming to personal from Winchester Please to share some exciting news this evening again on August 23rd the town received notice that Fitch upgraded Percival's credit rating from AA plus to AAA. As Councilmember Stout said, the highest possible rating. This upgraded credit rating will enhance our access to credit markets at favorable interest rates, which is particularly important for funding major capital infrastructure projects through bonds. A special thanks to our financial consultants, our award-winning finance team, and to the town council for the dedication and hard work in helping us achieve this outstanding milestone. I'm also pleased to announce that the intersection improvement project on main and maple is now complete. The new signal head allowed for a dedicated left turn for Northbound traffic on Maple Avenue, which should significantly improve traffic flow and enhance safety at the intersection. Thank you for Andrea and the team for bringing another project to completion. Another update. Free Google Wi-Fi has been installed throughout the town at the following locations. 21st Street from the train station to Main Street. The Bush tabernacle, Fireman Phil and Dylan's Woods. The staff team is working with Google to coordinate and a date and location for an official announcement of this new service. Redify action to participate in the CROGAR National opioid settlement, Mr. Cafferke. Members of Council, you should have a brief memo for me concerning this as well as one from several weeks ago, this is another of the national opioid settlements of a time that you previously approved in regards to some other national companies. The settlement does essentially provide benefits to loud county, which in terms of mental health services and things of that nature. has been as the last one was recommended strongly by the Attorney General by Loudoun County. There was a as you know call there was a there was a relatively short fuse on having this approved and so I know there was a stronghold taken to confirm that the town manager in the absence of action by the council could execute the necessary paperwork is here for you to ratify the action that is taken by the town manager of background August 6. Okay. Yeah, remember that? It was just to include ourselves into that correct class action suit. And I will say just in case anybody wants to ask a question, what have you changed your mind? You could do that, but it's the kind of thing where you didn't get in the necessary paperwork by August 12. You'd have no opportunity to participate in the senate. And so you could opt out of it, but honestly, you know, there's no reason for you to do that. It's a complete, you know, it's a, to the extent that the town has received benefit from settlement as was true with the last one, it's a, it's done cost the town anything and, you know, has at least the prospect of providing some resources. So the project for discussion is the Group 2A7 East Day Drive Intersection Improvements at a existing project that's currently in. Is it Mike's on so I need to. You hear me now. Yeah. Okay. Sorry. So route 287 and East gave dry drive intersection improvements is an existing project currently in the town's capital improvement program as well as Loudoun County's capital improvement program. But it is known as Berlin Turnpike Traffic Signal. That was the current name of it. So with this year's Loudoun County's request for CIP funding, engineering staff identified this as a good candidate because it's an existing project that needs additional funding. So originally when this project we applied for this project in 2018 and the funding was allocated for this fiscal year, actually a fiscal year 25 and it was based on a level service F at Eastgate and Patrick Henry Circle. And one of the potential solutions was a traffic signal at that time. But anyways, using some surplus county funding that the county let us transfer to this project, we have advanced this project. And in the fact that we have completed a study, a detailed report, which I think we're going to include in the minutes. Which collect, we're a traffic data collected. We have approved traffic volumes from BDOT and we looked at a couple different alternatives for the intersection. And the report identified a two-lane hybrid roundabout as the preferred alternative and we have a rep order of magnitude of cost, total project cost about $3 million. So I guess what I'm saying is we're gonna plan on continuing with the design with the funds that we currently have and then hope we get that additional construction funding from Loudon County so we can build the project. Are you thinking that? I mean, so the roundabout is set up to totally flow into the interchange project. After the interchange project is done, there's going to be four lanes in that area and the way that this hybrid roundabout is, it'll just flow right in to what the interchange will be in the future. Also, the traffic analysis shows the level of service for 2028 and 2050 after the interchange is complete and a showing in a level of service of A. Okay. We're going to have them all for fixing the intersection. It's just a little weird that within a hundred to 200 yards down the road, V.Dot spending a boatload of money. And now we're having to add money to 200 yards down the road to fix an intersection. It just seems like a lack of communication participation or something between VDOT, the county and us. I mean, they're gonna be doing construction right there. I could only imagine that it wouldn't be cheaper to add this to their project with all the equipment there. Then now we're gonna bring in a whole bunch of other of a contractor contractor different equipment and add on to work that they're going to do. And most likely they're going to tear up some of what we just put in to have end up replacing it, but it just I'm having a hard time wrapping my head around that we got these two major projects going side by side that are supposed to do the same thing. And we're putting money towards something that in my mind should be also part of the 7287 improvement interchange. I know common sense does working government. I know. So it just, we had asked the county to include this intersection in their project, but it was out of their scope, their area of scope of work and with their federal funding, they could add it into it, but that's part of the reason why they also have given us the money and for allowed us to use them the money for the design that we had. So they wouldn't include it. We are coordinating with Camp with the County to make sure that there's a couple of handicap ramps and stuff in the area saying, you're gonna include this in your project, we're gonna include this in our project that will be that coordination. So there will not be new work being torn up right after it is completed. So that coordination does happen. I can't say no to this because it makes sense to, but it just doesn't make sense to have it. So, I see problems coming with the fact that we're doing construction work and everybody doing construction work on the two on your ass down the road. I have the same concern as councilmember Wright about the proximity of the 287 seven in exchange project. My understanding is that that area is to be widened so traffic can continually flow north and traffic going on making a left onto highway seven will not have peed the northbound traffic. But the problem is that the current design, the current intersection is what is restricting the people and Eastgate from crossing 287s ago northbound and with the roundabout, I'm looking at fluid flow and that to me is a metered roundabout that was slow traffic down as it entered the roundabout for traffic going north, even though the traffic, improvement on 287-7, would allow faster traffic flow northbound. Then we have the roundabout at the Kentucky Circle Colonial, which is another means of metering traffic, going eastbound and westbound on to Main Street. So if this roundabout does not compliment the work at 7287, I'm thinking on the lines of councilman Wright that it may slow it down to where it's like again metered, throttled down because the roundabout will have to allow traffic to slowly enter go north of south. So there's some way to look at this from a, I guess, you guys did your due diligence on it to determine the benefit of the roundabout and such a close proximity to the widening on 7287. That's, that's my concern. I don't see spending good money after bad. It's similar to what we're looking at for 32nd Street with 7690, what quarter mile away, and then the West End with the Lawn County athletic complex traffic is gonna be metered in through 32nd Street, which may affect those two projects and if we throw money there, it doesn't benefit then it's a loss to funds and the same thing considered for the Eastgate roundabout. So if you guys think it'll work, they give us the money for it and you know I can go for that, but I'm concerned about it may not It may be a band-aid on the on the surgical wound So that's my comments, but I'm no engineer I Help you blow it up, but I can't fix it.
