you Please silence all cell phones. City clerk, please call the roll. Jessica Perkis. Here. Abby MacArthur. Piper Lyman. Here. Kyla Kavanaugh. Here. Peyton,is, here. Abby MacArthur, Piper Lyman, here. Kyla Kavanaugh, here. Peyton Elkheim, here. And Edin Boomer. Here. If there are any citizens who wish to speak on matters pertinent to the city, please approach the podium. You may address the youth council during this time. We will now close public participation. Now we're on the old business. At this time, we will open the meeting for project discussion. Is there any member of the task force that has an idea for a project they would like to discuss? Oh, Mr. Wood, we wanted to talk to you about, so we talked to the Coast Guard auxiliary last meeting and they said that they could teach a class at the school. And I know you were looking at the dates, either this, what was it, the 16th or the 19th of May. And so I guess we were trying to see what would be a good day for them to come and do a class and I guess potentially kids could sign up for the class and do it like maybe have it in the lecture hall. It's going to they told us that without so they do like normally a lunch included which is $50 a person but we said that we didn't want to do the lunch because we can just tell kids an advance that they can just pack a lunch or go to the cafeteria. So it would be $35 a student. But we need we wanted one of us to go with you to Mr. Merrick. So we need to schedule a meeting so that we can see if he would be okay with letting us. So yeah, it's to like host the whole class. So when I talked to him and he said that time, I got to talk to him about the whole class and he said he could definitely slot a Saturday to host and to do that. Um, it wouldn't be able to be in school, but they wanted to do a, um, just like an open seminar or recruiting during lunch to do that. The date that would work, it would be, I actually reserved it already was May 21st. It would be a day that we can have them come and then recruiting and then we can schedule a Saturday to confirm and have students come in and do the class. Okay, so that's good with Mr. America. So we just need to make some sort of like paper or something to get. Or are they gonna, is it auxiliary coming? Or sorry, I'm- Well, that was just the dates. I was just me talking with them and now that we've confirmed that here and if those dates work for you, now we can go to the next step and reach to the Coast Guard and I'll find out and I'll reach out to Mr. American to find out a day that we can open up on a Saturday that we can open up. But May 21st would be kind of like a recruiting or just a brief education of, of for students interested in voting safety. Okay. If the class is on a Saturday, if the cafeteria would that still be open for them, or would we have to tell them the pack of lunch? We would tell them the pack laundry, we would tell them the brown bag that lunch. I have a question real quick, because I was not here at the last meeting. So when you say 35th person, will the students have to pay for that individually when they sign up? Yeah, so we'll tell them in advance, it'll be $35. But they get like the actual voters like like they get everything with that $35, which I don't think is bad. But I figured that kids would rather just pack their own lunch and save the $15. Yeah. Then have them pay the extra $50. Yeah, I agree. I could be wrong, but that's kind of- And definitely the local likelers club and voters clubs, we can even, I can go do some footwork on them and see if they even wanted to sponsor and put some in. It wouldn't surprise me like if they would want to have a couple prepaid spots for kids to fill out and sign up, that would not surprise me. Or even taking away a little bit from like the total amount if we got a certain amount. Yeah, to get those kids in there for sure. I think that they would be willing and I'll reach out. I've got a couple of contacts to them and I'll reach out and have them come May 1st. OK. to get those kids in there for sure. I think that they would be willing and I'll reach out. I've got a couple of contacts to them and I'll reach out and have them come May 1st. I think she was in there. Perfect. And then once we get the number, I think that the Augusto, I'm forgetting his name. Does anyone remember? Is it Walter? Walter Raynay. He was saying that just to let him know like when we do get a number so he knows how many to expect and things like that. So I think after then. He was saying that just to let him know when we do get a number so he knows how many to expect and things like that. So I think after then we can go from there. Wait, so I missed it. Did we confirm that we can have to do it on a Saturday and we can't do it during school hours? The full class would have to be done on a Saturday to facilitate with high school. school school option would just be like a recruiting or just like quick little lunch introduction to it, but it wouldn't be the official license without it. Because that is multiple hours, right? I believe that's eight hours. We figured we could start at right at 8.30 and then just end slightly after and just have students like plan their own rides accordingly. Like it would be like- I'm going to staff for a Saturday. Well that's- Just America saying they can't. Oh we can't do it. I think it's the time of the year with all the testing and stuff going on. I mean I don't know how many kids like- And also like they usually have to like use the bigger spaces for testing and stuff. But- Yeah. But- Yeah. on the Saturday of this school year or wouldn't have to be next school year. I think do it this year right before voting season here in the summertime would be what align really well. I think we have enough time because school ends on the 28th right or at least for the not seniors and if we have it the May 21st like the next weekend right after that. Yeah, that would be perfect timing. I think we should for that to happen this. Okay, so do we need to design a poster? Is that like the next step to like put up across the school or are we sending out like an email? Like what is the plan? I say once we get an official date, we can design a poster, but I don't like, I don't design anything, probably till everything's is the May 21st the official date? May 21st could be the recruiting. I blocked that off for just lunch time. Okay. So that could be the recruiting and then we'll have the if we can work with Walter in the school and just confirm the Saturday that we're going to have for recruiting. Okay. In there and then get those kids in there. And so, sorry. Okay. Okay. And so, can we advertise the recruitment on May 31st then? Could we advertise that and then between then and the 21st? We figure out what we're going to call it. We can start that now and I could put that on the new list right now. Do you think we could have it on the announcements and then just, because I know a lot of, when like colleges come to speak you just go into the counseling and you sign up So could we just put it on the announcements and then if you want to go to the lunch like I don't is it gonna be like a separate thing that we can Yeah, so the so how I'll kind of I guess it sounds like I'll send it up and I'll say maybe a boating etiquette, seminar in school on Monday, around May 21st and then that would enable if you're interested to get your boating license The I could send in my room to sign up and we'll maybe make like maybe May 22nd the deadline for that so we can get those numbers and I'll have that and I'll confirm that D. Okay. This week. That sounds good. So May 21st during lunch we'll start advertising for an etiquette and interest meaning for the boating license. I just want to bring up like the call-essence we know that students are paying like $35. Do we know how the Coast Guard collects that money? Like is it just in cash at the, when they arrive to the meeting? That's a good question. That's a very good question. Because I don't know if like, for example, a student might sign up and then we have a number and then 10 of those students don't show up and then the Coast Guard has bought 10 packets and then they don't get the $35. So that's a good point. I don't know if we need to make the students pay like a couple weeks in advance so that they're guaranteed to come to the meeting. Maybe we could have it where they sign up when they put it in the grade book and you can sign up for it for a tour or yeah. I will reach out to Walter. I do have his contact still from last year. He sent out an email so I will for copy you on that email too. He blasted his whole team regarding this event so I'll copy you on you on that. So we can go back to the whole team. All right. Thank you. Mm-hmm. All right, bro. OK. And then another thing that I think that we should maybe if we have time, I don't know where the planning, like where the people that are building it, the little libraries are at in the projects. I don't know if we'll have, end up having time this year to try to paint them or not. Who is building them again? Like with the little libraries, I think, I don't know if we like, officially agreed on it, but I think we were planning on potentially going to the Babe James Center to paint them with the kids, so that it's more like a painted activity and other schools are reach out to them yet? I thought we were planning on going to like the Babe James Center with like the after, don't they have it after school? Oh yeah. Is the Boys and Girls Club, is that what it's called? That's I think a separate thing that's like, like buy it through you have a like,, they're like close and proximity Yeah, yeah, yeah, I guess we could always just ask Yes, I just don't know where yet we need to figure out where they are and how when they can get those to us Then we can plan a date and reach out to the Bay of Shane Center and Figure out when we could go so I have a question with the funding for the little libraries. Is that something that the account that the school has will fund for the little libraries? For the books themselves, and there's, I think, that it's already, yes, we can provide. The books and the materials. The materials? They agreed to donate them. I think that was a, with Donate Witch, the... The weren't they going to- We're going to scrap. I think they said they were going to do it with scrap materials. Okay, I'll check on that. I think that was last year that they were going to do it with scrap. Yeah, I think that there was no cost for us. I think they were agreeing to donate, right? Yeah, but definitely we could- We have but- use the funds at the school for that for books. For books, yes. Okay. We have Rob Salazar, who's our leisure services director, who manages babe James, who probably answer questions regarding your interaction with you. So do I need to go? He's perfect. Okay, do I need to go back and like to the... No, this is under your current. Okay,, perfect You can ask him your questions in regards and explain the little libraries to him and what you guys want to do Okay, so last year we decided to do the little libraries project and we chose I think two or three locations and So the city's building the little libraries and they're basically like a mini community thing that will put into parks and Newson Bernabéach that students can like put books in there and then you take a book kind of honor system But we wanted to make it more children's base by going to the Babes James Center and giving After-school students or the students that go there. I think if I'm not mistaken to to paint them so that it's more like community-based and then we would want to, I think we want to try to go on a particular day to help also. So we were just wondering like if that's a thing that you think would be. Yeah, so yeah we'd have about 25 kids in our after school program who come through every day. So that would definitely be something that you guys could work with us and our staff to coordinate. Do you know when you're looking at doing that type of work? Is that something you want to do for the school? School your end summer? What does that look like? I think that kind of depends on when they can get the little libraries to us. So why don't you guys discuss a couple of dates? I'll give city staff time to gather materials and we can coordinate with perfect leisure. So if you guys let us know a couple days that you're available, that will help us so long. Okay. Is there a specific day that more students are there, like a specific day of the week? Would you have a little like a little bit? Not particularly. I mean, it's gonna be between like 20 to 30 kids every day. It's just berries. Do you have students there during the summer? Is there any like day program just in case that? Yeah, so we have about 100 kids during during oh We for summer camp so that's why I was kind of asking Because we'll deaf I mean we're gonna have kids either way, but we'll have a higher volume during summer Even we might want to think about doing summer stuff since we have three to paint two or three to paint I might be a better idea Also summer schedules are more busy for us as well like we don't know if someone's going us are going to like summer term and if we're going to be there not, I understand. It would have to be like earlier in the summer. Yeah, I was thinking like right as schools like ending so it doesn't get too far. This doesn't summer camp like start like a week or two after school ends. Summer camp starts the first day schools out. Oh, okay. Well, I did not expect that. That worked out great. So that would be May 29th. His graduation. And that's also graduation. So we kind of kind of want to have a date before then, correct. And then it does get pretty busy for you around like the last senior day is like May 14th. Yeah. And that those first two weeks in May are pretty for the seniors are pretty busy. So if we just kind of look at that. I'm fine like also just one day after school like late May. I mean, I don't know what your guys' schedule is look like, but even just like on a Wednesday after school, I would be fine with. My question I get, I'm sorry. So with April 30th, be one possible date, April 30th is a Wednesday. I think that sounds good. Yeah. Should be good. And that gives the city and then with a secondary date. What is the following Wednesday? The following Wednesday, the weather Wednesdays are May 7th, May 14th, May 21st. Do we get on a Wednesday? Do we get on a Wednesday? We have to check. So, were you suggesting a Wednesday because they we got earlier and we'd have more time with the kids? No I think that's the first day of summer. No I was just thinking I was thinking it was early release. Yeah well I think in early releases actually a good idea. Yeah. So elementary kids get out, I think on 130 on one's days, and they show up to Babe James by like 145. They're rolling in. So just for reference. OK. April 30th, we have the ACE language test, which I don't think might apply to you just a go. Yeah. But that's at 830, and then lunch is just capping down distribution by the SEAL only plans for you both 30th. For us. Yeah, so we can do that. That's fine. I have a question on how we're going to have the kids decorate it because if there's three... is just capping down distribution by the Sea Only plans for April 30th for us. Yeah, so we could do that for fun. Yeah. Okay. I have a question on how we're going to have the kids decorate it because if there's three of them, how large are they can all 25 to 30 of them paint each one or have different activities at a time? I think that's more up. So I mean we can, well if you guys want to come over before the kids show up, you could different stations throughout the center. We have like a patio you could put one on you can have two in the multipurpose room or something like that. And then as the kids come in we can break them up into groups. We can front load them and tell them in advance that this is what we're doing this specific day so they know when they're coming in that this is the activity they're going to be working on so we do something like that that's kind of how I would structure it. Does that give us enough time for the city to get them built I will contact our maintenance of department to find out. So then perhaps like the Wednesday May 28th is the second one brand month May 21st is the secondary day. Is that I feel like that's what I mean. And that's is that the same day that we're doing the yes. That's the lunch day. Which I mean that's fine. It's not like the time to interfere but it'd be convenient to have them both in the same day day, honestly. Yeah. Yeah. So that would be just like the, to both. As a secondary date, if the city can get it ready by April 30th, and with that, when you do talk to the city, the, the paints, I know we could definitely provide the paints with our, with our funding for sure. What day are we having our final meeting in front of the commission? That would be the first Tuesday or the second Tuesday of the month of May. So that is May 13th. Yeah, it would be hopefully great if we can get it. I just want to buy April 30th. Yeah, April 30th so then we can present that we got them set up and everything but buy like at the commission meeting. Okay So there's two okay. I Just wanted to be does anyone know what the baccala rate? Vocal or yeah, it's a um ceremony at the Tristan's I'll tell you how to do you don't have to do it. Okay. Well, it's on May 13th Which is the day that the meeting with the city board is just one of the We've been saying we had both So it won't it? Yeah, it's been able to do it. Okay. Well it's on May 13th which is the day that the meeting with the city board is. We've been able to do two attend both. No. Well on the right. Because you dress up nice for both and then it's a little ceremony. Okay. This is not the first time that's happened and seniors they've been able to do both. Okay. Okay. Yeah. Yeah, I mean, well, I don't know. Okay, so we'll talk to the city and get a decision on if they can get it done by the April 30th. I want you to plan on that. And then if not, then we could see if they're good by May 21st. Okay. And that will contact you again. That sounds good. That's fine. Thank you very much. You don't need to do this. You have other projects that you discuss. Yes. You are the leisure manager, right? Yeah. and that will contact you again. That sounds good. That's fine. Thank you very much. Thank you. You have other projects that you discuss. Yes. You are the leisure manager, right? Yeah. Leisure services director. Yes, sorry. That's fine. Then we have a festival we were wanting to try and put on or a other community service being part of a festival, where we're suggesting that it was during the farmer's market. Is that what we were doing? If they have enough space for us, the farmer's record, but we have, the stuff we want to do is pretty in. being part of a festival where we're suggesting that it was during the farmer's market. Is that what we were doing? If they have enough space for us, the farmer's record. But we have, the stuff we want to do is pretty involved. So I don't know if there's going to be enough room where they usually set up the farmer's record on Saturdays. So how difficult would it be to put on our own like festival or to engage the... Okay, so like what? Are you wanting to do it as part of the farmer's market or separate? I guess then two questions. Is there enough space for us to be a part of the farmer's market? Because when I attend on Saturdays, most of the space is usually taken up, so can we expand further into where the other parts are of the grass? Well, I don't know what your scope of your event is. What are you trying to do? We want youth like businesses to have their own tents and we want to have places where people can play music and have other creative activities to do and then maybe partner with the library to have children activities for them in the corner. It would kind of be like a festival highlighting the youth and also giving them a way to practice business and business ownership while giving out their things but then also maybe other local vendors that do have to do with children's like children's clothing, snow cones, other little stuff. I personally feel like because go big or go home, it probably would be too big to to include at the farmers market but I guess we're just trying to figure out how we would like go about planning that. Sure. So two recommendations if you're trying to incorporate into the farmers market I would contact Ingrid who's the farmers market organizer and get her input to see if she would want or you know what her thoughts are on incorporating that into the market. Secondly, if you're going to do a standalone event to like you want to do an old Ford park or Riverside park or closed sams or whatever you want to do, we have a special events application for any special event that goes on in the city that comes through my department and it gets reviewed by these services. I mean, it's ops, police, fire, building and code enforcement. And all the different city departments review the plan, give you any input recommendations, this is what you need to do or whatever. And that's how the applications get reviewed and approved by the city. So there's a portal on the website to submit an application under the Leisure Services page. So with that step, you know, objectives with that step is that something that I could distribute and give them like the hard copy. so we get see which businesses have interest first is that something they could do with separately that wouldn't violate the sunshine roll right. Okay as long as you're separate so we can I could get those out and then we all kind of you know on your own choose these businesses are the ones I mine, these organizations are the ones I and mine and get some feelers from them to see if they can make a commitment first and then if that goes well and we can get enough then we can go ahead and apply. Yeah, do you have a timeline or date you're looking at? I think we were trying to plan it this year and then it would be something that our next round of youth council students can do because we have not as much time to put it together. So I guess we just wanted a rough outline so that by the time next year starts and their session is they can have time to put it on by the end of the session. So my recommendation will be to pick a date first. Lock in a date and then when you fill out your application, you're going to say on October 12th, I'm just using a day, we're going to host the Youth Business Expo in Old Ford Park or anticipating having 50 tables and vendors. We're going to have music, booths, crafts, food, whatever you're going to have, have all of that in the plan. how it needs to get through presented to be reviewed. Okay, perfect. Also, how long do you feel like the timeline is for those special events? How much time in advance do you need to approve? So when we're picking a date, we know how. So I need at least 30 days in advance. Okay. Okay. That sounds good. Anything else? It sounds like a good guy. Okay, it's just some, give us some clarity. Yeah, in the direction. Thank you very much. Thank you guys. Thank you. Thank you. Thank you, Rob. Appreciate it. Okay. Did I think, does anyone have anything else? I think we covered all three of our projects. Yes, you guys know what your text for for the next meeting? Yes, we need to after. Okay, so this is the only thing I'm a little bit confused on. Is do we need to talk to Mr. America? Is he, like, I just wasn't, I wasn't clear on it. I don't have one if you come with me and talk to him. I've kind of already just one on one talk to him and facilitated that for them. And then we can talk with him and say, we want to move forward with a Saturday class that's going to be offered by the Coast Guard and the other ages, give him the full details and then we'll be able to get an exact date from. He has to have the approval and I'll go to miss Roberts who runs the calendar to confirm that and We've already been able to do that to confirm The recruiting process or on on the 21st for the lunch there and then I get sorry So if we are doing it on the 21st like the introduction How do we where when are we gonna put out the Flyers for that specific I can I start advertising that this week. Okay. Okay. All right. And then in regards to, sorry, I just lost my train of thought. Gosh. I'm sorry. Well, I'm literally just gonna say, Oh, the youth led market. Is that something that you think we should pick a date this year or do you think we should let the next youth council task force pick a date so that they know like their timeline? Do you know anything? Maybe perhaps a month. So if we're recruiting people, would have a month a year say in this month on a Saturday so as you discuss with people that gives them more clarity because if you kind of just say open-ended and with some local businesses they might not be able, they just need probably a little more information to confirm. Okay so I feel like it would would be a good idea. I'm assuming that next year's, I know some things happen this year, so we started a little bit later. Do you think next year they would be starting a little bit earlier? Yes, we know a little bit of a transition, so yes, they would start a little earlier next year. Maybe we could plan on having it on a Saturday in like early May of next year To give them like all of the session to kind of like Finalize things and get people just make sure they have interest still and it sounds like a realistic time one Yeah, okay, yes I think that's great because I don't want to throw it on them And be like you need to get this done done within a month of youth council. And I'd rather get a date sent in. And then that way, if we send in the date, and they're like, actually, that date doesn't work for us, you need to re-change the date. It's not like, oh, they only five months in advance, they're able to change the date. I would also encourage you to look at the city's special events calendar to see if this city has an event this year in 1st of May. So if it's next year the same time the 1st May, you can kind of plan around what they have. Okay. Any quarter? Anyone else have anything? There is one thing. The next meeting is where you need to start working on your PowerPoint presentation for the commission meeting. And on the PowerPoint will we kind of lay out our idea for the youth lead market even though we're not actually have it. Absolutely. Okay. Absolutely. Okay. So I think we're good. Because there will be out soon you present that there will be people in the crowd. Yes. Absolutely. And that's a good marketing. Indeed, there will be people in the crowd who's saying that, the commission meeting. That are really involved with the city. Yes, that would be a great idea. Okay, and then they can kind of put the word out more to and try to get in full. Okay, perfect. I also talked with one of the people at the library, and she said the library is definitely interested and participating, like they have things for us to do there. Do you think that the library, do they ever have books that they like try to donate? Do you think they would be interested in donating books for our little library possibly? I don't know if that's a possibility. I think they do damaged books. Yeah, damaged books, yeah. I help clean those up sometimes, but most of the time, yeah. Because we could look into that as to just save some money since it'll be kind of, we don't need a film to the brim because they're gonna be adding books, I think, that's gonna be the system. And are we getting some of the other ones from our school library as well? We could probably have students from our school donate books to do a lot of book drives. Yeah, that's so funny that we're saying this because Kuzra kindness is doing a book drive, which we were gonna just like give it to elementary school libraries that needed books, but I'm sure we could spare a few books for this. Yeah, that would be great. Sounds great. Okay, sounds good. So we're good. I just wanna make sure. So I will email you in the loop with Frank with the postcard so you can keep that conversation going for the classes. Yeah. Perfect. Okay. Sounds good. As there is no further business to discuss, this meeting is adjourned at 4.28 p.m.
