But for those of us who live in apartments in the Beverly Hills area and specifically behind commercial buildings, which I do. I live behind 93, 78 Wilshire, the big glass building, on the corner of Canon and Wilshire. And for whatever reason, every time I leave my apartment, which the alley faces the entrance and exit to my parking, there are people who park right there. And I can't either get in or get out. I've called the city multiple times. I've called parking enforcement. I've called and it gets to the place where I'm arguing with people to tell them it's not a parking lot. And also it's not, you know, you can't block people's entrance and exit to their buildings. And they just look at me or they yell at me or they give me the finger. And I don't know what else to do. So that's why I'm here. Because I've done everything I can do other than come here and address you guys and say, I just need parking enforcement to go to the alley. Right. Because I can't. Wouldn't I have an emergency? And then I'm waiting for someone to leave or waiting for someone to come back to their car or arguing with someone because you know and it just gets to the place where it's really aggravating. You know and I work from home so I come and go as I please. And it just becomes a constant thing. I want to say in the past four weeks, it's happened at least six times. It happened just a couple of days ago. I came home from grocery shopping, and there was a woman putting her kid in the car. She just looks up at me, continues to do what she's doing. So in a parking lot, she gives me the finger. She's like, okay. So I don't know what... up at me. Continue to do what she's doing. And I said, you know, this is an apartment. Well, she gives me the finger. She's like, okay. Now, so I don't know what else to do other than to address this. So this is Keith Sterling over here, our deputy city manager. If you guys could exchange information, we'll we'll follow up with you. Thank you. I guess you won't follow the question. Has it ever been the same person twice or is it always some different? It has definitely been the same person twice. There is actually a company called Patriot Women. They deliver to the 60th hotel, which is towards the end, towards Christchurch of the alley, and they park there every time. And I've called the company. I've even asked the guy, can you not do that? And he just looks at me, press his button to load his thing. Is there a signage there? There's no signage unfortunately. So that seems an easy fix. We have our city manager. Founded by filmmaker and civil rights attorney Brooke Goldstein, the movement appeals strongly to young people. They empower young people, young Jews to discover and express their heritage in whichever way they choose, whether without fear or attack of persecution. So education is key in building unity. Next, we're going to, members of the council, whom I am Ed, I am your city clerk. It is indeed a pleasure for me to present to you the proposed city council meeting dates that are from May 2025 of this year until January 2026. Just a little background. Per the Beverly Hills municipal code, regularly schedule City Council meetings are held on the first and third Tuesdays of the month. Date changes to City Council meetings require City Council approval, which is why we're here today. And so we're here to provide you with an update. Now, I had provided a report in the packet. It lists all the proposed City Council meeting dates for May to January of next year. And then there are some highlights that I'd like to share, which are for special budget study sessions. When the report was published, these were the dates that we had provided, which was Thursday, June 5th, Monday, June 9th, and Tuesday, June 10th, as options. Staff does request that a minimum of two meetings take place in order to discuss the budget. Since then, we have received an update and these are the new dates that we are proposing for Thursday, June 5th, starting at 1.30 pm because there is an evening event that day. Then Thursday, June 12th from 2 to 5 pm. And if needed, then the week of June 23rd, I didn't have an exact date that I could recommend. But if that's, if we get through June 5th and 12th, potentially you could approve it on the 12th, if you would like. And then City Council meeting dates, we did provide in the report the following proposed alternate dates, which were Tuesday, September, 2nd would be the original date, but we proposed September 9th and then on October 21st, we proposed October 28th and November 18th, we proposed for November 12th. And then November 12th is a Wednesday, just to be clear. And since then, we have received additional feedback and would like to also share that the normal meeting on Tuesday, October 7th, be changed to Tuesday, September 30th. And the Tuesday, January 6th meeting in 2026 be moved to January 13th. Against staff respectfully request the City Council to provide feedback on the proposed dates and approve the schedule, and I'm available for any questions. Excellent. Thank you very much. Having said that, we would definitely want to work through any issues ahead of time since we would not be able to check or do anything. Should we? We'd have to be all in on approving it if we needed I would propose a 30th or the first July 1st we already have a Council meeting right set so I did is it something that we wanted to complete before July 1st we already have a council meeting. I think it's a very good practice to approve our bounce budget before the start of the fiscal year. And I have all the faith and confidence that the City Council would wrap up any questions or issues at that last meeting so that we could approve the budget. And the 17th is going to be a meeting, June 17th? Yes. So alternatively it's possible that if we go through our budget on the two dates proposed by the 17th we would be able to pass the budget. It is possible. It depends on how many changes or tweaks we make. So, if we cover most of the budget stuff on the 12th it will be a difficult turnaround for us to get it back to council by the 17th Let's go to councilmember freeman I can do the I mean if it's if June 30th or July 1st is Is good for staff. It's fine for me As far as if we need that third meeting. It's cutting very close, but I'm available. In the 23rd year of illness. I'm available in the 23rd too. Sure. The week of the 23rd. Okay. I have a little bit of apprehension about doing it on the 30th or on the 1st, unless we are really in sync by that second meeting. In the past, one of the issues that we've had is the insurance coverage, and as long as we feel comfortable as we have in the past, giving direction to our city manager to approve something that if we don't have all the exact numbers on the, before the 17th, whatever the, go back to the budget meet. If we don't have concurrence on the 12th and the only outstanding issue which I believe will be because we always get a quote on the insurance at the very, very last minute. As long as we all feel comfortable giving a range to city to the city manager, then I think we'll be able to finish it on the 12th and that wouldn't be a problem. Anyway, that's my only caveat on doing it on the 30th or on the 1st. But I'm good on the 5th and the 12th. I could be available the week of the 23rd or we could do it on the 30th. I think or the week of or whatever, even if it's on the 24th, whatever is normally the 24th is probably better if we're talking about dates and if we're able to hold off then we would the 30th is already proposed, is not correct? We were talking about the week of June 23rd as well. So you have June 23rd, which is a Monday, and then June 24th, a Tuesday. Yeah, I would probably hold June 24th just in case and then if we're okay to hold off we could do it the following week. Does that work for everyone? Hold off meeting, hold off until as an emergency to July 1st or to June 30th. I mean I think we should try to do it on the week of the 23rd in case there's any disagreements or anything that needs to be vetted. Would you be okay with that? It just won't be here. Still me, so good afternoon mayor and members of the council. I am here to provide you with an update regarding the traffic and parking commission interviews. And so on March 18th, I came to you and I presented an appointment request for Ms. Shelley Azizi. Unfortunately she was not able to serve and she withdrew her name from consideration and just a batter of background for those who don't know that the panel, the interview panel will provide two names to us. One is the first person they would like for us to reach out to, and then there is always an alternate that is provided. So fortunately, we did not have to go back to the panel to ask them for a second name. There was one that was already provided to us. We reached out to the candidate, and she happily agreed. We ran a background check, and she cleared. And so now I'm here today to provide you with that request. And in this evening, I will also be providing you since it's an expedited request on your consent calendar. Her formal approval is also being listed just to let you know who it is because I haven't said her name yet. But she is going to be filling former commissioner Ron shallow with unscheduled vacancy. Ms. Negar Kamara, who many people know, she is being offered the position as the next traffic and parking commissioner. Her term will begin on May 1st with your approval and would conclude after the two year, initial two year term on June 30th of 2027. She will be eligible for reappointment to a second term of four years. Should she and the council approve? And Ms. Camara will have just so you know, because it was an unscheduled vacancy and we're trying to get back to the normal cycle, she will have an additional two months added to her term in order to return to our normal recruitment cycle. It is recommended that the City Council appoint Ms. Negar Kamara to the Traffic and Parking Commission. And as I mentioned, she's clear of the background check and it is an expedited process, so this is why the report is on your formal consent report for this evening as opposed to the next meeting. I'm going to give a liaison report of now Vice Mayor, former Council Member. Marish and I were on this committee liaison for the interview and we felt that both candidates were really excellent and we were kind of torn. So this kind of worked out really well because Ms. Camara is going to do a great job, I'm sure. And we felt very confident in her skills. She's also a traffic judge, which brings an added level of expertise to the position. And I think that we're excited to present her to the council for the full vote. Councilmember, I'm Vice Mayor Mirish. Here, here. Okay. All right. Councilmember Wells? Well, I completely supported. I think, yes, he did. You had two great, really great candidates. So I think Camar would be, Nicar would be really fantastic on this commission. So I support it wholeheartedly. Right. Council Member Cormick. I choose support Ms. Cormick. I also support it. And I also support it. I think it's important for everyone to know that when we sit on panels to choose the candidate and certainly a backup that either one is always our first choice but we only can have one person who actually takes the position and Miss Camara will be an excellent, excellent choice and I'm proud to support it. All right, so I guess we're all in agreement and Congratulations to Nagar Kama. All right. Now we're going to item number four. Moving right along. So it's the recommendation of the Beverly Hills City Council. Rodeo drives Special Events, Holiday Program Liaison Committee regarding the request for funding and street closure for the 2025 Rodeo Drive Concord, the Eleguns, Father's Day Car Show on Sunday, June 15th, 2025, and may we have a report from Magdalena Davis. Welcome. Thank you, Mayor. Good afternoon, Mayor and Council, Magdalena Davis, Jones, your community outreach manager here at the city. I am going to be joined today by K Monica Rose, the Roadao Drive Committee President, as well as Paul Marks with J. Benbouge-Walt events and members of the Roadao Drive Committee Board as well in the audience. I wanted to make sure to acknowledge their support here today. This report reprises a recommendation from the City Council liaisons that met to review the applicable event elements, banner conceptual designs, funding in the amount of $312,254, and the applicable street closures for the 30th anniversary of the rodeo drive Concord Alligons Father's Day Car Show. It's my pleasure not to turn it over to Kymon and Rose for a presentation before we will do then a wrap up and a special video message. Thank you so much for your time today. Our new Mayor Nazarian and to the council members and to all of you Thank you for letting me present this to you today So as Magdalena said this is for the 2025 Radeel Drive Concourse the elegance I'm K. Monica Rose president of the Radeel Drive Committee last year's Count for attendance for the concourse was at about 44,000 people in attendance. This year we're celebrating the 30th anniversary of the concourse the elegance and a theme this year will be luxury and motion. The car show will be held on Sunday June 5th. It is a great family tradition to come to Roedale Drive for Father's Day for the car show. Also, it's built around giving back to the community and a Beverly Hills police officers association and a Beverly Hills Firefighters Association will receive donations at that event. Also it's a multi-generational family oriented event and I'll just say this as myself being in a car business cars definitely bring people together. I've been on RaDale Drive and Beverly Hills for a little over 10 years and I'm pretty excited about the car show. I really am. If you're around me long enough, you'll pick up the excitement. It is absolutely outstanding to have the type of cars that we get to have which are very rare and unique cars and the support of the city that we get. The event on June 15th, it goes from 10 a.m. to 4 p.m. It takes up all three blocks of Roedale drives and also their awards given out for the top cars that are presented on the street. Some of the highlights that you get to see is rare cars and bringing the community together. In 2024, as you see here, our media summary, there were over 5 billion total media impressions for the Roedale Drive Concourse last year. Also, there's coverage, media coverage from all around the world, local and coverage from all over the world. The sensor median and the site work banner options, they were selected by Bruce Meyer, the Rodale Drive Committee, and they were selected by our liaison. To pick these banners, they were bright and colorful and you can see them day or night. Also, and this is listed in your staff report, but another reminder about the street closures that we are requesting. Street closures would be from Saturday, June 14th at 9 p.pm to Sunday June 15th at 11pm. Also, our event partners, the conference, and visitors bureau, and the Chamber of Commerce are great partners for this event. Our social websites are newsletters. We very much so work together so that we're getting out the word about this great event and we're putting the word out to everyone about the concourse. Also, the Chamber of Commerce, they provide a QR code for all of the various restaurants in the city that will be shown on RaDale Drive that day. And then we get to the event budget overview and the requested funds. Can't do it without it. As you see, the budget is broken into various sections. We've left the budget for 2024 and put right next to the budget for 2025. Some of our vendors have kept the same rates as 2024. Overall, the numbers are less than last year. So if you can see here, the from 2024 with 2025. And then we will save the best for last guys. And Bruce Meyer couldn't be with us today. He's traveling with family. He's actually out of the country. So here's a special presentation from Bruce Meyer, our chair of the Concourse Delegant. Good afternoon, Mayor Nazarian and City Council. It's Bruce Meyer, Chairman of the rodeo drive Father's Day Show. Unfortunately, I'm unable to be there this afternoon. I'm traveling for my nephew Tom's 60th birthday. Lots to celebrate. But more importantly, this is our 30th year on rodeo drive. And we have an amazing show plan for this year. And I just want you to know that I appreciate the support from Beverly Hills. It obviously goes back. All the proceeds go to Beverly Hills to the police and fire. And it'll be a very special occasion. So I just wanna say thanks for your support. It's the largest single day event in Beverly Hills as far as I know, and it's our 30th year, and it's something that's beloved by the entire community. So come and join us, and I'll see you on Father's Day, June 15th. And that was a great message from our chair. Thank you guys and I'm sure that there may be some questions back really. Yes, I just wanted to do a brief wrap up to request that council approve what we had mentioned. The event elements including the street closures, the banner conceptual designs funding. but I also wanted to point out two unique items to the Concore and that is the The street closure waiver is also included as a request the total fee waiver for the specific street closures Does not factor into either the permit fees nor the personnel fees which are paid back to keep things nice and clean since we do involve sponsors with this event. And I will not steal the thunder of our liaisons for their report, but there were a few recommendations. And I wanted to clarify one of them in particular in your set, in your report, you'll note that the donation amount for police and fire associations do come out of the sponsor, exhibitor amounts and not the total city-based funding. Go ahead. Go ahead. Sorry. So the car show is obviously a signature event for the city of Beverly Hills. It's very well received. We have all those numbers of people who get the impressions from our event is covered by news media. And it's something that I think is woven into our fabric and I would always like to see it coming forward. However, a couple of concerns. The increase in the budget requested by the city really is one of the only increases of income that is coming into the event. We see, and I'm not exactly sure, Meg, do you want to maybe clarify the sponsorship sales, management and logistics coordination number went from 30,000 to 20,000, and I don't recall exactly what that is. Yes, of course. So where we did have control with our vendor, JBB, that is hired here on contract, where we did have control over certain line items. And by that, I mean it's not an outside labor production. It's someone that we have our own contract with. It's not say an increase in the equipment itself or the associated laborers. You might imagine the swing shifts or the overnight shifts for closure of this nature do rack up a labor cost. But where we did have control in particular with this line item and going after return sponsorships, return sponsorship management with folks like the signature sponsor, Ogarra returning. JBB was confident that they could still give the quality of the service for a lower cost in order that total number 629 be lower than the costs for last year. Try to keep very. Okay, so that goes against what I said, that there is a reduction in cost, which is tantamount to a contribution. But the city is being asked for almost another $14,000. And what I am concerned with is the sponsorships and both council member Wells and I noted that, as well as the fact that the exhibitor fees have not increased also. So I think the increase is a reasonable expense. We were both concerned that that cost of $312,000 that the city is being asked to contribute is not one that the city can make to the contributions. So it has to be over and above what the city is contributing. If not, it looks like the city is contributing to the associations, which I don't think is permitted. So those were the concerns that we had about it. But as it turns out right now, it is recognized that they're going to need to increase the sponsorship money to a higher number if we are going to be able to provide the contributions to the associations. And I will give it to my colleague for further comments. I don't have any further comments. I think you've covered all of the issues. Thank you. So we'll go to council comments and then we'll, and do you want to discussion? We'll go through. Sure. So with just final comments, I think that this event, the concourse is a very, it's on brand for Beverly Hills. It's a premier event. It's the 30th anniversary. It is multi-generations, and it's just a very well executed event. And I really appreciate the sponsorship that we have around this event as well, because it's end as well, the partnership with CVB and the Chamber. And I think that's partly why we see the types of media and press you get around this event as well, is because everybody is partnered to around this event to make it successful. And I support it completely. Thank you. That's one of the partners. Thanks. So I have a question with Leazons. If I'm reading the budget overview correctly, right now given the expected sponsorships of $310,000, which is $27,500 less than last year estimated, that's why right now there are no charitable contributions to Beverly Hills Fire and Police Association, but to the extent they make up the shortfall between last year and this year, they will then get money for contributions, that right? That's my understanding. Okay, so that's a $27,000 shortfall and they got $15,000 last year. If they were to come up above $325,000, then they would get their $15,000, like they did last year, and then the question is where would the additional monies go? If there is any additional monies, was there any discussion about once the $15,000 fire and police associations Summon they can get them more sponsorships once the police and fire associations get their $15,000 last year. fire and police associations, assuming they can get more sponsorships. Once the police and fire associations get their $15,000 last year, anything above that would some of that come to the city to compensate us for the overage compared to last year. I was going to say. Last year one of our sponsors was net flicks. It was a great event for the city of Beverly Hills and also for the concourse. So last year, Netflix did a $75,000 sponsorship, which was great, which I do believe that we're still working on sponsorships. But Macdalina was gonna mention to you. I will say that although it doesn't appear here in the zero over here, we have had years where we've been bountiful and have an overage that we then applied to the future year in order to bring down the cost. That happened in the year before this one, 2023. And although it's typically a nominal one in the amount that you're kind of mentioning between 12 or 15,000, we do, we do on occasion see that. I will say you are correct in all your math that you did and look to the liaisons, yes, the 15,000 would come out of an overage above and beyond the goal and any additional amount could be rolled over or applied to a future year. So that cost next year could be offset. Yeah, that would be my request. I mean, rather than have, I mean, we love the police and fire. But once they get to the 15,000, if they're, if we are lucky enough to have increased sponsors, sponsorships, I would like the overs to come to us. Either towards future events or pay down our $312,254,000, this year. Overall, this is a great event. If you look at the money spent versus the number of people who come into the city and the number of media hits the traditional and social, this has got to be one of the biggest for the bucks we have on the early basis. So I'm completely supportive of the traditional and social. I mean, this has got to be one of the biggest bang for the bucks we have on the yearly basis. So I'm completely supportive of the proposal. Thank you. Thank you. I have some member free. And for all the reasons stated, I am in favor too, as well as the closure and the banners that have been proposed and the budget. Thank you. I support the banners too in the military. And I'm supportive of everything as well. I would like to see if there's overages that we can get our contribution down to a parity with last years. I think that's where the next, you know, we're filling, even though the cost of gone down, we're paying more, as was mentioned. If there's additional sponsorship, I'd like to see our contribution be at the same level as last year, even though that the cost of gone down. And then above and beyond that, as said, if they're gonna be charitable contributions, that's great, but I'd like to, you know, I think as a matter of principle, we should try and make sure that the cities cost don't increase each year. We're also trying to be fiscally responsible. Thank you. Thank you. Thank you. I'm also in support of this event. I do have a few questions and a few suggestions, whether it's for this year or for future. I think that with some of the budgetary restraints that we're facing for the year to come, perhaps looking at a sponsorship level that goes up, I mean $100 is really minimal these days and I think that that may be an area to look at. I know that you're giving the money to police and fire have you thought about perhaps donating it to the 501c3 arm of the city because they also have an area for police and fire and perhaps that could be better distributed for the actual needs of the city to help assist. We will of course take that into consideration and also mirror regarding the exhibition fees, exhibitor fees at $100. Lia's on did mention that to us and that is something that we take very serious. We heard the recommendation and it is something that we should absolutely work on moving forward for the next concourse for 2026 and it is something that we have spoken to our chairperson about. So that is something that we will definitely be addressing. Right, thank you. And as far as security is our chief here? He's listening, suspect he's in the other room. Very powerful, Mayor, Mr. Green. Hi, Chief, thank you for being here. I'm here. I didn't think you wanted me because you're taking my money now. No, we said we're taking it. We're giving it to you. We better wait. So this event is fabulous and it's multi-generational. Everybody's having so much fun with it. I know that for my family we go with my dad and our kids and with with my husband and it's just really fantastic. What I've noticed is that it's really growing and it's it's taken a whole new role and so I just want to know what types of steps we're taking as a city to ensure the safety of the community and the visitors and everyone that's coming. Sure. That's a good point. You know, after the holiday event where we had a serious accident right outside of the event, fortunately we had things in place to take care of that. But one of the things we look at always is the threat. What's the threat to the event? So we always have intelligence. So we work with our federal, state, and local partners to make sure we understand if there's any threats or known problems that could affect the event. The other thing is we have a very solid perimeter around the event. Like we use the vehicle barriers and work with public works and our partners in traffic control making sure the event is secure from any vehicle attacks or anything like that. Of course, we have a lot of uniform personnel out there, our covered six personnel, other things that I won't really talk about, but be sure there's undercover officers in the crowd and other things that are there monitoring. Of course, we use our drones and our extensive camera systems to monitor the event from all kinds of different angles. And then there's private security within the event that we also coordinate with in the different smaller venues. So in the years I've been there, very well-behaved crowd, very family oriented. Sure it has gotten bigger, but we haven't had any issues ever so far, and I don't expect we'll have any issues this year, and I usually take my family and friends and also go down here as well. With regard to partnership, I know that you're partnering with CVB and the Roodeo Drive Committee and the Chamber, which is fantastic. Is there any encouragement with our current hotels to do some kind of attendance like a destination weekend so that it would increase attendance and also Maybe make it some form of stay in Beverly Hills as well Yes, so I've put up the slide to speak on behalf of our partner at the conference and visitors bureau You'll note two different areas slides full bullet points four and five bullet focus on five for a. They have different newsletters depending on the audience. So the trade and the partner ones are really the ones where they concentrate both with agents because people still do use travel agents as well as larger ones like Expedia or other partnerships that they have. So they do targeted, delivered distributions. We actually start this week because of the advanced notice for people booking and then they do also of course have the visitor-driven guide. That one's a little lighter, a little bit more of like a roundup of things to do when you're here, but the trade one really does go pretty hard with the partners and I will say several of our hotels, a notable one that comes to mind is the Beverly Wilshire Hotel, as well as the Mayborn, have taken their own fund cars out for a spin and delivered and dropped off their guests right at the event, different entrances and pastures. Very cool. All right, excellent. Well, those are my questions I know that you've done a robust outreach and you will do outreach to the community so that they know that the street will be closed. And I'm sure that you've already reached out to the businesses as was discussed. So I'm really looking forward to the event. I think it's gonna be fantastic. And with that, do we need a vote?
