The planning commission is a commission that we have these projects before us, we have these items before us and we're asked to approve them or not approve them and move it on to City Council. We don't necessarily, we're not economic evaluators. We do ask questions. Tonight we had some things that we took care of before we even came up here, which was good on one of the projects. And we never, we never tried to air out dirty laundry up here at least I don't and But you're welcome always to address me on anything But we are a commission that either approves Recommends it or recommends a denial for a project and then it moves on to City Council Which is the final authority if any of us have a situation where we may not feel right about it or We say our piece well you're welcome to the one that talked to the one that appointed you to at the city council level, because it may be extremely legitimate. And the other four of us may overlook some or three of us or whatever it is. But we are basically a commission to approve or disapprove the projects. Now as far as our staff, they vet these things, they re-vet them, they go federal, they go state, they go by so many laws of the books. And when they recommend that we, they recommend a project, they've done their homework. It's not up to us to say, hey, is that lizard going to be protected 10 miles from here, you know, and I'm just, of course, making it up because I always catch lizards. I stand before you deeply honored and profoundly humbled by the opportunity to serve once again on the Adelanto City Planning Commission. This reappointment represents not just a role, but a renewed commitment to our city, its future and the community we all call home. First and foremost, I wanna express my heartfelt gratitude to my family and friends, whose unwavering support has carried me through every step of this journey, to my colleagues, and the entirety of the Adalante and Adelante City Council who believe in me and my ability to contribute meaningfully your trust as a privilege and I do not take it lightly. I would also like to extend special thanks to Councilwoman Steve Anna Evans for nominating me for this position. Your belief in my qualifications, your belief in my qualifications, my dedication, and my vision for Adelanto seems more than a word can express. It is through relentless leaders like you, that progress is conceived. For those of you who are already familiar with me, I think it's safe to say that while diplomacy and decorum will always be my north star, I'm not exactly known for mensing words. So I'll address the elephant in the room once and for all. Admittedly, my previous term on this commission ended under circumstances. I believe we were likely unmerited. However, time has a way of bringing clarity and understanding, and after thoughtful reflection, introspection and maturity, I am grateful for the change of heart that has led to this moment. It is a testament to the strength of our shared commitment to Adolentals' growth and Success, so in spite of my previous removal, a few other R words prevail. Respect, recognition, excuse me, respect, recognition of error, redemption, and most importantly reconciliation. Mayor Gabriel Reyes, tonight, I commend you for your embodiment of those very powerful and impactful principles. And furthermore, tonight I want to publicly express a profound sentiment that I felt our conflict prevented me from doing so in the past, and that is my sincere condolences for the loss of the man we all fondly and endearingly called paparraeus. The outpouring of love that he showed my son from this very room six years ago left a lasting impact on me, my family, and most importantly, Nathaniel. So my little cousin who's not so little anymore, Christian, who swore me in tonight. It was a conversation that we had nearly a decade ago that created the spark that transformed and shaped why we're here tonight. So it was only right for you to officiate my oath. Based on vacant parcel, the project consists of seven single story buildings and two covered are parking areas. The project is proposed in three phases. The project will be accessed from Sinagurod and the project provides a total of 58 parking spaces. The retail offices use will be accessible while the stored portion of the project will be secured. The project is subject to adoption of ordinance number 654, APN number 3103, 511, 08, and the planners, Mr. Louis Morelles, who is not present at the moment. And the staff recommendation is to continue this item until February 5th, 2025. Okay, with that, we really don't have the planner here so we won't need any comments. Thank you. I'm Jim Hirsch from the planning division and item number two tonight is location and development plan 24-06 by Steelwave LLC. I guess I'm going to move these or Zach can you hit the next slide? Thank you. The project proposes a development of one industrial logistic building for distribution and warehousing totaling 631,600 square feet on a 40 acre development site located on the southwest corner of the Adelante road and El Marage Road. Next slide. I'm going to try out this pointer, which is not pointing. All right, well, we will go without the pointer then. You're talking about those four squares up there? Yeah, we're talking about the Ford Blue Square and The project site is within the airport development district or ADD's owning district in the city The following assessor parcel numbers are being consolidated These four properties into one project site and that's being done separately. The assessor parcel numbers are 0459-062-111213 and 14. So they will total 40 acres. Next slide. So the surrounding general plan and zoning from this site to the north is also airport development district to the south that the city of Victorville, Southern California logistics airport, and then to the west is also airport development district or ADD. The subject property is currently undeveloped, undeveloped vacant lots. To the north is another vacant undeveloped section of land to the south is to a very disturbed section of land that's also undeveloped to the east is vacant undeveloped land and then further to the east is the airport and to the west is vacant on develop land. Next slide. So this is a conceptual landscape and site plan for this building. Adelanto Road is to the east and at the top of the screen to the north is El Marajro Road. The access to this new development, there are three access driveways on the east side, onto Adelanta Road and one on El Marage Road. There they go. Total of 398 parking spaces are part of this project and they're provided for all on the project site. Next slide. This is some of the architecture by HPA. They have brought nothing but really good buildings in front of this commission and this is another one of them. We can only hope that it actually gets built because it will be a definite asset to the community there. It's light blue and light gray at the base and then gets lighter as it moves toward the roof of the building and then the various entrance points to the building are a light blue gray color as well. Next slide. And this is just a compilation of the development standards in this ADD district. The minimum lot size would be 20,000 square feet. This is obviously much, much larger than that. It's a million, 742,000 square feet. The minimum lot width is 100 feet. And in this case, the lot width is 1,280 feet. And the minimum lot,280 feet. In the minimum lot depth also 100 feet. In this case is 1,260 feet. So the building definitely meets all the development standards. The amount of landscaping required is 5%. And in that conceptual landscape plan that I showed you earlier, the actual landscaping is 8.5% of the site. So it exceeds the required landscaping next side. And this is the parking requirements. The number of spaces actually required for this building are 210. And the project is providing 398 spaces. So it's almost double the amount of required parking. There's also 330 loading spaces. Next slide. So the project size is designated as airport development district or ADD in the general plan. And the proposed distribution and warehouse uses are permitted uses in this zoning district, which encompasses light and heavy industrial, retail, office, and other commercial uses that are oriented around airport operation services, industries, and businesses. In terms of consistency with both the general plan and zoning. This project will expand the allowed industrial uses contemplated by the city's Adelanto North, 2035's, the Sustainable Plan, which is a big fancy list there of words, but it's basically the city's general plan. As such, the proposed project is consistent with that plan and more specifically the project is consistent with chapter three of the plan which is economic development in that it helps to implement economic development goals and policies including job creation, infrastructure expansion, and revenue generation. The proposed uses in this district will be required to execute abagnation easements with the airport authority. So, next slide. Over last slide. Over last slide. One more slide, Zach. There we go. So given that, we are staff is recommending that this commission adopt resolution, P-24-11 to adopt a section 15183 environmental exemption based on consistency with the previously approved general plan EIR, which was approved in 2014 and approved location and development plan 24-06 to develop this subject property and construct one 631,600 square foot industrial warehouse building. This is all on a 40 acre site with one retention basin. And again, it's in the airport development or ADD zone based on the findings and subject to the conditions of approval. Mr. Chairman, this concludes my presentation and the applicant has a short PowerPoint presentation that he is requesting to give following this presentation. I'm a senior vice president from Steele Wave in the Overseer kind of development projects for our LA office. Our team is very excited to be up here seeking the approval for our 631,000 square foot warehouse building. In what we have been very focused on is the inland empire north market, which, you know, Adelante has been our key focus. So to give you a little overview on our company, Steel Wave, we're based up in San Francisco. We cover all the, I guess if we want to go to the next slide. Maybe one more, please. Perfect. We're represented in all kind of major West Coast markets. We do all product types development is sort of our bread and butter. But namely we're focused on high growth markets from a long-term lens. So from our standpoint in the RLA office, Adelanto has been our key focus in hitting all of those checklist items. So, you know, with that we're also, you know, we've been working with the city on the planning side, the concept side, and we feel like there's an alignment on adding this building as well as others down the road. So if you want to go to the next, maybe one more please, perfect. Like it was already mentioned, the building that we're planning is 631,000 square foot warehouse industrial building. It's going to be Class A 42 foot clear height, which is the heights that the Amazon's of the world really garner for a long term lease. So we've been working with HPA who's a preeminent architecture firm to really come up with this conceptual site plan. You'll see there's an abundant amount of trailer parking stalls, which is a key feature for these large users who are looking in assessing facilities, as well as plenty of automobile parking with plenty of circulation and good access points coming off of El Marajan and Adelante. We think that this is the end user is sort of a distribution warehouse company. As we've seen to the East and Victorville, Amazon's got a large fulfillment center, good years building, upwards of a million square foot building, you can throw a rock to that we think like the users are coming. And areas like Hesperia have just signed two million square foot leases. So, you know, where groups were maybe going east, we think that the push is now north. And we want to be there. We want to build new facilities so we can bring the Wal-Mart's of the world, the Amazon's of the world, and create sort of a new ecosystem in this commercial district. If, as far as timeline, you know, these are just conceptual plans. We're going to need the rest of the year to move forward with our construction drawings, get a full team of consultants going, but as well as issue a take permit because we've got Joshua trees on site. So that's going to take us a little bit of time. But as soon as we get through all those milestones and hurdles we want to commence construction so we can time it perfectly we can you know when the users come back we're there we're ready to to lease base. If we want to move to the next slide. Awesome. So we think this is a win-win for us as well as the city, you know, a facility of 600,000 square feet. You know, it could employ upwards of a thousand people. So we think that's a great, great thing for the local community. In addition to that, you know, the, as part of conditions, there's going to be plenty of infrastructure improvements that we're going to be making to the roads, to water, sewer, power. So that's all part of the game plan. In addition, once we've locked up a user, we think there's going to be plenty of tax growth benefits coming back to the local community. So we see that as a major positive for the city. In addition to that, you know, we know that in our diligence of the IE North and specifically at Alanto, there's a deep labor pool here ready to go. We know that they're coming down the 15 to work in the basin. We want to be able to give them an opportunity to work in their own local community. And that's going to grow the community, that's going to pump more dollars into Adelante which we, you know, full hardly want. So we think, again, it's a win-win for us as well as the city. You know, with that, we're just excited to to be here we're excited to kick things off. We just want to get this approval so we can continue kind of marching down what needs to get done. No, your previous project and stuff with the skilled laborer, you know, I really appreciate that. I know mayor appreciates that, Stefan appreciates that. But we have a mountain out there that has a mixture of, what's called, it's called, originally called soil, or TPS soil safe. And if you guys, when you get to the building stage, if you need some good dirt to mix in, because they're going to be making a lot of dirt coming to us, because we've got a mountain out there off Adelano Road that the city accepted and they produce this and it's it's I want to say it's a zero nutrient soil and it's excellent for compactions I've used it for roadways runways all kinds of things so it mixes in with here because you got nothing but blow sand and sand and desert and everything else the layers out here cleachy but you guys are aware of that. If we do see the project break and you have somebody knocking on your door, let's open it up and that's a personal request. So get really this mountain of stuff we have. Right, Reyes? Thank you. But I really, you know, we've brought the other projects before us and they're clean But I really, you know, we've brought the other projects before us and they're clean and they're, you know, we're excited to, when you can kick them off and I understand a lot about economy and stuff. So considering the amount of time that you have, do you feel like this is a project that can be completed in that 20, 24 month period, or you'll probably have to ask for a reno of some sort? No, I think to your window is satisfactory for what we're trying to do. I mean, we're gonna move as fast as possible. I think kind of end of the years is maybe more on the conservative side. We're hopefully going to try to beat that. Okay. And these buildings, well, they're quite large. You know, it's a box. So maybe not as complicated as, you know, an office building. So. And my other question to you is, I do agree with the sentiment of, if you build it, they'll come. But this is a huge project. So I would imagine that you at least have some prospective occupants, and then do you only develop or do you develop and manage after construction? Yeah, those are great questions. I mean, we have close ties in with the brokerage community. So we know who's out there, who's looking, who's maybe pushing requirements out. You know, it is, we are building speculatively thinking that we will get one hopefully. But based on what we know today, we know that if you do build it, they will come in the size range just because there's so few buildings available. And I'm sorry, your second. And as far as management is concerned. So once they've been occupied, do you offer management, or is that when you step off the project? Yeah, no, we steal away, is involved, soup to not. So when we find a project, we develop it, we actually have management capabilities so we will not be outsourcing that to a management company. This project requires a location and development plan for the development of a manufacturing facility and a conditional use permit for the use of the proposed tire recycling facility. Before you use a zoning plan, the subject site is located north of Hacters Road to the east of Beaver Road. It is on the same zone to the north and to the east. And to the west is the airport park. The city boundary is to the south. The surrounding it. Sorry next slide please. This is a site. This is a site context for the subject property. As you can see the airport park is going to be to the west. And with the location that the applicant has proposed, sorry, the location the applicant is proposed along with, along with with with high agreement set, it should be clear of the of the gliding path for any for any arriving aircraft. So, the subject site needs or exceeds all manufacturing industrial development standards. Before you are at typical elevations and color references for the subject property. Before you is a sample of the landscapes that's being proposed for the subject property. An initial study was prepared in accordance with California Environmental Quality Act. M&D was determined to be the appropriate environmental document and was prepared. It was circulated for a 30-day period public review from November 20 to December 20 of last year. Agency comments were received and a response to comments has been issued attached to the mitigated negative declaration and all potential effects of the proposed project have been reduced to less and significant levels of implementation of mitigation measures. Staff recommends adopting resolution P-2501, recommending planning commission, adopt the initial study and mitigated negative declaration, and approve location development plan 2310, and conditional use permit 2308, based on findings and subject to conditions of approval. And I am here to take a little bit more about this project and bring a little bit more personal context to it. The owner of this project is actually a woman. Irene Wu is the young lady that is going to be championing this project. This project is going to bring also state of the art recycling of tires. There is only Germany and China that has this technology available to it and we will be actually the beginning location here in Adelanto to use this technology that will actually break down all the tire parts and recycle it and be able to then sell it to the secondary market from here. The good news is is that we're looking to have 40 to 80 good paying high in jobs for people here in Adelanto in the surrounding community. And we look forward to presenting more of this project to the city as we get further along. This is a great opportunity and the building alone on the construction side will be somewhere around 35 to 40 million in construction that will be bringing, that will also be hiring local contractors. We other in that we hope to get your approval. Well, you know, you've brought many projects and I believe you have some more coming before us, you know, as the applicant for these people. I had the honor to talk to you earlier tonight and you broke down all this, what this tire reclamation center does you guys and it does right down to providing oil and diesel and everything else that that tire breaks down to is rather interesting. And once again, for Atlanta residents and ourselves, we would be the head of this project in the United States and not a tail. There's been other things we've allowed into our city and we've been the head end on it and it's still going forward but this one here is a head end project and personally after going through all of it and then working with with Alan personally today on some issues that you guys got the upgrades on they were ready to meet or exceed anything as a city or even as an airport that we ask them to do because we do have what some of us don't realize it's called airspace and the airspace is federal and we don't mess with the airspace and not all the time do we look at our overlays or realize this is part of the project but they complied in many ways and so I my hat's off to you again Ellen and he was directly on the phone on on different things. So we wouldn't have to come up here, short-handed. So the project's in a good spot. It's in a good area. It brings infrastructure to that area. I appreciate that. And like I said, and it only opens a gateway to start paving some roads that are needed, you know, and so hats off again and hats off to the lady that owns this project Definitely to her and thank you for coming to Atlanta once again We have a big valley, but we like being the head end of these projects and not a tail end This one will be a good one. Actually, it's 40 to 80 to begin with. 40 to 80. And these will be high paying jobs. These will be everything from delivery drivers on the construction, I'm sorry, on the truck driving side to actually running the facility, which will be entailing breaking down the tires into a usable format that will then be put into a high heat process that uses chemicals that are going to all be contained within a system that is going to be installed at the location of the building inside the building. So it's really going to require additional engineers that will be hired to maintenance, to run it, and oversee it. So we expect good things from this. So you kind of answered my question. So I was going to go down the middle. If you said between 40 and 80, I was going to go down the middle and say 60. And of those 60, how many of those would be considered entry level versus high skill and technical, and then what's the educational requirement for those high skill and technical positions? Well, the good news is is that the high school will be pretty much the beginning that we would be looking for. From there, obviously, the running of the equipment itself, the arc, are the reactor that's going to be running on with the chemical. That will be something more of a college education, whereas the breaking down of the tires, getting them set, getting ready, will all be beginning where you could come in with a high school education and advance up the growth. Now, as far as your partnership with the local high school, are you gonna create like a feeder program where the skills are being taught while they're in school or will they be able to come and come to a site or a location to get the education if they need for those entry level positions? I think as we develop this out at the beginning, we will look to the city to make recommendations on the side. The high school, I think there is a definite place to do some kind of entry training for especially some of the kids around here. The main concern would be is obviously safety and being that it is going to be very big equipment that will be dangerous to break up the tires. We would want to have some conditions in that as well. So when we go to address tires, that may be a whole new ball of wax. We get to do, you know, with, with picking them up and getting them out to them. I don't see a problem there, you know. So that actually is a good question. So will there be some mechanism incorporate and incorporate it into the business that kind of looks for them or is it basically all going to be brought in because we definitely have an issue with that in the project. Now we're not asking you to be proactive if that's not part of your plan but I'm just curious to know a bit. Well, I'll interject for just a second, Ellen, because we used to be the largest tire consumer in the Southern California as our kilns would put them in for fuel and we are the largest cement producer plant in the world right out here in Appalve Alley and we used to bring him by the truckload so you know all about that truck tipping up and and so yeah there is a mechanism for all the tire shops and everything and what he's gonna have is an endless line of fuel and at the same token we'll have an endless line of cleaning up a lot of ugly stuff around here. So they're also can be used for the roads as well. That's the other part that we will be looking to do is a program for that. Mixing it where they're making the asphalt. Yeah, mixing the right areas. Yeah, absolutely. Now you've peaked my answers even more. There's a whole limited... The issue is this. This being the first location, the owner is really conscious that if you can get through California, you can go anywhere. We are already looking at Oklahoma already as another second location. They've already started with the reports out there that they've already laid the groundwork. So if this goes very, very well, like we think it will, we will move right on over and start going state to state and this would be our headquarters. Location and development plan is required to construct six utility and equipment buildings for the operation of the existing public utility facility. Before you is the zoning plan to show the surrounding zones, the existing site is in the public utility zone in the city of Adelanto. Bright green, you can miss it. All surrounding zones are manufacturing industrial and the area is the area. So, the area is the area. So, the area is the area. So, the area is the area. So, the area is the area. The subject property meets all development standards for the public utility to the public utilities own it is worth noting that public utilities own has very minimal development standards for for development and subject and the subject site meets all of them. Before you I'm going to present an outline for each of the each of the utility buildings that are going to be proposed. Before you is an AC filter relay building of 2226 square feet. Before you is a DC relay filter building for 1,456 square feet. Before you is the spare parts building for 11,476 square feet. Before you is a median voltage switch gear building, 1,400 square feet. Before you is a second, mode of voltage switch gearish gear building, 1600 square feet. Next, as a microwave communication building, 200 square feet. Initial study was prepared in accordance with the California Environmental Quality Act. MND was determined to be the appropriate document and MND was prepared, was circulated for public review. And all potential effects have been reduced to less than significant with the implementation of mitigation measures. Staff recommends approval of resolution P20502 recommending approval of the initial study and the mitigated negative declaration and the location development plan 2413, based on findings and subject to conditions of approval. I guess it's fair to say with these buildings going up, it's definitely a positive for them to maintain their own stuff. The buildings are obviously needed. That's good. So yeah, and I say you explained all the parcel numbers and everything that it kind of deals with, which was interesting. So yeah, so they're doing things right, and I'm glad they are. But I don't know if there's any questions, but definitely taking a lot of diligence on the environmental aspects of the build, the LADWP takes a lot of pride and working and maintaining the environment. So I guess are there any questions? So, are these essentially upgrades or what's currently there is going to be deconstructed and this comes into replace it? Correct. And what's happening in phases? What's the... Yeah, so we have a converter station. We're bringing in transmission power and then that gets distributed to the rest of the region here. Like I said, the building was originally put in place in 1986 and it's end of life. So we're in the process of putting up new buildings and then the old buildings will be decommissioned. Your buildings basically, I think, but it could be wrong, but basically you got to rebuild a lot of starters, a lot of your stuff in this transition field that you're just going to do it on site instead of bringing in a truckload because the switch gear used at these are pretty healthy stuff. Yeah. And it's got to be built right. And yeah. So I was kind of what I took away from it, you know, and dealing with, I used to deal with substations cross-country also. So that's kind of what I understood. I commend you guys because you went around our airport a few years ago that you probably weren't around then, but they were going to put a transition line right across us and the airports spoke up and you guys went around which is really convenient for everyone. It's not fun lying to under or over those wires so thank you. So yeah we've gone through the review process with the airport and we got that clearance already. Oh not the big airport. We're a small one out there. Oh yeah where you're lying where you're lying. East side. You can take a straight line and then go around well we're we're what you went around so I appreciate that. But I would say, what are we kind of getting back in return, right? And the only reason why I say that is I know that our city manager has been in conversations with their staff and with their departments. But if I'm not mistaken and IEka you may be able to correct me on this. If they're not the largest, one of the largest companies that discharges waters into our wastewater facility. Volume wise, pounds wise, everything else wise, by far. And I know that that is putting a major strain on our wastewater facility. Right? I'm not saying that it's up to them to fix it, but it would be of good faith and of good partnerships since we're showing that we're going to be good partners with them and their developments and enhancing their services to the great city of Los Angeles that they take that into consideration because we're just a small city out here in the desert. Right? We're reaching serious zones when it comes to our discharge and it would be great if we could just have a serious conversation in regards to looking at those numbers. Right? That is something that is tremendously affecting us. We're going to have to continue to lobby MBN DC and be in Sacramento because that's no small feat. We're talking 30 to $50 million to do the upgrades that are necessary for our wastewater facility, right? Maybe back in the early 90s, early 2000s when we were at a population of 20,000 people, it really really didn't matter, but when we have 18 million square feet of industrial warehousing in our plan check and we're building, you know, thousands of homes in the next five to six years, this can become a serious problem, right? It's not up to them to fix it, but it most definitely help us as a city to be able to have those conversations on what can we do? Can they be of assistance? Right? Don't get me wrong, we know that LA County is going through their own infrastructure issues right now with this unfortunate wildfires, but maybe this can be a way that we can partner, right? With a lot of the funding and infrastructure wise, maybe we can do something with LADWP to be able to increase the services up here. By no means am I saying not to approve this project, we don't roll like that here in Alonso. Right, it's something that is needed, it's something that they're looking forward to do, but there are some areas and some meetings that do need to be had when it comes to those things. Right, I think it's important to, you know, to take into consideration and just, you know, be a good partner as we're a good partner to everybody else. We should just get the same type of respect and be good partners in return when we have some serious levels that we're reaching. Right? So another great project, another thing that's most definitely needed and is one of those two cents in there so that we can maybe have staff follow up with them to see what we can do in regards to this conversation. Don't leave. With that being said, because I'm the old man with been around a while, okay, so we'll get that out of the way. Tell my stories. Okay. And so, you know, I'm aware of the lack of the, you know, our sewer problems running new pipes and stuff. Is there any way we can get that put together as a package? Because we knew about the prison that was going to go and take care of that and they were next to the Victorville prison and they did not come in because LA overthrew us and took it. But if we have that in, I wanna say maybe a packet or something to where we can approach people at the table and say, you know, we got this project going here, can you take a mile of it? You know, something. You see what I'm after? Yeah. So if we let our needs be known, maybe we can address those needs, but we almost need it in paper form where Mr. Reyes has it mr. Well staff most definitely has that and they're they're they're most definitely being proactive and solution oriented you know what I mean I don't by no means I know that staff is working vigorously with them but again we're just showing that we're good partners and I know there's not a glory of putting your name on a sewer pipe but I mean you still get recognition on the city you know. It's one of those things again it's just a partnership right? It's a partnership right right maybe they maybe they can hey you know what city of all of them to show us some love you know hopefully you can make some time to sit down and talk about it because it got some serious issues right relationships, they all matter, access, and it is important. And we have crucial leaders here that are spearheading this project. They can probably put in a good word for the city like, hey, continue to work with the city. They have some stuff, this, and the third. Just don't let out there to keep it on staff's mind and keep it on the commission's mind. Another great project, but let's see what we can do to grow. So the expectation is the water consumption and sewer discharge is conservatively reduced by about 50%. So we have heard those concerns and we're making efforts to improve that. Okay. Nice. So I have a point of information, but this is the commission. And also in response to Mary as I don't think that we should conflate concern with not being business friendly.
