I would like to call to order the City of Kima City Council and Kima Public Facilities Corporation regular meeting at 6 o'clock PM and the first day on the agenda is the judges. The individual is well with liberty and justice wrong. On the text slide, I pledge allegiance to the textus. I say, under God, one in the Islam. You may not. Next on the agenda is a moment of silence. And next on the agenda is invitation to address council and Cheryl Gonzalez is first on the list. Hello. Okay. There's a man a month ago. He was sentenced to 82 years in prison down in Galveston. And what he did was he was drunk in the nighttime, and he wiped out an entire family who was on their golf cart. So recently we have repainted our asphalt permanent speed bumps, but they didn't paint them with fluorescent paint. They did a great job. They're beautiful in a daytime, but those things need to be painted with either white, yellow, I brought some pink in my purse if anybody wants it, and paint those fluorescent at night because I'm back here a lot on Kip After Dark. And there are, well, part of the fun of having a golf car is loading it up with friends and family. And you'll see grandma on the back holding the baby. And it's like the olden days when we had the most of cars. The liability is astronomical. It wasn't any fun to just drive around in your convertible by yourself. You loaded it all up with all your friends and every single person who is in a passenger in that car that's more and more liability onto the city of Kima if there is one another one of these accidents. So that's what I'm asking for them to just come and do as good a job as they already did painting them, but maybe they'll paint the inside band. Something needs to be done. So that's what I'm asking for them to just come and do as good a job as they already did painting them, but maybe they'll paint the inside band something needs to be done in painting them fluorescent. When they painted the arrows on the street over here, they used fluorescent paint whoever painted over here coming out of the boardwalk flat on the street. And that's all I have. I don't know the age of teenagers to drive golf carts, but there are a lot of teenagers who do drive golf carts. And that again is really increasing the liability. And he was drunk at night, and we have the same combo here in Kima. People have come, they've had a burger, they've been drinking, and they rent those little cars or they rent the golf carts. And it's just another accident waiting to happen. I called in one night, there was those big dark charcoal trash trailers that are in style now. They're made out of solid steel. The yard guys had left one right out here in the middle of the lane at CN and Kip. I called in, I said, this is so dangerous, the kids are still riding up and down in these golf carts and it's going to be bad. So somebody came over and either pushed it in the ditch or pulled it into the ditch because I think the yard guys had left for the weekend and so anyway I think we need to be mindful of thatA and waving the community center fee for the celebration of life of Tommy Kendrick. I did not know her obnoxious well as many of you because her name is on many plaques for infrastructure that was actually established in the early days of Kema. And whenever I heard her speak she was very to the point and even after she left office, she was always there to remind the council of the need for public service and to serve the citizens. So I'm hoheartically asking that they weigh the community's center fee for the celebration of the life of Tommy Kendrick and I would always ask that the mayor or city council do an appropriate proclamation for that same day. Thank you. Did anyone come in late that wanted to address council? Okay, we'll move on. Next is a proclamation recognizing National Public Safety Communications telecommunicators week and tourism and I think I'm asking you. The operation recognized in the National Public Safety Telecommunications Week, whereas emergencies can occur anytime in required prompt response from law enforcement or emergency medical services. And whereas the person who has a critical contact our citizens have with the emergency services is through public safety telecommunications. And whereas public safety telecommunications are the bottom link between the public and the first responders, gathering central information and providing guidance and times of the crisis, and whereas these dedicated professionals work tirelessly behind the scenes, to ensure the safety and well-being of our community, often without recognition or visibility. And whereas the city of English, Ralph and horror, the bin and women, whose diligence and professionalism our residents and visitors say each and every day. Now, therefore, I have been called to mayor of the city of Heenatex and to be here by her time, the week of April 13, through April 19, 2020, Bob's National Public Safety and Public Media, head of the city of Heenatex. And we encourage all citizens to do and recognize the else-being contributions of our public safety, telecommunications, and with this year, I urge you to sit on the hands and to seal the seat. Applause. Thank you. I'll all agree with that. I'll all agree with you. I don't know about the title, but he's not dead. It is not your name. I'll give you a hand. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you. Thank you celebration here in Kima lately and I'd like to take a few moments just to share some of that those exciting happenings in town. Last week we were proud to hold a ribbon cutting for what has become one of our most anticipated new restaurants which is Lupita Tortilla. We're thrilled that they officially to welcome them officially to the city. They're fully open now, and if there's anyone who hasn't had a chance to visit, you're definitely missing out. The food's great, and they're already becoming a local favorite. We also celebrated a groundbreaking for the new Verizon wireless store. It's kind of right out in front of Walmart. We'll pet co, I guess. This new development is another great addition to our growing business community here in Kema and showing that Kema is a destination for local businesses. Looking ahead, we are also planning a couple of other ribbon cuttings and celebrations. On Thursday, April 25th, we will be holding two ribbon cuttings. At 930, we will reopen Foster Park, and we're excited to be joined by the students and some of the teachers and the principal from Stuart Elementary for that event. And then right after that at 11 a.m., we will officially welcome Iron Kill Jam, who has relocated here in Kima. We're working on scheduling a ribbon cutting for the new Italian restaurant, Mona Lisa Tritoria. It's very charming, family-owned Italian restaurant, and it's already open and serving guests in Tukan Alley. The food is traditional, and their service is very friendly and welcoming. And they're a wonderful addition to all the other restaurants we have going on in the White House District. And finally, I want to remind everybody that early voting for the May 3, generally election will be in next week. The polls will open April 22nd through the 25th from 8 to 5. And then again, on April 28th and 29th from 7 to 7 and of course on election day on the third they'll be open from 7 to 7. Here in Kima our polling location our polling location is the community center but voters can cast their ballot anywhere in Galveston County that there is a polling location and if you need to check those and go somewhere closer to where you work or whatever you can either check that on our website or galvestonvotes.org. I think that's all I have. Councilwoman Theresa Boscow's image would you like to do next? Welcome everyone. I want to give a shout out to everyone on staff and with the fire department and all our volunteers that made our Easter Joke event such a success. I heard it's one of the largest turnouts we've had is pretty crowded. So thank you for everyone that helped make that happen. That's all I have. Councilman Brottis? I don't have anything to mind. Councilman Mykzinger? in'll just let go of what Theresa said. It was a madhouse. There's a lot of people out there. A lot of kids. I've never seen that in my life. That's good. It was fun. There was a lot of people there. So great job, everybody. Put that together and survive. And councilman's statement? I don't have anything. Sorry. And councilman's subdomain. I have a couple. First, Pat, he and staff, these rhythmic buildings are awesome. They're a great job. They're really, and I love seeing them. All these businesses coming down and really, what we're trying to do here is just great to see. The second thing is, the last meeting, I had a call of action for a few people or for autism awareness and I just want to command everybody for taking such a strong effort into it. I had a meeting with the boardwalk. They're going to have a sensory day later on the summer. They're piecing it together. The conversation was really good and they're really eager to do it. and I'm happy to help with the end of this learning and it's a fun ofnier. We're trying to get the business to participate as a sensitivity, what you call it, but she came up with this, I was sent through friendly city, local and the bag of Casey's, talking about last night they went, they like that one. That's going to be a red edition. And then last, but not least, the police department, I want to read what they're going to do here. I think it's pretty awesome. You guys know who to use a team manager with autism was shot because of a misunderstanding. And PD has decided to go ahead and take initiative to start a program that they're going to be educated on. And here's some of the things we're going to get to it. It's going to take a hands-on force that includes immersive simulations and a top-off family members and self-advocates that are going to learn that identifies signs of autism, serve several policy and intellectual disabilities, improve communication and de-escalation tactics, build empathy through realized scenarios, understand safety risks, and community resources. Again, that's just one part of several issues that the city's taking. I'm real proud of that. It's something that's, I mean, we can talk about it, and we can wear the patches and we can wear the shirts, right? This is real action. That thing's awesome. So thank you. Thank you all. That's really agenda is to see the administrator's report. Seasurer's not with us tonight. Did he happen to leave any notes or anything? He's not with. Okay. Can we hear it? Yep. So I'm talking to him. A caesure. Would you like to bring this up today. Thank you. Thank you. Thank you. Thank you Secretary, anything? It's just a basic report here. I've kind of created a work order system. So if there's any staff request or things need help with anything, I've been tracking that stuff. And then all of my goal setting measures are down here at the bottom, just kind of where I'm at. And then I gave you all a running vlog of where I'm at on each of the projects. We did kick off Laser Fish project, believe it was yesterday, so that'll help us digitize our records, and we had our municipal court signup today for their first training, so we're moving along. So yeah, and if you all want a copy of this, I can share it and share a point and you'll can see it live. So I'm going. And answer on going. OK, thank you. Yes. Caesar, do you have a report, a monthly staff report. No matter everything is included in the package. Great job by core building the department and permitting our plays exactly what they're supposed to for the month. The numbers do show they continue rise in citations and PDs or exciting to continue that we are simply over 200 to when every cell we're going to be done in previous years. Thank you. Thank you. Building the Department of Staff Report, Rayshar, do you have anything or just what's in the packet? OK. And maybe it's a book court? OK. Does council have any questions or comments for any of the departments? Okay. We will move on. We have the consent agenda to approve the minutes of April 2nd, 2025 City Council regular meeting. 10B, quarterly cash and investment report ending March 31st, 2025, and 10C consideration and possible action to approve a contract with workforce solutions for part-time employees to assist with records management and digitization. Do we have a motion? Absolutely. Second. We have a motion from Councilman Darren Broadison, a second from Council Theresa Valsquez-Evans. All those in favour? Aye. Motion carries unanimously. Consideration and possible action items 11 a consideration possible action to wave the community center fee for a celebration of life for Tommy Kendrick on June 14, 2025. We have a motion by Councilman Doug Meissunger to approve a second by Councilman Isaac Saldania, all those in favor. Aye. Any opposed? Motion carries unanimous. 11B and 11C were tabled by a KCDC last night, so we will do the same tonight. And 11D is discussion and possible action concerning sensory friendly experiences in Kima Yes, please This kind of builds on what I mentioned earlier Paddy helped put together this letter We just kind of all we do is give staff direction to go ahead and start sending it out and start trying to see if there has a code in. If you can do your see if you want to speak to that, then he wants to, it's almost like a, like in schema sensory friendly city. Oh wow. And so he's working on that and the criteria and then I'm starting to talk about the business of audience, he used, who's who is willing to do it. And I made sure that's not something that some, without even trying, are already done. I don't think it's a big deal, but hopefully they will. And hopefully we can give them the designations. We'd like to get these decals on their doors. So people don't have to go. I mean that's all we did last night was give staff direction and we want to do a speak to a fatty human thing to say. Only if anybody has any questions. While we were doing our research for the letter and for other things, we came across a certification that there's a program that you can become a sensory friendly city and that basically just lets visitors and residents know that That you're like we say we welcome all abilities. I think it's just a really you know It'd be a good thing for Kima to To just add to we're a family-friendly community and and to add to that by letting people know that we we welcome all families. I feel the other I don't know if there's any action on that. So we don't need an action out of tonight. If they already have it from last month. Yes, just direct up. Okay. And we don't have anything for executive session tonight. Is there any other comments or questions before we adjourn? Okay, we will adjourn at 620 p. Thank you all for coming out.
