We are here for the special meeting of the Woodside Town Council. It's 630. We just did a roll call. We are going to go to the next slide. Testing. Good evening. Thank you for the opportunity to speak. My name is Susanne Bradford. I'm with green fire law. And I am here on behalf of neighbors to protect open space for the preservation of natural resources and woodside. My colleague Jessica Bloom submitted a letter requesting that you consider a tolling agreement on our behalf. And I wanted to say a few words to explain the concerns of the residents are very opposed to the elimination of open space for housing. And we think a tolling agreement would help clarify that this is all part of the same housing element project that was introduced with six components on July 23rd and is still pending approval to some extent at the next meeting, we believe, unless there's additional postponements, of course. To consider the rezoning of open space to residential, and we're concerned that there were a number of concerns that were not adequately heard or analyzed going into this. And we want to give you the opportunity, really, to prevent a great harm to the community. Open space is your open space element. Acknowledges is important for public safety, as well as the aesthetics and wildlife and the other benefits it brings the quality of life of the community. The two parcels in question are particularly important for public safety and raise a number of concerns about ingress and egress. The high street part or the high road parcel in particular slopes stability has been raised as a serious concern that affects the expense and difficulty of development among other things. And there's a public safety hazard. We understand there's terrible congestion at that site. This would exacerbate the traffic problems and the noise and pollution and all of the troubles that come with that. As to the Remundo Drive running me site, it's very remote. Planning low-income housing out on the edge of town is the opposite of good climate planning. And we think there was really a failure to look at all the alternatives. In particular, the alternative that was considered the town center and Skylanda combination the town center opportunity Would allow 29 units that are in a central location that would be very climate wise and And not impose the unstable hill sides and gas lines and other concerns That we have at these open space sites That would be a difference of only four sites compared to the two open space areas combined, only give you 33. So those four additional homes could either be additional ADU units or perhaps a slightly higher density at one of the college sites could be 20 per acre instead of 10 per acre. And that way we could have no sacrifice of open space. So I hope that you will consider our proposal and I appreciate the time. Thank you very much. I neglected to read our preliminary language when we open public comments. I'm going to do that now and then we will continue the public comment. So just pursuant to government code section 5495 4.3A, persons wishing to address the council on non-agendized items that are within the jurisdiction of the town are invited to do so. Please note, however, that the council is not able to undertake extended discussion or to act on non-agendized items. Such items can be referred to staff for appropriate action, which may include placement on a future agenda. This communication period is limited to five persons, three minutes each. I'm gonna close, yes? One additional point that I think is. Sure, go ahead. Thank you. One point that was not sufficiently analyzed throughout that I wanted to emphasize is there may not be an opportunity for future project level sequer review. I think there's a very real risk that the state has been actively expanding the kinds of projects, low income, multi-family housing in particular that is exempted from sequer. And now that you have objective design standards, it's very possible that within upcoming projects that it would be eligible for an exemption and it would be a ministerial approval and there would be no further review of the projects. So that is another important consideration. Before you are locked into a decision that's irreversible, we encourage you to give us the opportunity to take a closer look and slow it down that would not risk noncompliance with HCD but might buy us some time to make a better decision before it's locked in.
