All right. All right. All right. We will all this week. The order time is five. Five minutes. We will all be in the second. All of them. We will be in the first region of the space of five year board. And to turn that into the next group of alternatives is present. Reggavers that are present include a Malmöing Day with Clark, myself or Smean, and Leslie Warren, Alternates to include Muhammad El-Hindi, and that is it. That's good for now. In addition, City Council Council of Patrick Cudi A and Division of King and the Chief of the President as well. I believe all alternates are voting based on who's at the table. Is that correct today? Great. Do we have anyone to speak on agenda items for non-public hearing items? What we do? Seeing none, we'll move to our first board of business item number 24-1935. Minutes at a parts right in open space advisory board meeting of July 11th, 2024. Do we have motion to approve this item? Oh, I'll pick a motion. Do we have a second? Okay. Any comments? All in favor say aye. All in favor. Aye. Opposed? And Monica S. Camilla is doing the party. Is why? Welcome. I'm on the post and Monica S. Camilla is doing the party. This is why I'm welcoming. I will now be tied to number 24, actually 1936. Director's report is TK. That's a good evening. It's good to see everyone. I know we missed last month's meeting. Just we didn't have a call. So it's good to see, I would wind again, we've made it all through summer. So yay. On just excited, good evening for the closing meeting, the KK Director of Parks Direct. I just wanted to give you an update on some of the events that took place, some upcoming stuff, and a brief project update. And Karen's going to be my clicker, so if you see me doing a nervous switch, that's why. So we had troll appreciation day back on July 27th, which feels like forever ago. This was the myth that was rescheduled for early June, just due to rain. But trying to do, kind of if you'll can see it back that way, but just for the highlight, some of the activities that we had going on that evening, we had a Richardson bike mark out there, we had repairs, doing some demos on how to repair bikes, we had the naturalist going us to do a hike, and just talk about some of the things out there on the rocks. We have this cute girl that was playing with that chalk. We had the scavenger hunt where we had different equipment out there and they collected all of the items to collect their prizes at the end of it. That was a piece of equipment and then we also had a keep-me-kitty beautiful out there as well promoting all the paid deal. I'm also a love McKinney took place. I didn't have any good photos but did want to mention that. That was the first time a event at the beginning of August. I believe it was August 17. We had several vendors out there including all of the most of the city as services that we provided cleaning parks and rec. We had well over a thousand in attendance. I'm in that took place out at Town Lake and so looking forward to continuing that hopefully maybe not in the heat of summer but overall it was a very successful event. I wanted to put in on 11th and 8th day which is now through 13th to 13th when to say a special thank you for David Clark for his thought and vision and help him make this happen. It's beautiful and make sure to go by there and it will be up until tomorrow. Coming up Saturday we have the Senior Health and Wellness Fair at the Senior Center. It's free to all. I think 26th-Fenders set up to be there. There will be some health screenings there as well and that will be for the seniors. Just a reminder that it's for 50 over, this one called Pizzeria, it's a senior. Next up, if you're not too tired from that, you can move on to Mexican in the state celebration, which is also Saturday from three to nine. And then old settlers' reparations center, they have a market of vendors out there food, marigotchi vans just a lot of fun out there soon to make sure to stop by that is a free event. I know you'll probably talk about this more and leave that on October Fest who's also quickly approaching I said to her 27 through through 29 in that downtown. And as you can see, they had a rebrand this year that's amazing, and I love it. It looks fantastic. Okay, just wanted to do a quick update on the audience. So we went to CDC. This is just kind of an update. I know we talked about this in July. And so we are asking 5.5 million for one park. Those are for all the renovations that we've talked about a few different times. And so presented in July, it was approved in August. And so we're excited about that. One of the things that we've added to this, one of their concerns was we're doing a huge investment in this, how are we going to keep it secure? So one of the things that we're going to add to this project is a security camera. And we're going to make sure to attach it to all of the restrooms, not inside the restroom, outside the restrooms, just to clarify, the pavilion, the entrance, so we know what's going on. These will be view 24-7, so if something doesn't look right and the police department will be pretty much dispatched out within 60 seconds. So it's going to be quick response. And so super excited to see how that works. I think it will be good. And just to have, we currently have, of course, one cop that's living out there now, but he can only see so much. So this will help us and have more eyes across the park. Maybe to see the cast is up and down during the day, you know, the market is not that bad for us. Yes, when he's around, if he's not at work. And, you know, I had a report from the last year of how many calls and it was around 120. Some from him, some from S last year, how many calls and it was around 120. Some from him, some from cell phones, some just workers, whatever. So, I mean, there is a need, but this camera will also have license plate reader. So, if there's something as triggered, if there is a warrant out, it will alert so the police will be notified. So we're we're we're gonna try to implement this and look at it for other parks as well as we continue to grow our parks just making sure we're protecting that for a long time. So we also have ACBC for a grant for a gave nest bit. As you might recall, we were talking about the insurance signs off of Eldrotto in Alabama. There's two different entrances that we were looking at updating the science. And then also, so APEX is right here. This is the grass area just south of the parking lot. I'm looking to just make improvements, grade it, add some irrigation. Estimated cost of that project is $1 million. I'm super excited to say that they were all on board with us so that also was approved. It's exciting. Sorry, I need my head not. In progress, thanks to Marty and his team in the intern, we were awarded the Waller C grant, which encompasses up to 10 acres. I know originally we were looking at different areas, but we were able to get the seeds, and we're going to put them all at Irwin Park and to improve the wall flowers out there. And the other thing was the McKinney Art Commission's grant for the Tree Carving at Finch Park. And so there was a contrary out there, this isn't a funny story. And so we had a new station out there. And then my interview, like we were excited to see what this was going to start. And he started carving in it. There was too much moisture in the country. So he got smaller and smaller and smaller. And smaller. all what the news was recording it was awesome so anyway so we had to go with a different plan we went back to the art commission they approved to increase the cost of the grant the money that was going to be funded. So we identified a tree that keeps carving outside of the mechanic that we'll be bringing it in. And I wanted to do a very, just, this isn't progress, but just to see how amazing this is going to look when it's out there. As soon as it goes up on what we were, I'm happy to share that with you, but excited about that opportunity to add some culture out there in the art. The Chrome County grants, which is the Land Act position for Gary Branch and as well as Cudley Creek Trail, I'm here still waiting to hear that from them. Hopefully that will be sometime in October. So fingers crossed on that. Project update. Recreation center at Town Lake. Just some overall and different construction but it's just to see what you can see what's going on inside. And we have it some delays. And it going to be the end of the year, but now it's looking closer to late winter possibly early spring for that project. So as soon as we're able to get a more closer timeline I'll make sure to let you guys know, but hopefully it'll be soon and everyone's anxious for it to be back. A serenity and the kiss back stops are complete and of course serenity is up there. It looks absolutely beautiful and then the kiss is down here. McKinney soccer complex of course we have been able to open up a concession stand in rostrums a few weeks ago so that's great the great insurance and this is just some of the drawing shots that we have in the builds and how they look. It's just exciting to see how great that project is. We're slated to start please to fitting that out and probably by a late 24. But I think you can play on that one where they shut down. We're playing on that one. I don't know. I noticed there's a gate. What does that get? I can take the fact that there's parts as that gate that kind of closes it down. It goes out there. It's an operation, right? Yeah. So what are the hours? Like what do they start? We have to close it, yeah. I think it's one of those that maybe when a whole complex is sitting there, that we are all on the floor. Okay. It's just more, another security measure for us. the individual field teffensis around them. So, local engineering, which I as well. And then the E.A. Reynolds, this is the renderings and just where we are. this is the corpse. This has been putting in the fire wings and here is the playground area and then the concrete trail that will go around there. So that's completed. Wilson Creek Green's trail is also currently being done. Again, just some updated photos of what's going on out there and what that looks like, but this is going to be an amazing, amazing, wonderful stuff. All right, some exciting news. I know that we've talked about this. I make sure to save the date for Saturday Saturday November 2nd. We're going to be doing a tour with CDC. I know that this has been talked about and I just got confirmation this morning that that isn't go. We're still trying to figure out times that it will be early about morning looking at probably a eight o'clock start time. But as soon as I get that information, I will make sure to send you all the details and to make sure you guys are in the loop and know the areas that we're gonna go to. Does that sound more talk about? Does that sound real just come with that together? Or is it places we wanna see? Yes, what we can, what I'll probably do is, we'll finalize it after the next meeting, but I'll throw out, here's the key areas to just get your feedback and confirmation. I'm excited about that, and I will see what you see is been asking for it as well, so this will be a good tour. With that, I'll stay in front of your questions in my account. Awesome, thank you. Thank you. I moved to item number 24 and asked me to bring seven and update on the Aquatics to begin and you're just moving on. It's gonna be, excellent, thank you. Griffon is his team. So I'll introduce Griffin. He is our product supervisor and he oversees all of the outdoor pools as well as the senior center pool. So with that I'll let him give a brief update of what's been going on. Absolutely. Well, good afternoon. I hope everybody is having a wonderful first day. For those who have not met me, my name is Griffin White. Thank you Amy for introducing myself. I'm also joined by David Blanks, one of our cool managers in Sianna, Alia, who is also one of our applied coordinators. So what I'm going to cover today, and what we're going to gonna be covering today is pretty much just an update from a fiscal year, 20 through 24. I think we haven't presented to PARKS boards since 22. So it's gonna be a little bit of an update from some of the things that we covered back then because we were under construction at one of our facilities and it was a lot of problems there, but we'll cover just like a breakup Okay. Hold on one second. Okay. slide. He's saying to be. This is frozen. It's pretty big. I'm sorry guys. You're gonna have to do it by memory. I guess I'm go over a little bit. I guess I'll go over a little bit while we're about to cover. So there's a couple items one. I'll talk about kind of how our team is doing. We have a little bit of a couple of updates to some of the layout for our full-time team. And then just some of our part-time team as well. For those who might not know, we operate the one in the Max-Gurlac High Center, go with our CICars in the CIC Corporation pool. So, we do have about 65 life bars that are going to be part time, and then we have about 130, about 150 during the season and we don't have like, during the summertime. So, we have a lot we're going to cover today, a little bit of a better full-time team, how we hire for the summer. We're also going to do some facility updates and talk about kind of like our orientation, our training process, and then go through some of our successes that we've had this year. We've had a couple instances where, you know, whether it's a facility update or if it's something that, you know, had a couple instances. After that. I'm going to be a part of the audience. I'm going to be a part of the audience. I'm going to be a part of the audience. I'm going to be a part of the audience. I'm going to be a part of the audience. I'm going to be a part of the audience. I'm going to be a part of the audience. I'm going to be a part of the audience. I'm going to be a part of the party. But it's going to be a problem with land. It's a timer. Yeah. OK. Talk fast. Talk fast. All right. So, well, again, so our overview, we're going to be covered in the introduction just like in our department, talk about how we build our team for the summer, also in some programming and marketing that we do throughout the summer and during the school year. And then we're going to talk about some facility updates from 22 on. And then some of our successes. There you go. Okay. So one more. Okay. So this is our organization. So we added a couple of, well, we actually agree over that some of our positions. We used to have an aquatic assistant position, but Siamma Alio has been updated to our aquatic coordinators. So now they have aquatic department has two aquatic coordinators and one assistant supervisor and the full time team, well, I went myself as this aquatic supervisor. And Siamma, do you want to talk about your role and what you do with this? Sure. And is that how you want to talk about your role and what you do with the customer? So since there are two product coordinators, we kind of handle two different sections of the product department. Elizabeth, my counterpart, handles a lot of the programming, she listens to what our choice. So I get to handle a lot of our customer relations. So I manage a team of customer service representatives. They go throughout all three of our facilities. But I also get the opportunity to help track all of our lead guard trainings. I set up all the classes for them and make sure that we're staying on top of our trainings and our certifications and keep them in line. Yeah. And, Jasmine, do you want to talk about what cool managing's like? Yeah. So essentially, cool managers, we were kind of the way they did any kind of day operator managers making sure life art show up, do what they need to be doing. If it's swim lessons or any sort of program to try to help out with Ciana, Elizabeth, help coordinate, make sure things are going well for the patrons. Just make sure things are running well, making sure the pool is staying updated, pimples balanced, so on and so forth. To make sure you can just run normally in the sauce. Perfect, so. And so here's what full-time team. We have myself, Sam can be here this evening, but she's also a new asset glass spring. So she does a fantastic job kind of of operating our required order into positions, whether it's customer service, employee relations, anything like that. She's been pretty much handled. She's our fire partner, we love to hear him. And then Elizabeth does all of our program special events, which we'll cover a little bit today, and that's what she recorded. And then of course, Yana, working on most customer relations and keeping everybody in line. This is how we build our team. So static for the acquired department can be very complicated at times. We have to go from pretty much 50 people, all the way to 150, 130 to operate three facilities, because we rotate all of our staff throughout the three locations during the summer season. So, to do that, we have three hiring events. We start in January, beginning to kind of formula with our HR team and our marketing team, and then we have three hiring events. We have two that are joined with APEX Center because there is two aquatics departments or divisions within the city. And then we have one kind of particular event that we ran this year where it was at the Senior Recreation Center where we actually got a lot of our staff for the season. And during that time we got, we hired 122 employees at the beginning of the pretty much the beginning of spring. The beginning of spring was 106. Physical year was 128. Yep. And so we had 78 participants at our summer orientation. We tried to get our whole 122 but as better said, the done one, most of our employees are either leaving high school or they're, you know, coming back from college is really hard to get, engage everybody in their fun. We've started part 42 lifeguards and we also started part 27 swim instructors across two six, right across certification life, our courses, two swim instructors, certification classes, and then the full higher any training of our management team. And then with that we have to do all the certification tracking and that's all we want to see on that. We're keeping track of all the circuitations for state guidelines. So a little bit about orientation. So we had 70 that attended, now I'm just going to have to hand those out. Yeah, sure. So for our orientation, since we have so many employees that have never had either a job before, and maybe their first experience of like what and being employed for a municipal, municipal, municipal, it is like. We have to go over a lot of different policies for teachers, but we also have to make it fun since most of our most of our audience is either 15 to 18 year olds. So we have to make a fun experience. So this year we decided the theme was around the world and so you can see your passports there that were created by Sam, Ciano and Elizabeth. It goes through just a little passport. Everything that they need to go through or everything they need to learn. So each of the locations or the destinations was a presentation, and actually they went and taught and had to write notes about what they learned within each of the presentations. And so you can see in some of the pictures, and I don't know what, Sam, do you want to talk about kind of something with the email? in some of the pictures and I'll let you talk about some of the theme in there. So we were able to reach out to marketing and we got basically some front facing H-frame signs for all of our different rooms that we used within the Senior Ruck Center, which they were so nice to let us use that for our orientation every year. So we had a lot of different locations and we had our not-of flight attendants, our grounds crew. So this is actually a good location for talking about this. We had a grounds crew which is our management, our assistant board managers in their little vests and they were helping pass out everything and they were the ones running all the presentations that they prepared beforehand and ran through us before they gave those presentations. We were flight attendants, we did dress up. Do not have picture group of that, but we did. And we kind of started out the presentation at the very beginning and got them excited for it. We also got a break in between for them to have a few games kind of connect with the other staff members. And that way we're still keeping it fun and keeping them awake. So that's on that. I'll Go ahead. Okay, we'll just sit off. Okay, so at this event too, we hand out all these swimsuits, all the uniform items, anything that they need to know, this is where they're going to see it on first day. And then for the second day, we run a wet day, nested for swim instructors and lifeguards, and that's pretty much ran by the pool managers that goes over all of the certification items that they need to cover and have a swim less than start-around work runs and damning, kind of talk a little bit about that. Yeah, so we had it over at our WAN Needle Maxwell facility. And essentially, it's with such large staff trying to make sure they understand what their job and what their role is and kind of give them a little feel they have how to go through that role in a way that is easy for them to be critiqued and worked on so they get a better understanding of what to do. So light-grip and what's saying, but there are swim instructor assistants, swim instructor and light-garts, which is put them in positions so they can kind of understand, okay? Nearing a shift is what we do, having them get in the water, work on swim drills, or how they would go about teaching classes for the children, and then also showing life guards, you know, these are the different areas of the pool, you be stationed at, to do surveillance duty, and whatnot and things to look out for, and what are the equipment that we use in while on the job, how to do proper maintenance and stuff there and be shit in total and whatnot. And so it was just a good day to kind of get them in the water, get them around each other, as well as playing some games, getting some team building done so that they can kind of enjoy where they work, and just kind of start the summer off. Great. So we'll lead on into a couple of our programs. And so we'll lead on into a couple of our programs and some of our marketing. So to kick off the summer we have our splash in the summer event. It was June 1st this year and we it's free to the public and it's held at a Guiligar City and Garza High Center. We saw about 175 participants. It was our main thing. So we had photo opportunities. We had like backdrops people would use. And we just a little bit of first day. So I have no public event that just kind of starts with summer for us. So splashing with summer is really, you know, we try to do a community engagement. The Garcia is a really special location, it's like a little hidden gym. So as we're built, like the East Side of Mckinney is so, we always try to engage the community, because there's not a lot of opportunities, there's not each wake pool is out there. So when we can use this facility, like this to start the summer, it's really, really awesome. And then our summer capstone is our Hawaii night. So this one is also a free event. It's our summer capstone. We talk about 200 participants. This one's held at 1.0 to Maxfield. So it's our other facility. And then we got to partner with badass coffee of Hawaii, which we're counting, so they're full name. But we got pretty much a really good turnout for this location. This was the first time that a wide line has had a attendance over 200 plus and a good number of years since it has been closed for renovations or you know it can just information out to the community. And here are some stats from our programming marketing. Our Swamlaw Sons program, we do about 2,500, we have about 2,400 students per year. We offer 33, 33, 33, 60 Swamlossons classes individually in 2020, did this fiscal year, and then we offer 21 sessions, including adapted aquatic and we offer up to 912 one-hour exercise classes between two facilities. Here's some facility updates. So one of the Maxor Liquide Accenture, this is what our facility looked like before. The renovations took place. This is back we started in 2020. So in 2020, we decided to go into construction to try and replace some of the concrete that we had at this location because it hadn't been redone since the 80s and we wanted to also do something with the grass patch and kind of the refresh of the facility allowing to be like a really nice facility rental place because we do rentals on the Saturday on Saturdays but we wanted it to you know, widen it up, make it a little bit more modern. And so through that project, there are up to 22, kind of talked about how that project did not go well. We had a contractor that happened to, maybe not know exactly what they needed to be doing for the company work there. And some of the pictures down at the bottom here are actually pictures of the first time that it was practically destroyed. It almost looked like we were, they did it purposefully, I would say. So we had a lot of concrete issues just not on the flat work, but also they sprayed the building with concrete. And so, and then they allowed it to dry. So we had re-redu the whole facility twice and then almost a third time. So and then this is what the facility looks like now. I do have some overhid shots but this is from Hawaii. So we finally finished with flat work. Our shade structure was added so we're the grass patches so that's our new 40 by 20 that we have there and we're now able to open that space and allow for events. And then we did also update Guild of Garcia recently. Thank you to Amy and the whole team that was able to provide us some money to get some new pumps within our Guild of Garcia guards location because we had some pumps that were in there from like probably 20 years ago, and we finally were able to update those as of like two weeks ago. And we'll talk about some successes. So the aquatic department project still is on our training, especially when it comes to life or training. I'll say that when we have the senior record, so we work the senior recreation center, and it is to separate divisions technically. So we have the aquatic department, and we also have the senior recreation center. And so in the past, we always kind of knew that we needed to respond to our emergencies because they could happen, you know, just like that. We have the senior recreation facility. There's going to be older adults who may fall and may have some elements that kind of come out of nowhere. But we really needed to work on how do we respond to these type of emergency. So in the last year, we worked really hard between myself and Laura, the senior recreation center supervisor, to come up with and really work towards a full-length emergency action plan that we can implement between closed centers. So with the help of Smith and Williams and Courtney Davis the assistance and providers they came up with a very comprehensive plan that they could create and not not long after they finished that plan, we actually had one of the first cardiac emergencies that we've ever had at the Senior Recreation Center. So back in June, we had one patient who was taking the class that in the multi-purpose room and they were doing what, they were doing an exercise class. And you know, they were lifting some weights up and then all of a sudden they collect on the floor. And so immediate response, we hear that on the radio it goes over and we immediately have a code 9, which is our, we have to call 911, we need somebody, emergency response team has been enacted, which means life cards come out of the guard office, they go straight to the scene, scene of reparation and official staff are also going on to the scene, senior reparation and official staff were also going onto the scene starting to call 911 and take over the scene. Within about 30 seconds we had hands on the victim or the participant and we initiated that emergency action plan and we actually had a form CPR and basically we had a form CPR and use an AD on this victim. And we were able to revive them with the quick response between us and EMS. And if we weren't able to do that then maybe their chance of survival would be almost to 10% if the EMS was the only one to arrive on scene. So we took that with our response team, with our life guards, and we're able to get it up to about 70%. And so you may be able to get picture of the participant there. But she takes her rock. Oh, yeah. Thank you. Thank you. Thank you. Thank you. Thank you. Yeah. And so afterwards, of of course this is really hard on the team, especially the ones who performed it, performed the actual save, but immediately we do myself and Laura, we had to provide mental health resources pretty much instantly, whether it was checking the staff, but like immediately after 30 minutes after, and then also we relied on the McKinney Fire Department and a couple other human resources mental health resources to get to system. Okay, and that was June 26th and then I'll let that be going to June 27th. Next day after that we had our North Texas Guard games regional competition. So for those of you that don't know what that is, generally in the state of Texas, with the Texas Public Pool Council, we are a part of that and we're a part of region two, which is kind of North Texas area. And what they like to do through the North Texas Quatic Association every year, during the summertime is they'll post a live guard competition where about to cities or private owned companies will send live-bars in and all those live-bar teams will compete Try to use their skills and certain scenarios, awful courses, physical exertion type skills they'll compete in a Big old game wherever they hosted that year and this year we had it hosted at Warworks Park in didn't Texas and the cool thing is I've been I've competed in these competitions before and past cities I used to work for and they were always fun always competitive always a good time you always wanted to laugh and so like Griffin was saying since we cry ourselves and making sure our life arts are good at what they do and their knowledge will and their skills we thought it would be a good way to send them here in talent. As best as we can. And a cool thing about this year is that most of the time is around 20 to 30 teams. This year there was over 40 teams who were competing which is like the biggest they ever had. I think that kind of history of the event. So which was awesome. And normally there's like seven events. You have your CPR event, first day, obstacle course, like I said before, scanning trivia with lifeguard knowledge and a spinal and rescue type event that the lifeguards are going about, combat and try to do what the best they can based on, you know, whatever organization they want to be with it, that's American Red Cross, L.S. Star Guard, depending on the facility they work for. So cool thing about this is especially with what happened the day prior and then on top of our day, as hot as it was there that day. And then all that adversity we were dealing with, since it was so competitive, we're teams are getting frustrated and people were worried about how they didn't turn the vids and so much of so for them. I think there was just a light at the tunnel because for us luckily we were able to send three teams and out of those three teams to them placed in multiple events and then our team, Aqua Angels, who literally got like put together probably like a week prior to the actual Gargain's competition. One first place overall out of all three teams which is like that's probably like a week prior to the actual Gargain competition, one first place overall out of all four teams, which is like, that's awesome. Not a lot of people get to win that and take home the trophy. So they did a great job. I think you just really emphasize, especially with that, the day prior, how important the citizens, you know. Obviously, some people have fun at our facilities, but you know, safety spirits and being able to respond to certain emergencies is important. So I think with that, and our team's response and you know, how we try to emphasize being better, I think it was just, you know, a great outcome for everyone that we did. I don't want to stay. So the artistic guidance is the regional competition. And then we went to the state competition that was held in Round Rock Texas. And we had a fantastic kind of send off. I had a video about, we couldn't really show it, because it started to get way too long. We had a presentation that I couldn't send it over. So, but we had an amazing send off. We made a trip out of it. took the team that won first place, and we just had a good time out in Rav Rock for like a day. Got to compete against a lot of really, really good teams, some teams that were really specialized in the Helles certification and some Rav Cross teams. But Rav Rock has an amazing facility and it's difficult to guard. It was really challenging and although we get placed, we, I think we could be in pretty well. And we were happy to go. And so that pretty much wraps up our presentation. That's our update for our products. If you guys. I'm John Gope. We'll move to regular agenda item type number 34, action, 1338. Consider discuss act on recommendation city council on resolution authorizing the city manager to execute construction contract for several construction LLC for construction of the green ribbon project at US 75 and Virginia Parkway in P.K. to include 138 is that right? I'm going to introduce and Donnie will be giving this update. giving this data presentation. This is gonna be a green ribbon media, a median project for January 75. It's a green ribbon program funding for landscape to this district that have air quality, non-attainment, nor non-attainment and early action, compact counties. Textile, it's a machining a textile project. with Keni is the accomplice, the requirement of the rider by allocating funds for districts with non-admin and near non-admin counties to install and establish trees, shrugs and ground cover on the state highway systems to help migrate, might take the effects of air pollution and then the landscape improvement work will be structured to improve appropriate planning, installation, soil preparation, the limited irrigation activities at locations which are suitable and approved by the district. Projects must meet design standards and each district must ensure appropriate safety, construction, establishments and maintenance considerations for a part of cloud on that. And then this is the area. There's the gas station, bridge strip, it's a Virginia 75, and there's another spot on there and then there's another slide ahead, the surface, the plants, both sides, and then there's some on the other side too too on the whole project. If I could even add to that so I kind of had a hand and started this out here. You may recall we had a governor's grant of $600,000 that was supposed to be $3875 and we're doing $75. When we got the S was back here and there's only not to be one side. So the governor's grant to 100% and did the 3 to 75, took all the money, right? Well, we had this still on the table, we wanted to come back and get that taken care of. So we went out for a bid to text document that you've written, which does allow us to get the money to put the plan together, but then we have to manage it as a city. So that's kind of where it's blended, and then we still want to make sure that through, we still have the button for now. For what we've managed to do, the project is simply on this. So I did that on both sides. It's a, we call it the four corners, basically, the whole side. Where's the brows is? Right now, we're seeing that perfect timing of the brows is in there. Now we have a nice little corner over here. Is that started? Just get the next to council and see what we can get. Sorry. It goes to council next Tuesday and then following that all. Okay. We got a need of both. Yeah. I just have a question about design. I mean, they don't consider instead of all creating models, which are not going to be created in the winter. So I'll look at this in the winter time, and it looks up there with those lines. Maybe create models end and an immigrant. So, you know, crate mortals and green crate mortals. So some of the design actually stems more from what we had originally originally in 1975 was a huge homeless population right there. And with the evergreens, they were hiding right behind them, putting tents, putting hearts, food, and needles, everything. So we're trying to really open it up so you can see into it, which is why we went with a rock design as well. We've learned from a COVID enforcement that that really kind of stops you from trying to walk into there. You won't see any shop, the guys up there, because this is harder to push them up there. But yes, I would agree some of the things would be good. That was kind of the design intent originally, and then trying to go with the more drug tolerance. Okay, so, okay. Any other questions? Do we have a motion to approve this item? I think I'll just move that the motion to it in a second. Okay. In a second, any additional comments? Seeing none, all of the favors say aye. Opposed? No, the motion passes. Thank you very much. All right. We have no one news. We should speak on matters not in the agenda from the public I believe. All right. We'll move on to our next order of business. And that is board members. We have comments. We have comments. Good. And that is board members, we have none and manager comments. We have any comments for the good of the chapter for board members. I'll make one just to get started. Actually a couple. We have the Keenan Parks Foundation and door of the work day on Saturday at Irwin Park. This is one of the big joint efforts that we do every year. That we do a couple of year. It's from 8 o'clock until noon. There's plenty to do. If you show up, you have a pot of tea before and you're interested in helping some of the high engagement others are lower engagement from this collectivity perspective. So all are welcome. Show up at 7.45 to sign the waiver just to make sure we're all good. And then instructions will start at eight teams will be dispersed and set out on the trail. So a lot of tree maintenance, a lot of mowing in certain areas on the path, general cleanup, cleanup from the last work day, the goal of conducting that sort of thing. So I'd encourage you to get engaged in MPF, this would be very, very good to do it. So that's on Saturday, beginning at eight o'clock. Another quick, the equivalent of read provided. There shouldn't be talking out there between the door of my entry. So the second quick update which is parks related is on the East McKinney Learning Garden that I've addressed before. So that project is well underway now. We started moving door to door on that quarter-eighth of property, adjacent to Tufts on Louisiana and Greenville. We've graded utilities who will be going in the next week or so. We are gated shortly thereafter. The circus shortly thereafter, then we'll start seeing the beds that we did build them off site. Start to show up. So that's a great project. We received a very generous grant from the Croutes Market Foundation last Thursday, just directly in advance of their opening at 75 in Virginia for $100,000, which is outstanding. That's our biggest private donation today. Between that $100,000 and other generous donations and grants from area businesses and people we've raised $270,000 from the community in addition to $230,000 through an MCDC grant and then of course Parks Department and their great effort in helping contribute through Parks Lines. We'll be fully funded. We'll have money to run that for three years and we look forward to being able to catapult some of the initiatives in the community through community garden efforts and some partnerships with the schools and not only this area but in common county homes we take care of them. So we're good if you're more excited. Now the real work begins as we meet volunteers to do all the day-to-day work in the garden. That will be one of our next program projects. And then schedule the programming at the Strauss Foundation Learning Facility Inn is probably what we're going to name it to conduct classes at various types of environments. So we're really excited about that. Check it out. You'll see progress every day and we're starting to start getting active on social media again. Here are more to long giving everyone an update. So that's my quick update. A couple updates. Any other comments from board members, please? I have a comment that's kind of a question about, what does that policy relative to trash cans and parks? I know some parks do. Have trash cans some don't. I was kind of surprised that there's a park. I couldn't find a trash can. I'm just wondering about that. It seems like all of our parts should have some trash cans available because it's not, and there's just going to be trash, particularly, there's find water policy wasn't that. I don't even say it's policy. It's more of population use, I use more use. Yeah, more there. If it's more, we know that there's not people going down town more there. The mid-to-leaves more, we know that the luck will go into downtown area there. That's what I usually would trash as they're going through downtown area. So it makes any more in the roads as opposed to the apartment cell. But we can easily put a trash can anywhere you want. The fact that I think this is the Patrick Kootie can over it. Great, don't worry about it. I've worked something on there in the other days. I'm not sure if you're going to do that. I'm going to do it for some time there another day. It's simply just a lot of steps. Yeah, I'm all at bad. So we're still going to go to town. No, just a financial didn't have one, but I could see that I could find. Yeah, I'm surprised we got to meet those meetings. It's a small part. It's a small part. It's a small event. I don't know what you're going to do. Thank you for that. I just want to say thank you for all the help and the encouragement for the flight. It looks great, but I plan to let it in the morning. Thank you, Dr. Meud, we've got some help with other nature too. It's rain and all of our volunteers showed up. They did work at 3,000 flights. They haven't had a chance to see it. What is it coming down again? Five months ago. Five months ago. Yeah, actually three. So that's probably actually awesome. Other work comments? I saw a little problem at Great British Day. It's not the one we were talking about. But I mean, the Congress, I think, are cutting the corner. Instead of going all-energy in the first week, they're coming down the great branch. I saw none of these wanted to make. It was going really fast. I don't know what fire she got into. And she just came down and sit around. I was at the maintenance building but I was getting ready to pull out of there and I saw why was she coming out of the house and she just went out of the corner and I actually I went nice and slowly because we got all those trebles in there and people I saw a guy there on the bike and I was pretty he'd cross the river but she did get on the river and you can go right out there because she had a big roller driver. But I thought that maybe we need to rebump or something to slow down so that it'll do that. I thought that was kind of wild. It was like it's such a little work with water. Why would you do that? No, that's a race track. 100%. I was like, is it just a little work? Why would you do that? No, that's a race track. 100%. Why is it so unfortunate? Because as you get closer to Ridge Road from the Horner, that's very curvy and very narrow day. So the police, we ask police officers. Oh, darn, I don't want to vote those. Those are difficult for them from a public heart's perspective, for sure, but the police will control that. There have been police vehicles on that road in that area. I've seen more in the last week for whatever reason than I've seen them in a while sometimes. But it is a problem for sure. OK. Or maybe those little like bumps, you know, like, not like that. Yeah, like those're like now. Having something to keep in mind is I you know we don't want somebody going on the bike to trail across the road. Other board comments? Okay, we'll move to the A's on to visit the kidney. Uh, Emily? Sure. Hi. Okay, thanks to note from Visiting McKinney, we're entering a budget here, and we are now hiring an ad agency. That's the first thing we've ever done. And they chose weird and steward, and they did visit my guest hub. If you're of interest, so they're gonna do a review out there. October bus is coming, unfortunately it's not in October, which is confusing to many people, but it's the last weekend coming up. It's a big sponsor, I never say them being right to the OEM. I will stay at home, I'll just spell a Thomas. I'll give you a look at his name. That's exciting. That's about us. It is true I have a little bit of a work. That's traditional. It's pretty exciting. We also are hosting the Villageing Cup before we start the show. We're going to have a couple of things to do with the show. We're going to have a couple of things to do with the show. We're going to have a couple of things to do with the show. We're going to have a couple. We're now have that distinction. It's pretty exciting. We also are hosting the Billaging Cup November 16th and 17th at the Tennis Center. As a big deal, we are hosting in place of Ukraine as they cannot host for their country. It's quite a big deal that we're hosting. So if you're a tennis fan, it's supposed to be all the rage and a big deal that we got that. We also are posting the International Girls Cup in spring of 25. It's a U90 soccer, it will bring 200 to 250 teams by a pretty wild country. Not sure how that's going to roll out but they did say international. So that's really exciting. So that is taking, so Dallas Cup has an international women's soccer tournament and this is to compete with that. And so they're guesstimating them low with 200 teams. So they already have confirmation from at least eight international teams, I believe. So it's going to be a big deal. We're also going to be going to be going to be a big deal. which is a relatively new shop on Louisiana just to the west side of the square. And they do things like wash parties on Saturday and Sunday mornings and any kind of USMNT here, women's team. They do wash parties. Their primary objective is to sell merchandise, but they also own 17 soccer teams across the world. So this will be their 17 or 18, I don't know which, and their intent is to play in power, which will be the cool. So, as me, you know, everything I've added and added is that the course is also going to be hosting a PPA, a PIPO, a professional PIPO Law Association event, coming up with a lead in spring and next year that will also drop a ground, which is pretty exciting. So good stuff. Thank you. Any questions for Emily? Mr. Counsel, would you please? A few things. Under literally no fanfare whatsoever, we've asked a budget. I don't think we have one citizen coming to speak to any of the public hearing. So the property tax rate was lower by a little bit more than one penny. And so, onward and upward, we are hiring 11 new police officers, 10 new firefighters in this budget, which we need. City Council got to tour City Hall, the new City Hall that we're going to be moving into. We're going to be moving into Virginia, where the first City Council meeting will be there in February. It is amazing. It is so much more than what we have right now and it's really well designed from a functionality standpoint. You know, people have to go there to get permits, pay utility bills, and it's five floors, but the first four floors have stairs that go right in front of the building and every time you get off the stairs on a different floor, that's a different place that the public can interact, you know, to get a permit or do this to that. So it's really great. There is a lookout on the fifth floor, a balcony that you can see the whole vista of the mural and tops and loquioca, and you can see how this area is being activated. Virginia Street to the east to five is now open and which is great these perhaps great news for local local vandana where there today there's a ramp out there so a lot going on there. It's really easy here. Yeah, that's it. It's really easy. Sorry about that. Virginia's under construction. You don't want nothing to do with Virginia for a few months. Yeah. New trash vendor fronts here and for recycling balconies we'll be starting on October the first. Some of you might get a new trash day because of this. I'm getting a new trash day. Apparently we had way too many on Thursdays, summer moving to Friday now so the city will notify you in the mail. Thank you for all your patience with the atrophy of the in the mail. Thank you for all your patience with the Atrophy of the service for waste connections and you know, I think everything's going pretty well right now We expect it to continue to go well Got a new trash can that's right And then I'm gonna talk a little bit about the airport. I'm suggested to Amy Thank you very much for having the meeting here. As you can tell, this is a busy airport. If you've listed to the jets of the proclines going over, we are the 14 busiest airport in the state of Texas. As I was telling you, Leslie, we have a 7,500 foot concrete steel reinforced runway that is a over $ hundred million dollar asset. If we, if, and I'm gonna say really blinks it's a when y'all it's not a day if we're gonna get past your service here at the airport I'm not sure I'll be on council at that time but it's gonna be right over there where you see the trees kind of cutting in that's where the past your terminal will be. We're already starting to put a taxiway over there and we're using some CBC and EDC funding for that which will be by large reimburse by the FAA. The FAA is big time in the business of reimbursing this stuff for this airport. This airport is self-sustaining and what I mean by that is your property tax dollars don't go to it. We have ten hangers like what you see behind you. They're called corp ten hangers where we have big jets from Toyota, Tiahane, some other companies on Corp Wire that pay a lot of property tax dollars in the city. So this building and all the functions of it, your water bottles, your popcorn downstairs, I noticed today they had warm cookies which was lovely. Those are all paid for by airport revenue. So this is a tremendous asset for the city of McKinney as you can well imagine when you think about the length of the runway to this 7500 feet now, it's going to be 8,000 feet here shortly. The county and the state are paying $30 million, not us to extend the runway to 8,000 feet. The reason it's being said to 8,000 feet, they'll shut up because I do airport talk all night. But when the TI plane wants to fly in the summer to Beijing and they need a full fuel of, and it's harder for planes to take off in the summer, it's just physics and lift and the heat of the air. And they're going to need the 8,000 feet. You can look at these crop planes and they're taking off way before they end halfway up to runway here. So that's why it's being extended. But right now we have 737s coming in to TKI, which is our report here. We get them from Raytheon and we get where else are you? Reliever report for DFW. I was out here one day, 737 landed with a bunch of pastors. You've got off now to where the hell am I. Well, there's a Supercell storm over DFWs that you've landed here, because they're a little bit long fuel. So this is a big asset for the city, but I know it's a little bit off the beat path for many of you, so grateful that everybody came out. Okay, Patrick, if taxpayers keep voting down, how do we know is going to happen? Well the tax per is going to be clear is backing that terminal with property taxes. That's a legitimate vote to say no. But you know when the airport has operations the city controls the airport. And so there are ways that we can use airport revenue and in this case some CDC and EDC money to come in here and do that. But what the property taxpayers have a full right to do is to vote against the using their property taxes to back these projects. But in candidly, I'm one of seven fiduciaries who have to say what's the best interest of the city of McKinney. In 1979, some guys got together and say, hey, well, let's build an airport here. And in 1996 it was a huge day when this became an FAA compliant airport which kind of tethered us to this airport. So I'll say that in my interest I will never let this property atrophy. I will never do that to the tax credit city beginning. I think it's bad policy but I will also never put it back on the ballot to have property taxes back anything over here. I've heard the voters on that. Yeah. Any other questions for Patrick? Do you think you guys can keep using this report? What's the plan open to Sherman? Or do you think you might start flying in on the... That there is a asphalt run, it's a great question. The plan opens the Sherman, or do you think you might start flying in? That there is a asphalt runway. It's a great question. The population of that county is half of the population of the city of McKinney. So, absorb that for a second. Our runway is $130 million asset. Theoretically, that's very small county. Could chew up the asphalt runway put concrete still reinforced runway there and then hope to get some of the assets we have here so I don't think for a moment that any of these companies are looking to relocate the TI executives that fly on this are down there in Dallas right they're in Richardson the executives aren't going to be located to Sherman their T.I. headquarters will stay down there in Dallas and L.B.J. in 75. What we get a lot of requests for from Toyota and T.I. and some other companies to say look our C-suite guys can fly out of here but our mid-level managers can't if they're going to since an anti or whatever. So there is a big desire on the FAA standpoint and large companies and stakeholder standpoint to have commercial service come out here. If you ever get bored and want to read about something, read about Atlanta and how they are just ruling the day that they never built a second airport in North and the city where so much of their growth is going. There won't really ever be, and I think we'll say this, there's never going to be another airport would and then why would they compete with us when we're decades ahead. So this is it. Addison has a 5700 foot runway. Addison is a general aviation airport and they are full, full, full. You may recall they have a flight museum there and one of the hangers they just close that game you see and down and shift everything up to deaths and we're in the way I was talking about because they need to monetize that hangar because the museum doesn't monetize anything. We're pretty much almost built out here. If we've got another corporation that came and said to us, hey, we want to build another hanger, we couldn't do it here on the west side. We'd have to go to the east side, which is one reason we're building the taxiways and everything over there. Yes, we anticipate getting commercial service. I'm not sure when it'll be. I'll own this statement though. Spur 399 is going to come here east of our airport. It is going to be a big bypass for the people that live in Edison. Excuse me, Princeton, Farmers, Bill and everything like that to get down to 75. It's going to be a nice bypass. That is going to be a perfect time, I think, which is roughly 2031 for us to certainly by that have passed your service. I think it's going to be tougher before then, because it's just an ingressy graces you want the small farm to market road over here. But we'll see. So after the right way expansion, would they have both been able to do a lot of three-body little kind, three-eight, South West flies 737s and then the air buses are like a 321s. Those are already lined here. And yes, and the airlines have told us don't expand the runway for us. We're fine. This could take a 767. It could probably take a bigger plane if it wasn't full. But, you know, we're never going to have, I don't think, the international flights here, which, you know, if you go to, if you ever think about when you fly a message, if you go to New York, you're never going to look already to take out of there, because they're having a runway that'll handle it. So, DFW is going to be the master of the big international flights. We are going to be at our best, the biggest time you want to describe it, maybe something like Loveville. That was a number of gates. I'm going to have tax payment money to do it. What I mean by proof of concept terminals, nothing you're going to be proud to show your relatives, maybe a strong metal bill, or something like that. we're going to start as to the proof of concept terminal because we're not going to have tax care money to do with what I mean by proof of concept terminal is nothing you're going to be proud to show your relatives maybe a strong metal bill leave or something like that that's kind of temporary that is just very much you know form follows function. And so it will be on the cheap we'll probably start with just a few gates probably 12 lights a day and it'll grow from there that's kind kind of a airports grow but we're going to do it very much Watch from the bottom line because you know what you saw is a $200 million project was put in the ballot is basically going to be Winnowedown to a $60 billion project and most of that can't at least tax the way in parking lot. I think hold back to your identity eventually to the public. Especially when you said the broadcast bill, you know, I said, we should do that. I know like a person on the east side would like to do that. Yeah, and I hear you, this isn't, but this has never been, the east side of the town's never been on the way to the airport because nothing punches through right? You have to go either three eighties of the north or you have to take out the route to the south. Virginia and White and none of those or L never really do work. I do hear you. But I'll say this about traffic. We tend to when we think it's about when we tend to get too scared of traffic, you know, giving an example. HEB takes 25,000 people each weekend a day on what we're already two profoundly busy roads and we haven't got one traffic complaint. That's in my district, the one just south of Elderon over there. So we can tend to magnify that a little bit, but we do hear you, but the reality is it's not the kidney people that are traveling on that farm to market road by a large sliver, crossing in Princeton and this and that, but are trying to go to 75. I read the other day, some 45 minutes to get from Princeton to highway five. Shoot me. So, you know, so I hear you on that. But I think that's a good I've have to be I don't want to say overwhelmed but we have to take a real sweet heart deal for me to want to get it much sooner than that I'll say that other questions for the council thank you very much. Thank you. Do we have any motion to adjourn at 6.07? Don't fight for the warm cookies. Covering motions. Do we have a second? I do. Second by. I'm going to be warned on the day we say aye. Aye. I do. Opposed? Thank you, everyone. Thank you.
